the largest salvage ever attempted. today, september 16th, 2013.3 c1 >> good morning. welcome to "today." it is 7:00 on the west coast. i'm savannah guthrie. matt is in colorado covering the floods. alan natalie are here with me in the new studio. >> it is like america's living room. >> we have to say thanks to the crew. they worked tirelessly over the last two months. >> we will show you around the studio in a bit. a shooting at the washington navy yard. a search that is going on for the gunman. let's go to tom costello. he is at the scene.

>> reporter: good morning, savannah. we are four-to-five blocks away. there is a tremendous police presence and response to the incident four-to-five blocks down at the navy yard. at 8:20 or so this morning, there were initial reports of shots fired. since then, really, an armada of police officers coming in. we have more coming in now. unmarked vehicles, marked vehicles, d.c. police responding to the scene trying to find the here is the. at least report, we have a report of seven people shot, including two police officers. we don't yet know the status of the suspect and where he is. they have been hunting him for the better part of an hour and a half. we believe that they have taken at least one, maybe two individuals away via a medi-vac helicopter. whether more have rolled in because they have more victims, we're not sure. an active and fluid situation in southeast d.c. at the navy yard. savannah, back to you.

>> tom, thank you. this is a military installation, but there are civilians that work on the grounds as well, right? >> reporter: that's correct. we have civilian and military personnel. the people that work at the site are involved in sensitive subject matter, if you will. they are involved in the design of ships and that kind of thing. jim miklaszewski at the pentagon gave you a better sense of the work that is done here. this is a very full place with 3,000 employees on any given day. i should tell you the department of transportation has been locked down and so has reagan international airport. that is about three or four miles away. air traffic is effected because of the ongoing operation. >> we want to get to jim miklaszewski at the pentagon this morning. jim, good morning to you. tell us more about the navy yard and particularly the security there. >> reporter: before we get there, savannah, i would like to

report that one navy official -- i emphasize these reports are unconfirmed -- but it is one navy official who is at the navy yard and in a position to know. reports as many as a dozen people were shot. it appears there are four fatalities, eight wounded, in this one gunman rampage at the navy yard this morning. navy officials here in the building could not confirm the report, but they acknowledge that they have one of their own officers there at the building who reports that at least a dozen people were shot and as many as four appear to have been killed in this shooting. still unclear, although, that report also says that the gunman has been taken down at this point. this is a very late breaking report. we are seeking further confirmation. these are reports coming from a senior navy official at the navy

yard itself, where the shootings occurred, savannah. >> jim, back to my earlier question. i think there are a lot of questions right now, more questions than answers. do you know anything about the type of security? how could someone get on the facility? >> reporter: if you have an i.d. card, civilian or military i.d. card, you can easily drive on the base. other civilians who go on the base have to have their cars checked. if you have an i.d. card that allows you open access to the base, you can easily drive on to the base and if you had a weapon concealed in your car, that could be easily done. now each of the buildings also has a certain level of security, but not as robust as you find on the outer gates. according to one official, there was a person working in the building, hiding under his desk, on the telephone accounting as it happened.

how the gunman approached one of the military police officers and opened fire seriously wounding that police officer at least. this was a very chaotic situation according to those who were in the building at the time. it has been more than an hour and a half now that the s.w.a.t. teams have been on the scene and we are just now getting reports that the gunman may have been captured or taken down. all of these reports coming from one naval officer at the navy command. navy sea systems command at the navy yard, savannah. >> we will continue to let you work the phones and bring you the latest. let's go back out to matt covering the story in colorado. good morning, again. savannah, this is a

devastation situation. five people now confirmed dead. more than 1,200 people listed unaccounted for. the flood damaged 19,000 homes. 11,000 people forced to flee. this is the four-mile canyon creek. normally dry this time of year, now raging and angry, as you can see. people cannot get rescue operations in to find out how those people are and with the weather today, more rain and more gray skies, those choppers may be grounded again. nbc's miguel almaguer joins me here in boulder. >> reporter: matt, good morning. the numbers are staggering. more than 100 miles of roadway washed away. the best perspective comes from the air. >> about 500 feet above the

ground level, the view of the damage is extensive. wow! look at this. it is going to certainly take months to clean up this damage. the flood zone is actually about the size of the entire state of connecticut. we're over boulder here. the population used to be about 100,000, but some 15,000 people are in the evacuation zone. many of these folks simply can't go home. the damage is just too much. rock slides, mudslides, so many disasters. so much devastation. there are too many damaged homes to count. the focus remains on rescuing and evacuating thousands of people on the ground. one official said they haven't seen this many americans rescued by the air since katrina. at one point, some 400 children were rescued. the military convoys are going door-to-door now.

they are telling folks who refuse to leave this may be their best and their last chance to get out. this is the big thompson river that weaves through a residential neighborhood. it is flowing over roads and bridges. it completely wiped out this section of town. more than 150 miles of roadway have been washed off the map. they are either compromised or simply under water. you wonder how they will be able to rebuild. how long it will take. >> how can we ever recover from this? i know exactly inch by inch, mile by mile, community by community, they are taking this stuff back. >> reporter: those military rescue choppers should be back in the air later today, matt. in laramie county alone, more than 1,000 people waiting to are rescued. >> we saw the moment where the

chief was talking about it. i went up to loveland, colorado at the command center and i had a chance to talk to him. i watched a little bit of the press conference today. i watched at times you struggled to contain your emotions. sheriff, is it because of the devastation or because of the frustration? >> it is the devastation, matt. you know, is there frustration? sure there is. you want everybody to be out at once. we are still a small community. i know the voices on the radio. when i hear people trapped up there. it is personal. >> that is justin smith. the sheriff of larimer county. i spoke with governor hickenlooper this morning. i asked what he will focus on this morning. >> our primary focus is to get everyone in harm's way out of there.

focus on if someone is really at risk, how do we get them out there. we will have 16 or 17 helicopters in the air in the next hour and comb the entire landscape to get everybody out. >> the more than 1,200 people unaccounted for. you are very hopeful and so are the officials that once you get helicopters into the remote areas that are cut off and simply talk to people and ask them their names, you will be able to check a lot of people off the list. >> right. you have to remember a lot of these folks lost their cell phones and landlines and internet connections four or five days ago. we have no way to get a hold of them. i'm very hopeful that the vast majority of those people are safe and sound. we don't have any illusions. we know there will almost certainly be more fatalities. >> i know you have been dealing

with weather officials the last several days. even if it stops raining in the next day or so, when do you expect the waters to recede and the creeks and rivers to go back into their banks? >> we have a good weather forecast. we will get scattered showers, but nothing like we have seen. it will take -- it is like a python that swallows a meal. it will start receding or not getting worse in the next 12 hours and receding in the next couple of days. >> governor, our thoughts and prayers with you and the people of colorado. condolences on the loss of life. thank you for joining me this morning. >> you bet. it has been a tough thing. every time these roads, you see them broken, it is amazing how it brings people together at the same time. >> all right. john hickenlooper, the governor of colorado. thank you very much. that was earlier this morning. the sky is brightening now,

although the ceiling is still low. it is still raining. not as hard as it has been the let's go back to al. he is in studio 1-a. >> as you can see on the radar, the areas of precipitation are shrinking. high pressure starts to build in and we will get a bit of a break. that is good news. the problem with this, of course, has been the torrential rainfall. even down into new mexico, 4.5 inches of rain. this is about a 1,000-year event. we are talking about this event happening once every 1,000 years. for the denver and boulder area, the next five days, we see clearing. we see temperatures warming up. that will help in the clean up and the rescue efforts. a lot of people want to know how they can help colorado's flood victims.

this hulk out of here. angry skies threatened over giglio. at dawn, a three-hour delay. then all systems go after more than a year of around the clock preparations. >> everything absolutely under control. >> reporter: emotion around the world today. >> just brings you back. it's horrible. >> reporter: from the more than 4,000 people who were on board that night. in that chaos, 32 lost their lives. including two americans. in tel aviv, janice watched. on her honeymoon. climbing up a ladder and in the darkness and thinking they would die. >> i'm not sorry we are not there. >> reporter: it is the biggest cruise shipwreck in history. this is an engineering marvel.

similar have been done on a smaller scale. here, the steep reef below is levelled with cement. a platform under water built. cables extended down the ship's belly pulled from machines on land. and it is actually working. the worst-case scenario is what? >> the structural failure. it will be localized failures. not catastrophic. >> reporter: remember, two of the victims were never found. once they get the ship upright and floating, that search will continue under water and in the ship. next week starts the trial of captain francesco. thank you, we have the latest with natalie and the crisis in syria. >> today, the u.n. inspectors say there is clear and convincing evidence that

chemical weapons were used on a large scale in that attack last month in syria. they say the evidence is that surface-to-surface rockets containing the nerve agent sarin were used. meantime secretary of state kerry is in france today to try to end the chemical weapons program. president obama speaks out on the economy on the fifth anniversary of the crisis. he is also looking for a new fed chairman now that one has taken his name out of the running. we have peter alexander with more on that. peter, good morning. >> reporter: larry summers is one of the top economic advisors in the first term. he had worked with the clinton administration. he was the first choice to head the federal reserve. on sunday, president obama accepted summers' decision to withdraw his name.

specifically democrats, summers conceded it would be tough, this confirmation battle ahead. the president is expected to announce the nominee as early this month. the current chairman ben bernancke's term runs out in january. one name we should keep an eye on is janet yellen. >> thank you, peter. and miss new york is miss america. 24-year-old nina doulouri is the first indian-american to win the pageant. >> we will talk about that more in trending. let's get back to the top story. the shooting at the navy yard. pete williams has more on what has gone on here. we heard reports of multiple injuries. pete, good morning to you.

what can you tell us? >> it does sound there are reports of fatalities. we heard there are probably nine or ten shooting victims. the number of fatalities, we're not quite sure of it, it could be four or five. it is still rapidly unfolding. there have been reports that police have known where the person firing the shots was and was responding to them. we're told this is still not over. that they have not declared this all clear by any means. we still don't have an hour and a half after this happened, or began, a clear idea of precisely where it started, how many people were involved initially. we heard conflicting reports of one shooter or more than one. that is yet to be nailed down. whether this person is civilian or military. all we know it is a man who was heavily armed with at least one long gun or shotgun and a

>> time 7:26. i'm jon kelley. less than three months since the crash of 217 first responders now getting hands on training to deal with airplane fires. crews work with the u.s. marine corps in a disaster response exercise that will be taking place today. drills will include airplane fires, extracting pilots and rescuing victims. >> meantime in the east bay a house fire killed three people and fire officials say the deaths possibly could have been prevented. this fire broke out at about 12:30 yesterday morning in pittsburg close to highway 4 and railroad avenue. at this point we can tell you there were no smoke detectors in the house.

firefighters, they say they found three smoke detectors on a counter that were all uninstalled. the cause of the fire remains under investigation. >> and convicted killer joseph na nasoexpected to return to a courtroom today for the final phase of his sentencing. closing arguments will be given for the penalty phase of his murder trial. nasowas convicted of killing four northern california women in the 70s and the 90s, he is eligible for the death penalty. right now a check on the monday forecast and check in with a woman always in the know, meteorologist christina loren. >> good morning. we have lots of fog earlier over the golden gate bridge. the wind picked up. old glory getting pickup from the breeze. as a result all that cloud cover cleared but we still have flight delays, low clouds continue to hug the coastline. those should be clearing up the course of the next couple hours. 85 degrees in livermore. 74 in fremont. good the next couple of days.

this is an nbc news special report. here's savannah guthrie. >> good morning. as we come on the air, we have breaking news in the nation's capital. a shooting in a military building at the washington navy yard. nbc news reporting that at least ten people have been shot and four have been killed. we have tom costello on the scene at the navy yard. we first want to get to justice reporter pete williams. pete, what can you tell us? >> this is a joint military civilian installation across the

river from the washington reagan national airport. it has now reopened. it was shutdown because of helicopters. at 8:30 eastern time, one man, heavily armed, carrying some kind of rifle or firearm began firing. we know a dozen or so, at least ten people hit by gunfire. four of them are now dead from the injuries of the gunfire. two of the people shot were police officers. d.c. police is responding. we have been told, savannah, that they have identified the shooter and have wounded him and are responding to the area where he was. they are now going through the area to make certain that there was just one gunman and that will be a difficult time consuming process to make sure that this situation is over and to make sure only one person was shot. the only thing we know about the man with the gun who has done most of the shooting is that he is a male. we don't know what his

connection is with the washington navy yard. whether he is military or civilian. a large area of washington, d.c. around this has been shutdown, but it is believed that the danger is located entirely within the washington navy yard facility and it is not spread to the area beyond it. it is an area year capitol hill, so this is an area where there is lots of law enforcement in washington. federal and local. heavy response to get a perimeter around this, but unfortunately, it still isn't over, savannah. >> pete, there are a lot of reports flying around on social media this hour that there may be more than one gunman. you just mentioned it. briefly, what do you know about it, if anything? >> the best reports we have is that there is just one gunman. i think it is safe to say they don't know yet that this is a big question. whenever you have one of these situations, now to go through the building and make certain that nobody else is in danger.

i think we just can't say for sure. we know at least one and that is all we can say with certainty. >> pete, i'll ask you to stand by as we cover this breaking news from washington. ten shot at washington's navy yard. nbc news is reporting four fatalities this morning. an ongoing situation as the officers try to work to capture this shooter or shooters. we want to go to tom costello. he is at scene. good morning. >> reporter: good morning, savannah. to give you a sense of how far away we are from the scene. three-to-four blocks down the sidewalk here. police have several layers of a perimeter established already. to give you a sense of where we are in d.c., we are a block from the nationals baseball stadium and a mile from where the crow flies at capitol hill. at the navy yard, approximately 3,000 people work, both civilian and military. it is not clear how this gunman would have gotten into the

we have been following that breaking news in washington. we have matt out in boulder, colorado, also on a huge story. good morning. >> savannah, natalie and al, i'm along the four-mile canyon creek. this creek is normally dry this time of year. it goes well up into open spaces behind me. i had a local resident come up and tell me he thought this creek actually saved lives. it broke into two different directions a couple of nights ago. one to my left 100 yards and the main section, he said if this river continued to flow in one stream, a trailer park would have been wiped out. he is sure there would have been a greater loss of life. as it stands, five confirmed dead in colorado as a result of the historic floods. more than 1,200 people are unaccounted for. we need to stop and talk about that. that simply means they have not been able to contact those people.

it is not they think they are in dire straits. some of the people losing cell phone service or regular phone service or electricity. in the air, doubtful they will do that in the next couple of minutes because it is raining and overcast, but once they can, they can check some of the names oft list. officials telling people who have communications here, if they see the helicopter flying in the area in the remote areas, try to signal with a mirror or with a flare to let the chopper pilots know you are there. there have been stories of tragedy and stories of hero i..iism. we will have more in a couple of minutes. savannah. >> matt, thank you. al is here. you have to look at the weather in colorado as well as the country. >> that is right. we have a tropical storm right now ingrid will have a big impact on parts of southern texas. you can see ingrid. this is tropical storm ingrid

very active. i will tell you there are more reports of one shoot er involve. behind me, the scene is four-to-five blocks down. this is ongoing for coming up on three hours now and still active. still police resources moving in and s.w.a.t. team moving into the navy yard. we still have a heavy aerial presence here with helicopters. they have lifted the ground stop at the nearby reagan airport. air traffic control is watching closely the skies because of the heavy police helicopter presence. the latest numbers we have, 10-to-12 people shot and four people dead and two police officers shot. we don't believe they are dead. we don't have clarification of the four individuals dead might be. not at all clear yet, the status of the hunt for the shooter in southeast d.c. to give you a sense of where we are, the washington nationals baseball stadium is about a

over the washington, d.c. area. this is one of them right on the river. it is a mix of civilian and military personnel inside. we don't know the identity of the gunman. we don't know why this shooting happened. there have been conflicting reports about the number of casualties. understandably so. that number will change as the police are able to go through this building and take a careful census of who is missing and who isn't. we know among the wounded and the fatalities as well, are members of law enforcement who initially responded. there is a mix of police and people working in that building victims of the shooting. the shooter was heavily armed and entered with one rifle and one handgun. possibly more weapons than that. it is still not clear. this is not over yet, savannah. unfortunately, three hours after it started and we continue to hear reports of what people

think are gunshots in that area. could be in other buildings. the area is secure. there is no fear it will spread beyond it. there is no indication of terrorism. what the motive was here will be several more hours, savannah, before we have a good idea of what happened and why. >> and let me ask you about reporting you had earlier that the gunman may have been injured and law enforcement told you he had been contained. i know you choose your words carefully. what does that mean? >> reporter: they feel they know where the gunman or at least one of the gunman if there is more than one, we only report one. they know where he is. they have him, in essence, contained so he can't move around any further. we don't know precisely what his condition is, but i would suspect that if the police have found him and he has been exchanging gunfire, he is probably severely wounded and no longer a threat. at least that is the indication we have in that particular area. >> all right.

al roker and natalie morales. this is happening right in the heart of washington, d.c. >> it's a sprawling area. there's a lot of acres and ground to cover. >> pete williams is on the phone with more information. >> second tactical team has found a second scene on the naval yard quite close to the main building where all this has been unfolding about the last three hours. there have been reports of shots fired in the second building. so, the tactical team has entered. i have to be candid in saying, savannah, it's not clear to us whether there is another shooter in that building or merely people hearing reports of shots fired and assuming that there's a shooter in that building. and they're taking it seriously, treating it as though it may be the situation. so, tactical teams have entered that second building. in terms of the casualties, it's a number that is constantly changing.

story. you write so much has been written about the polanksi case but none of it has been written by me. what did you want to say? >> i wanted to tell the truth of the story and tell it on my own terms. not as a reaction to whatever might be bringing it back into my life. >> one of the things that comes up throughout the book is your desire to just have a normal life and just go on with your life. you know there's a certain irony here. writing a book has the opposite effect. now it's all in the open again. >> yes, so this time i'm bringing it all on myself but it comes back to me anyway. so i wanted to handle it on my own terms finally. >> the cover of the book has also gotten attention. you actually use one of the photographs that roman polanksi took of you when you were 13. are you surprised at the reaction that has gotten? >> i was surprised at the reaction but it seemed like a good choice. that's me at that time. >> you describe exactly what

happened to you that day. the first time when you met him when he had you pose topless and the second time when the statutory rape occurred. was it difficult to relive the details? did you remember everything just as though it had happened the day before? >> it wasn't really difficult to relive it because hi to do it so much. immediately after and throughout the years. it's a familiar story to me. so it's kind of easy for me to tell it. >> one of the things that is striking about the book, i don't think you feel about this incident is at all obvious or predictable. how do you feel about roman polanksi and what happened that day, do you consider it rape? because when you read the book, it's not obvious how you feel about it? >> well, how do i feel about him? i hope he is well. i was 13. that makes it rape. but i didn't experience it that way. in my mind, i didn't know that was illegal. i didn't understand he could go to jail for it. i was young. >> so do you feel now -- do you have a different perspective

now, you're a mother, you're an adult. do you think he took advantage of you. >> yes it was a bad thing to do and he knows that. >> how was your life after that? you had this court case and were in the center of it and you felt victimized by the process as much. >> it was a horrible worst year of my life. from the minute my mom called the police. it went on and on. the phone range off the hook. my whole family was traumatized. it was terrible. >> you mention your mother. she was the one that called police. especially in the early days, she was like a stage mother or wannabe actress that let you be taken advantage of. anything you want to say about that? >> that's not true. my mom was an actress and that's how she paid her bills and didn't have any idea i would be in trouble or anything bad would happen. she was trying to help me in my career. >> you have been in touch with mr. polanksi over the years. >> several times. >> what would you say to him?

[ cheers and applause ] >> thank you. >> from nbc news, this is today's take. live from studio 1/a in rockefeller center. >> welcome to today on this monday morning, september 16th. in our new home. we are really excited to show you around the place a little bit. but we want to get straight to a little breaking news. there was a shooting just this morning at the washington navy yard in the nation's capital. >> a story still developing. and we're at the pept gone. >> reporter: natalie, this remains a very fluid situation. the investigation is underway. but we can tell you that u.s. military officials report that

at least two victims were wounded, at least four of them are dead. and it's feared that that death toll could rise. the gunman himself is reported to be cornered and either capture or he himself shot and killed. this all broke about three 1/2 hours ago at the u.s. navy yard in washington, d.c. when apparently, now, a lone gunman opened fire in the navy systems command center, the headquarters of the navy systems command there in the navy yard. the scene was reported as terrifying and horrific. in one case, one of the kp employees in the building ducked under his desk when he heard the gunfire and was on the phone with people here in the pentagon striebing to them as the gunman made his way down the hallway and opened fire at point blank range, seriously wounded one of the base police officers. now, it's unclear whether the

shooter is military or civilian. but since the base requires an i.d. card to get into it, it's heavily guarded by a brick wall and gates and several layers of security, so you need an i.d. to get in. if you don't have that i.d. card, your vehicle and you yourself are subject to search looking for any possible weapons or illegal contraband of some kind. so it appears now that this was either an active duty or a former military person who walked into the building and opened fire. the identity of this person is unclear. there were initial reports that there were two gunman, but now it's reported that it's likely there were only one. natalie. >> natalie there was only one gunman, but there were some confusion when gunshots were heard in a second building. but now they report there was one gunman.

that's why i ask you questions that i know are true. is your first name al? and then we build upon that. >> when is it okay to shade the truth or hide it a little bit? >> the reality is we all lie every day. but when you're thinking about relationships, families, friends, what's most important, tell the truth. it's better to talk about an issue that may come up as opposed to imposing dishonesty and mistrust in a relationship. because your partner will always think you're lying. it's dangerous to practice telling lies. >> a lot of us will tell a little white lie because we think we're going to hurt the other person's feelings. is there a better way to handle the situation? is there an opportunity to communicate better with the ones we love? >> usually we lie because we want to present ourselves a certain way. but tell the truth and deal with the aftermath as opposed to just injecting mistrust because communication is so important.

think about a lie as a deliberate attempt to make somebody think you're telling the truth. >> so in al's case where he din like the outfit deborah was in, how do you do something about that. >> maybe you should change the color of the pants, i don't want to hurt your feelings but you ask me, i think i prefer you in something else. >> what are the physical signs you look for to determine whether someone else is lying? whether on the polygraph machine or in life. >> before i polygraph you we'll have an extensive interview and we'll look for leakage. people leak deception. a lot of stutterings, repeatings of questions. what's my name. >> what's your name? >> they're looking to have time to fabricate that lie. a lot of restless body movement shows signs of anxiety. even chewing gum. if somebody is chewing gum, they usually chew it at their heart rate.
