to it. nbc justice colonel correspondent pete williams has the update. good morning. >> good morning. they're finding evidence that aaron alexis was very recently losing his grip on reality. just last month he told police he feared for his safety because people were following him. >> reporter: police in newport, rhode island say they were so concerned about an account with aaron alexis last month they contacted authorities at a nearby naval station and gave them a copy of the report. it details how aaron alexis was hearing voices and tried changing hotels twice, but that did not help. people were following him using a microwave machine sending vibrations preventing him from sleeping. he worried the individuals were going to harm him. a short time later he sought treatment at a nearby va hospital while working as a military contractor. now members of congress are asking how alexis could have

gotten or kept the security clearance that allows him access to the navy yard given what is emerging about his mental health issues and brushes with the law. >> it's time to start at the bottom and revamp our background system, especially in our military, national intelligence, and military facilities. >> reporter: the navy says he was given a low level secret clearance in 2008, good for ten years. even though just four years earlier he was arrested in seattle for shooting the tiers tires of a car that was parked near his house. but nothing in his background prevented him from going to this virginia gun store last saturday and legally buying a police style shotgun like this that officials say he used in the shooting rampage. friends and former roommates in texas say they saw no indication of mental problems or signs he could turn so violent. >> i don't have the answers that people are looking for.

i can't explain it. >> reporter: the defense secretary has now ordersed a review of security and access at military facilities and president obama ordered an even broader look at security standards for all government contractors. thank you so much. don is the chief operating officer and former assistant special agent in charge of the new york fbi joint terrorism task force. good to see you. welcome back. >> thank you. >> you're hearing what we're hearing. about this guy's past, emotionally, in the law, in the military, what jumps out at you? >> first thing, i would want to start with his pre-employment background check. people in security know the best way to prevent work place violence is to try to weed people out like this before they even get hired. i would want to go back to when he got hired to see, what was done? was there a thorough background check done by the employer? this is before we start looking at the security clearance issues. >> were the right questions asked or were there privacy concerns? were some questions off limits?

>> that's the thing. in many states, in most states, an arrest record isn't even something you can get into until it's a conviction. the fast he was fact he was arrested and he used a weapon and shot into a neighbor's house or shot into the car that might not have come up. >> charges of insubordination, disorderly conduct, they considered him for dishonorable discharge but didn't give it to him. he had trouble with the law. the incidents where he discharged his firearm in anger at least once and he called police to say he was being followed by men using microwave machines to send vibrations through a wall. he then went to a va hospital and said i'm hearing voices. how does a guy like that get clearance or not lose his clearance. >> this was a guy always right on the verge. kind of operating in the margins. sick but not enough to get him kicked out of the system. >> is it possible that each

individual incident wasn't -- didn't rise to the level but no one took the time to read the sum of the parts? >> that's a possibility. i'm sure there's going to be a lot of people looking into what happened. i'd also want to say look at his background check. he was obviously given a security clearance and what was the scope of that clearance? was it just looking at open source data bases or did the company that conducted the clearance did they talk to people and family and former employers to say is there a history with this guy. tell us about him. what kind of person is he. >> here's a number that jumps out, 4.9 million people, contractors, military personnel, government employees have that kind of clearance. >> huge. >> that seems like a big number to me. should we be worried about it. >> it's a big number. it's a big industry. i know people involved that do these background checks. it's a very high volume kind of low margin operation. they want to do these things quickly and efficiently as

possible. but the goal is to get these potential employees online working as soon as possible. so are all the quality controls in place? you know, i guess this is what's going to be looking at -- what we'll be looking at as we review the situation here. >> don, thank you very much. >> thank you. >> we'll take a turn now and go to natalie. you have the top stories of the morning. >> good morning, everyone. there's growing concern this morning in one parish in louisiana after a rare but deadly amoeba was found in the water supply. despite assurances the water is safe, some residences are not sure. nbc's katy tur is in chalmette, louisiana. >> reporter: good morning, natalie. the water is enough to make people nervous where the amoeba was found. some officials say the water is safe. jake was playing in a backyard

water slide when the water contaminated with the brain-eating amoeba went up his nose. days later, he was dead. it was the third death since 2011. the cdc says not to panic. >> this is a unique event. most people are never going to have to worry about this. >> reporter: erring on the side of caution, schools in st. bernard parish closed pools and water fountains. >> we don't want to hear it is safe or not safe. >> reporter: there have been 132 documented cases of the infection in the past 50 years in the u.s. the rare parasite enters the brain through the nose and destroys brain tissue. so far, there have only been two survivors. one of them is this 12-year-old of arkansas. there is no need to put down the water glass.

this is part of remnants of manuel. unbelievable. 50 people have died in the flooding. it is massive. manuel is redeveloping right now. was go to the maps, manuel has reformed off the coast of mexico. we will keep an eye on that as it makes its way off the coast up off baja. we are watching now another area that is developing along the yucatan. this system will move across the yucatan out into the gulf and may affect eastern mexico. it may also get lifted up and into southern texas. we will continue to watch that and that will be some time early next week. in the meantime, gorgeous up and down the eastern seaboard. we are looking at a risk of strong storms developing in the northern plains with more rain there. good news is no rain for our friends in colorado today. we will get to your local

the first official day of fall sunday looking good. 82 degrees. we level off for the beginning of next week. now to ellenwood, georgia, a suburb of atlanta where a family is fearing for the safety of their daughter. it's been more than 24 hours since ayvani hope perez was abducted in the middle of the night by two gunman and there's still no sign of her. nbc's andrea canning is there with the reports of ransom demands. good morning. >> good morning. this neighborhood essentially living in fear. the family says there have been ransom requests, but the fbi has not confirmed that. the fbi is also investigating trying to piece together exactly what happened and where she is. as for her young friends, they are just praying for her safe return. >> we pray to you that this young girl returns unharmed. >> reporter: sadness mixed with fear and hope at a vigil last night. >> amen. >> reporter: friends and classmates coming together to

pray for the safe return of 14-year-old ayvani perez. >> it's okay. she's going to come back. >> reporter: in this quiet neighborhood in the early hours of tuesday morning, police say two gunmen, depicted in these police sketches, pried open the back door of the family home and broke in. >> the mother actually tried to hide the two kids. >> reporter: police say the mother maria hid with her two children and the family poodle but the gunman found them and demanded money and jewelry. when they were told there was none they shot the dog and kidnapped ayvani. >> we do believe the young lady is in harms way. >> reporter: friends describe ayvani as a happy teenager. >> always trying to make somebody laugh. if you're down. she is a lovely person. >> reporter: just 4'9" and 93 pounds. >> very small. we gave her the name little bit. >> she is a small girl but really strong.

getting better this morning. people are even out jogging and biking. kids are going back to school in boulder today but for the bolin family, time is standing still. their dad is missing. >> reporter: the bolin family is still waiting. >> i like this one because it has all the kids. >> it was the middle of the night last week when sharon and their family left their canyon home. >> the speaker came up the canyon saying you need to evacuate immediately. >> reporter: they drove two cars and got separated. jerry went to a shelter at the school where he taught for 30 years but he didn't stay in that safe place for long. >> why would he leave? >> i guess he wanted to see if i went home. >> i just think it's a love story. he was safe and sound. they're both just so brave. they're so brave. >> so you went back looking for him. >> i started to and then i had to be rescued at the other edge of town. >> reporter: that's sharon, when her car flooded, rescuers scooped her up in the only vehicle they could get to her.

>> people got out in their wet suits and put a life jacket on me and sat me on the seat and away we went. >> we saw the footage all day on thursday and had no idea it was our mom. >> reporter: and they had no idea their dad was missing. now everyone in town is searching for jerry. >> anybody that ever had him in school has been out looking for him. and i thank everybody so much. >> we are just swollen with pride for him. i just can't say enough about how proud i am to be his daughter and how proud i am that he did all the right things in the end. >> they have found jerry's overturned pick up truck near the home by the river. the family knows that it doesn't look good, matt, but they are just not ready yet to give up hope. >> kate, one of the heartbreaking stories coming out of the flooding in colorado. thank you very much. the orange room is empty this morning. where is carson?
