good morning. thanks for joining us. i'm laura garcia-cannon. >> and i'm jon kelley. good friday eve morning. right to breaking news in oklahoma. a chemical plant now on fire after two separate explosions. that fire has been contained now at the danlin plant in the city of thomas. crews are letting this one burn. in fact, the fire has been burning for most of the night. no employees, good news, no employees were working at the plant when this fire broke out but about a dozen people who live within a quarter mile of the plant have been evacuated for safety reasons. you can see all of that smoke as we give you a live look, the smoke pushing through the air at that plant. so far no reports of injuries. and the cause of this one does remain under investigation. according to the company's website danlin makes chemicals for the oil and gas industry. at 6:01, happening now more than 5200 gallons of oil have

spilled into the south platte river in colorado. take a look at these pictures. it is crude oil that spilled from two damaged tanks into the river. we understand that the tanks were damaged by flood waters. the river already very swollen due to the flooding and the problems they had. state officials are on the scene. >> that is a rough go. we take you to virginia where two people have been injured after a train derailment. we understand that the derailment caused a fire on the tracks. two people were injured and crew members were also on the train. so far it's unclear why the train derailed. >> washington, d.c. navy yard is reopened. the navy said today is a regular work day except for building 197 where the shootings took place. the base gym is closed because it is being used as a staging area for the fbi.

investigators aren't sure why 34-year-old aaron alexis went on that deadly shooting spree. it appears he left messages written on the sawed off shot gun he used in that massacre. one of those messages read, "better off this way." >> los gatos making changes to zoning laws. this could cause a shop to pick up and move nine months after opening. bob redell is live in los gatos with the latest on this heated debate. good morning. >> reporter: good morning. correct, the los gatos council enacting these rule this is week which affect gun shop owners like templar sports. they just moved in nine months ago now can stop selling guns or move. across the street if it wants.yñ it cannot be at this location because it's within 250 feet of places geared toward children.

across the street is apparently okay. it was this week the same week as the mass shooting in washington, d.c. that the city council passed new laws for gun shops. these kind of businesses must now apply for an annual permit, and as mentioned before must be at least 250 feet away from places like schools, church, parks, government buildings and businesses that are geared toward children. the city took up this issue about nine months ago, this is when residents started protesting the opening of templar sports. it was in december after the mass shooting in newwn, connecticut. people felt blind sided by the opening of templar sports, that it's a threat, there were packed hearings and finally the new ordinance. the city has given templar four years to move or give up its gun sales. this four-year deadline makes no sense because if this is a

public safety issue as the city claims, why is his client not forced to move right now. templar sports also says it is considering legal action. 6:05. investigators are expected to trurn a neighborhood in san ramon where a man was arrested after shooting at deputies who had come to evict him. the sheriff's office says they went to the home in unincorporated san ramon to evict the man. the man allegedly locked himself inside, firing a gun through the door. the property manager was hit in the leg. authorities eventually used gas tos for the man out of the home. he is now in jail. >> a school district could roll out new train forge employees to try to help report child abuse or neglect a. former coach also

a custodian was convicted of lewd acts against students. christie smith is live in belmont now with all of the details on this plan to help better protect our children. good morning. >> reporter: good morning, jon. the board president says the last few years have been difficult. one of the basic requirements of any school district is to keep students safe. now tonight this district is looking at raising the bar on the law that's already in place for mandated reporters. their training for suspected abuse and neglect this after the arrest and conviction of edwards for sexual misconduct with a student. he was both coach and custodian until 2011, now serving a 9-month jail term in a plea deal. tonight the district will discuss going beyond the one-time training to a bi-yearly

i want to get you updated on today's top stories. los gatos approving new restriction for gun stores, the new rules require businesses to apply for an annual permit and they must be at least 250 feet from schools, parks, government buildings and youth oriented middle schools. the new rules mean templar sports will have to relocate or stop selling guns even though it just opened nine months ago. >> workers are returning to the washington navy yard this morning though the building where monday's mass shooting happened is still closed. veterans administration revealed it treated the gunman aaron alexis for insomnia but never for mental illness.

bridge, actually could be closed down for an entire weekend next year. there is a proposal to install a movable median barrier on the bridge. it will close for a selected weekend in 2014. it would be the first time in history the golden gate would be shut down for more than a few hours. it's because 36 people died in crashes on the bridge since 1971, 16 of them in head-on crashes. that could have been prevented by a median. several head-on crashes in 1996 started the push and in recent years the district also lowered the speed limit, raised enforcement and hiked speeding. >> hopefully this will help out. >> 6:18 now. let's get it back to rob and christina loren. we have all sorts of things including a beautiful look. >> yes, we're skies across the

breezy conditions and fall-like temperatures early next week. >> we're going to get to the good news. it's not because the tri-valley, that's not news, that's the upday. we're looking at 680 southbound. i got word that they opened all lanes. it's still below 20 miles per hour from the dublin interchange, from 580 down to castle wood, then clears into sunol. also that will be an alternate as folks see this backup. prepare for both of those to be rouded. here we have the slowdown, slower drive out of castro valley. the earlier trash has cleared. it's rippled back. there is another slowdown before you get to red wood road where it started slowing. so be prepared for that.

welcome back. it's 6:25. emergency workers in ottawa working hard as we speak trying to move a partly derailed commuter train that collided with a bus. that collision killed six people, injuring 30 others. at this point it's not clear what caused the bus to smash through the crossing barrier during yesterday's rush hour.

this marks the second major rail accident in canada in less than three months. just back in july a train carrying oil derailed and exploded in a small town in quebec killing 46. >> the death toll is rising as hurricane manuel moves up the mexico coast. look at the weather radar where the storm is moving northeast of cabo san lucas and into baja california. mexico's government says 80 people have died because of the flooding and 58 others are now missing after a massive landslide smashed through a tiny village in the southern mountains. emergency teams are using helicopters to try to evacuate hundreds from the people. many from whom are injured. look at that. mexican officials say the rain left 40 to 60,000 tourists stranded in acapulco. so far only 10,000 tourists have been able to fly out of the city

in northeastern china crews are searching for a day devil pilot from southern california who crashed into ae'9ç lake. david rigs was doing stunts from the movie top gun before the crash. rigs was reportedly trying to touch the wheels of the plane on the water to make it look like the plane was skiing. witnesses say rigs ignored warnings to cancel because of bad weather. he lost his pilot's license twice in the u.s., once for buzzing santa monica pier and

and we begin that 15 minutes with breaking news from oklahoma where evacuation orders were just lifted for a neighborhood near a chemical plant that caught fire after two explosions. the fire has been contained at the danlin plant in the city of thomas, the crews are just letting it burn out. in fact, the fire was left burning all night. right now taking live pictures from the scene where you can see traces of smoke above that plant there. no employees were working at the plant when the fire broke out. so there are no reports of injuries so far and the cause is under investigation. according to the company website they make ail for the gas industry. >> the navy yard is back open after that mass shooting leaves 12 people along with the gunman dead. today is a regular work day

freeway. it may be visible with some of the flashing lights. approaching 680 we have a slowdown up to 880 and maybe a crash. 87 and 85 shows the build. coming off a thursday. slow through sunol out of livermore as well as you make that blend with the traffic. there is slowing in toward fremont. because of the earlier build-up. heading south from 580. we have a new crash 580 hot sierra. slower for the castro valley y and no more slowing so looks like the crash moved off of the roadway. your typical build, the route west 580 and also south 880. more slowing across the bridge until the toll plaza is clear.
