a good monday morning to you. thanks for joining us. i'm laura garcia-cannon. >> and i'm jon kelley. good morning. it's an emotional morning for stooblts returning to san francisco's lincoln high school. grieve counselors will be on hand to comfort students following the death after classmate killed in a violent car crash. christie smith is live by the school campus with details of a memorial dedicated to a young man lost so soon. christie, good morning. >> reporter: good morning to you. that's over at the crash site but for some students they actually found bout the death of their classmate kevin san after the crash on friday. for many this will be the first time for them finding out when they come to school today. so as you said, grief counselors will be here to help the students deal with it. i can tell you that we stopped this morning over at the crash

site where flowers and candles were left there along with photos of kevin san, friends left condolence notes and described him as warm and friendly, a good friend to have. san was killed friday morning when an suv he was in, that was slammed into or minivan was slammed into by an suv, he was riding in that with his mom and sister and they were seriously injured. he was killed. police say the driver, a woman, 58, has been booked on vehicular manslaughter charges. they don't think, though, that drugs or alcohol were involved. police say that the car was going up to 80 miles an hour, went through three intersections and around a bus before the crash. friends of kevin san says it's hard to process. >> he wasn't like really quiet or loud. he was involved in the school. he was part of the rotc, he was in the staff room. it's sad that he got killed like

that. >> reporter: on the lincoln high school website there is a message from the school principal that counselors will be on hand. there will also be a poster board set up here at noon for students to express themselves and of course they are offering anything they can in condolences to the family and to help the students cope. reporting live, christie smith, "today in the bay." >> thank you. 6:03. new details in a deadly shooting in vallejo. we know the victim was a teenager who died after being shot in the neck. police say the 18-year-old man was shot several times near tennessee street. the victim apparently shot outside and ran into an wrapt he later died. police have not released the young man's name and no one is under arrest. >> a developing story now down in southern california, investigators still don't know how many people were on a small cessna plane that crash landed and burst into flames at the

santa monica airport. the plane was coming in from haley, idaho when it went down, destroyg a hangar and damaging two buildings. investigators call this crash unsurvivable. coming up in about 10 minutes we'll take you live to the santa monica airport for the latest information from the investigators. >> we are still hours away from a government shutdown and so far no sign of progress on a solution. take a look at the countdown clock. we are a little over 14 hours away. the deadline midnight eastern time which is 9:00 for us on the west coast. senate is set to convene this afternoon and will likely reject an emergency spending bill from the house that is calling for a one-year delay in implementing parts of the health care law. if no emergency spending bill is passed by congress before midnight the government will go into a partial shutdown. that means most federal employees will be furloughed.

critical workers like air traffic controllers and food inspectors will be on the job. >> the shutdown will have a major impact in the bay area. we turn things over to marla tellez in our newsroom right now. the reality is here this could force a lot of people to change plans and even leave others without a paycheck. >> good morning. the fact that national museums, zoos and parks would all close so this means you have to cancel that trip to yosemite. this area is just now trying to recover from the rim fire. local businesses already affected by a lack of tourism. now they face fewer sightseer the shutdown happens. right here in the bay area tourist attractions like alcatraz would shutter and the folks on the island they are preparing for the worst. fee thofted a sign saying the tours are sold out. the next available are tomorrow but again, if the government closes, zero tours will take place. then there are the 800,000

federal employees who could be furloughed. california has 169,000 federal employees, locally this means nasa ames research would close and extra curricular activities at moffett field, the golf course, the business and cafe would shut down. a shutdown would not impact astronauts on the international space station. 33,000 military workers in california would be sent home without pay. 220,000 service members would remain on active duty but their paychecks would be delayed if the shutdown lasts more than 10 days. troops would be paid in ious. you'll get mail and coming up in the next report, i'll talk about what a government shutdown means for federal housing and small business loans, and what it means for veterans. >> thank you. look forward to that report as well. we'll have much more on this countdown to the government

kids back to school in the north bay. we're looking mostly dry from oakland south to gilroy. san jose today looking nice and dry. we'll see the impact of this cold front. lots of fog at the coast this morning. and also temperatures here are nice and mild. we're still on the warm side of that front. once it comes through it's going to be a nice cool day so this is what we're looking at. 73 degrees by noon, inland up to 78. even the warmest cities throughout the day not that warm. 72 bay side and at the coast 67 degrees with maybe a few showers right at the coast. as we head through about noon today. we're going to clear out the chance for showers at 3:00 p.m. and then clear out throughout tonight, beautiful clear sky by about 7 p.m. >> good morning folks. and good morning to our metering lights which have been turned on in the last five minutes. also watch for slick roadways, mist and drizzle around the bay area.

also in the concord area. we've got a look at the maps. a smoother drive, for the east shore freeway. the water on the lens mean there is is water on your windshield in spots. the volume picks up we'll see slowing. the maps, there we go, for the westbound 80 area coming off of that bridge at the top of the screen and merging around that racetrack. there is the slower build. shows a slowdown for west 580 and 84. not a concern for pleasanton or dublin but into the area, greenville, there is a crash off of the main stretch of 580 but i want to watch that. there are reports of someone pinned so it's a story we're following because of the person involved. 580 a build out of the altamont pass. we're watching this crash on greenville. the south bay shows a smooth drive. starting to build, 101, north of

>> welcome back. thanks for joining us on a monday morning. the time is 6:13. i'm meteorologist christina loren. tracking a foggy sky over san francisco, and some steady drizzle out there as well. a cool front headed our way. i'll let you know what that means if you need to bring that umbrella or not. only some parts of the bay area going to get showers. we'll take a close look in a few moments. >> that drizzle is a concern for some spots because it will create slick roadways, but in fremont the skies are clearer but the roads are more crowded. 880 past the truck scales, a lot of traffic. look at the flag, there is a breeze. that will bring changing conditions around the bay. i'll give you the update. >> on today's top stories, guidance counselors will be on

hand as students return to class at lincoln high school in san francisco. 16-year-old junior kevin san died friday when a speeding car crashed into the back of the minivan he was riding in. the driver has been arrested and charged with vehicular manslaughter. >> former homeland security secretary janet napolitano officially takes over at the university of california's president this morning. $571,000 salary, three times more than she made working for the federal government. >> and the federal government now getting closer to a partial shutdown for the first time in 17 years. if republicans and democrats in congress cannot agree on emergency funding legislation, that partial shutdown will go into effect after midnight tonight east coast time. >> a developing story we're following, santa monica airport, a hangar is destroyed and the wreckage after plane on the end of the runway after a fiery crash where tony joins us live

this morning. have investigators found out who was on board? >> reporter: no, not yet. there is a problem dealing with that. it's still too dark to give you a good view of what is taking place on the other side of the fence here. but that wrj eckage is still there. the video kind of says it all. this accident happened last night about 6:20. this morning they will have to use a large crane to lift the hangar that the jet crashed into. the hangar collapsed on the twin engine cessna making it impossible for firefighters or investigators to get to the jet and determine the number of people on board. this happened about 6:20 last night while it appears the aircraft successfully made the flight from idaho to santa monica, something went wrong during or in the moments before landing. the jet veered off and slammed

into a hangar here, some people in the close-knit aviation community are calling the pilot a hero. they are convinced the pilot may have had problems braking after landing and intentionally steered into the hangar than run off the runway and possibly into homes. this is a busy airport and surrounded by a neighborhood, communities, the cause of this crash will be up to the ntsb to determine. again, those investigators expected to arrive some time after daybreak. back to you. >> thank you so much. >> this morning hundreds of people left homeless after a massive fire ripped through an apartment building in new jersey. firefighters say the cause is probably electric and that fire started up on the fifth floor. the fire was so intense, smoke can be seen across the hudson river in manhattan. one firefighter was there battling it broke his ribs after

slipping on a wet staircase. a local high school right now offering people a place to stay while they are look forge somewhere to stay permanently. >> power troubles in oregon. a live wire came crashing down on the top of an suv, then it started popping and burst into flames. the portland general electric workers put the fire out. thousands were without power around the state last night as high winds and rain brought down several power lines and trees. at one point some 25,000 people were in the dark in the portland area as crews tried to struggle to restore power. >> right now as we get ready to help i start your work week time to check the weather, take a look outside. you can see some of the haze hanging around. low clouds in the area. probably affecting the weather. >> coming off a great weekend. what are we going to see? >> we've got showers in the

forecast for today. good morning. hope you had a good weekend. hope you're off to a good start as well this monday morning. mondays can be tough. i want to make sure you are prepared for the changing weather elements out there. starting to see more of a steady drizzle down south along the peninsula coast. you can see, this is a live look, you can barely make o the very bottom of the transamerica pyramid. we'll be in the fog for the first part of the day. we're still on the warm side of this front. so look at your numbers, 65 degrees in oakland and san francisco. it's really mild out there for this hour. as we head throughout the day temperatures drop off as the front pushes through. right now it's starting to slowly push into sonoma county. that will likely change the next few hours so this is what we're watching for. area of low pressure starts to move through. it's going to break apart over the bay area. so, cold front comes through

between about 8:00 and noon, as you can see light activity, mostly skirting the coastline. still you want to keep in mind if you live or work near the coast, fair game for showers until about 3:00 p.m. then we close that window for wet weather, expecting the sunshine up to that point. a cool day, 79 degrees in livermore. 76 in san jose. and 67 degrees in san francisco. so not that cool. call it mild. we're looking pretty good the next couple days. tomorrow it will be more mild, 76 degrees. wednesday into thursday things start to change, upper 70s wednesday, warming up to the 80s on thursday. in the 90s for one day only but that means great peach conditions into the weekend. monday comes in quick, doesn't it. >> very quick. too quick, shall we say. you're making a quick approach to the bay bridge. i want to point out this, this

smear on the lens. droplets on the lens. the berkeley curve is moving toward the bay bridge toll plaza so. slicker condition in spots where the drizzle had a chance too settle. going to get some rain as soon. we'll see a dry that's pleasant. not a problem for this expanse as it builds. the east bay. the astro valley eye slowing at north 238. south 880 a crash at marina boulevard. should be clearing quickly but we see the backup. and this on the shoulder even if it's out of lanes is a distraction that will mean more slowing. west 92 moves smoothly. that is the san mateo bridge. the dumbarton bridge had a stall and slowing on the foster city approach. no lanes blocked but we have the issue in the chp reports.

so far it hasn't been an issue. northbound 101 with a build, this is the burst that sticks for the commute and will continue to build up to the airport. between 680 and 880 you're okay. the tri-valley here slowing toward the dublin interchange. south 680, speeds in the upper 50s through pleasanton and sunol and 84 where the traffic is heading into 84 and sunol as well. a look for a live look to the north. you do have slowing coming in through petaluma. here you are close to the limit as you travel. watch that fog across floom golden gate bridge. >> last year was the world series champion giants, this year the magic from across the bay t a's getting ready as they

cap that spill. and how much oil spilled into the gulf from the blown-out well. the first phase ended in april and focused on the causes of the blow-out. >> today the second appeal in the murder case against amanda knox starts in italy. neither knox or her ex-boyfriend are attending. we have video of knox in court when she was acquitted in 2011. earlier this year italy's highest criminal court overturning that and order add new trial. since then knox, she has returned to washington state and the italian court cannot compel her to return. knox, she insists she is innocent of the murder of her former roommate meredith kercher. a man from the ivory coast has been convicted of the murder and was sentenced to 16 years in prison. >> still ahead, government gridlock. why neither side seems to be willing to budge as the

the senate is not even coming back to work until this afternoon. >> the senate, they're not here. >> they are back this afternoon, likely to reject the offer on the table. republicans say they will fund the government and prevent the shutdown only if the health law is delayed one year. >> there is a time and place to debate obama care. but not at a time when millions of innocent people are held hostage. >> simply delaying it for american families on the same terms as being done for big corporations, that's a compromise. >> reporter: some democrats say they will consider getting rid after tax on medical devices. >> but not with a gun to my head, not with the prospect of shutting down the government. >> reporter: who is to blame if there is a shut down. >> the president is saying i will shut down government if you don't give me everything i want on obama care. >> he wants the checkbook, he wants control. >> this was a calculated strategy to drive the country to the cliff and then say give us

the weather forecast. we have christina loren. >> allow me to be your ruler a. good looking day shaping up. i want to start with this live picture, a beautiful start in san jose. mid level clouds, storm clouds, not expecting a lot of shower activity in the south bay. we'll see a cool breeze and temperatures will be comfortable. feeling like fall later on but not too hot. well below average in fact for this time of year. and right now here is where the front is, it's falling apart already. we're getting shower activity to the north of fairfield. let me show you what we expect later on. we stop the clock at about 10:00 a.m., so mostly seeing light activity, starting at 9:00. up in the north bay, we could see a stray cell or two. comes down over the santa cruz mountains. we stop the clock again getting into this afternoon and around 11:00 a.m. to 1:00 p.m. getting a little more activity, then we'll clear out and shut

down that chance for showers by about 3:00 p.m. today. good air quality, though, cool air in behind that front. and temperatures work out like this. 78 degrees inland, bayside 72, at the coast around 67 degrees for you. and as we get throughout the week we have a little warming trend. i'll show you your seven-day outlook in my next report. i want to check on the drive. a couple things. >> one is the weather. i mean, mist and drizzle enough to make the slick conditions so be careful. we'll show you the roads in san jose. this is north 101 where we have the volume. really kicking in for the south bay. north of 680 for north 101. the map will show you we switch direction but still northbound heading up to the top of the screen. from 680 up to 880 you see the orange. speeds in the 50s. highway 87, showing some slowdown as well from about kertner, down below the speed limit. and 85 shows a build and debris

north of 87. sounds like the lanes are clear. smooth flow along the east bay. we have an earlier crash, south 880 at marina boulevard. it's off to the shoulder. added distraction south from 238 fast san mateo bridge and continuing into union city. there is the rest of your approach. the maze it new big deal. the metering lights are on, you'll have the backup. slowing down the east shore freeway and the north bay starting to build. >> 6:35. this morning two women are recovering after an afternoon barbecue went horribly wrong. investigators say a can of cooking spray exploded after sitting near a hot barbecue at a beach. a helicopter rushed the women to the medical center in san jose. officials say one of the women has been released, the other is in stable condition. >> police in the south bay say they arrested more than 100

people at one of the largest raves in the area. the event was culled beyond wonderland. this wrapped up last night. police say most of those arrested were for alcohol and drug-related charges. police say they tried to curb drug use by placing amnesty boxes at the venue that gives people a chance to drop drugs off with no questions asked. opened after students are killed in their sleep. >> plus, a siege in a shopping mall. new footage from inside the shops that became the scene in kenya. we went out and asked people a simple question:

welcome back everyone. it is 6:39. this morning authorities in nigeria say they are boosting security at an agricultural college where up to 50 students were shot dead as they slept. this morning campus officials say the college of agriculture will not be closed and classes will continue. the campus spokesperson tells the b brb shutting down would h given them what they wanted. the gun men set fire to classrooms. a surviving student said almost

all of those killed were muslims. college officials say there were no government security forces stationed at the the college in the months before the attack despite government assurances they would be deployed. to kenya where we're learning more about the deadly terrorist attack in the shopping mall. we have photos just released. these were taken after last week's attack. they reveal more of the damage inside. you can see the upscale stores and restaurants gutted. after days of investigators on the scene kenya's interior minister says no additional victims were found in all of that rubble. this morning a total of 67 now confirmed dead. the interior minister says five terrorists were killed, nine other possible terrorists in custody. one of them was just arrested sunday. all believed to be affiliated with al qaeda. >> a deadly crash at 80 miles an hour. how a local school is remembering the life of a

we have an update to news in southern california where ntsb investigators are expected to arrive at santa monica airport this morning to look at this wreckage of a small private jet. this one crashed last night and happened into a hangar. rescuers do not know how many people were on board that plane but they do not expect to find survivors. >> then he said there was this little flame. it wasn't a big deal and all of a sudden there was an explosion. he didn't see anyone get out of the plane, unfortunately, and then there was another explosion. >> to help sort things crews will use a crane later today to move the plane wreckage. >> 6:44. grief counselors will be meeting with students at lincoln high school following the death of a classmate killed in a violent car crash. christie smith is live by the school campus with details of the growing memorial. good morning. >> reporter: good morning to

you. word started to spread late friday morning after the horrific crash that kevin san was killed. many students are going to find out today as they head back to class this monday morning so there will be grief counselors here to help them process what they are going to have to deal with. also over at the crash site this morning there are flowers and some of the students gathered over the weekend at golf and pine streets to pay their respect. they left condolence messages and flowers. they say he was a good friend a bike enthusiast and a member of the rotc program. that's where 16-year-old kevin san was killed friday riding in the back of an suv with his mom and his sister. a mercedes suv slammed into the back of their minivan, and police say the driver was going up to 80 miles an hour. both cars flipped over in the violent impact. the driver a woman believed to be about 58 was booked on

suspicion of vehicular manslaughter with gross negligence. it doesn't appear that drugs or alcohol were involved. a delivery van was also hit. we spoke with a woman inside. she said it sound like a bomb. she is glad she survived. >> feel guilty at the end because you're okay but you know someone else isn't. >> on the lincoln high school website this morning the principal has left a message for students letting them know that counselors will be here. there will also be a display case in kevin's honor set up all week and sympathy poster at lunch time will be available for students as well. reporting live, christie smith, "today in the bay." >> opening statements starting today in the trial of a former redwood city high school student accused of trying to rape one of his teachers. police say david velasquez attacked one of his teachers in the parking garage. this happened at summit prep

high school in january last year. he reportedly tried to force her into a car when another teacher came along and scared him off. he has pleaded not guilty. >> a family is asking for help to track down thieves who ransacked their moving van. the family tells the "mercury news" they hire add moving company to move their things to alexandria, virginia. the movers parked the van at junction avenue in san jose, dropped the keys in an overnight box. the family says when the company opened for business the van was gone. police found the van in front of a home on granada way and highway 85. all the items, television, furniture, gone. so were some of the personal items including american flag, the family received at the funeral after family member. any one who wants to return the items can mail them anonnewsly

to the south valley ymca on sane ta theresa boulevard in san jose. >> we take you live to chicago where a couple of cta trains have collided. this happened in forest park this morning on the blue line. ambulances you can see have been called to the scene along with fire officials. it's said that some people could be seen on the footage being taken into the ambulances, so far no reports of injuries. the blue line service has been suspend twend forest park and kensy. the cta is investigating what happened but again, two trains, cta trains colliding near chicago in forest park on their blue line. we'll keep you informed as more information comes into the newsroom. you can see some people milling aroumd as they try to sort through what has happened after the two trains collided. >> we're going to see a little change, some can snael i understand. >> yeah, the north bay in

particular but the golden gate bridge drizzle there, and the east bay. so yeah, wet roadways and the wet earth does have a significant smell. as we head throughout day you'll probably notice that more and more, more and more shower activity over the next few hours. i want to show you live pictures, this is san jose. mid level clouds, a lot of this area of low pressure is going to be done with by about 3:00 p.m. i'm going to say at least the conditions that we expect, the significant changes which are showers on the way. by 3:00 p.m. that chance is going to close so this is what we're looking at in sunol. mostly cloudy, you can tell that we have a weather system headed our way. those are mid level clouds. and we're still on the warm side of this system so. look at the temperatures. mid-60s, 65 degrees in san francisco, you're at 63 in santa rosa and 64 right now in concord. as we head throughout day this is what we expect.

here is that front. you can see it falling apart as it moves into northern california, this really packed a punch on the pacific northwest and for us we're seeing the tail end kind of breaking apart as it moves in but we have showers coming down north of fairfield. cold front comes through by about 9:00 a.m. we're starting to see the first showers in the north bay. a little bit of activity, just off the marin county coast line. light showers probably moving over san francisco, maybe oakland at that point. between noon and 3:00 everything clears out. a lot of sunshine for the second half of your day. comfortable day. cooler than average. by 5 to 10 degrees. 79 for livermore, 75 in fremont, 76 in san jose. 78 on the way to gilroy, 67 in san francisco. i'm happy to report we've got a warming trend. one more cool day, wednesday,

thursday, friday, warming you up. mid 80s toward the end of the week, then the 90s back on that map as well get spoog this saturday. it's heating up in the weather department. let's find out how your drive is with mike inouye. >> we know the volume is going to build. we're talking about conditions, the drizzle. watch it especially in the north bay. looking forward the east shore freeway, down out of the area and the build is here as well. some slowing typical as you makure way to the metering lights. the backup typical pattern. north 880, a new stlaul in lanes you'll see slowing as we do now heading up through downtown. should get cleared quickly. we have this the crash south 880 mat rena boulevard through hayward over on the shoulder but the distraction and the volume out of the castro valley makes things tougher. a smooth drive for east 680, there is the build so lower speed down out of pleasanton and toward sunol. we have 84 with the typical

pattern through livermore and 580 westbound through livermore. not a problem except approaching vas co. there is a crash that will mean more folks held up out of the altamont pass that might mean a break for some through livermore and pleasanton. a little lighter traffic for now because of that. north 101 slowing at capital expressway, another at 680 so typical p tern as well as 280 at the 880 interchange. slow from kertner downtown, all picking up the volume. we'll look outside for 101 through palo alto, an easy drive north, no problems for 101 or 280, those are fine along the peninsula and another look outside shows how things shape up. southbound the volume of traffic. san rafael the speeds dip. down in out of novato and petaluma, those areas where 101 southbound is slow. back to you. >> thank you, mike. 6:52. the damages from a water main

break in san francisco could leave the city in deep financial water. damage report now exceeds $5.5 million for the break that flooded dozens of homes back in february. city officials say they plan to pass that cost along to the engineering firm they say is responsible for the break. 74 damage claims have been filed against the city by property owners with more expected in the coming months. >> also this morning, those b.a.r.t. negotiations, a shutdown could happen in less than two weeks if both sides cannot agree on a new contract soon. b.a.r.t. meeting with each union separately this weekend, all parties are expected back at the bargain ing table at 1:00 this afternoon. that meeting likely covering topics relating to both contracts including salary, pension contribution and medical premi premiums. the 60-day cooling off period ends october 11, a week from this friday. >> in a matter of hours the

government could partly shut down. we've got our countdown clock on the screen. a little over 14 hours. the deadline is midnight eastern time, which is 9:00 for us on the west coast. if the government shuts down it would be the first time in 17 years. it would have a profound impact even here in the bay area. marla tellez in our newsroom. this could cause people to leave others without a paycheck. >> i'm going to start with good news. you'll still get mail, social security payments, new passports and visas should not be delayed. college student loans not affected and veterans benefits continue. veterans appealing a claim will have to wait longer for a decision because the board will not function during a shutdown. some 33,000 military workers in california would be sent home without pay. 220,000 service members would remain on duty. but their paychecks would be

delayed if the shut down lasts more than 10 days so troops would be paid in ious. also potentially on hold federal loans for housing and small businesses and gun permits wouldn't problem saysed by the atf. locally, nasa ames research in mountain view would shut down as employees nationwide furloughed. we found a memo, this right here on line from the nasa ames union warning employees to quote keep some funds in reserve if you possibly can. because they likely wouldn't receive trot active pay. also here in the bay area, alcatraz would close. that thenal parks would shut down. you have to cans that will trip to yosemite as well. campers at national parks would get 48 hours to pack up and leave. that's not all. national museums and zoos would be forced to close. jon. >> thank you very much.

santa clara residents pushing back against a proposal to close a historic downtown post office. the service wants to close the office on franklin street near homestead road part of an effort to cut costs. service would be moved to a building two miles away. the service will hold what is expected to be a packed public meeting to talk about the planned closure. that gets under way at 6:00 at santa clara city hall. >> fremont man has his young son to thank for making him a much richer man. lottery officials say 34-year-old won more than $1 million in a scratch ticket. he won after his son told his dad that the fuel gauge showed they were low on gas so he pulled into a station, to get his receipt and decided to pick up one of the scratches. scratch it off. that's a nice itch. more than $1 million over the
