announcer: this is "early today" for wednesday, october 2. >> good morning, i'm page hopkins. it is day two and still no sign of letting up. millions are feeling the effects of the first government shutdown in 17 years. it goes beyond the closure of parks and museums. did you know new patients will not be accepted into clinical research trials at the national institutes of health? about 200 pasht hu00 patients, children with cancer, will be turned away this week. the fda cannot continue review and approval of new drugs. conservation efforts to protect endangered species will stop. tracie potts live in washington. good morning. the impacts are far and wide. so much, that president obama is shortening his upcoming trip to asia? >> exactly. we learned this morning from the white house that they can't get the people in place for the back half of that trip as a result of the shutdown. the president has called the

heads of malaysia and the philippines and said, i'm sorry, i won't be there. he will be here, dealing with this shutdown and is now blaming tea party republicans for the shutdown. tea partiers insist most of the americans don't even notice the shutdown. >> they'll get their social security check. >> reporter: around the country, mothers and children have lost food assistance, some head start centers closed. cdc is no longer monitoring flu. hawaii is losing $50,000 a day because the uss arizona is closed. >> we cannot go in. it's just a big disappointment. >> reporter: the commentary is closing its naval shipyard. workers are getting rid of perishable food. >> even for hurricanes and tsunamis, i've never seen it this bad. >> reporter: 800 civilians followed at camp lejeune. >> child care, schools. >> reporter: with national parks closed, this california class had to cancel their camping

trip. >> i was sad because i really liked the trip last year and i want to go again this year. >> the joint resolution is not agreed to. >> reporter: in washington, votes that failed tuesday are scheduled again today. to fund parks, museums, veterans services and washington, d.c. only. democrats insist they won't do it piecemeal. president obama blames the tea party. >> they demand a ransom just for doing their job. >> reporter: and across america, frustration. >> congress needs to be turned over somebody's knee and spanked real hard. >> lots of people feeling that way around the country. as they try that new approach today, it looks like this could pass the house with a simple majority. this partial reopening of the government. but it will face a lot of pushback from democrats in senate. >> tracie potts, thank you.

>> the goal? to push back the date when the government runs out of its legal authority to borrow. lew says by october 17th, the nation will have about $30 billion less to pay its bills. he is urging congress to extend the nation's borrowing authority. the affordable care act officially went online tuesday. this, as new polling suggests that many americans find the law confusing and overwhelming. danielle leigh reports. >> reporter: at this call center, staff fielded an array of questions. in washington, d.c., people waited for in-person help enrolling for obama care until the website stopped working. the federally run website blamed heavy traffic when it began posting error messages. president obama called the glitches temporary. >> we are going to be speeding things up in the next couple of hours to handle all of this

demand that exceeds anything we expected. >> reporter: nate matthews is seeking insurance. his part-time job doesn't offer care. >> having a family history of lymphoma, i just think it would be a wise idea to be covered just in case anything were to happen. >> reporter: applicants must enroll by december 15 to be covered starting january 1 but they have until march 1 to sign up for health care and avoid tax penalties. in washington, i'm danielle leigh, nbc news. one of the busiest airports in florida is back open for business after a security scare prompted a massive shutdown. the jacksonville international airport was closed for nearly five hours last night. police found two suspicious packages. one in the terminal, the other in a nearby parking garage. one was destroyed after it was deemed to have a, quote, destructive nature. the fbi is involved but is not commenting on those arrests. tough talk from israeli prime minister benjamin netanyahu. he is urging the world not to

believe the warm words from iran's new president hassan rouhani. he says it's just a ploy. he insists iran is set on building a nuclear bomb. >> rouhani is a wolf in sheep's clothing, a wolf who thinks he can pull the wool over the eyes of the international community. >> netanyahu says israel will stand alone if it has to. he wants sanctions against iran. it is something he encouraged president obama to maintain in their meeting on monday and strengthen if iran keeps pursuing nuclear capabilities. rouhani says that iran has no intention of building a nuclear weapon. he said at the u.n. last week that the nuclear program is for peaceful purposes only. for a week that started out with a brutal storm and power outages in many places, things might be looking up for winter lovers in washington. that same storm that wreaked

havoc in low-lying areas have blanketed the cascades and foothills and a beautiful display of snow. it made snowboarders happy. they used the background for a photo-op. so beautiful. >> something about the first flakes of the season. you just haven't seen it. >> so beautiful. >> by the time you get to like february, march. >> you're sick of it. >> you want the warmth and spring. as far as the west goes, it wasn't a huge snow event, mostly a higher elevation thing in some of the passes and above. we still have a little bit more wet weather to deal with. it's kind of chilly, too, setting the stage for a snow storm that will move through wyoming, portions of colorado and the dakotas in the days ahead. that cold weather system will move into the middle of the nation. one more little trough, little storm going into the northwest. high pressure protecting much of the state of oregon. cool air has arrived through central california. the white is the snow. you don't really see much out there. green is the rain.

welcome back. stories making news on this hump day. remember that video of a group of motorcyclists in new york? this morning at least two are in custody on assault charges as well as other things. police did not say if they are going to charge the driver who ran over a biker while trying to flee. california governor has signed the so-called revenge porn bill into law. this measure mikes it a misdemeanor to post identifiable nude pictures of someone without permission. it comes with a penalty of six months in jail and a $1,000 fine. a similar law in missouri was thrown out by a judge citing the first amendment. dramatic and jaw dropping video from illinois captures the

moment when a woman says her dui arrest just went too far. four police officers are seen forcibly stripping 33-year-old dana holmes and leaving her naked on a jail cell. the cops say they tried to subdue her after she became combative. her lawyers are asking for the officers to be fired and criminal charges filed. the office of david petraeus was evacuated. reports say a friend mailed a fake grenade and his secretary mistook it for a live one. fortunately, nobody was hurt there. a grandson in oregon is smiling this morning. he was searching google maps when he found a picture of his late grandmother sitting on her porch. he says his grandmother passed away shortly after that shot was taken. time now for an early look at business. for that, we turn to cnbc's seema mody. hi, seema. >> good morning, page. investors appear unphase eunfaz shutdown.

leading the news in "usa today" this morning dad who saved girl in rock slide remembered. dwayne johnson covered his 13-year-old daughter, gracie, when a rock slide crashed down killing him, his wife, a sister and two cousins. and a bizarre story in the huffington post. giant asian hornets are killing people in china, breeding in larger numbers. according to "the guardian," 28 people died and hundreds injured. they have been reported here in the u.s. gross. that's like my nightmare. some sorries you my story i missed. we have learned that a small plane crash in california killed four people. crews pulled victims' remains from the charred wreckage
