>> plus, a double tanker and some sort of leak on the east bay has a problem for the drivers. we'll let you know what on and off ramps are open and which are closed. >> taking a live look outside, looks like the metering lights are not on yet. let's ease into it together. this is "today in the bay." good morning to you. it's 5:00 on this monday. i'm marla tellez in for jon. >> and i'm laura garcia-cannon. >> two women are recovering following a deadly car crash. the fire department shared these photos of the crash on twitter. one man was killed when this suv crashed into a light post and almost split in half. this happened about 2:00 yesterday morning on blossom hill road by oak ridge mall.

police say the man was speeding, two female passengers were rushed to the hospital. traffic moving through the area will be slower than normal as the crash knocked out power to traffic signals. it will take a while to get the lights back on because extensive rewiring is needed. >> police are searching for the suspect involved in a hit-and-run crash that killed a bicyclist. it happened about 7:00 on saturday night on marshall street near veterans boulevard and main street. when police got there they found the male victim on the ground, a woman at a nearby apartment described what she saw. >> he went on the right and the car just suddenly crashed on the biker, and he didn't stop at the stop sign there and he just left the man out there. >> the suspect is described as bald with a mustache and beard and tattoos down his arm, driving a dark colored minivan.

former president jimmy carter sin oakland to help build homes for habitat for humanity, a week after the volunteers at the site were robbed. christie smith is live in oakland where security is expected to be tight. >> reporter: good morning. former president jimmy carter and rosalynn carter were here last night marking 30 years swinging hammers and working with habitat for humanity. they will be at a new development where conditions are so difficult as you said the volunteers were robbed there just last week. that will happen at 8:00 this morning, that's when they plan to be there. this year they are celebrating their 30th anniversary with habitat. they had garth brooks and trisha yearwood celebrating as well. one of the things that the former president said is he recalls working with one family,

they were poor, they needed help but in working with them he realized they had a whole lot in common. >> one of the primary things i've gotten out of habitat, that all people on earth are equal and a basic human right is to have a place to live. >> reporter: the carters are going to spend the day at an east oakland development south of the coliseum, it's called the brookfield court development. it's 12 units there. the nonprofit has built about 115 homes in east oakland. but it was last tuesday when eight volunteers were robbed of their wallets and cell phones, of course oakland police and the secret service going to work on security today. reporting live, christie smith, "today in the bay." >> nice to see that program continue. >> well mr. president, you're in for a treext a nice day in

store. meteorologist christina loren serving up good news for president carter. >> right. chamber of commerce weather for president carter. good morning to you. i want to start with this live picture over the beautiful bay bridge. what a gorgeous start. some ripples out there on the bay this morning. we did have windy conditions but those have died down. we're looking to to start. clear conditions mean a cold start. 47 degrees. we're at 56 in almost, 49 degrees in gilroy, and 57 in san jose. we'll take you through your changes. we stop the clock at lunch time. what a beautiful day we have in store. 73 at noon in livermore, 66 in oakland. not that much cooler in san francisco as of noon 64. rounding out the day in the 70s. we're still holding on to the 70s for one more day at your local beaches. it's going to be nice today.

then as we head throughout week these numbers fall from mid-80s inland back down to the low 70s so we have tumbling temperatures. i'll show you how that looks, also trashing showers later on this week. first good morning to mike inouye. >> thinking of that tumbling temperatures. here the east shore freeway a smooth drive now as we look on the commute. you see the flashing lights on the left side near the top. that's 0 only set i can see. in that area, we're talking about a smooth approach to the maze w the headlights, that's smooth through berkeley. before you get we're talking about the off ramp at carlson and the on and off ramp from east 80 closed because after tanker leaking. we got word that some businesses in the area of that vicinity

there are some evacuations. that may be related to what that liquid is. trying to take care of that. the off ramps are closed and the on ramp is closed. no slowing on the approach but still we're tracking that because it's the commute direction. it's an evolving situation. south 880 as you get toward davis reports of a disabled big rig sticking out in the slow lane heading toward 238. no problems as far as speed. another live look we'll see how things are shaping up for the n north bay. back to you. >> thank you, mike. 5:06. talks street resume today four days out from another possible b.a.r.t. strike. the cooling off period is over,

the end of the day on thursday. if the two sides cannot come to an agreement by then the unions could authorizize a strike. b.a.r.t. is asking for a different kind of help from riders in the east bay. officials say they have the oldest fleet of train cars in the nation and they are preparing to replace them with your input. today riders are asked to test and choose between three potential seats. seat testing begins at 3:00 at the union city station. >> the council will reconsider an idea that was to fly china's flag over city hall. the idea that flying the flag on october 1 would help attract chinese investors.

council members voted to fly the flag but the mayor overruled the decision. he said the city need as policy regulating the raising of flaggings at city hall. new this morning a congratulations to two scientists winning the 2013 prize. randy scheckman is a professor at uc-berkeley. thomas sudhof hails from stanford. thissy solved the mystery of how the cell organizes its transport system. this has helped researchers gain a better understanding of diabetes and other disorders. the two shared the award with a third out of yale. the nobel prize award earned $1.2 million. >> it's 5:08. a new high school opening its doors this morning. >> a major tech company is teaming up with students to help

free bilingual version to help reading skills. they will be handed out at 10:00 to families who registered with the city for the give away. >> san francisco's school district teaming up with a major tech company. the district want to create ways to introduce students to possible careers in silicon valley. mayor ed lee will attend a ceremony at martin luther king jr. middle school. >> san jose is opening the doors to its newest high school campus. located near snell avenue was designed for students who need more academic help. the campus is about 300 students. the district officials say the small size will help develop a more personalized learning environment. a ceremony will be held at the campus this morning at 10:00. >> wall street gets back to work without key information about the economy. also back to work scott mcgrew. we missed you after a week off.

let's talk about with government shutdown. means no government data. >> friday we should have got at any monthly jobs numbers but as you know there was nobody out there to give it to us so. we're going into the trading day missing the number about jobs. not only is the bureau not revealing data, it's not collecting it. so we're in a blind spot. there are private firms which provide their own estimates but mostly we are flying blind. with that in mind, let's get a look ahead at wall street. courtney is live at cnbc. good morning. >> good morning to you. futures are pointing us to sharply lower open as the dow and s&p 500 come off a second straight down week amid the shutdown and debt ceiling deadline. that could be in with earning season. we'll get data on consumer credit. as you mentioned not much else as reports that were scheduled to be released have been postponed. the dow rising 77 friday to

15,073 t the nasdaq up 34 points to 3808. a new study finds five years after the crisis families are hoarding cash. they continue to spend cautio cautiously cutting borrowing and putting their money in savings and bonds that offer little interest. high unemployment and in many countries means people with fewer to spend. even those with jobs are being careful. nielsen is tracking a new service. the ratings will measure not only the number of people tweeting about with shows but also those who view the treats. it could help twitter draw more advertising dollars. >> thank you much. that's an interesting adaptation of twitter, there is a show ncis, are you familiar with it, a different network but it's one

degrees for today, that's livermore. down to 79 through tuesday and then temperatures will be cool as we get into wednesday. 72 degree, even the warmest across the bay. but your coastal highs. still not talking about the 50s. staying pretty comfortable even in san francisco. two of the best months to be in the city. here is mike and the drive. >> we're looking to our beautiful view. a smooth flow of traffic westbound with these taillights into the tunnel, then the upper and lower decks through that tunnel. no problem here. as far as overnight activity, you heard about the fires, we'll talk about that but know that traffic is flowing across the bay. we're looking forward the maze. first issue is north of the maze. westbound 80 at carlton boulevard. reports of the off ramp being closed. and on the eastbound side closed

it carlton. a anchor has a leak. may be businesses evacuated as well. we're not sure that the leak is. we don't have an estimated time for the opening. plan on something other than carlson. still have the closure on the westbound side. south 880 here as you approach davis, got to fix at least one tire. youy is a little slowdown toward 238. watch as the volume starts to build. it is counter commute this morning, right now at least. over here, south 880 at 237. there was an earlier tire. they usually do that quickly but i warn you as you head in. the northbound routes are moving

nicely. we have early morning closures. also a concert continue, there may be more coming in as you try to leave work. the peninsula with no problems, this is northbound past willow and up to san mateo and the city 101 and 280 both at the limit. >> now to a preview of an exclusive investigative unit report three years after voters approacheded it. the san jose college district. they are questioning how the money is being spent. they call at bait and switch. this is what taxpayers we're told would get replaced a. run down building, wilt in 1952 filled with exposed wiring, significant water damage and broken windows. the bond says the money wo go to construct a vocational building. now that's not happening.

screen. light commute now in the westbound direction. here is a smooth drive, a build out of the altamont pass on the right side. as you head over on eastbound 80 we're watching the off ramp which we know is closed because of that tanker and the fuel leak. the westbound off ramp also blocked after earlier activity and possibly some businesses being evacuated so lots of flashing lights. keep that in mind if you get on or off in the area. use central. back to you. >> 5:26. silicon valleys are rallying to help the homeless. community organizations in south bay leaders will begin their three-day they'll valley march. they want to bring attention to poverty and how to end it. day one begin this is morning at 9:00 at the corner of story and king roads in san jose. each march will last until the afternoon and then will pick up the following day. the group will make its way to

veterans repair older homes. >> that's one of the primary things i've got out of habitat, that all people on earth are equal and a basic human right is to have a place to live. >> the site the president is visiting this morning was robbed just one week ago. police are still searching for four men who robbed eight volunteers. volunteers were shaken up but they are back on the job. this morning pg&e officials are in the process of shutting down a natural gas pipe line in san carlos. city officials believe it could be unsafe. the pipeline known as line 147 runs along britain avenue between highway 101 and 280. the worry is it could fail and explode like the line in san bruno did back in 2010, killing eight people. city leaders requested the shutdown citing internal e-mail from a pg&e engineer raising

questions about safety. it asks, quote, are we sitting on another san bruno? a spokesperson says the line is being shut down as a precaution. >> verify, independent third party came in to verify the integrity of the line and even in 2011 did a strength test to make sure that the integrity of the line was validated. that's where we're at todaynd we commend the employee that raised the question. >> customers get their natural gas from other lines during the shutdown. >> a man arrested in connection with a san jose murder is expected to be extra dieted to california soon. marshals arrested 34-year-old sean moore on friday in the las vegas area. they believe they chased down and shot this man, ramon garcia, in downtown san jose. this here is surveillance video of the murder back in august. we have edited so it it does not show the shooting, but you can see garcia riding a bike into a

parking lot in the middle of the day near north third and east julian streets. moments later the gunman shoots garcia point blank and flees the scene. a man accused of shooting his property manager is expected to make his first court appearance. mike ganome faces charges of murd murder. the property manager was hit in the leg. he surrendered after deputies tossed tear gas in the home. sheriff officials say the home is in foreclosure. >> firefighters say initial reports indicate fireworks are to blame for a brush fire on yerba buena island. the fire was last night in a remote area on the western side of the island south of the bay bridge. a large plume of smoke and flames could be seen by drivers on the bridge. the fire shut down eastbound

lanes for more than two hours. the westbound treasure island on ramp also closed while crews had to work to put out the fire. this morning the good news all lanes have been reopened. >> new details on a wild fire that forced people to evacuate part of a southern california military base. this morning crews at camp pendleton are working to build containment lines around a fire that scorched four square miles. right now it's about 20% contained. crews say thanks to calmer winds they hope to have the fire fully contained by tomorrow. >> seems like much of california has been on fire lately. >> a lot of high winds, hot temperatures as well. what are we in store for today? let's check in with meteorologist christina loren sfwlxt good morning to you. we have a great day shaping up with temperatures feeling like fall. that kind of weather that motivates you to get outdoors. you can't see from this live picture in san jose, we do have patchy clouds overhead.

first good morning mike inouye. >> good morning. we got an update that laura told you about with the fire on yerba buena island. that all lanes were reopened. i talked to them, they said the off ramp from the westbound, the upper deck, is closed so west 80 at treasure island you cannot do that, you have to go back over to the san francisco side. again, access for treasure island sounds like this is related to cleanup after last night's fire. all lanes of the bridge are open. to and from the treasure island area and the tunnel from the east side. a smooth flow. we have a few issues. here is the maze and smooth overview into and out of san francisco. again we're talking about that westbound direction with the off ramp closed. you see slowing as crews have arrived to shut down the off

ramp. which ever part you have to exit to. we're looking here as the off ramp is closed, also the off ramp on the westbound side is closed. there is a tanker, some sort after leak. they needed a big rig hauler but they have to take care of what severe leaking out of the tanker. so again, a lot of activity going on since 3:00 in the morning. watch for flashing lights on surface streets. the san mateo bridge, picking up volume. same for the dumbarton bridge toward the peninsula and the south bay moves smoothly. first, let's check the north bay. there you go. no problems from san rafael. easing into your monday morning commute. >> for you as well. thank you. still to come, lawmakers make

happening now, fire crews on the scene of a house fire in palo alto. the fire was reported after 4:00 this morning. it's happening at a home on the intersection of orinda street. firefighters on the scene telling us they are in defensive mode now. here is a live look. you can see them hard at work. crews say nobody was living

inside this home when the fire started and that it looked like the homeowners were preparing for some sort of renovation. nobody was hurt. crews will stay on scene to make sure all the hot spots are out. it's too soon to determine an exact cause. >> almost half of those furloughed without pay are headed back to work even though the shutdown is going on. to explain why and also what's next we bring in tracie potts live from washington, d.c. now with the latest. good morning. >> reporter: good morning. the why is easy, the pentagon didn't wait for congress, they decided that all of their civilians were essential and could come back to work. based on the existing law. they took another read at it and decide people could come back and get their paychecks. now the what next, that's more difficult because there's really no new negotiation going on here. and in addition to these hundreds of thousands of people non-pentagon workers still out of work in addition to thousands

of americans who can't get services because the government is shut down, we're now dealing with ten days till another deadline when america's credit card for the most part will run out. treasury secretary jack lew said there are no more tricks in the bag, they extended it as long as they possibly can. if congress does not raise this debt limit we will default for the first time in u.s. history. that could have catastrophic impact not only on our own economy but worldwide. now what is congress doing about this? conservatives insist that they need to and they want to deal with health care as part of that whole package. president obama has said he's not negotiating with health care, and that's where things stand. >> we're stalled. thanks so much. >> congressman eric smallwell is back in washington, d.c. this morning, yesterday he was in the east bay to give his

constituents an update on the shutdown. he held an emergency town hall meeting in dublin. more than 100 people attended. he says he is confident about ending the budget standoff. >> the other day, we can come together, republicans and democrats all we have to do is do we fund the budget at the same level the senate agreed to and that will pass. i'm optimistic. >> he represents california's 15 district which covers most of eastern alameda county. >> the affordable health care act market place is up and running but now a warning about scam artists using the new law as a way to get your wallet. the better business bureau says if someone on the phone is asking you for money regarding the act chances are it's a scam. >> want to make sure people are comfortable coming to us. we are easily identified by our polos, our i.d. badge and our services are no cost at all. >> if you do get a suspicious

call authorities say it's best to hang up and never call back. one more tip, never give out personal information when receiving an unsolicited call or e-mail. >> summer break is over for the high court, convening after a three-month summer recess. there are more than two dozen case on the supreme court's fall docket including the equal protection clause and campaign finance. leading off the agenda, a case around the issue of state employees claiming age discrimination. secretary of state john kerry says the u.s. and russia pleased with the progress so far in destroying syria's chemical weapons. kerry says syrian president bashar al assad is not off the hook yet but his regime deserves credit for its compliance with the u.n. security council resolution calling for elimination of syria's chemical weapons. a team started the work of destroying the weapons

yesterday. two are dead following an attack targeting a polio vaccination team in pakistan. the bomb went off outside a chinic on the outskirts of pesh ka war. two health care workers are confirmed dead. health care workers have been attacked since the taliban denounced vaccinations as a western plot to sterilize muslims. >> this weekend was gorgeous. no complaints at all in the weather department. let's take a look at the forecast. meteorologist christina loren in the 50s. >> it's not too bad. you'll notice it is a cool start to the day and you'll want to grab that sweater. bundle up the little ones. second half of the day temperatures comfortable later on. look at these. plenty of 50s across the board. this afternoon we are expecting those to jump with mostly sunny. overall, 4 to 8 degrees cooler than where we ended up on

sunday. it was a warm sunday across the bay area, into tuesday we're talking about an even cooler day on tap. 2 to 5 degrees. throughout wednesday, that is the day that we're tracking this slight chance, 20% to 30% shot for light showers across the bay area so. areas of showers, it's not going to be a cold system. we're not expecting dustings of snow even in tahoe. what i can tell you is you want to be aware starting to feel like fall out there. we're starting to get the storm systems lining up out in the pacific ocean. here is where it gets interesting. those a's are taking on the tigers today in detroit and they have a mean weather system headed that way throughout the day today. especially the morning hours. game starts at 10:00 a.m. our time. we're expecting pretty good bouts of rain at that point all the way through noon. best chance if there are rain delays and there could be, about a 50% probability of that happening. hey, i say by about 2:00 p.m. things should clear out and they

night showdown. didn't end until just before midnight. what a way to celebrate. the fan who is did stay up, they were not disappointed. after missing last week's game because of a concussion raiders quarterback terrelle pryor led the raiders to a victory over the san diego chargers. they picked off philip rivers three times to help seal the deal. the game was supposed to start at 1:25 but because of the a's playoff game, the game was pushed back to 8:35. this is always cool to watch. it shows crews hard at work converting the coliseum after the a's game on saturday night, they had to make it into a football field. a team of 250 people actually finished that job in a record time of 17 hours. we get to watch it really fast. it normally take was to to three days. so talk about a hustle there. >> the ultimate makeover. from the raiders to the a's, q of the alds gets under
