your weekend. on this friday, october 11, this is "today in the bay." >> good morning to you. thanks for joining us on this friday morning. i'm laura garcia-cannon. >> i'm jon kelley. good morning. we start off with breaking news. b.a.r.t. trains are running this morning as contract negotiations will go through the weekend. talks they ended before midnight last night with both sides coming out promising to get back to the bargaining table some time today. but we can tell you if no deal is reached by 12:01 monday morning, workers will strike. christie smith live now in oakland with the latest on the ongoing negotiations. good morning. >> reporter: good morning to you. i've been speaking with b.a.r.t. riders also and certainly they are relieved by this news. no one wanted to be stuck in traffic. 400,000 rely on b.a.r.t. each day. some of them wondering if luck

might run out on monday. one rider says he can't recall how many times he waited for word on whether b.a.r.t. trains will be moving. today they are, but the b.a.r.t. unions issued notice that they may not be here on monday. this morning riders in west oakland say they texted and checked twitter to see if they would be stuck on the road. here's what changed. at 11:45, both sides in this negotiation came out of the caltrans building in oakland where the negotiations have been going on, the union saying they'd go ahead and work past the 60-day cooling off period ordered by governor brown. they will remain at the bargaining table with two changes they think could help but if no deal is reached on monday it could be a mess. >> if there is no agreement by sunday at 12:01, that there would be a strike. let it be -- let there be no misunderstanding, however, that with the board getting involved and the legislative leaders

assisting and the general manager willing to sit down at the bargaining table that the unions are continuing to negotiate and hope to avoid a strike. >> reporter: one union rep said she was bitterly disappointed that this didn't work out on time. of course pointing the finger at b.a.r.t. a b.a.r.t. negotiator said he wasn't able to present his latest proposal t unions asked him not to but he stressed again this is isn't over. they will be back today. i wanted to show you something. we've been out a lot covering these negotiations going on with b.a.r.t. and the strikes but we noticed one thing. the parking lot usually fills quickly but the faces a lot are wide open could be that people made other plans in case b.a.r.t. trains weren't rolling. i have reached out to b.a.r.t. to ask for ridership numbers but haven't heard back. christie smith, "today in the bay." >> we know you'll be on top of it all morning.

where there is a smooth drive. we can tell you that. the volume not unexpected. this is about what we see. a smooth drive northbound with the taillights at the coliseum. all the approaches no problem. the bay bridge toll, we might see the metering lights. west 580 a stall past highway 13. 580 clearer than we anticipated because the b.a.r.t. trains are running. dublin, pleasanton no problems. across the bay the san mateo bridge, the dumbarton bridge. a look at the san mateo bridge you can see a typical pattern over there to the peninsula without delays for 101 or 280. back to the maps we'll see things moving across the bay and into the south bay with no problems. northbound 101 a tiny bit of slowing that is usually the first spot to see slowing but no other issues. in the north bay there might be fog. i'll hand that off to the expert, christina. >> you know what, happy friday. a little bit of fog and this map

tells the story. wherever you see the light shading that's where we have the thickest fog. it's starting to roll in so keep that in mind. 46 in santa rosa. 43 degrees in novato, a cool start but temperatures are going to warm as we get into the afternoon. 63 on the way to livermore, 61 in fremont. and 56 in san mateo. rounding out the day with some really comfortable numbers, sunshine across the bay area. there is a lot to do this weekend as temperatures continue to warm up. so, we're going to tell what you to expect at a free event tdew tour and a walk for alsheimer's. we'll get to the forecast coming up. back to you, jon and laura. >> 6:08. new this morning a surprise winner for this year's peace prize. many thought it would be the teen nearly killed for speaking out for girls' rights. the committee chose another. the organization for the prohibition of chemical weapons.

the opcw is honored for its efforts to trid world of chemical weapons. since 1997, the group has worked to implement the geneva convention in every nation. it is charged with inspecting syria's chemical weapons program and dismantling it. >> police on the lookout for a thief who steals from small businesses. they hope these security camera pictures will help identify him and ultimately catch him. berkeley police say he allegedly stole two tip jars from stores on euclid avenue earlier this month and a lap top computer from a store last month. >> a grass roots efforts to save a holiday tradition at one elementary school has fallen short. the school district announcing hours ago the annual parade for halloween has been canceled. marla tellez is live at hayes elementary in san jose with what's next. good morning. >> reporter: good morning. it was earlier this month that parents here at hayes elementary

received a school letter from officials notifying them that the annual halloween parade was not going to be happening. it was going to get canceled. officials citing academic reasons saying it was taking too much time away from the class. one mother took to facebook and also change.org, she started a feet save the halloween tradition saying how important it is for kids to make these memories. close to 200 signed the petition. on facebook parents posting comments like, quote, there are just so many solutions here that could have been used and weren't, as they say in hayes, not cool. the school motto, sort of ironic quist, is be cool help our school. even a high school student chimes in saying i don't think it's fair to take this away from the students, besides i turned out fine, college bound, bright future, well educated, happy, even with those annual parades. despite all of this the oak

grove school district board announced officially that the halloween parade will be canceled. it doesn't seem like the campaign to save it is going to end. the mother in charge says she is working with san jose city councilman hoping to organize a community halloween event. live in san jose, marla tellez, "today in the bay." >> 6:11. no blue angels and no parade of ships. how the cancellation of fleet week is impacting the local economy. >> can the government get back to business? some hope that it will, sent the dow up yesterday. we'll look at the day ahead coming up in business. >> we'll tell you about the technology helping a police department keep track of officers. and what we're seeing as far as the trend. >> right now here are the day's top stories. b.a.r.t. trains rolling this morning, that's the good news despite the 60-day cooling off period over both sides agreeing to extend negotiations throughout the weekend. but if no deal is reached by sunday night, the union says workers will go on strike monday morning. >> this morning police at san jose state university are trying to figure out if a gunman was actually on campus yesterday morning. a student reported seeing a man dressed in black with a handgun near sweeney hall and the building was placed on lockdown. no one was arrested but police say the threat was credible. >> day 11 of the government shutdown, there is some movement to tell you about in washington, but there's still no deal. the president did spend yesterday meeting with republicans and will do that again today so. they are keeping hope alive. >> keeping hope alive.

you loved fleet week. usually the blue angels and the parade of ships but not the case this year. >> definitely a drag. the sequestration cuts and the government shutdown means fleet week has been canceled. bob redell is live on treasure island with how this is taking a toll on the local economy. >> reporter: good morning to you, jon and laura. it's a bummer for businesses and restaurants in san francisco, especially those along the waterfront. it usually view fleet week as a last push, extra boost of revenue before they get into the slow season which is typically the winter. with fleet week being canceled there is a lot of concern and disappointment. we have known for some time that fleet week was going to be trimmed down this year because of sequestration. that was the across-the-board budget cut months ago. we knew there was going to be no blue angels or parade of ships.

they were going to host disaster drills, bringing in the marine aircraft to do that. but at the start of the week they nixed that because of the government shutdown, canceling fleet week. so in an effort to make up for this, pier 39 will be hosting a fireworks show, every saturday night at 8:30 for the month of october. and the last weekend a festival. nothing compared to the draw that is the fleet week. not thousands of people but at least trying to do something to get more people throughout to support the local businesses. reporting live, bob redell, "today in the bay." >> thanks, bob. >> we can tell you thursday's negotiations at the white house sparked a fire, blew up things on the stock market. >> scott, the dow rose 300 points. >> clearly. sometimes the stock market can be a good predictor of what will happen if you believe investors and this will pass. the dow saw its biggest jump of

the entire year, in fact. futures point to a relatively flat open this morning, stocks are kind of in a wait-and-see mode. not to throw cold water on all this, but a couple of details to keep in mind. one, these negotiations really only deal with the debt ceiling, that's the most important issue facing america, they don't deal with the government shutdown. also, republicans have said they will let america avoid default only if the obama administration agrees to negotiate on entitlements in the future as they talk about reopening the government it's a condition and that's something the obama administration is not willing to do. the white house says you can't let america slide into default, take the world economy with it unless your conditions are met that's not negotiating. recently the glendale school district outside of los angeles decided it would start monitoring its students' social lives on line. what they tweet, what they like on facebook, instagram.

the decision came after this young man, he committed suicide on the school grounds. the school district hired a private company to keep an eye on kids on line. the head of the company is going to be my guest on press here. here he is talking about how they are able to watch and protect kids. >> we had a girl that post shed was sad today. that's normal. we're sad on monday morning but sad was one of those key words we look for so when we went through her twitter page we found two posts from the school bus. she said first day back and it's already starting again, the second post was i'm going to punch this girl in the face for bullying me. >> we'll debate that idea that private company taking a look at what our kids post. clearly it has in some cases saved some lives or violence. but is it too much as far as privacy goes. we'll look after "meet the press" coming sunday. >> you've got really interesting guests. >> thank you. >> important conversations. thank you, scott. 6:19.

speaking of keeping an eye on things, mountain view police using new technology trying to stay a step ahead. >> it's blue force relying on gps tracking. a commanding officer at a crime scene can see where his officers are looking at dots on a screen as they move. to activate the program officers opt in using their cell phones and they can opt out when done at a scene. mountain view-based polaris wireless says this will make the police force more effective. >> it's important to protect the people who protect us. as law enforcement their job is to protect us. if we can help them with tech noolg save their lives, this is all about officer safety. >> polaris wire sls talking to other bay area police departments. >> no doubt about it a very tough end of the season for the oakland a's. all of their fans. it was not the way you want to wrap up a season. >> they gave it all. the team unable to solve one of the best pitchers in the league

when it mattered most. justin verlander shut down the a's, eight scoreless innings, allowing two hits. the a's lost it 3-0, knocking out the first round of the playoffs for the second year in a row. so we asked fans to sum up game 5 loss in five words and this is what they told us. >> sad, angry, frustrated, disappointed, and probably unhappy. >> five words? we lost but we still won. >> it's too bad that it ended this way. >> i think that was more than five. >> i know. >> awesome, great, fantastic, fabulous, exciting. >> i like the last guy. positive. you got to think of the whole sen season. >> i'm working on the we lost but we won. >> bob melvin said the a's were kicking at the door for the past couple years and hopes next year they will break through.

>> the a's rookie pitcher, sunny gray fractured, broke his thumb midway through the game but it's his non-throwing hand. hopefully ready come february. >> boys of summer. >> time to go fishing. >> but i say bay bridge series next season. sound goods to me. like lightning. good morning to you. 6:22. take you outside, it's chilly this morning. and we have that fog rolling back in after almost a complete week's worth of clear conditions at this time. make sure you're ready for that in the north bay where it's the thickest at this point. should be letting up, though, clearing out as we head throughout about 10:00 a.m. so this morning temperatures are falling in novato at 41 degrees, i'm forecasting 39 degrees in novato before the morning is done. san jose, we've dipped into the 40s as well, so might be one of those mornings if you have not had to yet, move the heater in

the south bay. a quarter mile visibility. up in santa rosa now, napa is dropping off, we expect the thickest fog by about 7:00 to 8:00. by 9 to 10 we should see a lot of improvement. you can see that here, mostly sunny conditions right around 10:00 a.m. so we're looking really good there. a nice warming trend. as we get into the upcoming weekend. temperatures are going to climb nicely so 74 today. mid 80s as we head through next week. it's going to be nice around here. but remember, if you want to hit the beach you get some of the best weather in october, early october. 69 degrees in santa cruz, 69 in san francisco and better as we get into this weekend. our days are getting shorter, though, our mornings will be cooler and the beach weather not as good as we get into the end of the month. speaking of something that's great to check out if you have the luxury to do so, this weekend the dew tour is in town. it's a free event. head down there and see all of

the extreme bmx and skate boarding. 70 degrees on saturday. going to be absolutely beautiful in the city this weekend. getting into saturday and sunday, the temperatures will reach the 80s inland, we'll see mid-80s kicking off next week and hopefully we won't be meeting back on monday with news of a b.a.r.t. strike, what do you think? >> i think i can't cross anything else. i'm sitting down i can cross my legs but cramps. we're watching this and we see the flow of traffic now. there is no b.a.r.t. strike today. potential for that monday, they have given it 72 hours notice. we see a smooth flow of traffic but christie smith also at the b.a.r.t. station, she talked about the parking lots not being as full so we might see more cars on the road. then again a holiday weekend for some. talking about mondaying columbus day. some get that off. that shift, it's preholiday but also more drivers because of the

potential for the b.a.r.t. strike. no metering lights and light backup for the cash lanes. let's check the rest of your commute. things are looking typical for a friday. the south bay wasn't affected by the last b.a.r.t. strike and we don't see a problem today. light for 87 and 101. the tri-valley, 580, and no problems and no surprises through dublin, pleasanton, livermore, 84 is moving, 680 at the limit and into sunol. a smooth flow, easy drive off the castro valley y, san mateo bridge looking nice. dumbarton we had a crash around the toll plaza but plains have cleared. the peninsula let's get a look at that as traffic flows for 101 north through palo alto and smooth at the limit all the way through san mateo into and out of san francisco. 280 similar. a live look shows you the north bay. christina talks about patches of dense fog down to a quarter mile.

here through san rafael we see the glow of the lights, more traffic but not a problem all the way down and across that richmond/san rafael bridge. >> this is not exactly music to anybody's ears, $500,000 missing from the coffers of a bay area sympathy. the account for the symphony of northern california missing $500,000 in operating funds. a spokesman says that's most if not all of the organization's assets. the board hopes that an audit will reveal where the money went and how they can get it back. despite the loss the symphony does not plan to change its concert season. several musicians and donors stepped in pledging nice money. >> facebook boss taking big steps to maintain privacy. he recently bought four houses surrounding him in palo alto. according to the "mercury news" he heard that a developer planned to buy the house next

door to his home. the developer was going to advertise to possible buyers they would be neighbors. so zuckerberg bought the home and three others next to his property. he is now leasing the homes back to the original owners. it cost zuckerberg more than $30 million. >> he paid a premium. >> one of the homes i think was worth $7.3 but went for 14.1. >> you have deep pockets and billions, pocket change. still ahead, no b.a.r.t. strike but the threat is not over. we will be updating you on the ongoing negotiations. >> trying to keep up the momentum. president obama gets ready to host republican senators as they work to end the government shutdown.

live to new york. right on time, right on the bell. we'll see if friday can match yesterday in big, big jump on the numbers as people have the optimism flowing the government shutdown will end. today is friday, october 11. this is "today in the bay." it is feel good friday. we love it around here. 6:30. i'm jon kelley. >> i'm laura garcia-cannon. we're following breaking news, the b.a.r.t. trains are rolling. but it could all change come monday morning. the 60-day cooling off period ended at midnight. both sides agree to continue negotiations through the weekend. if no deal is reached by sunday night the union says workers will go on strike monday morning. got a live look at the west oakland b.a.r.t. station. christie smith is there, she's going to update us on the negotiations coming up in about 15 minutes. really even how busy or not busy

it is this morning with people making alternative plans. >> for the record it's day 11 of the government shutdown and for a change it kind of looks like there is movement. the way out not clear at all but what is crystal clear, how frustrated americans are with lawmakers on capitol hill. tracie potts is right there with a look at some new poll numbers out. what are we seeing? >> reporter: our pollsters tell us this is the most definitive poll they have seen. 60% say fire congress, all of them. 70% say republicans are putting politics before what's best for the country. half the poll said the same about president obama. almost a third said the suit down the personally affecting them. and looks like there is some movement at this point. we don't have a solution nor is there a clear path to a solution. after president obama sat down with key republicans they are now at least talking about deadlines and dates and coming

to some sort of resolution to get 350,000 people back to work and vfrservices restored. they are trying to get the government open by monday but it's not clear how they will do that. what they have offered is raising the debt ceiling in exchange for six weeks to negotiate the budget. but until there is a budget in place at least extension, something temporary, no end to the government shutdown. and senate democrats say that's not an option. so we still got a long way to go. they are working over the weekend. >> we'll remain optimistic. thank you very much. >> we can tell you california national parks including yosemite will stay closed until the sutdown ends despite the federal government saying states can reopen them if they foot the bill for the federal employees. california's finance department says the state does not have the money to pick thaup tck up that.

>> this morning starbucks is continuing its push to put an end to the government shutdown. it will ask customers and some of the biggest companies to sign a petition calling for an end to the shutdown. along with reopening the government the petition calls for paying debts on time and passing a long term budget deal by the end of the year. starting today the petition will be available at starbucks across the u.s. >> a high school in the north carolina mountain town getting unwelcome visitors a. mother bear and two cubs decide to drop by henderson high school and then they like to climb a tree. this happened yesterday after a little while they came down, probably looking for a picnic basket. mom is like be careful up there, junior. they ran across the road into the woods. imposing for the camera. she knows.

the good news is nobody was hurt. >> my goodness. >> i've been working out. >> you better not mess with that mama bear. a couple of cubs. forget snow days, a school in georgia canceling class because of the great weather. the head master of a christian school is calling off classes because the weather is going to be too great to keep students inside all day. he says he had to cancel school because of bad weather for years and he wanted to find a positive reason to just threat kids go play before retiring at the end of the year. so today's his chance. the forecast is sunny sky, 80 degrees in that area, so run, kids, run. >> that's my kind of school leader. bravo. >> feeling good. >> that's rare for this time of the year back there but for us it's pretty nice in california. >> it really is. especially down in san jose where we get 300 days of sunshine per year. you really can't beat that.

as you know we've got that fog and yes, it's playing a factor this morning. we're known for it in the bay area. it's starting to creep in more so in the north bay. want to take a look at the morning dive, temperatures are chilly, visibility less than a half mile. once you get to the golden gate bridge starts to clear out. we go from the thick patches of fog to light fog. that's the case most of the morning. should clear out between 10 and 11. once you leave work complete sunshine in san francisco. 69 degrees. hard to beat that. we do have warmer days ahead. we'll talk about that and some of the events across the bay area in my next report. right now, though, let's get to the man who really knows your drive all of the short cuts. that's why we love you, mike inouye. >> because i tell you some of the short cuts. my son told the teacher that. my son knows the shortcuts. looking toward fremont, a smooth flow of traffic. no need for those folks.

at the limit on 880 down into the south bay. bogging down a tiny bit around mission and we'll look at the maps, around 237, not enough to cause a problem. you see the yellow toward 262. look at a smooth flow through the south bay. but we have slowing starting to crop up as you hit capital expressway. a little dip toward about 55. continuing up to 680 with the heavier volume of traffic. 87 into downtown as well. that's not unusual for this time. smooth through the tri-valley. a little slowing, 680, down through pleasanton. south into sunol. southbound, heading to highway 24, earlier crash moving to the shoulder. enough to kick off slowing. down toward 24, no problem through lafayette or the caldecott tunnel. the approach to the maze and easy drive as you look at the emeryville camera. still very close to the limit throughout the drive.

right here into berkeley and university avenue. >> i don't know if you have been to one of these but a japanese clothing giant expanding on the peninsula. new store opening its doors at the hillsdale center at 10:00. this is video from san francisco when the popular retailer opened its first west coast store a year ago. it specializes in inexpensive japanese style fashions with a techie twist. three more stores are set to open across the bay area in the coming months. >> a big time celebration expected tonight in honor of the grand opening of the newly renovated san jose mchenry convention center. after a $130 million make over, a nip and tuck, the center officially opens up today. yesterday the public got a chance to look at all of the improvements which includes making the building greener. there's also a new ballroom where the old central library used to be.

gala tonight goes off at 6:00. >> big changes there. still ahead a surprising move this morning by iran's new president. how he is distancing himself from his predecessor. >> we showed you a couple of bears earlier. how about down in southern california, these are police officers right now looking for a bear. there is a bear sighting in a baldwin park. this is about 20 miles east of downtown l.a., the bear was reported near ramona boulevard. so they are on the lookout. people probably wondering where is my newspaper?

welcome back. a good friday morning to you. this morning iran's president continues his effort to reach out to the west. president hassan rowhani canceled an anti-israeli conference started eight years ago by his predecessor. it was at that first conference that mack plood ahmadinejad made his remark that israel would be wiped off the map. one organizer calls the cancellation a disaster. >> the family of the american man detained in north korea is being allowed to see his mother. their mother has arrived and is scheduled to meet with bay later on. the 45-year-old was arrested in north korea last november accused of spying.

he was sentenced to 15 years hard labor but was recently hospitalized after losing more than 50 pounds. >> i heard she is excited but anxious. >> i can only imagine. he's not doing well. >> coming up, the no b.a.r.t. strike this morning we're talking about. but not out of the woods yet. how much time both sides have to come up with an agreement to keep the trains running. >> if you thought about learning how to play an instrument i have a cool gadget friday for you. >> look at the bear. >> take you back to southern california. down in baldwin park 20 miles outside of los angeles, the bear, they had a bear sighting and they have captured the bear. you can see that in the back of the truck. looks like it must be sedated because they are petting the bear. good news for the neighborhood. the bear is off the streets, your picnic baskets are safe. >> look at the cell phone

at 6:45 an update to breaking news this morning. b.a.r.t. trains are running. as contract negotiations will also run through the weekend. talks ended just before midnight last night with both sides promising to get back to the bargaining table today. but, if no deal is reached by 12:01 monday morning, workers will strike. christie smith is live in oakland with the latest on these negotiations going on. so many people have to prepare for what potentially could happen. >> reporter: yes, they do. boy, right now big sigh of relief, no one wanted to be stuck out there on the roads in

gridlock so we're at the west oakland station, the station is open, the trains are rolling this morning. but that could change come monday. i wanted to show you something. this is the parking lot at the west oakland station. seems a little light to us. could be people already made other plans for today. but for the most part it is business as usual after wart's union said they would work past the deadline for the imposed 60-day cooling off period to avoid a strike while negotiations continue. but they did do another thing. they issued a 72-hour strike notice in case a deal isn't reached by midnight sunday which could mean they could walk out monday. they announced two new developments that they think could move things along. >> we had two significant changes at the bargaining table. elected b.a.r.t. board members are now involved and engaged in the negotiations, in addition to bay area legislative leaders who agree on the need to avoid a

elementary in san jose with what's next. good morning. >> good morning. it was earlier this month that parents here at hayes elementary received a letter from school officials letting them know that the annual halloween parade that so many students look forward to each year was going to be canceled. saying for academic reasons that the parade takes too much time away from the classroom. many parents upset, one mother was so upset that she took to facebook and change.org. she started a position to save the halloween. saying how important it is for kid as the make these memories. close to 200 people signed the petition. on facebook parents posting comments like quote why all of a sudden is at problem. complete nonsense. kids should be able to be kids. parents posting quotes from their children. one writes it's unfair we do it every year and now they just took it away from us. another says i'm really sad
