now, obviously, this cost so much money. we have 400,000 people going back. national parks going to open up again. some will take longer than others. >> this has been a huge political fight, what it's cost the u.s. economy. experts say it is in the billions. the reopening of the government is the top story. let's get to peter alexander, good morning to you. >> reporter: savannah, good morning to you. the countdown clock is finally off the screen. this is the message sent out yesterday. the employees on furlough may now return to work. that is the case today, returning to work across washington and the country. one woman described it as a long vacation. most americans would disagree. the president, in a half hour will address the erosion in trust. according to white house sources, map the way forward.

this crisis is finally finished. early this morning, the first sign the u.s. government is once again open for business. crews removing barricades. furloughed workers back on the job. >> i'm glad to go back to work. >> reporter: overnight, the president signed a deal back into law and promised this would never happen again. >> we can lift this cloud of uncertainty from the businesses and the american people. >> reporter: racing to meet the deadline, the senate voted on the bill to end the shutdown and avoid a possible default. >> one of the most important things we have been able to do is get the senate together. >> reporter: the house quickly followed suit. despite 144 no votes from the tea party conservatives would help eliminate the health care law.

house speaker john boehner conceded defeat. >> we fought the good fight, we didn't win. >> a house snenographer seen ranting, then removeed from the floor. capitol police said she was taken to a nearby hospital for evaluation. the deal is only a temporary fix funding the government three more months. even some of the female senators credited with putting problem solving above acknowledged the challenges ahead. >> we resolved something for the short term but it's the beginning. >> reporter: after all this, senator ted cruz, the architect of the failed strategy showed no regret. >> this is sadly the washington establishment selling the people down the river. >> reporter: the cost of the american economy at least $24

a government shutdown came about, it was senator byrd said it's the stupidest idea i have ever heard. a lot of establishment republicans thought it would never come to this. the fact it did sends a clear signal to all republicans to listen carefully to what the tea party is angry about. they have no, i think, limits to what they are willing to -- >> did the republicans walk away with anything? >> an understanding of how far the tea party wing of our party is willing to go. there is nothing sacred. the extent we learn, we need to start communicating with each other. i think that's where we are as a republican party. >> robert, what do the democrats walk away with? >> i don't think there are winners here. what democrats walked away with is overting a crisis and disaster that we should have

been able to overt anyway. if anything, we have established, hopefully, the idea we won't see government shutdown and ultimately the debt ceiling used as a necessary leverage to get demands that can't be passed any way or certainly couldn't be attained in an election. >> interesting point. last night, the president stood before cameras to talk about the reopening of congress. he wasn't going to take questions but listen to this. >> is this going to happen all over again in a few months? >> no. >> he says no. ted cruz and paul ryan says we have kicked the can down the road. take me to january 15th and february 7th. we are out of money and the debt ceiling is up again. what is the republican strategy at that time? the shutdown strategy was a disaster. >> it was. what we missed was the opportunity to talk about two things that unite republicans.

opposition to a house law that was so disastrous robert gibbs called for the firing of someone responsible for that. we missed a debt ceiling. i think if we spend the next eight weeks talking about those two policy issues that unite republicans we could be in a different place. >> robert, what is the democratic strategy next time around when the dates hit the calendar? >> let's hope we put party identification aside, build on what senators reid and mcconnell, a democrat and republican were able to do in coming together and figure out how to get to the 15th of january, the 7th of february without seeing the sequel of what we just saw. let's get together and figure out how to fund our government like every other business and household does and avoid this. we should never be in this situation. if cooler heads prevail for

it isn't saying how many. by some estimates, it could be less than 1% of the website traffic. if the obama care website were a patient, it would be in intensive care by now. more than two weeks after the rollout, healthcare.gov is getting a failing grade from supporters. >> i hope they fire people in charge of making sure it was supposed to work. >> reporter: and the white house. >> despite the glitches, it must be fixed. people are getting on and enrolling. >> reporter: "the washington post" called it a train wreck. the sentinel says they need to fix the problems and fix them now. >> not right now. >> reporter: on october 1st, we met a family in phoenix eager to sign up for insurance. 17 days later, they still haven't been able to finish the process. >> we realized it was taking

new york mayor corey booker is headed to washington as the newest u.s. senator. he defeated his opponent in the special election. that term runs through 2014. an update now on the 9-year-old minnesota boy who stoued away on a flight to vegas. a judge ruled wednesday the boy should live apart from his parents. the judge granted a petition to declare him a child in need of protection or services and ordered therapy for the 9-year-old and family therapy for his parents who were in court on wednesday. the parents were granted visitation privileges. a fire in a department store in thailand, flames hundreds of feet in the air. the fire broke out in a

with a way to charge the parents of a 14-year-old girl accused of bullying a classmate who eventually took her own life. here's nbcs mark potter. >> reporter: rebecca committed suicide last month and haunts the pope county sheriff, grady judd. >> my heart was broken. i want to make sure is that we do everything we can to send a loud message that parents have to pay attention. >> reporter: authorities say sedgwick was bullied by other girls, physically and online. two girls aged 12 and 14 were arrested this week, charged with aggravated stalking of a minor after the oldest posted a message days ago on facebook, showing no remorse. judd said the girl's parents failed to monitor their girls' behavior. >> at this point in the investigation, we don't have a criminal case against any parent. we wish that we did. >> reporter: nbc legal analyst

says it's a hard case to make. >> unless there is proof the parents actively encouraged the bullying, there may be bad parenting, moral responsibility, but there won't be a crime. >> reporter: the attorney for the 14-year-old denies she was a bully. >> she is a care taker and very comforting and loving to other kids and kids in the neighborhood. she socializes with a lot of people. >> reporter: the attorney denies the girl wrote the facebook entry. the parents say she was hacked and they monitored her. >> you know the parents were doing the best job they could with what they knew. >> sheriff judd says the other girl and her parents accepted responsibility but they would not speak with nbc news. the long-time hope is for this death to raise awareness and prevent others. for "today," mark potter, nbc news, miami. >> let's check in with tamron. she's in the orange room for carson.

you have a follow up on a story from yesterday. >> we know the internet can be here today, gone tomorrow. something is a hot viral sensation one day, the other day we're not talking about it. this photograph of the josh hargas the soldier that gave that salute around the world, it is still resonating today, trending on a lot of websites. his wife taylor has spoken out in a new interview. here's what she has to say about her husband. >> i was just overcome with pride. that's my husband. he's an amazing man. i think that people should know that my husband, number one, a hero and that there are still other heros in the fight and there are still heros that aren't coming home to their family members. i'm very fortunate that he's here. i'm fortunate that he's still alive and we still get to have our life together. very early in my pregnancy, so it's still very new to us. i feel good. i'm happy.

[ inhales deeply ] oh. what a relief it is. good morning. i'm jon kelley. i want to update you on the news in redwood city where crews are battling a massive apartment fire, a six-alarm fire at an apartment complex. live to the bay area's chase cain. you have been out there about an hour. what can you tell us? >> reporter: fire crews are making progress on this apartment fire. piece of good news, we're hearing that no one died in this fire although there are at least four people injured. if you look here behind us or actually at the video of this building you'll see there is still smoke coming out of the roof and we'll still see some flames that pop up out of the roof on the fourth story of the building. though they are making progress there is still a lot of work to be done as the fire is burning

football people of rain. an investigation began, within months, charges were dropped. the alleged victim and her family say they have been the victims of harassment. they moved out of town. normally, they would not identify the victim of a sexual assault. but in this case the victim and her mother came to tell us their story. >> i felt very weak, worn down, like i wasn't worth anything. it means a lot to have support. >> reporter: lindsay and daisy coleman speaking out after they learned their case would be reopened. the case that started two years ago when melinda found daisy passed out on their front lawn wearing only a t-shirt and sweat pants. >> i asked her if she was hurting and she started to cry. so i called at that point i called 911 and we took her to the hospital.

>> it was about when we got to the hospital that i started putting two and two together and that i really started remembering some of the thing that is happened the night before. >> daisy says she and a 13-year-old friend sneaked out of her house and went to the 17-year-old house of a member of the marysville football team. a typical party took a turn for the worse. excessive alcohol consumption and sexual encounter. he says it was consensual, she says absolutely not. police filed charges of sexual assault. >> something would be done and it wouldn't happen again. >> then the charges were dropped the prosecutor cited a lack of evidence. coleman says she believes the political family of the accused helped make the charges disappear. in calling for the special prosecutor on wednesday, the district attorney said he dropped the kaz because the coleman's refused to speak on the record. >> if they were wanting to put out the light, to come back to

me. >> reporter: the colemans insist they did cooperate. what exactly happened is unclear the court file on the investigation is sealed for now. what is clear is that life got even harder for daisy after her accusations went public. in marysville, many attacked daisy online. feeling overwhelmed the family moved 40 miles away. eight months later the house they still owned in marysville burned down. the fire's cause is undetermined. >> i was almost relieve when they said it was electrical. i hate to think they're that vindictive. a part of me is still afraid. >> reporter: the story was reported by the kansas city star and sparked a national outcry. his mother use zing his name stepped in front of tv cameras to say she's worried about her son's safety. >> he has to be walked to class and having be escorted because of their safety.

that needs to stop. >> barnett's lawyer had no comment that a special pros security may reopen the case. in past statements, he's said his client has cooperated fully with investigators. daisy coleman's mother says she is glad to hear they may get another chance at justice. >> complicated. kate, thank you very much. let's turn to lisa, a legal analyst. good morning to you. >> good morning. >> this is a complicated story and there are conflicting accounts of why the charges are dismissed in this case. is this a situation where a special prosecutor might be helpful? >> absolutely. this case cries out for a review of all of the fact, exactly what happened a year ago on both side. the prosecutor has to determine not just that a tragedy happened, but a crime occurred beyond a reasonable doubt in court. >> the prosecutor said the mother and the daughter refused to testify citing their own fifth amendment right to not to incriminate themselves.

if that is true, did he have any other choice but to drop the case? >> it would be unusual. what crime could they be accused of? a false police report, purging itself that comes to mind. we don't know what happened there. >> on the other hand in missouri, you cannot give consent to a sexual act if you are incapacitated and under the influence, that's the allegation here. the young man has acknowledged the sexual encounter. the young woman apparently was drunk. in some ways this is an open and shut case if those are the facts. >> exactly. that was the question. was she incapacitated at the time, so far under the influence of alcohol that she couldn't decide for herself whether to consent or not. he admits the sexual encounter did occur. >> lisa, this is a case where the attention is suddenly on this small town, a lot of pressure is brought to bear. in some ways that can be good. in some ways that can't be bad. >> we can't broad brush the

it's 7:56. good morning. that breaking news going on now in redwood city. crews, fire crews are working to put out a massive fire at an apartment complex. this one has been huge all morning. this is video from our chopper over the scene in the past hour. this one broke out at about 5:15. that's when reports kax in. that's an apartment complex on woodside road near el camino real. we're told a total of four people have suffered injuries, two moderate, two minor. and evacuation center has been set up about a mile away at red morton community center. that is on roosevelt avenue. meantime, the other news in the area, b.a.r.t. trains are running this morning as b.a.r.t. said the unions remain at the bar gaining table. this session has been going on since about 10:00 last night. actually i should say yesterday morning. these in the next newscast at 11

they depend on. we know that potential home buyers have gotten fewer mortgages and small business loans have been put on hold. we know that consumers have cut back on spending and that half of all ceo's say that the threat of shutdown set back their plans to hire over the next six months. we know that just the threat of default of america not paying all the bills that we owe on time increased our borrowing costs, which adds to our deficit. and of course we know that the american people's frustration with what goes on in this town has never been higher. that's not a surprise. but the american people are completely fed up with washington. and in a moment when our economic recovery demands more jobs, more momentum, we've got

yet another self-inflicted crisis that set our economy back. and for what? there was no economic rationale for all of this. over the past four years our economy has been growing. our businesses have been creating jobs. and our deficits have been cut in half. we hear some members who pushed for the shutdown, say they were doing it to save the american economy. but nothing has done more to undermine our economy these past three years than the kind of tactics that create these manufactured crises. and you don't have to take my word for it. the agency that put america's credit rating on watch the other day explicitly cited all of this.

saying that our economy remains more dynamic and resilient than other advanced economies and the other thing that put it at risk was repeated brinkmanship. that's what the credit rating agency said. and it wasn't a political statement. that was an analysis of what's hurting our economy. by people whose job it is to analyze these things. that also happens to be the view of our diplomats who have been hearing from their counterparts internationally. some of the same folks who push for the shutdown and threaten default claim their actions were needed to get america back on the right track. to make sure we're strong. but probably nothing has done more damage to america's credibility in the world, our standing with other countries, than the spectacle that we have seen and these past several

weeks. it's encouraged our enemies, it's emboldened our competitors and it's depressed our friends who look to us for steady leadership. now, the good news is we'll bounce back from this. we always do. america is the bedrock of the global economy for a reason. we are the indispensable nation that the rest of the world looks to as the safest and most reliable place to invest. something that's made it easier for generations of americans to invest in their own futures. we have earned that responsibility over more than two centuries because of dynamism of our economy and our entrepreneurs. the productivity of our workers. but also because we keep our word and we meet our obligations. that's what full faith and

credit means, you can count on us. today i want our people and our businesses and the rest of the world to know that the full, faith and credit of the united states remains unquestioned. but all my friends in congress, understand that how business is done in this town has to change. because we've all got a lot of work to do on behalf of the american people and that includes the hard work of regaining their trust. our system of self-government doesn't function without it. and now that the government has reopened, and the threat to our economy is removed, all of us need to stop focusing on the lobbyists and the bloggers and the talking heads on radio and the professional activist who profit from conflict and focus on what the majority of americans sent us here to do --

and that's grow this economy, create good jobs. strengthen the middle class. educate our kids. lay the foundation for broad based prosperity and get our fiscal house in order for the long haul. that's why we're here. that should be our focus. now, that won't be easy. we all know that we have divided government right now. there's a lot of noise out there. and the pressure from the extremes affect how a lot of members of congress see the day to day work that's supposed to be done here. let's face it, the american people don't see every issue the same way. but that doesn't mean we can't make progress. and when we disagree, we don't have to suggest that the other side doesn't love this country or believe in free enterprise or all the other rhetoric that seems to get worse every single

year. if we disagree on something, we can move on and focus on the things we agree on. and get some stuff done. let me be specific about three places where i believe we can make progress right now. first, in the coming days and weeks, we should sit down and pursue a balanced approach to a responsible budget. a budget that grows our economy faster and shrinks our long-term deficits further. and at the beginning of this year, that's what both democrats and republicans committed to doing. senate passed a budget, house passed a budget, they were supposed to come together and negotiate. and had one side not decided to

pursue a strategy of brinksmanship, each side could have gotten together and figured out how do we shape a budget that provides certainty to businesses and people who rely on government, provide certainty to investors and our economy and we'd be growing faster right now. now the good news is that the legislation i signed yesterday now requires congress to do exactly that. what it could have been doing all along. and we shouldn't approach this process of creating a budget as an ideological exercise. just cutting for the sake of cutting. the issue is not growth versus fiscal responsibility. we need both. we need a budget that deals with the issues that most americans are focused on. creating more good jobs that pay better wages. and remember, the deficit is getting smaller not bigger.

it's going down faster than it has in the last 50 years. the challenge we have right now are not short-term deficits. it's the long-term obligations that we have around things like medicare and social security. we want to make sure those are there for future generations. so the key now is a budget that cuts out the things that we don't need, closes corporate tax loopholes that don't help create jobs. and frees up resources for the things that do help us grow. like education and infrastructure and research and these things historically have not been partisan. and this shouldn't be as difficult as it's been in past years because we already spend less than we did a few years ago. our deficits are half of what

they were a few years ago. the debt problems we have now are long term and we address them without short changing our kids or shortchanging our grandkids or weakening the security that current generations have earned from their hard work. so that's number one. number two, we should finish fixing the job of our -- let me say that again. number two, we should finish the job of fixing our broken immigration system. there's already a broad coalition across america that's behind this effort of comprehensive immigration reform, from faith leaders to law enforcement. in fact, the senate has already passed a bill with strong bipartisan support that would

make the biggest commitment to border security in our history, would modernize our immigration system, make sure everyone plays by the same rules. make sure that folks who came here illegally have to pay a fine, pay back taxes, meet their responsibilities. that bill has already passed the senate. and an economist estimates if that bill becomes law, our economy would be 5% larger two decades from now. that's $1.4 trillion in new economic growth. the majority of americans think this is the right thing to do. and it's sitting there waiting for the house to pass it. now f the house has ideas on how to improve the senate bill, let's hear them. let's start the negotiations. but let's not leave this problem to keep festering for another year or two years or three years. this can and should get done by the end of this year.

number three, we should pass a farm bill. one that american farmers and ranchers can depend on. one that protects vulnerable children and adults in times of need. one that gives rural communities opportunities to grow in the long term certainty that they deserve. again, the senate's already passed a solid bipartisan bill. it's got support from democrats. and republicans. it's sitting in the house waiting for passage. if house republicans have ideas that they think would improve the farm bill, let's see them. let's negotiate. what are we waiting for? let's get this done. so passing a budget, immigration reform, farm bill. those are three specific things that would make a huge difference in our economy right

now. and we could get them done by the end of the year. if our focus is on what's good for the american people. and that's just the big stuff. there are all kinds of other things that we could be doing that don't get as much attention. i understand we will not suddenly agree on everything now that the cloud of crisis has passed. democrats and republicans are far apart on a lot of issues. and i recognize folks on the other sides who think my policies are misguided. that's putting it mildly. that's okay. that's democracy. that's how it works. we can debate those issues vigorously, passionately, in good faith, through the normal

democratic process. and sometimes we'll be too far apart to forge an agreement. but that should not hold back our efforts in areas where we do agree. we shouldn't fail to act on areas that we do agree or could agree just because we don't think it's good politics. just because the extremes in our party don't like the word compromise. i will look for willing partners wherever i can to get important work done. and there's in good reason why we can't govern responsibly. despite our differences. without lurching from manufactured crisis to manufactured crisis. in fact, one of the things that i hope all of us have learned

these past few weeks is that it turns out smart, effective government is important. it matters. i think the american people during this shutdown had a chance to get some idea of all of the things, large and small, that government does that make a difference in people's lives. and we hear all the time about how government is the problem. well, it turns out that we rely on it in a whole lot of ways. not only does it keep us strong through our military and law enforcement, it plays a vital role in caring for our seniors and our veterans. educating our kids. making sure our workers are trained for the jobs that are being created. arming our businesses with the best science and technology so they can compete, so companies

from other -- from other countries. it plays a key role in keeping our food and our toys and our workplaces safe. it helps folks rebuild after a storm. it conserves our natural resources. it finances start-ups. it helps to sell our products overseas. it provides security to our diplomats abroad. so let's work together to make government work better. instead of treating it like an enemy or purposely making it work worse. that's not what the founders of this nation envisioned when they gave us the gift of self-government. you don't like a particular policy? or a particular president? then argue for your position. go out there and win an election. push to change it.

"the new york times" obtained a copy of his book detailing his 35-year health struggle including five heart attacks. he had a heart transplant last year. mr. cheney will join us live monday on "today." a six-alarm fire in california has had firefighters busy since before dawn. flames could be seen burning from the roof from the large apartment building and at least four are injured. scientists ahave recovered huge piece of that meteorite in russia. >> reporter: scientists here in london and around the world are excited to get to see this meteorite, partly because it's so large. even if i put my arms around it like this, i wouldn't be able to touch around the other side. and this is just one fragment of the original meteor. it struck with the force of a nuclear bomb.

streaking across the sky in february, a meteor the size of a house. shattering windows across classrooms and offices in central russia. buildings damaged, roofs caved in. 1,600 people injured. the culprit -- a giant rock from outer space was found at the bottom of a lake. now hauled from the depths. a metal sheet was used to drag it from 43 feet down, unwrapped it revealed a characteristic crust. formed through friction when it pierced the earth's atmosphere. it's beautiful, it's gorgeous says the man behind the operation. and very, very heavy. they tried to weigh it. it broke the scale. the complete meteor is thought to have been 10,000 tons. it's the first time that one so large has been filmed and recovered. a good thing because understanding meteors is crucial. london's natural history museum
