needed rain returns all over the bay area. right now i want to give you a live look outside at both san francisco and that is downtown san jose. >> this morning we're seeing power outages, slick roads, even some reports of minor flooding. let's begin coverage with christina loren. where is the rain coming down right now? >> we're getting a bit of a break right now. corning to you. you can see what's come through over the past couple of hours, count on slick conditions as you make your way out the front door. if you have not had a chance to do so, it's a good idea to clean out your storm drains in the south and east bay. zooming you in to the south bay, san jose, 11th and julien is where you will find anthony slaughter this morning. 55 degrees out there right now. getting a break from the rain. you had to deal with some rain where you live in san jose last night. people are waking up without power paw of the stobecause of

system. >> yeah. within the last hour, it's gotten chillier. we haven't seen a lot of rain this morning, but last night at 9:00, 10:30, that's when we had power outages. at the peak of the power outages 15,000 people were left in the dark. even this morning folks are waking up in the dark. just about 30 minutes ago, pg&e crews have restored power. but it was out all night long. of course there could be a few folks waking up, getting a little late to work because of that. those alarm clocks not going off. good news, power is getting restored. crews are working quickly. the gas station here on the corner, the lights just came on. so that's a good sign as we continue to move forward. even better, we're not seeing any rain right now. crews are able to get out here and restore power. we'll be out all morning long keeping you updated with those numbers. if any new developments continue to occur. i'm live here in san jose,

anthony slaughter, "today in the bay". >> that's great news, anthony. hopefully they can get that power up for people going to work and school this morning. not dealing with a lot of heavy rainfall for your morning drive. that's great news. we'll check on that with mike inouye in a moment. for today, temperatures climbing from the 50s into the 60s as we get into this afternoon. a nice day shaping up. make sure you have that umbrella handy. heavier rainfall moves in later on. right now, let's check in on that rain and what it's doing to your drive, here's mike inouye. we have the rain, puddling, wet roads over here at the bay bridge toll plaza. all of these lights due to the morning commute starting to come in off the berkeley kauf. la curve, including the fastrak lanes. metering lights are on. just a few minutes ago. there's the backup. the lanes off to the left are okay. look at the pedalling. the faster moving cars kick that water up behind them. still an issue as far as

visibility. look at our camera facing the bay bridge from emeryville. a tougher view now, looking at the span. headlights coming over from the san francisco side, down the new section, eastern span towards oakland. and the taillights over towards the curve and the tunnel on thresh sure island. oakland a blurry view as well. a lot of moisture in the air. not a lot of rain, but wet roads for 880 and 580. no major incidents in this area. when you see the green on 580 and highway 13, wet conditions still registering on our road index. rain coming through earlier this morning. west 24a crash, reports of single car having run into a power pole. lost traction, possibly because of wet roads. i won't say that for insurance purposes, but that's the condition out there. that may be likely for many spots around the bay. more wet roads for 680.

84 through livermore, no problems. back to you. >> thank you very much. despite the rain, construction on apple's new cupertino headquarters is scheduled to start today. city council just approved the plan for the new spaceship campus. bob is live in cupertino with the latest. good morning. >> reporter: good morning. when the city of cupertino gave tentative approval forever the new apple campus in cupertino, that was last month. last night they gave unanimous approval. it was pretty much a formality. work could begin here today. you won't actually see it. apple has erected a large tarp on its fence, and a green wall has been put up. this site is on 280, it's off wolfe road. it's where uh used to be headquartered. heavy equipment arrived yesterday presumably to demolish

the old building. steve jobs seen here pitching his project before the city council of cupertino. the new complex will encompass 2.8 million square feet. and apple will have to pay more taxes to the city. for years, the city gave a 50% rebate. that rebate will now be cut back to 35% which means roughly another $2 million a year for the city of cupertino. >> tremendous indirect benefits. the hotels are full here during the week. restaurants are full. businesses do well. not just cupertino but surrounding cities as well. >> when the campus opens in mid 2016, they'll have 14,000 employees roughly working here. apple will be using shuttle

buses, they said. they will also be encouraging workers to carpool and use bikes to try to alleviate concerns. there are still concerns about bad traffic and the issue of rising rents. reporting live here in cupertino, "today in the bay." recently we've been hearing a lot about the washington redskins being urged to change its mascot after about 80 years. today a similar debate is coming to an end at an east bay high school. marla has more on the controversy at vallejo high. good morning. >> reporter: in 1972, stanford was one of the first schools to change the name of its mascot from the indians to the cardinal. now some are pushing for vallejo high to stop calling themselves the apaches. tonight the school board will vote on whether to approve a name change for the native american mascot. it's become an emotional and divisive issue on and off campus. some say the apache represents a

sense of tradition and school pride. others say it's hurtful and hue humiliating. >> the opponents are disrespectful as well. they will say scalp them. things to make the kids feel embarrassed when they're sitting there watching. they don't want to be, i'm an indian, maybe they'll be wanting me to be scalping. >> i think it's a little over the top, the complaint. i don't think it's a legitimate complaint. the vallejo apache high school has never tried to represent or do anything in representation of the mascot itself. >> that man there says he has been videotaping vallejo high sport force years and said he never heard anything derogatory. the u.s. commission on civil rights recommends avoiding the use of american indian images and names at schools. if the apache is out what will

the florida congressman was charged with possession after officials describe a buy and bust. he has since apologized to constituents saying he is struggling with alcoholism and plans to get help. turning san francisco into gotham city reportedly cost $105,000. the big ticket item was the civic city celebration where mayor ed lee presented the key to the city to miles, aka bat kid. a classic feel good movement worth every penny. and construction on the apple headquarters in cupertino expected to get underway today. city council approving plans for the 2.8 million square foot project. that happened last night. the project expected to be completed in 2016. >> apple lawyer als will sit ard waiting to hear back from the jury hearing their case in san jose.

>> the last time apple went through this, apple won a billion dollars. >> which even the judge said was too much. the judge decided to start over with a new jury. they have the case. they will decide what fine samsung must pay for violating apple patents. if this case is like the last time, they'll come back with a decision tomorrow morning. the commerce department says san jose will finally get its own patent office. this after years of delay. business leaders are thrilled with the news. russell hancock is head of joint ventures silicon valley which represents everything from businesses like google to universities, city government. he joins us from the newsroom what does this do for san jose. >> it's fantastic not only for san jose but the region. 13,000 patents were generated out of silicon valley over the past year. that meant 13,000 trips, people had to go to washington, d.c. this is long overdue. >> they'll do it there at city

hall. i think you answered my question question. that is in the electronic age, why do we need the office to physically be there? you have to walk in to deliver your patent? >> it's high-tech futuristic stuff, yet still old school. you have to have reviews, administrative proceedings, hearings. all of this has to be done in person. it will be done right here for the first time. >> good news for san jose. thanks for being with us this morning. watch wall street. shares in yahoo! likely pushing higher after the company said it will more than double its stock buy back. tesla had a great day yesterday, up better than 6%. here's a weird one. campbells soup said its profits fell more than 30%. i didn't even know campbells soup was a publicly traded company. >> maybe that's the problem. >> that is the problem. you wouldn't think soup would be something that would vary, but apparently customers these days want fresh things.

and show you the showers. from now until 8:00 a.m., all that shower activity will roll onshore in the south bay and east bay. to the east of livermore, some of that yellow with the deep green, that's moderate rainfall. it's the south bay and the east bay we're bullseying for the heaviest rain today. at 5:00 p.m., showers clear out of here. that's when you can get outdoors without carrying your umbrella. highs will be cool across the bay area. south bay, reaching the 60s. along the peninsula, low 60s for you. san francisco, many districts only in the upper 50s. could see a couple low 60s out there. definitely sweater weather in the bay area. north bay looks good. low to mid 60s. east bay, low to mid 60s. tri valley, cool enough for a jacket. could measure a half inch to three quarters of an inch out in the tri valley before all is said and done.

seven-day forecast scrolling at the bottom of your screen. if you want to know when the warmer weather moves in, it's down there for you. let's check in with mike inouye. >> north 101, traffic easing a bit. getting ready for the second burst to kick in in a few minutes. you see the silhouette as the sun starts to come up. damp roads throughout the south bay. more rain is coming. keep that in mind. looking at the maps, slowing here, north 101, the headlights were coming towards us, a little slowing around astorya, tully, up towards 880. north 87 slowing a bit. north 85 not a problem. 17 had a number of issues over the course of the morning. one of them was a downed tree, one was a cash at glenwood. those have cleared. we are still watching for anything else to develop. also honda reported some rocks across the highway, highway 84.

typical as we have some overnight rains that have happened around the bay. not a major issue ffrs slowdowns, the peninsula looking good focusing on the east bay, the tri valley. towards the dublin interchanging and highway 84, slowing through livermore and sunol and 6806789 the green blobs, that's where the roadway also likely have puddling throughout the area. that's likely. slick conditions for the on and off-ramps throughout livermore. we have your slowing no flooding now. no incidents, just your typical build for 238 and south 880 traveling towards the san mateo bridge. we had rain hitting 580 and 880, that's clearing now. a live look outside, we'll show you what we're dealing with here. west 80, towards the bay bridge, typical build up at the bay bridge toll plaza. i want to show you the surface

streets traveling through berkeley and emeryville. very slick conditions. sheen on the roadway and water kicking up off the cards, eastbound 80 and away from the bay bridge. those are the conditions you're dealing with. north bay, similar situation, especially vallejo, fairfield, slicker conditions. 101, all that wet roadway here. as you get towards sir francis drake, there's a crash reported through marin county approaching the golden gate bridge. give it another few minutes, guys. back to you. with the winter olympics coming up in february on nbc, we're talking summer olympic games there are indications that baseball and soft bball may be returning to the games. the new president of the international olympic committee said he is open to the idea to the two sports being included in the 2020 games to be held in tokyo. the committee will be talking about that issue over the next couple of months.

this weekend's raiders game will feature the return of bo jackson. the former running back will light the al davis ceremonial torch before sunday's game. he's the latest in a long line of raiders players and coaches invited back to light the flame. jackson played from 1987 to 1990 when the team was in los angeles. he also played baseball for the royals before a hip injury eventually ended his career. >> he was a true beast out there. so fun to watch. 6:21. still ahead, telling tourists to please keep their distance, coming up, which san francisco landmark is telling tour buss to park it somewhere else.

welcome back. one of san francisco's iconic neighborhoods is no longer welcoming large tour buses. "today in the bay's" christie smith is live at alamo square where tourists will have to travel a bit more to take some snapshots of those famous painted ladies. >> reporter: that's right. it's a world famous row of homes but just a neighborhood to the people who live here. they say they have seen more than their fair share of tour buses clogging their streets. of course people wanting to see the painted ladies. remember the scene from the opening scene of "full house?" that's what they want to see.

well now, visitors will soon have to climb down off the large tour buses and walk or find another way if they want to see the neighborhood. the san francisco municipal transportation agency voted to ban those large buses from the area around alamo square. that's the park here. residents tell the chronicle that in the peak tourist season they see more than 50 of these buss in their neighborhood each day. they don't like the traffic. they don't like the exhaust. they think it's dangerous. the tourism industry is not too thrilled saying there are already limits, places like twin peaks, north beak. in san francisco, tourism is huge. one resident says the buses, they don't bother him. >> do you think it's fair for someone who comes internationally to see san francisco, and they can't see these wonderful homes on a coach air conditioned? >> rent a car. that's the best thing to do. >> do you see a lot of these buses around here.

white house where president obama will present the presidential medal of freedom to many prominent americans. >> 16 americans, it is the highest civilian honor. some of those receiving that award today are former president bill clinton, oprah winfrey will be there. she's receiving that award. also sally ride, the first female astronaut in space for the united states. this is something that john f. kennedy retooled and was going to present himself two weeks after he was shot. he never got to do that. it's significant now as we go back and look at that day when he was killed 50 years ago that president obama do that on this day. the anniversary is actually on friday, but a lot of d.c. events are being held today, including the arlington national cemetery. the president, first lady, and former first lady hillary clinton will be presenting a

wreath at the grave site of john f. kennedy to remember what happened in dallas 50 years ago this week. >> it is hard to believe. thank you very much. meantime, a wristwatch believed to have been worn by one of the doctors who ultimately declared president kennedy's death is going on the auction block in new york city. the watch was worn by texas neurosurgeon kemp clark. doctor kemp pronounced president kennedy dead at 1:00 in the afternoon on november 22nd, 1963. he also signed the death certificate. this watch is expected to bring up to $150,000 at christy's action house. we will remember the legacy of john f. kennedy throughout the week, especially on friday which marks 50 years since that assassination. >> there's also a special section of our website which is dedicated to president kennedy's legacy.

this is real time. you can see isolated activity to the north of concord. most of the bay area getting a break. that won't last long. stopping the clock on futurecast, 8:30. that's when we expect the next wave of moisture to come through. watch what happens as we head throughout 1:00, down in the south bay, look at this. the heaviest rainfall this afternoon. the yellows, oranges here indicating heavy to moderate rainfall. yeah, we're bullseying the south bay and the east bay for that heavy rain. by 3:00, showers start to deteriorate, just bit of residual moisture, good clearing by tomorrow afternoon. we're done with the rain at that point but tallying up good totals before then. if you want the seven-day forecast, want to know when the warm up kicks in, we have it scrolling on the bottom of the screen. >> the rain comes as my kid comes home. they have a minimum day today. figure something out. the bay bridge, backups here. all these folks coming through.

rescue workers in south africa are searching for survivors after a shopping mall partially collapsed. the mall was under construction when it happened. a portion the size of a soccer field just fell. several workers have been reported missing. rescuers have identified seven spots where they think people might be trapped. at least one person is confirmed dead. 29 others are injured. also want to tell you about search and rescue crews looking for two people who were on board a medical transport jet heading back to mexico that crashed down near florida two others have been confirmed dead. the coast guard said all four will been on board a learjet that plunged into the water

this morning at 6:44. we are watching the weather. as much-needed rain returns overnight across the bay area. that means slick conditions on roads as we give you a live look at the bay bridge toll plaza. >> it has been tough in a lot of ways this morning. also seeing power outages, even reports of minor flooding. let's start things off with our coverage with meteorologist christina loren. right now, tell us where this rain is coming down. >> my gosh. it has been an active night and the action continues. tahoe could pick up an additional six inches of snowfall. as we head throughout tonight, we're already talking about accumulations upwards of a foot. heavenly slated to open up this weekend. i want to show you all the different skies across the bay area a bit of a break from the steady rainfall, still mostly cloudy conditions out there. want to take you to the south

bay. 10th and julien is where you will find anthony slaughter this morning. 55 degrees out there. mostly cloudy conditions. at least it's not raining on you, buddy, but they had some power outages? >> reporter: we did. about 35, 40 minutes ago, pg&e cleared this specific location and they're out of here. that's good news as folks are waking up this morning, at least to clearing skies. the unfortunate news is overnight, around 9:00, through 10:30, that's when most of the power outages happened. at the peak of the power outages, 15,000 people were left without power in the south bay alone. now that number is down to about 500. crews have been busy overnight trying to get all the power restored. they have been successful. i want to leave you with one thing to think about the storm system that moved through, the wind gusts. you typically think of wind gusts, only had wind gusts of 30

into the weekend. they're slated to open up, weather permitting, on friday. want to show you what we're expecting. another five inches of fresh powder in king vale. the heavier rain will mostly impact the south bay and east bay. stopping the clock between 8:30 a.m. and 1:00 p.m. the heavy rainfall moves into the south bay. this is where we're going to be concentrated. as you break for lunch, take it easy out there. you see the yellow and orange, that's heavy rainfall on the way to the south bay. at lunch time. as we head throughout the overnight hours. seeing the storm system clear out of here. cool air trails behind. we will get residual showers tomorrow morning. everything should be clearing out of here by the time we hit thursday afternoon. if you want your seven-day forecast. you don't have to wait for it any longer. we have it scrolling for you at the bottom of the screen. every region in the bay area is covered. every region will hit the low 60s today.

you can see the volume increasing, but you can't see the taillights. as we get back to the maps, on the east shore freeway, we have slowing there. volume of traffic, but no crashes. earlier one cleared out. we have detail's deadly crash in vallejo. police say a man was walking on broadway street after 6:00 last night when he was hit by a car and sadly dragged for nearly a mile. witnesses, they were finally able to flag down that driver telling him somebody was pinned underneath his car. crews out there, they had to use air bags to lift that car off the victim. he died at the scene. so far no word if the driver is at fault. now to an nbc bay area follow-up. the alameda county coroner's office is working to determine the cause of death for a san francisco city college student. the body of 20-year-old derrick shao was found in the water at

the san leandro marina on friday. shao disappeared a week earlier. he was last seen in the bayview district. today is transgender remembrance day around the world and in oakland it has extra meaning this year. last night the city of oakland voting to co-host a remembrance day event in response to an attack on 18-year-old sasha fleschman. sasha suffered third degree burns after another teenager lit her skirt on fire on board an ac bus. transgender day remembrance honors victims of violence. the event has been held worldwide every november 20th since 1998. tonight's ceremony will be held at oakland city hall, this one starts at 5:00. the one-day strike at ucf today is forcing the hospital to reschedule surgeries and other procedures. about 21,000 medical technicians are walking out for one day at ucsf, as well as uc davis and

the construction side, there's also a big green wall. this is the site of the old hp headquarters. based on yesterday's arrival of heavy equipment, we expect demolition will take place today of the old headquarters. the new head quarters will have 2.8 million square feet of office space encased in glass and steel. the cupertino city council gave approval for the project last night. it was no surprise. mostly a formality. as part of the approval, apple will have to pay more taxes to cupertino. in years past, the city gave a 50% rebate, that rebate will be cut back to 35% which means roughly an extra $2 million a year for the city of cupertino. >> thanks, bob.
