breaking news in oakland where a car slammed into a gas pump, sparking this fire. >> this is happening in the intersection of east 90th avenue. christie smith is live at the scene in oakland. crews say they have those flames contained now? >> reporter: yeah, that's what it looks like. when we first arrived, flames were pouring from the ground where this gas pump once stood. like a pilot like just shoot ou out. firefighters have sprayed what looked like flame retardant on it very carefully, while others

kept a safe distance, maybe a half a block away. an suv crashed at this station. the front end of the car completely smashed. it's still on scene. and firefighters sprayed that a couple of minutes ago, too. the initial cause was actually a medical cause, but with the fire at a gas station, this quickly jumped to two alarms. i asked about the driver and he said he may have been transported and someone else arrested. right next to the gas station is an apartment building. this is the brookfield place. if steve can pan over. you can see that the windows here are completely dark. i spoke with a couple of people walking by and they told me they were evacuated, told to just go around the corner for a little while until the situation was

point. mike is going to be on top of your drive. >> good morning, christina. on the good note about the gold golden gate bridge because that's unusual to have any across that -- usually, the wind blows parallel to that bridge. over towards the san mateo bridge, a wind advisory for this. looking at that, might be a gust or two as you come across. gusting up again, so watch for that over the morning commute. no problems as far as the flow, but again, the san mateo bridge and bay bridge, perpendicular to the wind there. a smooth drive across from the east bay, but then the fire, that's over off 98. between san leandro street and 880. target says up to 40 million credit accounts may be

vulnerable. people who use credit or debit at target between november 27th and december 15th may be at r risk. the retailer thinks the breach involved hacking data stored in the magnetic strips at the cash registers. >> scary. like you try and go christmas shopping or something and you think you're safe and all of a sudden, your information's out there. >> the secret service is investigating. target said anyone who shopped during the time period and suspects unaugthorized activity should give them a call. 4:34. the ant i don't care unified school district has agreed to give millions to students reportedly abused by their teacher. the family sued the district after accusing a kindergarten teacher of beating and humiliate ing their children. some of the kids cannot speak. some of the parents filed a

lawsuit this year against the teacher, the district and top officials at the school who knew about the abuse and tried to cover it up. the district agreed to an $8 million settlement. a san francisco woman charged in connection with a gruesome crash that killed a 16-year-old -- facing vehicular manslaughter. it happened in september. witnesses said they saw her suv speeding about 80 miles an hour before it slammed into a mini van and catering truck. a 16-year-old was killed. his mother and sister critically injured. the wife of missing san j e executive dale smith is opening up. >> for me, that's always a chance. until they find the plane, there's always a chance. >> she says she is not giving up hope. her husband, two children and their significant others will be

found alive. the small plane dale smith was piloting vanished nearly three weeks ago after running into engine trouble over central idaho. the search was called off, but family and friends continue to search. janet, who got to san jose last week, said faith is keeping her strong. >> that's because overall, i have always had this feeling that my family's okay and whether they come walking out of those woods and they're okay or they've already passed on, i feel like they're okay. >> janet's husband is her hero. the public utility's commission will hear from the public today on whether pg&e should restore power to a pipeline in san carlos. people were worried about the safety of that line, but pg and

e got the okay to start service again this month. today, the public utilities commission will consider increasing pressure in that pipeline. the meeting will be held at 9:30 at the headquarters in san francisco. >> a san francisco nudity activist plans to tie the knot today on the steps of city hall in the buff. 44-year-old gypsy todd has taken san francisco's ban on public nudity to federal court. n now, she's taking her fight against the ban to the next level with a naked wedding at noon today. she said she expects to be arrested for violating the ban along with her new husband to be. the question will be whether she can get her vows off before being arrested. oakland is being ordered to set aside $2.3 million to pay for parking ticket refunds. it was paid between 2008 and 2010.

the refunds were ordered after an audit reported the city was holding money without telling the people they had been overpaid. today, a popular online bingo site will present money to a man who was stolen from last week. last wednesday, someone wearing a ski mask and carrying a gun robbed the weekly bingo fund-raiser. last night, a security guard was on duty. well, we still don't know the bay area's newest multimillionaire remaining a mystery. so far, no one has come forward claiming their half. >> the winner bought it at je y jenny's gift shop. look at that.

drive to work. as we head throughout the day today, temperatures are going to climb into the 60s. a pretty good looking day shaping up. we're starting out close to 50 degrees and this is going to help to boost our numbers up. you can see from our san bruno camera, starting to shake a little bit here. wind is going to continue to increase throughout the day today. want to take you through the timeline for the changes. highs are going to end up in the 60s, so not too bad, but when you factor in the windchill factor, it's going to feel more like the mid-50s. keep that in mind. we're talking about the mid-60s. peninsula is looking pretty good. low 60s even in san francisco for today. santa rosa, 62. 60 in pleasanton. about 62 degrees this afternoon. all the micro climates touching on the lows and highs this year. we've got change. i'll take you through those

this morning, nurses of the california nurses association will march to headquarters in oakland to protest the decision. they say there are not many children hospitalized in hayward and they will get better care in oakland. how and when the government can collect information about phone calls is about to be changed. an advisory panel is recommending new limits on the surveillance programs. it comes to the outrange over nsa spy tactics. among the recommendation, ending if ability to store massive records without getting a court order. instead, storage would be left up to the phone companies themselves. >> just because we can collect massive amounts of data doesn't mean we should to so. >> the report also recommends allowing tech companies to reveal what they've been forced to provide. the president is expected to announce his recommendation next month.

if you're in the market for a new car, turns out a honda might be your safest bet. for that, we turn to cela at cnbc headquarters in new jersey. >> good morning. it was a big day on wall street, stocks rallies following the fed's decision to start cutting back on the stimulus program. the fed says the economy is improving, but could pump money back into the system. the fed also says interest rates will continue to stay low. we get out to the unemployment and home sales, so watch out for that. the dow, only 3300 points. and the nasdaq rising 46. holiday deals are proving to be a blessing and curse for retailers. shoeper track, which monitors customer traffic at stores and shopping malls says sales are up 2%, but discounts are up 3% since last year. analysts say stores may have to offer more promoegs to spur consumers to get out and wrap up their holiday shopping.

honda tops the industry's list of the safest new vehicles. saying 39 cars and trucks get the top safety rating. automakers have to meet tougher standards to win the mark including installing systems to protect cars in a crash. >> thanks very much. over to christina. a look at our forecast today. >> nice one. you know, it's going to be windy. the winds are really just starting here. you can see our camera is shaking moderately. we're going to see the fiercest wind at the immediate coast. we're close at 50 just about everywhere. we're going to end up in the 60s. but there will be a windchill factor, if you want to keep that in mind. this is what we are expecting

on board the international space station. the first is planned for saturday. they're expected to finish the task during a second plan for tuesday. if needed, astronauts will be back outside the space station on christmas. during the last space walk over the summer. an astronaut's helmet filled with water almost caused him to drown. officials think they know why and have fixed the problem, but just in case, astronauts on this space walk will wear he wisnork. dennis rodman is back in north carolina. he says he's there to train the national team and renew his friendship with kim jong-un. rodman is the highest profile american to meet with kim since hi inherited power from his father in 2011. >> such an interesting
