what we've just learned about how to tell if your information is at risk. and a southern california strip mall burns to the ground overnight. our next weather maker kicking up some fierce winds for your morning drive. this could be a problem if r your holiday travel plans. >> the wind played one factor across the bay bridge. remember that? yeah, we still have a back-up today. i'll explain why it's heavier today. >> and a live look outside san francisco and that trans america building, all 853 feet of it. not really standing out this morning. it is thursday, december 19th, and this is "today in the bay." >> breaking news, a gas fuel fire in the east bay, a driver slams into two gas pumps. now, that driver is under arrest.

this began as a chase. >> good morning to you. we're getting a clearer picture of what happened. i just got an update from a sheriff's spokesperson and he said the driver hit the first pump here, then kept going and hit a second one. that's what sparked this fire here. they have the fire out at the 76 station, but there were evacuations at the apartment next door and the driver was arrested for dui. what sheriff deputies are telling me is that the officer who tried to pull him over overnight at 98th and d ended up saving him. actually pulling him from the car that crasheded here. that driver as they tried to pull him over, part avoids the

holiday dui enforcement campaign. they say the driver ended up crashing here and a passenger got out and took off. this turned into a two alarm fire. firefighters were able to get here lt. they put foam on it. >> currently our hazmat team is providing air monitoring. they're going to totally isolate and make sure the pumps are are

secured. so about 20 people of the apartments which are right next door, they had to be evacuated there. firefighters still here taking every precaution. they say representatives from the gas station should be here soon to help out. we asked how long this might be shut down. they say they just don't know. they have to make sure that everything is safe and secure. that's the latest, live in oakland, christie smith, today in the bay. >> this morning, target is now confirmeding a security breach. that means if you shoppeded at a target since black friday, your credit and debit card information could be at risk.

>> 40 million, a skagerring amount of accounts involved in this. maybe you're not a regular shopper, but more than likely, you've been in the store between black friday and now, this is when shopping is at its peak. that's when 40 million accounts for accessed. this attack is so massive that the secret service is involved. you duoto the cash register, give the cashier your credit or debit card and that's when the information gets stolen. >> the cash register is grabbing that data before it gets to the computers and they're taking that information to steal money out of the customer's accounts. >> after the data is stolen, thieves make up counter fit cards and if you use the pin number, that could allow thieves to take out cash from atm

machines. now, if you are a target online shopper, this breach does not affect you. it is only indicated for in store purchases. still, the stolen information makes some shoppers feel pretty defeated. >> my number's out there in cyber space and everything they know about me is in cyber space and if somebody really wanted to get to my account, i'm sure they could do it. >> so, if you are a target shopper, once again, about 40 million accounts have been affected by this breach. the accounts may have been used between november 27th and december 15th. if you do think you've been affected, you want to check those statements. you can contact target through this phone number, which they are releasing. you can also find that number on our website. target's ceo did speak out this morning confirming the breach. he said they have identifieded and resolved the issue. still, if you are concerned, take a look at those statements and call the number if you are

in question. >> thanks so much. target did decide to alert customers on its own overnight and most states require companies to notify customers if their names and credit card numbers are compromised. but some states make exceptions for encrypted information. as long as companies scramble, the companies do not have to tell customers about a breach. we checked out california's laws. it appears retailers have to alert customers in this state. if they're unencrypted information is attacked. for clarification, we're waiting to hear back. >> so, what should you do today to protect your information? scan your accounts for unauthorized transactions, change your pin number on your debit card and if necessary, change your credit card number. we'll continue to update you on the story all morning on air and online at nbc bay area.com. just search target on our home page. now, a look at the forecast for this thursday morning with

christina. the weekend quickly approaching. >> it is and i have to say, i totally got hacked and somebody used my credit cards, so you always want to check your statements. i had to call bank of america today. it's that time of year, you always want to be checkinging, but yeah, if it could happen to me, it could happen to you. temperatures this morning are around 50 degrees and you can see here, we have that wind coming in out of the northwest. it's pretty strong. right now, it's kind of fluctuating between the teens and looks like the 20 mile per hour range. we're looking good right now. winds aren't as fierce, but these numbers are going to play a factor in your morning drive. as we head throughout the day today, when it comes to the wind, we're going to find the fiercest conditions near the coast, the higher terrain and we're really targeting around 1,000 feet this morning, so the east bay hills, the north bay mountains. 9:30 a.m., that wind will start to drop off. the yellows, the blues start to

move in as we head through tonight. that's going to make for safer travel and by the time we meet back here tomorrow morning, winds will be calm, so that's good news tomorrow. looking better for your holiday travel plans as the state's going to be impacted for the system today. at this point, you can get your seven-day forecast, take a peak at your christmas forecast at the bottom of your screen. we're going to take a look at what you can expect. let's check your drive. he's a dad. are you done with your shopping is the question, mike? >> mom overrules all my decisions. i made all my decisions and she made the purchases. the bay bridge, we get the last hur ra. this is just before a lot of folks will take off next week. if you're lucky enough to do so, folks heading into the office now, changing their e-mail message to outbound.

over here, we're look iing at a easy flow. all around the east bay, 24, nicely and just down below around pittsburgh and bay point. usually, down below 20 miles per hour in that stretch. 580, the volume coming out of the pass holding steady. around the 55 mile per hour range as you head westbound toward the double interchange, more slowing around greensville, as well as a crash on the shoulder. not a big deal and no injuries. it's just there. the south bay smooth by with just a couple of slower spots developing. we'll get a live look out there. as we have the focus and that's typically the first spot we see the slowing because of the volume there. that will continue into another hour or so as we look at the

peninsula and approach off the bridge, a nice easy drive across, but the note, the bridges have the overnight wind advisories, so just use caution. back to you. >> happening now, fire crews still on the scene after a massive strip mall fire in southern california. firefighters have that fire knocked down, but they are still there cleaning it up. just massive. the fire started about 9:00 in awe thorn. fire officials think it started at a discount store, then spread to the ceiling and attic space at a nearby asian restaurant. the cause of the fire is still under investigation. >> kobting coverage of the wildfire burning in big sur. fire crews hope to have those flames under control by tomorrow night. the fire started monday in the los padres national forest near highway 1. it's destroyed 22 buildings, including more than a dozen homes.

one of which belonged to the big sur volunteer fire chief. more than 1,000 men and women are figing this fighting this fire. it's about three quarters contained now. no word yet on how this thing started. still ahead, whole foods loses its case for -- we're going to tell you why the greek yogurt is getting shovelled. plus, is the owner of the dodgers about to make a bid by the oakland ais?

. fire crews also cleaning up after this massive strip mall fire in southern california. about 8:30 last night and burned for several hours. no one hurt. the cause under investigation. target says up to 40 million credit and debit card accounts may be vulnerable after a nationwide data breach. the chain says anyone who used credit or debit cards at target between november 27th and december 15th may be at risk. secret service is now investigating. americans eat more chicken than any other meat, but producers are not addressing poultry safety risks. the first report examined two recent salmonella outbreaks linked to foster farms chicken and found the usda lacks the the public. the second report says 300 store

bought chicken breasts and found bacteria in almost every one. both tests call for increased government oversight in the poultry industry. whole foods market says it will stop selling chobani to make way for brands free of genetically modified organisms. some have complained that they produce milk from cows field with gmo animal food. they say such foods are safe, but whole foods says it plans to sell more non-gmo enriched yogurt. wall street played a strange trick wednesday. everyone's convinced news of the fed slowdown would hurt prices and the opposite happened. >> wall street's hard to figure out on the best of days. the federal open markets committee announces it will start slowing or tapering the amount of money it injects into the american economy and wall street heard the good news part

the strongest wind. we have a sustained speed at 32 miles per hour. the winds are going to increase and then drop off. gusty winds for the first part of the morning drive. travel call your attentionly. cautionly. this is what we are expegting in terms of high temperatures. a nice, comfortable finish for december standards. 62 degrees. 60 in the east bay. south bay as well, so a good looking day shaping up temperature wise and i am so happy to report we're not sparing the air and it has everything to do with the wind. that defense area that just settled over the bay area in pollution, that's great news. northwest wind, 35 to 40 miles per hour. gusts of 60, we're going to keep that going until about 9:00 a.m. after which times those wind wills start to drop off more so. you know what? we're getting so close to christmas time, on your

interest in buying the oakland a's. rumors part of an investment group and building a new ballpark in oakland, but late last night, he told the last times the rumor is quote, 100% not true and that he has no intention. a new report is out this morning showing how many colleges are hiring women to coach women's sports an stanford and cal, both getting c grades. the tucker center and alliance of women coaches look at the percentage at 76 big time athletic programs nationwide. cal and stanford both fall in the 4% range. ucla is the only pac 12 school with 57%. only school with an a, cincinnati, with 80%. the survey says from 2012 to 2013, just about 40% of women's

and out to wall street. big surprise yesterday. oling bell ringing now and we're going to have the ringing from nasdaq. the card board cutout, this is "today in the bay." >> good morning to you. an up u date to breaking news. hazmat crews are on the scene of a crash in oakland. crews tried to stop a vehicle, but the driver took off, crashed into two gas pumps on the corner. the crash sparked a fire. that prompted officials to evacuate a nearby apartment complex. the driver has been arrested for dui. christie smith live in oakland and we're going to have more on this story in 15 minutes. sparking a growing rift

between the united states and india. the morning, the foreign minister is demanding the u.s. drop a case against an indian diplomat who was strip searched after an arrest. danielle, indian officials are describing the arrest as degrading. >> that is true. the situation has been escalating now for a couple of weeks. it was earlier this month that one of their senior diplomats was arrested and also strip searched in new york on charges of visa fraud and understopayii her nanny. india says the u.s. treated one of their senior diplomats in a disrespectful way and now, the country moved some security barriers from the u.s. embassy in india and there's been a lot of protest, a lot of outrage in that country. john kerry has called to express his regret and -- which has been

a good relationship between the two countries. the obama administration is now looking into the the incident and all of this questioning about what the motivation was has prompted the manhattan u.s. attorney to say it's only motivation was upholding the law. if convicted, second face 16 years in jail. only on nbc bay area, the wife of missing san jose executive dale smith is opening up for the first time since her family disappeared 18 days ago. >> to me, there's always a chance. until they find the plane. >> she says she is not giving up hope. her husband, two children will be found alive. the small plane dale smith was piloting vanished after engine trouble in idaho. family and friends continue to search the terrain for any sign of the plane. she says faith is keeping her strong.

we're going to see some subtle differences. no major changes between all the different micro climates. looking good. a mix of sun and clouds. temperatures in the low 60s, but in service, you are going to find a little bit of fog this morning. kind of ragged patches an that's where the wind is really strong. as we head throughout the north bay, the east bay and trivalley, temperatures ending up in the low 60s across the board, so no major differences. if you want to take a look at your seven-day forecast, we've got it scrolling for you at the bottom of your screen. let's talk about that wind forecast. strongest near the coast and higher elevation, especially above 1,000 feet. that's when the calmest conditi conditions are going to develop. at that point, we're talking about calm winds in the south bay, we're still going to be strong today. with those 30 to 40 mile per hour wind speeds. at the coast and through the

higher elevations, we'll relax that friction, so travel cautca but no major changes when it comes to that forecast, but christmas is a big day, you might have family in town. we're going to take a close look at your christmas forecast up next, but right now, say good-bye to mike. from. >> although the heat, i guess we couldn't because that was no burn day a couple of days ago. toward the bay bridge, these folks are paying their toll, walting in line first because there is a good volume of traffic coming down the east shore freeway. there's the back-up at the toll plaza. we also reminding you overnight, the chp issued a wind advisory. we also see westbound 80, underneath university avenue, a steady flow of traffic. around 50 miles per hour at the very worst.

live picture for you. sun coming up. good day of sunshine. >> wow, that is gorgeous out there. they're protesting the closure of the paid yatic unit. kaiser is shutting down the unit in hayward and moving the young patients to oakland. this morning, members of the california nurses association will march to kaiser headquarters in oakland to protest that decision. the higher ups say there are not many children hospitalized in hayward and they'll get better care in oakland. bart and talk today. an issue, a medical leave policy that helped end the most recent strike. both sides signed the deal, but

deputies are telli ining us. this is a bmw suv. it actually nailed to gas pumps out here and that started a fire and i just spoke with firefighters and they said it's going to take a while to even get the car out of here. the driver is at highland hobbs. the attendants at the station here on 98th actually saw the driver and they are able to shut them down, but the vapers burned. the sheriffs deputies who stopped the driver on a holiday dui enforcement campaign. they say they ended up helping the same driver who sped away down city street. >> when they found him, he crashed into the the gas stag,

which started a fire and resulteded in the driver being trapped this that car. and the irony of the space station situation is the deputy who initially has to do the stop as part of the avoid campaign now u has to save this driver from his burning vehicle. >> a passenger was spoken to, but not arrested. 20 people evacuated from the apartment building just right next door to the gas station. that's the brookfield place apartments. they were evacuated, taken to an elementary school around the corner. air quality out here monitoring, but so far, they're saying they're not seeing any gas vapors, anything like that. 98th had been shut down. the main thoroughfare to the oakland airport is back open, but even though the street is back open, it will be a while before this gas station is back open. christie smith, "today in the

bay." >> time to check the forecast. let's step outside and look out over oakland and you can see it's beginning to look mighty nice out this. very nice sunrise coming on. >> beginning to look a lot like christmas. >> start singing it to me. >> santa baby, you like that one? we can make that happen. 49 degrees right now. and temperatures are looking pretty good. as we head throughout the afternoon, temperatures are going to climb into the 60s. not too bad. you can definitely see the difference. what a difference a day makes in terms of our air quality here. really beautiful blue sky this morning and we're basically getting the same sky over the entire bay area. we have some strong wind out there. right now, sustained speeds are about 15 to 20 miles per hour. especially at the coast, higher elevations. we're going to see stronger speeds for the next couple of hours, so strong wind between now and about 9:00 a.m. an as

start to change. temperatures are going to drop quickly, but the good news is the winds will drop off thand we'll hold on to that good air quality. friday, saturday, sunday, across the bay area, that means no sparing the air at this point. but i hate to say it with no actually significant rainfall in the near future, you might have to spare the air on christmas day because we have high pressure building back in, but overall, we're looking pretty good. you can see right outside the window, christmas, we'll get a little fog off the golden gate bridge, but most areas will be nice and clear and temperatures on wednesday afternoon will be down right comfortable. oakland will be about 63 degrees. 62 for san francisco on christmas and lake tahoe, 40 degrees. your seven-day forecast is right here at the bottom of your screen. check out what's happening on the roads with mike. >> we'll take you to the south

bay first of all where we have slowing starting to develop. we talked about lighter volume, but kind of kicking in little stronger than yesterday. this is northbound 101. sounds like there's a stall maybe be clearing lanes quickly, but it's still there and slowing develop, again up towards capital expressway. 87 shows the volume building. also starting to kick in here. toward the bay bridge, the toll plaza. we have those metering lanes on. then those lanes coming off the berkeley curve, you start to slow down approaching this area. t a good volume down the east shore freeway, but let eets s's show you the map. not a will the of drama ouch rich mond. an earlier crash that kind of mixed things up. 880 moving nicely.
