teenager air lifted to a burn center after what police call a freak accident. bob redell is live in san jose where the 15-year-old was taken with serious burns. good morning, bob. >> good morning. yes, he is being treated right now here at valley medical center. his condition unknown. just that he was burned as you mentioned, that the burns were significant, that a regular hospital would not do, that he needed a burn center like the one here at valley med. and that he needed that medical attention as soon as possible. hence, the need for the med flight that whisked him away, the helicopter that whisked him away quickly from concord to the med center here in san jose. this boy caught fire as he was being dropped off at the b.a.r.t. station. according to b.a.r.t. police he met up earlier with a man to help fix his car. apparently he didn't know this man. they were strangers. it's not known why and how a

15-year-old boy would come across an adult man for auto repair. in the process of fixing this car the teen spilled gasoline on his shirt. as the adult was driving him to b.a.r.t. he lit a cigarette, there was enough for the vapors on boy's clothesto ignite. he ended wake-up burns to his chest, arms and hands. the driver drove off. p.d. would like to speak with him. they don't believe he faces criminal charges. as i mentioned or you mentioned p.d. does believe this was a freak accident. bob redell, "today in the bay." >> very strange story. thanks so much. >> people living in a south bay neighborhood are waking up with a bit of relief. detectives in san jose say they arrested the man responsible for intentionally setting more than a dozen fires. peggy bunker live at police headquarters where officers are going to release new information. good morning. >> reporter: that's right. we're looking forward to that at

about 10:00 later on this morning. the good news if you are waking up in san jose and about five miles around san jose the downtown area, you can breathe a sigh of relief. they have a suspect in custody arrested last night, suspected of about with 11 arson fires, possibly more. a couple of fires are still under investigation. you'll remember the fire department here in san jose as well as the police department have been investigating the situation as several homes in this five-mile radius were set on fire. investigators say this arsonist struck a certain type of house, wood homes on dark streets with poor lighting. he seemed to prefer homes that had porches or fences. we were on site of several of those fires you could see where they come up and lit something on the porch on fire, the fire climbed the side of the house. these neighbors were terrified. they would awake to neighbors yelling your house is on fire. some said they slept with one eye open so to speak. others patrolled the

neighborhood. we went up to talk to them after news of this arrest, they said they were relieved. >> kind of happy for this happen quick, you know, that we'll feel like more protective and safe in the house. but still have to get the lights on and still to see the people are safe. >> reporter: keeping the lights on, you know, the investigators from the san jose fire department and the police department say that the neighbors really played a role in this, they circulated this sketch that was put together by police, also some surveillance video was circulated. some neighbors went door-to-door looking for this person. the one neighbor talking about how quickly this happened. the san jose fire department might disagree. we talked to them it seemed days in a row they were chasing fires. they were exhausted after all of these fires. so we'll find out more later on today from the san jose police

a smooth drive southbound 280 but we had sad news, an injured deer in lanes now, the incident has cleared from our reports and no updates about the deer. no drivers were injured. the deer we hope has been taken to an animal hospital. as we get a look outside we're looking at fremont on the other side of the bay. a smooth drive. clear drive here. great weather or at least it feels great. >> it feels great. unfortunately, taking its toll on our water supply. we're going to go live to christie smith. but i wanted to start with this live picture of san francisco. it's beautiful out there. there is no fog to report, no flight delays. you might be knocking off early. tomorrow is a getaway friday although if you want the beach weather i don't know why you would want to get away. it's going to be perfect. 48 degrees in the east bay. we're headed toward the 70s so cooler, 74 on the way to san francisco. 76 degrees in the east bay. and the south bay will stay at about 77 degrees. as we get into this afternoon. the red flag warning in place

for this morning. we're standing by in case the national weather service does decide to extend this beyond 8:00 a.m. right now that is not the case but we'll let you know. as conditions aren't going to be changing that much, the one thing that will change is we're going to see less wind. gusts in the excess of 10 to 20 miles per hour range. we have the 30 miles per hour range for the last couple days to put things in perspective. as you know it's been really dry around here and the drought is taking its toll on bay area residents which brings us out live to christie smith. they are taking some pretty drastic measures to endure this drought. >> reporter: good morning to you. water has suddenly become a hot commodity around the bay area, starting today the water district here in marin is going to start pumping water from a reserve reservoir they have on mount tam. normally they don't like to do this. it's expensive but they have to because of this lack of rain. i wanted to show you a sign at one of the entrances to a park

to phoenix lake. high fire danger, dry weather conditions. starting today and the next month the water district will pump water from the phoenix lake, one of the reserve reservoirs for customers in central and southern marin. they are going to pump uphill, that's what adds to the price. they want to do it before the supply they have evaporates. they are also preparing a second reservoir for use in the spring if we don't get more rain. marin is different than some water districts in that it doesn't rely on the snowpack, just the rain. mount tam's reservoir normally at 77%. right now it's closer to 55%. customers are asked to watch their water use. reporting live in marin county, christie smith, "today in the bay." >> thanks very much.

nest stock. totally confused. >> talk to scott first. >> check in with meteorologist christina loren. she has been giving us a great weather forecast all week. >> goodness. this is one of those weather forecasts that you know, i actually saw the heat coming but to be smashing records the way we are and no significant changes headed our way, i can tell you right now we're going to see another very warm day across the bay area. our winds are moving offshore, but you will notice it's not that direct east to west flow. we're getting more of an east-northeasterly flow. it's going to be cooler as our wind direction shifts just a touch. so let's get into your forecast for today. temperatures are chilly enough for a coat taking the little ones to school. we're at 39 degrees in the north bay. 48 in san francisco and 42 degrees in the south bay. on our way to the 70s. we are getting closer to a holiday weekend. so maybe you have plans, we'll take to you the forecast coming up in a minute. your outdoor plans unlimited

across the bay area. 74 degrees in san francisco, 73 in the north bay and the south bay at 77 degrees. as we get into today so. weather headlines tell the story. record warmth continues for this thursday, gradually cooling off a touch for friday. hazy sunshine as we lose more of the wind. then into this weekend we'll see a little more onshore flow, the evening clouds returning. remember you can check that weekend forecast out right here. we're going to dive right in. throughout the weekend not only will it be warm at our beaches, we have a big west-northwest headed our way. we're talking about big waves similar to like we had out there this past weekend and they were really impressive. so the big day right now looks like saturday. if you can get out there. talking 10 to 15-footers, double almost triple overhead and 71 degrees in january. so hard to believe but yeah, surf's up, bro. over to you. >> hanging ten over here. right on shocka.

around the water, across the water as well moving predictably. we'll zoom in, we have the peninsula drive, 101, we see a little slowing up toward 92, the volume starts to build a little bit and through the san mateo hills. predictable no. problems over the san mateo bridge or the dumbarton. patches of yellow you saw that clear from east 92, volume of traffic starting to build through the area. we'll give you a look at palo alto as we travel north through the area. we see a good number of cars, no major issues, 60 miles per hour. continuing to the city. we show you how things are on the east bay. a smooth flow for 880 t the earlier slowing because of that construction clearing into downtown, just about cleared back up to the speed limit. 580 and the maze moving as well. caldecott tunnel moves in both directions. we're looking here, a new fender-bender, eastbound 580 away from the dublin interchange. no slowing in the commute direction westbound.

it's a little bit of a build out of the altamont pass and 84 down to predictable pattern for this area. i want to show you a new camera showing this volume of traffic coming out of the altamont pass. the shops there and the regal cinema, giving you the local landmarks, these will be turned on after 6:00. we see a smooth flow. look at all of that company. the tri-valley has a huge impact starting so early and continuing on. back to you guys. thank you so much. the vatican criticized by a u.n. committee for the way it handled the grobele pre-section abuse scandal. the former sex crimes prosecutor acknowledged the holy see had been slow to face the crisis but it was committed to doing so. he is encouraging prosecutors to take action against anyone who obstructs justice suggesting that bishop who is move priests from diocese to diocese should be held accountable.

>> the u.s. chemical safety board postpone add vote that would have tightened regulations on oil refineries. the board was charged with strengthening the regulations after the 2012 fire at chevron. the vote was put off because the board could not come to agreement. the the board says it needs time to iron out issues and answer questions that have been raised by the public. a cal junior from east palo alto could become the number one pick in today's major league soccer draft. christian dean was raised in east palo alto, graduated from the school for independent learners in los altos, he spent three years playing as defender for uc-berkeley's men's soccer team. he is expected to be picked 1 or 2 in the draft. congratulations. >> that's exciting. >> coming up the image that may have you thinking twice about adding rapper mclemore to your play list especially if you are

happening today the man accused of setting fire to more than a dozen fires in san jose including this one now in police custody. good morning. thanks for joining us. i'm laura garcia-cannon. >> and i'm terry mcsweeney. we'll learn more about the man police say terrorized a neighborhood east of downtown san jose. "today in the bay's" peggy bunker is there live with more details. you have been covering this man's alleged actions for the last week. >> reporter: it's kept all of us really busy. and of course most of all the san jose fire department. we've been with them a couple mornings in a row as they have been covering this person hop scotching around a five-mile

radius near downtown san jose where fires are set one after the next. the good news a suspect is in custody. apparently according to investigator this is person was under surveillance for 24 hours before he was arrested. let's head back on the fires that this person is accused of setting. the fires struck in the wee hours of the morning like i said in that five-mile radius of north of downtown san jose. it's been terrifying for homeowners, some woke to smoke alarms, others woke to neighbors screaming. many have not been able to sleep being that the fires usually start up around 2:30 in the morning. the attacks were random except for the fact this arsonist struck a certain type of home. wood homes, many with porches in front or maybe a fence in front, seemed to prefer areas with poor lighting and having been on the scene of many of these i concur with that. they are dark corners, set the fire behind a bush or a porch.

neighbors took matters into their hands, some drove the streets looking for the suspect. now that this person has been apprehended the suspect not sure who it is but now that someone has been apprehended neighbors are relieved. >> happy for you know, this happened quick, you know, and that we'll feel like more protective and safe for here in the house. but still have to get the lights on and still to see the people are safe. >> reporter: keeping the lights on, that's something a lot of neighbors came together to do. all of the porch lights got flipped on. this sketch is one neighbors circulated around town. many went door-to-door trying to find this person helping in the investigation. also the surveillance video that was released to the media also was helpful. so, this morning police are saying that a credit to the neighbors very concerned about

their neighborhood. we will learn more about the person they do have in custody at this time at about 10:00 this morning. again this person was brought in last night about 8:10. the word is just getting out that hopefully they can start going to bed at night and sleeping a little better. peggy bunker, "today in the bay." >> thanks very much. >> 5:32 breaking news out of concord where police are investigating a bizarre incident that left a teenager with severe burns on his upper body. bob redell is live in san jose where the victim was taken for treatment. what's the latest? >> reporter: he is here at the burn center. this boy as you mentioned 15 years old, caught fire late last night, this is prior to midnight. as he is being dropped off at the downtown concord b.a.r.t. station. according to b.a.r.t. police he met up with a man to help fix his car. he didn't know the man, they were strangers, it's not known why and how a 15-year-old boy would come across a man late at

night for auto repair. in the process of fixing the car the teen spilled gasoline on his shirt. as the adult was driving him to b.a.r.t. the adult lit a cigarette. it was enough to ignite boy's clothes. the boy jumped out, started stripping down. his condition now is unknown, we know that he was burned. that the burns were significant enough that a regular hospital wouldn't do it. you can see in this video where paramedics are putting him on a gurney, wrapped him up and they are trying to get him down here as quickly as possible. as i mentioned a regular hospital wouldn't do it. he needed a burn center and he needed that medical attention very fast. the reason why he was med flighted here to this location. as far as the man that man did drive off after the boy jumped out of the car. police would like to speak with

him to get a better sense what led up to this. they did point out that they do not believe he faces charges. at least not at this time. it's their opinion this was a freak accident. reporting live in san jose, bob redell, "today in the bay." >> thank you, bob. >> an elderly man pulled from a burning home in hockey died. the fire started in the kitchen of the home. it was put out in 10 minutes but the man was severely injured. he was taken to the hospital where he later died. his name has not been released. officials don't know how the fire started but think it was an accident. >> the lack of rain this winter is forcing marin county to tap into its reservoir to boost water supplies. the marin municipal water district is pumping water out of phoenix lake, a reservoir seldom used for water. the last time phoenix lake was used as a water supply source it was 20 years ago. >> give you an idea of how bad

it is. christie smith is going to have more on the water worries all over coming up. >> let's check in with meteorologist christina loren. she's got a look at our forecast what we need is rain. >> right off the bat all the way between now and the rest of the month we're not looking at any significant chances. but i can tell you we have seen some really active springs here in the bay area. so it's not all doom and gloom. i think we might see significant storm systems come through and that will help out the situation. it's much worse in southern california. for us we're waking up in the upper 40s. 48 in san francisco. the east bay at 48. 42 for the south bay. this afternoon show your microclimate forecast. 78 degrees t forecasted high in morgan hill. once again the south bay will be the warmest region across the bay area. along the peninsula pretty nice, 76 degrees in belmont with a nice breeze. we'll see the breeze turn more westerly as we head throughout

day. which is going to keep your temperatures down when we broke an all-time record at the san francisco airport. 74 in the outer richmond district, in the north bay we'll see as muches in the low 70s, so not quite the rebound we had yesterday where we jumped out of the 20s into the 70s. as we head throughout the afternoon and the east bay comfortable conditions headed your way, mid 70s. in the tri-valley it will be warm. have your sun screen ready as well. 76 degrees out in livermore abundant sunshine. it's it new spare the air day. it is, however, a holiday weekend. martin luther king jr. day is monday. i want to give you a preview of where we're headed saturday, sunday and monday. holding on to the 70s in the south bay. same for the peninsula. it's going to be comfortable all the way through the extended period. above average. average in san francisco. 57 degrees. so really staying above average in the north bay over the course of the weekend. you're going to hold on to the 70s. the east bay upper 60s for

oakland. and yes, in the tri-valley 60s and 70s. so mike, no relief from that drought but i can tell you right now a lot of people are getting throughout and enjoying the weather. i'm seeing the short sleeve, the motorcycles on the roads. what are you seeing right now? >> you talk about the motorcycles, a lot of those the last couple of weeks and a lot of incidents, a smaller accident with a smaller vehicle can be more serious so be on the lookout. take the extra second to look over there. toward 101 northbound where it's a smooth flow, no incidents but more company developing here. we'll look at the maps for the entire south bay. no real slowing shows up. yellow down to 16 miles per hour. a few spots you see. we were looking at slowing at 17, it sounds like there was a bicycle and a stall in the area around seven. smoother through the dublin area. an early burst of traffic smoothing out. typical pattern for the tri-valley. approaching the bay bridge, the maze, a smooth flow. the toll plaza, shows the volume

won't need it. we have offshore flow in place. you'll notice, though, yesterday at this time our wind direction pointing to the west from the east. today the winds are shifting a touch and that means we're not going to see that offshore flow. as a result our temperatures will come down a touch. i can tell you we're starting out milder. 42 degrees in the south bay, the peninsula at 43, at 39 in the north bay, we start out in the 20s yesterday so we're headed to the 70s across the bay area. temperatures will be warm for today. we expect more records to fall but not as many as yesterday. we're not rivaling all time records like yesterday. san jose today, 77 degrees the forecast, i think that is where it will be the most significant. 73 in mountain view. that's room temperature. 71 is the forecast. today in livermore you'll likely have a new record throughout as well. your seven-day forecast shows you this warm pattern continues through weekend. if you want to get outdoors a

lot of us have a three-day weekend. you'll be able to do so all three days. as the record warmth continues. getting into tomorrow more haze as our winds shift and then we'll see a cooling trend as we head through this weekend. let's check on that drive right now. not quite to the friday light, mike, but i bet a lot of people take off early because of that three-day weekend. >> it's typical pattern for january just the week before martin luther king holiday. monday a lot returning to work getting into the office, fixing up the work, checking the e-mail and taking off that monday again so we'll see that today. we see heavier volume but no surprise as far as the flow of traffic throughout the bay. north 101, typical build for 680 toward 880. nothing dramatic. the earlier debris and the stall cleared heading into downtown 87 shows up pretty smooth drive from 85 up to the downtown, that's good compared to yesterday when it was slow. we have a nice smooth drive through the tri-valley. the earlier disabled vehicle or

replace. >> apple is paying parents back for purchases children made through some apps, mostly those kids games where you take care of a virtual puppy. >> this dates back to the early days of the iphone, some parents would hand the games over to kids not realizing there were in app purchases the kids could make without a pass word and all of a sudden their bill shows they bought $1,000 of farm tractors are puppy collars. now apple has agreed to pay back the money and did so in most cases. it mixed the problem, too. but in a consent decree signed this week apple said it would make sure that this does not happen again. here's an odd problem to have. "the wall street journal" reviewed the new mac and determined for most people it's way too fast. reporters there recommend that unless you are doing high end special effects or video editing a regular imac is fine. the federal communications commission taking public comment whether it should allow airline
