breaking news for you, a teenager air lifted to a burn center overnight after what police call a freak accident. officials found him at the concord b.a.r.t. station where he had jumped out of a car with his shirt on fire. bob redell live in san jose where the 15-year-old was taken with serious burns. so many questions about this story. >> reporter: good morning. doctors at valley med are treating this young man for burns to his chest, arms and hands. his condition right now is unknown but we know that this was a serious enough that they had to bring him all the way from concord to the south bay, a regular hospital wouldn't do, they needed a burn center and needed the burn center as soon as possible. hence the need for the med flight, the helicopter that whisked him away from concord to the med center here in san jose. to help with you questions you were bringing up there, this 15-year-old boy caught fire last night as he was being dropped off at the downtown concord b.a.r.t. station.
6:02 am
according to b.a.r.t. police he had met up earlier in the night with a man to help fix his car. he didn't know the man. both were strangers. it's not known why and how a 15-year-old boy would come across an adult man late at night for auto repair. they did. in the process of fixing the car the teen spilled gasoline on his shirt. as the adult was driving up to b.a.r.t. to drop him off the driver, the adult, lit a cigarette and that was enough to ignite the boy's clothes. he jumped out of the car, started stripping down to get away from the flames and ended up with burns to his chest, arms and hand. the driver for whatever reason did drive off. police would like to talk to him. they don't believe he faces criminal charges, right now they believe that this was, quote, a freak accident. reporting live in san jose, bob redell, "today in the bay." >> thank you, bob. 6:02. new this morning police investigating an overnight shooting that took the life of a man in oakland. it happened after midnight at

fire danger caused by the dry weather and that runs until later this morning. i wanted to show you what phoenix lake looked like in 2012. according to the marin ij, the water district will be pumping water into a system that serves customers in central and southern marin. this is something they don't like to do, they pump uphill, that's what makes it so expensive. but there aren't a lot of options with this lack of rain and they want to do it they say before the water that's left evaporates. the weather gauge is showing under 11 inches of rain for one of the lakes here in 2013. the previous low was recorded in 1929 with 19 inches. for now residents being asked to watch their water use, rationing, though, could be discussed as early as april. reporting live in marin county, christie smith, "today in the bay." >> a little more on the drought and how long it's going to be sticking around, drought

strong dislike but there will be intensity. it's playoff football. even if we weren't two teams that are very familiar with each other it's playoff football so a lot of intensity, a lot of chipiness and a hard-fought game. >> i think we can bully whoever we want to bully if you put that the way, it's about us, it's about a mind-set. you have a mind-set of you're thot going to let anything get in your way, you're determined, nothing, you know. you step over and keep going. >> this is a very intense matchup anyway. regardless of who you play or where it comes from because it's championship time. and so, i think everybody's going to be at the edge and so we need to do a good job of being poised and playing between the whistles so -- but it's an issue we deal with every week. so this isn't new to deal with it. >> reporter: a lot has been made of the seahawks' struggling passing game of late. since the seahawks lost to san francisco at candlestick russell wilson has only thrown four touchdowns and three

coverage. christina has the forecast, we'll start with christie smith live in marin county, starting to tap its reservoir starting today. >> reporter: good morning to you, terry. water district managers here in marin say that this lack of rain is really unprecedented. they have only measured about 10.5 inches of rain this year. the previous low was about 19 inches, that was way back in 1929. so they are going to start tapping into a reserve reservoir, pumping water. they want to do that quickly before what they have there evaporates. i wanted to show you video we have of phoenix lake. this is the reserve reservoir that they will start pulling water out of to a distribution system for customers in central and southern marin according to the marin i.j., they don't normally like to do this because they have to pump uphill and that's expensive but they are running out of choices because we haven't had the rains we need. the last time that two
6:47 am
reservoirs on mt. tam were pumped were over 20 years ago. they are seeing the reservoir at 55%, the average is closer to 80%. marin is different in that it doesn't rely on the snowpack, just the rain that it gets. at the entrance to a park leading to phoenix lake this morning there is a high fire danger sign up and dry conditions and that means it's closed. that runs through a little later this morning. right now what's happening is people are asked to watch their matter use in general. but of course rationing could be next and they may be considering that as early as april. reporting live in marin county, christie smith, "today in the bay." >> thank you. and no sign of rain in sight? >> not at least for the next 10, maybe 15 days, laura and terry. that doesn't mean we're not going to see an active spring so that's what we're crossing our fingers for praying for that rain. right now you can see from this drought monitor that we are now

in the severe range in the bay area. we take this into southern california you see we're getting the deeper red, that's where we have an extreme drought which is why i want to bring you back to the fire which broke out this morning off the 210 in southern california near the city of azuza. i can show you that those flames are growing because they have the santa ana winds picking up. you want to keep that in mind. this could be a really big fire. we're going to watch that all throughout the morning. right here on nbc bay area. temperatures this morning are mostly in the 40s, we're at 48 in san francisco, 49 in the east bay, and 39 degrees out in the north bay for today. headed toward the 70s. 74 degrees in san francisco, 77 is the forecasted high in the south bay. and yeah, a lot of these numbers are reflecting records for this afternoon. what i can tell you it will be a touch cooler than where we ended up yesterday. let's talk about where we're headed for the weekend. off shore flow, great beach weather and big waves driven by that offshore flow.
6:49 am
what happens is as you have that wind moving off shore, moving against the waves it creates that clean barrel so that's what we expect. really big winds and big waves as we get into this weekend. you will notice we stop the clock for you on saturday. that wind direction starts to shift a little bit. that's going to bring us a touch cooler. you notice that on the seven-day forecast. right back on sunday offshore flow continues yet again. so we're going to keep this dry, abnormally warm pattern going into next week. let's say good morning to mike inouye. >> good morning. that was cool information about the wind and how it affects the waves. that was cool. looking here to the northbound routes, this is predictable. slowing for north 101, north 87 and 85, starting to build for the south bay. nothing dramatic. we have one crash in the area causing an unusual slowdown southbound 101 as you head down to hellyer where we have it slow. the commute north from capital expressway. the southbound slow and the off ramp because of one lane and possibly a tire out there as
6:50 am
well. watch for that. it's a lighter flow but unexpectedly slow through that portion. the tri-valley we expect this, southbound 680 down through sunol, speeds down in the upper 50s, maybe 50 miles per hour around bernal. easy drive out of the tri-valley. nothing unusual. off the dublin grade, slowdown toward castro valley. we'll check on that in the next report. southbound 680 there is the only slowing in toward walnut creek. south of 24 smooth and 24 through lafayette good. it's orinda you start to slow toward the caldecott tunnel. the east shore freeway shows more company. let's get you live looks out there and show what you it's like. the backup for all lanes early after the metering lights turned on this morning. look, the fast track lanes you can see them moving. that amount of difference for those shows a lighter volume off of the east shore freeway and you do look at the east shore freeway, i know, it looks like all lanes are packed but they aren't. look at that. the good spacing between the cars and they are coming down
6:51 am
through the 50 miles per hour range. that's a good flow through berkeley and emeryville. a look at the north bay, southbound 101 starts to slow a bit. these curves at terra linda a congestion point, a little slowing toward north san pedro. and a little slowing through novato and petaluma south you have the slow drive. back to you. >> thanks a lot. an elderly man pulled from a burning home in newark died. investigators say the fire started in the kitchen of a home near the intersection of darvon street and elmwood avenue. the man was found severely injured inside. he was taken to the hospital where he later died. his name has not been released. officials don't know how the fire started but they think it was an accident. a judge could decide today whether the teen accused of lighting another teen on fire should be tried as an adult. prosecutors charged richard thomas as an adult with a hate crime enhancer. last week thomas' lawyer asked the judge to send the case to juvenile court instead.

6:53 am
according to b.a.r.t. he met up with this person to fix his car. it's not known why and how a 15-year-old boy would come across an adult man for auto repair but did it happen. in the process of fixing the car the teen spilled gasoline on his shirt. as the man was driving him up to b.a.r.t. the man lit a cigarette and that was enough to ignite boy's clothes. the the boy immediately jumped out of the car, started stripping down to get away from the flames and you can see the video where the paramedics were treating him. they quickly realized a regular hospital was not -- he was going to need a burn center because the burns were severe enough and they needed to get him to a burn center fast. hence the reason they called in a med flight, a helicopter to whisk him away. he is here at valley med in san jose being treated for the burns, his condition right now unknown. the man ended up driving off, p.d. would like to speak with him. they do not believe he faces charges, they tell us they think this was all a freak accident.

all day long, stay up all night long, in effort to protect their home. most of the homes hit have dark areas, a front porch or a fence where this arsonist was able to get in and ignite something. in one case it was a plastic tool box i remember from one of the locations, that was lit on fire and left on the porch to expand up the side of the house. back here at the police department, this morning at 10:00 they will hold a press conference when they will release more details. they are doing the last bit of work to find out more information, conduct interviews about this person who is in custody. that is the news we have, hoping that this is indeed the san jose arsonist and these fires will stop which will be of course much relief to the residents of this area. peggy bunker, nbc bay news. >> thanks a lot. >> time to check your money. >> scott, investors watching best buy. >> watching it ball. best buy down better than 30% after it turned in numbers about
