let's check in with christina. >> in fact, you want to get the sleep out of your eyes to see this. feast your eyes on this bay area. this is what i'm talking about, rain on the radar. not quite here yet. we're still going to have to wait but just to see the showers moving through northern california in areas where we haven't had rain in over a smt a delight. we are getting a little bit of the pre-frontal precipitation in the north bay. you don't need to pull out the umbrella unless you are in marin county. most of the shower activity moves in tonight which means you want to leave the car outside for the free car wash. speaking of which let's check the drive with mike. >> you are also going to want to make sure the wiper blades are in good condition. in oakland working on the roadway, a little north of the coliseum we're taking a look. sparkling view. farther up closer to fifth construction zone in both directions coming through downtown.

over toward a live look, the san mateo bridge, a smooth drive away from us. westbound across you can see that clear visibility today here and no problems along the peninsula. with this shot it's more traveled than the toll plaza. back to you. >> new this morning belmont police looking for a 16-year-old boy with autism who has been missing all night. tyler simmons last seen yesterday wearing a gray zip-up sweatshirt, black jean, black beanie and white shoes. his family usually picks him up from the public library. he was not there. a custodian reported seeing him at 7:00 at night. tile ser developmentally equal to an 8-year-old with a somewhat antisocial behavior. >> officials want to talk to any one who came in contact with a registered sex offender caught trying to get into a bay area school. investigators say 42-year-old

sandor lorigo has been dressing as a woman. but he showed upd at the day school. officials say he looked like a man. he had -- the head master says lorigo told him he was interested in the school for his kids but families make appointments in advance. he did not. he was asked to leave. >> once he was confronted by the leaders of the school he left on his own. and i think that's what people like this do, they look for the weak link. he didn't find that with us. i think that's why he went away so quickly. >> according to the megan's law website he has been a registered sex offender since 2001. he kidnapped a child. he was arrested for being a registered sex offender on school property. >> this morning police are investigating the alleged sexual assault after uc-berkeley student. it happened saturday at albany village, a campus housing unit

in albany. police say the female student told them she was invited to an off-campus bar by a male acquaintance after she says he took her to an apartment in albany village and sexually assaulted her. she was taken to the hospital. the suspect has not been arrested. >> campus police at san jose state reminding students avoid walking alone at night following reports of maybe a fourth sexual assault on campus. this in addition to three others reported saturday night and sunday morning. police are stepping up patrols across campus and urging students to use the university police escort system. >> a follow-up this morning, twin brothers are in jail in connection with the killing of a san jose state student. police say the 18-year-old stab add victim at a birthday party for his -- it happened sunday morning. witnesses are not sure which twin actually carried out the

stabbing. investigators say richard fan, a science student, was trying to break up the fight when he was killed. he was 22. >> the b.a.r.t. officer killed by a fellow officer will be remembered today. officials say sergeant tom smith was accidentally shot by another officer while they were searching an apartment in dublin. the public invited to pay its respects for sergeant smith tonight from 7:00 to 9:00 in hayward on mission boulevard. a funeral will be held tomorrow at 10:00 at the neighborhood church of castro valley. happening now, millions bundling up against cold winter weather including fast falling snow and frigid winds. in ohio an example of the extreme weather, high winds and snow combined to create snow rollers. people certainly bundled up from chicago to houston where icy roads making the travel dangerous. officials are asking people to be mindful of the nationwide propane shortage and conserve

even though demand continues to soar. >> the deep freeze in the midwest caused its share of problems but also created these snow caves in wisconsin. they are accessible by foot for the first time in five years because of the cold temperatures. the ice is thick enough to support visitors. people say it's worth the rather strenuous hike to see the icicles and ice sculptures made by nature. these appear to be what, you know, wind ows covered by curtains. it's snow. about with six feet. the recent storms dumped enough to cover the first floor. >> better watch out. happening today, the santa clara valley water board expected to vote on water conservation policies in light of growing drought concerns. the agenda will include setting 2014 water use goals for the 2

million people in the south bay it provides water to. the district will likely urge people to cut back on use by 10%. the district will vote on whether to spend a half million dollars to expand a public outreach campaign and to broad an rebate program to get people to install water efficient appliances. the district does not have the authority to make water rationing mandatory but hopes people will voluntarily comply. the drought is causing concern for one of california's biggest industries. the napa valley grape growers will neat discuss what growers in the napa valley are doing to protect their industry during the drought. the goal is maintain napa valley's reputation as a world class wine growing region. now we can solve all of this if we get rain. let's check in with christina. >> a lot of it. this isn't enough, that's for sure. good morning. we have light rain through northern california and nevada now, also in a drought there so we definitely desperately need

this rain. and also we've got ski week coming up in two weeks and here's the deal. between now and february 16 which kicks off ski week, we're expecting three to four storms to come through so that's the good news. we're going to have some snow for you. natural snow. they have plenty of that man made stuff. we're getting light showers in marin county, a little in sonoma county. it should be clearing out by about noon. we call it prefrontal precipitation. that front will get closer to the bay area but we're not expecting the heavier rain until about 7:00 p.m. tonight in the north bay, and then the showers will move to the south as we head throughout tomorrow. i'm going to time it out to your door step in my next report. right now temperatures cool enough for a jacket. we're still headed toward an unseasonably mild day out in the east bay, 69 degrees, that's where you get the most sunshine today. san francisco down to 60, and 64 degrees in the north bay. so the forecast shows you temperatures are going to tumble

and this is not our only chance for rain. we bring in another great opportunity getting into this weekend. we'll talk about that and yes, finally looking good but that means travel cautiously. let's check on that road -- that roads, the roads. it's early. >> an early warning about the wet roads that are coming. that grease will rise to the top. looking here this is 580 with the headlights westbound, coming toward and not a problem a light volume of traffic. light for the tri-valley that is. we'll look at the maps, we show a tiny bit of slowing for westbound 580, that's not a problem, just folks getting off on 84. 84 itself had construction between stanley and isabella that will be in place for the next couple minutes until crews clear up. we don't see problems but there may be a reroute for a couple for locals through the area. traveling southbound into the south bay it's dry here. the northbound routes for the

highways and we don't see problems. 880 around 280 typical. we have a crash here for highway 9 at pierce road. this is not heavily traveled right now. no injuries reported. just a word there may be crews there as they pull a car sounds like from the side of the road. back to you. >> the cost of parking meters could double. the san jose city council set to order new smart meters. those will let drivers pay through their smart phone and also provide real time data with a new app that shows where parking is available. but here is the catch. the meters themselves are expensive. they cost nearly $1.5 million so to raise the money for the meters, parking rates near downtown will double from $1 to $2 an hour. the meters could be installed by the end of the month. >> still ahead on "today in the bay," big day for the president as he prepares to deliver his fifth state of the union address. a preview of what she expected

>> a very good tuesday morning to you this morning. light traffic as we take a look along the peninsula along palo alto this morning. we'll keep checking the morning commute, help you get out the door if that is where you're headed. 4:44 now. during his state of the union address tonight president obama will urge congress to fix immigration and raise the minimum wage. but his main message to congress will likely be that the government can help americans who have had trouble recovering from the recession. officials expect the opportunity announce executive actions on job training, retirement security, and promises from businesses to hire the long term unemployed. >> that's precisely what is needed in my state where the middle class is really shrinking. >> let's be careful that we don't create a situation and momentum where you know, congress is sort of an after thought. >> friday the president will announce businesses have committed to hire the long term unemployed. republicans are already calling

tonight's speech just more talk. san francisco mayor ed lee will be in the audience tonight. mayor lee was invited to sit in the first lady's viewing box. the obama administration said san francisco's first asian american mayor he represents millions of americans. also invited former nba player jason collins. last year collins spent 12 years in the league became the first professional male athlete on a major team to come out as being gay. he was later pratzed by the president and mrs. obama and in may the first lady and collins co-hosted a major committee fundraiser for lgbt donors. we'll have full coverage of the president's state of the union address, our coverage starts at 6:00 with brian williams, we'll be streaming on line at nbcbayarea.com. >> the house is expected to vote tomorrow on the new farm bill. the poor would get less but farmers still get their monthly checks.

the measure will cut back food stamp benefits 1% t bill will continue to heavily subsidize crops including corn, wheat, rice and cotton. insiders say food stamp program cuts may satisfy republicans who say the program is spending too much but the cuts are small enough that some democrats may support it. >> meanwhile, a new first today for university of california president janet napolitano. she will host a live web chat with uc students at 2:00 where she will outline her priorities as president and listen to concerns from the uc community. topics should range from tuition concerns to undocumented students and climate change issues. napolitano intends to host other web chats in the future. she said they are an ideal platform for ongoing conversations with the universities. the future of google glass. a new report says the company plans to add prescription lenses to its latest high tech gadget.

for that and the rest of the news before the bell we turn to morgan brennan live at cnbc headquarters. good morning. >> good morning. thanks, scott. futures are mixed after another down day for the markets on monday t dow, the index having its worst five day losing streak. invest terse look for big ticket goods, home prices and consumer confidence and earnings from comcast, the parent of nbc universal, dupont, ford and pfizer. the dow falling to 15838, the nasdaq losing 44 to 4084. the justice department reached a deal with top internet companies allowing them to reveal how often they are ordered to turn over information on customers in national security investigations, the deal is initially with google, micros t microsoft, yahoo! facebook and linked in. it could expand once it's approved by the court. companies will have to wait six

months before releasing and the disclosures in general terms. google glass is about to get more stylish but also more practical. the company is adding prescription frames and new detachable sun glasses to the goggles, they cost $225 and the shades 150, they are only being offered for now to a select group of people who are testing and creating apps for the device. but google is working with the largest u.s. eye care insurance provider vsp to subsidize the new frames. >> thank you much. >> want to check the forecast with christina loren. we made to the tuesday. >> we made it to tuesday and to rainfall. finally. a return of winter in the bay area. not just yet. you'll notice from this radar picture a lot of that shower activity to our north but it's slowly working its way to the south. we're getting a little drizzle this morning along the coastline. and in marin county, sonoma county, bring an umbrella.

we're not going to see this all day long. then the main event arrives as we head through tonight into tomorrow morning. and hey early morning commuters, have to put this on your radar. we're going to see an active morning drive tomorrow. most of the rainfall is going to come through right in the heart of the morning commute so mike and i will be here for you. 49 in the south bay. 50 along the peninsula, east bay 52, good looking day shaping up. temperatures are going to stick in the 60s even the upper 60s out in the east bay so a little bit of a.m. drizzle to 10:00 a.m. we should cut that off about 11:00 a.m. then ditch that umbrella. we head through tomorrow the major pattern shift starts to take place. that rain moves in late tomorrow. continuing in through the morning commute. let me show you what i'm talking about. a cold brast, thursday into friday, right to future cast this starts at 6:00 a.m. you can see what i'm talking about the showers are going to fall apart as we progress throughout the day today. then as we get into tonight,

take a look at what's coming to the bay area. it is so welcome to see this on the radar. we're not just talking about the green, we're talking about the deep green, yellow, moderate rainfall moving along the peninsula into the south bay. so it is going to be active, you want to continue to keep in mind that it hasn't rained here for a while. as mike pointed out we've got a lot of oil and when it rains it gets slick. all of that oil comes to the surface. travel cautiously. check on the wiper blades as well. yeah, that's what we're talking about. the temperature trend, those numbers are also going to tumble as we head into the end of the week. look how brown the hills are. this is morgan hill. i took this over the weekend. hopefully that will change as we get into this beautiful new pattern getting growth out of the showers. 63 by thence, thursday we're in the 50, feeling like winter and we're going to hold onto the trend friday through the weekend with a chance for rain late sunday into monday. we're looking good, i'm going to
