once in a generation, more than a foot of snow may be coming to places that haven't seen it in decades. breaking this morning as the presidgets set for a high stakes speech, our new poll numbers that show the state of the union is anything but optimistic. royally strapped. the uk government is out with a stunner. a report that the queen's household may be down to its last million. and the entire royal family is told to stop spending so much money.

and welcome to the family. olympic skier lindsey vonn is talking for the first time since bowing out of the games and announcing a new role with us, tuesday, january 28th, 2014. >> announcer: from nbc news, this is "today" with matt lauer and savannah guthrie. live from studio 1a in rockefeller plaza. >> good morning, everyone. welcome to "today" on a tuesday morning. i'm savannah guthrie. >> and i'm matt lauer alongside al roker and tamron hall. let's get to the breaking news on this morning. lindsey vonn with a new man in her life. lindsey vonn is joining us this morning along with leo. >> a little camera shy. >> and a rather nasty brace on that right knee. lindsey, how you doing? >> i'm good, thanks. how are you? >> we're doing great. and lindsey's got a big announcement. and we're going to catch up what's been going on in her life over the last several weeks. >> get used to these hours, lindsey.

but we want to get to our top story this morning. the latest round of really cold weather and snow. take a look at this map. brutal temperatures in the upper midwest, some as low as 20 below zero. our team is out covering it all from these dangerous temperatures to the snow that is falling in the south. and that's where we begin with dylan dreyer. she's in fayetteville, north carolina. dylan, good morning to you. >> reporter: good morning, matt. you know, i never thought i would be talking about a major winter storm from north carolina. it was 60 degrees when i got here yesterday. we're now down to 31 degrees. now, keep in mind, this is a major winter snow and ice storm stretching about 1,200 miles from parts of texas all the way up into delaware. that's about 39 million people in the path of snow and ice. now, for areas right along the gulf coast, that goes for

louisiana, alabama, mississippi. this is going to be a major ice storm. about 100 miles east of here. the last time they saw 6 inches of snow was back in 1989. and that was one of the top three all-time snowstorms on record. we should get about 4 to 7 inches out of this storm. the average snowfall here is less than an inch of snow. it's going to be a big deal once the snow starts to get going later on this afternoon. we should end up with about 4 to 8 inches of snow. obviously the schools are schools as everyone prepares for what's going to be a big event later on today. >> thank you so much. news is not much better in the midwest. another day of unbearable cold. and many areas will not see the mercury go above zero. let's get to john yang in wisconsin this morning, good morning to you. >> reporter: good morning, savannah.

preparing for a big annual snow sculpting competition. no worries about this stuff melting right now. it is 17 below zero right now. natural gas heating bill. s are expected to be about 10% higher this year than last year. in the northeast, 17% higher. if you use propane, 20% more to heat their homes this year than last. and schools are closed from minnesota to pittsburgh and that includes the university of michigan closed for weather for the first time since 1978. savannah? >> thank you so much. and we want to turn to al with the rest of the forecast. >> that's right, guys. let's take a look currently. the hudson river. check this out.

this is a chopper, our wnbc chopper. we are looking at basically ice and they are going to start breaking this stuff up. these are the piers along the hudson in downtown manhattan. it's going to get worse as we show you chopper 4 and you can see the skyline right now. bitter cold currently around much of the northern part of the country. in fact, 80 million people affected right now by windchill warnings and advisories. that piece of the polar vortex breaks off. starting to move toward the north, that's good news because this would be the worst of it. 27 below windchill in chicago this morning, 7 below in cincinnati, 14 below in syracuse, even atlanta, feels like 17 below. here we go, we're starting to see the ice starting to accumulate and snow to the north. why is this happening? well, as you look at this southern storm, you can see winter storm warnings, ice storm warnings along the southeastern

carolina coast and georgia. we are looking for this brutal arctic air to be coming all the way south. moisture, gulf moisture thanks to a low makes its way up over this. this is kind of shallow. where it's shallow, the cold air's shallow, ice, where it's a little deeper, we get snow. and this is going to be the real big problem here. we are talking about up to 1/2 to 1/4 inch of ice from charleston on into georgia. and that can bring down power lines and big problems. and we're looking at snow, as well. those snowfall amounts in the carolinas all the way into the outer banks up to 9 to 12 inches of snow. guys, the good news is -- we're going to show you in the next ten minutes, there is light at the end of the tunnel. we're going to see a change which will bring warmer weather and moisture to the pacific northwest where they really need it. >> al, thank you very much. more of your forecast in a minute. but now to washington in some brand new poll numbers breaking this morning as president obama's putting the finishing

touches on his state of the e union address he'll deliver tonight. there's a lot of pressure on this one. the new nbc news "wall street journal" poll shows a majority of those surveyed have a pessimistic view of the administration asked to describe the state of our nation in a word or two. 37% use divided with troubled or deteriorating close behind. and only 3% said it was strong. meantime, 39% said the country is worse off now than it was when president obama became president. and a third said they are pessimistic and worried about the rest of the president's term while 16% called themselves optimistic and confident. dennis is at the white house this morning, good morning to you. >> good morning to you, savannah. >> i hate to be the bearer of bad news, but with this poll, not a lot of good news for the president himself. he joins george w. bush and harry truman as the only president entering their sixth year in office with an approval rating under water. by the way, that rating has dropped 9% since the state of the union last year. would you acknowledge he's got credibility to win back with the

american people tonight? >> savannah, let me say before we start that, you know, we're obviously following this weather in the southeast and midwest very closely to make sure we're doing everything we can to help families and individuals who are bearing this very tough cold down there. our hearts go out to them and our prayers, as well. i don't spend a lot of time worrying about the polls. here's what i spend a lot of time worrying about. making sure the american people see publicly what i see privately every day. which is a president who spoke very much on opportunity, action and optimism. we've seen -- thanks to their good work, the good work of our businesses -- we've seen over the past five years that we're fighting back, coming out of the worst recession since the great depression and starting to create jobs now. 8 million of them over the last 45 months. we want to make sure we can build on that, savannah, make sure there's opportunity for every american. and he's not going to rest until we can do that.

notwithstanding what the polls say and notwithstanding what congress does. >> you know better than anybody if he's politically weak, that makes it harder for him to accomplish some of the objectives he has. i looked at last year's state of the union. he called for a hike in the minimum wage, for gun laws to be revamped, said the government shouldn't shutdown. when he calls for those things tonight, how can the american people believe they will come to pass? >> you mentioned that i know some things as well as anybody. president of the united states doesn't come down to work every day or go home to residence every night worried about poll numbers. what he worries about is making sure there's opportunity for every american. that's why what you'll hear in the speech tonight is very concrete, realistic proposals as it relates to wages. as it relates to education, training. high-tech manufacturing, retirement security, those are the things he's focused on. i know there's a lot of people around here focused on the polls. that's their job and they've got

to do that. his job is to make sure there's opportunities for every american. he takes that very seriously. that's exactly what we're focused on this morning. that's what we'll be focused on throughout the day and the speech tonight. >> and very quickly, dennis, as i let you go, the olympics under two weeks away. so many reports of threats against the olympics, is the president confident that the russians have security in hand, that these will be a safe olympic games? >> we're in close touch with the russians, offering assistance, we're watching the situation develop there very closely. we'll develop our contingencies to be ready. and when we get more information, we'll provide that to the american people so they understand and know exactly what we know. what i also know is going into these games nobody should feel better than we do about how the americans are going to perform. i noted earlier you're bringing on a good minnesotan, lindsey vonn on to the station there. that's a good thing for you. i speak for all minnesotans when we say how proud we are for her. >> plug for the home state. always good to have you with us.

thank you very much. >> bye-bye. >> and watch state of the union tonight 9:00 eastern/6:00 pacific here on nbc. meanwhile, good news this morning on that cruise ship with hundreds of people sick onboard. tamron's in for natalie with that. >> the journey's not over, but there are new developments for those passengers aboard the royal caribbean cruise ship "explorer of the seas." appears the spread of that virus making so many people sick has slowed. nbc's kerry sanders at the port of miami this morning with the very latest. good morning. >> reporter: good morning, tamron. royal caribbean cruise line which is based here in miami is working with the centers for disease control to stop the spread of this contagious virus aboard the cruise ship explorer of the seas. so far, 645 people on board have reported symptoms, that's 19 new cases in the last 24 hours. the cruise ship "explorer of the seas" is now scheduled to dock back in new jersey on wednesday.

as these passenger snapshots show, despite the best efforts to sanitize the ship, the virus remains. >> everywhere you go, you see people cleaning, it's like unbelievable. you go to sit down on a chair and it's sticky because germicide and sanitizer still on it. >> reporter: more than 600 passengers and crew members have suffered the symptoms. everything i touch goes into a biohazard bag. the centers for disease control has a team onboard and the common norovirus is suspected. for passengers, this has meant ruined vacations. for royal caribbean, bad publicity. still, the cruise line reported a $7 million fourth quarter profit monday. royal caribbean's ceo on cnbc. >> when these things do happen,

we react quickly and aggressively and we compensate very fairly. so we're really not expecting this to have a big impact. >> reporter: royal caribbean has offered passengers on board, whether they got sick or not, half of their money back for this cruise. plus, those who got sick will get credit to apply to a future cruise for the days they were confined to their cabin. and because they're getting back to port early in new jersey where it's cold, they're not only going to pay for the change fees on those airline tickets but also for hotel rooms because so many flights are being canceled, they may have to stay a couple extra nights in a hotel room before they finally get home. tamron? >> thank you. major developments in ukraine this morning where the country's prime minister has announced his resignation. it follows two months of mass protests. he said he was resigning because the country's economy is being threatened by the unrest. now, under the country's constitution, the departure of

the prime minister means the resignation of the entire government. protesters were also calling on the president now to step down. music fans across the country are mourning the death of folk singer pete seeger. best known for songs "if i had a hammer," "turn, turn, turn" and "where have all the flowers gone." he died monday in new york city in a hospital there where he'd been hospitalized. he was 94 years old. and we've all been there before. left trying to decide if we can squeeze into a parking spot or perhaps not. well, here's proof that the ship captains have the same dilemma. this is real. this is a turkish shipping yard. there's enough room -- you know what, not enough room. the captain goes all the way anyway. the ship is being beached on purpose. it was taken out of commission. it will be disassembled. but i'm not sure if that was the plan. >> the other boats taken out of commission too, now. >> this is "speed iii."

i'm meteorologist christina loren. change is in the air. good morning. 7:15. low clouds in san francisco, show you the sun rise in palo alto, beautiful, we're getting the reds and oranges, as the system of low pressure gets closer to the bay area we'll see clouds increasing. a nice sunny finish headed our way. i'll show you san jose as well. it's spectacular out there. temperature this is morning in the 50s, we're headed toward the upper 60s in some cities across the bay area today. atest weather. >> all right, al, thank you very much. only nine days left until the start of the winter olympics. and volunteers putting the finishing touches on the venues where athletes will be competing. >> good morning. no winter games have faced such an acute terrorism threat or been engulfed in politics. but here in the olympic park, they are focused on being ready. and this morning, we got an exclusive first look inside that building behind me there.

it's called the iceberg palace. and it's where the skating events will be held. no terrorist threats can hold back the preparations. this morning, they were putting the finishing touches to the ice while volunteers collect uniforms, reinforcing the 40,000 police and military. >> this is the main arena for figure skating. >> reporter: she won a gold medal, now she heads up the figure skating arena. here, the first competition will take place. >> for the judges, olympic skaters. >> reporter: they're still working, but they are ready, she says. >> reporter: are you worried about anything? >> no, i'm not worried. >> reporter: not worried despite a terrorist attack just 400 miles from sochi last month. >> the situation is actually

serious, the russians have done everything they consider possible in terms of deployment. >> reporter: back at the ice rink, children who will present flowers to the winners, perhaps future figure skating champions. 13 gold medals will be won on this ice. the americans who win the gold medal are going to be very happy, right? >> come on. everybody who win gold medal will be happy here. >> reporter: we can sit here in the judge's seat for a moment? >> yeah. sure. >> reporter: amid all the fears and controversy, the stage is set for sochi 2014. >> bring on the competitors. >> reporter: so the excitement is building here. but, again, the controversy is not fading. sochi's mayor has said in an interview that he believes there are no gay people in this city and that gay people should keep -- as he said is their habit to their themselves. despite all the enthusiasm here, those aren't comments that fit with the olympic spirit. >> that's right. every time it seems somebody in russia tries to lower the temperature on this issue, they

>> and a brand new poll shows the latest scandal hitting chris christie is affecting how he's viewed. the poll shows just 22% of americans view him favorably. that is down from 33% in october. >> and the music world is mourning the loss of a legend this morning. pete seeger died in a hospital on monday. he was 94 years old. coming up, we're going to catch up with lindsey vonn. she is not going to sochi. she will be a part of our olympic team. we'll tell you more about that. we are going to begin with the revelation? london. the royal house has fallen into disrepair. its finances are in shambles, and the british government is now telling the royals, stop spending so much money. nbc's michelle kosinski is live outside buckingham palace this morning. good morning to you. >> reporter: hi, savannah. and it has leaked out over the years about the seriously outdated and shabby interior of the palace here. now there are reports about the palaces themselves leaking. staffers putting out buckets as it rains to protect

masterpieces, all the while the government says the royal household has been spending way too much. >> reporter: it is the taxpayer who funds the royal palaces in britain. no small task comprising more than 300 buildings to the tune of more than $51 million last year. none of that may be in the queen's little handbag, but the royal household ended up spending more than that allowance. now a government public accounts committee says their spending above their means is dipping into the reserves. the balance at an all-time low, a balance of about $1.6 million. about a decade ago, it was 30 times that. >> i think the treasury and the royal household need to up their act. >> reporter: at the same time, a number of palaces are in dangerous or deteriorating conditions. 40% of them below acceptable standards. how does the queen put up with it? well, she's had to, around an $82 million backlog in repairs.

the palace says that's because government funding has tightened over the years. now the government says the palace needs to do more to help. >> possible for the queen to rent out buckingham palace, open up to the general public. well, that is a possibility. >> reporter: one example, the boiler here at buckingham palace is 60 years old. the officials say that the electricity and heating bills are enormous but there hasn't been enough money to replace it. the government isn't exactly blaming the queen herself. but they do say she has not been well-served by her household staff or the treasury in keeping these expenses in line. and more importantly, they say, protecting these historic buildings. back to you guys. >> all right. michelle kosinski in london this morning, thank you very much. >> here's what we do. we get gene chatzky and lou manfredini, send them over. >> like help line. >> knock them into line. >> save the royals. >> yeah.

>> here's what we do. we take a look at the weather. >> we can do that, too. i can do that, as well. all right. we do have lake-effect snow to take a look at. we're talking about these streamers coming across the great lakes. and right there, the tug hill plateau. we are going to be looking at another foot of snow over the next 24 hours. buffalo, nice sunrise for you. windchill warnings, though, in effect through this evening coming on in. look at these temperatures right now. it feels like 7 below in cincinnati, 21 below in cleveland, 0 in washington, d.c. good news, though, temperatures start to moderate. look, we're starting to warm up on friday. and we're going to see a change coming. we're going to look at that. and this big ice storm from del rio, texas, spreading into alabama. houston, you can see right now dry, we're going to look at an icy mix. already starting to close roads in texas on into louisiana because of the icing conditions. and you can see this storm coming across the carolinas by early wednesday morning.

off the new york/new jersey coast by late wednesday morning. ice accumulation. here's where we're worried, from charleston down to waycross up to 1/2 inch of ice. that can be crippling. and snow from norfolk into central north carolina up to 9 to 12 inches. some areas in central north carolina in the mountains may see even more. that's what's going on around the country, here's what's happen 7:36 on a tuesday morning. good morning. i'm meteorologist christina loren. i want to show you we do have light rainfall this morning mostly along the peninsula and north of the golden gate bridge. but as we head throughout the day today we're going to see showers subside. the main event will arrive as we head through late wednesday into thursday so. your changes work like this. a.m. drizzle, sunshine and 60s later. throughout wednesday the major pattern shift is expected and then we're talking about rainfall as we head through thursday into friday. kensington palace, a little fixer upper.

>> needs a little tlc. >> thanks very much. let's get the latest on lindsey vonn. three weeks ago, she announced she wouldn't be going to sochi to compete in the winter games because of a serious knee injury. she'll be watching the action close to home. and we're happy to announce she'll be an olympic correspondent for "today" and nbc sports. this morning, she's speaking out exclusively about that and her recovery. lindsey, good morning. nice to see you. >> hey, matt. good to see you, too. >> we'll talk about your new role in a second. let's talk about the surgery. two weeks ago, you had a second surgery on that banged up right knee in two years. you're now recovering. how are you feeling physically? >> i feel okay. i mean, i guess i've been through this now once before. so i kind of know the drill, unfortunately. but, you know, it's been almost two weeks, and it feels all right. it was a little bit less complicated than the first surgery. had to reconstruct the acl again and also had significant damage.

it's pretty major surgery despite, you know, being better than last time. but, yeah, i'm recovering well, just doing therapy and excited to be working with you guys. >> and we're excited to have you. but here we go again. you've got to now drive yourself physically and emotionally. you said you want to come back for the world championships in vail, colorado, next year. you have just been through a year of pushing yourself. it didn't work out well in the end. can you do it again? >> yeah. i can. i mean, i -- after making the decision not to compete in sochi, i have actually committed myself to racing through to the next olympics. i'm very motivated. i have a lot i want to accomplish still. and i'm going to take my time. i felt a little bit rushed the last time, trying to be back and ready for sochi. you know, i'm not going to probably ski until october. and yeah, i'm going to be racing

from doing what i love to do. >> i was thinking last night as i was reading a little bit about you. i was thinking here's this young lady who has overcome these challenges and puts herself out there in these photos. and we hear so many times, so many other stories about young girls and young boys dealing with body image issues. and are really struggling. what advice would you give to someone in the younger age group who is dealing with that? >> i won't sugar coat it. it's a harsh world to be in, especially that everyone's criticizing you for how you look not for your brain. >> have you had to deal with that? >> yeah. of course, on a day-to-day basis i do, just going into the train station. there are people who don't understand, are very close minded and don't think before they say anything. but it gets better. you know, if you have a positive attitude and determination in life, everything gets better.

♪ we're back at 8:41 this morning on "today's money," protecting yourself from credit card fraud. over the weekend, another retailer said its customers' credit card information may be at risk. michael's says it is investigating a possible security breach. this news coming, of course, just weeks after target and neiman marcus stores said their systems were compromised. this is a breach that might affect millions. so how can you protect yourself and your credit card information? let's get to cnbc's sharon epperson's take. this is scary, these are folks not doing online shopping, they went to the store and paid with a credit card. >> and there's nothing they could have done because the malicious software used at the point of sale registers, nothing they could have done to protect that. but there is a lot they can do to protect their information as they're shopping, whether it's online or in the stores. >> let's move down the line. you say ask for a new account number. if that's if you suspect you've

♪ we're back now at 8:52 with a way to cut a few calories in your super bowl get together. it's a recipe for roasted chicken that tastes like it might have been fried. >> all right. this we've got to see. he's going to share his secret to a healthy but still delicious chicken. and a little preview we're going to get french fries at the end. >> yeah. exactly. it is super bowl weekend. we have to splurge a little bit. i think one of the great things about chicken, it can be done 100 different ways. i think one of the things we talk about with healthy food is starting with great ingredients. >> yeah. >> first thing, starting with great chicken. the important thing about great chicken is seasoning it, making sure you can take care of it from start to finish.

>> and you want people to know this is a healthy version of chicken, not a diet version of chicken. >> correct. correct. and that's a big difference. we are going to use fat with it. >> and leave the skin on. >> we are going to leave the skin on. those things can be done and still eat well. >> what's that about? >> the chicken liver will be an integral part of the salad because it's so much great flavor. >> you can leave these out. >> not a fan. >> not a chance. flip those over, these get se seared to medium rare. and then we're going to season the chicken. seasoning the chicken means thoroughly seasoning both sides. >> salt and pepper? >> yeah. just salt and pepper. we've taken the bones out to make the chicken cook very quickly. >> well, did you buy it boneless or actually -- >> it's bred boneless. >> very limber chicken. okay. you're leaving the skin on. >> skin on. we've seasoned both sides. >> okay. >> then we get the chicken --

>> right in the pan where you did the chicken livers. >> exactly. i'm all about as few pans as possible. >> efficiency. >> we skip ahead, the beauty of television, and we've got chicken that's nicely golden on the underside here. and this is where the fried part comes in. all of this fat is going to be gone. we're not using this fat. we're rendering the skin down to crispy and that's what helps make it fried chicken. we're going to add in a little bit of garlic, some rosemary, never skimp on the garlic and rosemary. and just a touch of butter. and what the butter does is help to give it a brown, nutty quality. at this point, we're going to let the chicken cook. takes about eight or nine minutes. >> you going to flip it? >> the secret is to flip it once the butter has browned and turn it off. go have a glass of wine and come back to it. so all we're going to do is turn this chicken over and turn it

off. >> yeah. you do get a nice brown to it. >> and let it rest. >> what do you have over here? >> we're going to make the salad that goes with the chicken. looks a little bit like a potato. it is actually the root of a sunflower plant. and that's pretty cool. most people see this in the grocery stores, but if for some reason you can't, you can substitute carrots, regular artichokes. these are just peels, shaved, tossed in a little olive oil. >> those are terrific. really good. >> eat them right out of the pan. >> did i hear butter? >> you've got a crispy side to this, as well. and you're also going to add a little bit of wine to this. >> yes, we are. >> and after that cooks for a second, we'll add a little bit of water. and let those simmer for a few minutes until they oil down. >> go ahead. >> thank you. we've got toasted bread that we tossed in olive oil just before the sunchokes.

langone medical center, and director of gynecology at norwalk hospital in connecticut. good morning to you both. let's start with something that everyone's thinking about right now and that is the prevention and treatment of the common cold. first thing, let's talk about preventing it. what can we do? >> we're not good at treating it, so the best thing is to prevent it. all about hand washing, hand sanitizers are great. when you're out with your kids, remind them not to touch on their face. touching things and on their eyes and it's a great way to spread it. there are a couple of -- we talk about vitamins on this show. most vitamins don't help. vitamin c unfortunately doesn't help. >> a lot of people start drinking orange juice because they have vitamin c in their head. >> and there are supplements, too. >> it's a larger view of good randomized control studies. they didn't show benefits in vitamin c, although they did for

reproductive health. many didn't realize that fertility can be affected by smoking, obesity, your age. many women did not go to see a gynecologist once a year. this was a big eye opener that women need to take better care of themselves and in terms of family planning whether they want to have children or not, they need to be having these discussions sooner rather than later. >> my doctor initiated, i'm 43, he sat me down and said, okay, are you trying to have a kid or not? >> it should probably happen when you're 30. >> really? >> why not plan ahead so you know, okay, maybe when i'm 35 i need to be thinking about this. >> a realistic look of what's going on. >> in your 30s, if you have intercourse every single day with your partner, you have a 20% chance of getting pregnant each month. when you get to 40, you have a 5% chance. 20% of women have no idea that age affects fertility at all. we as doctors need to do a better job educating our patients. >> okay. let's move on to electronic health records.

a really interesting one. it could have a negative affect on doctor/patient interaction. >> i think adam and i probably deal with this every day in our offices because electronic medical records, it's great, it really helps us, you know, get all the information about a patient right there. you don't have to read another doctor's chicken scratch anymore. i do struggle with this where i'm typing or reading at the computer but also trying to have a warm, easy dialogue with my patient. it is a struggle. i think there's an art to it and you have to experience and time perfect it. >> we understand from a doctor point of view, but i need to see the patient, talk to the patient, examine the patient and document a whole host of stuff. how do you do that and maintain eye contact? on the other hand, we're breeding a whole new generation of students that don't look at the patient. you look at somebody, their facial expression, their skin tone. you have doctors that can read a c.a.t. scan but not see the yellowing of the skin. >> thank you, doctors. great conversation.
