"today in the bay's" bob redell live in san francisco on the edge of golden gate park where

police have been searching for the dog all night? >> reporter: right, dog involved in the attack on a man in golden gate park. they already shot and killed one dog, a pit bull. but they have not been able to coax the other one back. ever since the attack last night, an officer in a jeep has been going off-road in golden gate park with a search light trying to locate this second dog. so far, no luck. it's not clear why these dogs attacked this man. this happened around 10:40. two dogs, happening here in the edge of golden gate park, 25th and lincoln way. the dogs bit the one man badly enough he's still in the hospital, not life threatening. a second man bit possibly trying to help that man. he was bit on the leg but not bad enough he needed medical attention. >> try to bring animal control out to put a noose around the dogs but that failed. so the police came in and

basically, like a firing line, so the dogs kept going further into the park and coming back, and so the second time that they came back the black dog was close enough and sitting on the table when the policeman shot him. >> again, the other dog is still out there. as we were showing you earlier, police have a jeep trying to find it. the third time the police have shot and killed the dog since the weekend. saturday, they shot a dog that charged an officer during a check of vacant buildings. they shot a german shepherd after it lunged an officer after it bit a child. bob redell, "today in the bay." something we haven't seen in a while. wet weather. a live look outside this morning, we're getting lots of reports of rain. this is san jose. roads were wet when i drove into work. >> taking a live look outside.

the golden gate bridge. hoping to see that. christina. she's got what we need to know. >> i can tell you right now the golden gate bridge, you're going to encounter some of the steady drizzle this morning. good morning, scott and laura. yeah, it's exciting. we need showers. but what you don't want to do is rush out thatront door and especially once you make your way out the front door and on to the highway. it's slick out there. i almost spun out, not taking that jack rabbit start when i left campbell. take it easy. 57 in san jose now. we're at 57 in wine country, livermore looking good, same for santa rosa. napa, mid-50s. outlying valleys mild to start. not getting cold readings now. and that's because we're still on the warm side of the system. everything changes as we head throughout the day today. i want to take you through the hour by hour changes, make sure you're ready for it. i'm going to advance futurecast and show you what we're

expecting throughout the day today. until 1:00 p.m., mostly dry. and then that front starts to push in between 1:00 p.m. and 6:00 p.m. in the north bay. starting to bring rain to the south as we head through 10:00 p.m. until midnight tonight. between midnight and 3:00 a.m., we get the rich moisture in the south bay. we could be tallying up a quarter of an inch of ran. we don't want this system to speed up, we want it to slow down, because the longer it takes to get through the bay area, the more rain it will dump on us. let's check your drive. could be a rough one, mike. what are you watching? back to you guys. >> busy, that's how much he's watching. a lot of oil, grease on the roads. as that rain comes down, it's going to lift that up today. talk about the south, waking up with snow, lots of it. things go the so bad, thousands of kids forced to hunker down for the night at school. is causing havoc. >> good morning. what a night for people down south a rare winter storm trapped people in place. snow and ice kept people in homes, cars. thousands of kids at school. the severe weather kept 4500 students at school in hoover, alabama, that's the video you're looking at there. 800 students stranded in birmingham. take a look at these pictures, alabama, kids there playing basketball, then later on hunkering down on the same floor to go to sleep. a lot of people had blankets there, brought out everything they could. they could not get away from the school building so that's where they slept. the governor said they did not dismiss the kids in time. >> we have several major areas of concern because some of the schools had not released the students early enough in the day to get home in the normal fashion before the roads became icy. >> now, even worse, 50 school

kids in atlanta got stuck on buses overnight. the buss were on icy roads so they had to stay in place. we received word from atlanta public schools that they've been safely transported to shelters. they are now off the bus. look at this, word spread that the storm was going to be worse than expected, almost all of atlanta seemed to leave work at the same time, leading to this. massive stop dead traffic. some left the office at noon, only to sit on the roads all night. others weren't lucky. they hit snow and ice. >> these roads are horrible, absolutely horrible. black ice, you can't even see. i come over that hill, it just pull immediate down the hill. >> five people killed on icy roads in alabama where people were urged to please remain in place and not travel. and then, guys, there is this. every woman's worst nightmare. in the mess was a woman in labor, sure enough, a baby girl born inside the car highway 285 stopped dead in traffic.

dad and police helped to deliver a new baby girl. mom and baby are doing fine this morning. worst-case scenario, right? >> baby january. >> quoite a story to tell. just in, edward snowden will be one of the people up for the year's snow bell peace prize. two norwegian lawmakers jointly nominated the confessed leaker for the award. the policy changes in the weak of snowden's whistle blowing contributed to a, quote, more stable and peaceful world order. the five-member panel will not confirm who has been nominated but those who submit names sometimes make them public. according to the "san jose mercury news," a brawl happened around 2:30 sunday but this is the first we are hearing of it. two men reportedly got into an argument inside a restaurant attached to the casino. the fight spilled out, got

physical. one man reportedly stabbed the other, then fired shots. nobody hit the by the bullets the person who was stabbed should survive but was not cooperating with police. the suspect has not been found. the santa cruz water department reviewing its policy. 46-year-old james zichk out in the oh on friday in the ten-foot surf when thrown into the rocks. he reportedly refused help. just before he died. the "mercury news" reports, while lifeguards are allowed to close beaches when there's dangerous surf, the city's trying to determine if lifeguards can pull people out of the watt against their will. hundreds of uniformed law enforcement officials will stand at attention in honor of fallen b.a.r.t. officer tom smith. known by friends and family as tommy. the 20-year b.a.r.t. police veteran will be laid to rest in the east bay. sergeant smith was shot and killed by a fellow b.a.r.t. officer during a probation search at a dublin apartment

complex last week. this morning smith's bod l. will be driven from chapel of the chimes in hayward where hundred as tended a viewing yesterday to the neighborhood church of castro valley. it's unclear what route the procession is going to take. funeral open to the public, 9:30, with bagpipes leading the casket into the church. service held from 10:05 to 11:15, follow by a chp helicopter flyover before noon. 5:09. 2 million people in the south bay asked to cut back water usage this morning. santa clara valley water district asking people to cut back usage by 10%. it plans to offer financial incentives and rebates to people who buy water efficient appliances and replace lawns with drought tolerant plants. the water district will wait until next month to decide how much to ask people to voluntarily reduce water use. they want a firmer prediction of

water supplies before making the request. the district is in good shape because customers are using 17% less water than they did in 2007. the good news is, there is some rain out there or mist or wet or something. we're all trying to debate what that is. but it's not dry. >> no, definitely not dry. i can tell you now, you're not go seeing it the green over the bay area because it is drizzle generated by thick, low clouds. it's so fine, we can't pick it up with the radar yet. it's going to continue to get better and better when it comes to raindrops and sizes throughout the day. we have a front, that's bringing in real rain. that comes in for the second half of the day. grab the umbrella. along the coastline, the south bay, i had to use my wipers up from campbell to san jose. 62 north bay. that's a long drive, right? 57 san francisco. 69 east bay for today. and this is where you're going to get the most sunshine.

you're going to wait for showers. this is it. as we head throughout the next couple of days, right back to average. then we'll continue to stay at or below average. looks like for the next couple of weeks. winter arriving in the bay area. stop that clock throughout the morning hours. front to the north. later this afternoon, head through 3:00, 4:00, showers arrive in the north bay. that will spread to the south as we head throughout the evening hours. stop that clock at 10:00 p.m., see the rich moisture moving into the north bay and the east bay and it's our turn in the south bay. looks look this is going to maintain its organization. deeper green, heavier moisture. higher elevations fair game for potentially an inch of rain. good news. i'm forecasting a quarter of an inch in the south bay, half an in san francisco area, and in the north bay ahalf inch and inch in higher elevations. more rain on the way. we need this pattern change. what you don't need is a slower than normal drive.

5:14. santa clara county's board of education will receive a few thousand dollars and the deed to an underwater condo it bought for a former superintendent. the board will vote next week to ratify the deal reached with charles' wife. the board loaned him money to buy $890,000 condo in downtown san jose. the county says he failed to pay taxes, insurance, and fees on that condo. that he removed light fixtures and ceiling fans when they moved out. it sued. under the settlement the board will get $13,400, enough to cover the transfer of ownership of that condo. the condo is under water. worth now just over $700,000. a popular palo alto restaurant closing its doors. on california avenue since 1979. owners tell the mercury news they got a 60-day evict notice

and cannot relocate. farmer's insurance next door also told to vacate. the owner thinks the businesses are asked to leave to make room for the new restaurant by the same landlord. the landlord has not commented publicly. the northwestern wildcat football team wants to unionize. it would be the first college football team to do so. players signed a petition and submitted it to the national labor relations board. they want to form the college athlete players association which would recognize athletes as employees, as well as players. the ncaa says naming student athletes as employees, quote, undermines the purpose of college education. the players released the following statement, we recognize the need to eliminate unjust ncaa rules that create physical, academic, financial hardships for college athletes across the nation. this union is formed, players at any private university would be

allowed to join. the commercial world makes a great deal of money off of college athletes with televised games, but video games as well. college players sued electronic art for using identities in a college football game into the final fed meeting under ben bernanke wraps up today. we'll find out if the central bank will continue to reduce its stimulus program as expected. stepping down after eight years as fed chair. janet yellen will take over the job. facebook will look how well it did in 2013 after the closing bell. shares of the company dropped yesterday, investors waiting to see what's going to come out of menlo park. next week the social networking giant will reach ten years since first launched. the opening bell rings in over an hour. a preview from morgan brennan live at cnbc headquarters. good morning. >> good morning. futures now lower, but that's after stocks snapped back on tuesday, as investors reacted to

thursday, the front draped over the greater bay area. still tapping into some of the subtropical moisture. we need the subtropical moisture to replenish our definites. we have lacked rain all season. we'll continue to throughout the weekend. a slight chance for rain. next week, looking promising. but that big ridge of high pressure wants to come back into the bay area. so here's what we're working with as we head throughout friday. showers continue for the first part of the day. they're going to clear out of here as we head throughout friday afternoon. we're still going to get quite a bit of snowfall over the course of thursday into friday. you can see right here, it's the higher elevations going to accumulate the most. 7,000 feet, talking two-plus feet of snow possible, keeping our fingers crossed for that. ski week just around the corner. get you to work on time. mike to help you out with what could be a rough drive. >> problems with my cameras. we're looking here, westbound,

interstate 80. east shore freeway. up until 15 minutes ago, this is as far as we can see, around palo. you can make out the restaurant and gas station landmarks towards bay bridge. this cleared up temporarily. you see low clouds drifting through. that means mist on the roadway as a result. the drizzle being a factor. off ramps will be slick. smooth drive through the maze. southbound 880, a couple of lanes blocked. we might block all lanes for a short period of time, crews arrive, a big rig and car involved in a crash, blocking second and third, middle lanes southbound heading into downtown. as a tow truck arrives, they might have to block the entire freeway for a short period of time. we see a good deal of backup. south downtown oakland, okay on the nimitz. northbound, commute moves smoothly as well. on the coast line, highway 1 at martins beach road, a car off the roadway, hanging over the ravine. sounds dramatic, but they don't

welcome back, everyone. taking a live look at big apple where times square is renamed super bowl boulevard today. times square, entertainment hub of super bowl week. fans continue to gather this morning, as anticipation of sunday's big game. >> oakland native and former cal bear, marshawn lynch mad a brief appearance, yes, there he is. it's super bowl boulevard yesterday. the shy lynch spent exactly 6:30 with the media before walking away and reappearing in an area created for players not at the podium. he wouldn't have appeared but the nfl threatened $100,000 fine if he didn't show up.

25th avenue. bob redell live in san francisco. what's the latest? >> reporter: good morning. we spoke with sfpd, a patrol in the park ten minutes ago, and they have not been able to capture the second dog involved in the attack. it's not for lack of trying. pd has three, four patrols, two off-road in jeeps cruising throughout golden gate park looking for this dog. as the officer pointed out, it like trying to find a need until 1,17-acre haystack. more details on what happened. two men who live here in the park, the one asked his friend to watch his two pit bulls while he ran off to the store around 10:40 last night. at this time the dogs turn on the friend and started mauling him. bad enough that he is still in the hospital. he is going to survive, nonlife threatening injuries but bit pretty bad. the owner returned during the attack and tried to stop his

dogs. he was bit, too, but not bad enough that he needed medical attention. he refused help. >> this one guy had a backpack and he was bit, they had it between he and the dog, and this guy was trying to get away. >> reporter: again, one man in the hospital, a friend of the owner. the animal control did come out. they tried to put a noose around the dog that didn't work. sfpd came out, and that man you heard from they had a firing line, able to get a dog back in the area. they shot and killed it. the other is still out there. this is the third time police in the bay area shot and killed a dog since the weekend. saturday, they had to shoot a dug that lunged at an officer checking out a vacant building, then on sunday, similar situation, this is in san leandro, police shot and killed a dog who lunged at an officer after this dog had bitten a

"today in the bay's" christie smith live with more details on today's funeral. good morning. >> reporter: good morning. yeah a strong show of support expected here later this morning in castro valley up to 3,000 people. police officers, family, friends, to pay respects to fallen b.a.r.t. police sergeant thomas smith, known as tommy. by his friends. they'll be out here at neighborhood church of castro valley. smith, as you said, accidentally shot and killed by fellow b.a.r.t. police officer michael maes during a probation search. hundreds turned out at chapel of

the suspect described as a clean-shaven white man in his early 40s, 6'2", 220 pounds. police say he told the person live at the home on sheldon way that he worked with the water department and he wanted to check for broken pipes. the person let him in. authorities say the suspect stole several items. >> in san jose the rules committee expected to discuss a proposal today to encourage homeowners to neotify police about home security cameras. it was introduced last week. he wants to create a central database where people can voluntarily register their cameras with the police department. if a crime occurs in the area, officers would know those private cameras existed and ask for a video. plan suggests giving discounts to homeowners who want to install new cameras. a chinese company responding to a state senate report but its connection of the retrofitting of the carquinez bridge. a shanghai company supplied

250,000 bolts of the wrong size when the retrofitting of the bridge was under way. the bolts were rejected and remade, but the report said if they had been used it would have led to disaster. the company says it never provided the bolts used on the bridge but did make steel structures used in the bay area. people in south carolina and georgia normally play golf and tennis this time of the year. unusual mixture of snow and ice covering the deep south. "today in the bay's" peggy bunker joins us in the studio with a look at dangerous conditions. >> imagine leaving work yesterday at noon and stuck in traffic right now this morning. the commute is last night's commute. that's the situation in atlanta after an unexpectedly severe winter storm walloped southern stated yesterday. take a look at the situation here. this is footage from the morning, flying above atlanta. we are hearing that people left work about noon yesterday, some

almost at the same time, creating this unprecedented traffic issue on the roadways with the snow and ice. >> jackknifed 18-wheelers, i've seen multiple, multiple wrecks, cars stranded and left. i've never seen anything like it, especially in a major city, never seen anything like it. >> seen cops go by, come around, get off on the on-ramp, not stopping to give anybody information about anything or anything. we've been stuck listening to the radio, trying find out what's going on. >> just stuck. also stuck, school kids, hundreds of students in alabama and georgia kept overnight. you see them playing basketball and finding a place to sleep in one of the many classrooms. hundreds of students stranded across the south. administrators did not want them going out on the roads so they stayed put. right there, you can see hunkered down with blankets they made due. 50 children were stuck on school buses overnight.

we got reports from atlanta public schools that they were released and safely transported to shelters. they're off the buses this morning. it has been really deadly out there. five people killed in alabama on the roads. there were over 950 accidents in the state of georgia. tough situation, as you can see. they say they were expecting a little bit of the winter storm but this caught a lot by surprise. much worse than expecting. >> heard some of the kids in the school at some of the schools there, in charge of making dinner for everyone. now in charge of making breakfa breakfast. >> not so bad. >> in the south it's not so much the snow. look at video and you laugh, the snow. >> it's not that much. >> it's the ice. >> black ice. >> years ago used to live south of atlanta, it's the ice. almost instant ice, that's the thing that gets scary. >> a live look outside, south bay, san jose this morning. you are going to notice moisture

the president starts a four-state tour today to promote jobs and manufacturing. this trip comes hours after they told congress he's ready to work with or without its help.
