this is not our only rain chance. showers friday into the weekend and even next week. we really need it. i'm going to give you the timeline. >> and that water worries me about your drive. we have slick conditions, another spin-out reported for the east bay. i'll show you where. >> and the south bay man that filed suit against nasa. >> we have a live look outside. it's rainy, it's wet, about time, it's thursday, january 30th, and this is "today in the bay." >> good morning. thanks for joining us. i'm scott mcgrew. >> i'm laura garcia-cannon. our top story certainly the rain. we've been waiting for it. it is here. so is meteorologist christina loren. >> we are so happy it is here now. the bad part is it's arrived right in the heart of your morning drive so give yourself extra time especially taking the little ones to school. you might have to dig out their rain gear, it has been so long since we had a front as

organized as this. moving into the bay area we have impressive totals, san jose area, mount mammal on the, up to a quarter inch, and boy, do we need that rain. a little storm tracking, tell you when the next deep batch of rain is going to move into the south bay. throughout the next couple hours we're going to keep this rain in the forecast. by 6:05, we're talking about pretty steady rainfall in the heart of your morning drive. all of this pressing to the south. we'll continue to track these systems as they develop. we have a weak impulse on the way. you want to keep that umbrella with you. this is the main event but residual moisture to follow. which brings me live to anthony slaughter live out there at the lexington reservoir. it's interesting because in 2011 the lexington reservoir was actually overflowing into a spillway. now those levels are really low. how low is it out there? >> reporter: well, officials say that it's about 3% below where it -- or 3%, less than 3% of its

water levels now and of course in 2011 it was spilling over. nothing like that now. and officials are urging folks to try to reduce water use over the next few weeks and months to come because reservoir levels are again only at 3% of where they should be. so things like showering or watering your lawn or even just car wash, things like that you can do your part to at least help some of this water worry that we do have. of course it is raining so you want to take it easy outside. and it's not getting the ground impressively wet but in the past hour the ground is starting to moisten up. you get out this morning, allow extra time for the drive and of course, keep in mind it's not going to be the best hair day. back to you. >> you look good no matter what. we'll touch base later. if anything happens because of

the rain we've got you covered. team coverage at nbcbayarea.com. right now back to you, scott and laura. >> it's not going to solve our drought problems yet. we're concerned about it. the resources secretary is going to be in the bay area to talk about how california plans to manage water supplies. john laird will be at the city hall to go over what he says the state is doing to make water supplies more reliable over the next five years and will talk about the vote last night to ask the 200,000 people in the zone 7 water agency to reduce water use by 20%. that is in the east bay. that district includes pleasanton, livermore and the area south of livermore, where the vineyards are. later this morning we're going to get a better idea how much the water -- how much water rather the state has. there will be another snow survey by the department. bob redell is in the sierra. we see a live look now from the south shore this morning. look at that. the snow is falling.

we're going to check in with bob with a live report in about ten minutes. >> michelle obama is headed back to the bay area today with an umbrella and no surprise, she is here to raise money. christie smith is live in san francisco where mrs. obama will attend a fund-raiser later today. good morning. >> reporter: good morning. we were talking about wondering if the first lady would be as impressed with the rain as we are here today. but she's going to be attending one, possibly two fund-raisers today here in the city. they are not releasing a lot of details but she will be at another one also in the city tomorrow at the fairmont hotel midday. this is all part of a three-day tour through california that started with a fundraiser in los angeles yesterday where according to published reports tickets started about $1,000 all the way to $10,000. near the fund-raiser protesters rallied against the transpacific partnership, a trade agreement, opponents upset they claim it would undermine laws on food

safety, worker rights that sort of thing. the obama administration is saying that what it would do is boost economic growth. today's events again not a lot being released. tomorrow the first lady will join house minority leader nancy pelosi for a women's lunch and reception at the fairmont hotel at 11:30. tickets started at $500 all the way to $32,000 per person but you can put away your wallet because the tickets are sold out. she actually had planned to visit the bay area in october, but that was canceled due to the partial federal government shutdown. reporting live in san francisco, christie smith, "today in the bay." >> thank you. >> it's 5:05 a. san jose man and self-proclaimed scientist file add suit against nasa claiming the government agency failed to properly investigate alien life. he claims researchers have not properly analyzed a strange rock found on mars, he thinks it is

proof of martian activity. he has written several books on extra terrestrial activity and is a writer in the online journal of cosmology. his suit demands nasa examine the rock more closely. >> an alert citizen helped police catch an alleged serial bike thief with a truckful of bikes. here they are. here are some of the images after they arrested the 49-year-old, patrick klein. according to officials they were tipped off by a resident who allegedly saw klein stealing a bike from a bike storage locker. after investigating officers found the truck full of bikes klein is now accused of stealing. he faces charges including burglary and possession of narcotics and if you see your bike in those pictures, contact mountain view police. >> if you are going to ride a

bike today get a rain bo net or a hood. >> goodness, make sure you are prepared if that is the only means of transportation you want to take. get ready. you're going to have that water kicking up in your face. it's not just the rain. we've got slickens. we're going to check on your drive with mike inouye. give yourself plenty of extra time. it could be a rough one if you're not ready. look at this. this is what i'm talking about. maybe three feet of snow before all is said and done. above 7,000 feet. and really, when we talk about the rain versus the snowfall, it's the snowpack that is really important to our water supply so we need big totals in tahoe and we're getting them this morning. we'll have a live report coming up. i want to show what you we're working now. moisture moving into concord and brentwood. showers in san jose with more to come. some good action in the south bay between 6:00 and 7:00.

we'll get a closer look with mike. we're talking showers all morning long. let's see if he's working with any. anything changed? >> conditions clearly, you show all of the moisture into concord, brentwood, antioch there in the middle of that. highway 4 sees that burst of traffic about now. we should see slowing. here though we're giving you a live look, northbound 101, as these cars pass you see that mitt kicking up. that water built up is causing an issue you'll have to use the wipers in many spots. the maps show you all over the green blotch where our index indicates standing water. the better news is back to the maps t crash at 28, the on ramp that has cleared. over toward other spots, the maze and the approach to the bay bridge, green all over, no major incidents reported now

5:11. a peninsula car dealership completed its first transaction involving bitcoin. land rover sold a car with help from the atlanta-based company bitpay. once the purchase was made bitbay transferred to u.s. dollars and that's important to bit coin fans.

the car dealer did not want to hold on to bit coin, he wanted dollars. the transaction was worth more than $100,000. >> to the markets where google will announce its fourth quarter earnings after the bell. the company will sell the motorola company it bought for $12 billion for far less to a chinese company. let's continue our coverage of that deal with morgan brennan live at cnbc world headquarters. good morning. >> good morning, scott. google is getting out of the business of making smart phones, the company selling its motorola to china lenovo. google bought it for $12 billion but the business has never turned a profit. the deal could give lenovo a leg up in the mobile phone market as it looks to com beat samsung and apple. the purchase is expected to face major scrutiny from u.s. regulators. futures are higher following wednesday's sell-off, disappointing earnings, jitters over the health of emerging

markets such as turkey and more cuts to the fed's stimulus efforts are adding to investor worries. the dow at its lowest since early november. we get data today on unemployment, pending home sales and the first look at fourth quarter gdp expected to show the economy continued to grow at a moderate pace in the final three months last year. the dow dropping 189 points yesterday to 15 thundershowers serks then 8, the nasdaq to 4051. back to you. >> thank you much. the first significant snowfall of the year sweeping across the sierra. >> finally. bob redell is live up in south lake tahoe this morning. >> look at that. >> that's a beautiful sight. the snow, bob. >> and a man in a fur hat. >> it's wonderful out here. it's not super cold. good morning, scott and laura. i hit the sack around 11:00 last night there was just drizzle here on highway 50 and south lake tahoe where you can see it's now got a lot of snow, some

of the first plows coming out to clear the street. just some drizzle around midnight then the temperatures dropped enough that you had this. so in the past five hours from nothing to now what look likes about three, possibly four inches of snow. it's a good dumping. and there's a few more inches expected on the way as we have a winter storm warning in effect for this region until tomorrow. we're only at around 6200 feet elevation, at the upper elevations, 7,000 to 8,000 feet they expect as much as two feet of snow. obviously, these areas could be receiving more, it depends on what the weather is going to turn out. this is welcome news, not only for the snow bunnies and the people skiing up at heavenly up here to my left, but more importantly it's important in terms of what effect this has on the california drought and the water supply especially when you consider the snowpack here in the state provides roughly a third of the state's water

supply. so, in a few hours from now around 11:00 this morning the department of water resources will conduct its second snow survey of the winter. about 15 minutes up the mountain at echo commit. measuring the snowpack and water content. the last survey on january 3 was abysmal, only at 20% of average for that time of the year. electronic readings since have showed that dropped to 10%. this is how bad the drought has been. the department of water resources points out that many of the reservoirs filled by the 2012 winter storms are already depleted. no one from the department is expecting this storm to make a significant dent in the drought, not when instrument an expected six inches here and a couple more feet up at the further elevations. it's going to take a lot more storms like this to actually make a big difference in the drought. for now it's beautiful out here,

and hearing people last night out and about are excited about this snowstorm especially like those that like to put on skis. >> and snowshoes. >> i think i can watch the snow fall. >> it's making me giddy. we needed it so much. down here, rain. >> yes. you know, the clouds alone seeing the storm clouds yesterday i was oh, thank you, i'm so happy to see that. and this morning look at this. this is where bob redell is, under all of this blue this morning. you saw that is not light snowfall. that's the heavy stuff. and the good news is as the storm track stays to the south we're talking about potential for more snow tonight into tomorrow and another round on sunday. that's great news. this is what we're working with. we have heavier rainfall especially brentwood, tri-valley, and all of this moisture is going to move into the south bay as we head through the next hour so make sure you're ready for that.

give yourself extra time this morning, grab that umbrella. you might have to dust it off. this is what we expect. at 4:00 p.m., light shower activity especially around the foothills, a little bit of activity at that point in the east bay region and san jose fair game for a shower or two tochblt stop that clock at 2:00 a.m., showers on the radar, and then by friday we're going to clear out early. there is more rain on the way with that storm track. that means another chance so no better way to show you than with the five-day forecast. remember, your forecast at the bottom of the screen. thursday into friday, a little bit of activity. that sun's going to come out bright tomorrow afternoon. beautiful air quality, looking good there. then late saturday into sunday, changes headed our way. if you want to make outdoor plans saturday great day but hey, we're going to get showers

on sunday. it's super bowl sunday. that's one of the only days you can get to the mall and drive around with any traffic but we're going to have these rain showers on the radar. looking okay. probably want to make your super bowl plans indoors. let's check that drive. see how we're doing. here is mike. >> as far as i know being a niners fan. at the maps you see the green. what you can't clearly make out but the difference here is the green highlighting all over the bay. you may tone it down for this map. here in the tri-valley you see the difference between this part of the map and here where it's darker. the highlighting green means wet roads. 580 moves smoothly despite more rain coming in. and this will get wet down to 680 corridor. the try valley and the pub lin,

a typical build there. we see highway 4, pretty typical but a little more widespread extending into bay point as well so rain is playing a factor. an earlier crash looks like it cleared. transition to the highway 4 bypass. the speeds through the area, a smooth drive for the east shore drive. highway 4 for interstate 80 to the maze, that's moving nicely. no problems as far as speeds go. pointing out the clear roadway. the parking lots illustrate how wet those are. we'll give you a look outside and see how things are shaping up. we'll look at the wet conditions. there is water on the lens. no big incidents here. >> thanks so much. it's 5:19. in a rare move the academy awards has rescinded a nomination. it says it removed alone yet not alone from best song contention because of improper campaigning.

the song's composer apparently e-mailed members of the academy during the voting period. he is a former member of the academy board. the academy says no other song will be comnated in its place. >> rumors are flying that a new costco could force another to close. the city approved development 7 miles south of the current store on great oaks boulevard near 85. ground hasn't broken but it's expected to include a costco. that's leading many to speculate the company will want to close the one at almaden and 85. the mercury news asked about the possibility but the company declined comment. >> an abandoned puppy pulled out of the trash at san francisco recology center getting a new home. soment so many wanted to adopt

the dog. many of our viewers in fact. 200 people from around the country had expressed interest in adopting gem. investigators say someone had thrown gem away. the original owner has not been found. >> the university of southern california leads america when it comes to summer olympians, more than any one in the world. there is a small university in utah that has the most winter olympians. >> westminster college in salt lake city. there are just under 2300 undergraduates but of them 23 headed to sochi. with the olympic practice site a few miles from the school and a partnership, the school is pretty ideal for olympic hopefuls. good luck to them. >> coming up what 49ers

5:24 now. they may not be in the super bowl but colin kaepernick and cam newton found something to keep them busy. they are teaming up. the two will host cartoon network's game awards. the annual award show let's kids vote on favorite sport stars and even the favorite mascot. kaepernick up for the i got swag award which honors the best dressed. good for them. >> 5:24. to the super bowl the denver broncos quarterback peyton manning set aside family time. manning just had dinner at his younger brother eli's place.

the dinner conversation did not cover football. peyton spent time with his 7-month-old niece lucy. the first time peyton has met his niece. eli said lucy spent a good deal of time in peyton's arms. they ate healthy. >> there are some interesting side bets floating around like what kind of hat will bruno mars wear. there are odds on a hat w. a fur hat 7-2. another one, will richard sherman get a taunting penalty. odds are 4-1 the answer is yes. in other words, if you bet he is going to misbehave you get four times what you bet. not bad. odds 7-2 the announcers will say marijuana on the air. colorado and washington the two states in the nation that legalized marijuana so some people calling this the stoner

good morning. thanks for starting your day with us. i'm laura garcia-cannon. >> i'm scott mcgrew. we're going to have lots of coverage but let's begin i think with christina who has all kinds of radar and green. green is good. >> green is great, scott. good morning to you and laura. we need it. and what's more important is we're not only getting the green, we're also getting the blue which is snowfall up in tahoe and we need it. highs today are going to end up on the cool side. you need your umbrella and jacket throughout the next few hours, the heavier rain will come through. i'll show your futurecast, showers for the rest of the day but between now and 7:00 a.m. we're looking at an active time frame. the heaviest rain out in the east bay. the seven-day forecast shows you this is not our only chance for rain. showers for friday and another round on super bowl sunday. so for today, out in the south bay in the upper 50s to low 60s. same deal about everywhere. we're not going to see much

temperature separation w. a mix of sun and clouds later on and then a little bit of that spotty activity return as we head throughout tonight. so stick around, i'm going to show you how much we picked up and how much we could pick up before the day is done. right now, back to you. >> there is this little down not far from felton probably most grateful for rain. >> there is a small community of lompico one that could run out of water in the next 60 days. the town just north of felton in santa cruz county relies on three wells and the lompico creek to supply 500 customers with water. people hope that even with the rain the state will step in to help. >> i'm not really sure about that. i'm hoping that it means the governor will say wow, those people need some help. we're just a disaster away from being done here. a fire, one of the wells totally

dying, or having a major line break. >> two other local communities could be without water in 60 days, cloverdale and heelsberg. >> two downs on the peninsula considering a ban on wood shake roofs on new construction. the town councils holding a joint meeting to discuss the issue. the fire department there advocating the ban on the roofs to reduce fire risk. the district fire marshal says these roofs are the most vulnerable to flames because they are made of wood. if the councils decide to proceed the next step to bring a proposed ordinancethe planning commission. >> talking about the rain here, well, the sierra nevada getting blanketed by the first major snowfall this year. >> this is great. bob redell is in south lake tahoe and i love watching this. bob, tell us how is it going to help our reservoirs. >> reporter: well, the department of water resources,

good morning to you scott and laura, are saying it's going to help but it's not going to make a dent, unfortunately, in the drought. not with this one storm. this is over the past 5 1/2 hours we've got look likes about a good three to four inches. at midnight on highway 50, south lake tahoe there was a drizzle. nothing. but this is what you see over the past 5 1/2 hours. they expect a total of around six inches here. there is a winter advisory for this area for the next roughly 24 hours so six inches at this elevation at the lake level around 6200 square feet you go up higher in the mountain into 7,000, 8,000 -- i said square feet -- elevation. looking at two feet of snow. now for people who come up here and ski, this is great news especially for resorts like heavenly which has had to spend a lot making its own snow. maybe this will help alleviate that cost. whether it's going to help donner ski ranch or dodd ranch

those are ski places that did not open because they don't have the money or the snow making equipment. whether that's going to be this amount is going to help them it's too early to tell. what's going to be happening a few hours from now, about a 15 minute drive from where we are at, about 7,000, 8,000 feet, the department of water resources, the state department, will go to conduct their second snow survey for the wintertime. the last one was january 3, the numbers they came up with awful. they found it had roughly 20% of the water content they have around that time of year. the electronic equipment has shown that down to 10 per%. as i mentioned before they do not expect it to make a dent in the drought. the snowpack is significant. it provides the state with roughly a third of its water

supply. it's not just something for the tourists but it's crucial for at least putting some sort of end to this drought which right now does not seem to be happening soon. reporting live, bob redell, "today in the bay." >> bob is a very good sport. >> that's a great assignment. are you kidding. >> there you go. >> i want to check in with meteorologist christina loren. we're saying how beautiful it is. >> we don't want him to get stuck up there. we want our bob redell back. i have a feeling he'll find a way to bide his time. showers on the radar. we're getting lulls between systems right now. so this weak impulse here, it's going to come in off the pacific throughout the second half of the day. then we have the main event starting to pull out of the bay area but we're fair game. as we head throughout the morning we'll see showers continue. i'm storm tracking between san francisco and down to los gatos. rain showers to continue for the next hour, hour or so.

stop the clock on futurecast, into 7:00 a.m. look at this. some of that yellow, we love seeing this. moderate rainfall over mout. hamilt hamilton. we could accumulate a quarter inch. we'll take any drop in the bucket. we need the rain. let's stop the clock again through about 6:00 p.m. it's going to be slick. it's going to take time for all of the moisture we did accumulate to evaporate. we'll get another light round through the overnight hours into tomorrow morning. and we've got another system on the heels of this one. it's going to bring us showers into the weekend. mostly on super bowl sunday. so 58 degrees on sunday san jose, 56 degrees on sunday. san francisco, your seven-day forecast right here at the bottom of the screen shows you how cool it's going to be in your region. i want to tell the story, not just early to today. tuesday into wednesday next week as well so.

we're looking good there, drive probably not that g. let's check. mike has a great way to present it. >> i'm presenting what you're talking about, the rain. the early start for the north bay means these roads wet. we have a slower drive. we had a number of spin-outs but none so far, this is san rafael southbound 101. to the map because of the traffic and they are tied together. the green across most of this massachusetts rin, san rafael down to los angeles spur that means wet roadways. puddling. it's coming down into novato. highway 37 reported wet to 101. even in vallejo, 780 at interstate 80. sounds like there is activity there. a smooth drive down the east shore freeway. slow around the berkeley curve. there is no backup. green highlighted all over the east bay a. new spin-out here at orinda west 24 as you approach

the caldecott tunnel. the tunnel is not affected right now. we'll show you traveling throughout the area, here are tri-valley t drive speeds. slowing for westbound 580, typical, nothing unexpected. highway the same there. we'll give you a live look to the south bay. san jose shows you northbound 101 you can see that water kicking up. back to you. >> mike, thank you. people in morgan hill on alert after a teen girl walking home on a busy road had to run from a strange man. the commute is on edge. peggy bunker joins us with details on that. >> good morning. any situation where a young girl is approached in this manner puts a community on edge especially true in the city of morgan hill the site after well known abduction nearly two years ago. first, here's the most recent incident. saturday night with 5:30 p.m. a 15-year-old girl was walking

along a busy monterey road near 10nant avenue. a man in a white van with tinted windows started driving along side the girl. the man got out, came up behind her on foot. police describe what happened next. >> started walking towards her rapidly, he reached out toward her and said hey, beautiful. she saw him on the back as she looked over her shoulder and immediately ran into a restaurant asking for help. >> that teen did run to the pizza store dutchman's pizza. the owner says he was more than happy to provide a safe place for her. >> i'm happy she was able to find a place and i'm happy that we were here and can comfort her. >> the man is about 6 feet tall, south asian or indian, probably mid-30s. the van a full size white work van with tinted windows. this brings back everybody to the abduction and disappearance of sierra lamar in march 2012. she was also 15 years old at the time.

she was last seen at her home getting ready for school. garcia torres has not provided information about sierra's whereabouts. so everybody really thinking about that case as well. with this sketch released by police regarding saturday's incident police are asking police get in touch with police. >> it's 5:40. the search is on for ararsonist accused of setting a massive fire at a peninsula recycling plant. investigators say a fire at simms metal management in redwood city in december was deliberately set. they will not go into detail but they are reviewing video from the plant. there was a fire a month earlier. >> prosecutors expect a teen charged with setting another teen's skirt on fire to enter a plea today. they charged 16-year-old richard

thomas as an adult with a hate crime enhancement. thomas admitted to setting sasha fleischman's skirt on fire when they were riding on a bus. fleischman suffered second and third degree burns in the attack. >> south bay sheriff deputy now in the jail he used to guard. what he is accused of. >> michelle obama gets ready to head to bay area.

we have needed this. rainfall in the bay area. for us at home making the roads slick this morning. >> meteorologist anthony slaughter with a look at how things are going to go. we'll have that. we do have anthony. >> the summit can be a slippery route. trees are down this morning. having trouble hearing us up there, anthony? >> reporter: no, we don't have trees down, we haven't seen anything like that. we haven't even seen accidents but one thing is for sure the rain is coming down more heavily than it was about an hour ago. so commuters get out this morning you want to make sure you take it easy. we've been watching 18 wheelers and car goes by. seems they are driving at regular speeds and you don't want to do that. chp mentions that drivers should beware this morning. >> when you're rushing your car isn't going to perform the same f. you are following close and they have to brake your brakes

target says lacquers who stole millions of customers credit and debit cards may have accessed the retailer's system using credentials from a vendor. target would not identify that vendor or how the hackers stole the credentials but "the wall street journal" reports target has restricted access to a human resources website and a data base for suppliers shortly after learning of the data breach last month. >> investors will keep an eye on facebook shares today.

nevada diagnosed in august with melanoma. he has endless doctor appointments and treatments but another cancer patient gave him a super gift. that man, gary cassden along with his wife megan won an all expenses paid trip to super bowl 48 in a raffle and gary came down with pneumonia. they knew the trip was not going to happen. they passed it along the cody and his family. >> so this is such a blessing. and it's kind of a relief to actual travel and not going to a doctor. so because we've been to california a lot of times, he had five surgeries in the last five months. this is just awesome. probably the greatest memory he'll have of our family. hopefully one of many to come. >> cody says he is an eagles fan but will root for the broncos. >> we're rooting for him as well. the new efforts to get justin
