♪ good morning and thanks for joining us. coming up on "today in the bay" two people are gunned down outside an oakland boys and girls club overnight. one of them a teenager. also the police officer who helped to save an east bay woman from more than a decade of sex slavery tells his story. how he says he knew something was terribly wrong. and we need the rain, we want the rain, but will it be enough? and what it means for the drought. plus your super bowl sunday plans. this is "today in the bay." and we are looking live at foster city and you can see that it is gloomy out there and that would be a bummer, except that we really need that rain. thanks for joining us. i'm kris sanchez along with

meteorologist rob mayeda who's like a kid in a candy store with the raindrops. >> normally when we see this much rain on the weekend not so good for outdoor plans. you're going to need ann umbrela today. you're seeing rain and breezy conditions outside. 40s right now and temperatures this afternoon not much warmer. so upper 40s to low 50s today for highs. let's show you the radar right now and you can see around san francisco over towards oakland we're seeing light to moderate rain. redwood city seeing quite a bit of rain coming down. let's take you in for a closer view right there over redwood city. you can see over san mateo, sfo airport, down through redwood city, menlo park and palo alto, you're seeing pretty moderate rain. some of that now trying to get toward san jose. sunnyvale, you've seeing rain showers. notice the heavier rain around the santa cruz mountains. this will be the bull's-eye for the heaviest rain totals, maybe getting close to an inch of

rain. you can see the system cranking up. that low is wobbling closer to the coast so that's good news for the bay area. it's bringing in more rain. means a bit of a soggy rain. and for the sierra heading over towards yosemite, we'll see a chance of snow at times. so the main event for rain coming in for the first half of the day and transitioning to a somewhat drier forecast as we head into the evening. coming up we'll have a full look at the estimated rain totals and more systems to follow in your seven-day forecast. a look at that coming up in a few minutes. new this morning, a shooting outside an oakland boys and girls club leaves two people dead, one of them just a teenager. oakland police say the shooting happened just before 11:00 last night at 24th and market streets. that's where officers found two male victims, each shot more than once. they did not survive long enough to make it to the hospital and were pronounced dead at the scene. >> there were a lot of people out here, emotions were very high, and officers actually had to secure the crime scene and

secure the area first before they could render any aid. >> police who remained on scene early this morning say they do not yet have a suspect or motive at this time. they have identified the teen age victim but won't release his identity until his family is notified. right now they are still trying to identify the adult victim. we are following a developing story out of napa this morning where police say they found a 4-year-old little girl dead in her own bed and her mother nowhere to be found. now police are asking for the public's help in finding the little girl's mother and her mother's boyfriend. here are photos of the two. the child's mother, sara kruger and her boyfriend, ryan scott warner were seen leaving the area yesterday morning though neither has a car. napa police say when they found the little girl in her bed during a welfare check, there were signs of foul play. police are urging anyone with the information about the whereabouts of kruger or warner to call them immediately. we are learning more about

the richmond police officer who helped save a woman from her life as a sex slave. this is the man accused of abusing the victim, raul ochoa. he's scheduled to be sentenced february 11th. he started abusing the woman when she was 12 years old and she escaped in 2012. by then, she was already 27. she went to the richmond police department and the officer says he knew something was wrong when she tried to report herself as a runaway. >> so i just let her know, hey, i have a daughter that i think at the time was 16, 17 years old. i told her i had a daughter and if she was my daughter, i'd want her to tell me the truth and to tell me everything that was going on because she was not the -- it was not her fault. i let her know everything that has happened that she's talking about is not her fault and that she's a victim in all this. >> ochoa was arrested shortly after that victim told police her story. the woman is now working with police advocates who are trying to help her move forward with her life. new this morning, fremont police say an 88-year-old man

who suffers from dementia is safe at home once again after he was missing for more than ten hours. police say robert sterling, seen here, was found around 3:00 this morning after disappearing yesterday afternoon on gertrude drive in fremont. officers say they found him about seven miles away on fremont boulevard. he is safe and was not injured. the stand-off could be softening when it comes to immigration reform. president obama indicated in a broadcast interview friday that he might be open to a plan that would give undocumented people legal status, though short of citizenship so long as those folks are not barred permanently from seeking citizenship. this is in response to a list of possible concessions speaker john boehner says his party might be willing to make when it comes to immigration reform. coming up we'll talk to nbc bay area political analyst larry gerston about whether reform is

possible. all right, the pbig game. it is finally here. looking at metlife stadium in new jersey all calm right now but in just a few hours thousands of fans will converge on super bowl xlviii. the denver broncos and the seattle seahawks are preparing to face off in the first ever open-air cold weather stadium super bowl game in nfl history. fans couldn't be more excited. >> reporter: a final walk-through practice yesterday at metlife stadium. the seahawks and the broncos appearing relaxed and ready to go. then from the turf to the red carpet. sports stars came out for the nfl honors awards show held in new york. >> but the winner is, riverboat ron rivera. >> while the game is in new jersey, the big apple has been the epicenter of super bowl festivities. $150,000 tailgate parties to celebrations in the streets.

and 13 blocks of times square transformed into super bowl boulevard. >> hey, it's once in a lifetime thing. >> reporter: a once-in-a-lifetime experience with a hefty price tag. the rutherfords traveled cross country to cheer on the seahawks. >> we're going to spend hopefully lower than ten grand. that includes super bowl tickets. >> reporter: but that's not adding up to the $600 million economic impact first predicted. tickets aren't selling as much as in super bowls past and one in five hotel rooms around the stadium sit empty. street vendors also report sluggish sales. >> it is not as lucrative as i thought it might have been. >> reporter: but for those who made the journey to see their beloved team play, the experience is priceless. the niners didn't make it to the big game but that doesn't mean the bay area won't be represented. just ask the local fans cheering

on an oakland native. former cal football player marshawn lynch is playing in the super bowl as a seahawk. he was born and raised in oakland. we caught up with the former oakland high school coach and he said lynch is great on and off the field. >> he has a turkey drive and a toy drive each christmas. and he doesn't like to gloat about it, but he does what he can for oakland. >> lynch has gotten a lot of second chances in life and fans are hoping it will all pay off today with a super bowl win. marshawn lynch isn't the only bay area link to the seattle seahawks. a lot of folks will also be watching stanford grad richard sherman. you might remember sherman made some controversial comments after the win over the niners that rubbed a lot of people the wrong way. seahawks wide receiver doug baldwin also played for stanford and the seahawks head coach,

pete carroll, went to high school in marin. one more connection, the owner of the seahawks, paul allen, has a home in atherton and spends plenty of time here in the bay area. the broncos also have san jose ties. duke ihenacho was signed as an undrafted free agent in 2012. if the broncos win he will be the seventh former spaurtaspart. and john elway works in the broncos front office. countdown to sochi. the games are just days away now and we have a look at last-minute preparations before the winter olympics. and a former bay area athlete becomes an nfl pioneer. >> the kick is away. ♪ ho ho ho

we are looking live at an overcast alcatraz and coit tower. the rain will stick around but who cares, you're going to stay inside and watch football, right? a former raider made history. ray guy became the first punter ever elected into the pro football hall of fame. the announcement was part of the super bowl festivities in new york. good things come to those who wait clearly, because he had been a finalist for the hall of fame seven times. he becomes the 22nd raider to be enshined in canton. guy chose his former coach, john madden, to induct him. good choice. the winter games begin in just five days now, but crews are still working on the stadium, the hotels, even the roadways. our own janelle wang is in sochi and gives us a behind-the-scenes look at all of those last-minute preparations. >> reporter: a lot of activity. russian construction crews are working nonstop on last-minute

projects. you can find workers at just about every turn, from the coastal cluster to the mountain cluster. they're working on everything from paving the roads to painting the venues, installing the guardrails and putting the finishing touches on the newly built hotels. there is also lots and lots of snow making be made on a mountain and being brought in by the truckload. a mild winter in sochi has not brought much snowfall, and abundance of sun has left an abundance of bare spots. the ski jump, the most obvious example of just how dry this winter has been. but officials say no need to worry. workers hauled a snow-making machine up the steep ski jump today. by the start of the games, they say there will be lift-off. athletes from around the world have already arrived here. another group is arriving today, including some of the ice skaters. they'll be training over the next few days, getting ready to go for olympic gold. reporting in sochi, janelle wang, nbc bay area news.

drought situation, though perhaps not immediately. senator dianne feinstein may introduce a drought bill as early as next week intended to counter a republican plan that would divert more water to the central valley. meantime businesses are starting to make changes on the heels of the announcement of a drought emergency water cutback. kimberly tere has a look at what they're doing to conserve. >> we need the rain. we need the rain. >> reporter: everyone trying to do what they can to help the situation. restaurants in the east bay and silicon valley have stopped serving water except upon request or if alcohol is ordered. at the alameda county fairgrounds, hundreds of bay area muslims parade for rain. there have also been rain and snow dances and catholic bishops are asking the faithful to pray for preparation. >> it's not too hard. you know, we've been through it a little bit before in the past. >> reporter: and those who have lived here long enough know what to do in a drought. >> we're not watering the lawns as much and trying to take shorter showers. you know, turning off when we

brush our teeth, not letting it run. all the typical things because we lived through the last one, although we are flushing the toilet. >> reporter: california has had dry spells, but experts and residents agree this one could be worse than any in recent history. >> it's bad. it's bad here. >> it seems like it's been more dry this year than it has in a long time. >> reporter: she's right. so far california is on pace to be the driest since it became a state in 1850. farmers are among those most desperate. 27 counties have been declared natural disaster areas, including alameda, contra costa. farmers will be eligible for low-interest federal loans. >> these growers and the industry as a whole are going to be affected at least three years because of the situation that we're in right now today. >> reporter: kimberly tere, "today in the bay." and now let's check in with rob mayeda for that weekend

forecast. rob, do you think that rain will be enough to make a dent? >> i think we should see a little something out of this, more than just drizzle. and we need literally dozens of these types of systems to come in between now and the end of the upcoming spring. right now 47 in emeryville. you do have some of that rain falling. notice in snan jose, a few sunn breaks. light rain falling near downtown san jose but san francisco is the story that we're starting to see now. you can see that rain moving through, breezy at times. we're seeing moderate rain just off the coast. let's talk a little about the wind. you saw temperatures in the upper 40s outside and you can see wind speeds anywhere from 10 to 15 miles per hour, winds out of the southeast. if you live near san jose you've got the airplanes taking off in the opposite direction this morning which is making a little extra noise on the opposite side of the airport. you can see areas of locally heavy rain over towards oakland, across the bay bridge. we'll give you a closer view here, right into oakland and

around the east bay, we're seeing these pockets of moderate rain around 880 in downtown oakland. to the south you can see some of that rain approaching the san jose area, around san mateo and redwood city. we'll show you some of that heavier rain around san mateo and dumbarton bridges. this is enough to cause ponding on the roadways so this is good news for our drought-parched hillsides. heading over towards san jose, starting to see the rain on the approach at sunnyvale and that heavy rain offshore. this system is cranking up, wobbling closer to the coastline so it is tossing more rain towards the bay area this morning and we'll transition to a somewhat drier forecast as we head into the afternoon. pretty interesting system today, one that is going to wring cold air aloft with the warmer air below or the warmer ocean surface. that will bring a chance of thunder at times along the coastline and snow levels as well as 3500 feed to 4000 feet.

mt. hamilton could get a little dusting of snow as that cold air comes on in. so the timing of the system today, the main event falling this morning, transitioning over to scattered showers. perhaps mixed with sunshine late in the day and tonight we'll see showers shut down. should be a dry monday morning commute as the system scoots towards southern california. rainfall totals have been updated. we should see a quarter inch to a third of an inch of rain but locally higher amounts toward the santa cruz mountains. i do think we'll manage a half inch to an inch of rain on some of those coastal hillsides. a little less as the rain shadow effect keeps san jose dry. enough that it will register in the rain gauges there in the santa clara valley too. 40s and 50s for highs and it's cold enough obviously in the sierra to see a little more snow but a lot of the moisture will be hung up on the coastal range, not so much for the sierra. but the seven-day forecast will show you thursday into next saturday we will see systems to

follow that have a better chance of tossing more snow towards the sierra, especially next weekend we could see a pretty good snowstorm heading into the high country. we're looking at highs at that in the upper 40s to low 50s. we're in the upper 40s right now so we're really not going to warm up much today. 54 degrees in san jose. around the peninsula, highs in the low 50s, heavy rain at times off and on for the morning. along the coast we'll have to watch out for a chance for scattered thundershowers, mainly down towards santa cruz around lunchtime and the showers head off to the south by this evening. north bay temperatures in the low to mid-50s. look at the tri-valley, traveling toward the sierra may see snow showers and heavier snow at times around yosemite. hopefully we see more of this the next few days. seven-day forecast shows we will a little later this week. kris. >> thank you very much, rob. coming up on "today in the bay" death row inmates inspire a man to try to help keep other people out of prison. how he's changing the lives of troubled teenagers.

prison is where convicted bank robbers end up but prison is also where today's bay area proud begins. a sheriff's deputy got an idea prompted by a prisoner. garvin thomas has the story. >> right leg back so step in with the jab, keep the hands up, right. >> reporter: if there is anyone out there you would want teaching your loved one self defense, ken mccollum is your guy. a martial arts expert and retired sheriff's deputy, ken is very good at teaching people how to handle bad guys. >> step together. good. >> reporter: preventing guys from going bad in the first place, though, is what ken wants to be great at. >> i have a desire to make a change. >> reporter: that desire was born out of 26 years with the alameda county sheriff's department. among ken's many duties over the

years, prisoner transport. on more than one occasion, ken was the deputy tasked with the job of driving a condemned man to death row at san quentin state prison. ken would often take the opportunity to ask where that prisoner's life had gone so wrong. >> and these guys, most of them, grew up without a father in the home for the most part. and so they told me that, hey, i was allowed to just run wild and do my own thing out there with no kind of structure, no kind of responsibility. >> reporter: it was a foreign notion to ken, who grew up in a two-parent, strict household in rural mississippi. >> that was the difference that i saw, you know. they didn't have the structure that i grew up with. >> reporter: but for those men, it was too late for ken to do anything to help them. >> got one more lap. let's go, let's go, let's go. >> reporter: not these guys, though. >> let's go, run. you don't want to be last. >> reporter: born out of his experience with hardened criminals.

ken seven years ago started the men of iron program. taking boys from the east bay, many of them already getting in trouble at ages 6 and 7, and giving them structure, responsibility, and more than a little discipline. >> if you don't know it, push up, push up, push up. >> this was part of the things that i decided needed to be done because i saw so many young men that were undisciplined. >> bryce, i saw a picture of you. >> reporter: in addition to their twice weekly meetings, ken is in every aspect of these boys' lives. if they get in trouble at school, he's the one that gets called. if they get in trouble with the law, ken makes sure they pay their dues. for every one boy he saves, though, ken knows there are hundreds, perhaps thousands that could use a friend like him. you could look at what he's doing as just a drop in the bucket or you could look at it as someone who decided it was time to start filling that

drizzle in many places. we're seeing the rain come down and could have a little isolated thunderstorm activity or small hail as the cooler air aloft spills into the bay area. light to moderate rain over towards oakland. we'll take you towards fremont and you can see towards fremont there's heavy to moderate rain. san mateo around the airport, sfo into redwood city, seeing pretty steady rain. also around fremontipedas north some pretty steady rain coming down. you can see on the west side or the ocean-facing side of the santa cruz mountains as the air is wringing out a lot of rain this morning. not so much as it spills back into san jose but these locations around the watershed filling into the lexington reservoir, these locations we hope get at least half an inch of rain, maybe closer to an inch before this moves on.

was found dead at sf general hospital. according to a new report, both the hospital and the san francisco sheriff's department share the blame for lynn spaulding's death. investigators say nurses failed to act on a doctor's order that she be supervised 24 hours a day. in the report one deputy also says after spaulding went missing, he was instructed to search the stairwells if he, quote, had free time. last month the hospital announced new search and safety protocols in response to the spaulding case. richmond police are warning people hiking in the hills to be extra careful and not go alone. a woman was hiking in wildcat regional park when a man grabbed her from behind and tried to pull her off the trail. the victim screamed and fought back and was able to escape. officers and a helicopter searched the area but did not find the man. he is described as being light skinned, possibly hispanic, in his mid-20s or 30s. and a big honor for the first african-american woman

elected to congress. take a look at the shirley chisolm forever stamp now for sale. nancy pelosi helped to show off the stamp at mills college in oakland. chisolm was the first african-american to run for president and the first woman to run for the democratic presidential nomination. another historic moment for california this weekend as the nation's first undocumented attorney was sworn in. 36-year-old sergio garcia was brought by his parents to the u.s. from mexico when he was just a baby. he attended law school and passed the california bar exam back in 2009, but after just two weeks of practicing law, he found out his license was invalid because he was an undocumented immigrant. after a four-year court battle, the california supreme court approved a measure just last month allowing undocumented immigrants to practice law in the state. >> i am the american dream. i'm super excited that my case inspires across the nation, i

think whether you were blessed with being born in this country or not, i think a lot of people are inspired. >> garcia is still waiting for a green card and says he will continue to work for immigration reform. we'll talk immigration reform with our nbc bay area political analyst larry gerston in just a few minutes. new jersey governor chris christie is firing back against new allegations about the controversy involving the george washington bridge. the latest accusation came just friday. david wildstein was the port authority director who supervised the lane closures last fall and a long-time christie ally. his attorney is now claiming that christie knew about the reason for the lane closures while they were happening, something christie has strongly denied. christie responded yesterday saying wildstein is just trying to save himself and that reporters say there isn't much evidence, at least not yet. >> david wildstein claims that evidence exists, but what's left unanswered is what kind of evidence, who has that evidence

immigration reform may be returning to center stage in washington and there may be some movement in that long-existing standoff between the president and house republicans. nbc bay area political analyst larry gerston joins us now. it's not a surprise that is a thorny issue. what's surprising is that it's getting back to the spotlight. >> yeah. for a lot of reasons here. it gets really the question to the role, to the place of immigrants in american society. this has been a nation of immigrants, more so than any other country in the world by far. now, one-fourth of the nation's illegal immigrants live in california, which is yet another reason why it's such an important issue. but today there's some big questions here about what happens to illegal immigrants. some people say they take more from the country than they give. we're talking jobs and social services. it gets ugly. others believe that immigrants, legal or illegal, provide badly

needed unskilled labor, new skills and creativity. so politically, yeah, this has been a thorny issue because democrats have favored comprehensive immigration reform, something that is viewed by minority voters. republicans have been against reform. look at some of the minority votes in the 2012 election. these things are really lopsided in terms of african-americans,ation- americans, latinos, all art of pa democratic fold. >> earlier we mentioned that president obama hinted in an interview that he might be softening his position, being willing to accept something short of citizenship as long as it's legal status and not barring applying for legal citizenship. do you think that we could see something in motion? >> this could be a tipping point, maybe so. one definition of politics is that it's the art of compromise.

>> i don't think we've heard that in washington. >> yeah, compromise is not in the vocabulary of washington these days. that said, obama's comments, republican comments, yeah, we're seeing signs here that there may be some middle ground for both democrats and republicans to get an agreement, while holding their respective noses. >> there have been sticking points and john boehner just put out kind of a one sheet cheat-sheet memo saying we will consider this, we won't consider that. do you think that there is a possibility of compromise? >> well, until now president obama and the democrats just insisted on comprehensive reform that would provide a path for citizenship for virtually all 11 million illegal immigrants. now, republicans, they have demanded expansive and expensive border protection and deportation for anyone who has entered the country illegally. by the way, the considered citizenship of children of illegal immigrants born in the united states but that's where

they have drawn a line and there's a big line between the two. >> and so there are spots where there are opportunities for compromise, right? i mean each side is finally saying maybe this, maybe that. >> and we might get that word back into the washington vocabulary after all. here's what we have to look at. there's a whole question of democrats who would rather have to give in on border protection. okay, we'll go along with that if we have to. and they'd have to go along with the lack of immediate path of citizenships for all illegal immigrants at once, especially those who cross the border illegally or overstated their visas. four million people have done just that. republicans would have to agree to not deport illegals and to allow them to stay as long as they obey the laws as well as a set of conditions which at some point, we don't know when, would allow illegals with temporary residences to move along some kind of permanent track. but make no mistake, we're far from seeing a deal. but for the first time there's a

and good morning. we're seeing the rain flying around the bay area. as you can see in oakland right now, wet roadways, 47 degrees. our afternoon temperatures will not be much warmer than that. i think at best we'll see the numbers climbing maybe five more degrees than what we're seeing right now which means upper 40s to mid-50s at best for highs today. before the rain moved in, we had this picture around san jose shot by our own assignment editor, shawn murphy out there. got the double rainbow in san jose with sun underneath the rain as it started to move on in. speaking of that rain, it is

intense at times on parts of the coast this morning. we'll show you that in just a moment. another thing we're seeing this morning winds increasing out of the southeast gusting out of the south at sfo. we will see breezy conditions as well as rain bands rotating through the bay area this morning. as we switch to the radar view and look at all this orange on the map, maybe a sign of a broncos win perhaps later today. we're seeing orange all over the radar. light to moderate rain in san francisco, breezy at times. oakland seeing some light rain. as we move further south you're seeing locally heavy rain over towards fremont in san jose, campbell into los gatos. you're seeing rain showers pretty intense at times and it's those pockets of heavy rain which continue to rotate through and give us a chance now it looks like of at least an inch of rain at the coast and quarter of an inch in parts of the bay area. notice how that area of low pressure has moved closer to the coastline. this is good news for more

rainfall an possibly more snowfall too. you can see that in the higher elevations there in lake county. snow levels will drop throws to 3500 feet. the weather story, this area of low pressure tracking south, the timing of this system as it drops to the south during the afternoon will bring the cooler air aloft, which means we could have a slot chance of thundershowers at times and those snow levels dropping down too and rain totals increasing a little more than we were projecting about 24 hours ago. some of those totals will get in the areas in blue above a quarter inch of rain to a third of an inch of rain in parts of the north bay. and the hilltops of the santa cruz mountains as we get the moisture coming in, those locations picking up about an inch of rain. good news for the local hilltops. more rain than we've seen in quite some time. san jose picking up enough to register there, maybe a quarter of an inch of rain. the highest totals will be on the coast and a chance of
