super bowl planners learning from the game in new jersey especially when it came to all of the traffic and those people. >> good monday morning to you. happy to be the bearer of great news for the bay area, we picked up over 1 1/2 inch of rain. today we'll stay dry. it will be cold but there is a lot more rain in the forecast. i'm going to detail it all for you in moments. >> you saw it happen live on the air. the traffic break going on here at university avenue. 101 now lanes are moving but we'll show you what else is on the side of the road now. >> a live look outside. city by the bay, pretty clear out there. we're pretty cold as well. at least by our standards lately. it's monday, february 3rd, this is "today in the bay." >> a very good monday morning to you. thank you for joining us. i'm laura garcia-cannon. >> and i'm scott mcgrew. breaking news for you out of russia, a student has been

arrested after shooting and killing a teacher and a police officer at a moscow school. investigators say the student entered the school carrying a rifle, held 20 students and a teacher hostage in a classroom. he killed the teacher and an officer responding to the scene. another officer was wounded in the shooting, no students, though, were hurt. so far no motive has been released and of course this all comes with russia in the global spotlight. we are three days away from the winter games. >> a mother and her boyfriend are behind bars in current weather conditions the killing and sexual assault of the mother's 3-year-old daughter. chase cain live where the couple arrested at a b.a.r.t. station after being on the run for a day. good morning, chase. >> reporter: good morning. that's right. someone found them or spotted them here at this b.a.r.t. station and called police. they recognized the couple from media reports and that was 24 hours after a neighbor saw the couple leaving their apartment

saturday morning with luggage in hand so. police arrested the two yesterday afternoon. they are 23-year-old sarah krueger and her boyfriend 26-year-old ryan scott warner. they are placed -- placed under arrest on charges of suspicion of murder and assault resulting in the death of a child. it was that 3-year-old daughter of sarah who was found dead saturday morning in the bedroom in the couple's apartment. police showed up to the apartment after there was an anonymous tip that they should check on the child. and once they got in the bedroom they found the girl dead. they believe there may be signs she was sexually assaulted. there were signs of blunt force trauma to the 3-year-old girl. obviously this was difficult news for the community, so friends and family gathered last night outside the apartment for a vigil for the 3-year-old girl. those who knew the girl's mother are still struggling with this reality. >> i can't believe. i just can't. this is not sarah.

this is not the girl i know. >> such a disconnect when something like this happens. you feel how can we not see it. how can we not stop it. >> reporter: and the couple is behind bars this morning. we're waiting to find out when they will face a judge for the first time. napa police want information that someone may have about exactly what happened to this girl. so call napa police if you have information. and officers are also thankful for the person who spotted the two here at the el cerrito b.a.r.t. station. if not they still may be out there. we're live in el cerrito. chase cain, "today in the bay." >> so tragic. thank you very much. >> the woman accused of a drunk driving crash which injured her 16-month-old son is expected in court today. she pleaded not guilty to a number of charges including felony child endangerment and dui. police say she turned in front of an oncoming vehicle in menlo park, injuring herself, her boyfriend and her son.

all three were treated and released from the hospital. police say she was driving on a suspended license in connection with another dui case. >> the three people accused of killing a millionaire during a home invasion robbery are expected to make a brief appearance in court. the preliminary hearing fis supposed to start today but the defense is asking the judge to postpone it. police say they broke into robby's house last november, robbing him and murdering him. >> new this morning eight people out of their homes after an early morning fire in west oakland. that fire broke out about 2:00 this morning at a complex on 34th near san pablo avenue and interstate 580. fire crews had the fire contained in 45 minutes. no one was hurt. this morning the cause of that fire is still under investigation. so it's relatively calm in seattle this morning, it's pretty early after celebrating

that big, big win. >> they got rowdy. seattle police say there was some rowdiness including a massive bonfire set. but they say no major disturbances that warranted arrests. a lot of officers on the streets as well as the sheriff's department trying to keep things calm. >> later this morning, super bowl winning coach pete carroll and mvp malcolm smith will both appear before the media to talk about seattle's first major championship in more than 30 years. so, how did we get here? well, it's all seattle from the start. this is amazing a. botched snap on the first play of the game led to a seattle safety. the defense forced four turnovers including an interception. smith ran back all the way for a touchdown. when it was all said and done, seattle won super bowl xlviii, 43-8. the victory parade is wednesday. >> pretty much all seattle all the time. while the game went off without a hitch getting there was

another story. fans say they spent hours on public transit trying to get into metlife in new jersey from new york city. >> right. it was packed in. some even passing out. some of the organizers have been paying attention to. christie smith joins us live from levi stadium. this is home to 2016 super bowl. good morning. >> reporter: good morning to you. this was considered the first mass transit super bowl and even though probably a lot of broncos fans left before the whole thing was over, thousands of fans were stuck trying to get back home after the game. and this is something that san francisco's super bowl host committee is going to take a very close look at. for lessons learned there, that they can apply here. i wanted to show you a couple of photos of what it was like for people trying to get home after the super bowl. one of them was tweeted out by the associated press, the other one by new york senator. i wanted to show you how many

people are actually standing there. thousands of them actually just asking to get on a train, hurry up and get home. now, this is what happens, some of them we're told were waiting hours and it was actually that the new york transit authority had to bring in about with 50 buses to finally move them out of new jersey and into the city. that happened by early monday morning. the san francisco super bowl committee also tweeted outphoto, they were watching, that they can handle the crowds in 2016 for the super bowl. but there are a number of plans already under way, like improving vta's great america station and to get people back and forth between east bay t south bay and other parts of the bay area, there are going to be super bowl trains set up into santa clara, also carpools expected to play a key role and a number of parking lots in addition to what's offered here are going to be open to allow people to park on sunday.

reporting live, christie smith, "today in the bay." >> thank you much. >> christina and i were talking about how glorious it is to get this rain. people are singing in it. >> leaves came off the trees, finally. >> and yeah, as we bypass the coldest point of the year statistically that happen add couple weeks ago. but it's going to feel like winter out there. better late than never. we are nice and crisp to start the day. 36 degrees, a cold start. pack your jacket. upper 30s to low 40s. cooler than average all week long. talking a return of the 50s. not just that, we're going to see a return of onshore flow. that means low clouds and fog every morning making way to a sunny finish. through the midsection of the week, late wednesday into thursday, we get our next round of rain. so let me show you how it looks. microclimates tell the story. we're going to be chilly in san jose all week long with the mid to upper 50s here, you're talking about low 50s in san francisco for much of the week.

then on thursday, we get that next round of rain, our snow levels are going to be really, really low. we're talking about 2,000, maybe 1,500 feet as this next really cold system comes through. another one on its heels. we have another chance for rain as we head throughout your sunday. and that is when the storm window blows open. we have got really good rain chances as we head into ski week. i'm going to talk about that coming up. first week of february, people heading back to school, back to business. we'll check on the drive. >> good morning. looking toward the bay bridge. we had a steady stream of lights about 30 seconds ago. we do see a steady stream. that's how clear it is. look at the map because it's not the east shore freeway that's the concern but out of the caldecott tunnel toward 13, they may run a traffic break. they are calling for that as you head over to highway 13 off of westbound 24, that's where the car fire still reported, reports that the car is fully engulfed.

there is a fire that folks will see. not a lot of slowing but we track that from chp. north 101, no slowing. the live look. there was a traffic break. there was tire debris moved to the shoulder. all activity cleared. now a look toward northbound 101, a smooth light flow. this is north 680 interchange, you see the signs heading to the split. i'll show you the map coming up. >> thank you much. we are now three days away from competition at the winter games. security remains the highest priority. peggy bunker joins us with the latest to keep the olympic village safe. good morning. >> can you believe it. it's finally here, the hot topic among those competing and those visiting the winter games in sochi. not who will win but will everyone be safe. now with the start of the games three days away, even the athletes seem divided on the question. the u.s. state department issue add travel warning for all

americans attending the winter games, partly due to two bombs that exploded in volume go grad. russia promised this will be the safest olympics in history. 100,000 members of security including police, army troops have arrived in sochi and their efforts to keep the games safe. the now famous ring of steel massive in its size about 60 by 25 miles long. it's set up to keep potential threats out. additional fencing has been set up to surround visitor hotels and other venues. all of these efforts have olympic half-pipe free skier david wise of reno feeling very comfortable >> what i do for a living is more dangerous than anything i'll experience in life. so i'm not really worried and i think it's the olympics, it's going to go off fine. >> the technology that russia is using to protect the games looks more like preparation for war than security. massive surveillance, air defense missiles, drones, high speed patrol boats, sonar that can pick up on submarines.

[ male announcer ] add a u-verse wireless receiver today. ♪ >> welcome back. time warner cable apologizing this morning after thousands of people missed out on a good portion of the super bowl. the company says a technical issue blacked out fox's standard definition channel just before halftime. the blackout lasted an hour before time warner was able to get things back on track. high definition channel was not affected. time warner says it's investigating the cause of that blackout. >> later today the los gatos town council will talk about putting netflix plan for a campus on the ballot. the town was notified that the all bright way initiative received enough signatures to make it on a ballot. voters will be asked to change the city's plan and allow

rezoning so netflix can build. netflix stock is up, an all-time high. for a look at how the market is doing let's turn to kayla. good morning. >> hey, good morning. futures lower after the markets ended january on a chilly noxt disappointing earnings, and worries over the health of the emerging markets prompting investors to hit the sell button. the worst january for the index since 2010. today data on manufacturing and construction spending, the dow falling 150 points on friday to 15,699, nasdaq shedding to 4104. at&t is cutting prices on its family wireless data plans as it faces pressure from rivals to add customers. families can share 10 gigabytes of data on up to four smart phones for s$160 a month.

hovering below average. i want to point that out. we had such a warm january. warmest on record in san francisco and san jose. so, we have a complete pattern change. throughout the day today we'll see clearing, most of the clouds located over our mountains until about 10:00 a.m. to noon. then a nice cool and sunny finish. beautiful air quality. open up the windows, let that air inside. as you know we need that rain to keep it clean and there is more on the way. tuesday we're talking about low clouds and then a cool and cloudy finish to the day. we bring the showers back late wednesday into thursday so let's take to the your future cast. give you an idea what to expect. if you don't want to wait you don't have to. your seven-day forecast is here at the bottom of your screen. that shows you thursday is not our only chance for showers. let's talk about today. snow continues in tahoe. we are expected to accumulate another maybe 2 to 6 inches in the higher elevations throughout the day today. you'll also notice spotty activity lingering offshore, so we're fair game for a hit or

miss shower throughout day. tuesday, mostly cloudy conditions, then the next event arrives. our weathermaker showers return, midweek, we stop the clock at 1:00 on wednesday, and most of the bay area starting to get wet at this point. this system is not passing as much moisture as the system that came through yesterday but it's not the only one we're tracking. there is another area of low pressure right on this one's heels. to give you an idea of the snowfall, getting into thursday, as this system is starting to make its way in to tahoe, accumulating potentially another six inches of powder. so finally getting that action that we want during the wintertime. better late than never. over to you. >> that's true. better earlier than we need it i guess. okay so far, we're looking to the future. here, we're showing a smooth drive at present for the speed sensors around the bay. we had earlier slowdowns in the north bay because of fog. we'll talk about that in a second. here we do see the south bay and no problems as far as the speed sensors go and no overnight

construction crews blocking lanes. the yellow dipping below 50. we don't have problems in the northbound commute direction. that's a good flow of traffic. here along the 880 corridor through oakland no problems. the nimitz reporting no problems. it's highway 24 has the issue westbound from fish ranch road to 13, they might run a traffic break because of this car fire. i see slowing and maybe what's going on. they may have blocked one lane as they approach with flames shooting out of there and trying to make sure there is no one in the vehicle. doesn't sound like this is. a look at the bay bridge toll plaza, that's a hot spot. the cash lane starting a backup here. in the a problem down the east shore freeway. at the speed limit and a smooth drive past the cash lane. back to the map, we'll show you this tri-valley area. we'll end with these maps, a gentle build through livermore, in the north bay we're looking at speeds and the fog has cleared. you're in the green zone. back to you. >> thanks a lot, mike.

5:20. new report finds nurses at san francisco general hospital are at least partly to blame for the death of lynn spaulding. the patient who disappeared and found dead in a stairwell 17 days later. "san francisco chronicle" says the recent investigation found a doctor left written instructions telling staff to never leave spaulding unattended. it also found at least one deputy was told to search the stairwells. spaulding's body was found in one of those stairwells more than two weeks later. as a result of her disappearance in september the hospital has changed some of its policies. in the meantime, a second patient who disappeared from san francisco hospital has been found alive. she disappeared thursday but found 24 hours later. she was brought back to the hospital for treatment. hospital says her quick return is proof the new procedures put in place are working. >> fundraising efforts now in full swing to send five bay area women to the white house.

winter olympics in three days from now. most of the athletes have arrived in russia. among them sprinter turned bobsledder lolo jones. >> jones switched after a disappointing end to the 2012 games. she has a chance for the gold. she couldn't be more grateful to her teammates. >> from the first week they embraced me, they lifted me up. so really am grateful for them. i'm like almost about to cry just because i mean, they really gave me a fresh start for sure. >> it is amazing from sprinter to bobsledder. the competition starts in the second week of the game. good luck. people not only talking about the blowout at the super bowl but all of the ads.

>> we have a live look outside at the embarcadero, more rain as christina said on the way. it's monday, february 3rd, this is "today in the bay." >> good morning. thanks for joining us. i'm scott mcgrew. >> i'm laura garcia-cannon. a napa mother and her boyfriend are behind bars in connection with a killing and sexual assault of the mother's 3-year-old daughter. last night family and friends held a candlelight vigil at the apartment complex where the little girl was found. chase cain is live in el cerrito where the couple was arrested after being on the run. good morning. >> reporter: good morning, laura. that couple could still be on the run if not for someone who recognized the couple's picture from media reports, recognized that these two were wanted by police and called police from the el cerrito b.a.r.t. station, that was after the couple was seen leaving their apartment

saturday morning with luggage. but police did arrest the two midday yesterday. 23-year-old sara krueger and her boyfriend, ryan scott warner, were arrested that the b.a.r.t. station on charges of suspicion of murder and assault resulting in the death of a child. that child being the 3-year-old daughter of sara, found dead in the couple's apartment saturday morning. police showed up to the apartment after they got an anonymous tip that they should do a welfare check on the child and sadly once they got inside found the 3-year-old dead, possibly with signs the girl had been sexually assaulted but with signs there was blunt force trauma to the girl. this has been a difficult revelation for friends and family for those who knew the couple, for those who knew the little girl and especially for the father of sara krueger. >> the most proudest moment of my life is gone forever and there is nothing we can do or

say that can bring her back. i hope nobody has to go through this. >> reporter: the couple remains behind bars in napa county. police still want information from any one who may know more about what happened to this girl because again, they did get an anonymous tip saturday morning. napa police also say they are thankful for the person who recognized the couple at the b.a.r.t. station and called 911. live in el cerrito, chase cain, "today in the bay." >> thank you very much, chase. >> oakland police trying to figure out who shot and killed two people, one just a teen outside a boys and girls club in west oakland. the shooting happened just before 11:00 saturday night at 24th and market, two men shot multiple times. they both died at the scene. >> police identified the teenage victim but aren't releasing his name until they are sure the family is notified. the other victim has not been identified. there have been 11 homicides in oakland this year. >> new this morning firefighters in the south bay mopping up

after an overnight fire in san jose. it broke out at a home on glenford park court near the corner of vista park drive. it took about 30 minutes to control the flames. officials say most of the damage was to one bedroom. no one was hurt. >> the teen accused of stabbing a student to death could enter a plea in court. prosecutors say that duc tong stabbed richard phan during a birthday party last weekend. witnesses say phan was killed while trying to break up a fight. tong's twin brother anh was arrested but later released. >> the winter olympics in sochi kicked off on thursday and security certainly still a top priority. we have a live look at olympic park, this is on the edge of the black sea. it's also one of the main areas russian security forces say they will be on high alert. peggy bunker joins us with more.

you know what, i think the more awkward it is. >> pouring. >> one more time. whooo. 48 degrees in san francisco, 45 in the east bay and 43 degrees in the south bay. so yeah, we need the rain and you know what, we've got a lot more on the tail of the system that came through yesterday. such a welcome change after getting through the warmest january on record in san jose and san francisco. so let's set your futurecast in motion. remember, if you're looking for your highs and the pattern throughout the rest of the week, make that wardrobe get it ready, you know what, your seven-day forecast there at the bottom of the screen. we top the clock at 4:00 p.m. isolated showers, snowfall continuing to come down in tahoe as we head throughout tonight into tomorrow morning that's going to clear out of here. we're going to be left with onshore flow so our temperatures are going to be cooler than average. not just today, all week long.

so let's get into your microclimate forecast for this monday. back to work, make sure you've got that sweater, jacket ready to go in the south bay. this is one of the warmest regions where we're going to see the upper 50s action like the mid-50s along the peninsula. brilliant sunshine later on today. make sure you've got those shades. palo alto, 56 degree, 57 belmont, 56 degrees in san mateo. so you will notice that it's going to be chilly out there. as we head throughout the next couple days our air quality is going to stay pretty good. we don't have real concerns when it comes to air quality for now. but as we get next reinforcing shot of rain, mike, we could be tallying up significant totals continuing to chip away at that deficit. get rid of that drought hopefully as we head through the next couple years. it's not going to happen this year but we have a good looking change in the forecast pattern. we're going to take through that. over to you and the drive. >> so you mentioned years so we're not like you said not talking about it being over tomorrow. keep saving that water. trying to save you time at the

bay bridge toll plaza. the cash lanes are starting a backup. you can see it in the camera shot. that means about a dozen cars in each lane that has to get there. maybe less than a dozen. smooth flow approaching. on the maps, not a lot of slowing. we had an earlier car fire. sounds like one of the vehicle there is in fact the vehicle on fire may have been taken away and the slowing that we saw earlier has cleared but chp reports squad cars there so. might be a mild distraction as you approach that interchange. here north 880 at the off ramp might be blocked by a car that lost a wheel. the swheel around there. use caution. the nimitz freeway moves smoothly as well. a look toward the rest of the crossings, san mateo and dumbarton bridge smooth. fremont, traffic flow, it's picking up into the south bay. >> thanks a lot. we continue to follow breaking news out of russia, a student reportedly takes over a classroom and opens fire.

>> update to breaking news out of russia. a teenager in custody after police say he burst into a moscow high school, shot and killed a teacher and a police officer. tracie potts is monitoring it all from washington, d.c. she has the latest developments. good morning. >> reporter: scott, good morning of it emotional morning as this broke a few hours ago. turned into a two-hour standoff with 20 students held hostage. when it was over, it is now over, a teacher and a police officer were dead. we're getting our information from investigators in russia. they say that the student showed up with two of his father's rifle and a guard tried to stop and hit an emergency button. that brought the police.

he killed a geography teacher that officials say he may have had some sort of personal conflict with, they are investigating whether or not this was some sort of revenge shooting. the interior ministry there says that the student had an emotional breakdown. 20 students in the classroom. he fired 11 shots, killing two people. that student has been detained. of course this happens amid heightened concerns about security at the olympics. this was not near sochi. as far as we are able to determine had nothing to do with the olympics. just a tragic shooting at the school in moscow. >> thanks much. we are learning new details about the death of philip seymour hoffman from an apparent drug overdose. two law enforcement officials confirming the actor was found dead in his new york city apartment with a needle in his arm. the official speaking anonymously say envelopes of

heroin were found with hoffman. the 46-year-old actor played opposite brad pitt in "money pit." he won an oscar for his role in "capote." he was in the midst of the next installment of "the hunger games." >> remember the octomom that gave birth to octuplets in 2009, she's back in court. nadya suleman is scheduled for a preliminary hearing after she pleaded not guilty last month to welfare fraud. the 38-year-old mother is accused of failing to report $30,000 in income when she applied for public assistance. now she is convicted she could face at least five years in prison. >> it may have been one of the most lackluster super bowls in recent history. the seattle seahawks took home the championship after a

blow-out win. it was a headache for fans getting to and from the big game. that's something that organizers for the bay area super bowl are actually looking into. christie smith joins us live at levi stadium, home of super bowl l. good morning. >> reporter: good morning. after the game a record number of football fans used the new jersey transit system so. many announcement was made in metlife stadium after the game to go ahead and sit for a while and enjoy what was left of the ambience until some of the congestion died down at the train station for people trying to get home. i wanted to show you pictures, broncos and seahawks fans squeezed into that transit center trying to get home. uncomfortable and angry. these were tweeted out by the associated press and a new york senator. two hours after the game had ended. finally 50 shuttle buses were

brought in to get things moving and get people home. the bay area's super bowl host committee is there watching all of this gridlock taking notes on all of this for the 2016 super bowl at levi stadium. the game in santa clara of course but the parties and events going on in san francisco and elsewhere. public transportation, it is a going to be key. super bowl trains will move people between santa clara and san francisco, super bowl lanes out on the roads, vta's great america station will be expanded. vta lines double tracked through places like mountain view, there will be improved connections with caltrain. all of this seems like a while off but 2016 is creeping up. christie smith, "today in the bay." >> before you know it, it will be here. thanks. >> let's join christina loren. did you watch the entire game? >> did not, sir. watching that radar. >> that a girl. >> it was a lot more interesting. i don't like to throw the word

spanked around but that happened. 45 degrees in the east bay to kick off the day. we're headed toward a very cool day. have that jacket ready to go. you want to bundle up the little ones. they look so cute in that winter gear. finally they can use it for longer than a couple days. all week long with temperatures in the 50s. low clouds and fog expected each and every morning. then we bring that storm track back as we head throughout late wednesday into thursday so. let me give you an idea what if i'm talking b. we set that future cast in motion for you, we stop at early thursday morning, meet back here. we're going to see light rain showers mostly at the coast and the north bay. not expecting a lot of rain but it's the overall pattern change that we're looking forward to. we stp that clock again late saturday and sunday. and that's when the storm window opens wide as we head throughout the next few days after that. saturday, sunday, monday and tuesday, we're talking about really good rain chances. potentially accumulating three

feet of snow before all is said and done between thursday and tuesday. so we really need the snow, we need the rain. and your seven-day forecast tells you it's going to be cold around here. great news is on shore flow keeps the moisture off the pacific and our hills finally they will turn back to green which is what we want. let's check on the drive now. the good thing is no freezing conditions yet. a lot of people are worried about all of that blooming because it has been warm. >> the trees are confused also we saw hummingbirds, not sure if they are supposed to be nesting so early. we'll track that. they will be fine. looking at the traffic flow which does pick up the volume. this is southbound 101, san rafael around the curves at terra linda. you see the glow, look at the map. we've see this on the map developed once again, this is north of our traffic shot, you see the orange, that's where our traffic and weather systems are tied together. that tells us the the road weather index indicates you may come across fog. the rest of the north bay moves,

the east bay not bad. westbound 580 out of the altamont pass throughle low-pressure and pleasanton. 84 around value a see does a typical pattern and nothing big as far as the volume. now in the south bay you do have a little slowing, northbound 101 north of 680, look at these speeds, down for the average at the top. below 60. but that is slowing again south of the airport. we have 87 and 280 not a problem. the volume will start to build. some live looks, palo alto, northbound 101, earlier stalls and debris past university, you see all of the spacing, the cars are moving up into san francisco without delay. and also all lanes are clear. here's the bay bridge toll plaza into san francisco, slow for the cash payers especially the ones off of the berkeley curve. the east shore freeway at the limit. >>in the north bay the search is
