shooting and killing a teacher and a police officer at a moscow school. investigators say the student entered the school carrying a rifle, he held 20 students and his teacher hostage in the classroom. he killed the teacher and an officer responding to the scene. another officer was wounded in that shooting. no students, though, have been hurt. so far nobody understands why it happened but it does come as russia steps into the global spotlight just three days before it hosts the winter games. we'll have a live report on security and other issues linked to the games coming up in about 20 minutes. >> a napa mother and her boyfriend are behind bars in connection with the killing and sexual assault of the mother's 3-year-old daughter. now friends and family are speaking out about the little girl's shocking death. chase cain live in el cerrito where the couple was arrested at a b.a.r.t. station after being on the run for a day.

good morning, chase. >> reporter: good morning. that couple could still be on the run if not for that one person who was here in the b.a.r.t. station. they recognized this couple's picture from tv, they knew that this couple was wanted by police, they called police and that is what led to the two being behind bars this morning in a napa county jail. 23-year-old sara krueger is the mother of that child, and her boyfriend, 26-year-old ryan scott warner, both arrested at the b.a.r.t. station on charges of suspicion of murder and assault resulting in the death of a child. that child being the 3-year-old daughter of sara krueger. police in napa first went out to the couple's home early saturday morning after an anonymous tip they should check on the welfare of the child and unfortunately they found out why, once they got in the apartment and found the 3-year-old girl dead with signs that she may have been sexually abused. definitely signs that there was blunt force trauma to this 3-year-old girl. now a neighbor had seen the

couple leaving the apartment a short time earlier with luggage in hand. and as news made its way around yesterday of the arrest of the couple, it was certainly difficult for friends and family. >> i can't believe it. i just can't. this is not sara. this is not the girl i know. >> such a disconnect when something like this happens. you just feel how can we not see it. how can we not stop it. >> reporter: and the couple is behind bars in napa county, they are awaiting their first appearance in front of a judge where they will have to plead to these charges. we're waiting to figure out when they will make that first appearance before a judge. napa police still want information that you may have about this because they did get an anonymous call saturday morning tipping them off so they believe this may be someone who knows more about what happened. of course they would love to hear from them and the other nice thing that police are thankful for is the person who was observant here at the b.a.r.t. station and called

police when they spotted this couple. >> thank goodness for that. i wish they could have done something to spare that little girl's life. thank you. >> also new, eight people out of homes after an early morning fire in west oakland. the fire broke out around 2:00 this morning in a complex on 34th street and interstate 580. crews had it contained within 45 minutes. nobody hurt. this morning they are still investigating the cause of that fire. happening now janet yellen being sworn in as the fed chair taking over for ben bernanke. yellen, the former san francisco fed president and cal berkeley president the first woman to lead the fed. no cameras are allowed inside during the ceremony right now. next week she will testify before congress for the first time in her new role about the economy and fed policy. fascinating to hear what she has to say. >> it will. let's check your forecast. a live picture of the bay bridge. looking at the eastern approach.

more rain on the way, good morning. >> hey, good morning to you. let's do a drum roll. show you the big winners. olympic style. 24-hour rainfall totals, and yes, worthy of that introduction because we accumulated over an inch and a half in half moon bay. and we really needed that rain. this is just going to take a little bit of a chip out of that big deficit that we're running. we're going to chip away at it. we have several more systems headed toward the bay area. these are decent totals. sunday and monday our next super soaker arrives. temperatures are mostly in the 40s, it's a chilly start to the day. you want to grab that coat. keep with it you all day. temperatures are going to be cool. we're going to have a breeze out there as well. that's going to make the true temperature feel cooler. so we'll see clearing as we head throughout the day, that system continues to push into southern california. a sunny finish.

by tomorrow morning we're expecting widespread low clouds to start the day. but no rain in the forecast for tuesday. that moves in as we head through late wednesday into thursday, a weak system coming through, then a really potent system on the way saturday into sunday. we keep rain chances going monday, tuesday, wednesday through next week so overall the pattern is changing. we need it. your microclimate forecast works like this. you're going to see mild conditions, san jose in the upper 50s, same for los gatos. so it will be a touch cooler today throughout the peninsula cities, have that jacket ready to go. it's the peninsula that accumulated the most rainfall so you do want to travel cautiously and watch out for puddles and ponding. in san francisco, just the mid-50s. upper 50s in wine country. finally getting the much-needed rain in the hills will turn green we accumulated enough for that. and there's more rainfall on the way. i'm going to dive into that forecast in a moment. first i want to tell you about the east bay and the tri-valley.

mid-50s, places like oakland aren't going to see that much sunshine but 55 later on there. pleasanton 57 so let's get into the good, the seven-day forecast at the bottom of the screen shows you when showers move in. i'm going to time it out. we stop the clock throughout wednesday night into thursday. that weak system comes through initially. like i said before it's not going to bring about major totals but we'll take anything we can get. just about 20th of an inch in san jose area out of the first system, then the main event. we take you through sunday, we're talking about with really substantial totals. up in santa rosa, just shy of an inch. if that storm track gets further to the south, take a look at this. we're talking about major rainfall potential. i'm going to keep tracking that for you. let's see what you're working on now. >> purple concerning me. the wine country that's good stuff. the bay bridge we do have a backup. we expect, i know about this. this is the backup. metering lights turned on

backing up quickly. the maze and the east shore freeway close to the limit. we're looking forward the maps, a smooth flow around the bay. you see slow spots so we'll zoom in on a couple. incident reported here north 880. so just before you get toward 238. a crash, a jeep went across all lanes, then into the wall. a single car involved but it's going to be a distraction. sounds like it's in the right hand shoulder. a little slowing does show up north 238 out of the castro area. the tri-valley, 580 the worst of the slowing. the volume out of the altamont. the headlights over, it's not so bad from this view. there is good spacing but just before el charo it's slow and into dublin and pleasanton. back to the maps, for the south bay, northbound 101 you see the

slowing north of 680, that's pretty normal flow of traffic. you might find more slowing, there is a new crash also a single car crash here. that may still be in the lanes and waiting for an update as chp arrives. i see slowing through the area. that's typical now. we'll watch to see if it's slower than normal through this area. a smooth drive though. back to you. >> mike, thank you. an 18-year-old charged with stabbing a student to death could enter a plea. prosecutors say this man, duc tong stabbed richard phan during a birthday party last weekend. witnesses say phan was killed while trying to break up a fight. tong's twin bother anh was also arrested but released. >> police are searching for the man who tried to kidnap a 15-year-old boy on crutches at a cal berkeley student housing complex. it happened friday night. it's near buchanan street off interstate 580. police say a man driving a black

suv pulled up along side the teen and ordered him into the vehicle. when the teen refused the man got out, grabbed the boy and tried to force him in. the boy was able to get away without being hurt. >> it's a year since two santa cruz police officers were shot to death in the line of duty but their families have not received any of the money raised in their honor. sergeant baker and detective butler killed last february, since then the city has collected more than $550,000 in donations for their families. the santa cruz sentinel reports the delay was caused by a lack of planning by the city officials, and by police union leaders. the union is proposing to get the money to the families and split it. >> 6:10. still ahead on "today in the bay," a fire in the streets of seattle as the 12th man turns rowdy after the seahawks' big super bowl win. we'll tell you how police cracked down as fans filled the streets. >> and a mass transit meltdown.

well was killed. no students were hurt. >> an autopsy will be done today on the body of actor philip seymour hoffman, authorities confirm he was found dead in his new york city apartment with a needle in his arm. officials say envelopes of heroin were also found nearby. well, super bowl xlviii now going down in history as a blow-out between the seattle seahawks and the denver broncos. the seahawks led by head coach and bay area native pete carroll dominated winning 43-8. the game marks the first nfl title for the seahawks, not surprisingly the game's mvp honors to linebacker malcolm smith. smith returning an interception, 69 yards. then the first half recovering a fumble in the second half giving his team momentum to absolutely

win the championship. >> they were on fire. overnight fire crews in seattle had to deal with a few rowdy fans and large crowds after the seahawks' super bowl win. firefighters had to put out at least one bonfire near the university of washington as crowds took to the streets. near century link field people were out in full force with some climbing trees and sculptures. police did not have to deal with a major number of arrests. as far as the official celebration, fireworks burst out from the top of the space needle after the final play of the game. the mayor of seattle says the seahawks' victory parade will take place on wednesday. >> in new jersey, plenty of spectators still fuming about that mass transit meltdown that made the trek more difficult. passengers taking to twitter to vent about what you can see here

t cramped crowded conditions, the lines, the platforms on train cars. christie smith joins us from the 49ers' santa clara stadium which of course was going to host the super bowl in 2016. christie t bay area super bowl host committee trying not to repeat what we just saw in new jersey. >> reporter: no one wants to see that here. all along football fans were urged to go ahead and take the trains to the super bowl as a way to avoid congestion, but a record number showed up and it was more than the new jersey transit system was ready for. i wanted to show you two photos tweeted out after the game of broncos and seahawks fans at a standstill just trying to take the trains home. one an ap photo, the other by a snort w senator. new jersey unprepared for the number of people using the train. eventually 50 buses were brought

in to get things moving. that was two hours, though, after the game had ended. the 2016 super bowl at levi stadium could see more than 70,000 people show up. of course plans are under way right now to improve access to vta's great america station, saying it's hoping to double tracks, a third on tasman drive, super bowl trains and lanes for carpools between san francisco where many of the parties will be held and of course santa clara, so certainly the bay area host committee going to take a second look what time they saw before and after the game yesterday. can you imagine being a broncos fan and having to sit through that game action then having to wait hours and hours to get home. must have been a very long one. that's the latest from here. >> a long day for them no doubt. >> in the meantime, new york city, they are moving on. they have attorney down the

giving his shirt away. scott mcgrew forecast coming true. 45 degrees in half moon bay. this is where we accumulated over an inch and a of we really needed it. sfo, .8 inch of rain. just in a 24-hour period. we needed that. so that's great news. we're starting out crisp this morning. san francisco, if you work in the city, headed to the city for this afternoon, it's going to be cold. about 4 to 5 degrees cooler here in san francisco than what we expect in stan hose. make sure you bring that jacket. we'll be at 57 in the south bay along the peninsula and in the north bay today east bay same for you. and then a cool day with the low 50s as your high in san francisco. so we're now below average and we're going to stay below average as we progress throughout the week. that's weather story. i want to focus in on it you don't have to wait for the seven-day forecast. it's here at the bottom of the screen throughout all of my weather broadcasts. the chill persists.

this is what we expect in san francisco and san jose. you can see it's going to be chilly with temperatures only reaching into the 50s. i want to draw your attention to our overnight lows. people are concerned about the early blooming. what's going to happen if we get a freeze. i can tell you we don't have a cold snap in the forecast but i'm watching for that. i know there's a lot of agriculture interests who watch. thanks for waking up with us. throughout thursday our next chance for rain moves in. we open up the storm window so i'm going to talk about how much rain could come through the bay area. it's looking really good if everything pans out right. i'll show you that in the next report. let's check your drive. >> here's some lights, northbound 101. let me show you it's more widespread now on our maps. north 101 slowing from 680 where i showed you the camera, and building up to 880. that's typical. atypical, look at this jam now, north up toward san thomas, there is a crash.

a spin-out and car in the middle of the freeway. still reported there by chp. up past the scene. you get on 101 there, you should be clear up into mountain view, santa clara and the like. southbound 101, debris around the 87 interchange so watch for that. along the peninsula look at speeds, looking good in the green range. 101 and 280. slowing 280 south of 380. not a big concern. a shade below 60. we look at the east bay and we have a little slowing for hayward southbound, northbound the crash hasn't presented a problem. i'm going to say it's off of the roadway. now south 680 really with a bit of slowing into the upper 50s through pleasanton and dublin, the build toward sunol and a smooth flow where the east shore freeway gets company. the north bay, a quick look for 101 south. back to you.

encountered interesting security procedures. >> also head lines about the games how much they cost. peggy bunker here with that. good morning. >> what a price tag. before the winter games have started you could say much of the attention has nothing to do with the athletes. political corruption, the cost, even local russian dogs are grabbing headlines. of course the safety and security of those attending. one of the main headlines is the price tag t most expensive ever. costing russia about $50 billion. allegations of political corruption involving russian president putin who allegedly handed out construction contracts to good friends under the promise of kickbacks. then there's the snow. last week in the mountains where the skiing events were scheduled, no snow. however, on friday the weather gods answered and now have fresh snow there despite balmy temperatures. snow from last year has been stored in warehouses in russia. if the you can believe it. just in case. then of course there is the

security. the u.s. state department issued a travel warning for all americans attending the winter games after the duel suicide bombings. now in response russia has promised that this will be the safest olympics in history. 100,000 members of security have olympic skier david wives reno, nevada feeling very comfortable. >> what i do for a living is more dangerous than anything i'll experience in life. so i'm not really worried and i think that it's the olympics, it's going to go off fine. >> the technology that russia is using to protect the games looks like preparation for war than security. massive surveillance programs, air defense missiles, drones, high speed patrol boats, even sonar that can pick up on submarines. some athletes say they remain concerned. >> i'm definitely worried. i feel like us athletes will be safe but if anything i'm worried about my family. >> as we take a live look here at picture of sochi now you see

to his father. they think he had some sort of ven data against his geometry teacher, went to the classroom and shot the teacher holding 20 students hostage. then the police game, a guard who tried to stop him earlier when he first got to the school, hit the emergency button. one of the police officers who was engaged in this went into the thing, a gun fight, 11 shots fired. one of the officers was hit and killed. so two killed in this situation at the school in russia. the interior ministry saying the student may have had an emotional breakdown. they are trying to discover what happened between the student and the teacher. to prompt his reaction. it all raises questions about with security in russia during the winter olympics. just before the winter olympics. this was not near sochi and had nothing to do with the olympics officials say. >> that is good news there. thank you very much, tracie.

>> a new report finds the nurses at san francisco general hospital are at least partly to blame for the death of lynn spaulding t patient who disappeared and found dead 18 stairwell 17 days later. the "san francisco chronicle" says a recent investigation found a doctor left written instructions telling the staff never to leave spaulding unattended. it also found at least one sheriff's deputy was told to search the stairwells. spaulding's body was found in one of those stairwells more than two weeks later. >> as a result of her september disappearance, the hospital has changed some of its policies. >> in the meantime, a second patient who disappeared from san francisco general hospital has been found alive. the at-risk patient disappeared thursday but found 24 hours later. she was brought back to the hospital for treatment. the hospital says her quick return is proof their new procedures are in place and working. >> let's check your forecast this morning. this is kind of cool.

we still need more. good news is there is more on the way. if you don't want to wait until i get to timing out the showers for you, check the bottom of your screen for your seven-day forecast. it's chilly. temperatures mostly in the 40s, we're below freezing now in santa rosa at 31. oakland 45 and here in beautiful san jose 44 degrees. i want to take you through your hour by hour changes. at lunch time it's only 50 degrees so it's going to be a cold day with deceptive sunshine. full on sunshine out there today. look out your window, it will look warm. once you walk out you'll know it's still cold out there. we're not going to get out of the 50s all the way throughout this week which is good news. finally returning to seasonal averages. so, here's what we expect throughout the day today. 53 degrees as the high in san francisco. 57 in the south bay, 57 along the peninsula. you're going to see more sun than clouds today. and then tomorrow that pattern changes. so we're going to continue to clear whatever clouds are lingering throughout the day today a sunny finish, a.m.

clouds wurn return tomorrow. fog for the way to work with all of that moisture. and then wet roadways back in the mix as we head through late wednesday into thursday. then another round of rain saturday into sunday. snow is going to continue in tahoe, through the midsection of the week we get our next round of rain, starts early on wednesday up in the north bay at about 10:00 a.m. for the greater bay area thursday to see the showers. just like usual they are going to come through in the heart of the morning drive. we'll be here to gitd you through. and then another reinforcing shot of cold air and more rain through saturday and sunday and mike, this one look like what i like to call a super soaker. we need that. over to you. >> it's that game yesterday super bowl but it was not super. we're looking here to the northbound direction, 101. let me show you the maps t south bay it is pretty standard except north of that shot, slowing in the orange and then into red. an earlier crash we told you

about has cleared from the road in the last few minutes but that backup slams you down on the speeds as you approach. from oakland road up past san thomas expressway. the southbound side had debris and possibly a stall as well. looks like that cleared. a smooth drive up the peninsula, 101 around woodside reports of an issue. may be a crash in lanes. still waiting for chp to arrive. the latest that it's on the shoulder. that's better for the flow. across the san mateo bridge, how traffic flows westbound away from us, good amount of company. expect slowing along the flat section and the high rise over the next 20 minutes. you believe before 7 you'll slow. on the east bay side of the bay bridge this backup, the metering lights turned on about 6:00 a.m. off the berkeley curve, not bad off the maze though. the map will show you the same situation. slow on the east shore but not the maze. an easy drive north for 880 and

580 westbound, here is the slow spot around hill top drive a new report of a crash, or at least a stall in lane, chp yet to arrive to confirm. we see slowing on the approach so something in lanes causing that slowdown toward san pablo and the tri-valley we have your slowdown for west 580 of course we look at south 680 slow into the 40s and 50 mark here where it's orange down to brunal. >> thanks, mike. some google employees can avoid some of the traffic in the east bay, taking a different commute to work thanks to the google ferry. today through friday google is providing a private ferry service from the harbor at bay terminal to the port of redwood city. the water transportation authority does not expect the five-day trial run to impact riders or parking. google will be providing off-site parking and a shuttle service for employees not allowed to park in the harbor bay lot. >> 6:37. still ahead, the new details

no students were hurt, so far no motive has been released. >> a napa mother and her boyfriend are behind bars in connection with a killing and a sexual assault of the mother's 3-year-old daughter. friends and family speaking out about the girl's shocking death. chase cain live in el cerrito where the couple was arrested at a b.a.r.t. station after being on the run for a day. good morning, chase. >> reporter: good morning, scott. it was someone here at the b.a.r.t. station that recognized this couple's picture they had seen the media reports that police were looking for these two. they thought it was the same couple so they called police. and it was so they arrested 23-year-old sara krueger yesterday here at the el cerrito b.a.r.t. station and her boyfriend, ryan scott warner. the two of them face charges of suspicion of murder, also assault resulting in the death of a child. that child is the 3-year-old daughter of sara krueger who

napa police found dead in the couple's apartment saturday morning. someone contacted police there was a tip that they should go and check on the welfare of this child, and sadly, napa police found out why once they got inside and found this 3-year-old girl dead. there were signs they she may have been sexually abused and signs of blunt force trauma. as news spread arrest of this couple, friends and family gathered yesterday for a vigil in honor of the 3-year-old girl and meantime, her grandfather is still struggling with what happened. >> the most proudest missouri of my life is gone forever and there's nothing we can do or say that can bring her back. i hope nobody ever has to go through this. >> reporter: again, the girl's mother and her boyfriend both behind bars this morning in napa county awaiting their first appearance in front of a judge. we're waiting to figure out when that will be, at some point

there will be an autopsy on this girl. that should reveal more information for police who also still want to hear from you if any one out there may know more about what happened to the child. they certainly want to you give a call because scott, again it was an anonymous tip that came in, they hope that someone may have more information about what happened to this little girl. >> an awful case. thank you. 6:47 new this morning eight people out of their homes after an early morning fire in west oakland. that fire broke out about 2:00 at a complex near san pablo avenue and 580. fire crewsed that fire contained within 45 minutes. no one was hurt. the cause of that fire is still under investigation. firefighters in the south bay mopping up after an overnight fire in san jose. the fire broke out at a home on glenford park court, just after midnight near the corner of vista park drive and branham. it took about a half hour to get control of the flames. fire officials say most of the

cooler than average, all week long. make sure you're ready for that. low clouds each morning, then throughout late wednesday into thursday, our next weathermaker arrives. and this one, not packing as much of a punch as the one that's on its tail. let's show you what we expect. we head through wednesday night, yes, getting pretty good rainfall in the bay area. snowfall starting to move into tahoe. then this will mostly clear out by friday. i do want to show you your totals. this takes you seven days out. what we expect once that juicier system comes through. as we head into sunday. we stop the clock, first disturbance is weak, nonetheless could produce maybe .18 inch in palo alto so looking good, maybe a quarter inch in the places that pick up the most. then the really wet system comes that as we head through sunday into monday. we're talking about totals just under an inch up in santa rosa as we wake up and meet back monday morning. i want to take you up north where we're going to get heavier rainfall, all the system has to

do is track a little bit further to the south. and we could be talking about the purples, reds, coming into the north bay which means maybe 1.5 to 2 inches of rainfall. so make sure you're ready for that. another system tuesday into wednesday so. the pattern is changing. and it's in a good direction. let's check your drive, which direction is it stacking up? >> the south bay, it would be the northbound direction. you know that well. this is north 101, under 680/280 t slow drive. let's show you why on the maps. an earlier crash before you got to san tomas. it caused this backup off mckee and up to the scene. a slower drive out to the area, typical pattern there. the build for 280, some try to get out of that making things slower in downtown. 87 will expect more north. into downtown is where we see the slowing. capital expressway and 85 northbound as well. that slowing heading up to

saratoga. we've seen it start earlier these days. we'll look to the live view of palo alto. smooth flow right here along the peninsula. look at the northbound with the headlights past university avenue into san francisco, 101 not reporting problems or delays. 280 as well moving after early morning fog cleared around 92. watch that around skyline. looking to the east bay, the travel speeds moving smoothly. you look you are mostly in the green, in the bottom of the screen that's southbound 880 over to 92 and 238. slow there. because of the volume out of the tri-valley and castro valley. slow southbound 680 developing early and northbound where there is a crash around 84 so both problems into sunol from both directions. nothing major as far as the impact but we are watching the trend there agency well as the east shore freeway, slow it down through berkeley. typical pattern and slowing as well toward hilltop drive. an earlier stall sounds like it's moving to the shoulder. a look at the north bay,

southbound 101 we have slowing around san pedro road. back to you. >> thank you, mike. >> the winter olympics in sochi, they kick off on thursday. most athletes have arrived there. they have encountered major security procedures. >> also grabbing headlines about the games the massive price tag. peggy bunker is here with all of that and more. >> $50 billion, scott and laura. impressive on these games. never before has so much been spent on the olympics and reports of corruption swirl around the russian president reportedly much of the olympic construction contracts for the games were handed out to president vladamir putin's friends. contracts that offer kickbacks to political figures. then this snow last week in the mountains where the skiing events were scheduled. much like our tahoe. no snow. on friday the russian weather gods did answer an olympic prayer, they have some fresh snowfall now despite rather balmy temperatures. it's typically warm there.

it's not unusual that they wouldn't have a lot of snow. snow has been stored in warehouses in russia just in case. then of course there is all of the talk about security. the u.s. state department issued a travel warning for all americans after this, duel suicide bombings that took place. in response russia has promised that this will be the safest olympics in history. 100,000 members of security including police and army troops are on the ground but athletes remain split on the risk. >> kind of in everyone's minds. we definitely joke about it because that's how we're going to deal with it. >> i'm trying to have a positive attitude and trust that we're all going to be okay. it's going to be a really fun experience. >> you want them to focus on their sport. a live look, sunset there took place in sochi. ap report about local stray dogs there also grabbing headlines after the owner of a company in russia revealed he has been hired to kill as many stray dogs as possible before the games begin. apparently the stray dogs wander

super bowl blow-out. seahawks dominated winning 43-8 at metlife stadium in new jersey. the game marks the first nfl title ever for the seahawks. >> no doubt seahawks fans across the country waking up with big smiles this morning. fireworks erupting from the top of the space needle in seattle moments after the final play of the game. soon after, thousands of people took to the streets, this is video from university of washington. students there, they don't like that couch. they started fires, they set sofas on fire action other pieces ever furniture. firefighters and police able to control the crowds. >> celebrations poured into the streets of downtown seattle. huge crowds blocking traffic, even jumping on cars trying to cut through the road. i'd take another way. as of now seattle police say there were no major problems and no word yet on arrests. >> now, mass transit meet down.
