i'm scott mcgrew. >> it's not so bright. it's early. i'm laura garcia-cannon. lots to get to. let's check in with the forecast, it's a cold start. >> it certainly is. there is a bright spot in the forecast, that is a lot of rain headed our way. i don't like to use a lot of rain loosely so stick around. i'm going to show you but this is our last dry day. i'm going to time out the storm system, the first of three expected to move over the bay area throughout the rest of the week and into the all important weekend. stick around. lots to talk about in your full forecast. let's check your drive. >> take you out to the north bay. looking at southbound 101, a smooth drive, no problems out here. into san francisco, 101 moves smoothly. actually through san francisco approaching 280 reports of a stalled bus. it sounds like they are going to tow it. there will be flashing lights as you approach so a word about that. on the east bay side, no

problems down the east shore freeway, a smooth drive. slowing on our sensors there at 24/13 interchange a. slower commute and probably get off the freeway at the larger streets as well this time of morning. a live look for fremont, and a smooth drive into the south bay. not a lot going on except for road crews. i'll let you know if there are problems. back to you. >> a registered sex offender who was arrested after allegedly walking on a school campus will be back in court. 42-year-old theodore lorigo who likes to dress as a woman registered in 2001 after he kidnapped a child. that child now a grown woman says when she was 9, lorigo asked her to baby-sit her puppies, then lured her into his car. she managed to escape but says he drove around her apartment looking for her. >> to do something to a young

kid even now him trying again, like you know, he didn't learn his lesson. after so many years who knows from then to now that he hasn't tried, attempted to do anything. >> he was eventually arrested, spent several years in prison starting in 2001, now charged with being a sex offender on school grounds and false identification. lorigo is being held in the santa clara county jail charged with two misdemeanors. he pleaded not guilty. >> prosecutors could file charges against the couple accused of killing the woman's daughter. sara krueger and her boyfriend ryan warner are in police custody expected to be arraigned this afternoon on murder charges. police found 3-year-old kayla dead in her bed. they say there was evidence of abuse and sexual assault. the couple arrested the next day at a b.a.r.t. station. napa police say they were called to the home ten times last year

and twice last month for domestic disturbances. during those visits police did not find anything illegal. >> also today, a hearing for a daycare worker in morgan hill charged with sexually abusing five children in his care. nicolas is accused of molesting four girls under 13 and one as young as 3. all of the victims attended day care on paradise elementary school. if convicted he faces life in prison. >> the san jose fire department could find out today if it will lose hundreds of thousands of dollars for failing to fulfill its contract with the county. san jose's acting fire chief will face a grilling by county supervisors about the department's poor response time. the county contract calls for crews to show up within eight minutes of an emergency call. the fire department failed to do that nine times out of ten. the supervisors could penalize the department by taking away

nearly $1 million in incentive pay. fire officials say budget cuts left them with fewer responders taking away more money only make delays worst. >> police are hosting a community meeting to talk about a spike in crime on the peninsula. much of the discussion will focus on an armed home invasion on january 23. three men forced their way into the home and made the elderly homeowners lay on the ground while they ransacked the home. officials in palo alto have also seen a spike in car and home burglaries. the meeting will be tonight at 7:00 in the city council chambers on hamilton avenue. free parking is available under city hall. >> the cost to park at meters in downtown san jose could double. the city council set to order new smart meters, those will let drivers pay through smart phones, the problem is the meters are expensive, nearly $1.5 million. to cover the cost rates will double from 1 dudes $2.

the meters could be installed by the end of next month. >> snow coming down in several states. meteorologists say more is on the way. the storm will cover parts of illinois, indiana, ohio, kansas and missouri by this afternoon. then the northeast is supposed to get more snow this afternoon and tomorrow morning with up to seven inches in the new york area on top of the eight inches new york has gotten in the past couple of days. that's a lot of snow. >> speaking of snow, we are now two days away from the start of the competition at sochi. this is a live look at the olympic park, looking out in the black sea there. about 4:30 in the afternoon. members of the u.s. men's mogul team hit the slopes to fine-tune their skills. the women's competition kicks off with qualifying runs thursday and the u.s. women's hockey team had their first practice on olympic ice yesterday, two hours after landing in russia. the teams square off against

finland in its preliminary round saturday. also getting a feel for the ice the u.s. men and women's speed skating teams. >> this morning polina edmunds on the way to sochi. the 15-year-old tweeted throughout photo on her plane last night. of course she is flying first class. not only her skates but her homework as well. got to take it all. and these are what edmunds and all are striving for the olympic medals, designed to highlight sights around sochi, each weighs between 16 and 19 ounces. remember this, it's been almost a year since the massive meteorite streaked across the sky in russia. part was recovered from the bottom of a lake. on february 15, ten commemorative medals with tiny pieces of that will be given

it's chilly out there, grab your coat, bundle up the little ones. 37 degrees in san jose. later on today only reaching the 50s so about as warm as yesterday but clouds increasing as we head throughout this afternoon. our next weathermaker is on the move. it's coming in quickly. here's what we expect. showers will return by wednesday, we stop the clock, getting into wednesday afternoon. 8:30 p.m. you can see here between 3 and 8, showers start. that will continue overnight, getting a good amount of snow out of this first system, the first of three on the way to the area potentially producing a foot of powder. then we have more rain on the heels of this system, i'm talking about one of the biggest areas of low pressure that has been on the move toward the bay area all year long so far so i want to talk about that, what that means where we could see flooding and who is going to pick up an inch-plus of rain. first, let's get to our favorite broadcaster of traffic, mike

inouye, ladies and gentlemen. >> thank you for qualifying that. looking here to 580, we're looking toward 580 in dublin. the traffic flow light now. this is dublin and we do typically have a good flow of traffic on 580 westbound but right now it's light there. 4:40 in the morning. the maps will show you the area. the camera located where the arrow is and we do look farther back, that's where we have reports of a car driving around and something was sparking behind it. like there was metal hanging there. chp didn't see anything. sounds like they are going to finish up. there may be something going on out of the altamont with sparks, if you see something call chp. looking toward the south bay, road crews, that's pretty much all that's going on. no major issues. we'll show you the live shot, 101 at 680, a light volume of traffic all the way into the

a very good tuesday morning to you. taking a live look outside, beautiful bay bridge right now. very clear, clear look at it, clear skies as well. that means a cold start. bundle up if you're headed out early and the kids as well. after a year of being stuck in political limbo a massive farm bill is close to becoming law. it passed the house, now headed for final vote in the senate today. the trillion dollar bill would expand crop insurance and end direct subsidies to farmers and add new label restrictions to beef.

it also closes a loophole allowing some people to falsely qualify for food assistance but protects millions more from losing their food stamps. >> certainly a sign of the times, federal government may soon require your car to talk to other cars. the department of transportation introduced vehicle-to-vehicle communication technology. in a study in michigan 3,000 cars were outfitted with the technology, flashing yellow lights in the cars and vibrating seats alerted drivers to an impending crash. collisions were reduced. >> we're talking about technology that really allow cars to talk to each other, essentially the internet of cars, that's what the federal government is moving toward. >> officials say the v to v technology could cut the number of unimpaired crashes by 80%. >> happy tenth anniversary for facebook. goes from a dorm room to a global giant. mark zuckerberg scheduled to

technically in a correction. that occurs when an index drops 10% from recent highs. the dow dropping monday to 15,373, the nasdaq losing 107 to 3997. the senate is holding a hearing on the massive data breach at target. the retailer says hackers stole credit and debit information from up to 110 million customers. target's chief financial officer says the company is speeding up plans to implement the use of chip enabled smart cards and hopes to have that technology in place by early next year. and apple's long-awaited tv device may be closer to reality. the company has been buying a lot of band width, fueling speculation it's got an upvideo streaming service. steve jobs said he cracked the code on tv technology that works with other apple devices. last week ceo tim cook says apple is on track to break into

new products leaving us hanging what those new products are. back to you. >> as they often do. thank you much. >> never leaving us hanging when it comes to the forecast is meteorologist christina loren. what's it look like today? >> pretty good. good morning to you. temperatures are chilly but what a rebound we have in store, hitting the upper 50s. this is your last dry day. if you have outdoor activities take care of those before the rain comes in. we're talking four to five consecutive days of much needed rainfall. temperatures are chilly this morning. we're in the 30s and 40s, make sure you bundle yourself up and the little ones. as you make your way out the front door temperatures on the cool side today. and throughout the day today you're going to notice the clouds increasing all day long. so the most sunshine will be found for the first part of the day. by this afternoon mostly cloudy sky. we'll hold off on showers until late wednesday into early thursday when the first round arrives. we get another round through saturday into early sunday, then

the main event, the big weathermaker, comes in, this could produce flooding through sunday andmonday. let me show you why we're expecting that flooding potential. these are no light weight totals. in fact, they are going to be substantial. from the first system that comes through i expect most of the rainfall in the south bay where we could accumulate up to about a three quarter tally. then on thursday night into friday, saturday and sunday, as those systems keep on coming, take a look at these major totals especially in the north bay. over an inch and a quarter of rain on the way to santa rosa. and we're just getting started. we've got another system on the way for tuesday into wednesday, so all of this rain coming in so quickly will likely produce flooding. we're going to talk more about that throughout the morning, i've got plenty of other gadgets to show you describing this incoming rainfall. i'll get to use them finally. back to you, scott and laura. >> you use them well.

thanks so much. this morning we're learning more about a huge drug stash found at actor philip seymour hoffman's apartment. police say they found more than 70 bags of heroin, nearly a third of them empty and what appears to be cocaine in the actor's apartment. hoffman was found dead with a needle in his arm. investigators are trying to figure out if the heroin found at his apartment is related to a bad batch of the drug that caused dozens of overdoses across the mid-atlantic. >> three oklahoma teens accused of killing an australian baseball player because they were bored. christopher lane was visiting his girlfriend's family in the town of duncan, oklahoma, he decided to go for a jog. the teens apparently saw him, followed him in a car and shot him in the back before driving off. one of the teens apparently told police the group didn't have anything to do, so they decided

to kill somebody. >> the state has fined two subcontractors in charge of the implosion in the central valley that went wrong. back in august, wyoming-based dem tech organized the implosion of a pg&e plant but the building did not implode, it exploded, sending shrapnel into a crowd injuring five people even severing a man's leg. the subcontractors were fined $14,400. >> richard sherman speaking out again after the team's super bowl victory. his comments may surprise you. what he says he could learn from future hall of famer peyton manning. >> here the san mateo bridge we could use this, a lighter flow of traffic. we won't see this all day. we have something on the peninsula side. i'll let you know what's going on.

absolutely demolished the broncos sherman says peyton manning reached out to him after the game to ask about his ankle. sherman took to twitter calling manning the classiest person and player he met adding he himself could learn a lot from him. >> sherman also had nice words for the 49ers. in an interview sherman said the nfc championship was the super bowl. the 49ers were the second best team in the nfl. and about that attempted hand shake with michael crabtree he said quote i know if i went up to larry fitzgerald in that situation he would have shaken my hand. it's all about respect. >> vegas not wasting time for next year. >> the seahawks have the best odds to win the super bowl xlix. 49ers and the broncos, at 8-1. the raiders, a little bit of a long shot at 200 to 1. >> they did make it to the super
