forecast. >> and the cars are moving pretty smoothly. there is a bus that's not in san francisco. the latest for highway 101. >> we have a live look outside, today is tuesday, february 4th, this is "today in the bay." >> good morning to you. thanks for joining us. i'm scott mcgrew. >> i'm laura garcia-cannon. today a registered sex offender will be in court after being arrested for allegedly entering a sunnyvale school campus. peggy joins us with reaction from one of his victims who is hoping her story will make a difference. >> good morning. she was pretty terrified to hear this. imagine even as an adult to learn your childhood abductor was strolling around a school in sunnyvale. the victim now in her 20s tells us that she's terrified he'll try to abduct another little

girl. >> to see him again, after so long, to see that face but you never forget it. >> the face she's talking about is this man, theo dor lorigo a cross dresser who abducted her when she was 9. we're calling this woman soos tune protect her identity now. she was a fourth-grader when lorigo kidnapped her in front of her apartment complex asking if she could watch his puppies in the back of his car. >> i was scared to run away. i thought maybe he would chase me or something so i kind of went along with it. and got in the car. >> lorigo started driving the car away, then stop add few blocks away and got out, she saw her chance to run. >> very scary. i got back in the car and locked the door. i locked it and i was like no. so i unlocked the door and i got back out again. >> susan hid in the bushes, she watched lorigo drive around looking for her.

she would spot him parked in front of her apartment building looking up at her through the window. >> i would play with my dolls, in the window, and he would pass by and he would look up and would smile but like a creepy like -- it scared me really bad. i would have nightmares that there would be a way for him to come up. >> lorigo was arrested and put in jail in 2001 he registered as a sex owe fender. he was arrested again in december for walking on a campus with a fake i.d. posing as a parent. in that december incident the head master felt like something wasn't right. his quick thinking prevented lorigo from getting near any student. he faces chargesch false i.d. and being a sex offender on school grounds. >> must be hard to bring up again. >> prosecutors could file charges today against a napa couple accused of killing a 3-year-old daughter sara krueger and her live-in boyfriend ryan warner are currently in police

custody. they are expected to be arraigned this afternoon on murder charges. police found 3-year-old caylee dead in her bed on saturday. there was evidence of sexual abuse and assault. the couple was arrested the next day about 30 miles awaxt napa police say they had been called to the home ten times last year, twice in the last month for domestic disturbances. during the visits, though, police didn't find anything illegal. >> 5:03, happening today efforts to build a massive asian themed shopping center could get final approval today. there will be a public hearing during tonight's milpitas meeting to talk about the pacific mall and hotel project. the $100 million undertaking would be located part of the current mccarthy ranch market place near the intersection of 237 and 880. the council could approve the final environmental impact report and amend the general plan to make room for 260,000 square foot mall and 240-room

hotel. it would also be an underground parking garage. planners say never before in the u.s. has there been an asian themed project of this size. if approved it would open in 201 even. >> the council set to order new smart meters. christie smith live in san jose with details on the plan. good morning. >> reporter: good morning to you, scott. right now this is one of the best deals on downtown parking in the entire country. a dollar an hour to park at one of the downtown meters. that has not changed here in san jose in over a decade. but the city council as you said, set to double it. all of this is to pay for smart meter stos a dollar would jump to two to help pay for meters that accept credit cards, debit cards, loose change and eventually your cell phone. 1200 of these would cost the city about $1.3 million, and right now in comparison, oakland

is two bucks an hour, san francisco up to 3.50 an hour at a meter. you can imagine, asking people to dig deeper you get push back even if it might be more convenient in the long run. >> i think that's cool but at the same time i don't agree with it going up. the prices. maybe people might not park at the meters as much. >> of course there are business owners who worry it might push a little of their business away where parking is cheaper or free. instead of taking a risk of getting a ticket. which is running about 40 bucks. transportation leaders say the cost at garages is already about $3 an hour so this puts this in line and makes it much easier eventually to just swipe and go. reporting live in san jose. christie smith, "today in the bay." >> thank you. also at today's meeting the council will reconsider the approval of a new softball complex. city park officials have chose

notice the clearest sky right off the bat. clouds increasing all afternoon long. 57 in the north bay, 55 today in san francisco, and 57 degrees in the south bay. you want to know more about that rain and who doesn't, i'll have that forecast coming up for you in a moment. but mike, looking really good as you know it's been so dry. >> we need that rain for the water reserves as far as the drive. we take what we can. looking here this is the bay bridge, it's a smooth drive westbound in toward san francisco. taillights away from us left to right in the foreground here. out of san francisco, we have a smooth drive but look at this. the arrow i marked pointing the wrong direction, i got an update it's northbound 101, not southbound that's marked by the arrow at the off ramp there is a bus stuck at the off ramp. and they are going to have to get a traffic break northbound 101 from 280, watch for the flashing lights for the next few minutes. they have to get crews and move

company headquarters with more. good morning, chase. >> reporter: good morning, scott. it's hard to believe it has been a decade but my, how this company has grown. there were once just a few college kid who is started this in their dorm room. we're standing outside of facebook's corporate headquarters, pretty substantial building here in menlo park. let's look back at the original site. it was called the facebook then. with that face that was also at the top of the bar. it was the facebook in 2004, a year later before facebook started making changes and 2005 added photo albums and 2006 a mobile app and a news feed. can't believe we have a news feed now. in 2007 video, 2008, chat, face back has changed but so has the company. they moved from palo alto to this headquarters two years ago. this was the old sun micro

systems. they are paying the city of menlo park nearly a million dollar as year to be here and facebook has grown to have more than 6300 employees and they have offices on five different continents. as you mentioned, mark zuckerberg sat down to look back on it all with nbc. >> i was really excited we were doing it at one school. and at the time i thought someone needs to bailed service like this for the world. i always thought was an important thing to have happen. but i just never thought we'd be the ones to help do it. >> reporter: as we all probably know facebook is now pretty ubik whichties, more than 1 billion people around the planet use facebook, about one in six humans on the planet have a facebook account. and i was thinking about this as i was driving here to facebook headquarters. 10 years ago, full disclosure i was a junior at the university of georgia, one of the first

experts and even consumer advocates will all testify in front of the senate judiciary committee talking about cyber crime. the hearing will focus on policies and procedures that could be put into place to strengthen credit card security for retailers. it's scheduled to start just after 7:00 a.m. >> most major tech firms based in the bay area are releasing new information about that government spying program. google microsoft yahoo! facebook and linkedin posted details about user information they provided the u.s. government in the name of national security. these releases include secret court orders demanding e-mail and activity of people. the u.s. government says the orders were aimed at sniffing out potential terrorists. >> we're hoping for a better day on the markets, monday was the worst start to a february since 1982 when e.t. topped the movie box office. the dow plunged more than 300

points, the biggest one-day decline in seven months. kayla tausche is live at cnbc headquarters. how are we on the futures? >> scott, futures are slightly higher after monday's sell-off sparked by weak reports on u.s. manufacturing and auto sales worries about a slowdown in china and emerging markets and the impact that could have on company earnings. the dow, nasdaq and s&p 500 slipping more than 2%, the worst february you said for the dow since 82. the s&p was the worst start to february since 1933. the dow is down 7% for the year so far but the market is not technically in a correction yet. that occurs when an index drops 10% from recent highs. the dow did drop 326 points to 15,373, the nasdaq losing 107, to 3997. back to you.

>> thank you much. >> a new report finds temperatures killed a quarter of california's citrus crop costing $441 million in lost crops. that will likely mean an increase in the price of oranges at the store. juice prices shouldn't be affected, the majority of crop is eaten as fruit and not juice. that's tough on farmers. >> it is. the weather is better these days, and more rain in the forecast. >> yes. quite a bit of it. you know that's what everybody's been talking about. the drought for california because it's really been rough. especially in the central valley. they need that rain and we've got a lot on the way. temperatures this morning are chilly. good morning to you in livermore. 35 degrees. 37 in san jose and 40 degrees in mountain view. we're headed toward a good looking day. your hour by hour changes, san jose at lunch time at 50 degrees.

4:00 mostly cloudy conditions, and 57 degrees. so a cool day headed our way. really want to make sure you're prepared. it's going to be cold all the way through the period. temperatures work out like this. the peninsula about to hit 57 degrees, that's it today. 58 along the east bay and san francisco 55 degrees so let's get to your changes. this is what everybody is talking about. light rainfall on the way. as we head through wednesday into thursday so. this is your last day to get outdoors. remember, you want to check ahead find out about your forecast, scrolling for you throughout all of my broadcasts, right at the bottom of your screen. we get another round of rain late saturday into early sunday. and then the big one comes in sunday into monday. this one could produce up to an inch of rain. so we're expecting pretty decent totals out of the three systems. let's talk a little about that. so the first two systems come through and we're going to measure maybe a quarter inch of rain here in the south bay. otherwise as we head throughout sunday into monday, take a look at what happens.

we are talking about potential for over an inch of rain in napa, santa rosa an inch and a quarter. this is computer generated. the hills are going to get a lot more rain. this is really good news as you know our hills have been parched. i'm going to time these out for you coming up. first, though, if you got to get out the front door here is mike inouye. >> we're looking all over and see mostly green, as you would expect right now. it's 5:18 and a smooth flow of traffic. we'll zoom in toward san francisco. i'm following this a northbound 101. at the alameda boulevard off ramp there is a bus that's stuck there. i saw this flowing happen. starting to creep forward so looks like that break might be clear as they had to clear the bus by brute force. so i was waiting for the update but looks like that's clearing. the north bay moves smoothly. nothing of note as far as slowdowns.

speeds for the area, smooth for 101, and highway 37 coming over from the vallejo area also at speed. a live look, show you the conditions. an easy drive and clear view. picking up the company around the curve at terra linda. you see a little bit of a build part of the traffic but a pause to pay for the cash. the east shore moves as well. at the limit for the east shore freeway, 24 as well. smooth drive to the tri-valley. a build out of the altamont. and the south bay. back to you. >> thanks so much, mike. 5:19. children as young as 1 year old receiving a marijuana-based drug part of a study out of uc san francisco. over next year university researchers will conduct the first study of the plant's ability to treat severe forms of epilepsy. the children in the study all suffer from seizures so severe traditional drugs have little or no effect.

>> police in san francisco warning of a telephone scam in which someone calls claiming to be holding your family member for ransom. it happened to a woman last week. someone called and told her to accepted $5,000 through western union to mexico or they would harm her family member. the caller knew the family member by name and the person's relation to the woman. the woman did not send money. instead contacted police. >> tonight the richmond council will consider safety improvements since the chevron fire. you remember last month federal regulators put off taking action again the refinery because they were split over how strict the new regulations should be. the 2012 fire sent thousands of people to the hospital with breathing problems. tonight's meeting is 6:30 at city hall chambers. >> san francisco supervisors reveal a plan to tax sugary

drinks. it combines two ideas from last year. it would add 2 cents per ounce on soda and energy drinks. they hope the tax will generate $31 million a year and reduce obesi obesity. they will use the money to improve parks and nutrition programs in schools. >> 5:21. counting down to sochi two days away and we're there with an inside look how all of the athletes are preparing.

they were on the slope this is morning getting a feel for the mogul. it will be the women starting out on the course qualifications are on thursday. the men start competing on monday. >> so impressive. u.s. men and women speedskaters getting a feel for the ice. team usa athletes say it helps to get out and feel things out. so they can focus on the technical things the rest of the way. >> makes sense. the u.s. women's ice hockey team is already in game mode. they had their first practice yesterday just two hours after landing in russia. julie chew says despite this being her fourth olympic games it feels like the first time. >> so exciting it it never gets old. this might be my fourth olympic games but as i was skating around shooting pucks i was next to the first timer and like i think this is the moment it sinks in.

last dry day, temperatures are going to climb into the 50s. 57 along the peninsula. 58 later on today. and 55 in san francisco. you know what, it's a traffic tuesday. mike warned us about this yesterday. let's see how we're shaping up. >> we are shaping up. this is 101 northbound, right through the middle of the screen with all of these headlights. look at the bottom above that forecast there. we do see flashing lights. reports of back of a chair thatful off of a car. i don't see that but i see a car on the shoulder. hopefully it's an issue they can take care of. that is the interchange 101 north of 280 and 680. it's out of lanes but flashing lights and a crew might be a distraction. 87 shows slowing just below 60. 59 for the yellow stretch. we don't want additional delays into downtown. palo alto as well, 101 picking up a few cars, not a big deal.

full forecast. >> as your speeds start to dip for 580, a stall on the bay bridge. we'll bring you the update. >> let's take a live look outside this morning. from the south bay it's tuesday, february 4, this is "today in the bay." very good morning to you. thanks for joining us. i'm laura garcia-cannon. >> and i'm scott mcgrew. a registered sex offender who was arrested after allegedly walking onto a school campus in sunnyvale is going to be back in court today. 42-year-old theodore lorigo who likes to dress as a woman had to register as a sex offender in 2001 after he kidnapped a child. that child is a grown woman now, she says when she was 9, lorigo asked her to baby-sit puppy, then lured her into his car. she managed to escape of course but says lorigo drove around her

apartment complex for days, looking for her. >> he's a sick man. i can't believe he would want to do something to a young kid. even now him trying again, like you know, he didn't learn his lesson. to think after so many years who knows from then till now that he hasn't tried you know, attempted to do anything. >> lorigo was eventually arrested, spent several years in prison in 2001, now modern day, he's being charged as being a sex offender on school grounds and false identification. he is held in the santa clara county jail charged with two misdemeanors and has pleaded not guilty. >> charges could be filed today against a bay area couple accused of killing the woman's 3-year-old daughter. peggy bunker is in studio with an update on this investigation. it's heart breaking. >> completely. there really are no words especially when you see the picture of the 3-year-old. you ask who could do this.

her mother and mother's boyfriend are accused of the murder and that has neighbors asking why. >> why, why did this happen? why couldn't you have called one of us to let us know what was going on. >> sara and her live-in boyfriend ryan warner were arrested yesterday. there was an intense search across the bay area after caylee was found dead on saturday with signs of sexual abuse and also blunt force trauma. an autopsy on the 3-year-old was released yesterday. friends and family say they can't believe it and that krueger was a doting mother, that is until she started dating warner. >> used to be a bubbly person and happy and she loved being a mom. out of nowhere she changed. she totally changed. >> the boyfriend is known for drugs. >> we're learning that napa police have been called to the home many times.

they came by ten times last year and two times last month for all kinds of domestic disturbances. however, officers say that during those visits they didn't find anything illegal. friends and neighbors say when they think of the little girl they are heart broken. >> we loved her and we miss her and may god be with her. >> you see how many people stopped off to drop off balloons or flowers. her distraught grand father is struggling with her death and the fact that his daughter is the accused murderer. also police said they know that the couple has been involved in drugs, they are known meth users so that possibly plays a factor. very sad story. >> it's tragic. sweet little thing. >> in a better place no doubt. thank you, peggy. >> police in palo alto hosting a community meeting to talk about the recent spike in the peninsula. much of the discussion is going to focus on an armed home invasion that happened january 23. investigators say three men forced their way into the home,

made the homeowners lay on the ground while they ransacked the house. officials have also seen a spike in car and home burglaries. the meeting will be 7:00 tonight, city council chambers, there is free parking. >> the san jose fire department could found out if it will lose hundreds of thousands for failing to fulfill its contract with the county. the acting fire chief will face a grilling by santa clara county supervisors about the department's poor response times. the contract calls for fire crews to show up within eight minutes of an emergency call. the department failed to meet that nine times out of ten. the supervisors could penalize the department by taking away nearly $1 million in incentive pay. budget cuts have left them with fewer responders and it will only make delays worse. >> at least we're getting some rain, five days of rain ahead i heard. >> five days of rain ahead. and hey, you don't have to take

scott mcgrew's word for it. i would. your seven-day forecast here at the bottom of your screen. though it takes you into the next seven days, four have showers on the way. so basically we're going to get rain every day saturdaying tomorrow, but we're going to have breaks of dry weather. i'll get into the timing coming up. right now i want to talk about your current temperatures and where we're headed. it's cold right now in the 30s and 40s, headed to the 50s so you need your jacket all day long. but you can keep your umbrella at home. at least for now. we've got major changes coming. jacket weather continues. first round of rain expected as we head through the second half of tomorrow. so you'll see here wednesday is looking nice and dry for the most part. a lot of sunshine. through thursday and friday, we get some really significant rainfall. so wednesday night into early thursday our first round moves in. friday mostly dry. friday night into saturday we get another round. and then the big one comes in as we head through sunday into monday. i'm going to talk about how much snow this could produce in tahoe

and we're talking feet so stick around for that. first let's check your drive. it's traffic tuesday. could be rough. mike inouye eases that tension for us. >> yeah, i'll tell you about the traffic because i'm happy at work already. we're looking toward the bay bridge, westbound with the taillights around the bend heading into the treasure island tunnel. there are reports of a stalled vehicle. still reportedly blocking one of the lanes but i don't see a lot of brake lights. we see the taillights as folks travel in through the tunnel. i'll track that. chp should give us an update or the bridge crew. i'm following that closely. the earlier disabled bus that was northbound 101, the slowing cleared but the incident still reported. the slowing we see there the orange and the yellow off of the skyway. so that's an area we're seeing a build to the traffic. the peninsula, 101 there and 280 at the limit.

28 a little slowing, we see this crop up, right now and it will clear and kick in again. and the south bay northbound. watch the speeds, 70 afternoon on 280, remember, chp is out there. we'll show the tri-valley. no major surprises. 580, there is the volume of traffic. >> the cost to park at meters in downtown san jose could double. the council set to order new smart meters today. christie smith is live in san jose. business owners worrying this could hurt their bottom line. >> reporter: that's what they are wondering but really, if this goes through it would put san jose in line with other cities. you take san francisco and oakland you can use a credit card to pay for your parking downtown. and those cities also have apps on your smart phone where you can find open parking spaces and also use it to pay for your

parking. and that's what san jose is looking at, what the council is going to talk about today, ready to order smart meters for the downtown area that would bring san jose in line with other big cities cost wise as well. right now it's $1 an hour here in san jose. it has been stuck at that price for about 11 years. you can barely get a candy bar for a dollar now but it would jump from $1 to $2. oakland is at $2 an hour. san francisco can go up to $3.50 an hour for downtown. transportation leaders in san jose say the most convenient spaces in front of businesses shouldn't be the cheapest by far. some spots end up being taken about 90% of the day and that we need to make space so everyone can find a spot when they need it but one bike shop owner he sees the down side. >> go to santana row and park for free, mountain view. why they want to come to downtown san jose and risk a

ticket. now that they add more money to it charging double to park here, i think that's adding more fuel to the fire. >> reporter: overall san jose has about 2500 metered spaces downtown. this would apply to 1200 at a price of $1.3 million. the meters are between highway 87 and fourth street, st. james and san salvador street, this all goes as planned these new meters would be in place ready to operate by the end of march. christie smith, "today in the bay." >> don't forget to feed the meter. >> right now 5:39. in less than two hours lawmakers will grill target. we'll take you live to capitol hill. >> facebook turns 10. why mark zuckerberg says the company was able to beat out the competition.

washington lawmakers getting ready to grill the heads of target this morning after that massive security breach that compromised the personal information of 70 million americans. target cfo and others will testify before a senate panel in about 90 minutes about the data breaches. tracie potts is live on capitol hill with what target is saying before the testimony and details on a new theft announced this week. >> reporter: scott, good morning. john mulligan, the cfo of target said they had already planned to put smart chips in their own credit cards and now they are going to try to do that even sooner, backing up the plan by six months to have it done about this time next year. visa and mastercard are working on that but their target date the end of next year. that's part what if he wants to talk about. he is going to get questions how 40 million people lost their credit card numbers, 70 million as many as, lost their personal information from target over the

holidays. what is the security, how long does it take to notify people, that's an area where lawmakers here say the federal government can get involved with a federal law on how and when people are notified in breaches like this. it's not just target, neiman-marcus is going to have their top tech officer here as well. and you're right, there was another breach, this at 14 hotel chains across the country. >> tell us more about that. we heard about that, these hotel attacks. >> reporter: these are major hotels that you know and heard of. holiday inn, marriott, some of their brands, renaissance, wesin, sheraton, a number of them. people who purchased food in those hotels, stay there had overnight no problem but if you were in the restaurant or ordered food from the hotels, those systems apparently were targeted. no word on how many people but it happened between march and december, and it was reported by the hotel management firm that

what are my top eight friends and my, how things have changed in those past 10 years. look back at the original the facebook, it was different than the one we know now. there was no news feed, there weren't even photo albums until 2005. 2006 the first facebook mobile app, by 2007 and 8, facebook video, chat, more of the website we know today that has groan so much as has the company that runs it. it moved from palo alto to here in menlo park in the old sun micro systems building. facebook is paying nearly a million dollars a year to menlo park because of the company's success. they have more than 6300 employees on five different continents and with that and with all of the money that's come along it has also meant good news for charities and nonprofits here in the bay area.

states and meteorologists say more is on the way. the storm will sock in the midwest over illinois, indiana, ohio, kansas and missouri by this afternoon. then the northeast is supposed to get more snow this afternoon and tomorrow morning with up to seven inches in the new york area. on top of the eight inches new york city has gotten in the past couple of days. >> christina joins wisconsin a long-range forecast. no snow but precipitation. >> oh, yeah. and tahoe is going to get really great snow totals. a lot of people are excited and ski week kicks off february 16. we want the snow. this morning temperatures are cold out there. you're at 34 degrees, you want to warm up the vehicle and bundle yourself and the little ones up this morning. they can be extra sensitive to the cold. temperatures cool all day long with winds picking up throughout the second half of the day as the storm system starts to approach. 58 in the east bay.

you're going to find some of the warmest readings in the south bay where we expect the clouds to kind of slowly make their way in. as you head throughout the afternoon. more sunshine in the south bay, warmer, plenty of clouds throughout the day. along the peninsula and right by the water in san francisco. your highs as a result are only going to end up in the 50s when it comes to the north bay. you'll see the upper 50s in santa rosa and napa, by the water in sausalito, mid-50s. east bay tri-valley same deal. mid to upper 50s, make sure you have the jacket ready to go. like i said you can hold off on the umbrella at least for now. your seven-day forecast showed you how many days we have rain in the forecast. this is what we expect. we stop the clock on futurecast at 5:30, throughout tomorrow night into thursday morning. we're going to pick up pretty decent rainfall totals in the bay area. look what they expect out of this first system in tahoe. two more systems on the way. we're talking about 15 inches above 7,000 feet. and this is just from the first

system. the next two could force road closures in the tahoe area and we could get dumped on. we're watching for that. i'm going to show you how much rain we expect and who could be looking at flooding potential as we get into this weekend. we've got so much to go over. first it's a traffic tuesday. let's see how the drive is moving along. >> it's moving along pretty well. westbound up the incline a very slow moving vehicle. it was a van with the sign saying road crews ahead. traffic is moving now once again. in the tunnel reports of a stalled vehicle. the bridge crew now reports they were on scene and they should have cleared that pretty quickly. the backup at the toll plaza just in the cash lane. the fast track not yet. we'll look at the maps and show you the effect. not a big sizable one. slowing up the incline typical, highway 24 your maze, 580, all moving smoothly close to the
