this is traffic tuesday. we've got your report. >> it's hard to believe the olympics almost upon us, a couple of days away. a live look at sochi. the site of the winter olympics. this is "today in the bay." >> good morning to you. 6:00 straight up. i'm scott mcgrew. >> i'm laura garcia-cannon. this morning a cross dressing sex offender will be in court accused of walking into a south bay school campus. we're learning this is the same person who kidnapped a 9-year-old south bay girl 20 years ago. this morning that victim is speaking out. only on nbc bay area. peggy bunker is here with why the victim is coming forward now. good morning. >> good morning. she is concerned about what happened to her happening to another child, and after hearing that her childhood abductor was hanging around a school campus she is speaking out.

we're protecting her identity so she can talk about what happened to her. >> to see him after so long to see that face, but you never forget it. >> that face that she is talking about is this man, theodore lorigo a cross dresser who abducted her when she was 9. we're calling her susan. she was a fourth-grader when lorigo kidnapped her in front of her apartment complex asking if she could watch his puppies in the back seat of his car. >> i was scared to run away. i thought maybe he would chase me or something so i kind of went along with it. and got in the car. >> lorigo started driving away but then stop add few blocks away and got out. susan saw her chance to run and did. >> very scary. i was 9 years old. i got back in the car and locked the door. i locked it and -- so i unlocked the door and got back out again. >> susan hid in the bushes and watches as lorigo drove around looking for her. she did make it home but in the days that followed she would

spot lorigo looking up at her in her apartment. >> i would play with my dolls in the window and he would pass by and he would look up and he would smile, like a creepy like -- it scared me really bad. i would have nightmares that there would be a way for him to come up. >> lorigo was arrested and put in jail for kidnapping. in 201 he registered as a sex offender. he was arrested in december for walking into the south peninsula hebrew school posing as a parent. in that incident the head master felt like something wasn't right. his perception prevented lorigo getting near the students. he will be in court in palo alto facing charges of falt i.d. and being a registered sex offender on school grounds. very scary. brave of her to come forward and talk about it. >> very much so. interesting story to hear. >> prosecutors could file charges today against a napa couple accused of killing the woman's 3-year-old daughter.

sarah kruger and her live-in boyfriend are expected to be arraigned on murder charges. police found 3-year-old kaly dead in her bed. they say there was evidence of abuse and sexual assault. the couple was arrested the next day at the b.a.r.t. station. napa police say they were called to the home ten times last year, twice last month for domestic disturbances. during those visits, though, police didn't find anything illegal. >> police in south san francisco warning of a telephone scam in which someone calls claiming to be holding a member of your family for ransom. it happened to a woman last week. she told police someone called and told her to send $5,000 to mexico or they would harm her family member. the caller knew the family member by name and the person's relation to the woman. the woman did not send the money and instead contacted police. >> well t so called hot lanes in the south bay are so popular officials are changing up the

rules. solo commuters can use the express lanes like the ones on interstate 880 and highway 237, during rush hour if they are willing to pay. but those lanes themselves are becoming so backed up people driving alone will not be able to use those lanes if traffic moves under 45 miles an hour. a flashing sign will let drivers know if that's going to happen. transportation officials also say about 300 more miles of express lane will be coming to the bay area by 2020. >> let's take a look it the -- no, we're going to talk about the parking and meters in downtown san jose. could soon double. city council set to order new smart meters today. christie smith is live in san jose. business owners i would imagine don't like this. >> reporter: good morning to you, scott. some business owners downtown are wondering out loud why would you want to pay more to park at a meter here when you could just

go somewhere else and park for free. it's true that metered parking would jump from $1 to $2 under this plan. but that would put san jose in line with other cities like oakland which is already $2. san francisco is even more. the plan is to change out about 1200 downtown meters for smart meters that can take credit cards, debit cards, coins and eventually an app that would let you know where parking is available. the cost for this, $1.3 million. that's why the price is going up. san jose has been at about a dollar an hour for 11 years making one of the best deals for downtown parking in the country. that has some faces full all day. the city is making sure that everyone can find a place to park. digging deeper not always popular but some think it's worth it. >> two bucks.

if i'm not getting paid more and i'm taking a hit, like wow. >> in an afternoon it might affect the business a little bit. slow it down a tiny bit. but i wouldn't expect to the top us. >> reporter: downtown has about 2500 metered spaces. this would only apply to about 1200, but if you consider garages are running about $3 an hour so it might still be a deal considering how you look at it. city counsels sl going to talk about this today if you want to weigh in. live in san jose, christie sm h smith, "today in the bay." >> thank you much. i do like the cell phone in san francisco where you can punch in the number. >> 6:06. you need to be close to your parked car i imagine in the coming days as the rain is on the way. it's a cold start. >> it is. that's a $75 ticket if you don't punch it into the meter. i know based on experience. 46 in san francisco, 34 degrees right now in the north bay. microclimates making a big

appearance. i can tell you it's cold but if you encounter black ice likely in the north bay. as you know we accumulated some pretty significant rainfall totals on sunday. so the chance for black ice is more probable this morning. your seven-day forecast right there at the bottom of your screen. it tells you we have a major pattern change ahead. looking at more days with rain in the forecast. we head throughout the next seven days. i want to talk about your microclimates for tuesday. it's our last dry day. the weather maker arrives throughout late tomorrow afternoon. today's highs end up in the upper 50s in the south bay, especially down in gilroy you get the most sunshine, 58 degrees down there. palo alto today at 57, the peninsula will see clouds increasing by about lunch time. san francisco, you need your jacket all day long. the north bay looks pretty good. temperatures at 59 degrees in santa rosa. it's the north bay we're watching for flood potential the next few days.

east bay, tri-valley looking good. mid-50s in places like oakland and fremont. pleasanton in the upper 50s, let's dive into the changing forecast. this computer model tells the story. you can see most of the rainfall as we head throughout tomorrow and thursday confined to the south bay. as a result this is where we're expecting the heaviest totals. let's get to the numbers. they tell the story. look at this. we stop the clock for you. thursday at 9:00 p.m. potentially accumulating up to 3/4 inch of rainfall in places like san jose. we're going to get decent totals from the first system. half inch 0 the way to napa. about a half inch to santa rosa and then our next weathermaker dives to the south. look at this, keep the rainfall totals running, take you into sunday and monday, and yeah, the purple is starting to get closer to the bay area. talking about the potential for an inch and a quarter of rainfall in santa rosa on monday at 1:00 p.m. with more rain in the forecast. yeah, you want to make sure you're ready for the changing

conditions. get the umbrella ready to go. the winter gear and of course you head to tahoe, chains, you need the chains. we'll talk about how much snowfall we expect. first let's talk about the drive. here is mike inouye. >> i thought we were accident free but i got a report of a crash north 880 at the broadway off ramp. this is downtown oakland in the commute direction involving what sounds like a dump truck and a car. so the injuries no details but this will be in your middle lanes until they can move out. we're tracking that. here at the bay bridge we're looking at the backup because of the metering lights, the heaviest volume of the week on this day. we see that today as well. the metering lights turn on before 6:00. we'll look at the maps, the approach. we did talk about the crash 880. over to the maze and the berkeley curve, slow because of the volume. the earlier disabled vehicle

cleared. that's a smoother drive in toward san francisco where there was a second disabled vehicle. around van ness that approaches southbound 101, that cleared from the report as well. any flashing lights as we had two incidents will cause additional flowing as it builds. look at these speeds on the peninsula. smooth, 101 and 280 close to the limit. 280 slows around the bend past 19th or highway 1. no big surprises. on the east bay we have our tri-valley times, slowing out of the altamont pass toward livermore traditional pattern. live look for the san mateo bridge, a smooth drive across the bay on 92 and also then in the south bay. no surprises. we'll show you that coming up. >> thanks so much. still ahead on "today in the bay" facebook then and now. taking you live to where facebook headquarters are in the bay area. we'll show you how the social

breaking business news. microsoft named its new ceo executi executive, the third leader in the 38-year history of the company. a lot of the money coming from his division. he is now the new ceo.

here are today's story, prosecutors could file charges against sara krueger and her live-in boyfriend ryan warner. the couple accused of killing krueger's 3-year-old daughter. napa police say they were called to the home a dozen times before, but never found anything illegal. >> san jose council set to order new meters that cost $1.5 million. to pick up the tap parking rates will double from $1 to $2 an hour. >> the massive data breach at target stores will be the focus after senate hearing this morning, target officials, security experts and consumer advocates will testify. the purpose is to discuss policies and procedures to strengthen credit card security. >> also today, facebook is turning 10. the social networking site started as a college fad on a number of campuses, now grown into a juggernaut with more than a billion active users.

chase cain joins us at facebook head quarters with a look at how the company has changed the bay area and the world since it started 10 years ago. >> reporter: it sure has. a billion users. it's even bigger. $3 billion that mark zuckerberg is reported by worth. an impressive number considering it's just the tenth year that facebook has been around. let's look back at the original the facebook site launched in 2004ment it was only available at a few select colleges but quickly things grew, adding photo albums, the news feed and some of the changes over the years. those got people upset because they liked face pook the way it was. the website has changed a lot as has the company. it started out in palo alto, moved to its menlo park head quarter as little more than two years ago. now facebook has more than 6300 employees, they are on five

continents, users around the world. so, in honor of this anniversary mark zuckerberg sat down with nbc to look back at it all. >> i was excited we were doing it at one school. and at the time i thought someone needs to build a service like this for the world. i always thought that was incredibly important thing but i never thought we'd be the ones to help do it. >> reporter: facebook has changed the peninsula too. after it moved into this headquarters facebook gives the city nearly a million dollar as year for being here in the community. and it's also changed people that live here. according to zillow, we looked back at home prices. the average home was around $920,000. now a little more than two years later the average home price in menlo park, listen to this, $1.8

million. the average home price doubled in menlo park. cannot be sure how much is due to facebook but no doubt its employees had a big impact on the neighborhood. >> especially when they went public. thanks so much. >> hard to imagine years ago when it was $900,000 for a house. >> chase mentioned this is what the facebook home page looked like in 2004 when the site had just one million users. a list of some other differences between now and then. it was called the facebook back in 2004. there were no photo albums until 2005. you couldn't tag photos. there was no mobile app until 2006, no newsfeed until 2006. >> it's astonishing how quickly things move. >> and change. >> you think you had an iphone for ever and then you look back. >> hasn't been that long. i want to check in with meteorologist christina loren. one thing tried and true that good old fashioned umbrella.

yourself, dress for the cold air and we're going to be a windchill factor later on today as well. not expecting showers until late wednesday into early thursday. then another round late saturday into early sunday. it looks like our biggest weathermaker moves in throughout sunday into monday. this one's going to provide flood potential for our local streams. so let's talk about what's headed to tahoe. i told you before we have three systems on the way. we stop the clock on friday morning this just after the first system. we're talking about potential for over a foot of snow at that point. in king veil, blue canyon, close to it even in south lake so we're going to keep you updated as this model information comes out. doing pretty good so far. as you know once you get cooky everything falls apart. i can tell you we have the potential for three to six feet of powder but right now i'm going to stop that friday at

4:30 a.m. i need to gather more before i can settle on a call. he's always gathering information. here is mike inouye. >> got new information about a new crash north 880. we have slowing at the coliseum. there is the high street off ramp. just flaft we have a crash. i can't see with it the familiar ra but involving three vehicles from what i understand. blocking the fast lane. north past the coliseum. this is the second crash because look at the map. we're talking north of there. i was concerned about this into downtown. the crash involving a recycling truck. we have a slow drive, that's in the middle lanes blocking you down. there is a slow drive, another into downtown. this stretch for northbound 880 an issue as they have yet to clear those. if you can use the alternate i'd

suggest that because it's going to be tied up for the morning probably being a traffic tuesday. the heavy volume starting to kick in. westbound 24, westbound 80, those both move according to your tuesday. the metering lights are on and the backup continues there. let's look at speeds throughout the north bay. folks there, southbound 101 not a problem. it is west 37 over from vallejo area and novato. speeds down into the 40-mile-per-hour mark. slower out of vallejo. we'll show you the volume, there is northbound at the limit on these curves and at the bottom of your screen. southbound 880 through fremont a. nice flow south of the dumbarton bridge. let's look at the maps and speeds. the tri-valley, typical pattern into san jose. 680 not a problem. 87 with a gentle build here, that's your south bay commute.

there it is. keds kicking things off. today's tuesday, february 4, this is "today in the bay." a very good tuesday morning to you. thank you for joining us. i'm laura garcia-cannon. >> and i'm scott mcgrew. happening today the senate turning up the heat during a new session set to start in under an hour. tracie potts live on capitol hill this morning where the company's cfo will answer questions about the company's massive security breach. good morning. >> reporter: good morning. we're talking about the big breach that happened over the holidays at target, 40 million people targeted you might say, lost credit card numbers, another 70 million lost personal information. now take a look. this guy who is the chief financial officer for target, john mulligan, is in the hot

seat. he's going to be asked what led to this, was there enough security in place, why did it take four days to let people know what was going on. he's also going to be talking about what the company plans to do moving forward. target has said they are putting smart chips in their own credit cards, something that visa and mastercard arlooking at but they want to early up the date, do it sooner than planned so. about a year from now is the target date. end of next year is what visa and mastercard are looking at. the smart chips would prevent people from creating new cards and using them because the new card would have no chip inside to match up. it's expensive. target and retailers are willing to put the money in because without it they risk losing customers. we'll hear from him. we'll also hear today from the chief information officer, top technology officer for neiman-marcus. they suffered a breach as well. >> all right.

thank you much. it's not just target representatives testifying today. mountain view-based symantec sending an exclusive to the hearing. specializing in cyber security for computers and small businesses. they make anti-virus software. >> this morning most of the u.s. feeling the chill as winter weather brings a round of snow to the midwest and then the northeast. in fact, the midwest will see snow this afternoon covering parts of illinois, indiana, ohio, kansas and missouri. the northeast is expected to get more snow late tonight into early tomorrow. on top of the snow, that it's already gotten. >> the irony here is that you're talking about streams flooding. we're going to get rain. we can have flooding and drought at the same time. >> oh, yeah. got to love my job, don't you. 6:32. i get to sort it all out for you. so, here is the deal.

we were looking toward what could have been a really dry winter. i saw these storm systems coming about 15 days out. the good news is they are going to come in right as planned. so, the good news is we need this rain and yeah, we really desperately need it. juries not as quickly as it's going to. 40 degrees good morning to you mountain view, thanks for waking up with us each and every morning it we love you have with us. a lot of rainfall in a very dire situation. so at noon today, san shows going to be about 50. 57 at 4:00 p.m. really not going to focus much on temperatures. if you want those they are scrolling at the bottom of the screen. i want to talk about the rain headed our way. make sure you have your jacket, you don't need the umbrella today, temps in the mid to upper 50s across the board. and as we head throughout the next couple days, the changes really start to take place. rain's going to arrive late

tomorrow mostly after you are returning home from work though. this is what we expect. as we head thorough tomorrow, 57 degrees, lots of sunshine for the first part of the day. the clouds increasing, showers arrive by about 5:00 p.m. we'll continue the showers throughout thursday and the first part of friday as well but you're going to get an area of sunshine. all the way down the peninsula on friday. we're going to take a little while long tear clear on friday but still sunshine on the way for the second half of the day as we gear up for our next round of rain late saturday into sunday. sunday into monday you'll see we get another shot, and that is the rain that could produce that flooding. we're going to talk more about that, who has the best chance of seeing that and all of this rainfall in the bay area translatings to snow in tahoe. we could pick up tremendous totals there. your full forecast coming up. right now your drive, it's a traffic tuesday. here is mike inouye. >> in the last ten minutes, a flood of minor crashes and also

more serious ones. we'll start with oakland. a live look north 880, this was the concern, still is, it jams up at the coliseum because after crash fast high street off ramp. involving three vehicles and that has one slow spot developing as you approach the coliseum. let me show you. the the breakdown for speeds, avoid northbound 880 because it is jammed from marina all the way in toward downtown. at the scene of the second crash you see speeds increase again. look at the difference between the top two numbers. 880, speeds coming down below 35, below 20 at some because of the crash. and here at westbound 580, the alternate smoother at the limit all toward the maze. highway 13 also picking up volume but not unusual for traffic tuesday. a smoother drive here as you travel westbound on 880 and the

metering lights which are on, the backup off the berkeley curve. pretty typical pattern, a smooth drive across the san mateo bridge. show you the volume of traffic. taillights westbound has more flow over to the peninsula. a look outside, for the south bay. 101 is okay here, 680 a new crash around 87 and another one for the peninsula in north 101 at the embarcadero off ramp. those are major commute spots. >> thanks so much. children as young as 1 year old are receiving a marijuana-based drug as part of a study out of uc san francisco. researchers will conduct the world's first study of the plant's ability to treat before symptom of epilepsy. the children suffer from seizures so severe drugs have little or know effect.

welcome back everyone. it is 6:40. two companies are fined after shrapnel hit a crowd during an implosion. pg&e plant was demolished in bakersfield last august but shrapnel sprayed into the crowd injuring five people including a man who had part of his leg cut off. a wim hg based explosives company and another in southern california are fined more than $14,000 each. the state says the companies didn't do enough to evaluate the dangers and the charges used in the demolition. no action is being taken against the property owner or pg&e. >> a southern california school administrator is charged with sexual abuse after one of her alleged victims confronted her on the phone and posted that conversation on youtube. >> you realize that you brain washed me and you manipulated

me. and that what you did was wrong. >> yes. and i regret it. >> the accuser you saw in that video says the voice belongs to 40-year-old andrea kcordosa. she is charged with aggravated sexual assault of a child among other offenses. her accuser now the adult says the abuse started when she was in middle school, continued into high school in riverside county. >> it's 6:41. the criminal investigation into the death of a little girl. we have new details how many visits child protective services made to kaly's house in the weeks and months before she was found dead. a horrifying crime with so many unanswered questions. today an abuse investigation under way in the death of 3-year-old caylee slusher found dead. two people will be charged in court, her own mother and her mother's boyfriend. peggy bunker, police visited her home in the past. >> and that makes it tougher, scott, the fact the police had been called to the home. it makes this terrible story even tougher. ten times last year, two times in the past month called for all kinds of disturbances. now her mother and mother's boyfriend have been accused of the 3-year-old's murder and relatives say they can't believe it. >> i don't know right now, honestly, how to feel toward her. i'm just in shock like everyone else. like i said we didn't see this

coming. we never thought that this would happen. >> sara and her live-in boyfriend were arrested on sunday of suspicion of murder and assault on a child resulting in death. neighbors saw them leaving with suit cases on saturday morning. police later found caylee's body with signs of sexual assault and blunt force trauma. an autopsy was completed yesterday. friends and family say they cannot believe this that krueger was a doting mother, that is until she started dating warner. >> she used to be bubbly and she loved being a mom. and she changed like in those months she totally changed. >> the boyfriend is known for drugs. >> despite all of the visits they never found anything illegal at the apartment though people that know the couple report that there was drug activity. friends and neighbors say when they think of the girl they are heartbroken. >> we love her and we miss her and may god be with her.

>> interestingly enough, her distraught grandfather is struggling with his granddaughter's death and that his daughter is the accused murderer. the biological father started serving a prison sentence in october. tragic all the way around. >> it is. so sad. thank you for the latest. 6:46 now. this morning a cross-dressing sex offender will be in court accused of walking on the campus of a south bay peninsula day school in sunnyvale. we're learning that suspect, theodore lorigo registered as a sex offender years ago after kidnapping a girl. 20 years late ter victim is speaking out only on nbc bay area. that child is now a grown woman who asks that we film the interview the in a shadow. she says that she was 9 year old when lorigo asked her to baby-sit his puppies.

she managed to escape. lorigo drove around for days looking for her. >> he's a sick man. i can't believe he would want you know to do something to a young kid. even now him trying again, like you know, he didn't learn his lesson. to think after so many years who knows from then till now that he hasn't tried attempted to do anything. >> he was arrested and spent several years in prison, starting in 2001. now he's being charged with being a sex offender on school grounds and false identification. he is being held in the jail charged with to misdemeanors. he pleaded not guilty. >> 6:47. police in palo alto hosting a community meeting to talk about a recent spike in crime on the peninsula. much of the discussion will focus on an armed home invasion that happened on january 23. investigators say three men forced their way into the home, made the elderly homeowners lay on the ground while they ransacked the house.

officials in palo alto have also seen a spike in car and home burglaries. that meeting is tonight at 7:00 in the city council chambers. >> the san jose fire department could find out if it will loose hundreds of thousands of dollars. san jose's fire chief will face a grilling about the department's poor response times. the county contract calls for fire crews to show up within eight minutes of a call. the department failed to meet that nine times out of ten. the supervisors could penalize the department by taking away nearly $1 million in incentive pay. fire officials say budget cuts left them with fewer responders and taking away money will only make the delays worse. >> we give you a live look at the sun rise out over the bay bridge. >> always a pretty sight. want to check in with meteorologist christina loren with a look at our forecast. >> you can tell from that live picture that we do have a weather system on the way to the bay area. good morning to you. 6:48.

it's a tuesday and it's cold out there. 32 degrees right at freezing right now in santa rosa. 46 in san francisco. we have a pretty good looking day in the city by the bay but it will be cold enough for a jacket all day long. so you do want to make sure you're ready for that. 46, 53 by lunch. 54 in the heat of the day. for this tuesday, we are going to see pretty hutch uniform conditions. subtle differences that i want to tell you about. especially in the south bay. looking for the warmth, upper 50s headed your way. peninsula, san francisco looking good for the mid to upper 50s, you notice temperatures about 3 to 5 degrees cooler in the city than what we expect in places like san mateo and belmont for today. taking you into wine country. this is where we're the coldest but we're going to rebound up to about 59 degrees in santa rosa later on today. highs at about 2:00 p.m., the warmest part of the day if you want to get out there when the sun is at its strongest. east bay, the tri-valley

temperatures will be on the cool side. nonetheless, though, right on par with seasonal averages. let's get into the good stuff. we've got a lot of rain on the way. your seven-day forecast shows you that. at the bottom of the screen every region across the bay area is covered there. this is what we expect. cool cloudy, breezy conditions for today. as we head into tomorrow, showers arrive late. mostly between 4:00 p.m. and 9:00 p.m. as you start to make your way home we're going to see our activity in the north bay. then as we get through thursday more rain on the way. and another round moves in as we get into this weekend. we're talking about with significant totals coming in very quickly. potential for flooding needs to be watched in the north bay. the first system about a half inch of rain up there. next system comes through, this is a strong one. keep the totals running, we're talking about the potential for over an inch and a quarter of rain. so stick with us here at nbc bay

area. i'll keep you updated as these conditions continue to change. it's always changing on the roads. >> good morning. we wish we had more change here in oakland. from the coliseum parking lot which is about here all the way north on 880 past high street where folks are struggling to get out of the backup. there was a crash north of here. it has cleared, but look at the map. talking about three crashes between the coliseum and downtown oakland. the one at broadway has cleared involving that truck i told you about. still one in lanes so that is creating a huge jam for the northbound nimitz when we hit the morning commute in its stride. webs west 580 the way around it. you get to west 580 head over there. chp has not allowed so that's the caveat. peak vehicles are okay. alternate as well we don't have delays for the b.a.r.t. system so from oakland and the coliseum into san francisco. typical tuesday pattern for the maze and to the city. if you are south of that area, you can use the san mateo

bridge, that's moving as well. you continue to see this flow. the south bay as an issue. 87 at 101, a crash there. it will tie up part of the connector ramp. watch for that activity. slowing toward the airport. crash toward the embarcadero off ramp. the view from the camera shows you the peninsula moving north of oregon so between basically palo alto and san mateo area, at the limit. the southbound we're picking up the volume. >> it's 6:52. tonight the richmond city council will consider a number of safety improvements since the 2012 chevron fire. you'll remember last month federal regulators put off taking action against the refinery because they were split how strict new regulations should be. the fire sent thousands of people to the hospital with breathing problems. the meeting is 6:30 at the city

hall chambers. >> the cost to park at meters in downtown san jose could double. the council set to order new smart meters today. christie smith is live in san jose. san jose had lower rates than pretty much anywhere else. >> reporter: that's right. almost anywhere else in the entire country. but already san francisco has them, oakland has them. we're talking smart meters where you can use credit cards, debit are cards, coins, remember those, and even smart phones that would tell you where there is an available space. you could also use them to help pay. what this would do is it would jump the cost to pay to park from $1 to $2 in san jose. the upgrade would cost $1.3 million. that's why the metered parking is going up. san jose meters have been $1 for more than 11 years. for a downtown only st. louis

was lower. oakland is at $2, san francisco is even more. san jose transportation leaders tell the merck that the rock bottom prices occupied 90% of the day because people stay because the parking is cheap. they want to make sure that everyone can park when they need to. business owners are worried that people will shop elsewhere. workers aren't so sure. >> i think that's cool but at the same time i don't agree with it going up, the prices, you know. maybe people might not park at the meters as much. >> reporter: 3/4 of u.s. city uses these smart meters, so san jose would join the majority. this applies to about half of all downtown meters. 1200 of the 2500. they are talking about this at 1:30 this afternoon. if everything goes as expected the meters would be ready to operate by the end of march.

christie smith, "today in the bay." >> san francisco supervisors unveil a plan to tax sugary drinks like soda. the tax combine was to ideas introduced last year. it would add a 2 cent per ounce tax on soda, sports drinks and energy drinks. supervisors hope it will generate $31 million a year and reduce obesity. they will use the money to improve parks and nutrition programs. >> face back turns ten. the social networking site has grown into a global phenomenon. >> chase cain joins us live with a look at how the company has changed the bay area and the world since it started ten years ago. >> reporter: it has definitely changed our lives. 10 years old and there is no telling how many hours, maybe days or weeks we have all wasted on facebook in those ten years. the company has come a long way.
