who knew 4:30 could be so much fun? i'm laura garcia-cannon. lots to get to this morning. first the forecast with christina loren. >> good morning. i, too, have that olympic fever going this morning. we're so excited about it. 24 hours away. 44 in san francisco. 38 in east bay. 32 degrees in north bay. chilly out there to start. cole out there today. still counting on rain. we are talking about potential for maybe 2 to 3 inches of rain by the end of the weekend up in the north bay. a lot to go over in the forecast coming up in a minute. good morning to mike inouye. >> good morning. big changes weather-wise and traffic wise. looking at standard flow westbound 580, streaming headlights towards el charro, and this is your commute direction. we'll mark it on the map. volume of traffic, good for 4:31, moving smoothly, at the limit. road crews on the roadways

through south bay. 101, into the peninsula as well as heading up north 85, and no big surprises now. breaking news out of sochi where snowboard somewhere gold medalist shaun white is dropping out of one of the events in the winter olympics. he will not take part in the slope style competition, the first year slope style is part of the olympics. begins tomorrow. but moments ago, white released a statement to nbc news saying he wants to focus solely on trying to bring home the third straight gold medal in the half pipe competition for team usa. we'll have more on the story throughout the morning, including when we go live to janelle wang, live in sochi next half hour. new this morning, a pedestrian injured i by a car in san francisco, the car crashed into man into his 50s in van

ness and grove street. the car drove off, but the fire department has yet to confirm it. the crash comes as city focuses on pedestrians' safety. yesterday city leaders talked about a plan to make one safety improvement on san francisco's busiest streets. 62-year-old woman shot by hayward police overnight and she has now died. the shooting happened at an apartment complex foothill boulevard near grove way. police went to the complex after the woman called 911 several times. officers say when they arrived, she pulled out a gun, moved towards officers in a threatening way, and refused to drop that gun. one of the officers opened fire. >> then i heard about five gunshots and they were back-to-back. and they sound so close, i knew it was very close. i couldn't see exactly where it came from. next thing i seen was officers

crouched down by my car and going across the parking lot. with his gun out. >> neither the woman or officer have been identified. the officer involved in that shooting has been with hayward police for one year. investigators trying to pinpoint the cause of this fire at a vacant grocery store in oakland. it's on international b, not far from interstate 880. fire broke out 9:00 last night. took more than 60 firefighters several hours to control those flames. it's not the first time the store has caught fire. >> we've had fires here in the past, a couple nights we've had two, three fires here, started by people sleeping inside the building. >> firefighters say no one was in the building when they arrived and no one was hurt. disturbing, new details and more heartbreaking questions in the murder investigation of a 3-year-old in napa. the girl's mother and boyfriend

accused in the killing. according to court documents the couple stored kaleigh slusha's body in a suitcase in a freezer for days. the napa's chief says officers went to the apartment because somebody asked to check on the girl, she was alive then. saturday, police returned to the apartment and found her body. >> found the home to be in a livable condition, and there was nothing to indicate the child was not being taken care of or being fed. >> if court documents are accurate, kaileigh died shortly after police checked on her wednesday. kaileigh's mother and her live-in boyfriend made their first court appearance but did not enter pleas. people concerned with crime are looking to police for answers. the department hosted a community meeting last night where police offered safety tips, only opening the door for

people you know. it can be dangerous to ignore a knock because they look for an empty house. some people say, they're adding security at home. >> we took action. we had high hedges for privacy, we cut them down all low, we put a security light in. >> late at night, i'll look through the camera or through the window. >> following leads in the home invasion cases. so far new yorko arrests have b made. the last robbery in palo alto was in 2010. parking getting a high-tech upgrade. council approved a plan to invest in smart meters that accept payments via cell phone, debit, credit cards and coins. even provide data for an app that will show where parking is available. it costs $1.million. downtown rates could double to pay for the meters but now it's unclear whether the city will get that money to pay for the

meters. follow-up for you. board members will vote on a new mascot for vallejo high school. students and parents have been conflicted ever since. some native-americans say the mascot was offensive, others did not mind. others, back in november, the board unanimously voted to change that mascot. they didn't pick a new one, though. officials will hold a meet on how to deal with california's drought. the army corps of engineers and national conservationists plan to high height how state and federal agencies work together deal with the worst drop in california's recorded history. action has been taken. usda giving $20 million to california farmers to help keep them in business.

department of official and wildlife will extent the closing of rfe rivers in response to th drought. the department want the dmoigs extend it through april. a spokesperson says the closures are unprecedented. turning to our microclimate forecast. live look at downtown san jose. things are calm. that could change if two storms expected to bring a lot of rain, much-needed rain, across the bay area. >> four key words, rain on the way. >> a lot of it. good morning. 38 degrees in the east bay. 44 in san francisco to kick off wednesday. here's the deal. not only do we have rain headed our way, we have potential for flooding headed our way, and a lot of rain expected over a short duration of time. for today, you leave that umbrella at home everywhere. in the north bay, bring it with

you. showers starting first. as we head throughout the second half of the day. for the most part, showers hold off until tonight. as you can see, we stop the clock at 8:00. showers starting to move in. look at this, rich moisture comes in. and this could do some damage to your morning commute, because notice, we're stopping that clock at 6:30 a.m. tomorrow morning. we're talking about a subtropical moisture tap at that point. that is what i like to call the weather game changer. stop that clock at 10:00 a.m. i want to give you an idea of what i'm talking. it's called pineapple express. it's an atmospheric river, a persistent moisture that extends from hawaiian islands to the bay area. as the storm systems come in, they connect with the atmospheric river, and we're talking about major rain headed our way. not just wednesday, thursday, but into the weekend. juicier system comes through.

manhattan apartment sunday with a needle still in his arm. about 30 senior instructors at nuclear propulsion school in south carolina have been suspended for reportedly cheating on exams. the school trains sailors to work on nuclear powered submarines or carriers. the sanavy says one blew the wisle. >> recognized when asked to join in, that's not consistent with the values and mentioned it to the command. >> the scandal follows suspension of 92 air force missile launch officers caught in a similar scandal in montana. there's a third investigation into fraud by national guard recruiter whose reportedly took bonuses meant for rank and file soldiers. a cpr instructor could face disciplinary action selling online cpr certifications. rural/metro made the discovery after reviewing internal

triple digit moves. mean while, the winter weather is chilling the u.s. economy, as feared. some economies may end up trimming forecasts for first quarter gdp growth. the impact of all of these storms has already shown up in some economic data, including manufacturing in january auto sales. airlines are among the companies hit the hardest. flightaware.com says 39,000 flights canceled last month, the most since 21,000 canceled in october of 2012, after hurricane sandy pummeled the east coast. radioshack used a super bowl ad to show how stores are being rebuilt. now it appears some stores will be dismantled. the electronics complain plans to close 500 stores, it's unclear which of the 4300 stores will be affected and when closings will begin. but it's clear, another casualty of the amazon effect. >> thank you so much. check in with meteorologist

christina loren. asking about the highs in south bay today. >> mid-50s. it's cool all day today. big weather story that you're not only going to hear from me, every meteorologist in northern california talking about this. we're going tap into the atmospheric river. we've got a lot of rain headed our way, starts tonight. look at all of the consecutive days with rain in the forecast right there on your seven day. temperatures today in the mid to upper 50s. this is what we're expecting when it comes to the next weathermaker and showers moving in. starting at 8:00 p.m. tonight. the bulk of the moisture's going to come through between the hours of 11:00 p.m. and right now it's looking like 7:00 p.m. so you want to keep that in mind. this will likely impact your morning drive. we're not just talking about a little bit of rainfall here in the bay area. talking about potentially measuring in inches and that's just from the first system. so on the way to tahoe, maybe a foot and a half out of the first system. give you an idea in terms of

rainfall totals, show what we are expecting. as we meet back here thursday, talking about significant rainfall. down in the south bay, over an inch of rain on the way. same goes to livermore. half moon bay, you're going to get close to an inch and a half. we need this moisture. but we don't need two storms that are going to track behind this one. these two storms add 1 to 2 inches of rain to the totals. this is the european model. monday of next week, the rain keeps on coming and we're measuring almost 2 1/2 inches up in santa rosa. watching for potential of flooding. i'll talk about which areas have that chance for seeing flooding and other areas i'm concerned about here in the bay area, coming up throughout the 5:00 hour. back toyou. we're officially one day way from the start of competition in sochi. this is a live look right now.

cloudy skies there. all of the athletes driving to be at the medal plaza at olympic park. that will be great. just like lake tahoe, sochi has a mild winter. crews using snow cannons, machines, brought in by the truck loads. competitors tested the runs saying powder is insane. lack of snow concerns may be over but now there's a new concern about safety on the slope style course. american shawn white has dropped out of the event. he fell and jammed his wrist yesterday. the top norwegian snowboarder crashed, breaking his collarbone. the man-made jumps are packed too high, too steep. caring it to dropping out of the sky or jumping out of a building. russian officials say, they'll address the concerns and could make changes to the course if necessary. 23-year-old monterey native is america's best hope of meddling in the short track
