this morning. it started about 12:30 on a 12-story complex. "today in the bay's" christie smith is live in san francisco. have people been allowed to return home? they're probably cold outside. >> reporter: yes, good morning to you. they have. we're talking about 200 or so people back in their apartments, most of them. firefighters are saying no one has requested help from the red cross finding a place to stay, after a rough night, these people being rattled out of their beds by a fast-moving fire, in this 12-story apartment building firefighters say burned hot and kick on camdon drive near san francisco state. flames were shooting from a sixth floor uninit the back. the building is blackened where that was. on the way here it escalated, reports of oxygen tanks exploding here at the park

merceda apartments and they had to dispatch more units because of that. firefighters helped two people out of that sixth floor unit, two people injured, one needing oxygen. with such a large building, the concern getting everyone out safely. >> it's a high-rise building, requires evacuation, that's one of the big efforts we have to do, evacuate the personnel because of the smoke. precautionary measures we took to evacuate the building. >> reporter: the extent of their injury is not clear but two people were transported. dozens of residents evacuated or sheltered in place, they got out bringing what they could, their pets, their cats, their dogs. back home we're told there is damming to that sixth floor unit and possibly some water damage on the fifth floor. at this point the cause of this fire is still under investigation. reporting live in san francisco, christie smith, "today in the bay." >> good thing they're back in, thanks, christie.

the case against a man accused of kidnapping and killing 15-year-old sierra lamar is in court today. peggy bunker joins us with what will happen in court. >> a lot of relief for the famently now that angeline garcia torres has been indicted for the disappearance and murder of 15-year-old sierra lamar. the family has been waiting for two years and will finally see progress after the disappearance of their daughter. the arrest came after sierra's dna was found in his car. in the two years following that arrest garcia torres never entered a plea, holding you. the process. with tuesday's grand jury indictment the case can move forward without a plea in place. >> languished for a while. i'm not happy that it's languished. but i think that this will speed up the process. >> the other painful part for

sierra's family, garcia torres refused to tell the family about the whereabouts of her body. the sheriff's office told nbc bay area they were not looking for sierra's body in hidden bay lake but conducting training exercises. they retracted that statement and said they were acting on a tip. finding tsierra's body is crucil to the prosecution. >> the grapd jury said there was enough evidence to take this case to a trial. that does not mean that this case can be proven beyond a reasonable doubt and that's the key at a jury trial. >> the lake we just showed you is critical. garcia torres used to fish at hidden farm lake and of course the sheriff says they will be continuing to search for sierra's body across the country. divers unfortunately did not find anything as they searched that lake but they say they are going to continue to look. also finally after that arrai arraignment that will take place

this afternoon lawrence scott the district attorney will ask the case be scheduled for trial. that's the holdup getting the case scheduled and it looks like that will happen this afternoon. so a bit of relief for sierra's family. >> exactly. fresh off her visit to sochi, where she led the u.s. del dpaegation at the olympic opening ceremony janet in napolitano back in california. the new uk berkeley president will be taking a tour. she faced opposition from students and staff during her nomination for the post. they were angry about her record as head of homeland security. they say more than 2 million undocumented immigrants were deported under her watch. and now to the 2014 sochi games and snowboarding has a new golden girl, 24-year-old kaitlyn farrington shocked just about everybody. >> "today in the bay's" janelle

wang is live in sochi. >> it was a cinderella story underdog kaitlin fairington wins the gold medal, she was the last american to qualify for the half pipe snowboarding olympic team for the women and made it at the last minute. winning the gold surprised her family and herself. the 21-year-old boarded perfectly and posted a high score on her final run but still had six boarders after her including three former gold medalists but when they all finished their runs, her score held up and she won the gold medal. i just spoke to her one on one pun kaitlyn congratulations on the gold medal. this is not what you expected coming to sochi. >> no, i was just happy to make the team and it took at least a week for that to sink in that i had made the team so now i just can't even believe that i'm walking out of here with a gold medal. >> reporter: you grew up in

three-quarter of an inchtally between now and sunday. right now the showers are still to the north of santa rosa but they are going to arrive in their neck of the woods by 6:26 this morning. make sure you're ready. it might be slick up there and the north bay after accumulating over a foot of rainfall in napa you may not be that happy about the return of the rain but it's not going to be heavy until sunday so at least that might comfort you. take a look at your seven-day forecast at the bottom of your screen you'll notice we're talking about rain chances not just this weekend, we're talking about rain for just about every single day next week, which is also ski week so you want to keep that in mind headed up there with your kids you will need the chains. 51 degrees in san francisco to kick off a thursday or a friday eve if you like to think of it like us. 50 degrees in the north bay, south bay at 51 degrees headed towards the 70s. so yes, not going to feel like january out there later on or february for that matter. it will feel more like an april

or march afternoon. 71 degrees in the east bay, 62 in san francisco, and 68 degrees along the peninsula and yes the cherry blossoms already starting to make an appearance. as we head throughout the day today this is what we're expecting, storm track sits to our north, pretty much stay there is all day long. few isolated showers moch into sonoma county, 5:00 p.m. saturday we stap right back into the atmospheric river hopefully accumulating decent totals. whole thing clears out sunday at 3:00 a.m. the bottom of your screen more rain for next week and we could be talking about additional inches of rain between monday and tuesday. i'll talk about that in my next report. you might be trying to get out the front door. here's mike to help you out. >> christina is talking about the cloud system coming through and we see changes on the

just about an hour ago comcast announced a major deal with time warner cable. bertha coombs is live at cnbc headquarters with the details. good morning. >> good morning, scott. this is a very big deal in media. comcast, which is the parent company of cnbc, nbc universal and this station has struck a deal to buy time warner cable for about $44 billion in stock, about 45 actually. the deal will create the nation's largest cable provider with more than 33 million subscribers. it's expected to face a tough regulatory review from the fcc, though. comcast, brian roberts, ceo of the company, telling cnbc this morning that they are willing to give up about 3 million subscribers to alleviate regulators' concerns. that would leave the combined

company with control of 30% of the national able market. time warner cable recently rejected a takeover from rival charter communications because it was too low. if the deal is approved by regulators it will give comcast markets not just in boston and philadelphia, houston, but also new york and los angeles. biggest markets that time warner has. taking a look at the futures, looks like we're still on pace to open down about 50 points on the dow. scott? >> bertha coombs live at cnbc, thank you much. >> 5:15, happening now a storm that turned atlanta into an icy ghost town and highways in the carolinas into parking lots. it is now headed north. washington, d.c., is in the thick of it all. the federal government actually closed this morning as that storm moves in and the icy mess means bigger mess at airports across the country, including right here in the bay area. good morning. >> reporter: good morning, laura. if you look at the picture nationwide this is billed as one of the worst travel days in years. we spoke earlier with the duty manager here at sfo, they tell us that almost 50 inbound and outbound flights have already been canceled this morning at sfo and here's the problem. you're looking at new video from reagan national, washington, d.c., you can see this storm on the east coast has blanketed that airport with snow, suspending operations there and at dulles, causing problems for travelers here on the west coast. let's just again look at the big picture, more than 5,000 flights have been canceled between monday and wednesday nationwide. airlines have already scratched another almost 4,600 flights just for today, that includes 13 departures, 34 arrivals between sfo and airports from raleigh up to boston. it should be noted not all flights have been canceled to the northeast from sfo, at least not yet, which is why this passenger is a little nervous.

fine. good morning,/l christina loren. >> yes, the picture is improving for us, scott and laura, because we need the rain and it is in the forecast. this will mostly impact the north bay in santa rosa but as we head through sunday we're expecting widespread rainfall across the greater bay area and then getting into next week, we bring that storm track right back and that atmosphere comes along with it. this is what we're working with today. santa rosa is looking good right now, no shower activity, do find plenty of low clouds, all across the bay area, at this point, not a lot of fog but plenty of low clouds out there that morning. it's going to limit your sunshine for the first part of the day and lightly force flight delays out of sfo. those usually come in at about 6:00 a.m. 62 degrees in san francisco later on. 65 degrees in the north bay. looking good in the south bay at 70 degrees for today and 68 degrees along the peninsula. thanks for moving that camera,

mike, getting so fogged in hard to keep track of where that camera is. i appreciate that mike inouye. he'll be along with your drive in a moment. your valentine's day is looking pretty good for outdoor plans especially areas to the south of that golden gate bridge. we'll hit about 68 degrees in the south bay, the peninsula looking good at 65. san francisco 58 degrees and a little bit of drizzle in your forecast. east bay is at 68 and 61 degrees in the north bay, with the full moon tomorrow night. very appropriate. as we head throughout the next couple days, we're going to keep that storm track to our north and then by saturday into sunday it comes back and i want to make sure you're aware of this, because of course it's a holiday weekend you want to make outdoor plans. stop the clock at 5:00 p.m. on saturday where we're expecting showers to start up in the north bay as we head throughout the overnight hours saturday into sunday a lot of shower activity moves into the south bay while you're sleeping and we should be nice and clear by about k a.3:0 a.m. hooer's mike inouye and your morning drive. >> feel free to move anything

you want while i'm talking. sorry about that. the south bay moves slowly as traffic flows northbound for the commute, all the construction crews for 101, 680, they've all cleared from the overnight work, 880 at stevens creek just. and the peninsula flows nicely. the orange is creeping in, that means the averages have come down our road weather index, fog night be an issue for 280 around highway 84. i will look 10 is slowing and the clouds sinking down becoming a fog situation just right here between university and the dumb barton bridge headed over there on willow or university or highway 84 as we talked about. slow toward the east bay, the trivalley you have a smoother drive, no problems 580 westbound, a gentle build through livermore, 50-mile-per-hour on average the overnight road crews clearing from tracy, that's better news for that area. toward the approach to the bay

bridge smooth drive down the east shore freeway, 24, 580 and 880, the bay bridge toll plaza no real backup and no real problems, throughout the north bay we're not registering with the nothing either but as we showed live, we have the fog impeding the few from the camera, westbound 80 moves smoothly. >> thank you so much, mike. a small step forward in the plans to build a new a's stadium. the port of oakland advising its board of directors to reject three proposals for howard terminal at tonight's meeting. if the board agrees the port could recommend to start negotiations with the team of businessmen who want to transform the terminal into a stadium. the business group pushed for a waterfront stadium that could spur nearby development. a's co-owner lou wolfe said the site is not feasible. the u.s. luger who shot to fame with her interesting warmup team getting support from a big named celebrity.

early morning fire, at least two people taken to the hospital. good morning to you and thanks so much for joining us. i'm laura garcia-cannon. >> and i'm scott mcgrew. the fire started after midnight at a six-story complex on cambon drive just blocks from san francisco state. "today in the bay's" christie smith is live in san francisco with the latest. >> reporter: good morning to you. things are getting back to normal. most residents, 200 or so people are back in their apartments at this hour after being rattled from their building hearing their apartment was on fire right in the middle of the building where it was burning. this is a 12-story building and firefighters say that this started before 1:00 this morning with residents seeing the flames pouring from a sixth floor unit window in the rear of the building. these are apartments at park merced near san francisco state on cambon drive. on the way in it escalated, they

got reports of oxygen tanks exploding. dozens of people evacuated, some of them sheltered in place, stayed away from the fire, two people injured in all this, at least one of them needed oxygen at the scene. flames were still coming from that sixth floor unit. >> aggressively attacking the fire, one unit, we evacuated two residents from that unit and contained the fire to that. it was out pretty quick. >> reporter: those two people were transported. the extent of their injuries unknown. the resident didn't have much time to get out, they grabbed their precious pets, cats, dogs, waited for the all clear to return and firefighters are telling us that no residents requested any help from the red cross. mainly the damage was contained to the one unit so it's possible there was some water damage on the fifth floor. the cause of this fire is still

under investigation. reporting live in san francisco, christie smith, "today in the bay." the man accused of killing and kidnapping 15-year-old sierra lamar moves forward today, garcia torres will be arraigned today. he was indicted tuesday by a santa clara county grand jury. lamar was last seen in march of 2012 after she left her home in morgan hill. she never made it to school that day and her body was never found. garcia torres was indicted for several violent attacks on south bay women in 2009. coming up at 6:00 peggy bunker will have more details on what we could hear in court today. to the sochi games where we are just learning the start of training runs for twomen bobsled after a worker was hit by a

bob redell is live at sfo with the latest. good morning, bob. >> reporter: good morning, laura. not a great day to travel trying to get between sfo and the northeast. here is the arrival board. there's a lot of cancellations, these are between sfo and basically the d.c. and new york area and if you're trying to get out of town, the same problem. here are cancellations, these are trying to get to newark, jfk, as we look down here, dulles, washington dulles and t operations suspended because of snow. if you look at the numbers sfo already canceled almost 50 flights or the airlines canceled almost 50 flights, just for today alone. that's on top of the almost 70 that were canceled yesterday and because you had cancellations yesterday you can do the lodge knick your head, if the airplane isn't here to get the people out, well then you have cancellations today so they have to do catchup from yesterday as well. you have a combination of catching up and the weather on

northeast, we've had this winter storm that forced the cancellations including today of almost 10,00^kv flights nationwide. this is a storm that hit the southeast, we're talking about atlanta, which again that's not an area normally that gets snow. traveled up to charlotte, six inches of snow there again not used to having that much snow and now it's over the northeastern area where i mentioned washington reagan national and dulles, those airports are suspending operations at least for the time being until the snow at least clears out and the federal government there is shut down so you just got, what's happening on the east coast is obviously affecting people here on the west coast, as we are talking about earlier, though, when we walk through the terminals here at sfo we're not seeing a lot of people coming out, we're assuming that they, like smart travelers, have checked ahead and found out their flights were canceled and they shouldn't bother showing up at least not right now. reporting live at sfo, bob redell, "today in the bay." >> thanks a lot, bob. starting saturday afternoon, in san francisco, we'll stay mostly dry in san jose, and sunday showers spread into the south bay and looking good for rainfall as we head through sunday all across the board. then on monday presidents day, rain returns to the forecast, tuesday, wednesday and thursday of next week, and we could be tallying up significant totals even before we get that next round of rain monday into tuesday. this is what we're expecting, maybe 0.05" from the first system in the north bay. 0.75 inch monday and it lasts into thursday. as promised here's mike inouye and your drive. >> good morning, christina. talking about the increasing moisture and the systems coming in. we see the effect of that. this is the san mateo bridge, i've been losing the view trying to track it. glad section here there is a sign indicating eastbound traffic the speed that you're getting over to the bay.

we're losing a little visibility here and look at the map and see that overall eight not registering on our weather index. the clouds are drifting through not holding the averages down enough to cause an issue as far as the sensors are concerned. that's why you have us to interpret that data. northbound 101 shows a bit of slowing as we approach the 6:00 hour on this thursday. we see the slow approaching 60 and continuing up toward 880. 87 will follow suit oef the next few minutes. over here smooth drive through the trivalley and no problems there. southbound slow coming from 84 but typical visibility in this area it's fine including the sunol grade moving nicely. over here a little slowing, fender bender northbound 880 to the shoulder. 580 no delays, and approaching the bay bridge toll plaza a smooth flow, no delays. back to you. >> thanks so much. flowers and candles light a

sidewalk outside a popular bay all in remembrance of a bouncer who was stabbed to death. more than 100 people attended the vigil for ryan vieri. he was not on the clock at johnny v's nightclub yesterday morning. man carrying a case of knives had just been asked to leave the bar, and vieri was leaving at about the same time. vieri was found stabbed on the corner of first and santa clara. one person was arrested. it is the third stabbing in downtown san jose in just a week. city council approved overtime for five additional officers to patrol downtown. popular ride sharing company uber is expanding its screening and background checks as part of the program all new driver also undergo federal and county checks on top of existing criminal database checks. existing ride share users will also be subject to expanded checks. uber came under fire last month after a 6-year-old girl was allegedly hit and killed by a company driver in a san
