a very good monday morning to you. thanks for joining us. i'm laura garcia-cannon. >> and i'm scott mcgrew. a quickly developing story in ukraine where a warrant is now out for the arrest of the country's president accusing him of mass crimes against protesters. ukrainian law enforcement says the president is on the run after signing a peace deal with opposition leaders. this grainy video, one tv station says shows the president boarding a helicopter hours after he was ousted from office. he was reportedly last seen in a pro russian city on the black sea peninsula. >> this morning protest camps are set up in central kiev. you can see clusters of the tents in the streets now set up, the site of last week's violent clashes with police. earlier this morning flowers and candles were placed throughout independence square for the scores of protesters killed and injures. people have been protesting for months since the government took

a bailout from russia instead of dealing with the european union. >> here at home the dalai lama wraps up his visit with a trip to the south bay. hundreds coming but he is also expected to be greeted by protesters. bob redell is live at santa clara university with more on the dalai lama's visit. >> reporter: correction. not hundreds, thousands, 4,000 students and other people from the south bay community specifically silicon valley expected around 10:00, to hear his holiness speak about business, ethics, and compassion, it's sold out. we were talking about this earlier, the university was telling us on stub hub some of the tickets going for $2,000. those are no longer available. not when we checked in the past 30 minutes or so. as you mentioned this is his third day in the bay area. arrived friday, spoke to a crowd saturday and here you are looking at video from yesterday

at berkeley high. speaking to a sold-out crowd. talking about compassion, how it can affect our lives, improve our lives, taking questions from the audience. he will take questions this morning. these are prom students submitted via social media. then also he will sbeek a small group of students, about 30, who are doing research on things like compassion. here is one such student we spoke with. >> i actually identify as buddhist though i'm at jesuit university. i believe in his values. i think interconnectedness shows us that our faiths are intertwined and we're all in this together and compassion allows us to transcend our differences to build a better world. >> you mentioned protesters, scott. here are some outside the dalai lama's speech yesterday. they are buddhists like the dalai lama except they belong to a sect that his holiness rejects

because of its history of hostility toward a previous dalai lama, this is a problem that spans many generations prior to all of us. they believe that the current dalai lama holds that history against them and as a result has subjected them to persecution, again some of those protesters are expected to be outside the speech today. the dalai lama again speaking around 10:00, he'll have a roundtable discussion, that will be in the afternoon before heading to los angeles. reporting live at santa clara university, bob redell. >> new details on a crash involving an amtrak train and a car in fremont. the crash happened last night on buster berry way when firefighters arrived one person was out of the car but the other was trapped inside unconscious. firefighters were able to get the person out and both were taken to the hospital with major injuries. we witness been told if there

were passengers or what the car was doing on the tracks. >> officials have not released the name after firefighter who died when he was crushed by his tractor. last night fellow firefighters stood with hands over their hearts as the vehicle carrying the body of their fallen comrade sped past. the firefighter was driving a tractor on a ranch in his off time when the vehicle went over an embankment and rolled down that embankment. emergency responders found him pinned beneath a piece of the tractor. >> the city of san jose considering a plan for a growing homeless problem, considering housing some of the population in empty motel rooms. peggy joins us live. how would it work? >> the homeless problem in san jose is growing and putting them in motels to get them off the street sounds expensive but the city council thinks it could work. they will discuss the plan in

hopes of housing the homeless here in san jose. the number at 4800 people. the root of the problem we talked about it so much, expensive housing. two-thirds of the population here say the expensive rent is why they are on the street. studio apartment will cost you about $1100 per month. a full time minimum wage job pays $1600 before taxes. for motel owners most would welcome the business. the the plan has them leasing 49% of their commonly vacant rooms to the program used, a voucher program for the rent. i tluv idea, i have no objection to this at all. i'd rather have the motel full than empty. the vouchers would be good for discounted rooms, the same rate that other motel residents currently pay such as san jose state and restaurant workers.

also this part is huge, they get to stay there for possibly up to five years. providing steady income for the motel owners and stability for those struggling to get back on their eat. there are a lot of them. the homeless population grew by about 16%. three people died during the cold snap in december. the city will discuss the plan today. getting close. >> thanks a lot, peggy. >> it is 6:07. as we talk about your forecast. we're going to give you live pictures. we have san jose, yes, the sun coming up there. palo alto, and then fremont as well. mike will be checking our traffic. i know today is going to be gorgeous. if you have the day off, i don't know why you would, good for you. >> a lot of kids going back after a full week in the south bay of ski week. how do you dress the kids? we expect temperatures in

head through wednesday. for tomorrow a touch cooler, then we bring on the rain. we're turning 0 on the faucet. we're talking about about potentially measuring that rain in inches. up to three inches possible in san jose and 6 feet of powder in tahoe. want to make sure you're ready for that. stop the clock for you. just about 48 hours from our first shower starting, then once we get into the wet pattern we're going to see a lot of action wednesday afternoon and more so on friday. friday system very potent. we'll talk about that. let's check your drive, good morning, see how mike is doing. >> we're going to overlap. it's clouds we're talking about touching the tops of the towers across the bay bridge. it's not affecting your drive now but it may be a factor later on so you're okay at the toll plaza. if we face the other way we're looking at the oakland hills and

you, scott a. pack of smokes harder to find at stanford university. the two vendors who still sell them agreed to the request to stop selling them. we took a look around test tresers union. there is one place you can smoke but you are pressed up about the bushes 30 feet from the buildings. right now you can find tobacco products at the union and also the valero gas station across from where we are. the university says that overall it's an advocate for health and well being and tobacco sales aren't consistent with that. it's not just cigarettes but chewi ining tobacco and e-cigarettes. you recall cvs pharmacy made an announcement by january 1 of this year, uc-berkeley said it would be tobacco-free. at stanford this step adds to the policy of no smoking in classes, offices and buildings. this is expected to take effect at stanford by january 1.

reporting live at stanford university, christie smith, "today in the bay." >> thank you, christie. it's 6:14. you probably noticed a difference at the pump. gas prices jumped twe cents a gallon in two weeks. according to the lundberg survey the rise in crude oil prices is partly to blame for the increase. prices rose because of violence in venezuela and south sudan. raising the national average price of regular to $3.41 per gallon, san francisco 42 cents higher at $3.83 and san jose averages $3.76. gas in oakland about $3.74. >> it's going to be gorgeous today. for a february, gorgeous. >> you know what, we're going to return to winter too. so it can be a little more optimistic when it comes to our rain chances the rest of the season. i can tell you we're looking like a stronger than average march on the way.

so that's the great news when it comes to rainfall anticipated. what i can tell you now is we are going to get into hammer time as of wednesday of this week. we're talking about heavy downpours, even the places we don't typically get those heavy downpours, that's the south bay so. for today enjoy your temperatures now in the 40s action we're headed toward the 70s just about everywhere. the coast line in san francisco, 67 degrees but 71, what a beautiful day shaping up in the north bay and 74 degrees in the south bay. i want to show you the next five days because it really tells the story. your seven-day forecast for your region wherever you live. we've got you covered here at the bottom of your screen. i want to show you san jose and san francisco, because we've got major changes coming to your forecast. 71 degrees for tomorrow. comfortable in the south bay. 65 degrees, you'll notice more cloud cover for your tuesday. then by wednesday the showers come in, and temperatures are going to be cold as well. it's going to be wet, windy and

rainy on wednesday. then by thursday we'll get a little break in the afternoon hours, only to have an even more potent system on the way for your friday. temperatures are going to be cold. this is when we could see snow level falls maybe to 3500 feet or even cooler than that. really depends on how much cold air the system is going to have as it makes its way in. give you an idea we stop the clock wednesday at 11:00 a.m. showers starting to push in. that will continue overnight wednesday into early thursday, we get our first break. this is how much rain we expect. just about with 3/4 inch in san jose. same for san francisco and a little above that in santa rosa. then more rain on the way. another system comes through late saturday into sunday. a break on monday. but not before tallying up potentially under three inches of rainfall in san jose. we really need so it hopefully everything will pan out. i'm all over this for you the

entire nbc bay area weather team gearing up for some heavy rainfall. we'll keep you updated. right now an update on your morning drive. >> remember, if it rains you're going to get wet when you get out of your car. looking to the roadways, slick conditions later on in the week. today a nice easy drive. we'll show you on the maps what it looks like right here. 680 up to 880. 87 through downtown starting to show a build. the peninsula moves nicely. you see that yellow stretch up through san mateo, more cars hitting the road. 59 miles per hour through that stretch. it will adjust back up. we're watching that. over across the bay, san mateo bridge, the dumbarton bridge, the volume a bit, more company but no big concerns. the castro valley y on schedule a. crash north 880 at 238 could cause disruption for folks. might be an early slowdown.

it may be there from the last few minutes haven't seen slowing. a live look, i wanted to show you it's a smooth drive, a good volume off of that san mateo high rise over to foster city. also you can see the hills on the east bay side so that's a good visibility as well. at least for the san mateo and dumbarton bridges. slow loog the tri-valley, as you travel westbound 580 top of the screen that's the slowest, and the exout of livermore into dublin is starting to show a slowdown. really speeds are in the 50s as you approach the done lin interchange. into the 15s out of the altamont pass. a build, slowing through richmond and of course the metering lights on, backup at the toll plaza. and end with this map toward the north bay where we have a smooth drive south 101.

after 17 days of competition the olympic games are over for now. thousands of people headed to the sochi airport to come on home. today is the heaviest day, travel day, related to the olympics. security wait times up to three hours in sochi but we can tell you bay area figure skater polina edmunds made her flight. she's in the air as we speak, headed back to san jose. she posted this picture. >> russia showing a sense of humor poking fun at itself during the closing ceremony, remember the olympic ring that failed to open during opening ceremony. at first the ring failed to open, then it slowly formed a complete and perfect ring. >> good for theme have a sense of humor. one of the mass cows had the owner of blowing out the olympic flame. the bear even shed a cheer as

for the afghan army 18 year. the soldiers were killed by taliban insurgents who raided an outpost yesterday. the u.s. and other international forces triering to keep some troops in the country past this year's withdrawal deadline to help ward off the taliban. >> three were killed, two dozen hurt when a grenade exploded in bangkok. the deaths are the latest in violent protests that started three months ago. yesterday thailand's health minister visited some of the injured and said the situation is getting worse. anti-government demonstrators boarded trucks to go to the foreign ministry building where they plan to block the gate. >> a retired army general in venezuela is in an armed standoff with security forces. supporters of the general rushed to his defense after he sent out a tweet to followers saying cuban and venezuelan hench men had come to his house looking for him. a large crowd arrived and forced

officers to move away. this standoff is the latest rallying cry for protesters who held anti-government demonstrations for the past two weeks. at least 11 people died in clashes with police. protesters are angry about a number of topics including inflation and rising crime. >> they call him uncatchable, even in joaquin guzman's final hours he eluded capture in tunnels. mexican troops tracked guzman to his hideout but as they forced their way in el chapo slipped throughout an escape tunnel hidden beneath the bathtub. mexican marines chased him out but locked him in a maze of tunnel under the city. his freedom was short lived. they say he had a military style assault rifle with him but never fired a shot. >> 6:26 now. still ahead president obama calling for a special meeting

going to slow down because of an incident. the latest in san francisco. >> we have the opening bell on wall street this morning. rice energy getting a lot of energy there. and on the nasdaq, carl icahn causing trouble for ebay. we'll talk about it in a minute. today is monday, february 24th, this is "today in the bay." good morning. i'm scott mcgrew. >> i'm laura garcia-cannon. organizers expect thousands of people including governor jerry brown to attend a memorial service for two chp officers with bay area ties. juan gonzalez and brian law were driving to a crash on 99 near fresno when their cruiser flipped. both men died at the scene. they used to work and live in the bay area. law started his highway patrol career in oakland and gonzalez worked in san jose before being transferred to fresno.

this morning's service is at 10:00 at the savemart center in fresno. >> while governor brown attends the funeral the governors from other states will be meeting with president obama at the white house. tracie potts joins us live in washington, d.c. the president wants the governors to team up for what he call as year of action. >> reporter: right. compared to the year of inaction we've seen on capitol hill. the president's message when he brings the governors back to the white house let's see where we can work together where congress is stagnant. some of the governors want the president to get rid of some of the red tape in terms of dealing with washington so they can go home and create jobs, that is one area where the democratic and republican governors agree they need to create jobs. that's part of what they will talk about. they will talk to western governors weather like wildfires and the drought, governor brown won't be there. he will be in california dealing with the drought.

president obama wants to know how washington can pitch in and help because this drought is not only affecting california, it's going to affect the entire country. the little bit that ends up on our store shelves costs a lot more back east and throughout the country so that's part of what they will deal with in a separate meeting at the white house. >> tracie, thanks. >> b.a.r.t. trains are running in concord following friday's derailment. more work needs to be done commuters should not worry about delays. service between the concord station was restored. one set of tracks needs to be repaired, that might stop b.a.r.t. from adding extra trains to the commute. the agency says riders should not notice any difference in service. >> let's check the forecast this morning. we're going to give you a look at san jose and san francisco. boy, is there fog. >> good morning to you.

temperatures today are looking pretty good though we do have periods of rain on the way. i can't get away from this forecast because it's almost mind blowing how much rain we have coming towards the bay area. today we're going to hit the 70s and you'll notice that on your seven-day forecast. here at the bottom of your screen. into this week, we're talking about the potential for two to three inches of rainfall with more on the heels of this system. right now everything is timing out just about right for tuesday measure three inches of rainfall in the south bay so. here's the deal. two nice days, you'll see that on the seven-day forecast. today and tomorrow, then the temperatures fall, dropping like a rock, and yeah, we bring in major snowfall, major rainfall. we could see snowfall to the tune of 6 inchesen top of the mountain. >> a nice easy drive this

morning, mike. >> we love that. i'll leave it at that. the bay bridge toll plaza we have a lovely commute here. let's look at this shot of the toll plaza where the backup was easing off on the lane to the left. i was worried it's going to build more. we look at the span with the taillights to the right side of the screen. that movesa as well w. this issue there are low clouds we were talking about, we have a smooth flow of traffic at the toll plaza you're backing up a little more but as we get to the maps in san francisco we point out west 80 getting off of the bay bridge in toward san francisco, a report of a crash there. after a crash on the san francisco side they sometimes slow them down. haven't seen that be the case but we'll continue to track that. we'll see the effects. across the golden gate bridge and the bay bridge, the backup at the metering lights. by the way, also slows because

of the volume coming in. that's standard though. that's why you're happy if you don't have to drive through the maze f. you drive through castro valley slow but better use, the crash relocated. it's on southbound 238 on the shoulder, not a major issue. it's not a commute. and the traditional flow of traffic there. let's check the south bay. a live look at san jose. the volume at 101 and 680 holding steady. that's good after a first early burst and slowing you calm down. so now north 101 from 680 to 880. good stuff here and across the golden gate. a beautiful view from the north bay into san francisco. i guess if you come into san francisco that's in your rearview mirror. back to you. >> 6:35 a. 4-year-old berkeley girl is among the children who experienced merious polio-like symptoms. the girl lost feeling in one of

her arms. a doctor working with others in southern california to figure out what is causing the symptoms in california children and they will present several of the cases at the american academy of neurology. doctors started seeing the symptoms in 2012, children came in with weakness or rapid paralysis in their arms or legs after an illness. doctors say it's not polio but they don't know what it is. >> 6:36. still ahead a windshield shattered and emergency landing caught on camera. what flew through the glass. >> plus two people out for a walk trapped as a building comes down on top of them. the new video next. >> a live look at the san mateo bridge from foster city this morning.

new video this morning of a building collapse that sent two people to the hospital overnight in philadelphia. witnesses say the two were walking by a vacant house when it suddenly collapsed. both are expected to recover. right now investigators are not sure what caused the building to cave in. city records show the building

has a history of garbage and extermination violations but nothing related to the structure itself. >> 65 mile stretch of the mississippi river is closed. a barge ran into a tow boat saturday about 47 miles west of new orleans. right now investigators aren't sure how much oil has spilled but there is a sheen on the water. the coast guard isn't sure when that section will reopen. >> the pilot never saw it coming. you see a bird come out of nowhere and slam into the plane breaking the windshield. the pilot lucky to be alive suffering a cut on his head. the pilot just about to touch down in ft. myers was able to safely land that plane. >> did you see his glasses fly off. ukraine's president is on the run. he may be airborne. coming up the new video that could show how he is trying to

fell you firefighters stood with hands over hearts as the vehicle carrying the body of their fallen comrade sped past. investigators say the firefighter was driving a tractor on his ranch in his off time when the vehicle went over an embankment and rolled 200 feet. he was found pinned beneath a piece of the tractor. we give you a live look at berkeley hills fire station number 7 as you can see, the american flag flying at half-staff in honor of the firefighter. >> hundreds of untested rape kits are about to be fast tracked hopefully clearing out a backlog in alameda county. the district attorney is shipping them to the east coast. the move follows a recent audit of alameda county and revealed there were 1900 untested rape kits. new legislation is working its way through the state assembly to address that backlog. the bill would set time limits for unprocessed rape evidence across california.

>> there is no sign of three men who police say forced their way into a home and tied up an elderly woman and her grandson. it happened near highlands park. police say at least two of the men had guns when they pushed their way into the home about 3:00 yesterday afternoon. a state senator lives next door and say the woman and her grandson ran to his help. the men got away with with items from the house. the grand mother was taken to the hospital with chest pains as precaution. >> a check of other top stories, peggy in the studio with a plan to put up homeless people in motel rooms. >> that is exactly right. 4800 people in fact, that's how many homeless are on the street in san jose. santa clara county fifth for its large homeless population behind new york, l.a., seattle and san diego. it's a problem and one that the san jose city council is turning to motels to help solve. a survey found those on the

street say they can't afford housing, too expensive. motel owners struggling with empty rooms say this idea would work for them. vouchers would be give tune the homeless to use at the motels where they receive discounted rooms, they would have to pay 35% of their income toward that room. currently other low income residents have similar deals such as san jose state students and local restaurant workers. the program would cost about 1 million of its $3 million homeless services budget. not a new idea, similar programs are in place where the homeless are living in studio hotels. that pulled 9,000 off the street. back to you. >> thank you. >> let's go to christie smith live at stanford where convenience stores phasing out tobacco sales. good morning. >> reporter: good morning to you. this is at stanford university where the university says they have been talking about doing this for months, now the two vendors that sell cigarettes are on board to stop selling them.

the university saying that they are an advocate for the health and well being of the entire community and the sales of cigarettes around campus are inconsistent with that. so, what this means is that the sales will stop at the valero gas station and the union on campus. cvs pharmacy announced a change. i spoke with a student who wondered why it had not happened before. >> for people who don't smoke it's a neutral thing because they had all of this time to stop selling cigarettes if it was a moral stand. there is pressure on them with other universities doing it so i'm not impressed. >> reporter: he may not be but this does build on stanford's smoke-free environment policy which means that smoking is prohibited in classeses, offices and buildings. it's permitted outdoors but you have to be at least 30 feet away from the nearest building. this policy change starts on march 1.

reporting live at stanford, christie smith, "today in the bay." >> thanks, christie. >> 6:55. let's talk business and tech stories. the founder of whatsapp is apologizing about an outage over the weekend. he says a faulty router affected some servers, shut down the app for about three hours saturday. just a day after facebook bought the app for $19 billion. in a statement he says we're sorry about the down time. it's our longest and biggest outage in years. >> carl icahn, the billionaire buys up shares in companies he thinks are poorly run to restructure the company the way he thinks it should be run. he's taken on apple and netflix now ebay. in an open letter he says ebay has the most blatant disregard for accountability he has seen. among his demands, splitting ebay and paypal apart. >> apple is adding mac computers to the list of devices vulnerable to a bug and it's a serious bug.
