nbc's richard engel's in kiev. good morning to you. >> reporter: good morning. parliament here has appointed its speaker as an interim president as new video emerges from the massacre that ultimately led this government to fall. ukrainians visited memorials for the nearly 100 protesters killed to oust their president. >> it's incredible. our government killed so many people. >> reporter: as protesters clashed with police last thursday, demonstrators were shot. this new video taken by ukrainian tv suggests the crackdown was more deliberate and organized than previously known. it appears to show calm, heavily armed forces maneuvering tactically around government buildings near kiev's independent square communicating on their radios and taking aimed shots. ukraine's new interior minister

today posted an arrest warrant for president viktor yanukovych for mass murder. but where is he? footage shows the moment yanukovych left kiev left last week with suitcases. national security adviser susan rice told "meet the press," as far as washington is concerned, yanukovych is no longer president. >> this is an interesting and complicated situation as you know. >> reporter: rice's strongest message was for russia. >> that would be a grave mistake. it's in nobody's interest to see violence return. >> reporter: kiev today remains calm and peaceful. yanukovych, president just last week, now a fugitive. >> reporter: that video of the security forces could prove to be significant. it appears to show three-man sniper teams taking orders and firing.

matt, back to you. >> richard engel in kiev this morning. thank you very much. >> meantime, here at home, two dreaded words we haven't heard in a while are back. polar vortex, al, really? >> yeah, but not as bad. it's going to be a little jarring after the weather we've had over the last few weeks. but we are going to see a bit of a change. here's what's going on. we're basically looking at a big arctic high. and that has pushed the jet stream way up to the west. and, of course, to balance it out, the jet stream has headed to the south as you get to much of the country. here we go. here it comes, a chunk of it. it's not the main center, but a piece of the polar vortex breaking off, bringing in the colder air. right now, feels like 13 below in bismarck, detroit, 5 above. and today's highs, temperatures will be about 15 degrees below in minneapolis, bismarck, 25 degrees below average. tomorrow morning, we look for those temperatures to continue plunging. cleveland, morning temperature, 15, new york city, 20, baltimore, 28. by wednesday, we continue to see the plunges.

backstrom didn't play. the sixth agent lead to be banned while testing positive at the olympic games. while pictures emerged of a russian figure skating judge hugging the surprise russian winner. bitter arguments over the results. president putin congratulated gold winning snowboarding vic wild. born in america, but competed for russia. a changed country, the closing ceremony declared. >> this is the new face of russia. >> reporter: not everyone will agree. russia spent more money than any games before, won more medals. but what it all means, history will judge. >> reporter: and last night, they passed that winter olympic flag to south korea who will host the game in 2018. and the pressure on rio to make sure they're ready in two years time for the summer games. meanwhile, guys, a few of us left here now surrounded by

russians. we may even make a run for it. >> you'll be okay. you handled yourself well for the last few weeks, keir. thank you very much for all your help. >> meantime, natalie's here. big arrest making news around the world to tell you about. >> and we are learning more about how mexico has captured its most wanted man. drug kingpin el chapo, his arrest has huge implications around the world. and comes from help from u.s. agencies. mark potter has details. >> reporter: new details this morning about the dramatic arrest of mexican kingpin joaquin guzman known as el chapo or "shorty." they've been hot on his heels for the last few weeks. they claim to have just missed him after raiding a safe house recently. guzman had escaped climbing through tup tunnels leading away from the house. this video released by the mexican attorney general's office shows a stairway heading down to a tunnel which connects

to a city drainage system. on saturday morning, guzman's luck ran out when mexican marines captured him in the resort town of mazatalan. for drug agents, a huge catch. >> chapo guzman is the most prolific trafficker of heroin, methamphetamine and marijuana in the world. >> reporter: he supplies most of the elicit drugs crossing the u.s. border. he's been indicted in half dozen american cities. "forbes" magazines labeled him one of the world's richest men. and in 2001, guzman escaped from a maximum security prison. from a laundry truck. but now that he's behind bars again, u.s. officials plan to seek his extradition. mark potter, nbc news, miami. big changes could be coming to the u.s. army. defense secretary chuck hagel is recommending billions of dollars in annual budget cuts that would limit pay raises and increase

health care premiums. under the plan, the army would shrink to the smallest force since the world war ii build-up. likely to face fierce opposition on capitol hill. the nation's governors at the white house again today. they had dinner with president obama sunday night as part of their winter conference. and today the president will urge them to team up for what he calls a year of action. the message, if congress won't act, then the white house will work with the states directly to get things done. some bad news this morning for drivers, gas prices are up 12 cents in just two weeks. the national average for regular is now $3.41 per gallon. experts say crude oil prices are up because of violence in petroleum-producing nations venezuela and south sudan. and scary moments for a florida pilot this weekend after an uninvited passenger decided to hop a ride. take a look at the video. captured by a cockpit camera. rob weber was minutes away from landing his six-seat plane in

accident in north castle, new york, about an hour north of manhattan. nbc's katy tur with the latest on this story. >> good morning, savannah. the 54-year-old facing a misdemeanor driving under the influence charge she said was the result of a mix-up with her medication. medication. >> she's fine and ready to go to trial and hopefully happy to get this over with. >> reporter: kerry kennedy due in court later today on trial for a misdemeanor charge of driving under the influence of a drug that stems from a july 2012 accident in which kennedy's car side swiped a tractor trailer in new york's west chester county. >> i remember getting on the highway and then i have no memory until i was stopped at a traffic light and a police officer was at my car door. >> reporter: officers described her as, quote, swaying and she had impaired speech. a toxicology report showed that kennedy had small traces of a generic form of ambien in her bloodstream. >> i told the officer it was

theoretically possible that i had mistakenly taken an ambien rather than a thyroid pill earlier that morning. >> reporter: kennedy's lawyers says that she occasionally takes the medicine when flying internationally. he argues that that medication and her thyroid medication come in similar prescription bottles and the pills are a similar shape and color. >> it is not a crime if it's an accidental ingestion. >> if the jury believes that she didn't knowingly take this, then that would be the heart of the defense, the crux of the defense in this case, then the jury would have to acquit. >> reporter: while prosecutors are expected to argue that once kennedy began to feel drowsy from the medication, she should've gotten off the road. >> kennedy's legal team turned down a plea deal that would've resulted in a three-month suspension on her license. if convicted, she could face a year in jail, fines, and also a suspended license. now her brother rfk jr. is coming to her defense arguing a conviction could be devastating to the humanitarian work she does abroad.

mmmm! mmmm! mmmm! wow! it's the oats. honey. yeah. honey bunches of oats. this is a great cereal. a very good monday morning to you. 7:26. i'm laura garcia-cannon. officials have not released the name of a firefighter who died in contra costa county when he was crushed by a tractor. the american flag is flying at half-staff at berkeley hills fire station number 7. last night fellow firefighters stood with hands over hearts as the vehicle carrying the body of their fallen comrade sped past. the firefighter was driving a tractor on a ranch on his time off when the vehicle went over an embankment and rolled 200 feet. emergency responders found him pinned beneath the tractor. >> this morning the san jose council will consider a strategy to get homeless men and women off the street.

dazzling closing ceremony. the flame extinguished by one of the game's mascots, the bear, natalie's friend. followed by a massive fireworks display. the bear said call me. coming up, medal-winning members of team usa will join us live. >> nice to see them again. and nba player jason collins made history last night as the first openly gay man to play in a major u.s. sports league. collins took the court for the brooklyn nets nine months after he came out in "sports illustrated." how would you like two weeks each year to do whatever you wanted. according to a new aol body image survey, women are spending an average of 55 minutes per day on their appearance. that works out to 14 days a year. >> wow. with all that in mind, we're going to be launching our "love your selfie" series. it will help you find beauty that you can actually embraced. and we've dubbed today "no make-up monday."

>> we've got folks on the plaza taking it off right now. we'll join them later. plus we'll talk to dr. oz about the pressure to look good and the right way to define beauty. you thought i brought bags home from sochi, wait until you see them when we take the makeup off. >> indestructible. >> looking forward to that. thanks. all right. let's begin this half hour, though, with the latest on the murder conviction of amanda knox. with yet another appeal on the horizon. some wonder if knox's ex-boyfriend is now trying to distance himself from her. joe fryer has that story. >> reporter: for more than six years rafael soicito defended his then girlfriend, amanda knox, in the murder of her roommate, meredith kercher. but in a new interview, he says he does have some questions about knox's behavior before kercher's body was found. he says after knox spent the night at his place, she went home to shower. when she returned hours later, he says knox was very agitated saying her front door had been

broken into and she found small bloodstains in the bathroom. certainly i asked her questions, he says, why did you take a shower? why did she spend so much time there? the reporter later asks what answers do you give yourself. and he responds, i don't have answers. >> i think he's distancing himself from her. he's saying that there is some evidence that may apply to her, doesn't apply to him. >> reporter: a year ago, he raised similar concerns about knox's behavior in his book. but in an appearance with savannah on "today" says he's never doubted her. >> the real facts are that we are innocent. >> reporter: they were convicted of murder in 2009, found innocent by an appeals court in 2011, then found guilty again this year. in her blog this month, knox rejected claims he was distancing himself. but does say he's frustrated pointing to an e-mail she recently received from him in which he maintains they're both

innocent but says i don't want to be punished for nor have to continue to justify those things that regard you and not me. knox now hopes on appeal she'll be found innocent again. >> there was no evidence then. there is no evidence now. and there never will be any evidence. >> reporter: italy's supreme court could hear their appeal within a year. joe fryer, nbc news, los angeles. >> let's get a check of the weather from mr. roker. >> good news is, we are seeing a change in the weather patterns for our friends out west. because it has been brutally dry. we would normally between july 1st through today see anywhere from 6 inches to a foot and a half of rain from santa barbara. but look at this, some areas, burbank, only a half inch of rain. santa ana 1 1/4 inches of rain. and to the north where the growing takes place in california, we would normally have upwards of 2 1/2 feet of rain. look at what they've gotten so far. i mean, some areas only a fifth of what they should get. but the good news is, we're seeing a change.

we're going to see some major storms developing out in the pacific. three major storms. storm number one will make its way in the gulf of alaska. storm number two makes its way into central and southern california bringing heavy rain, storm number three, this one brings relief all the way down as far south as los angeles and san diego. and look at the rainfall amounts. won't break the drought, but some areas picking up to 6 inches of rain from fresno. three inches as far south as los angeles. and that's great news. that's what's going on around the country, here's what's >> well, al, i think we should keep that great news coming in. good morning to you. temperatures are chilly to start but we're headed towards the 70s which means you can give your heater a break. 73 in the east bay, 67 in san francisco, north bay at 71 degrees. and it looks like we're going to tap into that atmospheric river as we head deeper into the week. right now rain chances start early wednesday and continue all

back, you know, the way should have been. so i've got a little pooch sometimes that, you know, i stillbirthed two incredibly happy, healthy children. i'm so thankful. >> it's what my mother told me, my aunt told me. we all have something, why focus on it? >> the hair thing bothered me for a short period of time. there was a time when i had too much hair. i had this awful thing going on there. and i had people used to make jokes when they'd see a picture of me from behind. you can pick matt out, that's matt right there with the bald spot. i think if you have something about yourself you find unsatisfactory, you've got to either deal with it or get over it. so i woke up one day and said let's cut it off. >> welcome back, how was your vacation? >> it was fantastic. i think it looks fantastic.

voice," something that's important to you. do you think that "the voice" has been able to turn out a huge star yet? that's the one criticism i ever hear of it. you don't have a kelly clarkson or carrie underwood yet. >> more than anything, you're learning the process and you have to stay tuned. this season hopefully we'll be able to introduce some new things greater than that, not to compare to other shows, but this one is so positive. and it doesn't really highlight, i guess, us tearing the talent down but building the talent up. and with the support of america and online purchases as well as do downloads and instagrams. it's being connected with not only our core base but also, too, introducing people in a light that would represent them, you know, successful on the show or have a career afterwards. >> cee lo surprised a lot of people by saying he will not be back on "the voice."

has this really cool documentary. >> yeah. it's interesting on discovery id, home of tamron's show "dateline crime." on investigation discovery, we produced the thing. it's hard to believe this happened in this country. but these -- what we call sun downtowns. they were all white communities that african-americans were not allowed to live in or even visit after dark. and surprisingly enough, they weren't where you would expect them to be down south. they were up north in ohio and illinois, places like that. towns in indiana, illinois, ohio, to find out -- there's word these practices still do exist. and he was starting an investigation. joined by an expert in the field. >> one of the most surprising aspects of this phenomenon is the assumption these towns only existed in the south. the truth is, most of them were in northern states such as new

>> we are really overloaded with celebrity images and so many times, and those of us with teenage daughters, we worry about this. you've been, you know, in the media spotlight for a long time. did you feel as you were growing up that pressure to stay thin? >> i don't know. i mean, in the '90s on "blossom" from the ages 14 to 19. the industry was different for teenagers then. there wasn't the internet, wasn't this publicity machine putting so much attention on teenage girls to look like adult women. and i think that's one of the big differences i've seen. is now we have all that pressure for teenagers to look like women and the model for women seems to be, yes, thin thin, thin. >> in hollywood, there seems to be a standard of beauty. did you feel pressure to look a certain way? >> if there was, i didn't do any of the things that would've made me look like other people. i was a funny-looking kid with large features and i was what was considered ethnic when i started acting in the late '80s. kids didn't look like me on television. i didn't have success in commercials and things like

that. i got character roles, which is what they call roles for people who don't look like leading girls or leading boys. that's kind of, i guess, been my schtick. it worked. >> certainly -- look, you are a role model on "the big bang theory" as a smart, funny, young woman. and now it's led you to the vegan table. tell us -- how did you make this journey? >> gosh. well, it's been a long journey. after "blossom," i got a ph.d. from ucla in neuroscience. i had a career as a scientist, came back to the world of acting after i had my two sons. and i've been vegetarian since i was 19 and vegan's been a slow progression. but raised my boys vegan and this book is literally the recipes that i make for nonvegans that they ask for more of. yes, there are plenty of healthy recipes, but also a lot of fun recipes that have a lot of rich flavors. everyone should be eating more fruits, vegetables, less processed foods. less animal fats.

last night, fellow firefighters stood with their hands over their hearts as a vehicle carrying the body of nunez sped past. investigators say he was driving a tractor in his off time when he went down an embankment, the tractor flipped and he died. today the san jose city council will consider a strategy to get homeless men and women off the streets. to put some of them up in local hotels. the city figures it will cost about a million dollars a year. the plan is to lease vacant hotels and motel rooms. we'll have a look at traffic and weather coming up after the break.
