flames tear through a san jose home overnight killing one person. now investigators are sifting through the damage. good tuesday morning to you. it's 4:30. i'm scott mcgrew. >> i'm laura garcia-cannon. that fire broke out after midnight at a home on south willard avenue not far from meridian avenue. it took crews about 2 1/2 hours to put out the flames. that's when they found a body inside. it's unclear at this time how that person died. investigators have not released the victim's identity. the red cross is helping a family including six adults and one child find a place to stay. it's too soon to tell how the

fire started. >> our own bob redell is at the scene gathering information as we speak. he'll have a livepdate coming up. >> turning to our microclimate forecast, things are calm. it was beautiful yesterday. come tomorrow, though, the entire bay area could be soaked. we're talking about rain, some cities have not seen for years. a look at the timing of it all. good morning. >> hey, good morning. yeah, we need this rainfall and it looks like we're going to see impressive totals here in the south bay. this morning we're waking up chilly, it's clear, 48 degrees to kick off the day in the east bay. 50 in san francisco, 50 along the peninsula headed to the 70s for a final day, then changes move in. i'll time everything out coming up. first, let's say good morning to mike inouye. >> good morning. looking toward the mission boulevard off ramp which just opened. quite a bit of excitement, well,

4: 4:30, so that's a lot for that area, still got it closed getting on the northbound side of 880 from mission. farther south we do have no construction on the maps, however, bob redell where he is now getting set up, we have the fire reported that scott and laura told you about. this is the san carlos, meridian area, major shopping area if you go through groceries, mcdonald's at the intersection. the the flow toward the freeway looks open. the on ramp are open for 280 but bob will give us more details. a smooth flow past 880 through oakland as well. a flow on 880 not a problem. getting there off alameda is an issue. back to you guys. >> 4:32, new detail what is doctors call a rare polio-like illness has left several children including many in the bay area partly paralyzed. doctors have seen about 20 cases

state wide. it resembles polio but it's not same illness. at a news conference dr. keith van heron talked about five cases he studied from the bay area. including 4-year-old sophia jarvis. sophia began kaufg and wheezing in 2012 and two days later her left arnl was paralyzed. >> she went to the treasure box to grab her toy after seeing the doctor and i saw her left hand mid grasp stop working. >> doctors have not found common causes to suggest the cases are linked but hope paub la sizing cases will alert pediatricians across the country. dr. van heron said there are similar outbreaks in asia and australia. >> the napa couple accused of killing a 3-year-old girl will face a judge for the first time today. 23-year-old sarah kruger and 26-year-old ryan warner are

charged with assault and murder in the death of kruger's daughter kaly. kaly was found beaten to death in her bed. her mother and warner were arrested a few days later. they will be arraigned this morning. according to documents warner and krueger says they stored her in a suit case and freezer before police found her. >> police looking for a man stuck a gun in the face after clerk and robbed him. it happened near the intersection of north white and mckee roads. take a look at shsurveillance video. you can see the suspect in the hooded sweatshirt before he pulled out a silver gun and demanded money from the clerk. he made it out with some cash but police are not saying how much. >> neighbors and police are teaming up to combat a new burglary trend in one neighborhood. our cameras were rolling when police nabbed three suspects they say hit a house on west

view drive in the evergreen neighborhood. one of the men had to be taken to the hospital after being bitten by a police dog. neighbors say they heard the suspects breaking into a house and called police who got there in time. in this neighborhood alone there are 176 burglaries in the past three months. many of those are what officers call kick-ins where a suspect kicks in a door to get inside. >> the family of two santa cruz police officers who died last year in the line of duty will attend a special ceremony in their honor tonight. tomorrow marks one year since lauren baker and elizabeth butler were shot to death while responding to a call. it was the first time santa cruz history that officers were killed in the line of duty. the man suspected of shooting them was killed by police after a door-to-door search. the city will honor baker and butler today with a ceremony, tomorrow a new garden at santa cruz city hall will be dedicated in their names. >> tonight city council leaders in san mateo will talk about

building a new apartment complex reshaping the downtown area. real estate giant essex property trust wants to build the complex. right now the area is a parking lot. to get the green light the company needs to ease concerns about traffic congestion and get special permission to build above the city height limit of 55 feet. the the 117-unit building would be the biggest project in downtown san mateo in more than a decade. >> the biggest water provider in the south bay will again ask people to cut back. today the santa clara valley water district is expected to propose a 20% water use reduction plan that's double what the district asked of its nearly 2 million customers last month. if the district adopts the resolution the reductions would last through the end of the year and could mean anything from temporary restrictions on lawn watering to hikes in water rates. it is the largest requested cut in 12 years. coming up in the next half hour,

to be very wild around here. wednesday and friday look to be the worst. we have three storm systems on the way to the bay area. impacting us all the way through next week. bring on the rain, we need it. 65 degrees tomorrow in san jose, redwood city in the mid-60s, the storm system is going to take its time into the south bay so you want to keep that in mind. once we're in the thick of it we stay in the thick of it all the way throughout this upcoming weekend. today is our last dry day, last day of 70-degree readings. enjoy it while it lasts. look what's coming. could be measuring this rain in inches. i'll tell you how much we're expecting where you live coming up. let's check your drive and say good morning to mike inouye. >> that's right. we expect a burst of traffic. yesterday we saw a return of the commute around the bay, a lot of trouble spots especially oakland so i'm watching 880, we'll start with 101 in southbound side with the headlights, few of them. a glow of the lights. there's a lot of moisture in the air and look at our maps of this

nation's capital this morning. a live look from washington, d.c. at 4:42, defense secretary chuck hagel heads to norfolk to explain billions in cuts, shrinking the military to the smallest since world war ii. under the proposed cuts the army would lose up to 80,000 soldiers but special operation forces would grow. army training helicopters would be retired and drones replace the cold war spy plane. some lawmakers say scaling back the military would be risky and worry it would weak at any national guard. this morning crews will give a tour and update on the bay bridge construction project. we have a live look at the bay bridge. in hours the toll bridge program oversight committee will give a briefing. updates should include the latest results and the efforts to remove water from inside the suspension span as well as the progress made on dismantling the original eastern span. >> richmond city leaders will

talk about google's barge tonight, decide whether to invite to the dock in the port of richmond. construction on the floating four-story structure stopped earlier this month after the san francisco bay conservation and development commission found the company didn't have the proper permits for building near treasure island. the barge will reportedly be a floating store. >> mountain view based linkedin doing what google, facebook can't expanding in china. launching a chinese version in hopes of reaching 140 million additional people. until now the site in china has been in english and has about 4 million users. the company says the site will comply with china's censorship rules. those forced google to shut down its search engine in 2010 and chinese authorities blocked access to twitter and facebook. speaking of facebook, a new report out this morning says the social networking giant will

scrap its e-mail service. for that and the rest of the news before the bell let's turn to morgan brennan. good morning. >> futures are lower, that's after stocks rallied on monday as investors continue to shrug off disappointing economic data. chalking it up to the impact of all of the bad winter weather. the markets did fade by the close and the s&p 500 ended shy of a new record high. we get data today on home prices and consumer confidence, plus we're getting earnings from home depot and macy's. the dow rising 103 to 16207 t nasdaq is up 29 to 4292. jpmorgan reportedly plans to cut several thousand more jobs from its mortgage business. the financial times says that's on top of the 13 to 15,000 set to be slashed due to plunging demand for home loans. the announcement could come at the annual investor day in new york. jpmorgan is looking to cut at local branches but most will be

62 degrees, though, for today, last dry day in san francisco, clouds increasing, we'll keep your temperatures down. 72 in the east bay. 70 degrees here in beautiful san jose. let's take you through the changes. as we head throughout day today, we'll start to see a little low cloud cover developing at the coast. afternoon clouds will build. talking about p the high and mid level clouds, partly cloudy to mostly cloudy. you notice the breeze picking up. throughout this evening overcast and drizzle begin. we're not expecting the heavy rain until tomorrow. we'll show you your futurecast. heading into tomorrow morning, at about 7:00 a.m. the front starts to move in and this is when we get into the hairy zone as i like to call. 3:00 p.m., the bay area just getting slammed with heavy rainfall. that will continue all the way throughout your evening commute tomorrow night. you want to keep in mind it's going to be a rough one, good request idea to not ride the bike to work tomorrow. we stop the clock getting into friday. this is when we get our next

global issue. >> yesterday after getting the paperwork he tweeted one flight left to st. louis and mission accomplished. he and his wife are going to an animal shelter where will be given shots and handed out for adoption. no doubt quickly. back to reality for polina edmun edmunds. she is going to head back to class at middy high school. >> the 15-year-old got back from sochi yesterday. she wants to catch up with rest and relaxation but edmunds is going to go back to school. she finished ninth overall. she is motivated now more than ever to make it to south korea in four years. >> it's just crazy. but it's definitely inspiring and you know what the olympic experience is about now and it's really motivating to try to get to another one. i'm going to be working hard these next four years building up for korea. >> back to school today but in a

these folks nowhere they are going. we're looking at the map. the same area i showed you, the map, it's westbound in toward the dublin interchange. that's not the problem. i did show you slowing westbound and indeed the updated, the crash itself was not indicated. westbound approaching east first street in livermore. there is a big backup. a big rig in the center divide. another car involved in this crash on the shoulder that's blocking the slow lane. so folks are getting through the middle as crews arrive. distraction on both sides. we expect maybe 20 minutes until the crews arrive and hopefully move that. if not it's going to be more backup out of the altamont. that means relief for folks if you start on freeway west of there. looking to the south bay, traffic flows smoothly. not as much construction as we often see. we are watching this issue, san carlos at meridian. we talked about the fire there. bob redell is there getting more details. we'll get a live report coming up. you see slowing on north 280
