now a wrong way driver for the same area. what is going on? the latest coming up. >> a live look outside, beautiful span of the bay bridge, folks up and about including you we hope, on this tuesday, february 25th, this is "today in the bay." a very good morning to you. thanks for joining us. i'm laura garcia-cannon. >> and i'm scott mcgrew. we start with breaking news in san jose. firefighters still on the scene of a deadly house fire, started after midnight on willard avenue a few blocks from that midtown safeway there. bob redell is just talked to firefighters on the scene and bob, give us the latest. >> reporter: good morning to you, scott. you can see the van over my left shoulder t coroner van here to remove the body of the person who was killed in this house fire here. it is actually taking place in a back building behind the home here. because they don't know whether this is intentional or accident

they are treating this as a crime scene. that's just something they do until they figure out what the cause s. you're looking at a photo by the san jose fire department. it shows you how involved this home was, this building in the back when they first arrived. this is around 12:15 this morning. they tell us it was so involved you could see flames from the top and the sides. they immediately had to go on to the defense. part of the other challenge was there's not much room, it's a tight area so getting the rigs in was difficult. and they also had an apartment building to the side and a house in the front so they had to protect the structures. a lot of challenges but what turns out was this building in the back, maybe a 300 to 400 square foot cottage being rented out, that's what caught fire and unfortunately about a half hour into the fire fighting they did find the body of a person. not sure if it's the man who lives there but they did find somebody dead inside. >> unfortunately by the time they got here no matter what they did whoever was inside was

deceased due to the heavy fire that was in there. there was no way anybody was going to live through that no matter what we did from our initial arrival. >> reporter: again, this is in an out building behind the home that's behind me here on willard, about a block away from douglas. there are six people, a family, three generations that live in the house in the front. that house was not damaged, was not destroyed but the power's been shut off so the red cross has been helping those people find a place to stay until their power gets restored. one person dead in a fire in an out building behind this home. the home in front is fine and they were able to protect the apartment building to the left from the radiant heat that was produced by the fire as you saw in that photo. quite a lot of fire. again, this is after around 12:15 this morning. reporting live in san jose, bob redell, "today in the bay." >> very sad. thank you, bob. >> continuing coverage of the uprising in kiev, ukrainian

parliament will wait until thursday to form a new government. the vote on a new government had been scheduled for today. ukraine's interim leaders vowed to put the country back on track now that the former president is no longer in charge. he's still on the run facing murder charges for the death of more than 80 people, mostly protesters. protesters in kiev have now taken the role of policing independence square into their own hands. one of the self defense units dragged an alleged thief through the streets. demonstrations have been largely peaceful since last week's clashes with police. >> about 50 student demonstrators battled in caracas. they threw rocks at police who responded with tear gas, the latest protest since anti-government demonstrations began in venezuela. about 15 people have died in the

conflict. >> dozens of big businesses making an appeal to arizona's governor telling her not to sign a bill discriminating against gays and lesbians. the legislation would allow business owners to deny service to gays and lesbians on religious grounds. it was passed by the state house on thursday. brewer is still in washington, d.c. meeting with the nation's other governors. she will fly home later today. when she get there is she has five days to either veto the legislation or sign it into law. a number of people have come out against the law including both of arizona's republican senators, john mccain and jeff flake. apple, american airlines and marriott called on brewer to say they would lose business if the law passes. apple is in the process of opening a manufacturing plant in mesa, arizona. next year super bowl is supposed to be held in arizona t nfl is not directly said it would move the game if the bill is signed but does say it closely watches

the situation. >> today, the biggest provider of drinking water in the south bay is expected to propose a plan to greatly reduce the amount of water we use. it's the watlargest reduction p asking all of us to use 20% less water for months. peggy bunker live in the studio, peggy, really break it down. what does a 20% reduction mean? >> we're going to talk about that. i'll tell you what you can do to hit that 20% reduction. it might surprise you how much water we use. while 2013 was dry for california it's gotten nothing on 2014. dry mountains, lakes and streams mean dire consequences for our state. the governor has declared a state of emergency and now the santa clara water district is considering doubling their water reduction request. now, the district is silicon valley's largest provider. they asked us to cut back 10% last month. but with the drought worsening,

tonight the board will meet to discuss requesting a 20% reduction in water use. that's the highest in 22 years. why so drastic? let me show you these two pictures from nasa. they tell the story. you can see along the sierra mountain range you see lake tahoe, pyramid lake. this is from january 18, 2013. you see the snowpack there. then take a look at this year. this also taken on january 18, 2014. dry as a bone. also you see the snowpack here. this is where we get 30% of our drinking water. gone. it's not there this year. also if you look west to the forested mountain range you see beyond the green stripe, brown. so a very dire situation. so right now we want to talk about what you can do to reduce your water use at home, perhaps even if they don't decide to ask for 20% we should be doing it. the average californian uses 196 gallons of water per day.

think about a gallon milk jug. you can reduce that by the obvious. turning off the water when you brush teeth. fix leaky toilets. wash only full loads of clothing. and as always, five minute showers instead of 10-minute showers. even with the water, the valley district, if they decide to not ask the public after seeing the pictures perhaps we should be doing it anyway when you consider how drastic this drought has become. >> growing up in california all of those tips have become a way of life since i was a little girl except maybe the shower one. can't remember the last time i let the water run when i was brushing my teeth. >> exactly. we have to make a difference. thanks a lot. >> while the drought is certain we have big concern the big news is rain is on the way. a look at san jose. temperature in the 70s, beautiful yesterday. tomorrow we're going to see storm clouds move in. >> let's check in with

meteorologist christina loren for a look at when that rain will arrive. >> hey, good morning to you. temps now mostly in the 40s and 50s. a great looking day shaping up. temperaturewise we're looking pretty good as we head throughout the afternoon. to get close to the 70-degree readings. let's get to your temperatures this morning. 44 degrees in concord. 47 in san jose. san francisco want to show you the daypart where you live. this tells the weather story that i want to really focus in on. and that's the fact that the clouds are going to continue to increase all day long. and that will keep your temperature down to about 61 degrees at 4:00 p.m. so it's going to be noticeably cooler at the coast today. keep that in mind. otherwise look where we're headed. 70 degrees in the south bay, the peninsula 68, 72 in the east bay and san francisco is at 63 degrees. so a cool start. a little bit of patchy fog, mostly at the coastline. throughout the day today you'll notice the clouds increasing. mostly between 2:00 and 4:00, the breeze is going to pick up as well. then this is what we expect it to look like by the end of the

day. mostly cloudy conditions, overcast sky. and yeah t sun sets close to 6:00 p.m. however, we expect the drizzle to start up. soupy conditions before sunset tonight. then the main event moves in tomorrow. look what's headed our way. lots of rainfall, two potent systems between now and friday. and look at this. this next system is going to bull's eye the los angeles area where they need that rainfall. they are going to get more rain out of this system than they had for over five years. so this is the kind of drought denter we're looking at. we don't think it's going to bust the drought but this could put a deficit in it and that's what we're looking to do. let's check your drive. >> there you go. a dent in the drought, that's good. that's likely the best we'll see after a couple of years. looking here, no dents on the road in oakland. we'll look at 580 westbound, where we see a smoother flow of traffic. there is a nice drive. that's the good news. look at the map. the camera here, westbound by the arrow, but it's eastbound

that we had the wrong way driver reported. no accidents, no incidents t car is on the shoulder without any problems. the wrong way driver has been taken care of. but the commute direction westbound is still a big factor out of the altamont pass it's slow approaching east first. a tractor-trailer i think in the center divide and the vehicle that was involved as well on the slow lane, that's still blocking that lane and big distraction. we don't have the tow trucks yet. this is a problem into livermore. actually a break for folks who are leaving livermore and heading to the dublin interchange. westbound highway 4 moves smoothly, the build hasn't started for antioch. the antioch bridge reopened. and we have to check the peninsula. a look at palo alto, 101 represents the volume of traffic there. not a big deal through palo alto or san mateo or into and out of san francisco. 28 even lighter, guys. back to you. >> thanks a lot. >> this morning san jose's newest olympian waking up in her

own bed for the first time in weeks. she is not wasting time getting back to what she had before sochi. >> christie smith is live at middy high school where polina edmunds will be back at class. turns into a regular teenager again. >> reporter: good morning to you. talk about a transition from three weeks in sochi, competing on the world stage, now back to high school, back to her desk and hitting the books. classmates will welcome polina edmunds back to archbishop middy high school in san jose later this morning. she tweeted out photos saying she loved the half filled flights and that it took 23 hours just to get back home to san francisco. soon the 15-year-old will be back on the ice again, this time training for the world championships in japan, but she is back home now in san jose, understandably exhausted. she finished ninth overall in sochi on the ice. showing that keeps her motivated. she kept up on her studies while

welcome back. the u.s. attorney general pushing congress to take action after a series of data breaches compromised millions of americans' personal information. eric holder wants lawmakers to create a national standard for businesses outlining to them how and when to notify customers whose information may have been compromised much like the laws here in california. target didn't inform people about its data breach until four days later. 70 million people were affected. retailer neiman-marcus waited ten days before notifying customers of a similar breach. both target and neiman-marcus are publicly held companies so sec regulations require them to

disclose breaches provided it doesn't interfere with criminal investigation. there are no federal rules for privately held companies. meanwhile, oracle continues to build up its cloud marketing software. the redwood city company purchased blue ky. "fortune" magazine reports it's probably $400 million mostly in cash. blue ky looks at personal data so companies can target information based on history. facebook's mark zuckerberg talking about his company's $19 billion deal to buy whatsapp. critics say facebook paid way too much for the company but during his key note speech at mobile world congress yesterday, zuckerberg says it's about long term growth, not short-term gain. investors seem to agree. facebook stock is up 3% this morning. >> well, for a look at the rest of the market let's turn to

morgan brennan. good morning. >> good morning, scott. futures are lower, that's after stocks rallied monday as investors continue to shrug off disappointing economic data. chalking it up to the impact of all of the bad winter weather. s&p 500 ended just shy of a new record high. we get data today on home prices and consumer confidence and earnings from home depot and macy's. the douz rising to 16207 and the nasdaq up 29 to 4292. back to you. >> i'll take it from here. the mountaineer city council will consider turning down tune into a wi-fi hot spot. google installed free city wide, wi-fi 8 years ago but is pulling the plug. in addition google is offering to give the city a grant that would turn several other locations into hot spots. if the proposal passes google

could take down the citywide network within two months. tonight's meeting will be held at 6:30 in the city council chambers in city hall at 500 castro street in mountain view. >> let's check with christina. >> good morning to you. might be a little more chipper than usual which might be hard to take. 5:18. that's because we have so much rainfall on the way to the bay area. as you know, we need it. we're talking about the kind of rainfall that will break records especially in los angeles where they have not seen an inch of rain for the past three years. i think this system that comes through on friday will provide maybe three inches of rain down to the south land where they need that rain. for us we're talking maybe four inches in places that accumulate the most. mostly in the higher elevations as per usual where we get orographic enhancement. this live picture, beautiful san jose this morning. good morning to you wherever you're waking up. it's chilly enough for a coat this morning. clear conditions but look where

we're headed. you want to bring something you can ditch later on. 63 in san francisco, north bay is at 65 degrees later on this afternoon. this is our last dry day. you can really see that when i pull out the next five days. the differences between san jose and san francisco. but maybe you don't live in one of these major cities. maybe you want to find your zone tot bottom of the screen. as we know, you always have a little more interest when there is rain in the forecast. so that's there for you throughout all of my weather reports. we are talking about rain moving in starting tomorrow. and it's going to continue all the way through this weekend. in fact, potentially all the way through next tuesday. we could be measuring three inches of rainfall right here in san jose. so let's go ahead and take it to the futurecast and show you what we're working with. we stop the clock at 7:00 a.m. the front is offshore at that point. look what happens, though, throughout the day. stop that clock at 2:00 p.m., the bulk of the moisture comes through. we're expecting the most active

time between about 2:00 p.m. and 6:00 p.m. after that you see the yellow, the orange racing off to tahoe. where this alone could produce three feet of powder with another system on its heels for friday. what i can tell you right now it's not only the rain we're concerned about, it's going to be very windy as we head throughout wednesday and friday. as these showers are coming through. keep that in mind especially if you live in the higher elevations where trees do go down when we have this setup. we'll keep you updated. i'm going to show you what we expect for tahoe in my next report. stay tuned for that if you can. if you got to leave now here is mike inouye. >> we'll help you get out the door. good news as we see green for the most part around the bay. we're going to point out the dramatic red here. let's zoom in like 580 through the tri-valley. we have a tough drive now. the crash still going on here. west 580 as you approach east first street, there is a big rig tractor-trailer in the center and a sedan in the slow lanes.

tow truck should be there but they are held up getting over there. we might need a bigger tow truck because it's a tractor-trailer. we're waiting for updates. look at this jam out of the altamont pass. if you start on the freeway west thereof a break, all of those folks held up there provide as break heading to 580, 680, south through sunol not a problem. fine, your typical pattern for the tri-valley. to the south bay we see no problems in the northbound routes, easy flow for the freeways, we'll give you that update, confirm with bob. he's at scene of that deadly fire that's near stan carlos and meridian. it's willard, one of the surface streets. we're going to end with a shot of oakland, 880 and the coliseum, light to the bay bridge toll plaza and into san francisco. >> thank you. 5:21. the state department of education is warning parents about a telemarketing scam that

uses the psat to gain personal information including credit card numbers. callers have been asking if the state is calling homes about the standardized practice test students take before the s.a.t. but the department says it's not made any of these calls and if you receive a call like this, you should hang up immediately. >> today the first lady will announce new rules that could change the type of ads your kids would be exposed to at school. the rules would phase out ads for sugary drinks and junk food around campus. that includes scoreboards, vending machines, cups, posters and menu boards, all part of the first lady michelle obama's let's move initiative to fight childhood obesity. >> seth meyers debuts.

san jose. bob redell is out there live at the scene. what have you found out so far? >> reporter: good morning to you. in the past half hour the coroner has removed the body of that person killed in this fire overnight. the body is so badly burned they haven't been able to determine whether it was a man or woman or who that person is or was. they don't know if it's the middle-aged man who was living in the cottage or someone else. this is what the fire looked like just after midnight. it's a photo courtesy of the san jose fire department. they took this just to show us how involved the fire was when they arrived around 12:15 this morning. you could see flames coming out on all four sides of this cottage located in the back of this home as well as the roof. very small building around 300 to 400 square feet. they still do not know the cause. but they had to go to a second alarm because the fire was so big, the concern was it might spread to the house in the front or to the apartment complex to

the side. and they said it was so big there was no way for this person who was inside for them to survive. >> the fire, it was a challenging fire from the start. we had report there is might have been somebody inside. we had difficult access, the streets are narrow for our rigs. we had to attack from the front and also from going through the fencing from the other side behind the house, accessing that way. and then just the challenges of keeping the fire from spreading to the apartment complex and the duplex to the side. >> reporter: as i mentioned, the fire department does not know yet whether this was an accident or intentional. they have an investigator who is going to be here. until they confirm the cause, this is officially considered a crime scene. again they point that out this is more of a standard operating procedure until they figure out what the actual cause is. that home in the front, the house, there are six people who live there, three generations of a family, red cross has been out to help them find a temporary place to stay because the power

is out. reporting live in san jose, bob redell, "today in the bay." >> so tragic for them. thank you, bob. >> the napa couple accused of killing a 3-year-old girl will face a judge. sarah kruger and ryan warner are accused of assault and murder in the death of kruger's 3-year-old daughter caylee. she was found beaten to death in her bed earlier this month. her mother and warner were arrested a few days later. they will be arraigned this morning. according to court documents warner and kruger told police they stored caylee's body in a suit case, then a freezer before police found her. >> 5:32. police in san jose looking for a man they say stuck a gun in the face of a clerk and robbed him. it happened at the store on north white road near the intersection of mckee road. take a look at this. you can see the suspect in a hooded sweatshirt walk through the door before he pulled out a silver handgun and demanded money from the clerk.

he made it out with some cash but police are not saying how much. >> a possible resolution this morning in the fight between casino matrix and the city of san jose. the casino has put a 90-day hold on its lawsuit against the city, casino matrix filed suit back when san jose blocked its plans for a high roller card room on the eighth floor of the building. police said surprise inspections on the eighth floor wouldn't be much of a surprise because it would take so much time to get up there. the council recently changed tactics asking city regulators to allow casino matrix to open that gambling floor so the lawsuit is off. so far no final decision, though, has been made either way. >> santa clara university employees will lose their elective abortion health care coverage at the start of next year. the "mercury news" reports that the university's board chose to uphold the change announced by the school president last fall. the change sparked protests from college professors who urged the

board to reverse it. the board ruled the move is in line with the university's mission and identity that includes the church's opposition to abortion. >> the average californian uses about 196 gallons of water a day. in the south bay's biggest drinking water provider says we need to cut that by about 40 gallons each. peggy joins us now. tell me about 40 gallons, there's one. >> look at this. can you imagine, about 200 of these each californian using per day and especially of course with the drought that we have going on it's a dire, dire situation. and of course one that right now the santa clara valley water district trying to decide if they ask people to cut back more than the 10% they asked for. they are looking for people to voluntary reduce to 20% and here is the reason why. we're talking about this drought that's been going on affecting everybody. we want to show you pictures that were taken by nasa. you can see above the sierra,

showing really what the issue is and that is all about the snowpack. we're showing you pictures now, people watering the lawn and watering bushes. those are things that perhaps could be voluntary cutbacks. as you take a look at the sierra that the picture, this highlights the problem. the picture on the left shows the snowpack from january 18, 2013. look at the same pick if you are here, january 18, 2014. it tells the story. here, just absolutely no snowpack. this is where we get 30% of our drinking water. shocking difference as well as you go west of the sierra. you see the dry brown range there with just basically no moisture. so of course this is the reason why the situation is really dire. 196 gallons of water that each californian is using we want to talk about how to reduce that by 20%, that's what the governor asked for in his state of the emergency. one easy way of course turn off the water when you brush your teeth or shaving.

i think we've all been doing that for years. it saves 10 gallons per person per day. fix the leaky toilets that drains excess water. wash only full loads of clothes, if you've got small kids probably that washing machine is going all day long. it will save you within 5 to 45 gallons per load. take five minute showers instead of 10 minute showers, that will save 12 gallons. as you hear from meteorologist christina loren, rain is coming, that will certainly help but the question remains will that water be enough. so think about it. the shortest shower, still take a shower, make it a shorter shower. >> i'll make a note of that. the good news is that rain is on the way, this is new video from palo alto where the sandbags are already out as a storm heads toward the bay area. they may be needed. remember last winter the creek in palo alto flooded. it sent dozens to shelters. in addition to offering sandbags

the city is asking people to clean out debris out of gutters and storm drains and off the sidewalks so all of that rain can flow where it needs to flow. >> what do you think, going to be a super soaker? >> i do. and i also think that you can't say enough about a fabreze shower. temperatures looking good. it's going to be a super soaker. we thank you for waking up with us. 50 degrees in mountain view, this dress fabreze. we've got a great looking day shaping up. temperatures today are going to end up in the 70s. a little patchy fog. not a big deal. travel cautiously along u.s. 1. mike is all over that. patchy low clouds make way to a nice day. but the clouds are going to steadily increase and the breeze will pick up. temperatures look good, though we're going to see yeah, no more sunshine, that full sunshine we had for the past few days a

hill this morning with details on some of the cuts we're talking about. good morning. >> reporter: laura, good morning. there are over 200,000 people in california who might be concerned, national guard reservists, other active duty military and civilians who could be affected by this. let's take a look at the cuts. he wants to shrink the army by as many as 80,000, get rid of some of the older equipment and bring in newer things like drones as opposed to some of the older spy planes. and also even with the 1% pay raise, military members might find themselves stretching their dollars because subsidies for things like the commissary and housing could go away as a result of all of this. the big question, would america be as safe? we're not fighting two wars, the pentagon argues that budget's got to be smaller but they say if the sequester cuts don't go away they may have to make more cuts and that hagel admits could endanger the country.

back to school off of ski week. but hey, you can get to tahoe this weekend, we're talking about some major snowfall headed there. you can see our temperatures are nice and comfortable. right there at the bottom of the screen, we are going to be in the thick of it when it comes to showers starting tomorrow all the way across the board into next week. but for today, last dry day, last day of 70 degrees the high in san jose. at 64 at lunch time. clouds increasing, then as you make your way home from work temperatures at 4:00 p.m. are going to fall to 66 degrees. nonetheless, a comfortable day shaping up across the bay area. our last unseasonably warm day, we hit the 80s yesterday in santa clara. 62 degrees in san francisco, 72 degrees in the east bay and 68 for today along the peninsula so a touch cooler this afternoon. you'll notice that difference. you'll also notice less sunshine starting right off the bat at 10:00 a.m. the clouds will be increasing as the area of low pressure gets closer to the bay area. let's talk about what we are

expecting from the storm system that's going to ride in tomorrow. 6 to 10:00 a.m. showers begin. the winds start to crank and this system is going to be packing some really gusty winds. you want to keep that in mind. if you've got loose objects in the back yard of the home make sure you tie those down or bring them inside. heavier periods of rain on the way, gusts to 40 continuing from 11:00 a.m. to 7:00 p.m. when the bulk of the moisture will come through. 8:00 p.m. into the overnight hours we're talking about light to moderate rainfall, not as windy. then we get another round, strong wind and heavy rainfall as we head through friday. find your region here on the map and let's go ahead and stop that clock for you. 7:00 a.m., the showers starting at the coast. continue that, stop it at 1:00 p.m. you are mostly going to get them done before about lunch time in the south bay but look what happens by 2:00 p.m. the heavy rainfall moves in, and we continue that pattern into about 7:00 p.m. after that the showers become a little lighter, we'll get a

acetaminophen are linked but encourages further study. >> new details about what doctors call a rare phenomenon. a rare polio-like illness left several children including here in the bay area, partly partialized. doctors have seen about 20 cases statewide. they say the condition resembles polio but it is not the same illness. at a news conference yesterday a doctor from children's hospital talked about five cases he studied from the bay area including 4-year-old sophia jarvis. sophia began coughing and wheezing in 2012 and two days later her left arm was paralyzed. >> sophia went to the pressure box to grab her toy after seeing the doctor, and i saw her left hand mid grasp stop working. >> doctors have not found any common causes to suggest the cases are linked but hope publicizing cases will alert
