>> thanks for joining us. i'm laura garcia-cannon. >> i'm scott mcgrew. we start with an update to breaking news. investigators looking into the cause of a deadly fire. >> bob redell is near the home. bob, what are firefighters telling you? >> good morning. the fire department ficks out the cause when they figure out whether or not the fatal fire was intentional or accidental. the police department is treating this property here as a crime scene. this photo taken by san jose fire overnight. shows what the firefighters encountered when they arrived. looking at a small cottage located behind the main house. you can see it was fully involved, the fire captain tells us that there was no way to save the person.

too late. the fire department confirms the i.d. the body is too badly burned. it's been removed. they believe it was their tenant. a 45-year-old man. loved to feed the pigeons and cats in the became yard. >> it's a hard feeling that comes to you because you've known the guy for almost five years. and i mean, i would talk to him, joke with him. that's hard knowing that he died. >> they did succeed in that endover. that kept that fire contained in the small cottage. you mentioned a person rushed to the hospital. it's our understanding that was a medical emergency unrelated to the fire.

as far as that home behind me, you can see the power is out there. six people that live there. and as a result because there is no power red cross was there earlier to help them find a temporary place to stay until pg&e is able to get the electricity and gas back on. bob redell, "today in the bay." >> 6:03, now to a developi stor in the you crane. the ousted president is in the hospital after being shot. his condition and details on the astacks are not known. in the meantime the new you crane government will not be in place before thursday. right now a man hunt is still under way to track down the ukrainian president victor yawn you yanukovych. his destination is unknown. the government has issued a warrant for his arrest charging him with mass murder of protesters. today we're learning the

president spoke on the phone with joe biden more than an hour before he fled the capitol. a senior obama administration official says biden told yahim e window for the crisis was closing. >> anti-government protesters policing the square. in this instance they dragged anning aed thief through the streets as an example to others. so far demonstrators are staying put on the streets of the capitol where 70 people were killed in one day during clashes with police. >> new video to show you this morning of more street violence in the capitol of venezuela overnight. around 50 student protesters clashed with police. some students threw rocks and police responded with tear gas. this is the latest in a series of protests that happened in the past two weeks. at least 15 people have died in the clashes with police. protesters are angry about a

number of things, inflation and rising crime. >> time to check the forecast as we give you a live look outside. this is san jose, and palo alto and fremont. so far things are dry but that is all about to change because take a look at this. the weather radar shows two storms churning right now over the pacific and that means we can expect rain as early as tomorrow. >> this morning team coverage on the weather, christina loren has a look at the storm forecast. let's start with peggy bunker live in the studio. rain is on the way but people in the south bay will soon be asked to cut back in water use. >> that's right. you know, back in january governor brown announced the drought emergency, he asked californians to reduce water consumption by 20%. the largest drinking water provider is saying we need to up our conservation to 20% as well. that's the water district. they asked us to cut back 10% last month. with the drought worsening the board will meet to discuss requesting a voluntary 20%

reduction in water use. that is the highest in 22 years. when you are cuonsider we each use 192 gallons a day that means cutting back 40 gallons per day. how do you do it? many of us have grown up with these ideas and it's something we're used to but if not this is a great way to shave off totals including turning off the water when you brush your teeth or shaving, that saves 10 gallons per person per day. fix the leaky toilets, that's water you're not going to miss. it's draining out all day. wash only fuel loads ever clothing. also take five-minute showers instead of 10-minute showers. that will save you about 12, 13 gallons per day. the sense of urgency, if it hasn't hit home yet look at these satellite pictures perhaps it will help you get a grasp on what we're talking about. these are taken from nasa's satellite. they offer the harsh reality of where we are walter witz.

this picture taken january 18, 2013. this one taken january 18, 2014. check out the snow cover that was there last year, around lake tahoe, then you can see here, it's not there in 2014. a shocking difference between the two. also if you look west of the mountain range you see completely dry. california gets so much water from the mountain snow off of the rivers and irrigation for farming. this alone is just completely alarming. so take a look at everything here that we have accumulated and what we don't have. you see why this is a dire situation. back to this conservation effort. if you think about what you can do at home, right now these are voluntary conservation ideas. but they are saying they could welcome mandatory. we could see a spike in maybe water bills, temporary rate increases, also maybe cutting back on watering the lawns. so everybody thinking about what they can do to save water. >> exactly. well, the good news, thank you very much, peggy, is that santa clara county already bracing for

tomorrow's rain. some rain in the works. and there are sand bags available at 18 different stations around the county. this is new video of the sandbags up for grabs, ready to go. on embarcadero road near the palo alto air terminal. for a list of all of the sand bag stations you can visit valley water.org and search sand bag site. >> check in with christina for when and where this rain is going to hit. good morning. >> hey, good morning. it's going to hit everybody tomorrow afternoon. easy to answer those questions for you. as we head throughout the day today, temperatures are going to be comfortable as our last day of 70-degree readings, keep that in mind. for this morning it's chilly, mostly clear to start, dry, though. and yeah, clear. a lot of sunshine early. so basically when it comes to the drought, overall there's a couple things i can point out to help you understand what's happening. now the demands for water over the past 10 years has increased. we are completely dependent on the weather to fill our

reservoirs and the snowpack is key for filling the reservoirs in tahoe. as we head throughout the next cup days we're potentially going to accumulate upwards of six feet of powder up in tahoe. we need it at this point. but we need more rain overall i can tell you i'm looking at least 15 days 0 but and the overall pattern for the month of march looking very active. you'll notice that on the seven-day forecast there at the bottom of the screen. this is our last dry day. rain chances every day now through tuesday. so here's what we're working with today. enjoy it while it lasts. 72 in the east bay, san francisco 62, 65 degrees in the north bay and 70 degrees is the forecasted high in the south bay. so we've got a series of storm systems on the way to the bay area. the first arrives tomorrow. in addition to the very heavy rainfall we're talking about winds gusting in excess of 40 miles per hour. so this could do damage. especially at the higher terrain where we lack that friction. the winds just whip. as we head throughout friday,

our next storm system comes through and this is the big game changer. this one could provide an additional 1 to 3 inches of rainfall on top of what we accumulate on wednesday. then we've got a third storm system coming in as we head through sunday and monday. on and off shower activity. you want to plan on indoor activities for this weekend. and just to give you a taste of what we're expecting as far as your accumulations go, take a look at this. if you're not by your television screen come on down for a moment. look at this. from the first system, 2.25 inches in the east bay as we combine both systems over 3 inches of rainfall in the south bay. that will put a dent in the drought. so we want this to work out. we'll keep you updated. he's keeping us updated. >> thank you, christina. i was not so smooth as i was moving the camera around. looking toward 101, northbound at 680. this is our traffic shot. we see the volume of traffic. i moved the camera around in case we could see smoke.

let me explain. look at the map, you see the south bay moving smoothly. aside from where the arrow is coming up toward the camera shot north 101 past 680 the first spot that shows slowing on schedule for traffic tuesday. but off of the freeway at 24th south of san antonio, actually where 24th street turns to mclaughlin a report of a fire. sounds like a small out building or a trailer on fire. then now there is a structure fire, one of the houses in the neighborhood also on fire so we're tracking that. it sound likes two alarms, they had to call for backup, that means local traffic control. mclaughlin, the on ramp is moving and no on or off ramps affected as far as i know. this is the surface street issue. here for the tri-valley a smooth easy drive westbound 580 starting to pick up the volume. a look at the traffic flow. more headlights through the area. we'll stick with the maps then. we'll look to the backup as we have a smoother backup as the crash at east first has cleared from the road. all of these let up and getting

here's a look at today's top stories. investigators trying to figure out the cause after deadly house fire in san jose overnight. it happened in a small cottage on south willard avenue not far from meridian avenue. crews managed to douse the

flames but found a body badly burned inside. >> the biggest water provider in the south bay will again ask people to cut back. today the santa clara valley water district is expected to propose a 20% water use reduction plan that's double what the district asked of its nearly two million customers last m. >> dozens of businesses including apple asking arizona's governor not to sign a bill discriminating against gays and lesbians. the legislation would allow business owners to deny service to gays and lesbians on religious grounds. apple is about to open a plant in mesa. >> well t winter olympics have come and gone this morning, a local olympian is back in the bay area, soon she will be on her way to school. polina edmunds t 15-year-old figure skater attends archbishop middy high school. >> christie smith joins us live.

polina has homework to do. i imagine she's caught up on that long flight home. >> reporter: i bet she is caught up. boy, what a transition from competing in the olympics on a world stage in front of everyone to coming back to high school. and polina did take her homework with her to sochi to work on. i'm sure there's going to be a warm welcome when she comes back. a little later this morning at archbishop middy high school the 15-year-old olympic skater back home in the bay area tweeted out photos, loving the half empty flight though it took 23 hours to get from sochi to san francisco and another one styling in our pea coatings at the airport. she will be back on the ice soon preparing for the world championships in japan. for now, though, a very well-deserved rest after her olympic debut earned her a ninth place finish. not just skating. the first four chapters of the

it. in fact, we're definitely gearing up. i'm going to do the evening news and you know that doesn't happen unless it's a doozie of a storm system. maybe even friday night. i want to make sure we guide you through this. and definitely preparing for the potential for flooding. we could see some of our smaller streams and creeks, yeah, so much rainfall on the way that we could actually see flooding. which is so unusual when you're in the heart of a drought but that's what is happening. this morning temperatures in the 40s, this is our last dry day. want to make sure you seize the day. starting tomorrow when the rain chances move in as you see in the seven-day forecast we're talking about rain chances all the way across the board into next week. so, today, nice cool start, a little bit of patchy cloud cover, this is what you can expect. throughout the afternoon the clouds will build. the breeze will pick up turning mostly cloudy, overcast sky to finish off the day. a little drizzle on the way. especially at the coast and the inner bay as we head throughout the even hours. we hold off on rain until tomorrow. you want to get outdoors look at

your numbers. 62 in san francisco, 72 in the east bay, a 10-degree difference between san francisco and the east bay with includes moving in. the main event doesn't arrive until tomorrow between 2:00 and 5:00, the bulk of the moisture. we see the heaviest rainfall in the north bay. everywhere across the bay area is going to get hammered because this front is coming in vertically. as it slams the entire bay area, we're talking about potentially accumulating two inches just from this first round of rain. higher elevations could easily see 3 to 4 inches from the first round. and then we have a more potent system on the way as we head throughout friday. everybody wants to know what does this mean for tahoe? the first storm, 1 to 3 feet possible. snow levels at 7,000 feet. three feet possible from the second storm, maybe more. and then throughout the weekend, more snowfall on the way. we really, really need to add to

that snowpack. you know what else, we're not going to forget fun stuff. giants spring training, the first game is tomorrow. let's take to you scottsdale. 79 degrees out there. they are playing the a's at 1:05. we're proud to be the broadcast home of those giants. let's go, boys. let's see how we're doing on the roads. >> i'm sure everybody loves it when you travel to scottsdale to play a team that's across the bay. spring training. we love it. looking across the bay moves smoothly. we'll talk about that. we're looking at slowdowns around the bay, this traffic tuesday. but not quite as bad as we often see for northbound 101. from 680 up to 880, we're holding off. this is the ekd burst that should kick in right about now. we have reports of fires following, 24th at san antonio and also near san carlos and meridian. it's willard, the smaller street. it was a deadly fire. bob continues to give us updates. the rest of the south bay freeways move. we look at the tri-valley speeds. on average a slower drive west

580 from grant line to the dublin interchange. it breaks down with all of the slowing into livermore and then easier drive, in dublin, westbound 580 moves smoothly coming toward me heading off el charo and there is the off ramp there and you can recognize some of these iconic signs there. a smooth flow of traffic. back to the maps, we're talking about the speeds and travel. san mateo bridge not a problem. picking up a few more friends. west 84 the dumbarton moves toward the peninsula, 101 at speed as well as 280 through the san mateo hills. the earlier crash cleared around john daly boulevard. here in the north bay the orange highlighting shows a chance for low clouds, maybe fog. but not a problem as far as the speeds go. pretty predictable for a tuesday. 37 out of vallejo slows. and there is the build coming down into richmond for westbound 80.

information as soon as it's available. >> also in san jose more breaking news, investigators say it's too early to determine the cause after deadly overnight fire. it took crews about 90 minutes to knock down the massive flames once they did, they say a body was found badly burned in the home. flames broke out after midnight on south willard avenue near west san carlos and meridian. our bob redell is there talking to investigators and neighbors. he'll have an update and a live report in about 15 minutes. >> what do apple, american airlines and both of arizona's republican senators have in common? they are all urging arizona's governor to veto a controversial new law that lets business owners cite religious believers to deny service to gays and lesbians. tracie potts joins us live in washington. the governor has five days to sign or veto this. >> reporter: right. and she's actually not leaving washington until today, she was

here for the governors meeting so she's leaving, headed back to the sunshine in arizona and to controversy there all eyes on governor jan brewer, people wondering what is she going to do with this law that has fallen on her desk. one of the biggest concerns besides some of the businesses is the nfl, the super bowl is supposed to be held in arizona next year. the nfl's issued a statement saying they are against discrimination. the host committee say they don't support it. what's the governor saying? >> the bill is in transmittal and i don't have to make a decision until next friday so i've got plenty of time. >> so here's the timeline. governor brewer is expected to land in arizona some time this afternoon. she has meetings with people on both sides, supporters saying this is religious freedom,

opponents say it will encourage discrimination that her office tells thaws she will likely make some sort of decision thursday or no later than friday. scott. >> when she does you'll bring it to us. tracie potts, thank you. >> santa clara university employees will lose their elective abortion coverage at the start of next year. the university board of trustees chose to uphold the controversial change announced by the school's president last fall. the change sparked protests from college professors who urged the board to reverse it. but the board ruled the move is in line with the university's mission and identity that includes the roman catholic church's opposition to abortion. >> let's check your forecast this morning as we give you a live look at san jose and san francisco. right now most of the bay area is dry but that's going to change. rain will be here tomorrow. >> so don't wash the car today. right? >> great way to conserve water. fantastic way to conserve water.

which we are urging you to do, as you know we are in a drought, and the supply, the same supply that we tap into the farmers need in the central valley so by us conserving 5%, 10%, they are benefiting our farmers. we feed the world so we need that water. we've got a lot on the way. 52 in san francisco. as we head throughout the afternoon temperatures are going to stay cool in the city by the bay for today with all of these clouds continuing to move on shore as the area of low pressure starts to ride closer to the bay area. it doesn't arrive until tomorrow morning. i do believe when we meet back at this time we'll be tracking showers on the radar. we'll help you get to work on time as mike and i try to do. 72 in the east bay, 62 in san francisco, you'll hit 70 degrees in the south bay, a good looking day shaping up. but i want to take you through the changes for tomorrow. this is going to be a major storm system. we've got another even more potent storm system on its heels. so hours begin between about 6

and 10:00 a.m. also we're going to see strong wind tomorrow morning, keep that in mind. if you drive a high-profile vehicle. heavier periods of rain on the way. the bulk of moisture comes through, we get our strongest wind gusts simultaneously up to 40 miles per hour so keep that in mind if you live in one of the areas across the bay area where trees go down when we see this pattern, you really want to stay on high alert. as we head through 8:00 p.m. to the overnight we start to see improvement. we're going to be in the thick of it for a good five to six hours tomorrow. i'm talking about moderate rainfall. you can see that here clearly. continue that take you into your friday. kind of give you a taste of what we're expecting. and these showers are going to move in in time for the morning commute on friday so. keep this in mind. it's going to be very active. you'll be giving your umbrella healthy workout and the windshield wipers. speaking of which let's check the drive. >> first of all, change that for friday because i like to take fridays easier.

we're looking to 880, not easy. the south bound side going away from wisconsin the taillights you notice all the traffic jamming. from the coliseum down, all the way down to davis street where we have a crash. an overturned vehicle. a couple lanes blocked. usually chp makes quick work of this. right around marino or davis, you know they couldn't find a big rig but they have still one vehicle, a passenger vehicle blocking the two left lanes so stay to the right. there you go. traffic held up now as you approach davis where we see the bottle neck east 580 moving smoothly if that is an option for you. looking to the tri-valley, smooth drive westbound, fift 80, now all of the traffic held up in livermore which has cleared, now getting on southbound 680 with all of that slow drive. the rest of the south bay smooth for the northbound rights which are starting to show the build we expect traffic tuesday. we're watching this, the fire we

talked about, that is off of the freeway, you're on and off ramps not affected. the injuries reported there as well. foster city, the approach to the peninsula off of that san mateo bridge. you have company but not a problem as far as speeds go. across the bay bridge you have the bay bridge toll plaza because the metering lights are on. the low clouds hover above the deck, not a problem for drivers. the oakland hills might be an issue. no problems into san francisco. >> thanks, mike. >> still ahead a family photo on unsteady ground. new details about why a deck just gave way under all of these people. just as the camera's flash went off. >> a live look at the snow grade, we say hi to another really nice day. rain is on the way. we'll check back in with our meteorologist.

welcome back. health officials in massachusetts confirm two cases of the measles. one of them sparking a health alert at trader joe's there. the the patient was at the trader joe's in framingham, massachusetts earlier this month. when they were at their most contagious. health officials have not said whether that patient is a

suffered smoke inhalation. it's unclear if that person was in the mobile home or may be from one of the businesses. we do have this crew at the scene and we will bring you the latest information as soon as we get them. >> that's not the only fire. another update in san jose where now a crime scene investigation under way following an early morning deadly house fire. it broke out after midnight on willard avenue a few blocks away from midtown safeway. bob redell is live at the home. investigators are looking into the cause? >> reporter: yes. they are treating this as a crime scene. it's standard operating procedure, they treat it as such until they figure out whether this fire, a fatal fire, whether it was intentional or accidental. this photo taken by the san jose fire department shows what the fire was like when they arrived around 12:15. you're looking at a small cottage behind the main house.

it was fully involved. the captain tells me there was no way for them to save the person who was killed inside. it was too late. they were gone by the time they arrived. the fire department has not been able to confirm that person's i.d., the body is too badly burn withed. the coroner has taken it away to try to do identification. we spoke with a man who is related to the people who rent out that cottage. these are the people who live in the front house. they believe it was their tenant, a 45-year-old man who we understand loved to feed pigeo s s and cats that were in the yard. >> it's a hard feeling. you've known the guy for almost five years. i would talk to him, joke with him, and it's hard knowing that he died. >> reporter: the fire department had to call for a second alarm, that is backup. they had to call for it during this fire to keep this fire from spreading to the home up front and the apartment building on the side.

they did succeed in that. they department fire contained on the small cottage you can see was destroyed. there are six people who live in this home up front. they all got out okay, they are fine, but there's no power in the home so red cross did come out to help them find a temporary place. again, one man, they believe a man, was killed this morning in a fire overnight tragically in a cottage in the back of this home in san jose. reporting live here in san jose, bob redell, "today in the bay." thank you. time to check your forecast. let's give you a live look outside. san jose in dublin and san francisco, everything's dry so far but that is about to change, take a look at this. the weather radar showing two storms churning over the pacific means we can expect rain as early as tomorrow. >> this morning team coverage on the weather. christina loren has a look at your storm forecast. let's start with peggy bunker live in our studio. rain on the way. people in the south bay will soon be asked to cut back

drastically on water use. >> absolutely. you know, looking forward to hearing what christina is saying. i know she's going to talk about rain. 2013 was a dry year in california. it's got nothing on 2014. shaping up to be the driest on record. governor brown has asked us to cut our water consumption by 20%. silicon valley's largest water provider is saying they could be asking for cutbacks. the santa clara water district has asked us to cut back 10 persz of our water use last month. but with the drought worsening tonight their board will neat discuss a voluntary 20% reduction in water use, that is the highest cutback in 22 years. so why so drastic? let's look at the satellite pictures from nasa and let them tell story. these were from the satellite. they offer the reality of where we are, water wise. both pictures were main january 18 t one on the left of your screen in 2013, the one on the right in 2014. check out the snowpack.

you can see covering the area around lake tahoe west into nevada, also look at central valley and the drastic difference. in 2013, still a drought year, green with crops and growth. here you see dry dusty brown, same after the mountain range west, just dry and brown. so california gets about a third of its water supply from mountain snow, that alone very alarming. so right now let's talk about what we can do, gallon per gallon to reduce our use of water now during this drought. of course this is something i think we've been doing for years. but turn off the water when you're brushing your teeth or shaving. that will save about 10 gallons per person per day. fix the leaky toilets. it's worth the effort. it saves 30 to 50 gallons per day. wash only full loads of clothes. that will save bu 45 gallons per load. thls is tough, take five minute showers not ten-minute showers that will save 12 to 13 gallons

naxt hoe big, how fast, when can we expect the rain? >> by tomorrow i think we'll be tracking light showers, the time 6:50. take you outside. temperatures mostly in the 40s and 50s to start the day. we're at 48 degrees right now. comfortable conditions, not too cold and definitely not too warm. yesterday we hit the 80s, today a substantial dropoff in temperatures. we're slated to hit the 70s. back out live, sx 4 at lunch time, 66 at 4:00 p.m., so yeah, i like to be the bearer of good news. i've got really good news when it comes to the drought. 72 degrees in the east bay. san francisco at 62 and 65 degrees today in the north bay. we're talking about maybe three inches of rainfall in san jose. we typically get rain shadowed by the santa cruz mountains. why we're expecting so much. here in the south bay, we stop the clock at 8:00 a.m. tomorrow and your future cast tells the

story. this front is going to hit us vertically. it's going to come on shore and packing a punch, talking about gusty wind in combination with the heavy rainfall. i've been studying these systems as you know, since last week. i think i have a handle on it. 3:00 p.m. you see the rich moisture continues to pump into the area. then a break over the overnight hours, but more rain, deep moisture on the way. as we head through your friday and this system is really packing a punch. you'll notice this is digging further to the south so it's going to impact the south bay more than any other area across the bay so. what i can tell you now is, count on heavy rainfall all across the board, starting wednesday. a little bit of a break on thursday, then friday the whopper arrives with another system on the heels of this one as we get into this weekend. we'll be here tomorrow tracking these storm systems. we're gearing up. full team coverage coming your

you a chance of fog but not really a big issue. we'll show you the speeds through the area. southbound 101 not the problem, it's west 37 with the slowdown, typical over. look at the golden gate bridge. a nice view as far as traffic flow. the clouds above the deck so we can see the hills and the span. that's good news for drivers. back to the map, a skooth drive down the peninsula across san mateo bridge, dumbarton, build starting off now. the south bay with the northbound routes with an easy slowdown for traffic tuesday. back to you guys. >> thank you, mike. it's 6:54. the napa couple accused of beating a 3-year-old girl to death will face a judge today. 23-year-old sarah kruger and 26-year-old ryan warner are charged with assault and murder in the death of kruger's 3-year-old daughter kaly. kaly was found beaten to death in her bed earlier this month. her mother and warner were arrested a few days later. they will be arraigned this morning. icording to documents they told

police they stored kaly's body in a suit case, then a freezer before police found her. >> doctors say parents should not panic about a rare phenomenon that is partly paralyzed several children in california including here in the bay area. doctors have seen about 20 cases of polio-like illness, they say the condition resembles polio but it isn't polio. at a news conference yesterday dr. keith van heron talked about five cases that he has studied from the bay area including 4-year-old sophia. sophia began coughing and wheezing in 2012, two days later her left arm was paralyzed. >> sophia went to the treasure box to grab her toy after seeing the doctor and i saw her left hand mid grasp stop working. >> doctors have not found any common cause to suggest the cases are linked but hope publicizing the cases like

sophia's will alert pediatricians across the country to look for this. the doctor says there have been similar outbreaks in asia and australia. >> police in san jose are looking for a man they say stuck a gun in the face of a clerk and robbed him. president happened on north white road near mckee. take a look at this video. you can see the suspect walking in the door, a hooded sweatshirt on before he pulled out a silver handgun and demanded money from the clerk. he made it out of the store with cash but police are not saying how much. >> a possible resolution this morning in the fight between casino matrix and the city of san jose. the city has put a 90-day hold on its lawsuit against the city, casino matrix filed the suit when san jose blocked its plans for a high roller card room on the eighth floor. police said surprise inspections on the eighth floor wouldn't be much of a surprise. said it would take so long to get there. the council changed tactics,
