right now the second of two strong storms slamming the entire bay area, taking a live look outside. san francisco, san mateo bridge, and palo alto this morning. we are across the entire bay area. it is very windy in some places especially on the bridge, the roadways are slick, there is lots of ponding and rain just coming down out there this morning. it's a rough one. live outside this morning across the bay area. i want to check in with meteorologist christina loren. she's got that microclimate forecast for us. >> yeah, good morning to you, laura, scott, everybody at home. we have really heavy rainfall

and it is just started. give yourself plenty of time this morning. if you can postpone travels we highly encourage you to do so. the heaviest of the rain is coming through the next few hours. i can tell you it is downright treacherous on local roadways. taking a live look, this is 280 where it comes together with 17, heavy ponding, hydroplaning likely when speeding, we have flooding on the freeways. localized street flooding. avoid areas where you can't detect the depth of the water. i hate to say it but it's true, turn around, don't drown, don't damage your vehicle. it can be costly if you do so. we have wind blown debris over the local highways and roadways especially the higher elevations where the wind has been whipping all night. i want to bring in anthony slaughter live in campbell. i had to drive up 10 miles from campbell to downtown san jose. it was so dangerous. white knuckles the whole time. what are you experiencing?

>> reporter: the same here. we were driving through some of the worst conditions. we're in campbell at a park. it's not too bad. the main story here is the rain. i'm going to walk over and show you to the side you can see this gravel, lots of ponding. not too deep but the ponding, you never know how deep it is especially when you're in your car. the thing about water you know, it only takes six inches, just six inches of water to lift your car, that massive piece of metal off the ground. so keep that in mind as you head out. you do not want to chance it. in fact, we're hearing of water rescues from folks in carses. more in a bit but again we're out here live. the rain is coming down. not too windy but a lot of the wind will be the strongest across the mountains. we'll keep you posted. in the meantime if you are about to leave out this morning the best advice take slot because at times the rain is blinding. so with that i'll send it back

to you. >> you are right on point. so dangerous throughout this morning. our roadways aren't equipped to receive that rain. >> the water is all over the morning commute. look at this, i don't want to take the blame for anything but we'll show you 101, our camera at 680. we turned it down to the street level. you can see all of this water kicking up. that makes it tough to see. anthony talking about the blinding rain, as it hits your windshield you won't be able to see even with the wipers on at high at times. the very light traffic now so you can give the person in front of you good spacing that will give time for the water to die down. the south bay, i circled two spottings where they reported flooding 880 approaching 101 southbound and southbound approaching 280 through that area and the construction zone likely some ponding as you make the off ramp. highway 87 i circle add crash, northbound as you approach the

880 interchange and we have a spin-out there. we're talking about spin-outs and flooding as well. look at this, green means wet, blue means ponding and flooding likely. not just the south bay, all over here, the entire peninsula looking toward the east bay, livermore, 580, flooding there as well as 880 a. soupy mess. we'll give you a look past the oakland coliseum. the camera shaking. talking about the winds changing. chp did give an advisory for most area bridges. you'll low ter speeds. we'll watch this as reports come in. probably already stuff out there. back to you. >> mike, thank you. californians hope the storm can bring more needed snow to the sierra. yesterday's snowpack was 24% of where it should have been, that's a significant improvement over last month's reading of 12%. the sierra snowpack usually

provides about a third of the state water supply. >> the rain is also stretching all the way to southern california where thousands brace for possible mudslides. about 60 miles away in glendora mandatory evacuations and flood barriers in place to protect land and homes year the areas hurt by a wildfire in january. we'll track this storm all morning long. we'll check in with christina in a few minutes. new this morning passengers heading to australia had to spend the night in southern california. their flight was canceled when two planes hit each other. the plane belonged to qantas. the wing tip of the two planes clipped. no passengers were on board and no one was hurt. one flight was canceled so the planes could be assessed. >> a former middle school

student is suing his district claiming the officials knew a janitor was sexually assaulting kids but did nothing. this is a story only on nbc bay area. rocks an complained about him touching her. no action taken against the janitor. nearly 10 years later police investigating a complaint against edwards contacted pedro and edwards was sentenced to nine months in jail for false imprisonment and child annoyance. it uncovered what they call a pattern of looking the other way. >> could have prevented it. so maybe it would not have happened to me if they took more care. >> people we named were principal, superintendents, officials at the time both when roxanne was abused and prior incidents occurred, never reported to the police. >> pedro wants the district to admit it didn't do enough to protect her and other victims.

the district superintendent wrote a three-page let tear parents asking them not to jump to conclusions and letting them know the district has hired a media spokesperson to talk to the press but that spokesperson has never returned our calls. >> five san francisco police officers indicted on conspiracy and civil rights violations will face a judge this morning. the five officers as well as a former officer were indicted yesterday following a lengthy investigation. the alleged civil rights and corruption violations tied to raids on hotels where some of the officers were reportedly caught on video forcing their way in without justification. and stealing money, property and drugs. >> new this morning, three people from the south bay are in jail in connection of a shooting at popular nightclub. they were captured in part because of this surveillance video back in october in the parking lot of the spot nightclub, the bouncer survived. two of the suspects are from

morgan hill. all three charged with attempted homicide. >> police in castro valley still looking for the person who shot at an suv. they say someone fired five or six shots into a black suv late yesterday afternoon. you can see the bullet holes in the windshield a. portion of the interstate was closed at the start of rush hour while police investigated. they have not sfet the suspect and the victim knew each other or if it was ran dam. they have no released information about the subject but they are looking for a silver ford focus. >> the nbc bay area microclimate weather alert is in effect. this is a live look at the drive through the south bay. it is absolutely miserable. let's go up to palo alto and take a live look there on the peninsula. you can see the same sort of wetness but watch out for ponding. >> that's the tough thing is you can't see it.

when it comes over because it's coming down. let's check in. >> you want to be respectful of the other drivers on the roadway. don't go tearing through there, you're going to spread all of that rain which is accumulating. scott, laura and myself had dangerous drives in. we want your mind ready to go. this is what you're driving through. heavy downpours, we have gusty wind and this is the second storm system to come through in 72 hours. so the chance for trees going down will intensify. flooded freeways, hydroplaning likely. especially if you seed. you can't see right now, visibility is so reduced. it's good to give yourself extra time, the worst thing is go rushing out the door. you're not going to go as fast as you want to. it's dangerous. you can't detect the depth of the water. we advice you do not cross it and damaging to your vehicle. we have this very intense time

yort. the southbound lanes are closed at taylor. this is going to take about an hour and a half to get the flooding under control. it's very bad there and we had a car hit the wall. they don't want anybody teels get stuck in that water f. you travel south on 87 and south to 28 or owl the way around the bendthe left. with 280 and 682 interchange. that's an issue into downtown right now. should be over by the morning commute but we'll continue to track that. we hope to see improvement. here more flooding for 580 westbound. again at the dublin interchange, periods of time we had one or two lanes with serious flooding, that blew all over the map. that means there is puddling an ponding all over. hydroplaning is easy to do. a couple of crashes on the shoulder approaching the castro

"the washington post" released a report showing at least 116 of the 244 lawmakers who said

they'd return their pay or donate it to charity did. together they donated almost $500,000 to charity or back to government accounts. here is a look at our local leaders. representative garamendi donated to the food bank of sollano and other organizations. jackie speier donated $3500 to food banks. eric swalwell had his pay withheld. dianne feinstein paid $10,000 to the consortium of catholic academies. >> prosecutors looking to convict an olympian are turning to apple. olympian oscar miss tor just accused of shooting and killing his girlfriend a year ago. south african prosecutors traveled across the world to meet with apple officials in cupertino to try and unlock

good luck with all of that rough weather on the way. back to you. >> good luck with the cold, hampton. a great weekend. >> we want to check in with our bay area weather alert going on. the heavy rains, strong winds pounding the bay area as we speak. this is a live look if you can make it out through the raindrops on the lens t bay bridge toll plaza. not a lot of traffic there at least but across the bay area you have to allow time. >> 87 northbound, ponding. bob redell got to the scene of severe flooding. tell us what you're seeing. >> reporter: well, good morning to you, scott and laura. we've got wreckers removing two cars, this red car, the white car in the background and look what they drove into. this is under the railroad bridge by s.a.p. center. one of the drivers we spoke with

who drove into that a good 45 minutes ago said it's four feet of water. he was coming towards us headed to work. he said it was too dark. he didn't realize it was that deep and when he got in there his car stalled. he got on the phone with 911 said hey, what am i supposed to do. heed that where with all to roll down the window before it shorted out. they said stay inside. once the water started flood inning side he thought is maybe not what i want to do. he was able to get out. once he got himself out someone helped him, that white car ended up driving into the water. him and the police officer helped the driver of that white car get out. and then here you are now, you have the two wreckers removing cars, you saw the blinking lights, that was sjpd. they shut it off until they get drains unclogged. both drivers are okay.

a little i would say frazzled, talking about this drought no rain and now you've got massive flooding here. in this section of san jose who would think on the way to work would end up in four feet of water. bob redell, "today in the bay." >> you have to swim out of your car. >> do not cross and i realize this man didn't see it coming, do not cross water you don't know how deep it is. >> you know, if you're traveling slowly enough you can see it. you'll see the pond right out in front of you. you can't detect the depth as easily because it's dark. i want to show you the area where bob is, i can tell you right now we're receiving rain rates in this specific location to the tune of 1/10th inch of rain. that's why the ponding is stacking up across our local freeways and localized street flooding a factor as well.

things will start to improve but then we have a chance of thunderstorms later this afternoon so. there is a lot to talk about with. i want to show you your drive. san jose, 101 with 680, treacherous driving conditions, the same in dublin along 580, areas on the highway where that rain is just accumulating. it comes into the freeway. you don't want to hydroplane. travel cautiously. especially if you take that cargo. we stop the clock at 3:00 p.m. you're going to have an easier commute home. this is the time we're going to be watching for thunderstorms to develop in addition to whipping winds across the bay area as the system pulls out of here. it's going to dump more rain in southern california. we'll keep you updated every five to 10 minutes. we'll show you where the heaviest cells are so stick with us here on nbc bay area.

back to you for now. >> thank you. for the second day in a row would-be thieves thwarted at bay area store when the clerk decided to fight back. in this video you can see the store employee scuffling with a suspect who is armed with a shotgun. it happened against night in san mateo. carter is accused of walking in with a shot gun and demanding money. the clerk who is going to have none of it, he and another man got the suspect on the ground and sat on him. it happened earlier this week in richmond. >> 4:52. our coverage of the powerful storm slamming the bay area continues. reminder, take it show throughout. right? >> you have to take it slow because that's the wise thing to do. look at all of the water kicking up. i'll point out other spots where you don't want to get caught offguard.

morning, round two of the rain has arrived. it's creating major ponding on the roadways. good morning to you. thanks for joining us. i'm laura garcia-cannon. >> and i'm scott mcgrew. we have another live look outside, this time over in fremont. our crews are in the middle of the storm, mike is watching the roads but our microclimate weather team coverage starts with meteorologist christina loren. good morning. >> good morning to you. if you are just joining us stick around. bob redell has a live report coming up where somebody drove into four feet of water this morning so that's a good way to preface what i'm about to tell you. we have a lot of rainfall, it's coming in heavily for the next few hours, that will be the case. the chance for urban flooding increases as we continue to pile on more heavy rain across the bay area. i want to zoom in and show you where. all throughout the tri-valley along the east shore, that's where the heaviest rain is moving. you can see it form as "j" around the bay.
