a live look at san jose this morning, round two of the rain has arrived. it's creating major ponding on the roadways. good morning to you. thanks for joining us. i'm laura garcia-cannon. >> and i'm scott mcgrew. we have another live look outside, this time over in fremont. our crews are in the middle of the storm, mike is watching the roads but our microclimate weather team coverage starts with meteorologist christina loren. good morning. >> good morning to you. if you are just joining us stick around. bob redell has a live report coming up where somebody drove into four feet of water this morning so that's a good way to preface what i'm about to tell you. we have a lot of rainfall, it's coming in heavily for the next few hours, that will be the case. the chance for urban flooding increases as we continue to pile on more heavy rain across the bay area. i want to zoom in and show you where. all throughout the tri-valley along the east shore, that's where the heaviest rain is moving. you can see it form as "j" around the bay. we have heavy downpours coming
5:01 am
down here in the south bay so. you want to take it easy out there. rain rates to the tune of an inch per half hour. that's what you're getting in the yellow. more like an inch per 15 minutes in the area where you see the red. this is going to be a factor. the roads aren't equipped to receive this. more rain on the way, heavy rain the next few hours. you want to take it easy, reports of flooding this morning. when you get off the off ramp, go down the decline take it easy. localized street flooding as well f. you can't detect the depth of the water, stay safe. you want to watch or downed limbs and branches on the roadway because the winds are fierce out there as well this morning which is why we bring in anthony slaughter, you're out there in it this morning. what can you tell us from kael bell? what does it look like? i had to drive in from campbell. white knuckled the entire time this morning. >> it was very intense driving here earlier this morning.
5:02 am
the winds were so blustery and the ponding on the road intense, i wanted to show you here we are getting some ponding on some of the gravel area. not too deep. not life threatening. the thing i want to bring to your attention. again ponding this is how it starts a. little bit of water t drains get clogged. that's when you get wager flooding like we saw earlier. we're going to track this. as you can see nothing about where i am is life threatening so we're going to continue to track this. the thing to note, though, even though it doesn't look that bad in some locations, throughout the day thunderstorms are possible and colder air moves in, winds will continue to gust so. continue let your guard down. back to you, christina. >> thank you very much. i came in from campbell. it was dangerous. people need to take it easy this morning. thank you very much.
5:03 am
we'll be sending our live reporters to any sort of area where we have theses in kents throughout morning hours. you can see from our radar this is ghoting to let up any time soon. why are we bringing mike inouye. what can you tell travelers even though it's friday. >> first it's friday but focus on the right here and now. hydroplaning could occur with low levels of water depending on your tire wear almost no water but also at low speeds. it doesn't have to be at freeway speeds. as you slow down and approach spots like this. give yourself a lot of extra time. a light flow of traffic. still an issue around the bay. we're talking about the green on the maps mean wet roadways t blue died in with the weather snem says ponding and puddling, flooding in many of those spots. we have west 580 which had a couple of spots reported coming into livermore and at the dublin

interchange. no lanes are closed but water creeping over. stay to the middle, there is typically a bow. here the smooth drive through, to the south bay we see blue to green, that means lighter on the roads but that doesn't mean you have to release volume control. you are closed at taylor and a couple of cars got stuck. the northbound side the main commute slow approaching taylor as far as i heard one lane was affected for a period of time likely to slow down because of the ponding there. a live look at 101 shows you how things are, we'll continue to show you shots like this zoomed in so you can't see the context this far but it's about this volume. the water is what we're concerned about. on the highways but also bob, you're not far from s.a.p. center and we see a lot of water. this could get folks in trouble. you have a warning and some of

the results. what's up? >> reporter: good morning. two drivers got in trouble. this is a railroad center on santa clara that goes over santa clara. this flooding was deceptive enough that two drivers drove into this. it's moments ago the wrecker took away the cars. one driver was heading in to work, driving at the limit. he said it was too dark to realize this was deep. in the middle there when he got stuck, the car started flooding. he says it was up to his chest. four feet deep in there. he got in there, he called 911, said hey, what am i supposed to do. he had the smarts to roll down his window, it's electric, 911 said stay in the car, stay calm, someone will get help. he was telling us as the car started flooding you know, i'm going to get out of this situation. he was able to get out and help with somebody driving by. when he got out another car
5:06 am
ended up driving in and he ended up helping get that driver out. both drivers are doing okay. >> i'm in there and the water started flooding in, into the cab. i'm on the phone with 911, i'm asking do i climb out, do i push it out, and they are telling me to remain calm, to wait for the fire department, to wait for someone. but the water's pouring in so the last thing i was going to do is stay in there. >> reporter: we spoke with sj p, d in touch with public work. this section of santa clara between cahill and stockton is shut down. this is by the s.a.p. center. they have been in touch and public works is going to try to pump this water out. do something f there is a drain in there that's clogged. from what we can tell it's the water seems to be standing still. so if you have business in this area, mike, trying to get to the

alameda or between downtown, this could be shut down for a while. another area we saw, cars getting stuck 18 similar situation, flooding not as bad but enough that the cars got stuck. if you are throughout you might want to watch your speeds and if you see slickness, shininess on the roads be aware it might be deeper than you could imagine. >> i'll take it from here, bob. thank you. our microclimate weather team tracking the storm all morning long. our coverage will continue in a few minutes. >> we're keeping an eye on the developing story in ukraine. any moment now we could see viktor yanukovych for the first time since he fled the country. he is supposed to hold a news conference in russia. back in his home country, there are concerns that russia's military may be poised to take over part of you crane. overnight dozens of armed men

patrolled the airport. a russian news agency says it denied that its forces were involved. 150,000 russian troops and hundreds of tanks and planes are lined up at the border. it's a prescheduled training exercise. many think it's the military invasion. >> we continue to follow our other big story this morning, the storm, rain hitting all over california. this is southern california, glendora, als azusa. there are mandatory evacuations, 1,000 homes evacuated. they are worried about mudslides b. 2,000 acres left bare in january by a fire means no vegetation to keep the dirt in place. in the bay area, no mudslides, but there is 7y flooding, a live look at san jose. reports of deep putling and cars trapped. >> the first of many.
5:09 am
let's check with with what else is ahead. >> it's really rough out there. and i've been in the bay area for a good amount of time now. this is the kind of storm system that rolls through maybe once every five years impacting the south bay very, very hard this morning. you'll see los angeles not getting their rain. they are expected to get heaviest moisture out of this system now pushing into the bay area. you'll see from san francisco on south. especially along the east shore and the south bay. this will continue to be the case. this is the main front which is starting to lift and push into the central valley. we're going to get out of the woods throughout the morning hours f. you can postpone travels for the next couple hours. i want to show you the south bay. you can see lots of rainfall coming all the way in south of 92 all the way into the south bay and yeah, the east shore, san leandro. a lot of rain coming in at once.
5:10 am
let me show you what to expect. we stop the clock at 9:00 a.m. showers lightening up. except for in the south bay. by noon looking good. we have another wave of moisture on the way. not until tonight. we'll stay mostly dry. good news for those who want to get oum safely before this next wave. between 11:00 p.m. and 6:00 a.m. and then we'll be out of the woods throughout the second of ha of the day. so split wound ahead. better conditions on the way for you on sunday. you got to work to get to the weekend. mike knows it's going to be rough getting there. good morning to you. >> yes. plenty of work getting there. look toward the bay bridge, we had a couple of minutes where things would clear and the water is back. now we do have wet roads to contend with. the bay bridge toll plaza, puddling, ponding.

california's water supply but experts say don't let your guard down. the situation is still critical. the snowpack survey found the snowpack is 24% of average for this time of the year. the good news is sierra will get a little more snow with the current storm that is moving over california. most of california getting hit by this rain today. down in malibu there are rock slides on the highway. a section of the highway closed for safety. a fire last spring burned about with 24,000 acres of land above the highway, and that really erodes the soil up there, making it easy for rock slides and mudslides to happen. >> it's a mess all over. let's turn to meteorologist christina loren who behind the scenes has a huge team in place watching all kinds of radar scopes. but you tell us what's going on. >> i have the fortune, i'm fortunate i have a strong team behind me. and that means we're able to cover the entire bay area, it's a big bay area as you know and
5:18 am
most of which is getting slammed by the heavy rainfall so let's show you where the heaviest rainfall is coming in right now as my teammates continue to collect data and also in addition to all of the meteorologists we have this morning we have live reporters placed all across the bay area wherever we get the storm reports that are significant we're there and we're going to bring that to you live. lots of rainfall coming in, along the east shore and the south bay, a little break. you notice is the general nature of this storm system. it's coming from the south and pushing to the north. it's a warm system which is why it has so much moisture with it. we're not expecting a lot of snow, in the lower elevations in tahoe but this could produce pretty good snowfall above 7,000 feet once the system races up that way throughout day. the live radar shows you concord, danville, hayward, fremont on the east shore and into the tri-valley we have the heaviest downpours. san jose got slammed and we're going to see high rain rates
5:19 am
throughout the next couple hours. by about 9:00 a.m. we're looking toward improvement. if you postpone your travels until then do so. later on you have to account for the rain coming in all day long. keep that up wrel with you. showers and thunderstorms that's what we focus on. then another wave of moisture as we head into tonight and tomorrow morning getting a break for sunday, monday and tuesday, then more rain returns on wednesday. we want to bring you out live to christie smith in fremont. christie, how are people dealing with the rain out there and how are you feeling? is it coming down hard on you? >> you know, it was coming down cats and dogs a while ago. that's what we're seeing, rain heavy, then lighten up. the thing is it has been steady all morning long. we're right along interstate 880, if you look at the headlights you can see all of the rain, is the spray kicking up from tires. already this morning we're hearing about trees down,

accidents on the freeways, minor street flooding. strong wind advisory signs up on san mateo bridge. we drove across it and it is pushing around the high procedure file vehicles as you cross over high points. we saw some of the signs moving around in the strong wind. i just got off the phone with the chp. what they tell me they are seeing it all from spin-outs to fender wenders but the number one problem they tell me that they are seeing is minor street flooding and ponding and people just not slowing down until it's too late and they are in it. that's the latest from here in fremont. christina, back to you. >> stay warm and dry out there, christie. and yeah, please, please, be nice to drivers on the road. you don't want to kick up all of that rain into your neighbor's face. always a good idea to be courteous. we're out of the woods when it
5:21 am
comes to the heavy rainfall about by 9:00 a.m. we'll track this system as it moves into the bay area. bob is calling it florida rain, gives you an idea how unaccustomed to this rain rate we are here in the bay area. i want to bring in mike inouye, he's joining us and yeah, we'll put you to work this morning, sir. >> but i'm not going to blame you. everybody blames the meteorologist. you have a great team. i want to thank the team. join me -- we're looking here. look at this. this is the deal. you know what here's the deal. talking about water kicking up. these folks can't help it. the water is spraying up in their weak causing an issue for the tokes behind them, next to them f. you catch a puddle or two it will pull you to the side and that will be an issue that contributes to spin-outs. we'll look at the maps. again back to the maps if we can, we got to get through this. 880, stevens creek and

a car, driver didn't know how deep the water was, got stuck. firefighters rescued him. he just talked to bob. good morning. thank you for joining us. on this rainy and dangerous friday. i'm scott mcgrew. >> it really s. take it easy out there. i'm laura garcia-cannon. i was white-knuckled driving in as well. it's a mess, take your time t wind, the rain all causing problems. we have team coverage and it starts out with meteorologist christina loren. >> can you imagine how scary if you had those three triplets in the car with you. it's one of those mornings you don't want to mess around especially if you have to take the kids to school. i want to show you where the heavy rainfall is coming down along the east shore into the tri-valley through the south bay the heaviest bouts of rain. this will continue for the next few hours. live pictures do the talking which is why we want to bring in bob redell live in san jose this morning where we have reports of heavy flooding and somebody got stuck driving into that water. good morning to you, bob.
5:31 am
>> reporter: good morning. two drivers got stuck. they are both okay. we're here on santa clara and you're under the railroad overpasses. as you see henry walk in the water you get a sense of how deep it is right there. good six inches. if you go into the middle you're looking at four feet in the center. so, around 3:50 this morning one gentleman was on his way in to work, as you look at the video he was the driver of the red car on the way in. he tells us he was going the limit but because it's dark out and the way the lighting is, he just could not tell that this water was as deep as it is. >> driving in you couldn't see the water. just basically drove in there. called 911 right away. luckily a pedestrian saw me, helped me climb out the window. a couple minutes after the first cop arrived and just as he was arriving and talking to him that
5:32 am
white car was headed in the opposite direction and he basically drove in there as well. >> reporter: the driver of the red car, and police officer helped the driver of the white car get out. both drivers are okay. the driver of the red car, the man you heard from, he said he got into the middle of this, that water started flooding into his cab. when he got out it was chest deep. again about four feet deep but as i mentioned, both men are doing okay. this is a prime example of we've got this rain, we're not used to it unfortunately because of the drought situation we're in. but we've got this deluge. you want to be careful, watch your speed. he says he was going the speed limit which is around 35 miles an hour here on santa clara. still that was too fast or it wasn't enough for him to be able to get out. both being taken away now. i'm sure they got water damage. we heard that this section of road is shut off, mike, between
5:33 am
stockton and cahill. by the s.a.p. center, they are thinking that maybe the city t public works department able to get this open around 6:30. i don't know if you hear anything other than what i'm hearing. >> no. on the surface streets you are the man on the scene. that's a great warning because there are a lot of surface streets affected that one of them but we know that's right by s.a.p. center. we know that underpass so stay away from it. here we have wet roads on 101 north of 680. i want to show you this video of 87. there is a tow truck in the middle there. southbound 87 is closed by a crash, and another car that got stuck in this flooding on the highway itself. southbound is counter commute. but the distraction and the water creeping under the divide is an issue so. be prepared, look at all of that water there. let's get you on the maps.
5:34 am
blue ponding and puddling starting to reseed as well as the amount of blue. flooding at times for 880 and down toward stevens creek over to saratoga. they have to do pumping work, remove the car, sounds like both had been pulled from the roadway and we have more water coming into the area so keep that in mind. northbound slowing because of the distraction with all of that activity. we look over toward the bay bridge. the bay looks pretty smooth. across the bay, san mateo and the dumbarton moves smoothly. we have a deadly crash reported for highway 24. someone died as a result of a crash there with a rav4 involved. we have all lanes currently closed. you'll find a lot of slowing approaching 580. you'll find a lot of folks coming out of the tunnel. hearing about this or seeing it. they may try ashby avenue.
5:35 am
that's not a great choice because it will be crowded and it's going to slam down the streets, basically going to crawl. you know a better route go for it. you can take 13 to the south and route back around. 580 at least you won't be stuck in that mess. westbound 24 at 580 a deadly trash. look at the bay bridge, soupy conditions, water on the lens, on the roadway, though it's not raining where you are. allow a lot of extra distance between you and a person in front of you. we've seen spin-outs. traction is a big problem. so is visibility. back to you. >> thank you. our microclimate weather team tracking the storm all morning long. we have crews on the way to a number of problems. our coverage will continue throughout the morning. >> new this morning passengers headed to australia had to spend

5:38 am
as you can see these showers are starting to let up a little bit off the immediate coast along the peninsula at the coast line a little break at this point. but this is more on the way. let's take to the futurecast. most of that rainfall is going to be moving into southern california where they have not received over an inch of rain from one storm. in over three years in los angeles. so they are gearing up for us today everything starts to find down by 9:00 a.m. that's when you want to have your umbrella with you. this rain is going to come in slower. by about lunch time we'll get a little break, a little bit of sunshine, then a chance of thunderstorms this afternoon, tonight another waive of moisture comes through and will impact you early saturday. then a nice break. it is the weekend. if you are heading outdoors make the necessary changes to make sure to accommodate for all of the rain. we saw construction workers had to put up a tent. working in the ray is not easy
5:39 am
when you work outdoors. in combination we have gusts to 50 miles per hour t wind increasing. breeze we pop-up thunderstorms, then tonight count on a dry commute home, but the roads we'll be dealing with the aftermath. then we get a break as we head throughout sunday. as we head throughout sunday, monday and tuesday, dry, then by wednesday next week we're talking about a return of showers on the radar. we need it. we're not mad at it. coming in all at once not a good time. how was your drive? >> it was a rough one. >> we're going to talk about 87. >> 5:37. the figure story is all of this rain coming down hard on many parts of the bay area. a live look from the south bay, this is highway 101 in east san jose. traffic look how people are slowing down. they are he'ding the advice that

more on the weather, microclimate weather alert this morning. right now take a look at the radar. the second of two strong storms slamming the entire bay area. this is a look at where the heaviest rain is actually falling right now. that radar just lit up like a christmas tree. we're going to take you live outside this morning. this is overlooking the south bay. we're hearing reports of people trapped in their cars. this is happening on a lot of different places including highway 87 in the south bay. peggy bunker is at the scene gathering information as crews try to take a lot of the people out of these cars. we've seen that situation as well in other parts where people are driving into areas where the water is overtaking their cars. >> it's very serious this morning. there's a lot of danger out
5:43 am
there. serious danger. let's turn to christina loren. >> you know when it rains a little it's a rough drive. people forget how to drive in the rain. we're not just talking about a little rain. we're talking about serious rainfall at rates that our highways are just not equipped to receive this morning which is why we're getting all of these storm reports and we have reporters out there headed to locations to show you what it looks like. we really want to keep you safe. the best way to stay safe this morning is have your mind set on what you have to drive through or go ahead and postpone the travel plans until the heavy rain subsides. it's the heavy rain that produces the flooding. starting to let up a little so it's not as dangerous here, but in the tri-valley and the south bay, that's where you really want to travel ourocautiously. we're going to get a break. the heaviest rainfall is expected through about 9:00 a.m. which means the urban flooding
5:44 am
is likely as we head into this afternoon, things are going to start to improve but the wind will pick up once the rain starts to drop off. that's the give and take we have to deal with and also there is enough instability for the chance for thunderstorms to fire off especially at the coast later on today. and through our mountain region. there is a better chance in sacramento valley of seeing tornadic rotation. there is a light chance here in the bay area. i don't like to say that unless it's there. we're going to be on high alert all day long in the nbc weather center. that gives you an indication of how powerful the storm system s. your future cast, we stop the clock at 1:00 p.m. showers lightening up. then a wave of moisture overnight. you'll notice in the seven-day forecast more rain on the way as of next week. now mike has a deadly crash he's following g. morning. >> it's horrible news we report that in addition to the dangerous conditions, i'm not saying this is weather related because we don't know that for a
5:45 am
fact but the conditions are that you have to exercise a lot of caution. look at this shot. the bay bridge toll plaza we're starting to see a build. typically friday shows a later build. rainy overnight, has caused a lot of problems through the area. this the ponding and puddling. we'll watch for reports of flooding. we have a deadly crash west 24 at 580, right this at the interchange. all lanes reported blocked by a deadly crash. that's all i know about the vehicle. we don't know what was involved or what caused it but it's causing a huge backup off 24 westbound slow out of the conditions. it's going to force folks toward ashby avenue. that's going to be crowded through this area. other folks as you see more stops, that's the better route. it's a highway. smoother know and get you
5:46 am
