and i saw some rain on the way to the south bay studios. >> yeah, the overall trend is clearing and so your little girl i saw the facebook post, they looked adorable in their rain boots. got the little ones with you, have the rain gear ready to go because the water droplets are accumulating on the san jose camera this morning. we need this rain desperately and we have really healthy totals to show you in the next report. temperatures are in the 50s. we've still got quite a bit of rainfall on the radar but mostly to the south of the golden gate bridge and to the santa cruz mountains where we've got the heaviest rainfall at this point. as we continue throughout the day today, the area of low pressure is going to dig to the south. we'll continue to trend drier as it does so, but you can see the core of low pressure and the well defined countercloswise rotation going to go down the california coastline as well head throughout the coastline.

but it's juicy enough to keep the chance of rain going all the way throughout the weekend. let me show you what we are talking about. we take you into this afternoon and still getting the hit or miss cells and the same thing as you head throughout tomorrow but we'll continue to see clearing as we head throughout your sunday. keep your umbrella handy. you want to make the outdoor plans sunday afternoon looks the best this weekend. we'll hit the 60s as well. comfortable temperatures this afternoon. 67 degrees in the south bay. tomorrow we'll hit 67 along the peninsula and 63 in san francisco. as promised i'll show you the rainfall totals coming up and what to expect from the next round of rain in your seven-day forecast. right now send it back to you, kris. >> all right, thanks, christina. this storm extended beyond the bay area. this is a dramatic picture of a fun cloud near sacramento. it was spotted crossing interstate 515 miles northwest of capital. the rain, the wind, the fog definitely making their mark in the last 24 hours slowing things dunn all around the bay area. here's what drivers were looking at at highway 17 at the summit

where the fog joined the rain and made for very dangerous visibilities. it was a white knuckle drive because the wind was whipping as well. one gust strong enough to knock over that highway sign. a lot of drivers did heed the warning of the electronic billboards, however, urging everyone to slow down. however, this driver clearly lost control on the wet roadway and ended up a muddy embankment off northbound 101 near bailey avenue. some drivers decided that the best way to deal with these dangerous conditions was to put it in park. >> like the highway patrol say, we got to slow it down a little bit, just better to be safe and get home than in the speeded rush and end up in an accident. >> making things even nastier, look at that ponding on the freeway. some of the roadways in the south bay definitely flooded. and here's a live look in the south bay at the exit near taylor from highway 87, it is now clear, but we saw what a

mess it was yesterday. can't blame it all on the rain, though. the flooding created a big mess on highway 87 in san jose. caltrans says there's a water pump that's supposed to keep the water off the roadway but sometime on thursday night thieves stole copper wiring needed to operate the pump. the chp had to shut down the right-hand land for ten hours. b.a.r.t. officials confirm that yesterday's delays in the transbay tube were rain related. a spokesperson for the agency says the problem was caused by rain that seeped through a ventilation system onto computer equipment. operators had to run the trains manually while the system rebooted. the computer problem was resolved in time for the evening rush hour so mass transit commuters were spared the nightmare on the roadways. >> it's been crazy out here, you know, the rain it causes people to drive crazy, you know, and we got to get through it especially during rush hour traffic. >> highway patrol did respond to dozens of accidents all across

the bay area last night and the chp says many of those accidents could have been avoided had drivers just slowed down. rain is rough on the roadways, wind rough on the power situation and some of our viewers are in the dark this morning. pg&e reports that just more than 100 customers are without power bay area-wide. the bulk of the outages are in the north bay where the lights are out in 119 homes and businesses, 51 in the east bay, 33 in the south bay. usually sunny southern california also getting walloped by this storm as well. the steady and heavy rain is threatening communities east of l.a. with flooding and even mud slides after a recent wildfire stripped the steep mountain of trees and other vegetation. the storm is expected to continue through the day. also down south a dramatic rescue, two men and two dogs, this is video of the swift water rescue workers from the l.a. fire department who are doing

what they do best. the los angeles river very tame sometimes in some spots hardly any water at all. a good reminders about our own local rivers and streams if it's high stay away. overseas now, a russian invasion or is it a peacekeeping mission. a dangerous turn in the ukraine after thousands of armed russian troops arrived in the crimea region. russian soldiers are surrounding two main airports in southern ukraine. they flew in by helicopter and came in on a russian warship. russia says it is there for security purposes only and to prevent unrest in the country. but some top leaders believe that it is an invasion of ukraine which used to be part of the soviet union. president obama says he is deeply concerned. >> any violation of ukraine's sovereignty and territorial integrity would be deeply destabilizing which is not in the interests of ukraine, russia, or europe.

well, we definitely needed the rain and we certainly have gotten a lot of it. we're going to tally it up for you. christina loren has those figures as we look live at the port of oakland and near the taylor exit ramp off of 87 that was flooded yesterday. we'll show you what's happening with it today. a fugitive wanted for two bay area bombings is now being featured on billboards all across the nation. daniel andreas san diego is accused of setting off pipe bombs in a biotechnology company in emeryville in 2003. that same year he allegedly

bombed a nutritional products corporation in pleasanton. over the past decades fbi agents have gotten tips pointing them to the north bay and santa cruz. he's been on the most wanted terrorist list since 2009 and there's now a $250,000 reward for his capture. and now to an nbc bay area follow-up. a southern california woman has pleaded no contest to this attack on blues musician lester chambers. 73-year-old chambers was in hayward last year for a blues festival and when he dedicated his song to florida teenager trayvon martin this woman jumped on stage and shoved him into an amplifier. she was charged with felony elder abuse. earlier that day george zimmerman was acquitted in the killings of trayvon martin. what a headache. thousands of californians will have to redo their online applications for health care coverage because of a software error in the covered california system. state officials say it impacts

more than 14,000 people who partially completed applications or updated them between february 17th and february 19th. covered california says it will contact you if you are one of the affected consumers and will help with the sign-up process by the march 15th deadline which will allow the coverage to take effect april 1st as it's supposed to. san jose airport is expanding but not for you, not for me, but for some of silicon valley's richest leaders. they are funding a new terminal for their private jets. today in the bay's scott budman explains how we may not be able to fly on those planes the story does, in fact, affect us. >> throw that dirt. >> reporter: with the ceremonial groundbreaking inside, work is beginning outside. on an $82 million terminal at san jose international airport to house private jets owned by the founders of google. the aircraft will be handled by a company called blue city holdings taking pains to point

out that google the company is not involved. >> we've heard this called the google airport that we're building, you know, the private airport for the google. >> reporter: is it a google airport? >> no. >> reporter: but google's founders are paying to build it. signing a 50-year lease to bring planes, jobs, and revenue to san jose. >> welcome, everybody, to silicon valley's airport. >> they're going to pay the city $3 million a year for 50 years that's $150 million. second, it's 300 construction jobs. >> reporter: the terminal will be on 29 acres featuring seven hangars, five to be used by google's founders. it will be built on what used to be san jose airport's long-term parking lot transforming this into a haven for corporate jets. >> being able to respond continuously to corporate and aviation needs, it really makes a difference to companies that they can get out there and respond to issues. >> reporter: a luxury item for

the wealthy soon to take off with economic benefits for those of us on the ground as well. scott budman. an american airlines flight returned to dallas for an emergency landing after it hit a bird during takeoff. fire trucks and emergency crews met as the md-80 jet landed last night at dallas-ft. worth international airport. the faa says there were some minor damage to the left engine. american took the plane out of service and put passengers on another jet to continue on to reagan national airport in washington, d.c. american airlines, however, did not release how many passengers were on board. still ahead on "today in the bay" a green light for a toll hike on the golden gate bridge. how much it will cost you to cross the span and why bridge officials say this is a must. and good morning to you. i'm meteorologist christina loren. happy to report that we accumulated just under 3 inches

of rain in los gatos over the past 24 hours. a little over 2 inches in san jose, los altos an inch and a half in the bucket for you and there's more rain on the radar for you this morning. we're tracking another round of moderate to heavy rainfall in san jose over the course of the next 15, 20 minutes. we'll continue to track this storm and tell you when we're going to clear out when we come right back.

you can just about take off your raincoat in san rafael, moving from the north bay to san francisco where you might be able to put the umbrella down for a minute. if you're in the south bay, though, you'll need to keep it handy. a southbound trip across the golden gate bridge will soon cost you a bit more. we learn just how much. >> reporter: it seems like everything's going up these days, groceries, housing prices. well, now you can add golden

gate bridge tolls to that list. with a looming deficit of $142 million, golden gate bridge direct e directors consider the first toll hike since 2008. on the table a plan to raise tolls a buck and fastrak would rise to $6 and nonfastrak to $7. we reached the point that the driver as a cash cow has reached the level of it has no more moo left. >> reporter: this morning a steady stream of drivers spoke out against the increase some even breaking into song. ♪ i got ripped off on my way to san francisco ♪ >> reporter: bridge officials say the increase is needed to pay for bridge projects and maintenance as well as subsidize the district's bus and ferry service. >> the tolls are the workhorse of the organization.

they do keep 25% of traffic off the golden gate bridge during the morning commute. >> you go back east and the washington bridge $13 each way. people seem to be able to handle that. >> reporter: commuters like susan deluxe of tiburon think the toll hike will keep plenty of drivers off the bridge. >> the impact is that people will go into the city less. they won't rec reiate in marin county as often. it is a hardship. >> reporter: in the end directors approved the increase. the new pricing takes effect april 7th and a trip across the golden gate bridge will soon be worth its weight in gold. joe rosato jr., nbc bay area news. and we saw lots of rainy roadways in that story. christina loren is here with a look at what you can expect if you are headed out and about today. >> we're not going to dry out completely today but we're definitely going to see the showers let up which we're seeing right now in san francisco. good saturday morning to you. 7:18 now. you can see here mostly cloudy skies overhead. different story down in the

south bay where we are still getting some pretty good shower activity and that will continue for the next few hours and then those showers will really start to let up, but this is a live picture of downtown san jose where we're getting that much-needed rainfall. take it right to your radar this morning and you can see to the south of the golden gate bridge is where most of the heavy activity is and that's mostly along the peninsula and the santa cruz mountains. as we continue throughout the day, this will be the story probably until about 9:00, maybe even 10:00 a.m. by 11:00 a lot of this heavier, steadier rainfall turns over to spotty on-and-off activity, more intermittent in nature and we'll not get the heavy downpours that come in relentlessly. this is north bay right now, good amount of clearing and great air quality for today and we'll see sunshine. let me show you the overall trend for this storm system. very potent storm system. tapping into that atmospheric river right now. hammering los angeles. it's going to be rough down there today. but for us, as you can see here, the overall core is riding to the south. so, it's heading out of here.

and by about 9:00 p.m. tonight the showers will really start to let up. you do want to keep that umbrella handy as we head throughout the next 24 hours at least. this is what you can expect as we head throughout the weekend. for today, on-and-off showers. by 11:00 a.m. roadways stay nice and slick. as we head throughout the first part of sunday we'll have the pesky showers. you may need your windshield wipers from time to time all the way throughout sunday morning but by sunday afternoon that sunshine returns in full force. and it's going to be nice out there. let me give you a little preview of what to expect temperaturewise this weekend. it will be comfortable, too, in the 60s and upper 60s at that. as we head into saturday and sunday. we'll warm you up a little bit tomorrow and talking about more sunshine as well, but you'll notice on the bottom of your screen where we have your scrolling seven-day forecast we've got more rain in the forecast. i can tell you right now, kris, i'm always looking at least 15 days out and overall today is the first day of march as we progress throughout the month we're looking at least five good storm systems right here in the

we got some of the rain we needed overnight and now looking live you can see this is the calm after the storm. the flag there in fremont not whipping quite as hard as it was and it looks a little bit clearer in san francisco. thanks so much for joining us, i'm kris sanchez along with meteorologist christina loren. we do have a photographer on the ground in san jose, christina, and there are some ponding and still some raining so we're not out of it yet. >> definitely not. especially if you are going to be out there traveling this morning, you really want to take caution. as we head throughout the day today, the roadways will stay nice and slick because we'll not see the showers let up entirely until we head into tomorrow afternoon, but what i can tell you is the steadier, heavier rainfall will start to subside as of this afternoon so if you wanted to get outdoors with your family you can do so. i'll help you time that out in just a moment. but right now look at this, the peninsula getting the heavy bouts of rainfall and extending into santa cruz and morgan hill,

the yellow moderate precipitation. up in san jose nice and dry for the time being but all of this is tracking towards us and it will arrive here over the course of the next half hour, so count on another round of heavy to moderate downpours in the south bay. overall the system of low pressure is moving into southern california and for us that means we'll continue to dry out especially in the north bay. from north to south right now starting to dry out substantially. santa rosa accumulated over an inch and a half of rain out of this thing but it was the south bay that had the highest totals, i'll show you those coming up, it might blow your mind because typically we get rain shadowed by the santa cruz mountains and that was not the case. 57 in the east bay and san francisco at 5342 in the north bay and headed towards a comfortable afternoon. temperatures will climb into the upper 60s, even into the low 70s along the peninsula for today once we get enough of that warming. here's what you can expect. as we head throughout 11:00 a.m., periods of rain and mostly south of the ggb and after that

keep your umbrella handy but you can get outdoors without having to worry about the rain ruining all of your plans. trending drier from noon to 5:00 p.m. and then after that mostly cloudy conditions that will head into sunday but by sunday afternoon we'll clear you out. but i want to point out monday and tuesday are our two drying-out days before the rain returns to the forecast on wednesday. i'll time that out in the next report. well, we were stormy, this was the skies over sacramento. can you imagine? it is a funnel cloud near the capitol spotted crossing interstate 5 in the subland of woodland about 15 miles northwest of downtown sacramento. and just in to our newsroom, some early morning sprinkles and puddles in the south bay, but other than that things seem to be moving smoothly again. very different picture from 24 hours ago with rain, wind, and fog as well. here's what drivers were looking at on highway 17 near the summit. very little visibility.

rain things got very swift. it is a good reminder about our own local rivers and streams. do be careful, and if it's high steer clear. mexican marines reveal how drug pin el chapo guzman was able to elude capture. he had movable bathtubs leading to escape tunnels leading to the water system and security monitors in every room. that's how guzman escaped a recent operation by u.s. and mexican authorities. guzman who was captured last week will remain in mexico's highest security prison until he is extradited to the u.s. at least seven u.s. courts have indictments pending against him and several are pressing for extradition. he also faces organized crime charges in four mexican states and in mexico city and he could spend the rest of his life behind bars. to the developing story overseas. russian parliament has just

coroners pronounced 78-year-old walter williams dead a wednesday after his pulse stopped, but on thursday he started to kick while inside a body bag just as workers were getting ready to embalm him. he was rushed to the hospital and the family says they're shocked but very happy to have him back. >> and when i came in the room and he said, hey, oh, my god! he's back. he wasn't leaving me. >> the coroner says williams' pacemaker may have stopped working then restarted which could explain his pulse stopping. if you are having trouble sleeping researchers have a new reason why that might be. a new report reveals the brains of insomniacs are always running. researchers are looking for ways to slow down brain activity and one promising treatment is using electrodes. they say initial tests show electrodes can deliver currents to specific parts of the brain slow it down which in turn could lead to a better night's sleep. my dad would be happy to hear about that.

good saturday morning to you. i'm meteorologist christina loren, this is the sky above san francisco which is finally opening up, seeing a little bit of sunshine to kick off the day and we'll keep the weather alert going the next couple of hours as we still have areas of puddles and lots of ponding on your local roadways and showers continue to come in this morning into the south bay. right now we're mostly in the 50s and showers along the peninsula as well, and let me show your radar. temperatures will warm up nicely. we'll enter into the mid-60s and maybe a couple of very low 70s because we're getting the subtropical showers. it's just not very cold out there but we do have some rain-cooled air right now moving along the peninsula through the santa cruz mountains and san jose and starting to get another round of the mod ral rainfall as we progress through the morning hours this will start to let up.

so, that's the good news we'll be done with the steady bout of rainfall as we head throughout the afternoon but we'll keep the chance for on and off showers going all the way throughout this afternoon kind of what we're seeing right now just to the north of richmond, the very light green that's what we have on the radar for you today. overall let me show you what we are expecting, show me when you can take your family outdoors and help you make the plans, after all you made it to the weekend. saturday 10:00 a.m. you can see showers a little bit hit or miss at that point. continue that clock take you into the evening hours where we really start to see those showers lighten up. and by tomorrow we'll have a few little pesky cells around. overall, though, still want to keep the umbrella handy after all. it's going to be kind of soupy out there, steady drizzle and a little bit of mist out there and fog returning to the bay area. this is what you can expect heading throughout the weekend. the roadways will stay slick for today. the pesky showers will linger and you'll probably have to use your windshield from time to time at least through sunday morning but then the beautiful sunshine comes back to the bay area.

good morning to you. we are looking live at sunol this morning. still some gloomy-looking clouds, but we definitely needed the rain and we've gotten lots of it. looking live in oakland this morning. a little bit of blue sky breaking through and not a complete wash. workers are clearing a notable piece of land in san francisco to make way for major housing, shopping and office complex, but the land that they're clearing has radiation and now we're learning that dirt from hunters point a former naval shipyard is being trucked all over the bay area to landfills, perhaps landfills in the community where you live. investigative reporter vicky nguyen has the inside story. >> reporter: we're talking about parcel "c" at hunters point, this site has been under a massive cleanup for chemicals and radiation contamination to make way for a neighborhood to house 25,000 people by 2017. the workers on the ground say corners are being cut and their health and safety are at risk.

trucks full of dirt have just begun moving tons of soil from parcel "c" at hunters point, the navy has said any contaminated dirt has been screened and cleaned for radioactive material but workers say they are worried that recent shipments have been sent without proper testing. >> they would dig it up and load the trucks and take it out. it's not being tested for rad. >> reporter: kevin johnson has worked on the site for three years and jackson brought his concerns to navy officials. >> someone was telling me that they were taking dirt out of parcel "c" without a r.a.d. test. >> that would be accurate in that not all of parcel "c" is r.a.d.ism pas ismpacted, some a specifically are not. so that's correct. >> reporter: but the investigative unit has ob tained the navy contract for this cleanup, the plan says soil excavated will be transported for radiological processes that includes surveying and

characterizing and remediating if necessary. if the screening process workers insist is not happening. in this letter sent to the state health department and federal regulators consumer advocates quote an anonymous worker saying project personnel are not monitored for potential exposure to radiation, no soil assessment has been or is being performed and that soil dug up near buildings contaminated with radiation is being shimmed offsite to state facilities not licensed to accept low-level radio active waste. we followed a truck full of dirt from parcel "c" taken to this landfall in pittsburg. it's a class two landfill only authorized to accept chemically impacted soil and not radiological soil. workers on site also provided us these photos they've taken to document tons of potentially contaminated soil, soil that they say has not undergone testing. >> i'm concerned about that. i would be surprised that if

that was the case. >> reporter: he leads arcecology, he has been following cleanup of radioactive sites nationwide, and unlike previous cleanups he believes hunters point has followed protocol. >> a long history of these kind of situations where materials that people knew to be in a location were either not found, deliberately not found, but i would be surprised at this particular location given the amount of community concern about radiation. >> in a statement the navy reiterated the soil currently being offhauled is not radiologically impacted. the navy's full statement is on our website. meanwhile, state health inspectors say they're researching the complaint to determine whether to take action. back to you. >> if you have a tim for our investigative unit, give us a call. or send us an e-mail to theunit@nbcbayarea.com. still ahead, we'll introduce you to katie.
