worse. it could have been really bad. let's check in with you in a little bit. a lot of people talking about ellen's supersized selfie. the most retweeted tweet ever. we have the story behind the picture that has everybody talking. we'll have a lot more on the oscars coming up. big stories we want to get to. yeah, we want to get to a couple of big stories. the deepening crisis in ukraine. and back here at home, that powerful winter storm. states of emergency have been declared in at least six states. federal offices and schools in the nation's capital are closed this morning. and the airlines have already delayed or canceled more than 2,300 flights nationwide. nbc's dylan dreyer is in philadelphia. dylan, good morning to you. >> good morning, matt. you know, philadelphia's only 6 inches away from having the second snowiest winter ever in what has been a record-breaking year or season for so many cities across the country. so here we are in march in the middle of yet another winter storm. and, actually, the forecast for this storm had gotten better for states further south.

but either way, an unwelcome forecast in what has been a very tough winter. the calendar says march, but mother nature didn't get the memo. a west coast winter storm in the form of torrential rain and wind over the weekend. morning rain in l.a. had the oscars donning a poncho, but dried up in time for the academy awards red carpet. outside of hollywood, people in california still cleaning up the mud and the mess. and thousands in arizona left without power after a west-coast soaker. in denver, heavy snow wreaking havoc on the highways and causing a deadly 100-car pile-up. >> had to be a chain reaction of cars hitting and hitting and hitting. >> reporter: messy weather moving east and carrying into the workweek. first up, the midwest hit with snow and ice. residents in indiana, counting down the days until spring after a punishing and record-breaking winter. >> i'm ready for spring.

>> the south also getting hammered. arkansas hit with a dangerous ice storm. a fatal car accident on slick roads. the mid-atlantic scene white yet again. this latest winter storm will eventually head out to sea, but not before hitting portions of the northeast. >> you can see in atlantic city this is another commuter nightmare. this is where we have just the driving snow that's going to stick with us all through the morning. and then once the snow ends, it's another polar plunge, in fact, temperatures will be about 20 to 40 degrees below average today, and get this, tonight in philadelphia, it'll be about 5 degrees here, the all-time coldest temperature in march in philadelphia is 5 degrees. that record set back in 1872. so it is going to be another bad morning, but it gets very cold later on this afternoon. matt? >> dylan, thanks. we're all chipping in for new wiper blades for that car, whoever that was.

thank you. >> and a space heater for you, dylan. and al is keeping an eye on things from los angeles. al, what can we expect? >> well, guys, we've got another bash from winter's icy grip. and as you can see right now, we've got snow stretching from new england all the way back to charleston, west virginia. and to the south, you can see that purple, that's an icy mix headed south as that cold air makes its way down. you're going to see for the day today. right now washington, d.c., snow through the afternoon, into the early evening commute, then partly cloudy skies, but look at that temperature drop from 32 to 17 degrees. the morning commute from philly, d.c., roanoke, norfolk, you've got snow, but by the afternoon, it pushes to the south. but you saw that icy mix. snowfall amounts, here's what we're looking for during the day today. elkins, west virginia, 6 to 12 inches. another 9 inches in washington, d.c. richmond, 4 to 8. 5 to 9 in salisbury. atlantic city, close to a foot,

philly ends up with 6 inches. to the south of this as that colder air makes its way into the warm air, we are going to be looking at an ice mix right now. about .10 inch. while it's not going to cause big problems as far as power outages, it is going to make roads slick from knoxville, wilmington, all the way to columbia as those temperatures continue to push south and drop down well below freezing in the 40s, all the way down into the teens later tonight. matt and savannah, a little bit later on, we're going to tell you how cold it's going to be and how much longer it's going to last. you're not going to like it. >> okay. good news, al, thanks. >> thank you, al. and now to the crisis in ukraine where russian forces have invaded and complete control of the crimea region. this has left the white house with a very difficult decision of what to do next, how far to push this. secretary of state john kerry getting set to travel to the region. let's get to nbc's bill neely.

bill, good morning to you. >> reporter: yes, russia is tightening its grip here in crimea. europe's borders are being redrawn by force and the pressure is mounting on president obama and the west to do something. here, russian troops have the ukrainian army pinned down. russian troops have fought many wars to take crimea, this time they didn't have to. they marched in and occupied it without firing a shot and without resistance. it took just three days. the russian march across crimea is relentless and seems unstoppable. the big question is, where exactly in ukraine will these men stop? they still surround ukrainian army bases. this one is the biggest. ukrainian troops inside are trapped. they have removed their weapons.

there's no sign they're preparing to fight the russians. the standoff, though, is a dangerous one. neither ukraine nor the west has been able to stop this takeover. >> it's an incredible act of aggression. it is really a stunning, willful choice by president putin to invade another country. >> the obama administration is now consulting with allies on what pressure to put on russia's president putin. >> he may find himself with asset freezes, american business may pull back. there may be a further tumble of the ruble. there's a huge price to pay. >> you've got now only economic options through the eu. and i would use those. >> the u.s. calls what's happened in crimea an incredible act of aggression. but this crisis is far from over. and in the last few minutes, russian fighter jets have flown over the black sea, violating

ukraine's air space. the russians testing, probing, pushing ukraine and pushing the west's response. savannah. >> bill neely on the ground there, thank you. let's turn to dave remnick, a moscow-based reporter in the waning years of the soviet union. he is a noted authority on russian relations. good morning to you. >> good morning to you. >> a battle of wills between putin and obama. it's much more than that, but what do you think is really at stake here? >> well, russia wants to assert itself on the world stage. we saw that in pop cultural terms during the olympics, but this is really serious. now they want to assert their strength in the country where they have legitimate interests, but doing it through invasion. doing it through invasion. no question about it. so far limited it to crimea, but the great economic bread basket of that country is in eastern ukraine. this could spread to the east and it's already dangerous and it could get horrendous.

>> what is the white house supposed to do? on friday we see the president coming out saying to putin, there will be high costs if you invade. the very next day, he invades. what leverage do we have? >> economic leverage, diplomatic leverage, but i don't think in any way the united states or europe has any interest in making this military, making it a military clash between the united states and russia. because we know how horrible and bloody that could get. let's remember, first of all, there's been no shooting, no extensive bloodshed in crimea yet. so far this is a demonstration war. russia's assertion of strength. we can do this because we can. they feel betrayed by europe, the eu in ukraine, and they want their interests asserted there. they're entirely full of it when they say that ukrainians have somehow been beating up, threatening the lives of russian-speaking -- ridiculous, that has not happened. hasn't happened in crimea. hasn't happened in eastern ukraine. >> there's a certain irony here. we were all together at the olympics a few weeks ago where

putin was trying to demonstrate to the world that russia is a modern state, and seems to have undone it in a matter of three days. >> they have. look, the united states also does not have the leverage it wants in historical terms. invading countries is something the united states knows about from really raw experience. and russia knows that and asserts that day in and day out on russian television all the time. that's a cost, too. >> you wrote this weekend, these are going to be frightening days we see in the next few and worse. >> they already are. they already are. >> thank you very much. let's turn back now to los angeles. news of a different kind, the 86th academy awards. the range of movies and performances honored on hollywood's biggest night ranging from historical to heartwrenching. >> "12 years a slave." >> fresh faces in an auditorium filled with old favorites took

prosecutors say pistorius last year. pistorius says he thought she was an intruder. we will have much more on the trial coming up later in the program. well, south korea's confirmed this morning that north korea has launched two more short-range missiles. its second launch in less than a week. north korea fired the missiles about 300 miles into the sea off the country's eastern coast. north korea launched similar missiles last week in an apparent protest against ongoing u.s./south korea military exercises. almost 400 people arrested outside the white house sunday after they strapped themselves to a fence to protest the proposed keystone xl oil pipeline. the demonstrators were mostly college students who participated in a peaceful march. they want president obama to reject the pipeline because they say it'll worsen global warming. israeli prime minister benjamin netanyahu is in washington today for a high-stakes meeting with president obama. it's in effort to keep middle east peace negotiations alive as

april's target date for a preliminary agreement inches closer. the two leaders are also expected to discuss the latest developments in iran. and later this week, netanyahu will travel to california to meet with tech leaders in silicon valley. investigators are still trying to figure out what started a fire this weekend that destroyed an historic hotel in alabama. flames engulfed the mentone springs hotel, burning it and an antique store to the ground. the hotel was built in 1884, it was on the national register of historic places. fortunately, no one was hurt there, though. and it was a putt for the ages, came at the most crucial time during the drama-filled final round of the hsbc's women's championships in singapore. all paula creamer had to do was putt that 75-foot putt and the championship was hers. and of course, we wouldn't show you if it wouldn't go in there. right in there for the eagle and win, snapping her 79-event winless streak.

it is 7:26. break news to bring you as a business road is shut down at this hour as police investigate a deadly crash in freemont involving a pedestrian. "today in the bay's" bob redell is live at the scene this morning. bob, any idea when this road will re-open? >> reporter: probably looking at around noon. that's according to freemont police. we are at washington and olive, a main artery in freemont. it is shut down all the way back down to driscoll and osgood because of what's happened here. this was about an hour, hour and a half ago. a driver of a corvette was heading up washington when they accidentally hit a person, a man, in the middle of the street. not clear if that man was trying to cross the road or didn't see the car. we are waiting for the public information officer with

"today" correspondent jeff rossen is covering the trial for us. jeff, good morning to you. >> good morning to you. they're calling this the trial of the century in south africa, day one, and we're underway, several hours of testimony already. no question about it, oscar pistorius shot and killed his girlfriend at the time, reeva steenkamp. the question is what was going through his mind at the time. was it an accident as he claims or premeditated murder? oscar pistorius slipped into court through a side door. once a national hero. the first ever double amputee to compete in the olympics, now a national spectacle, accused of killing his girlfriend reeva steenkamp in cold blood. today, her mother is in court, face-to-face with pistorius for the first time since reeva's

death. >> do you understand the charge? >> i do, my lady. >> how do you plead? >> not guilty, my lady. >> but prosecutors fired back saying their case against him is strong. >> the only inference from the circumstantial evidence -- >> pistorius and reeva were the it couple on the red carpet. >> hi. i'm oscar's date tonight. >> in fact, just days before her death, they looked happy. kissing in this grocery store surveillance video obtained by sky news. but then, her tragic end. reeva was sleeping over last valentine's day, pistorius says he heard an intruder in the bathroom. so startled, he didn't even have time to put on his prosthetic legs. grabbed his gun, walked across the bedroom and pumped four bullets through the bathroom door. it was really reeva in there. these crime scene photos tell ree bullets hit her and killed

her. prosecutors say this was no accident. and they can prove it. >> prosecutors have to prove intent. regardless of whether it was reeva steenkamp behind the door. if it was an intruder, he was intending to shoot. >> no matter who he shot back there, it's murder in south africa. >> whoever he intended to shoot, it's murder. >> reporter: one of oscar pistorius' neighbors took the stand here in south africa a short time ago saying she heard, quote, blood-curdling screams that night. first from a woman, then from a man, then heard several gun shots. she's being cross-examined right now. one other quick know. this is not a jury trial as it would act in the states, guys, a single judge with two assistants who will decide his fate. >> all right, jeff rossen, thank you. and a programming note. tomorrow on "today," reeva steenkamp's mother june will join us for an exclusive live interview. her first since the start of the trial. let us take a turn right now and get that winter storm

outlook. here's al tracking it from los angeles. al? >> hey, guys, thanks so much. interestingly enough, yesterday, kathie lee, after this horrendous rain and people suffering through mud slides. of course, as you turn to the oscars, people were concerned about the weather. >> well, they have taken off the covering for a while because it looked like it was going to be okay. and as i was going to the site, thank you very much -- >> rain. >> yes. and then all of a sudden the sun came out and it was actually hot. and then had like four different weather patterns within about three hours. >> and guess what, there's another one moving in here that's going to bring more rain to the west which they do not need. pacific moisture, kind of the pineapple express, this moisture coming in from hawaii. rain in the pacific northwest. snow back through the mountains. generally 1 to 2 inches of rain. foot and a half of snow in the

cascades, as well, rest of the country for today, icy conditions in the southeastern atlantic states, wet weather through the south as the cold air makes its way in. northern california into the pacific northwest. bitterly cold, but clear from the great lakes into the northeast. and plenty of sunshine, mild weather through the southwest, phoenix today will see a high of 75 degrees. that's some more rainfall today. make sure you grab that rain gear. but overall, looking nice and dry for most of the bay area for the next few hours, which means you have a few hours to take care of those outdoor plans before that rain moves in. we'll still hit the 60s. mostly in the 50s right now. headed towards the mid 60s today. when you time out the system, by 1:00 p.m., showers spread into the south bay. some of the richer moisture coming through the north bay. by 8:00 p.m. we're still going to be in the thick of it so this could make for a rough drive home from work. showers start to deteriorate overnight. r latest weather. matt? >> thank you very much. now to a "today" exclusive.

after a four-day trial and hour of jury deliberations, kerry kennedy, the daughter of robert f. kennedy was found not guilty at her drugged driving trial. she walked out of court flanked by family and friends. the case back in july of 2012. and kerry kennedy joins us now. good morning, nice to see you. >> great to be here, thanks. >> for the first time in 18 months, you spent a weekend without these charges hanging over your head. how did that feel? >> it was very nice. great to have that off my mind. >> i read a lot of coverage of the trial over the last couple of days, kerry and seemed like two groups here with strong opinions. one opinion was this case would never have ended up in court had it not been the fact your last name is kennedy. and another group saying you would not have been acquitted had your last name not been kennedy. >> i think they're both wrong.

i think in west chester county, they have a policy of pursuing every single case of driving under the influence whether the police think the person's innocent, whether the d.a. thinks they're innocent. and this is a terrible policy because it means that a lot of people who are innocent get caught up in the criminal justice system. >> let's talk about the impact of the kennedy name. some of the critics, your critics talked about the fact that you brought your mom, your 85-year-old mom to court every day. and during your testimony when you took the witness stand, you referred to your dad who has run for president and his assassination. and they screamed she's playing the kennedy card to wow this jury. fair? >> right. you know, i think that i won this case for three basic reasons. number one, i was innocent. number two, i had competent counsel. and number three, i was willing to bring it to trial. and those are things that many,

many, many americans have no access to. and that's really what we have to focus on with this case. >> you talk about competent counsel. you had some of the best lawyers in this country because you can afford to have those lawyers. if your name were kerry jones, do you think you would have had the same outcome? >> well, i think that the reason that i had competent counsel because it was accessible to me and that's a big problem in america. because for so many people who have misdemeanors, are not able to afford counsel. they can't go out and hire lawyers and therefore, they plead to something nay didn't do. >> yeah. if your name were kerry jones, you might have taken a plea on this case. >> so jones is different. so it's access to being able to afford hiring a lawyer who is

competent to do the case. and that's why it's really interesting. because this is actually the 50th anniversary of the criminal justice act, which was the seminal piece of legislation my father passed as attorney general to assure access to counsel for criminal defense defenders. and we need that in states across our country. we don't have that in new york state today. and we've got to pass legislation which will allow people to have access to competent counsel no matter who they are. >> what you're talking about now is what your life's work has been about. if i were to google you, i have a feeling the top 10 or 15 things on that google search would be about this trial. that's not what you want. how much have these charges hurt your ability to do the work you've been doing for most of your life? >> well, you know, it does hurt. and that's part of the reason i didn't have a plea.

and we're back now at 8:44 with a question. did you get enough sleep last night? the national sleep foundation out with a survey this morning. and dr. nancy snyderman joins us with the results. nancy, good morning to you. >> good morning, matt. >> all right. let's take a look at the categories. they asked parents, about 1,000 of them around the country. how much sleep their kids get on a typical night. they found that parents estimate 6 to 10-year-olds sleep 8.9 hours a night, 11 to 12-year-olds sleep 8.2 hours a night and 13 to 14-year-olds are sleeping 7.7 hours a night.

depends on your perspective. for me, those would be heavenly numbers, but how do they stack up for kids? >> the problem is, you and i aren't still growing. kids need good, healthy sleep for their brains to grow and bodies to repair themselves. so those numbers, which i believe are really solid are unfortunately very low. they should be a little higher. if you look at 6 to 10-year-olds, we want them to get 10 to 11 hours of sleep a night. by the time kids are teenagers, it can drop about an hour and a half. and then by the time you and i, there are other adults settle into real adulthood, we still have to aim for 7 to 9 hours a night. i think for years, we sort of brushed off sleep as, oh, well, one of those lovely things if you can get it. but we know that people who have good sleep live longer, live better and, in fact, they're healthier because this is the time your body repairs itself. >> let's talk about something that may seem obvious here. the poll found that nearly 3 out of 4 kids between the ages of 6 and 17 have at least one electronic device in the bedroom

at the time they're supposed to be going to bed. so we're talking about things like cell phones and ipads and ipods and computers. what's the problem here? >> well, if you've ever curled up with your kid to get he or she to sleep, we all have, if you suddenly hear bling bling bling and they have things stuffed under pillows, it's just disruptive. so i think you really have to do a clean sweep of a kid's bedroom and say, okay, we're going to start over. if your computer has to stay in the room for schoolwork, then you have to at least turn off and make sure that screen is not on. that background light is enough to disrupt the brain chemicals. and sorry, kids, all the phones and everything else, ipads, they have to go out of the room. if you look at sort of how you start over. pick a time for kids to go to sleep. and something called sleep hygiene. talk about which electronic is going to stay in the room and why it has to be turned off.

make sure the temperature in the child's bedroom is cool enough because hot rooms are usually notoriously bad for sleep. and then, of course, tell kids the music and reading is better off. and then the biggest one, matt, we have to lead by example. >> yeah, no question. by the way, not just that the kids are using the devices at bedtime. once they use them, they're mentally stimulated and makes it harder for them to fal harder for them to fall asleep. >> it's terrible. in fact, one hour before your child goes to sleep, stop all the electronic stuff because your brain keeps going even after you turn the off button off. >> nancy, as always, thank you very much. >> thanks, matt. >> up next, william defoe on the oscars, working with philip seymour hoffman and movies. this is "today" on nbc.

you personally but they know your family. and the legacy they think they do. >> right. you know, i think what happened in my case is that i was innocent and they found me innocent because, number one, i was innocent, number two, i had competent counsel. and number three, i brought it to trial. and very few people in my position actually get to trial. mostly they plea. and they plea often if they're innocent to a crime they didn't commit. so it's really coerced, you know, it's a coerced confession to something they didn't do because they don't have access to competent counsel. >> good representation. >> right. and this was 20 months, a week off from work. i wasn't going to be fired from my job. and they take these pleas. which can really have a devastating impact on their lives. it can harm them in trying to seek a job, in trying to get a

loan from a bank, in trying to just rent an apartment. it's a really bad system. >> so much you do as your work, very important work as the president for rfk center for justice deals with exactly this. affording people the opportunity to have their legal rights represented. so how much of this case highlighted the problems for you that still exist? >> well, you know, you hear about this from an intellectual point of view. but then when you're in the midst of it, you get a much better appreciation for the struggle that so many people have. just before we went on the show, we were talking about 75% of the people in jail in new york city are there because they can't make bail. they haven't even had a hearing. they haven't gone to trial. so, you know, they're just accused, they haven't been found guilty. and they're sitting in jail because they can't make bail. so we really have to rethink our system of justice in the united

states. >> and a lot of the focus on what you do is on migrant farm workers. you talk about the plight of that? because it's not something that gets a lot of attention here in the u.s. >> well right now, for instance, in new york state, we're working on a labor practices act. farm workers in new york because of leftover jim crow laws have no right to a day off per week, have no right to overtime pay. child labor is still legal here. and they can be fired just for forming a union. so i worked -- i met one farm worker who worked for ten years in the state of new york without a single day off. and that's legal. so that's something we have to put an end to, as well. >> well, we're grateful for the work you do and happy you're here sitting with us today. kerry kennedy, good to see you. right back with more of "today" right after this. nbc bay area news begins with breaking news. good morning to you. thank you for joining us. i'm scott mcgrew. >> i'm peggy bunker. >> breaking news is in san francisco. the three left lanes of southbound 101 at caesar chavez blocked because of police activity. the struck is stopped in the middle of one of the lanes. the driver of the box truck was taken into custody after leading the chp on a short pursuit across the upper deck of the bay bridge. chp says it's searching that truck on southbound 101. no word on how that pursuit started. >> let check in with mike on the latest on what lanes are blocked. >> good morning. we now have learned from chp golden gate and chp san francisco two left lanes are blocked, one better than before. but look at all of this backup.
