near the south hayward station. "today in the bay's" christie smith joins us live at the scene where b.a.r.t. riders are still showing up expecting to catch a ride, christie. >> reporter: yeah, good morning to you. you can tell who they are. they have a puzzled look on their face. i think some of them are getting the message at this hour because the parking lot is really quite empty this morning. we're not seeing many cars parking there at all. when people do show up, though, i want to show you what they see when they walk up to the gate and what they do see is a sign that says, "no train service" at the station, make your way to the bayfair b.a.r.t. station. they're getting that message firsthand from a hard-working station agent that's been here in the parking lot chasing cars down, letting them know what's go on, there's no service from the south hayward, freemont or union city. this because of a trespasser hit and killed on the tracks apparently quite a bit of evidence scattered all over. it's taking a while to get back

up and running. i did speak up with one man who had no idea what was going on until he arrived. where is work? >> berkeley. >> reporter: are you going to be late? >>. >> i was going to be late if i couldn't find a ride. but they said yes, so i'll be on time. >> reporter: you didn't know until you got here? >> yes, i didn't know. >> reporter: b.a.r.t. says this point there's no official bus bridge set up, ac transit didn't have people in place, they're saying, to make that happen early on and that commuter should go ahead and find a plan b. i did speak with a b.a.r.t. spokesperson they have parallel service. you can see that number 99 there, that will run the route along the tracks and get you to that station as one of your options this morning. of course, that's what the story's about. options until the station reopens and they're saying maybe 6:30, something like that. for more on other ways to get around, mike inouye. >> good morning, you know you

pointed out, bus 99 behind you and 801. full screen, if you didn't think it was a news concern because you're driving or riding the b.a.r.t. system, focus now because it's a traffic issue as well. freemont, union city, south hayward stations all closed and continue that closure until they finish the investigation that christie talked about around the south hayward station after someone was kill on the tracks. bayfair, best chance of getting into and out of san francisco. still sounds spotty as far as coverage goes. also saying, try driving in. b.a.r.t. doesn't suggest that. 880, crowded coming through oakland, seeing more cars. san mateo bridge alternate to the bay bridge becauses you want to take san mateo over to 101, stay out of oakland mess, take 880 into the city. that will add more traffic to the peninsula as well. what it's like at bay bridge, having metering lights on the backup, it's a wednesday and we

don't see this volume of traffic. there you go. at earlier backup at bay bridge toll plaza. talking about the flow of traffic. overall, bay looking good. south bay, earlier crash. talk more detail. i want to make sure folks know how to get around the b.a.r.t. issue which has you cut off. freemont, union city, hayward, closer to the system. meanwhile, more folks hitting roadway but 880 shows at limit towards san mateo bridge. continuing through oakland, okay, speeds at limit right there through oakland. earlier slowdown continues here as you approach 980 interchange around the bayfair area. nothing dramatic. it's the bay bridge that does show that backup. san mateo bridge, we talked about folks not wanting to go through oakland, can use 92 to the peninsula. toll plaza managing flow of traffic but seeing more traffic flow than we typically see on wednesday. this will ripple around the bay.

this morning, new developents in ukraine. european commission agreed to support ukraine economically and financially. hours ago, the european union promised to give the country $15 billion in loans and reforms, as it struggles through the crisis. secretary of state kerry will meet with his russian counterpart where he will try to convince russian president put than he's already gone too far. >> he has strategic interest in the crimea and he's taken that calculation, realized that he can get away with this. >> ukraine raised its flag over the government headquarters in the eastern part of the country where a russian flag had flown for days. pro-russian demonstrators occupied the regional administration building since monday. police evacuated that after reports that it was rigged with explosive. >> israeli prime minister benjamin netanyahu is on his way to silicon valley. he'll be at a meeting with high-tech leaders and the governor. mountain view where the prime minister will be in a matter of hours. good morning. >> reporter: good morning. this is the third stop in the united states for the prime minister. he was in washington, d.c., monday, los angeles yesterday, and today here at the computer history museum in the heart of the silicon valley. it will be a packed schedule for the prime minister here in silicon valley. at the history meese seem, mr. netanyahu will sign an agreement with governor jerry brown to promote economic development, research and trade. the agreement continues alongstanding tradition of agreements between california and israeli leaders. now the california agreement will also give israeli companies access to california's innovation hubs, a network that includes 16 clusters of tech incubators, research park, universities and federal laboratories. mr. netanyahu showed a sense of humor yesterday asking if he was

at the oscars. but the prime minister was in l.a. for the premiere of a documentary that features mr. netanyahu. >> i think it shows you signs of israel that need to be shown to the people of the world and it's a powerful vehicle to increase tourism, also to dispel various -- to show the real face of the jewish state. >> reporter: here's what the schedule looks like for the prime minister while in silicon valley. he's signing the agreement here at the computer history museum at 10:30. mr. netanyahu will make a stop at apple headquarters in coop cupertino and meet with the co-founder of whatsapp, he sold his company to facebook for $19 billion. the governors office also says

that mr. netanyahu will talk about water conservation, given the little rainfall in israel and the drought in california. no doubt the governor will be paying close attention. live in mountain view. silicon valley continues to lead the way in jobs. new survey from the silicon valley leadership group shows 60% of high-tech companies plan to add jobs this year. few are planning lay-offs. less than 4%. 222 companies surveyed, however, not all tech is the same. software and hardware engineers are in demand but social media jobs are softening. >> let's check in with the forecast as we give you a live look at both san jose and san francisco. another pretty shot of that bay bridge as we join christina loren this morning. you can see the clouds coming down. starting to see fog develop out there. although we mostly have low clouds. san jose, low ceilings overhead. good looking start to wednesday.

don't leave home without that umbrella. showers aren't going to arrive until later today. starting out in the 50s. it's comfortable out there, downright comfortable. later today, we'll hit the 70s in places along the east shore especially out in the tri-valley. that's where we're expecting warmest readings. peninsula 69 with showers arriving by 3:00 p.m. an after 2:00 p.m. in san francisco. i'll show you how it looks in a minute. what you can expect for wednesday. mostly cloudy, overcast start. areas of fog and drizzle but dry commute to work. cloudsen crease as we head throughout the day. showers in the north bay by 1:00 p.m. steadier rainfall arrives for the evening commute. you want to keep that in mind. showers will hold off for most of the day. time it out for you. take it right into the north bay at 1:00 p.m. showers arriving a little bit of yellow within the deep green.

that's moderate rainfall on the way to the north bay. that will press into san francisco area by 3:00 p.m., da daly city, showers. all of this will move into the south bay 4:00 and 6:00. overnight continue showers but should subside when we meet back here tomorrow. more rain on the way as we get into the weekend. we'll talk about what happens on the way to tahoe. live report next. back to you. and follow-up now, san francisco one major step closer to approving one of the strictest bans on bottled water in the country. yesterday the board unanimously passed a measure to ban the sale of plastic bottles holding less than 21 ounces. change would take effect nor october for indoor events on city property. 2016 the ban would extend to large outdoor events. most sporting events exempt from the ban. the ban must be approved by the board one more time before sent

be in silicon valley this morning to meet with high-tech leaders and governor brown. netanyahu and the governor will sign an agreement promoting trade and economic development. later he's meeting with leaders from linkedin, ebay, apple, whatsapp. the family of a fwoman foun dead in a stairwell is suing the city. the 57-year-old disappeared from her hospital bed in september. she was found dead in a stairwell two weeks later. facebook will give more than 500,000 to menlo park to pay for a police officer in the city. the officer will work with schools and large companies like facebook to develop response plans for catastrophic emergencies. bin laden's son-in-law will go on trial with opening arguments set today in new york. abu ghaith is charged with a plot to kill minutes after september 11th attacks. prosecutors say bin laden's

nephew was a spokesman for al qaeda who appeared in propaganda videos. experts say he is the most senior bin laden adviser to be tried in a civilian court since the 9/11 attacks. day three of the oscar pistorius trial wrapped up today with a neighbor testifying about what he heard the night that reeva steenkamp was shot and killed. this is new video of pistorius entering the court in south africa this morning. the neighbor say his heard screams, and then gunshots, on the night that pistorius killed his girlfriend. the witness' life gave similar testimony yesterday. pistorius' lawyer says steenkamp would not have been able to scream due to brain damage being shot in the head. pistorius said it was an accident and he mistook steenkamp for an intruder. chavez's successor has been organizing ten days of commemorations since mid-february. there have been nationwide froefts triggered by the

economic downward sprirl. no protests today. new this morning, pope francis says vatican can make major changes to three major issued in the catholic church, the role of women, divorce, birth control. in an interview with newspapers, the pope said women could have more decision making power within the church, including positions in the vatican's administrative department. the church could reconsider its approach to divorced catholics, they may be able to receive communion if they go through confession. there may be a small shift in the opposition to birth control, saying the church needs to dig deep into its interpretations of its teachings on this subject. today is ash wednesday for christians all over the world. ash wednesday marks beginning of lent, 40 days of fasting, reflection, penance. catholics will have ashes in the shape of a cross placed on their forehead. many other faiths do the same.

degrees. 54 half moon day. golden gate bridge, which you can see is mostly clear from the fog but we have low ceilings above. you can make out those towers. lunchtime, 64. not too bad. have that umbrella ready to go, showers moving into the city after 2:00 p.m. after 3:00, east bay, peninsula, after 4:00 p.m. here in the south bay. temperatures, 70s for today. it's going to be comfortable there. mild temps for this time of year. five to ten degrees above average. clouds continually increase today. rain returns tonight into thursday morning. so let me give you an idea, show you another futurecast. stop that clock. 8:00 p.m., we'll get moisture but most of the heavier stuff to north. north bay's going to get most out of in this. thursday, 5:00 a.m., dry break friday and saturday. more rain sunday. here's the kicker that time change coming in.

we lose that hour of sleep and showers on the radar on monday morning. so, yeah, we could see this turn into something bad if you're not prepared. mike inouye, what are we working with right now? anything changing. >> seeing more cars on the roadway. part of what you're talking about is the b.a.r.t. system. shut down for three stations. i wanted to give folks in south bay the update. don't ignore the traffic report. we had a crash causing back upnorth 101 at mckee that involved up to five vehicles but that cleared quickly from the roadway. and a couple of those vehicles drove off. early slowdown for for 101 cleared, 87 holding steady. we are looking here toward freemont, 880, holding at limit north bound. it's southbound, typical flow. we see slowing through the area. the reason we're concerned, freemont, union, look at the screen. talk about the b.a.r.t. closures, freemont, union city, south hayward stations closed to service. and an investigation christie smith continues to follow.

speculation about $10 million worth of gold coins found here in northern kale. a coin dealer says the couple found the coins in their backyard in gold country. theorys have popped up. one possibility, the coins were stolen from the san francisco mint during a heist a hundred years ago. today the u.s. mint is casting doubt on that theory telling the chronicle, quote, nothing connecting these coins to any theft from the mint. we have done quite a bit of research and got a crack team of lawyers. if this was a u.s. government property, we would be going after it. that is settled. >> huge relief to that company. got to pay a ton in tax. >> don't have to return them. >> good news. well, it's 6:26. overnight b.a.r.t. closure stretching past daybreak. hard to get out the door. the station shut down. mike inouye's going to look how to reroute your commute. children scream for help as

"today in the bay's" christie smith there. she'll have a live update in 15 minutes. let's see how this is impacting your commute with mike inouye.

>> good morning. peggy went through that. you say, what was that? we'll put them on the screen for you. freemont, union city, and south hayward stations are all still closed. no service south of hayward. that's end of the line for the b.a.r.t. system through the east bay because of the continuing investigation. someone hit and killed last night at 11:20 on the tracks and need to wait for sunrise until the team can get out there. that's what's going on out there. alternates for you. folks advised hit 880, get up to the bayfair station to get into san francisco. i'm saying you'll get slimmer chances of getting parking that could be a big issue. seeing more traffic flow. san mateo bridge one of the ways i'm advising to get over to 101. bay bridge toll plaza, backup starting, metering lights turned on before 6:00, which doesn't typically happen on a regular wednesday. it ha been gradual for the build out of the 880 and the maze.

we'll see the traffic flow around the bay standard for the peninsula and the south bay. we have builds, east bay, tri-valley as well and follow that in a second. toward the maze and the approach. nothing unusual. 880 at the bottom 0 the screen, slows coming out of downtown, past 980, bay bridge. heavier volume of traffic as folks continue on the roadway through the bay bridge crossing over into san francisco. avoid the backup forming. we'll use the san mateo bridge. 92, and we are seeing more cars across the bay. you can't see the high-rise from the shot we have. it's not an issue as far as visibility for the drivers. okay on the deck. more cars on the roadways. slow it down. unfamiliar with the concentrate more because 101 will be crowded as well. back to the developing story in ukraine. today we might see the first high-level meeting between the u.s. and russia since the violent protestipro tests that

toppled the ukrainian government. tracy, the united states thinks russia has gone too far in the conflict. >> stepped over the line, russia says they have not. the conflict centered in the southern portion of ukraine. take a look. crimea, area that's full of russian speakers and russia is so involved here, secretary of state kerry trying to broker some sort of agreement here between russia and ukraine. earlier they tried for a meeting with four spoparties, british a work on this but it did not work out. foreign ministers in paris going to try again. secretary of state kerry to meet with the foreign minister of russia in an hour a half. other beg concern, armed officers on the streets of crimea, russia says that they are local, self-protection,

self-defense and not under the kremlin's control. the concern now that some of this violence may move eastward. there's another region in ukraine where building had to be evacuated because it was taken over by pro-russian forces. >> thank you for keeping an eye on that for us. >> there may be some fireworks on capitol hill today as senate committee talks about downsizing the armed forces. the obama administration announced plans to cut back on military spending. the proposal calls for the army to shed 130,000 soldiers. defense secretary hagel and high-ranking military officials will be testifying at today's hearing into tesla motors plans to open 30 new stores and service centers in europe and shash to keep up with significant growth. the electric car make already introduce right-hand drive versions of the model s in the uk, though europeans buy fewer cars, it's easier for tesla to sell cars in europe than america

welcome back, everybody. 6:39 on wednesday morning, beautiful picture of downtown san francisco there, frngs d financial district. >> beautiful. new this morning, firefighters in detroit still on the scene of a massive apartment fire. the flames so intense, they had to call for backup three separate times, at least three people hurt, including one person who had to jump out of a window to escape. dozens rescued safely. being kept on buss to stay warm, you can see how cold it is there. in their pajamas, didn't have shoes. between 7 and 12 people unaccounted for no word on how the fire started. happening now, investigators are going deeper into a townhouse development that exploded, killing one woman, injuring seven utility workers. 55 units are damaged including ten destroyed. people who live there won't know what happened until later in the day this is in new jersey and the utility company there says

the townhouse plea up after a contractor damaged a gas line doing electrical work. injured workers are expected to recover. new video of a scary situation caught in time. a pregnant mother drove her minivan with three children into the ocean. one of her children screamed, she's trying to kill us. she didn't make it far into the surf before she jumped out. witnesses jumped into the car, pulled the kids out. the children are okay. the mother undergoing mental evaluation. it is possible she had a medical emergency causing her to lose control of the vehicle. >> you see the onlookers, carrying kids out of the car. amazing. a stretch of b.a.r.t. tracks shut down. christie smith live on the scene. mike inouye, will show you where your commute is being routed to. good news. slight drought improvement in the north bay.

translated into the gates rolling up but it hasn't yet. still advising people here to go to the bayfair b.a.r.t. station until service resumes. i'm told that's now still about seven or 7:30 to get the system up and running. a b.a.r.t. station agent has been doing her part, running around, letting riders know that the south hayward station is closed because of a trespasser out on the tracks overnight that was hit and killed. that was affecting freemont, south hayward, union city, all through the morning commute. a large area of evidence to go through out on the tracks and they're saying that's why it took so long. riders not getting word about what's going on, trains aren't rolling through here. going to be late? >> no, i'm pretty early. i'll probably be right on time instead of early for work. >> reporter: are you surprised that you didn't know this before you got here? it's been closed. >> i have the 511 app on my

phone, i get notifications but i didn't get anything this morning, so, yeah. >> reporter: okay. you have a lovely smile, lovely attitude about this. >> i'm trying to be optimistic. >> reporter: b.a.r.t. riders advised to find another way to get around for now to get to that bayfair station if you're trying to get into the city this morning. ac transit, they say, b.a.r.t. saying they couldn't get a bus bridge set up because it was difficult to get all of the people and parts in place. that is the 99 bus. they're saying it's parallel service that will ride the route 0 long the tracks to get you to the bayfair station. 7:00, 7:30 until the stations affected open up. the word, all about using alternate form to get around. mike inouye, you have more on that. >> christie you, said alternate form of transportation. b.a.r.t. not available, ac transit not a great one either, that leaves you with cars.

that means more delays expected. looking at bay area. overall, this is a wednesday, so we're seeing a lighter volume than yesterday. nothing unexpected but following this for the trends. right here this is the portion closed, fremont up towards south hayward. let's look at the screen. no service at the freemont, union city, or south hayward stations because of the ongoing investigation that christie was talking about. actually the investigation cleared, they have to reopen the trains. use the bayfair getting into san francisco, best chance. but your bad chance of parking because of it's going on all morning. 880 continuing to get busier and busier. that's why i'm suggesting san mateo bridge to 101 as alternate and around and back up 101. let's get a look at what things are like. bay bridge toll plaza has a backup and southbound, starting to pick up volume as well. south of out of oakland toward hayward we see a slower drive. continues past the dumbarton

bridge. for 880 transfer southbound, folks trying to head over. 101, smooth north from highway 84 and san mateo. use the dumbarton express, take you across the bay if you want to use the bus towards caltrain lines not reporting delays. toward bay bridge, smooth drive building for the east shore freeway, westbound 80. earlier slowdown for north 880 sorted out to typical pattern for wednesday. bay bridge toll plaza, live look, we did see early backup forming before 6:00, early for wednesday. holding steady, slow coming off the berkeley curve and out of the maze. 880 overcrossing itself backup. freeway downtown smooth. south bay, we have traffic for rest of the bay. north 101 shows continued build for capitol expressway. 87 north toward kirker in slow. and of course we have the tri-valley with the build. we had a concern a crash

who said he was attacked at a bay area high school with filing a false police report. yesterday police found several inconsistencies in the alleged victim's story. he finally admitted the whole thing was a lie. the student claimed he was physically and sexually assaulted by three male teenagers in a bathroom at the high school. menlo park taking facebook up on its offer to pay for a police officer. the city council unanimously accepted the offer last night. social networking giant will pay more than 500,000 to pay for the officer will who will be based in the bellhaven neighborhood. once hired, the officer will work with schools and large companies like facebook to develop response plans for catastrophic emergencies. the contract between the city and facebook says the company will have no control over the officer whatsoever. this will be the first police officer paid for by a private company in the entire nation.

>> san jose's mayor calling a proposed ballot measure a horrible mistake, given much of the city's budget to the police department. the council rejected the plan to increase spending for the department from 30% to 40% of the budget. he argued that public safety should have a guaranteed share to half of the budget. mayor reed and the council disagreed, they'd have to close libraries and community centers in exchange for a bigger piece of the pie. hayward asking voters to decide whether to raise the city's sales tax by a half cent, if approved the city would charge 9.5% sales tax. the money would be used to poi for more police officers, maintenance workers and new library. in november, palo alto voter will be asked to hike hotel tax by it%, making it 14%. increase would raise $2.4 million per year.
