news out of ukraine. the united states has announced new regulations on russians, at the urging of president obama the state department putting into place restrictions on russians and crimeans who it says are threatening security. u.s. moving more fighter jets into the area to support nato if needed. six f-15s and refueling plane will be on hand. washington making it clear the goal to avoid military action. a u.n. representative made it out of the country after he was trapped by armed men in a cafe in southern ukraine yesterday. that's him in the suit. lawmakers in crimea announced today they plan to hold a vote later this month to decide whether the region should be part of russia or remain part of ukraine. the house foreign affairs committee will hold a hearing today to talk about ukraine, and vote on whether to give the country moneys. california representative ed roy

says he plans to grill the administration on the policies, find out what needs to be done to move forward rapidly. >> investigators are looking for two men who they say stole a car with a family dog in it and theft dog in the back seat to die. bob redell is live outside the gilroy walmart where the suv was stolen. detectives released surveillance images of these two men. >> reporter: good morning to you, peggy. police are hoping that you might recognize these two men who are possibly connected to this heartbreaking crime that started in the parking lot in gilroy. the store surveillance camera, this is an image it captured about a week and a half ago, shows those men who appear in their 20s, 30s, the shorter one you can see has a goatee, the taller man a goatee or a beard. police call them persons of interest, believe that they are connected to the theft about a week and a half ago of this suv from this walmart parking lot.

in the back seat was keiko, a 15-year-old dog whose owner and best friend john mcvey loved dearly. when mcvey walked out of the walmart arealized his vehicle ws stolen. the search went on for four days but he tells us we're very agonizing and as police called eventually and told him they found his suv in the parking lot of a walmart in san jose, and in the back seat was keiko, dead from thirst and starvation. >> i could care less about the car. the dog, we'd been friends for a long time. but to leave it in a car for four days until it dies, that is probably one of the cruelest tortures you can do to an animal. >> reporter: mcvey tells us he wept for days over the death of his best friend. police say that beyond the

charges of auto theft it's possible that whoever did this could also face animal cruelty charges as well. reporting live here in gilroy, bob redell, "today in the bay." >> boy, that is a tough story. thank you. >> we'll learn more today about what happened aboard an ac transit bus last november when a teen lit another teen on fire. richard thomas will be in court this morning for a preliminary hearing t 16-year-old is charged as an adult with hate crime enhancement after he set sasha fleischman's skirt on fire. fleischman identifies as a-gender. thomas admits to setting the skirt on fire but says it was a prank, not a hate crime. fleischman suffered burns in the attack. >> the man who used a volunteer position at his son's high school to prey on boys will learn his fate. 50-year-old gerardo will be sentenced after a jury convicted him on several counts including

lewd acts. police say he molested dozens of boys between 13 and 17 years old. he met them while volunteering at the high school in redwood city and church events. the maximum sentence is life in prison. >> it's opening night for the documentary honoring the life of a south bay native hailed a hero, mark bingham was on flight 93 when terrorists hijacked the plane. christie smith joins us live by the camera 12 theater, the film being skreend that the year's film festival. >> reporter: good morning to you. this is a name we heard many times over the years here in the bay area, mark bingham one of the heroes of 9/11. this story the rugby player, it's a documentary about his life and of course it has the background of the tragedy but it also is told through a wider prism about his big personality and his evolution as a man. >> mark and other people on

flight 93 knew that their flight wasn't intended to land and mark was not a passive person. >> i know this to be true, mark did something. >> reporter: that's a clip from "the rugby player" about bingham who helped storm the cockpit of flight 93. it traces his childhood and days at uc-berkeley where he won an athletic scholarship. it's told as someone who stood up to bullies, a man who came out to his fraternity brothers at a graduation day party, it goes into his confidence he gained in coming out and expressing himself and someone who was always a champion of doing what he thought was right. his mom now a champion of equal rights and his legacy saw the movie and had this to say. i think that every day of mark's life prepared him for those last 15 minutes. the movie helps me to see how orderly and cohesive his lich was as well as his progression

in life. the rugby player is showing tonight at camera 12 at 6:45, also plays twice over the weekend. and you know while it has the potential to have a very sad tone at least judging from the trailer and what i've read about this movie, it really overall has an uplifting and inspirational tone. reporting live in san jose, christie smith, "today in the bay." >> thank you. >> the state is asking people to stop watering lawns and outdoor plants. during a news conference the department of water resources will urge people to stop outdoor watering because of rain. the storms that washed over california theft ground saturated gut nothing to alleviate the water crisis so the natural resources agency says that california would need a storm every other day all the way through may to bring us even close to normal. that's something to keep in mind. the state's water resources control board was expected to slash water delivery to farmers

tomorrow, but it is holding off after a letter from senators boxer and dianne feinstein. it asks the board for a two-week delay saying there is enough rain to allow extra time to make the final decision. stopping water delivery from the river delta would basically shut down the california water system. >> san jose firefighters are doing what they can to help out with the drought as well. the fire administration will soon consider steps to cut back water use at all 33 stations. measures include turning off lawn sprinkler, sweeping instead of washing off driveways and fixing leaky faucets. there would be no cut to put out fires. that's the important thing. >> don't use quite so much. yeah. anthony slaughter joins us with a look at the forecast. a little bit of water out there. >> yes, we did have a good amount of rain especially in the north bay, the east bay, about a quarter inch.

elsewhere about a tenth of an inch. we need more rain. it came overnight so not affecting a lot of folks especially when you want to enjoy the daytime hours. by 9:00 we'll start to see sun in emeryville, 1:00 full sunshine, pretty much mostly sunny skies this afternoon across the board. you can see from our live network we have drizzle burt overall expecting sunshine to hit by midday. we did have showers overnight. pretty intense storms you can see with our lightning tracker. we had about 150 lightning strikes across california. just last night with this line of storms. it wasn't overly heavy rains but it had a lot of energy with it. that's when we had the lightning strikes. you can see lightning out of here, a few returns down in the south bay near morgan hill. you drive in from 101 we may see wet roads there. we'll talk to mike in a bit on those chances of those wet roads. let's talk about the

microclimate forecast. you'll find in the south bay the warmest, close to 70 degrees in places like gilroy, even los gatos, peninsula, san francisco, a little bit cooler but still plenty of sunshine to be had from san mateo over toward palo alto. even the outer richmond district expecting to see 60s, north bay, santa rosa at 66, the east bay and the trivalley will top out with a good mix of mid to upper 60s. of course with the weekend ahead, well, wouldn't you know it's time to set the clocks ahead so by sunday morning our new sun rise 7:30. sun set at 7:10. before you go to bed saturday remember, fast forward, we like to call it spring ahead. really losing an extra hour of sleep, mike. not that good. >> that's what we call it. we lose an hour. remember, the sunrise, slowdown is going to hit you in the face later in the morning that shifts on the peninsula as well. here in oakland looking at flashing lights on the right side of the screen. we had a lot of activity going on there on the frontage road

off of 880 but that is clearing up. 880 itself, women, that's just moving. northbound past the coliseum. in similar area, conditions, the korean, you're at the limit and yellow about 60 miles per hour and at the worst spot, even including here where you dip a little bit, you should slow down at the whipple road off ramp. remember as you make the bend, you still have a car that went off the road in the grass and mud. the tow truck on scene but blocking one lane. the rest of the approach to the bay bridge moves smoothly. 24 no delays through the caldecott tunnel. up the east shore freeway at pinole valley road, debris in the road. we marked it as a crash. looking at the rest of the commute. the tri-valley speeds at the green zone, coming out of the altamont pass, good stuff there. no problems for the dublin interchange. the south bay, in san jose, a

the nasdaq edging up 6 to 4357. that's the level that we'll open at when those bells sound. >> thank you very much. >> google giving users an in-depth look at the history of silicon valley. the institute made three exhibits from the history of san jose museum available online included in the exhibits historic pictures of san jose's china town and the civic auditorium and art exhibit featuring works from local artists. the institute is based in paris and works with 400 museums to exhibit pieces of art, also history and culture online. >> i woke up this morning it was wet. i was relieved i didn't need an umbrella to go out to the car. >> it's nice when it rains overnight. >> gets it done. >> you get the drought out of the way. >> we'll take what we can get. >> we need a lot more. every day, if we get rain, all the way through the water year into june it would not change things. the good news is even if we did

get rain all the way through june, is that hey, we've got the rain in the reservoirs so yes, we'll tally up every bit that we can get. you can see we have drizzle outside and the drizzle will continue at least for the next couple hours, until our sun starts to come up. that's when we continue to watch the storm clouds clear out. expect sunshine through the afternoon hours today. by tomorrow, lots of sun, we're talking sunny from dawn to dusk. winds will kick up into the weekend. saturday and sunday look to be pretty nice. by sunday evening, that's when the next chance of rain does push back into the picture. hopefully you get everything out of the way for saturday. let's look at the radar now. you can see a lot of the heavy rain moved through, out of here. we have a few lightning strikes across the central valley. here in the bay area we're done with the rain, done with the lightning. in the south bay we only got about .1 inch. north up in santa rosa a quarter inch. not a lot of rain but as i

mentioned earlier every drop does help in that drought. we have clouds overhead. you'll notice in the east bay visibility improving from where we were about an hour ago. we are starting to clear out. the winds starting to clear out a lot of the low level humidity so. by this afternoon we'll see temperatures in the 60s, emeryville, elsewhere a good mix of low to mid 60s, so it will not be overly warm but comfortable and indicative of what it's like to live in the bay area. a nice weekend shaping up. tomorrow expect sunshine, saturday we're back in the 70s for the east bay, even the tri-valley, 10 south bay. by sunday a little bit warmer when we get our peek warmth. near the south bay, we'll be in the mid 70s by then. the next chance of rain, that comes in sunday night into monday. a little gloomy to start but again, a very nice weekend

ahead. let's check the roads. >> it looks like a nice weekend. we have one less hour to enjoy with the time change. looking here toward san jose. less than a quarter inch through the area but overnight you know last half hour i did see water kicking up behind cards. it's calmed down so more traffic drys out. it's still damp. there you go behind that. it's still an issue. look at the maps, the south bay as you would expect moving smoothly. we had overnight construction for 880, 680, 85 and here on 101. those crews typical overnight and all typical as of usual clearing up about now with no major delays. nothing major as far as incidents, we'll give you updates out of the tri-valley, the altamont value moves slower because of the volume of traffic. dublin, a smooth drive south on 680 through pleasanton. you're picking up a few more friends, a glow to the lights, there is moisture in the air.

not a big deal but watch the tighter ones, we had earlier spin-outs coming through here. keep that in mind. back to the maps, how things are shaping up. for the east shore drive down highway 4, to the maze, interstate 80 westbound, you're still at the limit. that's the upper east shore into the bay bridge and berkeley curve. we'll give you a live look and show you what it's like at the bay bridge toll plaza. water on the roadway, not a lot of puddling. a smooth drive into san francisco. so we're going to end with this shot and send it back to you. >> for the first time we're getting a detailed description of what happened after oscar pistorius shot and killed his girlfriend. a neighbor described in court how the olympian knelt next to reeva steenkamp praying as he tried to help her breathe. the neighbor says he was the first one on the scene saying pistorius's first words were i shot her, i thought she was a burglar, i shot her. pistorius put his hand over his face and moved them to cover

both ears during the testimony in court. he says he shot steenkamp by mistake thinking she was an intruder. prosecutors say it was on purpose. >> deputies looking for a wheelchair bound man suspected of punching several women. they happened near san francisco general hospital. in the latest attack the man reportedly punched the woman in the gut near 22nd street. suspect is a black man in his 40s or 50s with a partly amputated right leg. he's been treated at the hospital for psychological problems. >> san francisco has less than two months to respond to a claim filed by the family of lynn spaulding t woman found dead in a stairwell at sf general. the claim was filed on behalf of her daughter and son. the claim says the hospital failed to take care of spaulding and left her alone after a doctor ordered staff members to stay with her at all times. >> there is a written order by the doctor that says all, in capital letters, the words never

leave this patient alone, and they did and lost her. >> if the hospital does not resonld in 45 days the family will move forward with a lawsuit. >> east bay dropped its plans for a full campus. the california state university system wanted to build a new campus on the former concord naval weapons station but says it couldn't neat conditions set by the federal government. for 22 years the campus has had a branch in the city with limited classes, fwhout full campus. contra costa count the only county in all of california with a population over one million without a state university campus. 5:22. how would you like to wake up to the sights and sounds of bacon. there is an app that will do that. >> the new host jimmy fallon taking an old favorite and giving at 21st century twist. i remember headlines when jay leno was host.

sizzling bacon. oscar mayer also giving lucky users an actual cartridge to attach to the phone that will emit the sound of bacon when the alarm goes off. this is not the first time something like this has been done. the cartridge is made by a japanese company and they developed a similar device for pop zlaet gives off the smell of popcorn which is good, bacon better. >> i could go for a chocolate one. that could work. anthony, what about you? would the smell of bacon get you up? >> yeah, the smell of bacon and you know, aroma but i would want to eat the bacon when i wake up. smell, nothing. you're awake. then you're just awake with no bacon. >> an outrage. >> we need to work on that app. the rain that we saw overnight. we did pick uf a good amount in the north bay and the east bay. about a quarter inch. right now the rain is pushing out so you don't have to worry

and i know so many are, this is one of those stories that makes you sad. >> reporter: it is very heartbreaking. good morning to you, peggy. those two men that we're about to show you, they are persons of interest according to police. not only in the theft of the suv from this parking lot here and walmart but also in the death of the dog. the dog did end up passing away. this is the surveillance camera image of the two men police are looking for. they appear to be in their 20s or 30s, maybe a little older, hard to tell. both have facial hair, one in the foreground has a goatee, the other a goatee or beard. investigators believe they are connected with the theft of this suv a week and a half ago from this walmart. in the back seat was a 15-year-old dog keiko who was a life long companion to michael mcvey. mike mcvey spent four days looking for the dog thinking that the thieves would have let her go. unfortunately no such luck on the fourth day he received the

devastating news from police that the suv, his suv, was found in a walmart parking lot in san jose with keiko still in the back seat, dead from thirst and starvation. >> would have been best if they threat dog go in the parking lot and kicked her out of the car. because she would have come and found me. i'd like to know what kind of people they are that they could torture an animal like that. >> reporter: if the police do find those two men and do charge them with a crime they not only face charges of grand theft auto but possibly animal cruelty. reporting live in gilroy, bob redell, "today in the bay." >> thank you. >> the expressway is back open. investigators cleared the scene after deadly crash around 9:00 last night police found a man on the ground. investigators say he was hit by a car. emergency crews were not able to save him. the the driver stayed at the

scene and cooperated with police. the crash and investigation closed the southbound lanes of almaden expressway near fox worthy for hours but again, that area is now open. >> a bay area middle school will have psychologist on hand to talk to students after police arrested a teacher in the middle of class. ron gindo is facing 14 charges of sexual misconduct with a student. officers arrested him in his classroom at mira vista middle school yesterday. however, the rnlg chas stem from his time at a different school called making waves academy also in richmond. he left that school in the fall and was hired by mira vista while he was being investigated by police. >> i do worry because i have a neighbor who has a seventh-grader here and i have one coming up and we need to make sure that the people that we hire are legitimate and trustworthy and we leave our kids here all day. we've got to be able to trust

who they are with. >> a new ordinance goes into effect for gun owners in sunnyvale making it illegal to own magazines that hold more than 10 rounds. a federal judge denied the last effort to put the new law on hold. the judge ruled the ban would have little impact on the constitutional right to own firearms when it comes to self defense. the judge citing an nra report saying that american who is have to use guns for self defense fire on average two shots. 66% of sunnyvale voters approved that ban last november. >> santa clara county superintendent of schools has a new job, last night he was approved to head a school board in el paso, texas. he had been the top education official in santa clara county for over a year and a half, less than halfway into his term. in a phone interview he says that he could start as early as march 17.

details of his new contract are being worked out. >> there is a movie honoring the life of mark bingham, one of the passengers aboard united flight 93 during the 9/11 attacks. christie smith joins us live by camera 12 theaters where the film is being screened that the year's festival. good morning. >> reporter: good morning. mark bingham was one of the well known vos from the bay area of 9/11. but this shows him in a broader light. he is a complex man who loved life. >> he was gregarious and charming. i described him once as human labrador retriever. >> reporter: that's a clip from the documentary "rugby player" where friends describe him as a fun loving kind man with a huge personality. the very same man who helped storm the cockpit of flight 93,

a hero. bingham was a rugby player, won a scholarship to uc-berkeley, and the filmmaker shows him in all of those lights but also explores him coming out as a gay man a man from los gatos who stood up to bullies, stood his ground, very funny, loyal and very tight with his mom. much of the footage is his own. he -- has become a champion of course of human rights in his passing and his mom has become a champion in her own way of equal rights about the film she said, i have learned an awful lot from my son and what i hope the audience will take away is that we are all members of a large community, the human family. his mom says she is grateful this film is being shown in the bay area so family, friends and his old teachers can come see it. christie smith, "today in the

5:42. we keep a close eye on the developing situation in ukraine. about 10 minutes ago lawmakers in crimea region voted to actually leave ukraine for russia. so watching the story closely. it's tracie potts we go to live now on capitol hill. big changes that are under way every minute it seems like this is changing. >> reporter: there are, peggy. let's talk about the vote because i want to clarify what happened there and what is still

happening there in crimea. yes, the parliament voted to break away from ukraine and become part of russia. a top deputy says that legislation that they voted on takes effect immediately. however, and this is a big however, they have also scheduled a referendum, a public vote. keep in mind when you talk about the public in that region it is very heavily pro russian so it's possible that they would go along with what the parliament voted. this is an area that's not happy with the new government in kiev. they don't even recognize it. neither does russia. that's why secretary of state john kerry is having such a hard time with diplomacy. the meetings in paris where they couldn't get ukrainians and russians to sit at the same table. now they are in rome again today making another effort to get russians to back off. the russians say it's not our military there but they are russian troops that seem to be heavily involved.

good mix of mid-60s there, across emeryville where you see temperatures in the low 60s. 62 by 4:00. there is that accident i was telling you about. we'll talk to mike again in a few minutes. in san francisco one final shop shows you that we are expecting to see temperatures in the 60s, once we get fast morning i think we'll see a decent amount of sunshine. that's going to be across the board a. good amount of 60s from gilroy over to los gatos, upper 60s there, peninsula in the mid-60s. you'll notice 60 degrees where we top off. it won't be overly windy. that makes a big difference. again, mid to upper 60s, so not a huge variation when it comes to the microclimate differences. here are the things we're watching. the next chance of rain starts.
