stolen suv and now gilroy police are trying to track down the two men who they say are responsible. the dog's body found in that suv in the parking lot of a walmart on monterey road in san jose, four days after being taken from another walmart parking lot in gilroy. bob redell joins us live in gilroy. police are trying to track do you know the suspects. >> reporter: good morning. police are hoping you might recognize the images of these two men who they believe are connected to this heartbreaking crime that started here at this gilroy walmart. the image shows two men, both appear in their 20s, possibly 30s. the shorter has a goatee, the taller one a goatee or beard. they call them persons of interest in the theft of this suv we're showing you. this happened about a week and a half ago in this walmart parking

lot. in the back seat was keiko, a 15-year-old dog whose owner and best friend michael mcvey loved dearly. mcvey walked out and realized his vehicle was stolen he and his friends began looking for his dog, thinking that the thieves had no interest in the dog, that they would set her free somewhere. that search went on for four days. until police called and told mcvey they had found his suv in a parking lot walmart in san jose, and in the back seat was keiko dead from thirst and starvation. >> i could care less about the car. the dog, we'd been friends for a long time. but to leave it in a car for four days until it dies, that is probably one of the cruelest tortures you can do to an animal. >> reporter: mcvey tells us he wept for days over the death of his best friend. gilroy police say that those two men again in the surveillance

camera image that they are looking for, if they are connected with this crime which they believe they are, they could face charges of not only grand theft auto, but animal cruelty as well. bob redell, "today in the bay." >> terrible story. a developing story in ukraine. pro russian forces say they control all access to the crimean peninsula. crimea's new leader says more than 11,000 pro russian troops control all access to the peninsula in the black sea. the new leader also says that the forces are blocking off all of the military bases that have not surrendered. this morning lawmakers in crimea voted to separate from ukraine and become part of russia. however, they will hold a public vote in ten days. >> a united nations envoy was forced to evacuate quickly after he was threatened by armed men. this is video of that envoy trapped in a cafe while he waited for help. today the european union is

holding an emergency session in brussels and the u.s. house foreign affairs committee will hold a hearing. we learned the u.s. will begin imposing visa restrictions on russians and crimeans. tracie potts will have more coming up in a live report from washington. >> the state asking people to stop watering lawns and outdoor plants for several weeks. during a news conference the department of water resources will urge people to stop outdoor watering because of recent rain that probably did the job. the storms that washed over california left the ground saturated about but didn't do much to alleviate the crisis as a whole. the agency says california would need a storm every other day through may to even bring us closer to normal. >> the water resources control board was expected to slash water delivery to farmers tomorrow but it's holding off. a letter was also signed by

representatives. it asks the board for a two-week delay in the decision saying there's enough rain to allow extra time to make the decision. stopping water deliveries from the sacramento san joaquin river would basically shut down the california water system. >> san jose firefighters doing what they can. will consider steps to cut back water use. the measures include turning off lawn sprinklers, sweeping instead of washing drive ways and fixing leaky faucets. what about putting out fires, no, no cuts on water. >> though they ask if you have fewer fires. let's take a live look at san jose, the san mateo bridge and san francisco. >> looking pretty nice as we check with anthony slaughter. how are we doing? >> looks good. we had a decent amount of rain.

really with the rain that we saw last week coupled with a few days we've seen this past week, the good news we went from about 20% of average for the water year to 40%. so we are improving though saying that we're not going to make up a complete recovery but things are improving. that is the really good news. let's start off with the radar. the rain that moved through pushed out so we have a few light showers, a little bit of drizzle but visibilities have improved. that's going to make for a better drive. we'll talk to mike in a little while. a little cooler from where they were. back in the mid-60s. you can see, there is that accident i was talking b. as i mentioned very comfortable today. a little cooler but nice. 60 degrees or close to that in san francisco. mid-60s for the south bay and east bay valleys, same for our

north bay valleys. you can pick out your zone and 60 close to that. the peninsula warmer and in the south bay that's the warmest, same for the north bay at 67 and 66 in santa rosa. i promise, more rain in the forecast comes in sunday night into monday. as you make plans try to enjoy it because we are talking about another shot of rain as we head into monday. here is mike. >> looking at the east shore freeway. i see one, two, three, four, five vehicles currently hooked up on the tow truck. a couple of flat beds. one has two cars pulled behind it. once those clear i think we should have the lanes clearing. the rainer of 7 vehicles, there is one tow truck. and there is a notable slowing.

approachi approaching pal. we have enough vehicles there, we have to clear them. we'll look at the map, no major injuries but this is a major impact on your commute. the direction for the freeway. so you're jammed from golden git powell street. the berkeley curve remains clearer. the metering lights off but turned on any second. those lanes are about to clear. the rest of the bay moves smoothly. nothing of note for the wednesday wednesday and the south bay we will zoom in, we'll look at the speed for the try valley and a slower drive out of the altamont pass. dublin interchange moves smoothly. we'll give you a live look as well as we show you the south bay. san jose picking up the value. this is 101 at 680. then we have the bill here, typical of a thursday at 6:08. we're looking toward the north

bay. at the limit, santa rosa, san rafael we're taking a live look, 101 is getting commute in the southbound we're picking up the volume. >> word of a possible deal between palo alto and its largest employee union. according to the "mercury news" under the deal all 570 members of the seiu would get a 4.5% cost of living increase, several others would get raises. the deal has been ratified by the union. the council is scheduled to vote on the contract later this month. >> a huge -- the 93 unit building called mayfair court located on mcqueary avenue off alum rock avenue. to qualify families must make no more than half the santa clara income. a family of four could earn 50

good thursday morning to you. here are today's top stories. voters in crimea will have a chance later this month to vote whether they want to become part of russia or remain part of ukraine. ukraine's central government has not responded since the local crimean government made that announcement. yesterday the country's prime minister said crimea will remain part of the ukraine. >> police say these two men are persons of interest in the case of severe animal cruelty a. man's suv was stolen from a

walmart parking lot, his beloved dog still in the back seat. the suv found several days later, the dog was dead inside. >> the latest witness to testify in oscar pistorius' murder trial says he knelt next to his girlfriend praying as he tried to help her breathe. he was one of the first to the scene saying pistorius's first words were i shot her i thought she was a burglar i shot her. >> the story the bay area remembers with pride and also much sadness, los gatos native mark bingham became a hero when he stormed the cook bit a group of others on flight 93 sacrificing his life to save those on the plane. the story will make its debut in san jose. christie smith is live outside the camera 12 theater in downtown san jose with a look at the documentary which is a remarkable work about his life. >> reporter: yes, good did morning to you, peggy.

it may not seem like it on the surface but this documentary is really uplifting and inspiring. of course he is known as one of the heroes of 9/11. in the film you also learn that he had a complex and interesting history of his own. >> clear that mark and other people on flight 93 knew their flight wasn't intended to land and mark was not a passive person. >> this feeling i know to be true, marks did something. >> reporter: that's one of the ways that friends remember bingham who helped storm the cockpit of flight 93. but this documentary called the rugby player shows his own footage, a really big personality, another side of him from his child 4dhood to his days at uc-berkeley, a man who stood his ground, stood up, came out as a gay man, the filmmaker hopes that it sheds stereotypes

get them snow. if you have the weekend off, really good weekend to make plans to head up toward tahoe. as you erd earlier we had snow. rain here and over 150 lightning strikes across the california sky overnight. across the bay area we had a few lightning strikes. we have cleared out. a few lingering areas of drizzle. as we head thorough the day i think we're going to see a deepening amount of sunshine. temperatures not overly warm. we get into the 70s. very warm conditions. you'll notice skies are beginning to clear. we are eventually going to see our sunrise again about an hour later because of daylight saving time. today temperatures comfortable. low to mid-60s across the board.

that coming with plenty of sunshine. pick out your microclimate region, close to 70, cooler in the peninsula. san francisco near 60s. and again close to 70 as you head toward the tri-valley. we have a beautiful weekend ahead. pick out your area and you'll find close to 70 degrees both days with the rain returning by sunday night. the next couple days looking good. make sure you take advantage and get outside. let's turn things over to mike. >> this is how quickly things can change. we're looking toward powell that was a reference. in these lanes this is not seven-car pileup. it's a smooth drive, cleared here a couple minutes ago. the backup because of three separate crashes at the same site involving a total of seven they -- there is the gold gate all the way down to powell and

parliament there says they no longer want to be part of ukraine, however, you're saying there is still a public vote yet to take place. >> reporter: exactly. that's a week from sunday. meantime, the u.s. is moving ahead with sanctions against some of those involved. the white house announced just about an hour and a half ago that they are going to deny visas and impose sanctions on people, russians, threatening the sovereignty of ukraine. we're seeing protests not only in the southern region in crimea but also in eastern ukraine, that's another very heavily pro russian area. the russian flag has been raised over the parliament building there as well. here in washington, the house is the going to be voting on funding to help ukraine, loan guarantees up to $1 billion, money that had already been set aside for other nations, they are adding ukraine to the list. they are also looking at possible sanctions against

25 miles from the south bay. so we just ended this rainy morning but overall what we're finding is that live doppler radar is showing that things cleared out. we still have the cloud cover that will hang around the next two to three hours. after about 9:00 skies will part and we'll see a deep amount of sfrnlt cooler from where they were yesterday but you'll find again lots of cloud cover hanging on tightly right now by this afternoon as i mentioned close to 60 degrees in places like san francisco, so not overly warm, not a hot day. close to 66 on the north bay. same for the south bay. east bay, the tri-valley, will get close to 70 degrees later today. as mentioned as we head into the weekend, your first time joining or at least if you are joining us now, first time hearing about it daylight saving time begins on sunday. keep in mind you have to fast forward the clock one hour right

around 2:00 in the morning. speaking of sunday, here comes our next chance of rain sunday night into monday. a storm system will pass to the north. this does not look impressive so we may get about a tenth of an inch in places across the north bay. every drop helps as we continue in this ongoing drought. looking pretty good the next couple of days. 70s return by the weekend. let's talk about that drive. >> looking here to the south bay folks are heading to their work week, northbound 101 under 680. slower drive, some slicker roadways. not a major concern. excuse me. had to cough. that was a concern. back to the maps, the drive north there is 101 slows a bit as you pass by capital expressway, bogging down for the cameras north of 680 and 87 more folks heading into downtown around kirtner we see slowing down to the 50s a typical

pattern around the bay, a nice easy drive, no delays, san mateo, menlo park. pacifica moves smoothly. southbound 880 through hayward and union city slowing because of the build out of castro valley. over here we're looking at a slower drive, this is the worst spot we had a series of seven vehicles involved in three crashes at powell. they cleared from the road but we have one called car. we have a slower drive heading down so your speeds look dramatic. down to 19 miles per hour on average, really it's once you pass by golden gate fields you come down from the 50s into about the 10 to 15 miles per hour range, until you pass by university avenue. then things loosen up, by powell you're clear for the bay bridge where you are met by this. a party waiting for you. metering lights were turned on.

good morning to you. as we look over the bay bridge, a little cloudy there. nice and foggy a little bit. >> indeed in the cameras in oakland we're seeing much the same as we see the coliseum as well. we'll check in with anthony in just a minute. >> this morning a southern california man is suing a las vegas casino after he gambled away $500,000. he says it's not his fault. the man says he lost $5 hun thou on table games super bowl weekend but he says he shouldn't have to pay because he was in a blackout situation he was so drunk. he is suing for loaning him the cash and serving him the drinks.

investigators say he was hit by a car. emergency crews were not able to save him. the driver stayed at the scene. the crash and investigation closed the south bound lanes for hours. those lanes have since been reopened. >> time to check in on your forecast as we go out, give you a live look at san jose, dublin and san francisco. kind of a good scope of all of the areas around the bay area. how are we doing? >> good. got the rain overnight so got that out of the way. now we expect 70s to return. and the weekend, 70s, it is -- that's great news. expect the 70s to return and another shot of rain to return as we head into sunday night. we're going to keep this rainy pattern going, making up for the def sth deficit. you can see we're starting to clear out and that will be the story. gradual clearing, the temperatures close to 70.

we'll get in the 70s tomorrow. just in time for friday. again you can see that live radar does show over the past few hours rain moving through. even snowfall. about a couple inches above 7,000 feet. you can see right now clouds, that's our cold front moving through the band of cloud cover. once this moves through you'll be done with low clouds and sunshine is expected to return. today temperatures not overly warm, close to 60 degrees in san francisco, over toward the east bay. back in the mid-60s and in the south bay a mix of sun and clouds. 66 degrees will do it for your average. plenty of sunshine as we get into the weekend. tomorrow we begin our warming trend close to 70. by saturday and sunday lots of 70s. we'll see low to mid 70s both days. the chance of rain does return and that looks like it's going to arrive into monday morning.

in time to start the next work week. enjoy the next couple days. let's check that drive. here is mike. >> folks down the east shore freeway bogged down. things are continuing to shift. there is university avenue, the owe veer crossing. past south thereof i think starting to moosen up but approaching we'll show you on the map. due to three crashes that happened at the same time on powell blocking lanes early ther they cleared, now a slower build. it's rippling back all the way in san pablo out of hercules. a little heavier past golden gate field. approaching the bay bridge toll plaza no. problems out of the maze. here in the tri-valley a typical build. slowing into the 50s out of the altamont pass. closer to 60 approaching. we'll give you a live look. there you see the traffic moves with good spacing.

watch at curbs that aren't this gentle. we haven't seen a lot of spinouts. you see from this area we're seeing a slower southbound drive in toward pleasanton and sunol. your northbound routes. 87 kicking in harter from capitally way up into downtown san jose. starting to develop north 280 around 880 and 17 interchange. around the rest of the bay, we did hear about a crash south 880 at a street approaching the san mateo bridge. i'll track that, bring you more. if there is smig of note there. we'll give you a live look, show you palo alto. there is some haze. visibility along 101 and in and out of san francisco. >> a new documentary premiers on
