developing news, almost 12 hours late, firefighters still trying to put out a massive fire at a san francisco construction site. a live look at the scene. you can see firefighters still hard at work. this is how it all started, flames pouring out of the building, consuming a good part of the city block, sending smoke that could be seen for miles away. very good wednesday morning to you. 4:30 now. i'm laura garcia-cannon. >> i'm scott mcgrew. the fire started before 5:00 last night, at an apartment complex mb360 in mission bay on 4th street between china basin and mission rock. chase cain live on the scene.

firefighters pouring water on this. when do they think it will be mopped up. >> reporter: last night they thought they would have had this under control but you may be able to tell, it's incredibly windy here in the city. you can see trees bouncing around. winds are gusting powerfully and that's made it very difficult for what firefighters are trying to accomplish. but look at this video from yesterday. you will see part of the apartment building collapse. that is how intense this fire was. that is not a surprise for firefighters. that was the plan, letting that part of the building collapse made their job easier in what has been a very difficult firefight. more than 150 firefighters have been out here trying to get this building put out. the fire broke out nearly 12 hours ago on what they believe to be the 9th floor of this 220 million apartment building. because it was under construction, the sprinkler system was not fully installed, so firefighters did not get any

help from that. one firefighter did have to go to the hospital for minor burns but they will be okay. still, there have been a lot of challenges from the fire overnight. >> we had a mud pile in the back of the fire billing and a rig on the sidewalk where our regular fuel truck could not reach so that's why we were having to use the five-gallon cans to refuel all of the companies. >> reporter: you heard san francisco fire describing the process refuel the fire trucks that had been on scene, they had been running so long, trucks were running out of gas. i can tell you, i've been a reporter for ten years and i've never heard of anything like that. they've had to be on the scene for that amount of time. back live, there's still water going on to the building from two different angles. the fires contained. they're not clfring it as fully

contained there are hot spots inside the building and they want to make sure they can get those out. no idea what caused the fire. much too soon for that. priority is getting things under control. this wind is not helping the situation for firefighters. >> thank you. hundreds of people forced to evacuate homes near the burning building may get to go home today. last night the red cross put them up in a temporary shelter. people at the apartments when the fire started had to leave immediately. those who got home later were not allowed back inside. firefighters rescued pets who had been left home alone and reunited them with owners. some people said they could feel the heat from the fire 80 feet away and caused some windows on neighboring buildings to crack. the commute around san francisco could be dicey this morning for anyone using muni, interstate 28 or taking caltrain from the south bay or

peninsula. video from the bay bridge. these pictures tweeted out by caltrain passengers waiting for their train to go. the kt line stopped running altogether. team coverage on the commute impact. mike inouye has alternatives. let's begin with bob redell at 4th and king with what you'll see when you step off that train. >> reporter: good morning. the original school of thought was the muni line would be shut down until 7:00, meaning if you're taking caltrain up the peninsula from the peninsula, from the south bay to get here to work in san francisco, your ride into the city would be impacted once you got here. turns out 511.org tweeted out around 1:00 the kt line that runs perpendicular to our position has reopened. you can see muni bus services not impacted. the station right in front of

us, that hasn't been impacted and the kt line that run, again, perpendicular our position, has been cleared to reopen for service once service starts up again this morning. the only issue i could see possibly being a problem would be for drivers. drivers coming off northbound 280 here on to king, of course on to the embarcadero, as you look off to your north side, you can see this fire. you can see the water that's being dumped there. it's hard to miss. there could be a looky issue if people would very down traffic. i don't think it's the end of the world as causing major gridlock but it could make your commute into the city slower. good news, the kt line had reopened earlier than initially thought was going to happen. i want to send it over to mike inouye. hopefully you can back up everything you said unless you

have something new, other issues commuters could be aware. >> thank goodness you're backing me up as well. we both have the same information. similar sources, limited availability for people to communicate with at this hour of the morning. the f and kt muni lines back in service. they have shut down because of the proximity to the fire. it's a block away. the approach into the city, bay bridge, a wind advisory similar to the wind in chase's live shot. as far as flow into the city, bay bridge approach is smooth. zoom into the city approach. over the bay, this is where the fire is. at&t park, bob talked about 280, king extension, a visual distraction by all of this going on over at at&t park area. lanes as far as 280 and king are clear. 4th is closed between china basin and channel street, a two-block section. there's the bay bridge and the

golden gate bridge coming into the city smooth now. >> it's 4:36. nbc bay area investigative unit looks into the buildingness owner and builder, both billion dollar corporations in charge of a big project. san francisco based bre properties is publicly traded properties. we checked building inspections and found no existing complaints filed with the city. bre hired suffolk construction as the builder. suffolk is the 41st largest builder in the country. we found nothing unusual to report. suffolk construction did receive a regional safety award in 2012 for its work in southeastern part of the u.s. public records show the building had pipes in place four sprinklers but at this early stage of construction sprinklers would not be required or active. building owner bre released a

statement, it is assessing the situation. it carries comprehensive insurance. suffolk construction has not released a statement or responded to our inquiry. continuing to follow the fire and the impact on the commute. we'll bring you updates all morning long. nbcbayarea.com, you can see a slide show of the best pictures of the fire that were sent to us by you, our views are. sign up for breaking news e-mail alert. neighbors of a san jose police officer accused of rape say their trust has been violated six-year veteran geoffrey graves charged with raping a woman he drove to a hotel after she got into a fire with her husband last september member was on duty. documents show four officers went to the woman's home to respond to that fight, and graves and another officer escorted her to the hotel. graves reportedly returned to that hotel room that night, pushed the woman down to the bed

and raped her. the woman did not report the rape until a month later. neighbors who live near graves' home say they're trying to make sengs of it all. >> when you're a little kid your folks tell you to always trust a policeman, a fireman, and something like that happens, that's bad. >> police chief issued this statement, it reads, while this incident is troubling, it tugs at our integrity, it's an isolated incident and by no means a reflection of our officers who perform duties with honor and professionalism on a daily basis. graves has been on paid administrative leave. >> it's 4:39. 49ers made big news on day one of free agency. they've acquired jonathan martin from the dolphins for a conditional draft pick. the move allows him to get a fresh start following the

bullying scandal. martin has not played since leaving last fall, citing constant harassment by a fellow player. the trade reunited him with jim harbaugh. martin tweeted out, opportunities are few in the nfl, can't wait to get to work. #9erempire. >> lots of wind. >> good morning. it's not just in san francisco. this is bay area wide this morning. make sure you are aware of it before you walk out your door. wind advisory issued until 8:00 a.m. this morning. look at your sustained speeds, 26 miles per hour sustained this morning in oakland, 23 miles per hour in livermore. gusts to 50 miles per hour. so you want to take it easy out there. now this should expire on time at 8:00 a.m. but keep in mind, with that wind, dry conditions, elevated fire danger. remains breezy for the day. starting out temperaturewise. look at this.

61 degrees in san francisco. good morning to you, east bay at 57. kicking off your wednesday at 60 degrees. so easily touching on the 70s, a couple 80s out there later on. the climb, oh, it's going to continue into the weekend. i'll talk about that in my next report. mike inouye. what do we have going on out there? >> talking about the climbing temperature, i'm talking about the decline for the san mateo bridge. we have this shake because of the wind. you are talking about the bay area wide, that is an issue, higher elevations, higher profile vehicles, taller ones. my car, suv, getting blown around as well on 880 south through fremont pushed over to the west. over on the peninsula side, southbound 280 at 92 reports of minor crash. no major injuries but we have one lane blocked and it does sound like this crash involved a deer. that happens in the hilly areas.

a very good wednesday morning to you. a live look at san francisco this morning. look at that, san francisco firefighters still at the scene, still trying to quench hot spots of the massive construction fire that happened yesterday. crews live this morning. also, if it's going to affect your commute into the city. it's 4:46. in her first interview since her husband arrested the wife of jerry sandusky says she knows her husband is not guilty. matt lauer sat down with dottie sandusky at home she once shared with her husband. in 2012, found guilty on dozens of molestation charges and sentenced to up 60 years in prison. dottie told matt lauer her husband is innocent. >> after the charges why levelled did you sit him in a room and say look at me, look in my eyes, is any of this true? >> yes, i did.

i talked to him, and he told me, no it wasn't. no, he said, nothing. crimes he was convicted of were not true. >> see the full interview coming up later this morning on the "today" show. india and japan have joined the search for the missing malaysian airliner plane mere the strait. the airline investigating reports the first officer of the missing flight allow two female passengers to sit in the cockpit during take-off and landing in 2011. a woman told a news agency the man invited her and her friend in the cockpit, talked to him throughout the flight. most international airlines do not allow poem to sit in the cockpit in the air but it isn't illegal. a man says oscar pistorius was not wearing his prosthetic leg when he shot his girl friend. he came to that conclusion based

on the angle in the bullet marks. it tests what pistorius said happened that night. he claimed he fearfully approached the bathroom door and shot his girlfriend by mistake, then put on his prosthetics and tried to beat down the door with a cricket bat, realizing he shot his girlfriend. but the analyst testified marks from the bat were low, as if pistorius had hit it while he was closer to the ground. new fallout from general motors after discovery of a faulty engine switch linking that error to 13 deaths. a criminal probe under way. seema mody with details. >> good morning. u.s. attorney's office has opened a criminal probe into gm's recall of 1.6 million cars worldwide. reuters says prosecutors are examining whether gm is liable for not disclosing problems with the cars which had been linked

to 13 deaths and prompted the recall last month. gm and the u.s. attorney's office declined to comment. futures are lower after markets closed in the red tuesday after a positive start. nasdaq posting its first four-day losing streak since august. s&p 500 logging its first lost in five days. the nasdaq losing 27. let's check in with meteorologist christina loren. she's got a look at high winds this morning. >> it's blustery out there to kick off your wednesday. good morning, scott, laura, everybody. give yourself extra time because though winds are starting to drop off in san jose, you're going to find debris all over your roadways. take it easy. overall, we'll see wind relax for most of the day and pick up as we head into tonight. look at what that wind straight out of the north is doing to your temperatures. it's so comfortable.

60 livermore. 60 in san jose. and 58 in mountain view. you can see, our camera over the bay bridge is shaking in emeryville. take it easy in the upper elevations. wind should decrease after 8:00 a.m. we are p.m. sunshine. it's going to be so beautiful, comfortable. temperatures mid to upper 70s. isolated 80s in gilroy. that wind returns this evening and temps drop off quickly. so, we'll take a closer look how warm we're going to get, getting into the weekend. talking about multiple temperature records and even getting into the mid-90s, it's possible, the ridge of high pressure is strong. back to you. >> a lot of high pressure. president obama plans to meet with ukraine's new prime minister today to discuss a peaceful resolution to russia's military moves. the white house says the

president will show his support for ukraine as russia continues to tighten its grip on crimea and refuses to back down on international pressure. european union announced that russia has until after the weekend to take a step back or face a new round of sanctions. on sunday, crimea will hold a referendum whether to join russia or remain with ukraine. new poll out finds 72% of americans see russia as adversary rather than ally and more than 6 in 10 americans view president putin in a negative light. that's more than in 1995 when the cold war ended. at that time, 56% of americans saw russia as an ally while 35% saw it as anneded aaverry. 43% approve while 40%

uh-oh. >> a camera rollings as an avalanche hit mt. rainier. they are trying create a controlled avalanche to make the slope safer but misjudged the size of the blast, took out trees and a chairlift. no one was hurt. but the area is now closed. we'll get official word about the return of a south bay classic, the fourth of july fireworks show. in a matter of hours, the rotary club of san jose will announce it's bringing back the event to celebrate the club's 100th anniversary. cash-strapped city had to cancel in 2008.
