good friday morning to you. it's 4:30. i'm peggy bunker. >> i'm laura garcia-cannon. lots to get to. let's check that friday morning forecast with meteorologist christina loren. >> yes, we made it, ladies. we have made it. you as well. temperatures are going to be downright toasty. look at these numbers. we're going to keep on climbing into the weekend so upper 70s for today, 80s tomorrow, then the 90s move in as we head into sunday. lolths to go over in the forecast. we'll talk about what's happening. st. patty's day weekend all morning long. let's bring in mike inouye. >> good morning. we're taking it over to the san mateo bridge, eastbound 92, we're taking a look. chp reported a solid debris in the area. you see the flashing lights heading to the top of the screen going back and forth. they are slowing traffic so it must be on the other side of that high rise. couldn't see it on the hayward side. watch it right now for the next couple minutes. maybe the next minute as we watch eastbound heading across

toward that hayward side. westbound the opposite direction that's the commute for the san mateo and the dumbarton bridges. almost 4:32 so an easy drive around the bay. we see yellow but that's not a major concern. back to you. >> thank you very much. this weekend marks two years since the disappearance of missing morgan hill teen sierra lamar. sunday will mark two years since the then 15-year-old headed to school and vanished without a trace. last year friends and family released red and white balloons to honor the missing teen. the sheriff's office think she was killed. evidence was found linking her disappearance to a morgan hill man garcia torres. two months after she disappeared the sheriff's office arrested garcia torres. after court delays it was only last month that he finally pleaded not guilty to lamar's kidnapping and murder. coming up at 5:00 a.m., bob will be live talking to the private

investigators the lamar family hired to look into sierra's disappearance. >> this morning pg&e crews are in san carlos to begin repairs and warn people in the area about the work. crews were supposed to start about 2:00 this morning on a transmission line along highway 101 but got behind schedule. they say they need to enter the gas line in the area of commercial and old country road, county road rather, christie smith joining us live in redwood city where the work is soon to get started. it's going to be loud is what we're hearing. >> reporter: very loud. good morning. happy friday. this is the area where some of the work will be going on on the transmission line, a little later this morning. right now not too loud except for a couple of fans they have blowing. but in a while over at commercial and old county road, that's where it's expected to get very loud overnight. i asked one pg&e manager is it

as loud as we heard which is as loud as a jet engine, he said i have to tell you it's going to be pretty loud. that's because what they are doing, they have to vent a natural gas line, they say that this noise should last about 30 minutes. so again, the venting takes place at one area, then where we are this is where the actual digging and work is going on, on that transmission line. they have to vent in one place, work in another, so again going to be very, very loud. we're told starting maybe in the next 15 minutes or so, we're going to check that out. right now not too bad but be warned it's coming up. that's the latest, live in redwood city, christie smith, "today in the bay." >> good to know. >> new mandatory water restrictions in place in some cities this morning and people who don't follow the rules could end up with no water at all. alameda water district declared an emergency shortage. it includes more than 330,000

people in fremont, knewwalk and you are not allowed to water on consecutive days, you can't refill swimming pools or use a hose and if you use a hose it has to be one of those shutoff nozzles. first you'll get a written warning followed by a knock at the door if you don't comply the district will shut off your water and you could be charged with a misdemeanor. >> the man accused of trying to run down two san francisco police officers could enter a plea in court today. jeffrey rono is charged with assault on a police officer with a deadly weapon. the weaponing his vehicle. and also possession of ammunition by a felon. he was pulled over by two officers on saturday and reportedly tried to back into the officers. one of the officers opened fire and may have shot his partner. ruano was later arrested. >> a judge will deside if there is enough evidence for a man to stand trial.

christopher miller was arrested in september after a mountain view woman reported he touched himself as she shopped with her children at a walmart. officers say miller matches a description in two other cases in which he lured a girl. >> one of the men who beat a giants fan is pleading not guilty to weapons charges. investigators found two semi-automatic weapons and nearly 70 rounds of ammunition when they searched the man's home in connection with the beating. prosecutors say the weapons violated his parole. he and louie sanchez pleaded guilty to attacking bryan stow in the dodger stadium parking lot in 2011. the beating left stow permanently disabled. sanchez has not entered a plea yet. >> more than a dozen san francisco college students are on campus after fightsing with police and then staging a sit-in all night long.

chaotic as you can see. this is yesterday when about 250 protesters tried to get into the administration building, a fight broke out when police tried to block the door. two students were arrested, one with pepper spray, 15 students spent the the night along with eight officers. protesters want a special trustee to restein and tend to the rirment they pay at the beginning of the semester. >> let's check the forecast right now with meteorologist christina loren. it's going to be a nice one. >> it is going to be nice. you know why, we had rain over the past couple weeks and making the outdoor plans was difficult. not going to be the case this weekend. you're going to want to make outdoor plans as close to the water as you can get. look at where we're starting out. it's chilly this morning, one big difference between yesterday and today is we've got a lot of low cloud cover out there.

it's going to hang around but once it vanishes, sun shines over the bay area we're talking about near record warmth, potential records tomorrow and we expect to break records on sunday. 74 in san francisco today. 79 to the south bay. 82 degrees along the peninsula. it's going to be a really warm day. why is it going to be warmer along the peninsula than in the south bay? not by much but the deal is when we get that offshore flow it negates the marine layer and that influence, as a result temperatures nearly uniform across the bay area. then we'll see the separation as we get into the weekend. look at these numbers. with that said, going to be warm, records possible, in fact likely on sunday. we still have rain in the forecast. i'm going to show you in my next report. right now let's say good morning, happy friday, mikey. >> happy friday, christina. welcome back. toward the san mateo bridge eastbound we're looking at taillights, we have flashing lights over the span. you see that they are moving smoothly.

the few cars are going eastbound and moving nicely over the high rise. the other side, the san mateo bridge, we see there was a break in traffic and things are moving nicely back. there is the chp vehicle on the westbound side getting into traffic but no incidents reported. there you go, flow east from the peninsula to the east bay. a nice flow around the bay, no problems for the flow, all green and yellow basically 60 and above. we'll zoom into the tri-valley. your typical build starting out of the altamont pass. this crash reported there around the dublin interchange is at owens, it's off of the main freeway but you do have a rollover so we'll track that. so far no problems onto or off the freeway. back to you. >> tickets go on sale this morning for the first ever event in levi stadium. though there is a lot of excitement over the opening still a lot of people aren't happy. about 100 attended a meeting last night at a community center.

the police chiefs were there to address concerns about traffic parking and public safety concerns related to the opening of levi stadium. >> i didn't vote for the stadium. i did not want it in my own back yard. people will not want to pay $20 over at the stadium, come down here, walk over or just grab light rail which you can do right here, and basically take up our guest parking. >> the police chief told the crowd there will be an increase in officers on games day and they admit the traffic and parking problems will be a work in progress. they also say they will make adjustments when needed. >> work to change 280/880 interchange will enter a new phase that could mean road closures tonight caltrans crews will close three ramps, northbound 280 to northbound 880, and stevens creek ramp, the southbound 280 to northbound 880, and stevens creek, and the northbound 17 to stevens creek will be closed. the overnight work will last until 10:00 tomorrow morning,

that is part of an effort to improve one of the most dangerous interchanges in the bay area. part of the work will also include a fly over ramp that directly connects northbound 280 to northbound 880. >> it's 4:40. part of philadelphia's airport closed after a plane blew a tire and careened off the runway. we'll have the latest from overnight. >> you got to see the video. new trouble for general motors, a problem that forced millions of cars to be recalled is much worse than initially thought. >> and the search for the missing malaysian airlines jet expands once again. what investigators revealed new this morning.

scheduled events back to normal at the south by southwest festival in texas. they come after a suspected drunk driver slammed into a crowd of people, killing two and hurting more than 20. people laid you flowers at the scene. the concerts continued. the driver identified yesterday as 21-year-old rashad owens facing two counts of murder and 23 counts of aggravated assault with a vehicle.

investigators say he was running from police and he drove into the crowd. >> this morning china is asking malaysia for information it has regarding the missing jetliner to help narrow the search. the focus for the missing plane is changing with the international hunt shifting toward the indian ocean. this comes as the signs of the jet could have flown on for hours after its last contact. it complicates the search expanding the area where the jet could be found. >> secretary of state john kerry is in london for talks on the ukraine crisis, trying to stop sunday's referendum that would separate crimean peninsula from the rest of the country. immediate and very serious consequences if russia does not back out of the region. u.s. fighter jets are on standby in poland for nato who is conducting drills near the russian border. ukraine's prime min ser says he hopes it doesn't come to that. >> investors reacting to what's happening in ukraine. bertha coombs is live with that

side of the story. good morning. >> good morning. something that a lot of investors are going to watch going into the weekend, futures now are higher after stocks sold off on thursday. we had positive data on the u.s. economy, we had the weekly unemployment claims come down to several month low. but traders say weak data out of china and the growing tensions ahead of the referendum, that's one of the things that really put the dow into the negative, having its worst session in more than a month. this morning we're going to get data on inflation and consumer sentiment. the dow will start at 16,108 after dropping 231. the nasdaq had a rough day as well, shedding 62 points, start at 4260. a safety watchdog group says that u.s. regulators recorded more than 300 deaths when ash bags didn't deploy in those cars that have been recalled by gm,

gm you recall recalled 1.6 million cars last month. the center for auto safety says it referenced government crash data. gm says it has reports of 12 deaths in 34 crashes. the company did not recall the cars until last month despite learning of problems with ignition switches as early as 2001. gm says the new report is based on quote raw data and it is pure speculation to draw any conclusions from that data at this point. one of those things that it's just becoming a drip, drip, drip problem for gm with all of these revelations. >> right. you hear the family stories as well. very sad. thanks a lot. >> right now meteorologist christina loren checking the forecast for the weekend. tgit. f. >> everybody at home you made to the friday. st. fa tricks day weekend. st. patrick's day is monday so a lot of the events are saturday and sunday.

speaking of which oh, yeah, dublin is going to be alive in the hills are green, it's beautiful. what you can expect. it's going to be hot. this morning it's pretty chilly. we're starting in the upper 40s to low 50s but not too bad. you'll notice a little bit of low cloud cover circulating around the bay area with breaks in between those clouds. it's not one big deck. what i can tell you it's going to paint a spectacular sunrise. about 7:30 mark my words, beautiful sky over the bay area. 74 degrees in san francisco today. that's a warm day in the city. that's a good looking day if you want to go out for lunch plans, get a nice ocean breeze it will be comfortable. the ocean breeze is going to reverse to offshore flow later on and that's going to bring temperatures up near record levels, looking closer to records for tomorrow. then if we break records the best chance looks like sunday. so let's talk about what's happening in dublin as we head into this weekend. lots of leprechauns out there. 10:00 to 5:00 sunday, 10:00 to

7:00 saturday. carnival rides, the big thing the parade on saturday morning at 9:30 a.m. at 9:30 a.m. on saturday in dublin temperatures will be in the mid-60s, we're going to hit mid-80s the end of the day. sunday, closer to 90 and then even on st. patrick's day, 86 degrees so warm this year. i told you, i promised we're still tracking the chance for rain. let's show you what we expect. stop the clock, you can see through sunday that storm track starts to return to the bay area. our next shower chance moves in as we head through tuesday. back to you, peggy and laura. >> thanks so much. one runway still closed in philadelphia as investigators try to figure out what caused a plane's landing gear to clachs during takeoff. we take you to philadelphia international airport as you can see crews there are working on the damaged plane. they slowly moved flight 1702 off the runway earlier this morning. here's what happened. the florida bound plane blew a tire on the front gear forcing

the pilot to abort takeoff. then this t plane skidded off the runway more than 150 people rushed out on emergency chutes. airline officials say the two passengers are being treated for minor injuries, the other has a minor illness. all of the other passengers were transferred to other flights that night. >> it's 4:50. facebook founder mark zuckerberg taking a public stance on new reports the nsa is posing as his company to gather surveillance data. zucker berk posted on his own facebook page denouncing government spying on the internet and called president obama to express his concerns in person. he says surveillance programs undermind the point of the interneat share and connect. >> this morning the aclu is raising red flags over a gadget creating privacy concerns. the portable device called sting ray, an advanced surveillance tool. police officers use it to collect cell phone data when trying to identify or track

suspects. sting ray can record your phone's serial number and location, it can collect content from your phone. stingrays are highly intrusive and they are -- the use raises many cutting edge unresolved constitutional questions. >> documents released by the aclu says that the alameda county district attorney's office and san francisco, san jose, fremont and oakland police departments have all applied for grant money to buy stingrays. the aclu wants to know if the department policies are for using those because it does believe investigators may use them to track people illegally. >> costco is recalling a freeze dried fruit over concerns of possible salmonella. the fruit comes in a box like this one. it was sold across the country including here in california. the recalled items were sold under the best before february 14. valentine's day through march
