chase cain joins us from our newsroom so chase, what else is putin saying? >> putin is addressing russian parliament now so we're continuing to lis tloon that speech but the bottom line is that russia has already recognized ukraine as a sovereign state, you see a live picture from russia. putin is claiming that he does not want to take more of ukraine, he says that he did not want further division. you see him sort of bidding farewell. he has wrapped up his speech in moscow. earlier in the speech putin told parliament he feels for the people in crimea who many years ago went to bed in one country and woke up in another when ukraine and crimean peninsula broke off from the former soviet union. putin denied he invaded saying russia is allowed to have troops at its military base in the region. this follows sunday's so called election where crimean voters chose to leave ukraine in favor

of russia with more than 96% of the vote, but the ballots were cast with russian troops at polling places. both the european union and the united states imposed sanctions on russia and its officials connected with the move to annex crimea. vice president biden flew to europe to meet with nato allies about this very tense situation, you see members of russian parliament there shaking hands as they leave the room, putin had also told the people that the west had cheated russia, the west crossed the line on ukraine and interesting to note president obama used similar language yesterday in his speech saying that russia has crossed a line on ukraine. we just saw russian president putin wrap up there so of course we'll bring you much more on what he had to say in the next half hour. >> amazing to see those live pictures. thank you so much. >> 5:02, new this morning firefighters battle add one-alarm fire early this morning at an old u.s. navy building minutes from the

vallejo yacht club. firefighters arrived after midnight finding five homeless people inside. seven others had taken off before crews arrived no. injuries reported and the cause is under investigation. >> police are looking for a suspected arsonist who lit at least three parked cars on fire over the weekend in south san francisco. police say two cars were deliberately set on fire on sunday just after 2:30 in the morning. about an hour later a third car on oak avenue was lit on fire. police say dark blue or black car similar to a buick or perhaps a ford crown victoria was in the area around the time of the fire that's what they are looking for. the drifr a man with dark shoulder length hair in his 20s. >> 5:03. better training at taco bell, disneyland, even walmart from employees at l.a.x. who say the airport is not prepared to respond to emergency situations like the one in november. the second report out is taking

a close look at what the airport did right and wrong. bob redell live with an advanced copy of that report. good morning, bob. >> reporter: good morning. this is the official report to be presented to the los angeles board of airport commissioners at noon today. in it it argues that l.a.x. has serious shortcomings when it comes to its emergency response. last november a man with a high powered rifle shot and killed a tsa officer at a security checkpoint in terminal 3, then went through the check point and shot and injured two tsa officers and a school teacher before police shot him and placed him under arrest. you saw his photo there, 24 years old, has pled not guilty to chargeses. the report criticizes the police and fire response saying both agencies set up separate command posts which added to the chaos of that day, took 45 minutes to coordinate together. officers and firefighters radios were incompatible. there was almost no communication between police and

fire and the airport emergency operation center and because of this confusion first responders didn't know where and how to respond. hence, the long delay for the emts to help the dying officer. what the report does not address, the fact that there were only two armed officers in terminal 3, and that both were out of position to provide a quick response. there is a separate report t one you alluded to, that's prepare bid the union representing some of the airport workers. it is critical as well, says thousands of the workers were in the dark that day, they are on their own, not adequately trained for an emergency that when the shooting started some of the wheelchair attendants scattered leaving their disabled passengers to fend for themselves with no way to move on their own. in the report many union employees say they had better emergency training at their previous jobs as you mentioned at taco bell, disneyland and walmart. reporting live, bob redell, "today in the bay." >> quite the day that was. >> a recent security breach at

the palo alto yunl fied school district appears to be an isolated incident and not widespread fraud. last month a district revealed a palo alto high school senior made changes to his or her grades. according to the "mercury news" the district has reviewed all of the transcripts of palo alto and gun high school students and found no other changes made. however, the district has taken steps now to make sure this does not happen again. >> the city council will talk whether to recommend the state name winchester dome theaters a national historic place. mayor chuck reed is against the plan. he's written to the office of historic preservation telling the state agency not to nominate the winchester domes. he says preserving the domes will hurt the city's urban village plan which is supposed to go up where the current century 21, 22 and 23 domes stand. reed calls the theaters obsolete and practically unusable. >> richmond looking to become the next bay area city to raise the minimum city. the council will decide tonight

the immediate coast. you can see that in half moon bay. 37 degrees, yes, that is highly unusual to hit a temperature in the 30s where we're in the 40s in san francisco, san jose, even livermore at 50 degrees this morning. so it's very unusual. the coldest city right there on the ocean. as we head throughout the day today, the biggest difference is the winds have relaxed. we have the nice north wind yesterday and it was mixing everything up as well. we lose the wind. we have clear sky, and all the warmth from yesterday radiates back out into the atmosphere. we don't get the blanket of low clouds. temperatures comfortable, we have strong high pressure in control and as a result 67 degrees. a little bit of ocean breeze. we're not going to get much in the south bay as a result tri-valley today what beautiful conditions, 74 degrees for you. the rest of the bay area works like this. 70 today in the east bay. a little breezy through the east bay hills that will start to pick up as we head through tonight. we'll get the stundowner winds. sunny and mild, 74 degree, up in the north bay it is so pretty up

there now. 75 degrees. everything is green and beautiful. and we have a reinforcing shot of rain for next week to keep things green. we'll talk about that in the next report. let's check your drive. good morning traffic tuesday mike inouye. >> and now first of all we don't typically take this angle so relax a little bit. it looks extremely crowded. traffic facing westbound. they are going over to the dublin interchange. at the top of the screen you see the road snaking through the hill there up the dublin grade. it's typically packed like this view. all of the other lights, those are the signs for the businesses in the area. so we don't usually take this shot but we did see a good amount of slowing at the lower -- middle screen on the right side. that was jamming up as you approach and heading to the off ramp. the slowdown we saw has started to clear up and the flashing lights looked like they cleared from the road as well. an earlier crash westbound 580 at 680 t dublin interchange

according to the merc. possibly backing plans to build a demo project at moffett field. they are also looking for federal funding. this is a system of magnetic levtation and could link the downtown area with the transit center, light rail and also the north bayshore area. at a cost of about 7 to 8 million dollars a mile to build. we spoke with a v.p. of engineering. >> not taking away parking. just the pole tons sidewalk and the guide way above the traffic. >> reporter: for the city's part it could chip in $75,000 for a grant to look into this. some council members taking a wait-and-see approach seeing if maybe other companies have similar ideas. one estimate is it could move about 5,000 people per hour and be developed in about five to 10 years, if you want to weigh in

that announcement shakes up the timeline that's developing since that plane disappeared a full 11 days ago. officials told us yesterday the copilot said all right good night before that system was turned off, now they say they actually don't know. we have learned that the turn that was made by the airplane was preprogrammed into the plane's computer system. >> oscar pistorius's lawyer questioned a police photographer about items at the crime scene including the bat used to beat down the door. the bat may have been used before pictures were taken. lawyers showed hundreds of pictures from the crime scene including blood smears and bullet shells. they grilled the officer about when and where some of the pictures were taken. pistorius is accused of murdering his girlfriend in his home. the blade runner says he thought she was an intruder before shooting and killing her. >> a third person has died in the crash of the south by southwest festival in austin.

sandy lee was one of the 26 people hurt after a man speeding away from police plowed into a crowd of people in a blocked off street. two people died at the scene. lee died yesterday at the hospital. the suspect has been charged with capital murder. >> former berkeley professor janet yellen will oversee her first meeting as fed chairwoman. good morning. >> good morning. yeah, she will hold her first press conference as fed chair tomorrow, today they start the meeting. the expectation they will likely continue cutting back on their bond buying stimulus program but will get that news tomorrow afternoon. this morning the futures have made a really big turn around. they are higher after vladamir putin said that russia doesn't have any designs on the ukraine, they simply are going to recognize crimea and the crimeans want to be with russia

and that's the end of it. at least for now if you trust him on that. we're going to watch for economic numbers on consumer prices and housing starts t dow will start at 16,247 after rising 181 points, the nasdaq at 4279 after gaining 34, but as i mentioned they are set up to both be higher at the open. walmart wants a bigger cut of the video game business. shoppers can trade in used games for gift cards. they can be redeemed in store or on line. walmart estimates the consumers spend about $2 billion a year on used video games. game stop appear ones of the ones seen as the loser. shares are down 8%. the feeling is that walmart is going to eat into their market share of used games. you got to admit it's great timing folks doing spring cleaning, as i imagine you probably have a couple of those mario brother games.

that does typically enable some of the fog to settle in. we're looking pretty good. the only fog you're going to find is around daily city. we'll keep you updated. overall we expect to be completely sunny by 10:00 a.m. today. that warming is going to kick in. you'll notice the difference. we climb 5 to 8 degrees. so that breeze will build as we head throughout tonight. it's going to be nice and clear. a great night to check out the stars, really pretty out there as we head throughout the next couple nights. it will be clear. then the pattern is going to change getting into next week. highs today work like this. upper 60s in san francisco, 67 degrees, about 75 in the north bay, so comfortable conditions just about everywhere. 74 degrees along the south bay. it's going to be really nice in san jose today. offshore flow and a warm-up the next couple days, and then look what comes into the mix next week. a potent system of low pressure, and what i really like about this system is and what our futurecast models bring in. it looks like it's going to

bring more rainfall to southern california where they need. our farmers in the central valley, this is all moving toward us. we'll talk more about this, the early tallies i'll have in the next report. first here is mike inouye. >> first we'll look over at the bay bridge. i zoomed in toward the incline. we took a look about a half hour ago, there were crews there. no more flashing lights, no lanes blocked. both up to the right and the left moving smoothly. we have one set of bright light there is as you approach the toll plaza, that crew remains to clear but they are out of lanes. smooth drive across the bay. no delays in that stretch. looking at the rest of the bay, a smooth drive for the bridge, the dumbarton t san mateo bridge, christina warned there may be a patch or two of fog drifting across highway 1 but not a problem for drivers or the drive around the bay. the tri-valley, the earlier

crash, that's clear from 580 westbound. a smooth typical build for tuesday out of the altamont pass. you have slowing and highway 84, the south bay, those crews are starting to move. that's probably why we're seeing this slowdown for 280 northbound and 17 south off of the interchange, we don't have incidents in the area but overnight crews starting to move and that does mess up our data for the timing. we'll track that. in fremont, toward mission boulevard we don't see problems. the headlights have just passed by a crash and tire debris. i'll track that for you as well. back to you. >> thank you. it's 5:21. a local college football player one of four named in a federal lawsuit against the ncaa. the suit claims the league and its five dominant conferences including the pac-12 illegally restrict the earning power of football and basketball players while making billions off their labor. big time college sports is an unlawful cartel.

5:24. the nfl apparently all set to expand the playoffs in 2015 allowing 14 teams compared to the current 12. according to the monday morning quarterback editor peter king, one team in each conference would get a bye leading to six wild card games instead of four. the six games would be spread over three days meaning a possible monday night match-up. king says the new format will be discussed at next week's owners meeting. >> too young to play the lottery

pod car system that would basically move above the people on the street to help alleviate traffic congestion in places like the downtown area and other hot spots. skytran is the mountain view-based company that's developing a personal rapid transit system. sort of a small pod car using magnetic levitation. it's looking at the city here in mountain view to help back its demo project at the nasa aims research center that could rink the downtown transit with the google future campus and the ellis street station. the city considering talks with the u.s. transportation secretary and local companies about a possible grant fund for cars safely above the ground. >> they will be above traffic so they don't interfere with traffic. you can't get run over by a pod because it's elevated. >> reporter: that was from an interview we did a time ago with

and around the same time ivan diaz was taken to the hospital with a stab wound where he died. tharp admits he stabbed the teen but says he was defending himself. >> i wouldn't have pulled out if i didn't fear for my life. yeah, definitely, i was on the ground for probably 45 seconds to a minute, that whole time i was getting hit in the head, kicked in the head, kicked in the head with a bottle. >> at a vigil friends of diaz says he was not a gang member. >> this is a 16-year-old boy that we all know and he is not like that, he is not a gang affiliated and would never throw a first punch. >> diaz' friends say tharp is trying to get out of trouble by claiming self defense. tharp says he has 16-year-old brother and can't imagine what diaz' family is going through. police are looking for someone they think set fire to a home to

cover up a burglary. we told you about this fire yesterday in mountain view. a man driving by called 911, then went door-to-door warning neighbors. after the fire was knocked down investigators realized some items were missing. we're told the homeowner was out of town. the owner's car was also taken. it's a 2003 blue audi a-4 with 5 hjm 491. >> three east bay teens are credited with saving a woman from a burning homep in san ramon. a neighbor saw smoke coming from the home and tried to grab the woman but couldn't do it by himself. the teens came over to help. >> got me and pushed me aside and went in, grabbed her and the chair and brought her out and brought the dog out on the leash and everything. at the same time brought her oxygen tank out. so they happened to be by, and they were playing hooky so i guess they'll get excused today. >> a good excuse now. another woman in the home was

it's 5:42. today president obama will bestow the medal of honor to two dozen denied the honor years ago because of prejudice. among them a santa clara man who died during the korean war. tracie potts with a look at the historic ceremony. good morning. >> reporter: good morning. these men waited a long time, and only three of them are still living so they are still going to be honored today at the white house for their valor in world war ii and the korean war, and vietnam. joe baldanado is being honored, a man who was machine gunner and

according to the army he held his position after wave after wave of attacks by the enemy, turns out that he ended up getting killed by a grenade, his remains were never found. he got the purple heart and numerous other awards, but as you said, because of prejudice at the time was not considered as a medal of honor recipient which is the nation's highest military honor. all but five of these men are african-american, jewish action or hispanic and they are now being reconsidered and honored today at the white house because of their actions in those three wars. >> long time coming for the families as well. thank you. >> at 5:43, a northern california man with ties to the military facing charges of trying to help a terrorist organization. 20-year-old nicolas was captured near the canadian border. the fbi says he planned to join al qaeda fighters. according to documents, the

student in stockton told an undercover agent he wanted to bomb the l.a. subway system. the complaint also says he was a member of the national guard. if convicted he could face 15 years in prison and be fined a quarter million dollars. >> this morning video has surfaced of a man nearly killed when he ran across the tracks at a caltrain station, seconds before a speeding train passes. take a look at this. in this video you can see the barriers were down t sirens blaring when a group of commuters decided to run across the tracks in front of an express train. moments later another man follows that group and makes it by just barely. the man has not been identified, you can see it again here. watch that. boy, half a second to spare. caltrain says trains on the system can reach 79 miles per
