signed a treaty to annex the region into the russian federation. the move shows russian officials are not phased by sanctions imposed by the united states and the european union. for the latest on this story let's check in with chase cain. >> good morning. that treaty was signed one hour ago so now we have to see how the international community will respond, but it does not appear any one is rushing to directly fight russia on the annexation which followed a lengthy speech by president vladamir putin. >> a lot of applause from members of parliament. putin told them crimea had been part of russia because of the ancestry and their language. he feels cheat bid the west because of involvement in russian affairs what he calls the will of the crimean people. still this essentially follows sunday's so called election where crimeans chose to leave in

favor of russia albeit with russian troops stationed at polling places. both the european union and the united states imposed sanctions on russian officials but they have mocked those. vice president joe biden arrived in poland to meet about this tense situation. president obama has even said he will fly to europe next week if necessary but we're still waiting for response from the white house about this formal annexation. putin did say that russia want nos further division and he would not seek to annex additional parts of ukraine. we'll have to see what comes from the meetings. and what is the internationalnality response here. >> exactly where it will turn. thank you, chase. >> new video in this morning that you need to see especially if you are a caltrain commuter. look at this close call at this station. half a second there. after a group of commuters cross over the tracks one of them almost getting hit by a train.

bob redell is live at the station where the incident was caught on camera. you see the man running across, no estimate how close this train was. >> reporter: good morning. caltrain releasing drawing attention to show commuters how stupid and dangerous it is to try to cross tracks when the gates are down. you look at the video you notice that there is a train on the right side of the track stopped, keep an eye on the left side of the track, the empty track. and the fool who is think it's okay to cross them. the video clearly shows that the barriers are down at the crosswalk and the sirens ringing yet they go under araround to catch the other train for work. the last pedestrian you saw came within feet of getting clipped by that speeding express train. caltrain drawing attention to this to warn people how dangerous this is. the agency points out its trains

can hit a top speed of 79 miles an hour, could cover a football field in less than three seconds. they are so big it is hard to tell they are moving that fast until they are right on top of you. it's unknown who the people were but if they were caught they would have likely faced the $271 fine that you are charged when you try to go around when the gates are down. reporting live, bob redell, "today in the bay." >> let's face it, boy t fine would be the good outcome there considering that video. thank you so much. >> 6:04, just in thailand's military says its military picked up a plane that may have been the flight minutes after the jet line are communication went down. a spokesperson says it followed a twisting path straight to the strait of malla ka wherry car tracked flight 370. spokesman says they did not share information earlier

because they were not specifically asked for it. he also said the plane never entered thai air space. >> 6:04, a recent security breach appears to be an isolated incident and not widespread fraud. last month the district revealed the palo alto high school senior made changes to his are 0 her grade. according to the "mercury news" the district reviewed all of the transcripts and found no other changes were made. the district says it's taken steps to make sure this does not happen again. >> richmond looking to become the next bay area city to raise the minimum wage. the council will decide whether to put one of three proposed types on the november ballot. it will choose between 11, 12.30, or $15 per hour. the current minimum wage in richmond is at the state level, $8 per hour. >> 6:05, time to check the forecast. a live look outside, downtown san jose. a nice morning.

let's check in with christina. >> good morning to you. we're going to check in with mike but really you want to grab your jacket. get time to get the car warm. 52 in san francisco. we're in the 30s this morning. 39 in half moon bay. that's an indication of a nice clear sky. we get the blanket of low clouds over the bay area it traps in some of the warmth. all of that warmth able to radiate back out to the atmosphere so it's cold as a result. we lost that wind as well. i can tell you it's going to be a nice day. 74 in the east bay. 74 in the south bay today. as you are making your plans i want to show you what you can expect. a little patchy fog will likely develop as the winds start to drop off. by 10:00 a.m. a nice clear sky is expected for the greater bay area. as a result you'll notice the warming kicking in. as we head into the overnight the breeze builds mostly clear

conditions. once we see the sun start to set temperatures will drop like a rock. so keep that in mind. overall we're looking pretty good. temperatures today are going to end up in the upper 60s to mid 70s. 67 degrees. 74 in the south bay, the tri-valley at 74 degrees, sunny and comfortable. i want to show you the rest of the bay area because the east bay is going to be nice. breezy through the hills, 70 degree, the peninsula at 74 and 75 degrees in the north bay. we expect the highest rainfall totals from the system of low pressure that moves in next week. i'm going to talk about that in a few minutes. right now, though, let's check your drive. >> good morning. trying to get the latest from chp. they cleared that stall across the bay bridge. let's look over to the curve around the bend to the tower. we had the taillights stacked up. we've seen it start to move. the stall looks like it's cleared from the slow lane. that's the good news. at the toll plaza that was

enough to trigger the metering lights. a full backup all lanes across the straight away and the approach jammed up. you expect slowing and out of the maze as you make your approach to the slower metering lights. let me get you back here toward the bay bridge. you see the slow drive on our sensors into the city no problem from the golden gate bridge. it's the bay bridge that is a problem. westbound 80, central avenue is where we have another crash reported involving up to four vehicles possibly still in the middle lanes. it's taken a couple of minutes. san pablo is jamming up to richmond, central safe around the merge off of that richmond bridge. after you pass by golden gate field traffic resumes. it makes berkeley and emeryville better for the time being. if you are south of the bay bridge you can avoid that slowdown and the slower metering lights. again, that look likes the lanes are clear again over at treasure island.

a smoother drive across the rest of the bay. 580 into livermore and slowing a bit toward the dublin interchange for west 580. no problems for 84, typical traffic. and a look toward the peninsula for the san mateo bridge off of 92 and the high rise, moving smoothly heading toward 101, no issues there or 280 along the drive and the peninsula. >> thank you so much. 6:09. a developing story to tell you about in the south bay. investigators on the scene of san jose's ninth homicide of the year a. man was found dead 18 home on epling lane. the man had been shot. the circumstances around the shooting and the motive are unknown. there are no suspects that the time. getting ahead on "today in the bay," travel by pod gets off the ground. coming up how a south bay city using space ship style to solve gridlock. >> a live look outside.

others will be honored as well. >> mountain view's plan to create a high tech solution to the problem of traffic congestion could become a reality. christie smith joins us live with more details on the city's proposed pod car transit system. >> good morning to you. this is much different than b.a.r.t., different than the light rail system. we're talking about basically a two-person pod car system that runs on an elevated rail essentially keeping it off the streets and not taking up parking spots. the idea is help alleviate congestion in places like the downtown and other hot spots around mountain view area. the company behind these pod cars is called skytran, it's in mountain view and they are developing what's called a personal rapid transit technology, these are called pod cars, according to the merc, looking at developing part after demo project at the research

center for about $750,000. tonight, though, the city council is going to look at talking with the u.s. department of transportation and other local companies about creating a grant to help fund this. this could help ease up traffic around the downtown transit center, the north bay shore and google's future campus and the light rail around ellis street. we spoke with a council man when the ideas started emerging. >> would also make so it there wouldn't be cars and green house gases and people driving all over the north bay shore. >> reporter: he said the city could end up chipping in about $75,000 for at least this stage of it. but if it moves further the tracks would cost about 7 to 8 million a mile to build but it could be developed in about 5 to 10 years, if you would like to weigh in the council will take

it up. christie smith, "today in the bay." >> thank you. scientists say an early morning system worked when it was put to the test by yesterday's 4.4 quake in los angeles. there was a network of seismic sensors gathering data from a p-wave sending researchers an alert that the shaking would be coming. the warning arrived about eight seconds before the ground shook. seismologists say sensors in the bay area could also provide advance warning. >> there will be some areas like the bay area where we have enough seismic stations where it will work just as well as we saw in los angeles. >> seismologists would like to give the public access to early warning systems as well on smart phones but the system needs about $80 million of improvements before it's ready. >> the warning would be nice. >> even a few seconds. >> you could make a dig difference. nice day. >> getting the kids under the

table. >> they are trained in school. >> they are. that's part of being in california growing up, have the earthquake kit with you. and you know what, we live in earthquake country. you don't ever want to go unprepared. make sure yiv got plenty of water, conditioned goods, anything because as you know it could happen and you don't get much warning. it is more than we had and it wan take a difference at the last minute. hopefully we'll be able to get more advanced notice. i'm sure we will. technology is amazing. talk about the wind. we're got interesting science happening here in the bay area this morning. the wind is light, the wind has relaxed. we don't have low clouds, really except for over daly city. the usual suspect. throughout the day today, calm winds until later on, sun starts to set we'll start to see winds pick up. just a touch, that's going to keep our sky nice and clear which is going to be beautiful for your star gazing.

temperatures are going to end up in mid-70s, 75 degrees in the north bay, 67 in san francisco, and 74 degrees in the east bay. really hard to beat these numbers. we're still in winter and we're going to look at how much snow tahoe is packing. so stick around, if you have a high interest in heading up there. throughout the day, high pressure really takes its grip over the bay. it's going to keep our sky clear, temperatures up by about 5 to 10 degrees with that north wind, really picking up. offshore breezes by tomorrow. that means the warm-up will continue expecting it to continue in fact all the way through thursday. show you the temperature trend in the tri-valley. average 64 degrees so 10 degrees above, 12 degrees tomorrow, and then 77 degrees on thursday, starting to drop off as we head into the end of the week. and the weekend. area of low pressure comes through and look at this, it's attached to the atmospheric river. this could bring us significant rainfall. we really need so it we're keeping our fingers crossed hoping all of the models remain

in agreement. we need the rain, we don't want the congestion. >> we don't want the allergies from the clear weather. a different kind of congestion. looking here, we have heavier backup. this is traffic tuesday. slower metering lights because of an earlier stall. it's cleared from treasure island. on the approach t slower drive across that span is the issue. a little slowing north 880 out of the maze as well approaching the gathering at the toll plaza. big slowdown out of san pablo, jammed to central avenue. chp hasn't given a lot of update but we see the sensors starting to improve as with you head toward central avenue. there was a four-car crash and it looked like moved partly to the shoulder. that was in the middle. now more flows toward berkeley. there is the east bay you see, highway 24 moves out of the

caldecott tunnel. avoid the backup you might want to take the san mateo bridge. westbound 92, moves over toward the peninsula without real delays. the tri-valley this is your typical pattern. backup starts toward the dublin interchange and slowing south out of pleasanton. there you go. a little more yellow south of sernal. looking through the south, that's it new problem. 101 from 680 to 880 and 280, a crash at northbound 28. looks like there are no injuries. we'll look at palo alto, we talked about that and it's moving smoothly. getting more company but the pay shore freeway is at speed. the same for 28. 101 for the north bay. southbound at the curves, there is slowing out of petaluma. you're close to the limit through san rafael.

skating star polina edmunds. the council will present commendation tonight. the sophomore placed ninth in her olympic debut at sochi, proving she will be a serious contender for the next winter olympics in 2018. so fun to watch her skate. >> san jose council will also talk about tonight whether to recommend the state name the winchester dome theaters a national historic place. mayor chuck reed is against the plan. the "mercury news" reports he's written to the office of historic preservation telling the state agency not to dominate the domes. he says preserving the domes will hurt the city's urban village plan which is supposed to go up where the current domes stand. reed calls the theaters obsolete and unstable. >> winchester misttry house, the owners of the haunted tourist attraction have received permission from the city to allow overnight guests.

officer. a separate report released representing some airport workers claims many employees had better emergency training at previous jobs including disneyland, walmart and taco bell. >> today the highest military honor will finally go to 24 latino, african-american, and jewish veterans whose heroics were over looked likely because of the last names on the uniforms. tracie potts is live on capitol hill among the 24 a corporal from santa clara. good morning. >> reporter: exactly. a local man, good morning, here on capitol hill they spent more than a decade researching hundreds of records to try to give honor to these men, these soldiers, who did amazing things on the battlefield and one of them as you noted, was jose or joe baldonado. he was a parachutist but also a machine gunner. he got killed in a grenade attack after holding his

position after attack after attack, his remains were never found. today his family will receive that award on his behalf. in alls you said, 24, 17 of them latino, five jewish, two african-americans, only three are still alive so a lot of families will be here to receive those honors today. but these amazing feats of battle now recognized in some cases decades later. they were from vietnam, korean war and world war ii. >> it will be a nice honor. thank you so much. >> three east bay teens are credited with saving a woman from a burning home in san ramon. a neighbor says he saw smoke coming from the home and tried to grab the woman but couldn't. that's when he says the teens came to the rescue. >> got me and pushed me aside and went in, grabbed her, and the chair, brought her out and brought the dog out on the leash and everything. at the same time brought her oxygen tank out.

they happened to be by as -- and they were playing hooky so i guess they'll get excused today. >> teens behaving well. another woman in the home was able to get out without help. it took firefighters about 45 minutes to put out the fire. >> right place, right time. when it comes to being in the bay, a great forecast. >> a great forecast, great day to open up the windows, let that clean air in. you don't need your heater likely toward the end of the day or the air conditioner. but it's chilly especially at the coast, half moon bay, 41 degrees out there right now. same for san martin. we usually don't get that cold at the coast. but we do when we lose those low clouds. if you are headed out today, you might encounter patchy fog, very light for the a.m. commute. overall looking toward that around daly city, but overall i can tell you right now it's going to be sunny by about 10:00 a.m. with the sunshine coming in warming us up. starting to feel that warmth by

about 11:00 a.m. temperatures already in the mid-60s at that point. that breeze will build. it's an off shore breeze. temperatures as the off shore flow intensifies are going to come up more as we head through the next couple days from what we expect today. it's good because we're getting into spring. spring officially kicks off on thursday. 67 degrees in san francisco. 74 in the south bay. the peninsula at 74 degrees and as i promised you, we do have an area of low pressure robust system on the way for next week. and right now this is the first call, this is our early projection of how much rain we expect. additional 3 inches in santa rosa. that's a good looking total. we could see a half inch to maybe an inch in san jose. one to two along the east shore and looking good at the coast. you see that reds there, 2 to 3 inches possible from this area of low pressure. i'll time it out in my next report. let's check the drive. >> it's a tough one. looking at the bay bridge, the toll plaza looks standard.

you expect to be filled in. look what's going on. an earlier stall across the span, cleared from treasure island. we had a bigger backup out of the maze and now west 580 slow. berkeley looks better on this map. so does the rest of the east bay. look at the top, this is the reason. folks held up from getting into berkeley jammed out of hercules and packing toward richmond. we're going west 80 at central avenue where we had four vehicles in a crash. one stuck in the second lane in the middle of traffic. that's causing all of this jam. smoother drive past golden gate field. the traffic is held up into the area west 80 at central. over on the peninsula side, you want to get there you use the san mateo bridge. if you are south of oakland because that will keep you clear of that backup at the toll plaza. a little heavier west into san francisco. if you come out of san francisco itself, past sfo we have another four-vehicle crash, this in the middle of the road as well. this is millbrae. as crews have arrived for

medical help or whatever, we have now three lanes reported blocked southbound 101 as you get in toward millbrae and the broadway exit you see sfo marked south thereof where all of the jam is. and spectator slowing northbound past the airport as well. down to the south bay, much calmer. we have a typical slowdown north 101 and 87. a crash attempt has cleared from the area. not a big deal. the orange area a live look with our camera, the volume of traffic is starting to build. you have headlights but it's moving pretty smoothly. a little slowing past alum rock and mckee. >> thanks a lot, mike. 6:36. a new recall tied to tainted meat from a bay area slaughter house. health officials recall crave garlic beef jerky. it was produced january 1 last year through january 7 of this year and shipped to stores nation wide.

as we head throughout the day lots of sunshine, offshore flow not quite in full effect. it will be tonight. for the morning commute mostly clear conditions, patchy fog as you approach the airport 280, sunny by 10:00 a.m. it's going to be so nice out there. that warming will kick in as well. and yeah, a nice clear sky so watch out for a lot of people out there. a lot of foot traffic, people on bicycles. everyone likes to enjoy we get these perfect conditions. mostly clear, the temperature will drop once the sun sets. we'll hit our high around 3:00 p.m. 74 degrees in the south bay. 67 in san francisco, north bay at 75 for today so. let's talk about the storm system that's coming in next week. i know it's days out but because of the drought this is what everybody wants to know about when is it going to rain or is it ever going to rain again in the bay area. i can tell you right now a lot of our futurecast models are in agreement with us. we're going to bring in the shower activity starting

tuesday, continuing through wednesday. in the bay area potentially picking up four inch everything works out right up in the north bay, we do tap into that. we still have six feet at the base sierra at tahoe. great conditions still up in the sierra. we'll have a live report from squaw valley. we'll tell you what's going on and how much snowfall. we'll have a better idea at that point. traffic tuesday, mike inouye. good morning. >> a tough morning. heads up peninsula we're coming to you. everybody is coming over toward 101 and backing up. looking toward foster city, off of the san mateo bridge. the high rise look at this traffic. we havelook at the headlights toward 101. map shows you this area. i suggested the san mateo bridge as alternate to the bay bridge. this is going to get jammed up toward the peninsula side northbound out of san mateo and up to sfo before you get, there was a crash in millbrae on the

southbound side. blocking three out of the four lanes. this is horrible for 101 just as the commute is kicking in south of the airport. you are jammed past 380. 390 over to 280 and use 280 as the alternate. you'll get a cross over again, 84, through menlo park or redwood city. slow in both directions because of that crash. the northbound side is because of spectator slowing but it's slowing nonetheless. we'll look at the rest of the bay out of the city, a smooth drive across the bay bridge and lower deck. we have slower metering lights because of a stall. the bay bridge isn't looking so bad as the traffic has had a chance to recover on the span. you have the backup at the toll plaza. out of oakland, south of the bay bridge, i would suggest using the bay bridge. the san mateo bridge going to be an issue north into san francisco because of that other crash we talked about. this is the issue for the upper east shore freeway, west 80 at central avenue coming toward the merge off of the richmond/san

rafael bridge. a car that cannot move. they will pull it away. a show drive from 4 all the way to richmond. and the berkeley curve moves smoothly as a result of a liar flow held up back here. a look at the rest of the bay and a smoother drive. caldecott tunnel and the maze. looking forward the slowing for south 680. still it's moving through pleasanton toward sunol. the south bay speeds moving but you have all in the yellow zone t 40s and 50s, 40s more likely for 87 and 101 past 680. looking at the north bay a smooth flow. slowing down out of pet a who pla. you're about this crowded. looking at this speed. 60 miles per hour. 55 at the worst down into central san rafael. back to you. >> thank you very much, mike. the crimean region will soon officially join russia leaders from crimea signed a treat they morning this would annex the region into the russian federation. the move shows russian officials are imposing sanctions by the

united states and the european union. chase cain has been following this story all morning long. developing at every twist and turn. what's the latest? >> vice president biden just issued a brief statement saying the world sees through russia's actions on crimea and that more sanctions are coming but we're still waiting to see how ukraine and the international community will respond as the treaty was just signed a couple hours ago. as russian president vladamir putin getting a round of applause from parliament, a standing ovation even, after he told them that crimea has always been part of russia because of the ancestry of the people and their language. putin called western nations hypocrites because of our involvement in russian affairs what he called the will of the crimean people. still this move elengthscy throws out the agreement from the end of the cold war and it follows sunday's so called election where crimean voters chose to leave ukraine in favor of russia albeit with russian

troops stationed at the polling places. since then both the european union and the united states imposed soongs russian officials but those officials have mocked those sanctions even tweeting about it and some u.s. leaders even agree that the sanctions do not go far enough. >> i don't know when the president and his advisers are going to wake up to what putin is really all about. >> if russia continues to interfere in ukraine we stand ready to impose further sanctions. >> so far sanctions have been the only response president obama has said he will use. we're still waiting for a response from the white house this morning following the annexation of crimea and as some concession maybe putin says that russia will will not seekannex any other part of ukraine s. that too little too sflat >> what will be the international response. thank you so much. >> as chase mentioned, vice president joe biden now in poland to reassure allies the u.s. will stand up to russia. biden is in warsaw for meetings

with the polish president and prime minister. poland borders ukraine. biden expected to meet with the leaders of three countries that share borders with russia. >> now new details this morning as thailand officials say they did not mention a possible sighting of the missing malaysian airline plane on radar because they didn't pay attention to it. the thai military says the radar may have picked up the plane minutes after the communication went down. a spokesperson said the plane followed a twisting flight path where malaysian radar tracked the flight on march 8. they did not share the fgs earlier because they were not asked for it. the plane never entered thai air space and the air force only looks into threats against its own country. >> the u.s. will soon pull one of its ships from the search. the "uss kid" will return to

normal operations. the navy is pulling the ship because search planes cover more ground faster. >> northern california man with ties to the military faces charges of trying to help a terrorist organization. nicolas tucson was captured near the canadian border. he planned to join al qaeda fighters. according to documents he is a student at community college in stockton told an undercover agent he wanted to bomb the los angeles subway system. the complaint says he was a member of the national guard. if convicted he could face 15 years in prison and be tined a quarter million dollars. >> police are looking for someone they think set fire to a theme cover up a burglary. we told bu this fire yesterday in mountain view. a man called 911, then went door-to-door warning neighbors. after that fire was knocked down investigators realized some items were missing. we're told owner was out of town but has been notified.
