calling malaysia airlines a liar. hard to watch. that woman was among other family members of missing passengers who demanded answers and the truth. in the meantime, malaysia's defense minister says files were deleted last month from the home flight simulator belonging to the pilot. investigators are working to get files back but say the pilot is considered innocent until proven guilty of any wrong doing. crimea's self-defense stormed headquarters taking control and raising a russian flag without resistance. a.p. reporter made it inside the headquarters and said he saw ukrainian troops packing up and leaving. the ukraine government has authorized its soldiers to shoot to kill, if pro-russian forces threaten their lives. the move comes after a ukrainian soldier was killed when pro-russian supporters and troops stormed a military facility in crimea.

ukrainian militia man was killed. joe biden is visiting countries neighbori russia. promising the u.s. will step up air patrols over estonia, latvia and lithuania, but it could come with a cost. >> if we have a rupture in our relationship with russia there are costs elsewhere in the world. >> during a speech yesterday, president putin said he was not interested in other parts of ukraine. here at home, firefighters evacuated several people from an overnight house fire in san francisco. that fire started on the second floor deck and damaged one side of the home. eight adults, five cats and a dog have been displaced. the red cross helped find the people and pets a place to stay. one person was taken to the hospital for minor injurieinjur. it happened near monterey boulevard and el verano way. officials believe the fire started by accident.

a man accused of setting more than a dozen fires in san jose expected to enter a plea in court today. prosecutors say the 48-year-old patrick brennan set 13 fires between january 8th and 10th, cussing $6 million in damage. fires include a five-alarm warehouse fire and six houses with people inside them at the time. no one was injured. mayor reed and city council honored self-people during the meeting credit helping to catch brennan. they organized neighborhood watches, turned in surveillance video during the string of arsons. officers shot and killed a pacifica man who stabbed a s.w.a.t. team member after a six-hour stand-off. police went to the house yesterday afternoon because family said the man armed with an ax was acting erratic. the s.w.a.t. team was called out when the man would not come out. after waiting six hours they tossed aflash bang grenade and rushed the home. he stabbed a s.w.a.t. member

with a knife, several officers opened fire, killing him. the injured swat member should be okay. deputies shot a man after a chase through the east bay. deputies tried to pull a man over in the black bmw in hayward. the driver took off, sped on to northbound 880. at hesparian boulevard, that driver reportedly tried to run down another deputy, who shot twice into the car. the driver managed to drive back down through hayward and on to highway 92 where he went on the on ramp, that's where his car was disabled. the suspect tried to run away but deputies caught up with him. he was shot in the arm, and officials say he should survive. >> san jose is one step closer to moving homeless off the street and into hotels and motels. with more than 4700 homeless throughout the city, the council voted to take a closer look at pilot program. if approved the program will give rooms to people with

housing vouchers but who cannot find a place to live because prices are too high. the city will add kitchen ets to 10 rooms. people who work with the holeless support the program but others think they'll take advantage of the free stay. >> chillin', not looking for a place. that's supposed to be temporary housing away from home, it's not supposed to be long term. >> this type of thing that they're doing now that where we can put people in some kind of temporary housing to get them ready to go into a more permanent housing is really the answer for a lot of people. >> there are still a lot of details to work out, such as which nonprofit will even run the program, as well as which motels will participate and how much it will cost. earlier estimates have the cost at $1 million per year. city council will revisit the plan in two months. richmond can soon have the highest minimum wage in the state. last night the city council voted to raise the minimum wage to $12.30 per hour. the increase, which will be up

for another vote next month, would take effect over three years. the right now minimum wage workers in the city get paid $8 per hour. there was talk of taking the measure to voters in november but the city council decided it had the authority to make that decision on its own. single mom that we spoke with says higher wage would make a world of difference for her life. >> that would mean that i would work less, spend more time with my kids, more time doing homework and be able to pay the bills. >> the increase has business owners concerned about coming up with extra cash. by comparison, the minimum wage in san jose is $10.15 per hour and $10. 74 in san francisco. >> san francisco cracking down on the e-cigarettes. smoking electronic cigarettes in bars, restaurants and businesses will be illegal. board of supervisors unanimously approved the ban last night which basically treats the relatively new product as a traditional cigarette. the measure introduces by the

supervisor is aimed at limiting the use of nicotine among children and teens. the board will vote next week, and it could become law next month into the drought caused food prices to spike. experts say it's about to get worse. our drought combined with dry weather in texas could trigger the biggest retail food price hike in three years. this is according to the federal bureau of labor statistics. food prices are expected to jump 3.5% in addition, bad weather in brazil can cause the cost of coffee and fruit to jump. farmers will testify in front of congressional committees in -- excuse me. the san francisco flower and garden show kicks off at san mateo event center. it's one of the top ten shows in the world. includes 200,000 square feet of garden. coming up, "today in the bay's" bob redell will give us tricks to gardening during the drought.

you see the honda dealership. it's not affecting the dealership, just the street in front of it. bay area looking smooth. green for all of your freeways. getting on north 880 from marina boulevard, that's where you have flooding. looked like one lane open. on ramp open by chp as well. tracking that on surface streets. less drama toward the bay bridge. easy drive as well. north bay, speeds all in green zone. that's a good flow of traffic for southbound for 101. one crash. this is moving smoothly. farther north, 101 at todd road, a crash reported there, the only incident now and it's pretty far north for viewers. check your tickets for the third time in months, a winning lotto ticket sold right here in the bay area. a live report from the lucky store after the break.

san bruno. whoever has the ticket will get $1.9 million. >> not too bad. >> for the jackpot winners themselves, those tickets were sold in florida and maryland. if the winners pick the lump sum pay-off, they're going to split $224 million. jackpot the sixth largest lottery prize in u.s. history. it's not bad. now "today in the bay's" christie smith live outside the liquor store that sold the lucky tick that had five numbers. that person will get $1.9 million. that's pretty good. >> reporter: considering it started with $1 investment, not too shabby at all. certainly wasn't $400 million win but $1.9 million, i'm sure the person who won it is going to be awfully happy as soon as they figure out they did. sold here at huntington liquors in san bruno. that lucky person matched five numbers in tuesday's drawing. ticket sales, of course, shot up with the prize of that jackpot.

take-off. the chopper and the cars burst into flames. the helicopter crew, pilot and longtime photographer, were pronounced dead at the scene. strassman's son also a photographer at komo 4 news. >> he was a great photographer but he was a great person. >> this is one of the last shots taken of his helicopter, framed against a rainbow. hard to put into words what that image means. >> a man from one of the cars was burned and is currently in hospital, in serious condition. ntsb says it could take up to a year before they're able to say what caused the crash. l.a. city council wants to investigate whether fracking played a role in the earthquake. fracking involves breaking apart rock deep underground with pressurized liquid. some experts linked the oil extraction technique with waswas
