good friday morning to you. i'm peggy bunker. >> i'm laura garcia-cannon. lots to get to. welcome, rob. >> good morning to you. we're seeing patchy fog in the north bay. 42 degrees now, 50s around the east bay and the on shore winds have come back, that's the reason we'll see a cooler afternoon and marine air we're seeing patchy fog in spots. not just the coast. in the north bay visibilities at times less than a half mile. you'll see that down highway 1 and 17, something mike inouye is keeping a close eye on. low 70s around san jose.

watch out for pollen. very high pollen count levels with breezy conditions into the afternoon. >> we're feeling it at home, right now i did want to show the bay bring. we have the cash lanes with a few cars waiting. it doesn't look like we have all cash lanes open yet but it should happen. mild for the backup. looking to the maps we see a smooth flow in the vicinity approaching out of the maze. 24 around 13 we see slowing, light traffic but slower moving vehicles there. southbound 880 right around the jackson street overcrossing, there were tires in lanes so we're tracking that. the earlier slowdown has cleared so that may have been a traffic break. i'll show you the north bay because we have other colors there. back to you. >> thank you. 4:31. several search planes returning to australia after spending the day scouring for missing

malaysian flight 370. they have come up empty-handed. this is the area they focused on. it is so remote it takes planes four hours to fly through from australia. the sun will go down in a few minutes. the hunt will be extended another day. authorities are trying to lower expectations. >> there are more than 200 families that are grieving and they want answers. >> it could just be a container that's fallen off a ship. we just don't know. >> still calling this a search and rescue hopeful if the flight ended up here the black box may still be pinging. >> stay with us for continuing coverage on the search. also find updates on our website, nbcbayarea.com, and through our twitter handle @nbc bay area. >> city college of san francisco

has students on alert. officers patrolling the city's engle side neighborhood heard gun shots before 9:00 p.m. they saw a group running, that's where they found another victim shot in the ankle near a car with bullet holes. that victim is expected to survive. no arrests have been made. >> a state committee to talk about diversity, tolerance and student safety will hold a hearing at san jose state. this will be the first of four meetings at schools across the state. the committee was formed after several incidents including one in which four white students allegedly bullied a black student at san jose state last year. this week the student who said he was targeted filed a $5 million claim against the school saying the university ignored warning signs. he says that he will file a lawsuit if the san jose state rejects his claim. >> a dire warning from the san jose police department. there could be 100 fewer police officers on the streets in san jose in two years if something

does not change. officials say staffing levels have declined as officers leave for departments with better pay or more competitive benefits. the council told the public it will add 200 officers to set off or offset those the department lost. but james gonzalez, the spokesperson for the police officers association says that is mathematically impossible. >> we have retirements that are escalating that will make the math not add up. if he wants to add 200 police officers in that period of time we don't think that's possible. >> the assumption that nothing will change between now and 2016 is false. i'm pushing for changes now, to restore pay. >> that is a council member who also says the council is restoring 11% paycut officers took several years ago. >> police hope a video will help

track down suspects. look at the first video, it's march 1 f. you look you'll see a group of students walking, then at least one man there pointing a gun at one of the students. police say the suspect stole the victim's cell phone and wallet. then another video shows the suspect running away through the stadium parking lot. right here. now police think the same held up three other students off camera. in san francisco detectives have released images of the suv that they say hit and killed a 60-year-old woman while she was crossing the street. this hit-and-run happened yesterday morning in the visitacion valley neighborhood. investigators say after the suv hit the woman, the driver made a u-turn and took another look at her lying in the street and sped off. police are looking for a white dodge duran go, this image was captured by a surveillance camera. it's believed that the car, this is the car, that sped off. the district attorney released a statement saying in part with

san francisco's roadways becoming increasingly dense, motorists, bicyclists and pedestrians cannot afford to get distracted or let their guard down. >> crews will be on guard watching for flare-ups following a brush fire in pittsburg. it started yesterday afternoon. lots of people walk and drive through the area so they hope someone saw something and is willing to help them figure out what happened. the fire burns close to a power plant operated by nrg energy services near willow pass road. the plant is operating but it was not active when the fire started. >> the fire could actually be the first of many this spring, officials say could be a record fire season for us. since the beginning of the year there are more than 650 across the state, triple the average for this time of year. cal fire is trying to stockpile water now since many streams where helicopters scoop up water have dried up. >> the recent 4.4 earthquake in

southern california is renewing old fears in the south bay. experts say the anderson dam in morgan hill is not seismically safe and would only take a 6.6 quake make it crumble. state and federal officials say the dam has to be repaired by 2018, but in order to do that the santa clara water district would have to drain the reservoir. they think they would save about half the water which means about 7 billion gallons would go to waste. that can be a tough sell in the middle of a drought. >> we're asked to conserve water, i conserve but water just disappearing. >> the timing is difficult. we're in a drought right now, like we don't have to make that decision today. >> in order to neat 2018 deadline crews would have to start work by the end of this year. officials are keeping the reservoir at 48% capacity in

case there is an earthquake. >> what about the rain. turn to our forecast live look now out at san francisco along the embarcadero. a clear look there. beautiful. let's take to you the east bay as well. a live look at fremont. very nice weekend on tap around the bay area. as i mentioned the rain is on the way. let's check the forecast now with meteorologist rob mayeda. >> we're hoping for rain as we see these totals from the drought monitor yesterday. north bay now going into the extreme drought mode after things have been dry since march 3-5. and this means for the south bay into the tri-valley exceptional drought. san jose and fremont. we could use the rain, not going to see any today. it's chilly in spots. sunnyvale 44 degrees, up the peninsula 40s with patchy fog. 50 in the mission, over toward the east bay and tri-valley, currently seeing temperatures in the 40s down to 45 in dublin this morning and it's the north bay, 44 degrees in santa rosa

and you do have patchy fog. winds have turned onshore. that's going to drop our temperatures a few degrees. even sunshine. it's the fog that's going to slow things. santa rosa, less than a half mile visibility and seeing visibilities dropping off on the coast too. you can see we've got high clouds going on by. but no rain in the forecast. but things may begin to change toward the middle of next week. the weekend ahead looks pretty dry and our temperatures pleasant. low 70s around san jose. 60s around belmont and the peninsula with patchy low clouds. san francisco in the low to mid-60s. highs in the low 70s and low 70s around the tri-valley, a trend that should continue for the beginning of the seven-day forecast. starting tuesday should see much-needed rain. >> we'll start in the north bay. one of the issues we have a couple for drivers, one you pointed out, a live camera shows you a light volume of traffic southbound 101, but we'll look

at the maps, the same area marked with the arrow down toward that richmond/san rafael bridge. we have a crash, though, southbound highway 12, actually both directions probably affected, reports of a crash between a garbage truck and prius, that is a mismatch and there are some injuries reported. don't know how severe and we don't know how long this is going to affect the flow but it's light through glen ellyn. we're tracking that. what rob was talking about the orange blob on the map our sensors tied in with the traffic. low visibility as rob said over a quarter mile through santa rosa and maybe petaluma for 101. we don't see problems but we're giving you that note. the rest of the bay south of the golden gate bridge, moving smoothly. a light volume throughout the rest of the south bay as well. construction crews, usual

taking in the sights. the upper house of the russian parliament approved moscow's annexation of crimea. they voted to incorporate crimea following the peninsula's referendum saturday in which crimean residents back breaking off from the ukraine and joining russia. russian president vladamir putin said he will not retaliate further against u.s. sanctions. president obama ordered a second round of sanctions yesterday targeting about two dozen members of putin's inner circle. moscow banned nine u.s. officials from entering russia including john boehner and senator john mccain. >> state attorney general wants a special unit funded to fight the growing wave of cyber crime. first she will have to win the budget battle. harris says california is a hot bed for international gangs, in a report on transnational organized crime it details how the gangs use california to conduct illegal business.

as gangs become more sophisticated law enforcement must keep up and that requires funding. the local senator says while she make as good case she is not the only one who is after funds. >> this is something i hear every day from all of the different stakeholders who have been cut by hundreds of millions if not billions of dollars including the department of justice. >> until she can get the funding harris is urging police departments to partner with high tech companies to fight cyber crime. the irs calls a recent phone scam the largest the agency witnessed. for that and business news before the bell we turn to courtney reagan. good morning to you. >> hi, good morning. after stocks rebounded on thursday, investors reacting to stronger than expected report on u.s. manufacturing and day two of reaction to janet yellen's press conference. the dow and s&p 500 managed to

erase wednesday's losses, and the dow, nasdaq and s&p on track for their best week in the past five. 16,331, the nasdaq up 11, to 4319. the irs says more than 200,000 taxpayers have been targeted by fake irs agents. and the largest phone scam the agency has seen. thousands have lost more than a million dollars, under the scam the fake agents call taxpayers, claim they owe money and demand payment using a prepaid debit card or wire transfer. people who refuse are threatened with jail time. agents usually contact people first by mail. be aware of that. don't be surprised if you get carded the next time you go to starbucks. the chain plans to expand the number that serve beer and wine from two dozen to thousands of locations. sales tend to attract nighttime customers when business is slower. >> wow. big change there for starbucks.

>> big changes in the forecast. let's check in with rob in for christina. >> we're seeing changes temperaturewise, we'll see numbers down 5 to 10 degrees from yesterday and we're also watching patchy fog. not so much in san francisco where the skies are mostly clear but patchy fog around the north bay. 42 around san rafael. the east bay temperatures in the low 50s. and speaking of the fog, you'll see it thick at times, you're seeing visibilities down to less than a half mile. that's going to continue down the coastline if you're going to travel highway 1 or the highway 17 commute up over from santa cruz, you'll run into patchy fog and probably mist or drizzle. fog not a problem for inland valleys. winds have turned back on shore again, a sign that the ocean air conditioning should be running as we go through the day. temperatures not as warm. we shouldn't see 80s inland or upper 70s, low 70s inland today. and really no chance of rain yet.

though signs are promising in the seven-day forecast, you might notice by tuesday and wednesday next week at the bottom of the screen we're starting to see a chance of showers coming back. not right now. we have high pressure blocking things from friday into the weekend forecast. but things begin to change, notice as we head toward next week we're getting into tuesday and wednesday, now you're starting to see the showers come on through. and then next weekend could be the best chance of seeing rain there heading up in the north bay. so rain totals not all that impressive. we're going to see a couple of opportunities for rain but these numbers here, anything is good but just not really what you would want to see for a late rainfall season recovery. here is that system from tuesday all the way through thursday, maybe a third of an inch of rain, a lot of this coming in on wednesday afternoon next week and lighter amounts across the south bay. the three-day totals not that much. at this point it seems we'll take anything we can get, autumn of that beginning next tuesday afternoon for the north bay, then wednesday across the rest of the bay area. today, looking pretty pleasant once the patchy fog breaks up.

we'll see low 70s around san jose, 72 degrees and as you know if you have allergies the rain could help bring down some of the pollen. that won't be the case this weekend but breezy and dry today, all the way through monday. around the peninsula highs in the 60s, san francisco low 60s, around the north bay we'll see temperatures in the low 70s today. and then trending warmer through monday. on the coast low clouds and fog continuing. tri-valley in the low 70s and a check of your weekend forecast on the coast, look out for drizzly skies even around santa cruz. 67 degrees, if you want to find the sunshine, 70s inland for the valleys through the weekend. >> boy, a little bit of everything. thank you so much. wildlife officials say the city of san jose violated pollution laws and should have to pay. the state department of fish and wildlife filed a complaint against the city claiming it did not clean up homeless camps along coyote creek well enough. a sporks person says this is the first time they have taken on a

california city for allowing homeless camps which can damage the environment just as badly as dumping chemicals in waterways. san jose city attorney rick doyle told the paper that the city is doing what it can with limited resources. >> investigators looking into this week's deadly news helicopter crash in seattle could release a preliminary report as early as monday. investigators have been trying to reconstruct the helicopter that crashed near the space needle tuesday and burst into flames. the pilot and photographer were killed. some reported hearing unusual noise as it tried to take off. others said it looked like the chopper got caught on something. >> we now know who is the $2 million winner in the bay area. odds that your bracket is busted. the upset responsible for ruining millions of people's chances at $1 billion. >> we're looking here, we're taking our chance across the bay but it's smooth now. we'll show you if you have a

>> does he need to? it's because march madness entering its second full day and already most fans' brackets are busted. in the first 12 hours of the tournament experts say at least 95% of the 100 million brackets filled out were busted. it started yesterday when dayton upset ohio state. this means buffett's chance of holding on got better. still 47 games to go. the action continues later this morning. stanford will look to upset new mexico state. that starts at 10:40. cal poly mustangs hoping to be the cinderella story taking on wichita state at 4:10. if you got all of the brackets right warren buffett was going to give away $1 billion. >> i'm out. thanks a lot. sometimes people pick the underdog.

we know who bought a lottery ticket worth $2 million. a cab driver matched five of the six numbers in the mega millions drawing tuesday. this after purchasing the ticket at a liquor store. the family plans to use it for medical treatment and loans. >> we're waiting for the winner from hayward to claim their prize after matching five of the numbers minus the powerball wednesday. that worth more than $2 million sold at a 7-11 on harder road. it's amazing. >> we're having a string of winners. checking in now and getting a look at the traffic and seeing how you're doing on the roads this morning. >> good morning. a stream of winners, that's the positive side, i keep saying i just lose on the lottery. a smooth drive through fremont, passing by where the mega millions winner was a couple weeks ago, a month ago, seems like a long time ago. moves smoothly now and the map shows you the same area.

no problems down toward mission. your speed sensors, pick your path, a smooth drive. the dumbarton bridge where it says east palo alto shows the yellow. not a big concern. speeds dipping a tad bit. we do also have the tire debris, no updates since the initial report south 880 by the jackson street on ramp. a little dip in speeds. may be activity there but it hasn't been reported as far as blocking lanes. a smooth drive through san rafael. the earlier fog we talked about not affecting the folks here. this crash in lanes southbound highway 12 around arnold drive. a quick look at dublin, 580 out of livermore. >> still ahead on "today in the bay" on this friday, scary moments in the east bay. what kautzed this van to crash into the water.
