meteorologist rob mayeda. >> good morning. we're seeing a preview of our weekend forecast with patchy low clouds and fog and the return of ocean air conditioning. 47 now in the east bay, san francisco 50 degrees, and as we look at the wind speeds, they have come onshore into the tri-valley so even with the sunshine we'll see a cooler afternoon. and thick fog around santa rosa down the coast, that's going to continue highway 1 to 17 this morning, drizzle too. part of your weekend forecast if you're heading out to the seashore over the next couple days. low 70s around san jose. low 60s around san francisco. and some low 70s in the north bay. look out for some of that patchy fog which could slow your morning commute down at times. back to you. >> thank you so much. 5:01. this week southern california quake rattling some nerves in the south bay. we've known for a while now that the anderson dam in morgan hill is not seismically safe. a significant quake could knock it down sending billions of

gallons of water rushing into morgan hill and much of the silicon valley. bob redell is live in morgan hill with quhi the push to fix the dam has pushed into high gear. good morning. >> reporter: frankly, good morning, because the people who maintain the anderson dam have been ordered to get it fixed by 2018. the state and the feds have ordered the santa clara valley water district to get it retrofitted which means the work would have to begin very soon in the next 12 months. the problem, this earth structure comprised of clay and rock is old, it's seismically unsafe, 6.6 quake on the nearby calaveras fault could bust this and stend a wall of water to gilroy, morgan hill and san jose. there is a slim chance but it's a possibility. this planned $123 million project would shore it up so it could withstand a big quake. here's the part about this project that has some scratching their heads.

in order for workers to fix the dam, the district would have to drain the reservoir. even though we are in the middle of a drought. >> we're asked to conserve water, i conserve water, then water is just disappearing. >> the timing is difficult, we're obviously in a drought right now. like we don't have to make that decision today. >> reporter: the district has indicated that it would ask for a delay from the state and fed if the drought were to get worse. they aren't at that point. the draining if this goes through would likely take place in the fall of next year in 2015, whatever water is drained would be diverted to waste water treatment plants and the ground water supply. because of the dam's condition the district is only allowed to fill to the 68% capacity, but they have been extra cautious keeping it at 48%. bob redell, "today in the bay." >> thank you very much. >> 5:03. a follow-up as a 31-year-old

woman faces vehicular manslaughter and child endangerment charges after police say she crashed in a crash that killed her daughter. she was arrested this week. investigators say she drove on the wrong sild of the road and crashed head on into another car in fremont. her 4-year-old daughter was in a car seat but it was not secured. that girl died a few days later at the hospital. investigators are waiting for the results of a toxicology report and say she could face more charges if it turns out she had been drinking. >> new this morning police in richmond trying to figure out how a woman ended up dead blocks from an elementary school. police say she was shot before 10:00 last night at south fourth street and florida avenue. that's near lincoln elementary school. fire crews tried to revive her but she died at the scene. her identity has not been released. >> new video just in to show you of a van in the berkeley ma refla. the 75-year-old driver was trying to back out of a parking

space. not a good way to start your morning. the driver did make it out safely before police arrived. they say he was lucky the car didn't sink or turn over. crews had to use a $1 million rotator tow truck to lift that van. >> a somber day for oakland as it's been five years since one of the deadliest attacks on california law enforcement. a memorial service will be held at 10:00 for four oakland police officers killed by a wanted parolee. the suspect killed two officers in a traffic stop in 2009 and a few hours later killed two more from the s.w.a.t. team trying to catch him. thes is spekted gunman was later killed by officers. san jose violated pollution laws allowing homeless camps. city officials say they are doing the best they can. christie smith is live in san jose where a well known camp

called the jungle has been for years. how are they polluting exactly? >> reporter: good morning to you. well, it's essentially what they are leaving behind and this is the first time that state wildlife officials have gone after a california city essentially accusing san jose of allowing homeless encampments to linger and become a pollution threat to local waterways according to the merc. this is a move by the department of fish and wildlife. it claims the city is not cleaning up encampments along coyote creek. the focus seems to be on the next cleanup and not ending camping along the creek. the complaint means state regulators will determine if trash and human swaeft causing damage similar to dumping chemicals in the water. we caught wake-up a homeless outreach group in an area called the jungle where a cleanup was going on. the city says its goal has been to get people out of the

encampments. >> the city is taking its time in making sure we have the best plan possible. our goal is to house as many homeless residents as we can. >> reporter: this could end up costing san jose thousands in fines and cleanup orders. but you know t city says for its part they aren't allowing these to grow, that's not their goal. they say they are doing the best they can with the resources they have available. reporting live in san jose, christie smith, "today in the bay." >> thank you. >> the former san francisco supervisor convicted of perjury and extortion will be back in court hoping to get a judge to cut back his sentence. attorneys for ed gu want to keep him out of jail allowing him to serve a one-year sentence at the same time as his federal prison sentence. right now the sentences have to be served one after the other. he pleaded guilty to trying to extort $80,000 from small

businesses seeking city permits. he was sentenced to about five years in federal prison for that. his county jail sentence comes from lying about where he lived when he ran for office in san francisco. he actually lived in burlingame. >> rob joins us with a look at the forecast. the weekend is finally here. >> officially hours away. if you want to make at three-day weekend not bad. we're seeing 40s and 50s, 25 up in truckee. let's take you into the south bay. look at some of the microclimates around san jose. waking up to the mid-40s around sunnyvale, 48 in campbell. you're seeing chilly temperatures out by woodside. 39. 44 in redwood city, east bay mid-40s, mainly clear skies. to the north, you're seeing patchy fog around santa rosa, petaluma, novato, 40 degrees, clear skies. that's a sign our temperatures have dropped off in places that do not have problems with fog. novato no problems with fog. different around santa rosa,

less than a half mile. you're going to find that down the coast, monterey into half moon bay, moving up the coast you'll see low clouds and drizzle part of your forecast here as we go through this weekend. a dry forecast moving through the weekend through monday. you see that on the seven-day forecast at the bottom of the screen. by tuesday and wednesday, much needed showers come through. and we think next weekend here comes another chance of rain. this weekend, though, just fine. a lot like the weather today. low 70s around san jose. peninsula and san francisco seeing highs in the 60s, and low 70s in the north bay. this after the patchy fog clears which at least in a few spots could slow the commute around santa rosa. >> there you go. we look at the same data but different way. you look at the effects on the temperature, i look at it for the drive. we don't see any effect. there is no fog in our san rafael camera. a couple more cars but traffic still very smooth. look at the top left, a little

orange square there. let's zoom in, zoom out i guess, what rob's talking about. over a quarter mile visibility. southbound 101 your commute, may be an issue in patches as you travel through the area. the earlier crash at 12 at arnold, that's a triangle there off to the right. that has cleared. we got more fog reported by our sensors. traffic and weather are tied together with the same system and we get same data displayed. here the rest of the bay moves smoothly no. big surprises. the tri-valley moves smoothly. 580 moving close to the limit at the altamont pass. now the bay bridge looks smooth, a light volume. the live camera doesn't show backups. all of those are again clear and smooth drive off the east shore freeway. >> thanks. 5:10. still ahead google's latest push

good morning to you. we take a live look, checking out 101 in palo alto looking like it's moving. travelers using san francisco international airport might want to pack a little extra patience this summer because two of the four runways will be shut for construction. this will begin in may. the goal is make a bigger space

zone. arriving flights will not be affected but 10 to 15 minutes of delays are expected for departing flights. the airport says there will not be as many flights during the construction period. the path will change up so people around san bruno and daly city might also notice a bit more air traffic. happening today in sacramento, the california state department of insurance will hold a hearing on smart phone based taxi services such as uber and lift. this come as week after uber announced drivers will be insured all the time, not just when driving with paying passengers in the car. critics say the $50,000 policy is simply not enough especially after an uber driver killed a 6-year-old girl in san francisco on new year's eve. >> hundreds of students will learn the ins and outs of online safety courtesy of google and local leaders. the majority of teens are on line. few have been taught how to

protect themselves when using the internet. google along with an assembly woman and the interim superintendent are expected to attend. organizers expect about 900 students and 50 parents to attend the workshop at fisher middle school in san jose. turkey is the latest to ban its citizens from tweeting. the country blocked access to the site overnight after links ever audio recordings and documents implicating the prime minister and others in corruption were posted on twitter. the prime minister was so mad he threatened to, quote, rip the roots out of the website. turkish lawyers are trying to get the ban overturned. >> hold that cappuccino and fast cabernet. happy hour at starbucks begins at 4:00. it banks on booze for the new evening program. it hopes to boost night sale business offering wine and beer at thousands of locations. there are plans to offer small

in santa rosa this morning. visibility is about a half mile there in the north bay valleys and you're seeing fog setting up around the marin county coast down 1 to 17 this morning. that's going to stick around a while. this is a preview of our weekend forecast with patchy low clouds for the morning. more or less all day clouds on the coast with drizzle at times even for santa cruz. the winds have changed direction. late yesterday into this morning now an onshore push of marine air. that should keep our temperatures a few degrees cooler. some high clouds moving in across the northern half of the state, storm track still way off to the north. so it's more of that oregon mist, heading up to oregon and western washington through the weekend. but the bigger changes coming up. you can look at the bottom of the screen. your seven-day forecast shows things beginning to change by tuesday of next week. so the weekend not much change. coastal clouds and inland sunshine, by the time we head

toward let's say tuesday and wednesday now, you got one system coming in, that should toss showers their way, another into the weekend tossing a few more showers, mainly across the north bay so. early estimate on how much rain we're going to see over let's say three days time from tuesday afternoon through wednesday and thursday next week. doesn't look like a lot. we'll take anything we can get. at this point 24 to 36 hour rain totals wednesday through thursday next week, a third of an inch of rain in the north bay, less than a quarter for the south bay. today, once the clouds clear, pretty nice, we should see highs in the low 70s in san jose. look out for the pollen count, extremely high with the breezy conditions this weekend. and lack of rainfall that continues to be a problem if you have allergies, moving through the weekend. san francisco and the peninsula in the 60s, and around the north bay highs in the low 70s today. mid 70s around the tri-valley with temperatures warming through monday before the chance of rain comes by tuesday afternoon into wednesday. mike? >> talk about the allergies, my

poor son has a basketball game on saturday and he can hardly breathe. we'll see what we can do. here i can tell you about this, the traffic flow, picking up the volume but not a lot of congestion here. we'll show you on the map what is a concern for north 101 as you come up past capital express, right about here, between there and tully there was a fender bender and may be activity on the shoulder. no major slowing from what we see. look at the bottom corner. i do see slowing and there is a new crash 101 past that 85 split. no details but i did see a good deal of slowing. that's where you watch, the bottom end as you come past and the split 85. smoother drive for the rest of the bay, moves nicely westbound 580 all the way to the dublin interchange where there is a new crash here west 580 at 680, it sounds like one of the cars is still in lanes and that is why we see slowing quickly developing here at the interchange. we're tracking 580 at 680 slow

through dublin and toward the san ramon commute. the rest of the bay moves smoothly. we have a slow drive developing out of the altamont pass. it's eastbound heading to the central valley and the sierra that could be a concern starting as early as 2:30. may be there is skiing or just sun bathing because the weather looks great. nice flow around the rest of the bay. again the traffic and weather, that's where fog registers for the north bay. watch 101 south of petaluma. we look at the san mateo bridge a look across the bay. you see a smooth flow for the westbound traffic. starting that commute, no problems over the high rise. and the peninsula is clear and over that bay bridge also a smooth drive, no problems up the incline. the crews appear to have cleared. still out of san francisco for the next few minutes. back to you. >> it's 5:21. a cal football player suspend

forward allegedly causing a locker room fight will not face criminal charges at least for now. officials say the unidentified player instance city gated the fight that sent a freshman to the hospital with a concussion. the player's attorney says his client will not be charged with a crime as long as he complies with the sanctions from the university. he did not detail what those were. >> a los angeles jury says that a helmet maker is not liable for a high school football player's severe brain injury. the 17-year-old was wearing the helmet similar to this when he was hit on the field. his attorneys argued that technology exists to make better helmets that might have helped. riddell is also sued by four nfl play e player. >> happy birthday twitter. eight years old. a young company. >> just growing up so fast. >> isn't it. coming up a way to see what your

this image was captured by a surveillance camera. it's believed to be the car that sped off. the district attorney released a statement saying in part with san francisco's roadways becoming increasingly dense, motorists, bicyclists and pedestrians cannot afford to get distracted or let their guard down. >> police hope that the surveillance video will help track down suspects in two armed robberies. the first take a look you can see what happened at santa clara university on march 1, you see this man approach a group of students, you see him walking there, pointed a gun at one of the students, police say the suspects then stole the victim's cell phone and wallet. another video shows the suspects running away from the scene through the stadium parking lot. police think that the same suspects held up three other student as few moments later off camera. >> a state committee designed to talk about diversity, tolerance and student safety will hold its first hearing at san jose state. it will be the first of four

meetings at schools across the state. the committee was formed after several incidents at state schools including one in which four whites students bullied a black student. this week the student-said he was targeted filed a $5 million claim against the school saying the university ignored warning signs. he says he will file a lawsuit if the san jose state rejects his claim. >> silicon valley's homeless encampment could cost thousands of dollars. christie smith live at city hall why state and wildlife officials say the jungle is polluting water. >> reporter: the problem according to one lieutenant with the department of fish and wildlife is the city of san jose focuses on cleaning up these encampments instead of ending illegal camping altogether especially along local waterways that has led to pollution. this according to the merc which reports that the state department of fish and wildlife

housing. the city attorney saying they are doing what they can, the best they can with the resources that they have. reporting live in san jose, christie smith, "today in the bay." >> thank you very much. >> crews will be on guard all morning watching for flare-ups following a brush fire that burned 40 acres in pittsburg. it started yesterday afternoon but was not contained until about 7:00. lots of people walk and drive through the area so investigators hope that someone saw something and is willing to help them figure out what happened. the fire burned extremely close to a power plant. it's on west tenth street. the plant is operational but was not active when the fire began. >> people in morgan hill are paying close attention to new earthquake detection technology tested during this week's 4.4 quake in southern california. they have known for years that an earthquake could cause the anderson dam to crumble sending millions of gallons of water their way and into south san jose. bob redell live in morgan wlil

reporting live in morgan hill. >> it's a tough one. we know an earthquake is looming as well. >> checking in with rob getting a look at the weekend forecast. it's upon us. >> it is. we're not going to see rain in the forecast short-term which is an issue with the drought monitor yesterday. we saw the north bay slip back into extreme drought and the worst continues to be from the tri-valley south into the south bay including south san francisco, palo alto, san jose and fremont in the exceptional range. it doesn't get worse than. that we could use some rain. seven-day forecast will have a little bit of that beginning next tuesday. 40s around the south bay, around the peninsula, mainly 40s around redwood city and foster city. closer to 50 in san francisco with patchy fog west of the golden gate to the tri-valley numbers in the mid-40s right now. livermore at 47, santa rosa looking at patchy thick fog.

visibilities have been less than a quarter mile at times, now about a half mile visibility in santa rosa. you'll see low clouds and misty skies around half moon bay. no signs of rain in the forecast. we got on shore winds, so drizzle and mist about the most precipitation the next couple of days as the storm track stays off to the north we will see an opportunity toward the middle part of next week, tuesday and wednesday, a chance of showers coming on through. and perhaps more as we head toward next weekend. you'll see these rain totals, not all that impressive. we're hoping to get something, not a drought buster but maybe a third of an inch of rain in the north bay and less than a quarter inch in the south bay through next wednesday and thursday. >> we look forward to that and the changes. right now we're looking at a great day. the commute is horrible. westbound 580 just kicked in with a big slowdown. i turned the maps.

you see, dublin, get you located. you can't make out the road but it's enough to show you all of those lights stacked up approaching. the map will show you t. look how jammed it is passing by and over to san ramon road. there was a minor crash, one of them a truck carrying furniture and now there is furniture all over the road. as you travel west past that interchange into dublin and slow coming out of livermore for that. early in the friday commute. the south bay moving by comparison. but we have that crash north 101 looks like it's in lanes. basically the split, 85 and 101. both directions slow by the activity and the flashing light. you pick your path through the other areas, a smooth drive t bay bridge has stackup for the cash lanes. that's unusual for this early on

welcome back everyone. it's 5:42. in the last hour or so planes stopped searching for two objects that could be wreckage from the malaysia flight 370. they returned to australia where pilots said weather conditions were better than yesterday but they still didn't find anything. tracie potts joins us live in washington this morning with more on the search. good morning. >> reporter: hi, laura, good morning. five planes went out, five coming back with the report of nothing found. there are also now a couple ships in that southern remote

indian ocean region where they think these two objects were spotted on satellite. the ships may be able to search overnight. there is another big one coming in tomorrow. the lieutenant who was on one of the planes, the first to come back said that they had a hard time getting there because of the wind, it slowed them down and remember, they only have two hours to search because they have to have enough fuel to get there and back. it's a long ride. bottom line, the best clue, the best lead throughout so far has yielded nothing. now malaysian officials say they are going to ask france to help because they have a lot of experience from the air france crash, they are going to ask the u.s. for more assets as well to bring in. putting all of their eggs in this basket, this is the best lead so far these two objects five days ago spotted on satellite that they think could be parts of this plane. laura. >> that's the thing, could be. we don'ts even know yet. thank you, though, for the update. more on the planes involved in the search. they can fly over the area for

officials say staffing levels have declined since 2008 as officers leave for departments that have better pay or more competitive benefits packages. the council told the public it will add 200 officers over two years to offset those department losses. however, james gonzalez, a spokesperson for the police officers association says that is mathematically impossible. >> we have retirements that are escalating, that will make the math just not add up. if he wants to add 200 police officers in that period of time, we don't think that's possible. >> the assumption that nothing will change between now and 2016 is a false premise. i'm push forge changes now, i'm pushing to restore pay. >> a council member says the council is already restoring 11% pay dhaut officers took several years ago. >> congratulations to our local men and women in uniform honored for everything they do to keep the bay area safe. i was lucky intuf attend the

we've got sea breeze coming back which has helped to bring in cooler air and patchy fog depending where you are. especially in the north bay. our temperatures a little chilly there up toward san rafael, 44 degrees with some of the patchy fog. 49 in san jose, peninsula close to 50. also 50 in and around san francisco and 48 degrees there out toward the east bay. what we've got is visibility down to a half mile or less around santa rosa, down the marin county coastline and patchy fog and mist at times for the coast, over to santa cruz, that also will be a staple of your weekend forecast. low clouds and fog and afternoon sunshine for our inland valleys. on shore winds are back and with that will be a slight cooldown at least today. and the sea breeze will back off so temperatures rebound a bit. still no real signs of rain. rain will start to make an appearance we think by next tuesday and wednesday.

you see the changes in the seven-day forecast. mild for now, high pressure keeps the storm track off to the north. by monday starting to see some clouds spill in. you see showers, then another system for friday into saturday impacting the north bay. rain totals beginning the middle of next week. the weekend fine through monday dry action then tuesday into wednesday now starting to see the rain come through. most of the focus north of sonoma county. a quarter inch or less. but the midweek system, highs today low 70s around san jose. 72, 60s around the peninsula also in the 60s. low 70s for the north bay. we should see the temperatures holding even through the weekend but if you are going to head to the seashore doesn't look like a lot of warm sunshine. morning drizzle at times. 50s around lake tahoe. for a check of the commute here is mike. >> it is a very tough one here,

the dublin interchange. these are the hills heading to the dublin raid. and there is a slow drive westbound heading toward 680 and 580. with better news the last few minutes i show you the maps. westbound 580 reported a crash involving a couple of vehicles, minor issue. furniture was knocked in the roadway. that's why we have this traffic jammed up on the approach. from before el charo, and we see the build out of the altamont pass. that's typical about this time. but then it stocks up approaching the 680/580 interchange. we should see a recovery. but this might not be a pleasant portion of your day. the south bay looking good with northbound 101. a typical pattern but a crash which has cleared north 101 right around the 85 split has caused the early slowdown for
