nbc's tom costello has this morning's newest developments. tom, good morning. >> good morning, savannah. search teams have been looking in this area, and so far, nothing. even as they go deep into the indian ocean, they've spotted nothing. they're looking, of course, for the two objects spotted on satellite right here, about 1,500 miles or so off the coast of australia. the concern is that those issues, those items may have shifted dramatically with the ocean currents. and so now the australians say in this area right here, where they're focusing, they're going to be looking more at human spotting rather than using radar looking for any debris on the ocean surface. >> reporter: the question this morning, are the remains of flight 370 somewhere out there in one of the most remote corners of the earth? did the plane simply fly until it ran out of fuel then crash into the ocean? one day after australia released these satellite photos of what could be floating debris, the search zone was today targeted by aircraft from australia,

u.s., and new zealand, dropping buoy markers that transmit ocean current data. the australian prime minister this morning. >> that's the most inaccessible spot you can imagine on the face of the earth. but if there is anything down there, we will find it. we owe it to the families of those people to do no less. >> reporter: while the two pieces are thought to be 79 and 16 feet long, the ocean is a very big place with rolling waves. on the water itself, the australian naval ship "success" should be on site by sunday. but a norwegian cargo ship traveling through the region has already diverted with crew members ordered to keep watch. the ship's captain talked by phone to a norwegian newspaper late thursday. >> the visibility is poor at times in every mile or two. there are fog patches. >> speed is of the essence since there's now only 16 days of battery life left in those

underwater locator pingers attached to the black boxes. it'll be up to ships or submarines working the area to listen carefully with underwater microphones. >> they would set up a search grid and they would travel through that grid listening for this frequency to locate and localize the wreckage. >> reporter: while the pingers may die, the black boxes should survive. designed to withstand both the crash impact and the pressure of 20,000 feet of water. >> the data recorder will give us the objective parameters to look and see how the airplane was being flown, what data entry was made into the computers, when it was made. it won't tell us by who, but it will tell us when. and that may very well in all likelihood will explain this mystery. >> the black boxes from flight air france 447 were found in a similar depth of water two years after it crashed into the atlantic ocean. it was up to submersible vehicles to find the critical

evidence that helped solve that mystery. >> there was also this from the news conference in malaysia today. the plane was carrying a load of lithium ion batteries. small batteries for laptops in the cargo hold. these have been known to catch fire. but the ceo of malaysian airlines said today they were in approved packaging. still that announcement will likely fuel the theory that a fire could've occurred mid flight perhaps that is why it ended up down here at the bottom of the earth. guys, back to you. >> tom costello with us on the story for us for the 14th day. thank you very much. >> let's take a turn now to nbc's bill neely in perth, australia where more ships have left this morning to join that search. bill, good morning. >> reporter: yes, good morning, carson. from perth in western australia, the air base for a number of u.s. and australia yan scouring

the ocean 1,400 miles off this coast in the most intensive search ever mounted for a missing plane. we've had one australian air force plane return, another is due here any second. the crew of the first plane could see for six miles. they could not stay over the search area as long as they warrant wanted. they came back. also returning now is a more sophisticated u.s. poseiden surveillance plane. hoping to do what they did yesterday which is to spend about three hours searching in the area at 5,000 feet. if they see anything, they'll dip down to 1,000 feet. yesterday, visibility was very bad. they saw dolphins and tankers, but no debris. so high-tech planes, low-tech as you've heard with crew men with binoculars on the deck of a cargo ship. but this is incredibly difficult search. one australian aviation expert said you could hardly pick a more difficult area. the search will resume tomorrow.

back to you guys in new york. >> bill neely, thank you. with more, let's go over to savannah. >> carson, thanks. bob hager covered aviation for nbc news for 25 years, and greg feith is a former ntsb investigator. good morning to both of you. >> good morning, savannah. >> greg, let me start with you. it's hard to overstate how difficult this search is. if this satellite indeed captured images of wreckage, would you expect there to be other satellite images that perhaps captured more debris? this late date, 14 days in, would you still expect there to be a large debris field somewhere in that vicinity? >> i would, savannah because wreckage tends to cluster. and if it's moving in the same sea state, it shouldn't spread out too much. as far as the resolution on the satellite photo, you have to remember as we talked about over the past week or so, that area of the world isn't covered by the highest tech satellite. so this image while it looks better than the chinese image

may not be of the best quality because the satellite that took that picture wasn't necessary to have the highest definition, if you will. the chinese have said they're going to train a number of satellites that they have plus others are going to try to find some wreckage using some of the higher resolution satellites. we may end up getting better pictures from various sources over the next few days. >> we know, of course, that airline debris, a lot of it does, in fact, float. but one of the australians this morning raised the possibility that these pieces or some of these pieces could've sunk in the meantime. is that a real concern? >> absolutely, savannah. everything, i mean, when you look at clothing and suitcases, seat cushions and everything else as they get water logged, they get heavy. and, of course, they will submerge. now, there is debris that will float below the surface, but not necessarily sink to the bottom of the ocean. and, of course, because of the rough sea state, you can churn it back up, have it, you know,

appear on the surface occasionally and sink again. >> and on that point, i want to turn to bob hager. the oceanographer in "the wall street journal" said it well. said you couldn't have picked a worse place in the world for the plane to have gone down if it had gone down there. the conditions are terrible. >> yeah, i can't remember a place where it's so remote, so difficult to get out. i think it's important to tamp down public expectations here. even the news about these pieces and whether they came from this aircraft, that's going to take some days or even more. and that doesn't lead you very far even if you find the pieces were from the plane. >> i was wondering about that. let's say you find a piece of wreckage, what could it conceivably tell you about what led to this event if anything? >> well, i was trying to think, tom mentioned in his piece the lithium batteries were in the cargo, could there have been fire. if this is a piece of the wing, and it might be, that's about the right size. the wing would be charred if there'd been a big fire. that might tell you that. and could also say if it's in the location that it ran out of

fuel. but that still doesn't get it. you need those black boxes. >> and real quickly on that. the black boxes will ping for 30 days. that assumes their position correctly on the sea floor where you would actually hear that ping. >> oh, yeah. because wherever those boxes went down, they are heavy, it'd be a long way from where the wreckage on the surface is floating. it's going to be hard to find. >> bob hager and greg feith, thank you very much. appreciate it. >> you're welcome. >> carson, back to you. let's go over to al now and get more information on the weather in the search area, al. >> well, carson, the good news is, we're actually seeing better weather, high pressure is right on top of this. this big area of blue. and again, down in the southern hemisphere, the circulation around high is in a counterclockwise direction. and these arrows are winds. there aren't many winds around that area. and as we look at the satellite imagery, you'll actually see that we're going to have better weather moving into that area and it's going to stay that way for at least the next 24 hours and we'll continue to watch

that. again, you can see there, clear skies, lower winds and hopefully the seas are dying down during that time. because, obviously, that's very important as this -- it's nighttime now, but tomorrow morning when daylight happens, they'll have pretty good weather conditions. >> all right, al, thank you. such a challenging search for them. meantime, natalie's here with a big tax scam to tell us about. >> with tax season upon us, the government is warning taxpayers about a big tax scam. people claiming from the irs calling americans demanding money and a lot of folks have been falling for it. nbc's pete williams is in washington with more on this. pete, good morning. >> good morning. in fact, the treasury department inspector general says this is the largest telephone scam of its kind he's ever seen. and so far the government has received 20,000 complaints about it from people who have paid more than $1 million to whoever's behind it. people claiming to be irs agents call taxpayers and say they owe

taxes. and saying unless they pay immediately, and saying it could mean losing a driver's license, a business, or being deported. in some cases, a real-looking irs phone number shows up on the caller i.d. and the caller recites part of the taxpayer's actual social security number. here are some of the warning signs. the irs says it makes first contact with taxpayers by mail not by phone. that's a tip-off. and says it never asks for payments using a prepaid debit card or a wire transfer. now, this scam actually started showing up last fall, but now it has escalated with complaints from nearly every state. natalie? >> it is a very scary thing, indeed. pete williams. thank you. more fallout from russia's annexing ukraine's crimean peninsula. european leaders are expanding the sanctions and russia is answering with some of its own. nbc's chief foreign affairs correspondent andrea mitchell has more. andrea, good morning. >> good morning, natalie. the u.s. hopes to stop russia from going beyond crimea with these new sanctions.

vladimir putin says he won't advance farther into ukraine, his actions speak otherwise. pro-russian masked men with guns stormed this ukrainian ship in crimea's largest port. threw the crew to the deck and raised the russian flag. shots were fired, but no one was hurt. not quiet either on the western front. the russian army continued live fire exercises just over ukraine's eastern border. defended with sandbags and ditches, no match for putin's might. the russian president was lectured by the u.n. chief for grabbing crimea and president obama upped the ante with more sanctions. this time against vladimir putin's closest friends, russia's so-called cronies, the oligarchs. >> russia must know further escalation will only isolate it further from the international community. >> reporter: putin quickly retaliated banning nine american officials from travel to russia. including john boehner, harry reid and john mccain who tweeted, i guess this means my

spring break in siberia is off. gas pump stock is lost and secret bank account in moscow is frozen. and putin knows the u.s. is not prepared to use force to back him down. >> it's in the greatest interests of the united states and europe and russia, as well, to find a way to step down this ladder. >> the fear is that one side or the other will miscalculate setting off a confrontation that quickly spins out of control. natalie? >> andrea mitchell in washington, thank you, andrea. >> you bet. you can expect tough questions when the new general motors ceo testifies before congress next month. house panel investigating the delayed recall of 1.6 million small gm cars because of ignition switch problems that led to at least 12 deaths. gm says the ceo mary barra welcomes the opportunity to testify on april 1st. one day into the ncaa tournament and lots of busted brackets this morning. thursday saw a record four overtime games and a day full of upsets.

dayton knocked out ohio state, harvard beat cincinnati, north dakota state upset oklahoma. and this is only the beginning, folks. and with more on our bracketology, i guess we'll turn to the orange room right now. i think we like to root for the underdog, tamron, but we all want to be winners. >> in fact, these are the teams our viewers have picked. we'll take it all, but you mentioned that game between dayton and ohio state, a huge upset. look at this, #thankyoudayton tweeted 68,000 times following that game. pretty incredible there. and if you're wondering about the $1 billion bracket thing backed by warren buffett. 83% of the folks who entered that challenge have been eliminated following the game of dayton versus ohio state. and a full day of march madness, 95% of the people in the challenge eliminated. here's a picture to share with you. this is the aftermath.

china's first lady, madame pang. a celebrated folk singer and fashion icon at home. it's a highly anticipated visit to a country whose relationship with the u.s. is complicated at best. >> the message of this trip is really that the relationship between the united states and china isn't just between leaders, it's also between people. >> reporter: accompanying the first lady, the first daughters and their grandmother. three generations. the subtle gesture to the importance of family in traditional chinese culture. the obama girls who have traveled to the uk, botswana and south africa may take particular interest in this trip. especially 12-year-old sasha who took mandarin classes and even tried out a few words on china's past president during a state visit. on tap, three stops, first, beijing touring the great wall in the forbidden city, then a trip to xian, finally chengdu and the famed pandas. the white house insists this week long visit is designed to emphasize cultural ties and education, intentionally steering clear of controversial topics that past first ladies including hillary clinton

mmmm! mmmm! mmmm! wow! it's the oats. honey. yeah. honey bunches of oats. a very good friday morning to you. firefighters say they managed to knock down a fast-moving fire burning next to a willow glen church. flames broke out in an office building near the back of the church of god before 5:30 this morning. that's near the corner of minnesota and curtis avenue not far from downtown willow glen. crews kept the flames from spreading to the church and no one was hurt. >> state wildlife officials say the city of san jose violated pollution laws and should have to pay. according to the "mercury news" the state department of fish and wildlife filed a complaint against the city claiming it did not clean up homeless creeks well enough. san jose says it's doing what it can with limited resources. >> crews had to use a $1 million

an alarming breach. the new one world trade center in the final stages of construction, it's expected to be one of the safest places to visit. so that raises the question, how on earth did a teenager make it to the top of the building over the weekend? anne thompson's got more on this story. good morning. >> reporter: good morning, savannah. it's unbelievable. but heads are already rolling over this incident. and now authorities are going through that 16-year-old's camera trying to determine why he wanted to climb up the skyscraper that's still under construction. one world trade center is the tallest building with a spectacular view that's expected to draw millions when it opens. but this new jersey teenager couldn't wait. 16-year-old justin got to the top early sunday morning doing what many thought was impossible. >> especially after 9/11, this area's been like a fortress. i don't know how he got up there, but i don't know. >> reporter: port authority

police say the teenager snuck into the construction site around 4:00 a.m. going through a one-foot wide hole in the fence. he climbed up a scaffold to the sixth floor, rode the elevator to the 88th, then walked up a scare case to the 104th. he moved past the security guard described by the port authority as inattentive. the teen was arrested. at the former site of terror, the news unnerving new yorkers even the new mayor. >> obviously it's shocking and troubling and i don't know how it possibly could've happened. >> matt showed us the breathtaking vista last may. >> if you don't like ladders, you can't come here. >> as workers put the spire on top bringing it to its height of 1,776 feet. he appears to have no fear. his twitter feed shows him up on a crane and hanging from a beam. friends say he's a fan of a

training regimen of leaps and flips that can turn any location into an obstacle course. patrick flores says he believes his intent was simply to get to the top. >> he likes the adrenaline. who doesn't like adrenaline? now he's in trouble facing a criminal misdemeanor charge that could land him in jail for 90 days. after an escapade that stunned security experts. how big a security breach is this? >> i think this is very serious. this is a 16-year-old child can penetrate a supposedly secure facility. it's a real big breach. >> now, there are also consequences for the security operations that inattentive security guard on the 104th floor has been fired. and the security firm and the port authority are both taking a thorough look at how they protect that site. now, we've reached out to the attorney to get their accounts of what happened. but they declined to comment. it is a bizarre story. savannah and carson?

a very good friday morning to you. 7:56. i'm laura garcia-cannon. the recent 4.4 earthquake in southern california renewing old fears in the south bay. anderson dam is not seismically safe and would only take 6.6 quake to make it crumble f. that happens a wall of water from the reservoir would cover morgan hill and much of silicon valley. state and federal officials say the dam has to be repaired by 2018 but to do that the water district would have to drain the reservoir. they think they would be able to safe about half of the water in there. about 7 billion gallons would go to waste. crews would have to start work by the end of the year. a lot of people worried because of the drought agency well but some rain in the forecast, not this weekend. >> we're looking at low clouds outside. not really the type of clouds we

doing wrong when it comes to shampooing and conditioning our hair and show us the right way to do it. >> most women are making the wrong choices when they're shampooing their hair. make sure you actually start at the scalp. apply 1/4 inch of shampoo as i've done in my hands. you want to apply it to the scalp starting at the temples working up to the top of the head, then to the nape, back down and repeat if you need to. ladies, make sure that you do not put shampoo on your hair. only shampoo your scalp if you have to shampoo every single day. and watch this. this is how it's done. you want to shampoo the scalp from the temples up to the top of the head, then all the way back to the nape, then back up and back down again. again, keep it off of the ends of your hair. because the ends of your hairdo not need the shampoo. what's really, really important is to make sure you concentrate the shampoo at the scalp. and if you decide you're going to condition your hair, do it

opposite. so condition from your ends of your hair and work your way up. most women tend to talk about if their hair gets oily and greasy, it's because their hair actually is -- their scalp is actually greasy. not their hair. always concentrate on shampooing the scalp and not the hair. >> shampoo -- shampoo the scalp, condition the hair. >> exactly. >> got it. don't do the big lather thing like the shampoo commercial. >> when you have it piled up on top of your head. but at the same time, what's happening is that shampoo is kind of detergent. it's going to dry out your hair. your hair does not need to be shampooed every single day. >> thank you so much. now, the right and wrong way to do blush and eyeliner, jen is here, alex is going to help us out. how are we putting eyeliner on wrong? >> the mistake most people make. first off, they try to do one line in one shot. and the other mistake is placement. either too high above the lashes or too low under the lashes. and that gives you that scarey look. >> can you show us on alex?

you've got a few kinds. >> there's so many different kinds. i like a liquid liner. i think it's easy. especially when it's a short, stubby liner. you'll see alex will demo with this one. you can hold it horizontally close to your face. you can rest your face. >> a thin end. >> a thin point. and you're going to start from the inner corner on the lower lash line. that's what helps you with placement for the top. kind of gives you a border. >> kind of putting it on the inside of her eye, almost. >> you almost want to put it on the root of your lashes. i feel like your lashes should move as you're applying. you know you're getting it on the root. start on the inner corner, go about half way, then give yourself a moment, then go to the outer corner of the bottom lash line. >> okay. >> then you see the top next and work your way in. >> say start on the inner corner for the top? >> and go half way to just right above your pupil. >> yeah. >> then she'll start from the outside and work in. and the reason you do it that way because the skin will start to pull. if you do one line, your skin is

going to start to wrinkle underneath the liner. that gives you that -- >> start with the inner eye, outer eye and finish in the middle. >> meet in the middle. and again, right on the lash root. use the lashes. >> 30 seconds for blush. >> so placement. people put blush in the wrong place. that's what makes you look crazy. the right way is to find the apple of your cheek. make a big smile so it sticks out. and this is a cream. i love cream blush. dab it on the apple and work your way up a little bit to get extra color to lift the face. the reason you start on the apple, it's going to give you the most color there and the leftover works up your cheek. >> would you do powder on top of it? or before? i get the order wrong. >> well, i sometimes like to put it on after to get a good lit from within glow. also if you put on too much, you can put moisturizer over it. your cheek tends to be a little

like tax time, of course. but most people will not see significant changes from the tax laws in terms of taxes. it's the high-end earners that are going to get hit harder. >> let's break it down into categories and give tax advice. starting with recently married. do you file separately or jointly? >> well, you need to do it both ways to see what's the best savings for you. but generally, working couple, it's a greater savings if you filing married jointly. itemizing your deductions. a lot of single people take the standard deduction. you want to see if you can itemize. >> all right. let's keep it moving. parenting. parents are preoccupied, maybe new babies, give us idea and tax breaks they can do if you're new parents. >> you get a personal exemption, $3,900, and then there's credits you want to look at, as well, the child tax credit, $1,000 for your child 16 or under. there are some phaseouts depending on your income. but that's one to look at. dependent care credit, also something to look at if you paid for day care or for at home care or even summer day camp while you're working, you need someone

to care for your kids. think about that. >> good to know. what about longer term, thinking about your kid in college, what should you know about that? >> that's where the american opportunity credit comes in. you want to look at that as an opportunity credit of about $2,500 you could qualify for the first four years. there are other ones, lifetime learning credit, there's a division and fee deduction. but this is often the american opportunity credit, the one that a lot of parents want to go for first. >> good to know for new parents. and finally, retirement, walk us through retirement, tax breaks. just for people who are leading into their retirement. >> well, the first thing to remember is april 15th is the deadline. but there's still time to put money in a traditional i.r.a. use that catch-up contribution, put in $6,500. everyone else it's $5,500. you may want to roll over some of your money into a roth i.r.a. you take that money out in retirement tax free. and for seniors, very important to think about the health care expenses that you've

accumulated. you still get to use that lower threshold of 7.5% of your adjusted gross income in terms of deducting the medical expenses. everyone else, it's gone up 10%. >> we asked our viewers to write in. tamron, what do you got for us? >> couple of questions. the first one from jodi. she says my husband is laid off, so we took an i.r.a. withdrawal. can we claim it as a hardship withdrawal? >> well, actually, in terms of the ira tax rules, there's no such thing as a hardship withdrawal. and any money you take out of a traditional i.r.a., unfortunately, you've got to pay taxes on that money. that's taxable income. so you're going to have to pay a penalty if you took it out early, probably. there are just a few exceptions to that. and then you're going to have to pay taxes on that money that you've taken out of that traditional i.r.a. >> good stuff. one more from tamron in the o.r. >> this one from carey. my husband has w-2s from 17 different states.

we're back now at 8:52. last fall, we partnered with reiters for a series of stories where parents go on the internet and search for strangers to take their unwanted adoptive children. many from overseas. >> this story disturbed a lot of people. there's little government regulation of it. our reports received so much reaction, we kept digging. and kate snow is back with an update. and i'm happy to say good news, too. >> good news, carson and savannah. so many people wondered how to stop this underground online world. so in a moment, we're going to talk about a program working to support parents. but first, a reminder of what we're talking about. reiters cataloged 5,000 posts on message boards and went looking for the one girl who was advertised more than any other.

>> she's too much for us. >> reporter: last fall, reiters reporter megan tooey showed online messages, people agreeing to hand over children at truck stops or diners. >> this is a family that sent their adoptive daughter to three other families and they're back here at the group seeking out a fourth. >> this is the face behind those messages. nita was adopted from haiti by a idaho family, but after a tough first year, her parents went looking online for someone to take nita in. >> they could have been murderers or like killers, you don't know those people. and i could have been dead. >> reporter: she was shipped between four different families over two years. she says in this home, she was physically and verbally abused and that other children told her they were being sexually abused by the father. and when she confided in an adult, she was put on a plane again. that father is awaiting trial and has pled not guilty.

each time she was passed on, the pain grew deeper. >> i just felt alone and unworthy, unloved. like i hated myself. >> no one in the adoption world wants a child to feel that way. many told us the real issue was a lack of support for parents who bring a child home from overseas and then struggle. >> i don't want them to be feeling there's no one out there that can help them. >> reporter: dr. mary stat says it doesn't have to be that way. she founded cincinnati children's international adoption center to give adoptive parents like shelly and john a safety net. braeden and kyle were adopted from guatemala and russia. >> what do you think -- >> reporter: therapists work with parents before, during and after an adoption when behavioral issues may surface unexpectedly. >> they may not be really loving that child at that point. and we really want them to understand that is pretty normal. >> you're telling them it's okay
