breaking news. police have blocked off a major intersection in fremont after a deadly crash, now it's a crime scene. christie smith talked to investigators. she'll have an update. >> crews waiting for the sun to rise in the search for survivors of that massive mudslide in washington. how the bay area is lending a hand in that disaster. good morning. thank you for joining us. i'm scott mcgrew. >> and i'm laura garcia-cannon. we're going to get to those in a moment. first taking a live look at san francisco this morning where rain will arrive in a few hours. our first rain in more than three weeks. the rest of the bay area will see rain later today. let's check in with meteorologist christina loren. she's got the details. >> you know we're getting into this pattern that's going to continue with us all the way through this upcoming weekend. so make sure you've got the umbrella ready and the kids have their rain gear ready. good morning to you. i want to show you the front now giving perspective as to when

you'll need to use that umbrella. we stop that clock at 8:26 in winsor, showers starting to move in. most of the bay area at least to the south of the golden gate bridge we're going to hold off on showers until about 11:00 a.m. i'll track them coming up in a few minutes. right now back to you. thank you much. we continue breaking news in fremont. a deadly crash shutting down a major intersection for the morning commute. a motorcyclist struck and killed at the intersection of decoto road and fremont boulevard early this morning. we'll check in with mike in a minute. let's go live to christie smith. police have really blocked off that area. >> reporter: they have. and you know, when you look at the scene you can really see why. this is a horrible wreck with a large debris field. i want to see if steve can pan down to the ground so you can see all of the debris. we have one person dead, adult male on a motorcycle. another young man in custody believed to be under the

influence of alcohol, according to police. what they are telling us that it was a quick thinking taco bell employee that let them know that a person in the drive through was acting belligerent after 1:00 this morning. police showed up, say they tried to stop that driver who was in a mini cooper overnight, they eventually saw that driver and they say that he slammed into a pole on fremont boulevard, that driver got out and ran, the car actually caught on fire. that driver was arrested. then what they tell us is that a passerby waved officers down and told them there was a victim laying in the road, here's what police told us. >> the initial officer who arrived had not seen that, and so they turned around and begin to investigate this body and in fact they did realize that we had a person on the side of the road. >> reporter: the man arrested according to fremont police is 23-year-old alexander yon out of

emeryville. he was taken into custody overnight. and again, this is just there is a lot of debris on the road here in the intersection. a number of police officers have the whole thing roped off. we asked how long is this investigation going to take, how long is this intersection going to be closed? they tell us 9:00 a.m. now at the earliest. certainly you're going to want more ways to get around this and for more on that i'll turn it over to mike. >> thank you for that because 6:00 a.m., that wasn't such a big deal as far as traffic. but 9:00 will be a problem, folks getting to school and the freeway, and to the dumbarton express. we'll show you the map. my map is similar to the one we showed you, decoto at fremont. i want you to notice off the bottom 84 t dumbarton bridge turns into decoto. before you get to the intersection you are closed off. that's where the nursery s. you can't access it, or the opposite direction off fremont boulevard or off of paseo padre. pak paseo padre around to exit

the freeway or over to highway 84 and get you close to that dumbarton bridge on ramp. folks taking the dumbarton express, you have to find a reroute through the surface streets to get to your parking lot. we'll track this coming up. >> thanks so much. we also have other breaking news this morning. two people shot to death aboard the "uss mahan" overnight. forcing the largest naval base to go into lockdown. investigators say a civilian shot and killed a sailor and then the civilian was killed by security forces at naval station norfolk a. spokesperson would not release the circumstances but said the scene is secure and they are not looking for additional suspects. the lockdown now has been lifted. it's unhere whether the civilian had permission to be aboard the ship or where he got the gun. >> this morning police in palo alto are looking for at least two people who broke into a woman's home and managed to get away before a s.w.a.t. team got

inside. the s.w.a.t. team thought it had the men holed up in the home for several hours. bob redell joins us live in palo alto this morning. bob, police have left the neighborhood but the burglar still on the loose? >> reporter: police have suspended their active search for these two burglars, these two suspects. but they do have images of these individuals that could ultimately lead to their arrest. that was police last night ordering the suspects to come out of the home on ames avenue. but after several hours s.w.a.t. eventually made entry to discover the suspects were not inside. it turns out they had escaped before the first officer ever arrived. to give you background this started around 6:30, a mother was returning to the home from errands with her baby and another adult relative, she noticed that a back door had been forced open. while on the phone with 911 she

heard a door slam in her home, she turned to a 21st century technology to confirm that yes, her house had been burglarized. >> she then used her smart phone to check her video surveillance system in her home, and was able to see what she thought were two individuals whom she did not recognize inside her home. >> reporter: that shows two strangers in a bedroom, then the video cuts out as one of the suspects cut the power to her in-home system. police initially thought that this video they were watching was a live feed hence the call to s.w.a.t. and the standoff. it wasn't until later they realized the video was a recording of what happened, not a live feed. after the standoff police did search for the suspects in the area before calling off the search just before midnight. reporting live in palo alto, bob redell, "today in the bay." >> san francisco's police chief will hold a community meeting to

talk about a recent deadly police shooting. people gathered at a park last night to remember the officer shot and killed friday night by police responding to reports of a man in the area with a weapon. police say nieto pointed that at them and officers then opened fire, friends say he was carrying a taser because he works os a security guard. the meeting will be at 6:00 at the leonard flynn elementary school. >> we continue to follow a developing story, crews waiting until the sun comes up to resume the search for survivors after a massive mudslide in washington. 14 people have died and almost 180 people still listed as missing. the slide smashed a small community north of seattle saturday morning. today, volunteers are headed to the area to help. peggy bunker joins us with that side of the story. good morning. >> good morning. imagine the desperation the residents of this small

washington town of oso are feeling. searchers cannot work fast enough to dig through the miles worth of mud that is settling in like cement. eight bodies were found on monday. bringing the death toll to 14. over 176 are reported missing, families have nothing else to do but continue looking. >> i want to know where my husband is. you know. i just need to know. >> 30 homes were leveled and despite dozens of rescue teams working 24/7, it's dangerous for them as well. the mud is quick sand-like, very unstable. the other complication is just the size of the mudslide. >> it's about a mile long, probably 1,000 feet wide, you know, probably an estimate of 15 million cubep yards ever

material. >> the sheriff's office says the number of those killed will likely go up after emergency management officials express doubt that any one else would be found alive. they stated that of the 176 reported missing some of the names on the missing list could be repeats so they hope that missing list number will dwindle. the piece of earth that moved, 1500 feet wide, 600 feet tall, we're learning it registered twice on the seismograph. it should be noted from start to finish the slide lasted an entire hour so. a huge amount of damage, very devastating situation for the town of oso. >> thank you. back at home t santa clara water district will give us a better idea on the water supply. earlier this month the district decided to impose mandatory 20% water cutbacks. it's going to soon tell farmers and golf course and people in kurl parts of the district to stop accessing creek water.

the meeting at 6:00 at district headquarters. >> time to check in with meteorologist christina loren. a look at the forecast for us. >> and it's a good one. it's a good one. when we can bring you rain showers in a drought i'm going to say that's a pretty good thing. good morning. temperatures right now are pretty mild. we have mostly cloudy conditions to start you off on a tuesday. by the way it's a traffic tuesday, we're going to check on that in a moment. you'll see right now the front is draped over northern california, north of the bay area. it's going to take time working into the santa rosa area. we expect between 8 and 10, then the showers will steadily move to the south. all day long. we head throughout day we could have maybe a quarter inch. look at this, by tomorrow we're starting to get bouts of heavier rainfall. you can see it here signified by the yellow. we have more rain on the way, then even more as we head throughout your thursday, friday, saturday. and here's the deal, today we have enough instability.

black box runs out. a device should arrive in australia tomorrow. china wants malaysia to release the satellite data supposedly showing that the flight ended in the southern part of the indian ocean. that's the same area where several satellites did spot large pieces of debris floating over the last couple of days. the feds will launch a new program to teach people about on line predators. immigration and customs enforcement will send agents to schools and community centers to talk to teens and parents about online safety. the talks will encourage kids to turn to police if they run into trouble on line. it's a joint effort. >> investors hope that markets will rebound later this week as they prepare for a string of

ipos. good morning, bertha. >> good morning, scott. we've got the futures pointing to higher open once again but stocks closed lower for the second day on monday though the markets did close off of the lows of the day. the nasdaq at a five-week low with biostocks getting slammed. bioteches have been the biggest gainers, seems investors couldn't get enough. today data on home sales and consumer confidence. the nasdaq got crushed, 50 points, to 4226. speaking of crushing, the maker of the popular mobile game video candy crush is expected to price its ipos tonight. the offering could value the company at more than $7 billion. analysts are wary that king could be a one trick pony. it does rely heavily on candy crush for sales but when you

precipitation that dissipates because our air mass is dry. look at this, you can see this line of showers, this is starting to develop as it starts to get more moisture from the system of low pressure moving in think we're going to see our first showers along the peninsula by about 9:00, 10:00 a.m. the rainfall totals i'm going more aggressively than some of the models but they sure have been coming up. that's great news. 47 in the south bay, 50 degrees to kick off the day along the peninsula. look at the difference between yesterday's highs and today's. yesterday was so warm. we hit the upper 70s. today we're going to trade those in for the mid-60s with rain and maybe a little lightning. i wanted to show you the temperature trend. this is stanford. it's going to be nice. a little below average, 62 today down to 60 tomorrow and 65 by thursday with on and off

showers, a break for friday as high pressure starts to build in. more rain on the heels as we head into this weekend on the first two systems that come through. just the first two system, this is not including what we expect over the weekend. three inches possible, especially in the higher elevations in the north bay. 2 to 3 inches in the north bay hills. and we expect about a half inch to an inch of rain where we always get that rain shadow. this is good news. look at this. let me show you a preview of what we can expect in tahoe just from the first two systems looking really good especially in the higher elevations. a foot and then the weather game changer comes in. we head into the weekend. that could provide maybe three feet of snow. so yeah, stick around we'll take you through the forecast. let's say good morning. traffic tuesday, mike. >> it is. we expect the heavier volume to kick in around the bay, so far we're looking standard. this is not a problem as far as

freeway flow. an issue off one of the bridges through the morning. confirmation that they expect this intersection fremont boulevard at decoto road to be closed until about 9:00 a.m. that's school traffic and a lot of commuters and the bulk of the traffic heading to and from 880 and the dumbarton bridge. this is just highway 84 turns to decoto road. we have this crash, christie smith will give us details on that. i'll tell you this revout going to cause surface streets to be crowded. down here to thornton and get on the dumbarton bridge. this will affect the dumbarton express. keep that in mind heading across the bay will be an issue before you get on the bus in fact. we see a smooth flow, you can get off at paseo padre or thornton. before you get to 880.

approaching the bay bridge, an even drive. up off the richmond/san rafael bridge, you're at speed as well. we're looking at the san rafael area, southbound 101, a light volume and 101 on the peninsula, no delays here or in the south bay. back to you. >> thanks so much, mike. it is 5:21. city of santa clara denying reports that youth soccer leagues will be kicked off the field next to the levi stadium. the city says reports the 49ers are trying to take over the youth soccer park to build more stadium parking are false and people will have access to the three fields even on 49ers games days. last week members of the league said 49ers owner jed york went back on a frooms build several new soccer fields in the area. the city council will take up the plan to transfer 2 million to the parks and rec department. >> it's 5:21.

5:24. arnold schwarzenegger stopped by "the tonight show" last night talked to jimmy fallon about the old austrian tank he owns. he paid $20,000 for the tank he used to drive when it was part of the austrian army as a teen. he says it's the same tank that got him into a lot of trouble when he was about 18 years old. >> we decided, my friend who had the tank and the more modernized tank i said let's see who is faster down this hill. so we took off. and we drove down this hill like at least 40 miles an hour.

>> reporter: good morning to you. this is really a horrible accident the more we learn and there is debris all over the road. i'm going to step aside and you can see what's there. it's hard to see the car that was involved in this deadly wreck but it's in the distance there. what police tell us they arrested the driver in a mini cooper they believe he was under the influence when he slammed into a motorcyclist, hitting and killing the man. fremont police say that the driver did not stop overnight but kept going through decoto road and fremont boulevard, the intersection here, slammed into a pole t car caught fire and the driver got out and took off on foot. police followed him. they arrested him but say it was actually a quick thinking taco bell employee who first noticed that something was wrong before the wreck when the driver in the mini cooper, he says, was acting belligerent and strange in the

drive-through and took off in the car. that's when police started looking for the car, a mini cooper. they located the driver but at that point the damage was done. >> there is motorcycle debris all over. it's a horrific scene. fire, medical personnel arrived. they did pronounce the individual deceased. he appears to be an adult male and our suspect is a 23-year-old emeryville resident. >> reporter: a pass ear by told police that the victim was laying on the road. that's when police found the man on the motorcycle. again deceased. we're told that the coroner is on the way. the man arrested, alexander yaun. earlier they were saying at least 9:00 a.m. until the intersection here at fremont and decoto opened up. now they are shaking their head saying it will probably be much later. you would want to avoid this

area while the investigation continues. reporting live in fremont, christie smith. back to you. >> so much debris. must have been a powerful crash. we're looking after 9:00 a.m. and that is a very busy intersection. i want to check with mike for a look how to get around this. >> i live in fremont and this is a major intersection off of 880 and highway 84. let me show what you we're talking about on our maps. the rest of the bay, a heavier volume starting for the tri-valley. in fremont closure of fremont and decoto, the sensors off from the left 84 across the dumbarton bridge. you can take paseo padre. that is getting you out of the area. to the south will take you around. from that side not so much of a problem as surface street traffic some heading to get

parking for the dumbarton express on the bus across the bridge, you'll be held up by at least a couple of blocks of reroutes and that will be a problem. not easy access there. we talked about the rest of the bay looking smooth out of the tri-valley. back to you. >> take a look at this video a. car and a cab crashing into a fire hydrant. look at that water six stories in the area. the cab hit the hydrant after it was hit by another car. this happened about 1:00 this morning near the intersection of hydes and o'farrell streets. nobody was injured. >> the san mateo sheriff's department investigating a deadly shooting. deputies were called to the trailer park in redwood city. it's across from fair oaks elementary. when they arrived they found a person unresponsive with at least one gunshot wound. >> new developments in

washington state. the search picks back up this morning for possible survivors of that deadly mudslide. 18 southern california will head up to the area to offer their help in the bay area red cross sending its own people to help as well. peggy is in the newsroom with details. good morning. >> good morning. terrible situation there in washington state. now governor brown has deployed 18 search and rescue specialists from five california-based task forces to help with that search. stating that the highly skilled responders might be able to provide assistance that they need but considering that mud slide hit on saturday it is getting harter to hold out hope. eight were found on monday bringing the death toll to 13. over 176 are still reported missing. families have nothing teels do but continue searching. a brief moment of joy when a

woman's dog was pulled from the rubble, lots of cuts and very cold but alive. the woman who lived in the home with the dog, she is still missing. 30 homes were leveled and despite dozens of rescue teams that are working 24/7 to help it's dangerous for them as well. the smud very unstable. some of the seasoned teams have had to turn back at times. the other complication is the size of the slide. >> it's about a mile long probably 1,000 feet wide. probably an timt of 15,000 cubic yards. >> the number of those killed will likely go up after emergency management officials express doubt anybody else would be pulled out alive. about 176 people on the missing list, some could be duplicates so hope that the numbers will be smaller. that chocolate lab, buddy, he provided a lot of hope and

clear and the clouds increase. count on your first showers in santa rosa by about 9:30. we are going to end up in the low 60s so not too cold. no 50s as highs but quite a difference from where we ended up yesterday. temperatures today 60 degrees in san francisco, 64 degrees in the south bay. take you through your change you are headed outdoors, this is what you can expect as we head into the day. a little shower activity after about 9:00 a.m. temperatures comfortable as well. then you'll notice the winds picking up, a windchill factor. mostly dry for your morning commute. take you into this afternoon. showers spread to the south by mid morning. much activity here until about 11:00 a.m. then showers will continue into your evening. overall temperatures comfortable, 64 in the peninsula, south bay 64, and periods of rain in san francisco.

a closer look at the rain shower timing on the futurecast coming up in my next report. right now it's traffic tuesday. yeah, we have a couple of issues. >> we're going to take you to the bay bridge, yeah, we have a backup starting for the cash lanes off of the berkeley curve. those tour the right. we're talking about a heavier volume, that's why we call it traffic tuesday, and there is a smoother flow approaching. there is the backup. we show you the approach. the maps show you the quadrant around the bay bridge, the maze, the east shore, all of those are moving relatively smoothly. the volume heavier than the rest of the day. a smoother flow north of there, north of the san mateo bridge and toward bay bridge with north 880 and north 101 on either side of the bay. slower out of livermore, westbound 580 to the dublin interchange and then fremont we have the closure for decoto and fremont, that will go on for much of the morning. we'll talk more about that.

in just over an hour the u.s. supreme court will convene to hear two cases challenging the country's health law. at issue, whether for profit companies can be required to provide free contraceptives the if it violates the owner's religious beliefs. tracie potts with a look at the arguments. good morning. >> reporter: good morning. in the key here is for profit companies. we're not talking about nonprofits, churches, they are exempted by the obama

administration. but if you have a company with 50 or more employees the affordable care act requires you to provide certain health services in your insurance, certain women services including free birth control. these companies owned by religious families and they put that into practice in their companies like hobby lobby out of oklahoma, the companies are arguing that it violates their religious beliefs to be forced essentially they argue, to provide certain types of contraceptives. on the other side the government says it has a compelling interest to make sure that women who work at those companies have the same free health care as everyone else under the affordable care act. so those are the arguments we expect the court to hear, they have 90 minutes of argument. many people who spent the night on the sidewalk to get in have gone in. you may hear some of the demonstrations down behind me. a lot of people very, very interested in this case. >> a lot of people paying attention. thanks a lot.

the supreme court ruling will affect employees here in the bay area. hobby lobby has locations in morgan hill and antioch, it plans to open another location in dublin next month and one in concord in may. >> in the meantime, santa clara university was the center of debate over the contraception and health benefits earlier this year. last month the university upheld a decision by the school president to take away an employee's right to elective abortion health care coverage. they say the decision keeps with the university's catholic and jesuit mission and identity. the change takes effect in january. >> an update to breaking news. investigators say the civilian who managed to get in the world's largest naval base on a docked navy destroyer wrestled a gun from a guard and shot a sailor. the civilian boarded at naval station norfolk last night, shot the sailor before he was gunned down by security forces.

the base was briefly locked down but that has been lifted. a spokesperson did not release the circumstances of that shooting. to get on base civilians have to be escorted or have a pass, officials are still trying to figure out how that man got on base. >> palo alto police looking for at least two burglars following a 6-hour standoff. the s.w.a.t. team thought it had the men in a home on ames avenue near ross road. bob redell live in palo alto. bob, the homeowner was able to watch the burglary on her smart phone. tell us about that. >> reporter: she was, and because they captured images of the two suspects police probably have a good chance ever ultimately finding these two individuals and making an arrest. that was police last night ordering the suspects to come out of the home, after several

hours made entry to discover that the suspects were not inside. they had escaped before the first palo alto police officer ever arrived. this all started around 6:30 last night. this mother returning home from errands, she had her baby and another adult relative with her. she noticed that the back door had been forced open. on the phone with 911 she then heard a door slam in her home. that's when she turned to technology to confirm that yes, her house had been burglarized. >> she then used her smart phone to check her video surveillance system inside her home, and was able to see what she thought were two individuals whom she did not recognize in her home. >> reporter: police tell us that the video shows two strangers in one of the bedrooms in the house, the video then cuts out as one of the suspects cuts power to the in-home surveillance system. police initially thought this video was a live feed, that's

we're going to lose 10 to 15 degrees of the warmth throughout the day so. 60 degrees in san francisco, north bay at 64, 64 degrees in the south bay and the peninsula looking good. i want to show you the next five days. just to put things in perspective. you want to keep that umbrella handy through friday. a little bit of a break, late friday into saturday, then saturday night we tap into the atmospheric river that could bring about several inches of additional rainfall on top what if we're expecting. we're talking totals. let's check your drive. >> we're talking the bay bridge now for my first report. here the bay bridge cash lanes, this is traffic tuesday because tuesday we see the most traffic. clever like that. off the berkeley curve, a smooth drive to the straight away, then things slow. a build out of the maze, not a problem as far as the speeds are concerned for 580 or northbound 880. it's where they all intersect and merge. looking at the rest of the bay, a pretty smooth drive.

over the discovery of radioactive items under ground. catherine happens to be the president and founder of the treasure island health network and has been pushing the navy to clean up the island for years but she says she is a little leary about this latest offer to test. >> will any of our citizens, any of our residents be allowed to follow them through their own homes? will we receive all of the data in a timely fashion? is this threshold for radioactive exposure actually the threshold it should be? >> the u.s. navy says there are no known health hazards on the island though if you walk around you'll see some of the radioactive signs. did it decide to do the testing to ease the concern of people living on the island. several cal train employees have to go through additional training after they left a passenger on a train at the end of the line.

jessica says she fell asleep on a late train. when she woke up it was 12:30 in the morning and she was in an empty train at the maintenance yard. her cell phone battery was drained. >> i felt very stuck. my options weren't looking very good. that was the first time i really felt like panic, very panicked. >> but she maintained her cool, ran to the front of the train and radioed for help. three caltrain workers helped her get out. a caltrain spokesperson says it's standard protocol to make sure the trains are cleared before they are locked up for the night. >> i've fallen asleep on a few trains, not that long though. google getting ready to add a little style to its glass.
