good morning. i'm kris sanchez. coming up on "today in the bay" the health care deadline is looming. how you can get an extension before tomorrow night's cutoff. plus new concerns about friday night's earthquake in l.a. experts now say that fault that led to this may be more dangerous than the san andreas fault. and the much-needed spring showers continue in the bay area. this is a live look at san jose and all the clouds that are stormy overhead. we'll talk about your morning commute coming up. this is "today in the bay." and now this is a live look at oakland also waking up just a

bit gray this morning, but will those clouds mean more rain? rain that we definitely need. thank you for joining us. i'm kris sanchez along with meteorologist anthony slaughter, who's kind of squeegeeing things down in the weather department. >> i'm trying off the weather center. we've got all this rain we've seen the past 24 to 48 hours. on friday some of the north bay communities saw this rain. richmond, an inch and a quarter. even mill valley just near that. orinda an inch. downtown san francisco about three-quarters of an inch. and in san jose even though it was pouring all day yesterday just about a quarter of an inch fell officially. yes, we got some much-needed rain but the unfortunate thing, it didn't do much in san jose for that all important water year. since july 1st we've only picked up about five inches of rain of the last week our deficit was 9

inches so we are shrinking that deficit slowly but surely but still have 8 inches to go before july 1st. we don't have a whole lot of rain but a few isolated showers. again, this is what we're looking at through the day today. mostly if you're in the westward facing foot hills, that's where you'll see the best chance for showers today. otherwise i think we'll find a good mix of sun and clouds through most of the day. if we do see a shower i think it will be very brief. you can see our sunrise in san francisco really gorgeous this morning. by this afternoon we'll clear out. again, a mix of sun an clouds and temperatures a tad bit warmer, out of the 50s and into the 60s. we do have more showers in the forecast. today we'll see that mix of sun and clouds but tomorrow that rain pushes back in the region. tuesday we have a chance for strong storms. we'll detail that coming up in a little bit. >> it certainly felt like more than a quarter of an inch. while we were getting rain here

in the bay area, a tornado touched down in chico. chico is about 2 huh miles north of san jose. these are photos taken by interstate 5 by a forker for the national weather service. two tornado warnings were issued yesterday evening. one around 5:30 and then another around 7:45. that one was right before that tornado touched down near chico municipal airport. there is no reports of injuries or damage but a lot of people feeling service. all across the bay area cleanup is under way because of this weekend's storm. a number of trees came down and in san francisco crews had to work for hours on hartford. that tree fell onto a garage. >> everybody was running up the street. i heard a lot of hissing and they wouldn't let us come down.

it was pretty intense. >> neighbors were evacuated but just about an hour before crews ar able to cap that leak. crews also repaired power lines brought down by a huge branch of a eucalyptus tree. the weather may have played a role in a crash that sent a car right into an east bay house. that accident happened yesterday morning. when police got to the scene they found an overturned honda that slammed into the front stairs of the house. the homeowner was home at the time. he said when he heard screeching tires, he knew exactly what happened. >> people come speeding through this corner. usually it's rain or something. and they crash. they crash in the front of my house at least three times. >> oh, my, three teams. the driver had no visible injuries but was airlifted to a nearby hospital as a safety

precauti precaution. police have not said whether they believe weather, alcohol or drugs were a factor. newly released security video shows the exact moment that magnitude 5.1 earthquake rattled southern california friday night. this is video from an ice cream shop in the city of brea. customers quickly took cover but thankfully no injuries were reported. the area has since experienced more than 100 aftershocks since that, the largest being a mag a -- magnitude 4.1. the "l.a. times" reports that the fault is so dangerous because it runs through the suburbs of orange county, under downtown los angeles all the way into hollywood. a 7.5 quake could force three-quarters of a million

people from their homes. work continues at the site of that massive landslide in rural washington that buried 46 homes. at 10:37 yesterday morning, search crews paused for a moment of silence marking the one-week anniversary. the task of combing through debris for bodies of the victims could go on for months. as of this morning, 30 people are still listed as missing which is down from about 9024 hours ago. the search is now taking a toll on everyone involved. >> you're in awe. you can't wrap your mind around it. >> these individuals come in up to waist deep in mud they have been going through. they have seen things that people shouldn't have to see. >> i miss my granddaughter. i love them so much. >> crews have not pulled anyone alive from the rubble since the day it hit. the searchers say they're committed to finding anyone who might still have some small

chance of being alive and they are just as committed, they say, to bringing families peace by finding their loved one's body. new this morning, relatives of the chinese passengers on board missing flight 370 are now in malaysia looking for answers from the government about what happened to that plane. they met with the media yesterday and said they want proof of the crash, truth about the missing plane and they want their relatives. meanwhile the search continues for the missing plane and the black box will only continue pinging, sending out noise, for about another week. according to australian authorities, ten international military aircraft, including some from the u.s., are searching the southern indian ocean for a trace of the jetliner. eight ships will also join that search. australia's prime minister today confirmed that two ships retrieved objects from the ocean. >> we haven't yet been able to ascertain what those objects

are, but nevertheless for the first time yesterday objects have been recovered from the motion. >> a royal new zealand air force search plane reported seeing numerous objects in the sea yesterday. and now we have more information on the corruption case involving state senator leland yee. he allegedly tried to negotiate a weapons deal on the same day he filed papers to run for one of the top offices in this state. >> senator, can you tell me anything? >> this is exclusive video of yee's arrest on wednesday. despite the fact that he not talked since his arrest, the criminal complaint reveals surprising allegations against him and also showed what some are calling a high level of arrogance. even after southern california state senator ron calderon was indicted last month, the complaint shows that yee continued to ask for campaign money from an undercover fbi agent and discuss how to move weapons from the philippines to

africa. then on the day he filed for secretary of state he allegedly met again with the agent to discuss the weapons deal. nbc bay area has also learned that a grand jury convened for this case on thursday. experts say it will likely return a decision on whether to indict by this friday. the 23-year-old emeryville machine suspected of a drunk driving crash is due back in court but this weekend the community set aside its outrage to show support for that marine's family instead. there is a growing memorial at the crash site in fremont. andrew silva returned from a tour of duty in afghanistan less than a month ago. the 23-year-old was riding his motorcycle tuesday when a car hit him near fremont boulevard. the driver kept going but eventually crashed into a pole before he was arrested for allegedly driving drunk. mountain mike's pizza in fremont also contributing a portion of their sales this weekend to the family. fremont bank has set up a

take a look at this sunrise. a very beautiful start and you see blue skies, clear all the way in the distance. in san jose the clouds still lingering just a little bit but won't be dropping any rain, at least not for a while. time is running out to enroll for health care under the president's affordable health care plan and hundreds of people waited in very long lines throughout the bay area to try to get some one-on-one help. kimberly tere has a look. >> they need to enroll right now

and do not wait until 11:59 on monday to try to enroll and use the system. there's going to be a lot of people. if everybody does that, the system will not be able to handle that kind of a flood. >> reporter: despite problems with the website, more than 1.1 million people have already signed up for covered california. 80,000 of them in just the last four days. >> my job doesn't let me go and do a lot of things, you know, so i had to do this at the last minute. >> reporter: hundreds lined up at bay area health fairs waiting to talk to enrollment specialists. >> i just founding it inconvenient online and wanted to talk to somebody in person. i never got a response back from when i left my phone numbers. >> reporter: state officials say they understand the online process can be frustrating but help is available. >> make sure you enroll now, as soon as you possibly can. as well, don't try to do this yourself. go to coveredca.com. click on find local help. >> reporter: while an account needs to be opened and

applications started by 11:59 monday, they don't actually need to be completed until april 15th, tax day. the federal tax penalty for not having insurance will be $95 or 1% of your income, whichever is greater. >> so that means people who are making $30,000, $40,000 a year could end up getting a penalty in 2015 of $300 or $400 or whatever is 1% of their income. and they don't want to do that. >> 11:59 tomorrow night. five women traveled to washington, d.c., this weekend for a very special meeting at the white house. the women were among the tens of thousands who helped build ships, planes and other equipment during world war ii. they are known collectively as rosie the riveter. this morning the group enjoyed a red carpet sendoff at sfo, all because last year vice president joe biden responded to a letter from the women who requested recognition of their wartime contributions. >> i really enjoyed my work and

looking live at the guadalupe park and those clouds are going to be up in the sky today, no rain from those. looking live at the san mateo bridge today, blue sky and a nice start to the day. well, in with the new, out with the old bay bridge, that is. drivers on the new eastern span of the bridge may soon notice the dismantling of the old span. as joe rosato jr. shows us, it is a tricky engineering feat that they are about to attempt. >> reporter: when it opened 77 years ago, the eastern span of the bay bridge was considered a marvel of engineering. today, another engineering marvel is taking place, only now taking that same bridge down. >> we're taking it down like 95% in the reverse order that it was built. it makes sense, because it was a complex structure to build in the first place. >> reporter: in september crews began the long process of dismantling the span. now they're beginning the

cutting edge part. in the next week they'll begin slicing the old span in half and taking it down in two sections. >> then we'll make the cut in the upper cord. then we'll progress down to the post and cut that. >> reporter: little by little the public will notice a gap in the old bridge growing larger in the next month. >> three weeks later you'll see two panels gone. that's when it will really be visible that there actually is two cantilevers. >> reporter: contractors are using jacks to apply pressure from the two halves to keep the bridge from crashing down. north dakota meantime they have added netting to keep birds from nesting. >> once the birds get in, it's very difficult to get the approvaling and the permits to physically remove them and often you can't. often you have to wait the birds out. >> reporter: the toll authority announced it's spent an additional $12 million on the project. it will allow crews to take down the two halves of the bridge

simultaneously can the goal of getting the behind scheduled project back on track. >> we believe spending the money now to get back on schedule, we'll see those savings at the end. >> reporter: the entire bay bridge took three years to build at a cost of $7 milli7 million. the demolition is scheduled for three years at a price tag of $3 million. proving what goes up is not as easy to take down. >> the bay bridge and the golden gate bridge went dark last night as part of earth hour, a worldwide energy conceservation movement. this is what the golden gate bridge looked like from 8:30 to 9:30 with the power all turns off. here's what the bay bridge looked like just as the light show was turned ban in. in chicago, the host of this year's earth hour, the city went all out and powered down most of downtown. earth hour started in australia in 2007 and now more than 7,000 cities participate.

meteorologist anthony slaughter reminded us of that. i have to say you turn off the lights at 8:30, you're not getting back up. >> i was here covering the tornado yesterday we had in chico so i wasn't able to participate but it is amazing to be able to participate in a worldwide effort to conserve energy. let's talk about your forecast. we are waking up to clouds, a little bit of drizzle, a little bit of fog as well. chilly, only 39 degrees in the north bay so a very crisp start to the day. but you know what, we are talking about warmer temperatures from where we were yesterday. in fact highs today will be out of the 50s. we didn't really manage anywhere near 60 yesterday. we're back into the lower 60s across the board. a good mix of sun and clouds. if you live against the westward-facing slopes you may see a broief shower later this

afternoon. you can see we've dried out completely across the board. our radar scanning that 250-mile radius across the board and not picking up on any shower activity at least here in the bay area. that's going to be the way things pan out the rest of the day. lots of sunshine and a good mix of sun and clouds. but we are talking about more showers on the horizon as early as tomorrow. put this into motion and you'll see those areas that could see a few brief showers. notice those green blauchz there. that's the note that we could see a brief shower pop up with the heating of the day, again in the foothills. tomorrow we'll start the day and see lots of low clouds and even the potential for a little drizzle up along the coastline and that will mean more rain by the middle part of the day tomorrow. for today dry, 63 in san jose, saratoga 64. bell montana 62. san francisco struggled to get

close to 60 and i think we'll be looking at that today with that onshore wind continuing. you'll notice in the north bay a little warmer than yesterday. 63 in napa, 63 in oakland and even in the tri-valley, pretty nice. jacket weather, of course, but no rain expected. not like what we saw yesterday where we continue to fall and fall and fall. but here's our next storm system. by monday it will be off the coast. that drizzle will be starting to form and the showers are expected to push in as early as noon tomorrow. when you leave the house, grab the umbrella, grab some rain gear and it's going to be raining kind of like yesterday. it's relentlessly coming down in buckets. this system will get very close to us. the core will pass right over the bay area. yesterday with chico seeing those tornados, the core of the low pressure was closer to chicos than here and that's why they had the storms. same scenario for monday and tuesday but this time a little closer to the bay area so definitely make sure that you're

>> hey, rick, how ya doing? >> reporter: if there's one thing dave bridgeon has learned during his time with the san jose police department -- >> how's the little ones? >> reporter: it's that there's no such thing as small talk. >> good to see you again. >> reporter: when you're chaplain to a big city force. >> take care. thank you. >> reporter: dave, you see, believes all those little conversations he's had over the past three decades in hallways, squad cars and crime scenes have paved the way to his office when it's time for a big one. >> this wall -- these walls can tell a lot of stories. >> reporter: the chaplain's walls can be found in a donated office atop a san jose funeral home. the ice box, as officers call it, is something of an unofficial cop clubhouse, at times packed for an informal lunch. other times it's a single officer and a serious talk. >> i have learned to love a cop

and to see them in the good times and the bad times. >> reporter: and for 28 years, chaplain dave has made it his mission to be there for both. on the good days, he's blessing weddings and baptizing weddings. on the bad days, burying officers. the absolute worst, one day in january, 25 years ago. >> it was my day off and i got a call. >> reporter: two officers had been shot. gene simpson dying at the scene. gordy silva later at the hospital. it was chaplain dave who broke the news for most of simpson's family, just not his parents. >> and they pulled up and they heard it on the radio. >> reporter: dave swore that day to never let it happen again on his watch, and it never has. >> a lot of -- >> reporter: but chaplain dave's

it is coming down the pike, though. let's find out when. thanks for joining us this morning. i'm kris sanchez along with meteorologist anthony slaughter. good morning, anthony. >> good morning. i've got another perspective for you. here's san francisco and you can see as far as the eye can see out over across the open water and you know what, the clear skies in san francisco is indicative of what we'll be looking at today. we do have some clouds hanging around certain parts of the bay area but no rain falling. we did have a little drizzle earlier but in the peninsula we're starting to dry out. some low clouds hanging on tightly but overall we are expecting to see sunshine today. highs today will be a touch warmer than yesterday. still very chilly, in the 30s in the north bay but we'll rebound nicely back into the 60s later on this afternoon. low 60s will do it but we do have more rain in that forecast. we'll talk about the timing on those showers and if there's any severe weather in our future coming up in just a bit. >> thank you, anthony. while we were getting rain, a tornado touched down in chico about 200 miles north of san jose. these are photos taken near

interstate 5 by a forecaster for the national weather service. two tornado warnings were issued yesterday evening. one around 5:30 and another right before 8:00. that was just ads a tornado was touching down near the chico municipal airport. there are no reports of injuries or damage but certainly a lot of folks are very feeling nervous about that one. cleanup is under way from this weekend's storm. a number of trees came crashing down and in san francisco crews worked for hours to remove a large tree that fell in the castro district at hartford and 19th between 19th and 20th streets. a tree fell onto a garage, brought down some power lines, hit a gas liter, which in turn ruptured the gas line. >> everybody was running up the street. i heard a lot of hissing and they wouldn't let us come down, so it was pretty intense. >> neighbors were evacuated but just for about an hour while utility crews capped the leak.

crews worked repairing power lines brought down by the rain and a huge branch of a eucalyptus tree. in the south bay the rain did not stop hundreds of people from honoring a civil rights leader. a march was held in san jose to remember and celebrate the work of cesar chavez. the mile-long march started at our lady of guadalupe parish and ended at the mexican heritage plaza. traditional mexican dancers led the procession. >> celebrating him. for us his spirit is among us and as a community of faith we don't want him to die. we just want to keep him alive with us. >> on wednesday a movie documenting the life of cesar chavez called "an american hero" opened here in san jose. it opened nationwide this weekend. a 93-year-old man from marin has been missing for more than a month now and now there is a reward in the case. his name is robert davis and he lives in san rafael. he was last seen february 26th

are, but nevertheless for the first time yesterday objects have been recovered from the ocean. >> a royal new zealand search plane reported seeing numerous objects in the sea yesterday. a man from half moon bay is behind bars this morning accused of robbing eight banks in northern and central california. you can see in the surveillance video the thief had a dark beard. police later determined the beard was fake and dubbed him the bad beard bandit. surveillance photos of the getaway car led fbi agents to that suspect. he is being held on a number of charges related to the string of bank robberies. he hit banks in sunnyvale, san jose, dublin, capitola and four other central valley cities. just another reminder that time is running out for uninsured californians who have not signed up for health care coverage. the deadline is of course tomorrow night. there are still a lot of people who have yet to enroll, and

missing the deadline means paying a penalty. yesterday at san jose's health pair funs of people waited in line to speak with counselors and insurance agents helping people get started. a covered california spokesperson explained there are folks who can quality for a deadline extension penalty-free but it's very specific. >> you have to create an account by 11:59 p.m. monday, march the 31st. in addition to that you have to make really good progress in starting that application process. that application will be time stamped and you will have until 11:59 p.m. april 15th to complete that application and select a health plan. >> now, the folks who qualify for a deadline extension are folks who cannot find a health care plan that costs less than 9% of their income, so he says really not a lot of people are going to qualify for that. more than a million people have already signed up for covered

according to the cdc altogether in 2010, 12 million americans reported abusing pain killers. later that year, the federal government began cracking down. but it would lead to another kind of epidemic. growing heroin abuse. the dea says the number of new users increased from 142,000 in 2010 to 178,000 in just one year. and they're getting younger. from an average age of 25.5 years in 2009 down to 22.1 years just two years later. >> definitely there's been more young people coming to access services. >> reporter: eliza wheeler works for oakland-based harm reduction coalition, leading the dope project, which aims to prevent overdose deaths. she said the abuse has spread to the suburbs. from marin to lafayette to walnut creek and the oakland hills. >> all kinds of places where

we've never heard from before. >> reporter: calls for help on how to deal with a loved one who had become addicted to heroin after abusing pain killers. >> from prescription medications like oxycodone. >> reporter: philip kauffman is with the san francisco department of public health which began a partnership with the dope project to slash drug abuse by giving addicts another drug, naloxone. either injected in the muscle or under the skin or sprayed into the nose, the nonaddictive prescription medication counters the effects of an overdose. the city of san francisco has been paying for naloxone distribution since 2003. getting the drug into the hands of the actual addicts through needle exchanges and other outreach programs. >> we saw the number of heroin overdoses decline by over 90%. from around 160 a year to around 10 a year for the past several years. >> reporter: but some parts of the bay area are struggling to

welcome back. 7:53 the time right now. you'll notice as we are waking up to some sunshine, we don't have any rain on our radar right now as we scan across on that radi radius, but you'll notice some rain over towards lake tahoe. if you're doing any traveling through sacramento, just heads up, you may run into some showers. we don't have to worry about tornados, our air is really very stable right now now that that rain moved through. you'll notice as we wake up looking at our skycams, we do have some sunshine, a little cloud cover in the peninsula and south bay and that's just the residual from the storms that moved through yesterday. overall i think we'll see a good mix of sun and clouds today but we are talking about more rain on the horizon. it will come in as early as tomorrow morning. you'll notice today, though, not a whole lot of activity on the

radar. we may see a little bit of brief shower activity, especially across the western-facing slopes but i don't think we'll be expecting anything more than that. that onshore wind really starts to rev up as we head into the evening hours so it will become a little more breezy, especially at the coast in places like san francisco and that fog will start to hug the coastline. expect to see drizzle for you early morning commuters. by 4:00, 5:00, we'll wake up to drizzle and even a little shower activity for your monday. now, we do have more snow in the forecast as well after receiving about two feet of snow across tahoe and most of the ski resorts across that area, another foot is expected above 5,000 feet as another winter storm watch has just been issued for tomorrow afternoon into tuesday evening. all right, let's focus on today. mid-60s across the south bay, 63 in san jose, 64 in saratoga. palo alto right at 63, even san mateo at 61 degrees. the embarcadero 59 degrees

today. you'll notice across the north bay, santa rosa at 62, sausalito only 58, walnut creek 64 and livermore 63 degrees. now we've taken care of today. now i want to show you what we're looking at for tomorrow. the storm system i've been telling you about, this is our next storm system that's going to move in by monday. so tomorrow morning we'll see a little drizzle at the coast but by lunchtime the front moves in. we'll get a heavy band of rain right around 1:00, 2:00 and then the rain will continue through the rest of the evening. what happens on tuesday, this is going to be the part that we really have to pay attention to, this area of low pressure will get very close to us. whenever you get the core of a system moving over you, you can definitely expect to see strong winds and the potential for severe weather so we are outlooked for the severe weather as we head through the day on monday and tuesday so keep that in mind. definitely you need an app to wake you up of your sleep. we're not used to tornados here across the bay area but if you
