dry but windy. >> taking a live look right now, the bay bridge toll plaza, also the san mateo bridge you can see the commute well under way. also a live look at san jose, pretty calm now but we are expecting rain in a matter of hours. as scott mentioned, a lot of wind. meteorologist christina loren is watching that closely. good morning. >> good morning to you. scott, peggy, if it was just the rain or just the wind we probably wouldn't have a weather alert but we're talking gusty wind, heavy rain and strong thunderstorms all possible in the bay area as we progress throughout your monday. let me give you a preview. you head out, cold and cloudy, the calm before the storm. that breeze will build, the gustiest time frame is looking between 10:00 a.m. and 4:00 p.m. we're talking about sustained winds 25 to 30 miles per hour gusting to 50 miles per hour at times. those mountain passes are going to be dangerous later on today. the heaviest rainfall around 12

and 7:00 p.m. we have a slight chance of strong thunderstorms. they could producep dime size hail. gusts possibly to 60 miles per hour. we're going to talk about the best chance for that later today and when rain returns to the forecast, this is not our only chance this week. stay tuned. we'll have it coming up. here is mike inouye. >> we're looking at a calm view of the bay bridge. at the toll plaza not so calm. the metering lights have been turned on, the backup filling in all lanes on the approach off of the 880 overcrossing. clear skies now, christina talking about the change in the weather. we're looking at the maps, a slow drive t change in the speeds northbound 880 slows through downtown, nothing of big concern. and down through san pablo approaching richmond west 80, an increased volume. you pick your path, a pretty smooth drive. a little bit of slowing north

101 behind the o in san jose. let's zoom in. northbound 101 approaching tully, then it slows toward 880. no incidents but that's your typical pattern. 87 from time to time shows speeds into downtown. with the build through the tri-valley, your flow for west 580 and west 84. counter commute 84 east out of 680 and sunol we see a slowdown as well. that might be a burst of traffic starting to hit the road. i mean maybe a couple dozen cars hitting the area. that's light in that direction. north of the bum ba north, we give you a live look from the dublin area, starting to build. it's a smooth drive, look at all of the company. that's why we'll continue to see the build and the slowing. the peninsula, one more shot. there we go. i had you worried. now back to you with a pleasant 101 look. >> never forget the peninsula.

thank you. today suspended state senator leland yee will be back at a san francisco federal court. christie smith is live in front of yee's home with more detail on that legal battle. good morning. >> reporter: good morning to you, scott. he's been arrested, suspended, charged with seven federal felonies in a scheme that sounds like it's straight out of a hollywood movie. despite all of this, though, one legal analyst that we spoke with said that some of the type of charges can actually be difficult to prove. specifically, public corruption. we shot video of the career politician the day he was suspended as senator leaving his san francisco home in the sunset district. our analyst said there is nothing illegal about giving money to a politician's campaign expecting to influence that person. it's also not illegal for a politician to take into account the wishes of contributors. it is, though, against the law if there is a blatant exchange of money for political favors.

>> the latin phrase is quid pro quo. they have to prove that the money was given in exchange for an explicit promise by the official to do certain official acts. >> reporter: he points to the case of former san jose mayor gonzalez indicted on bribery but a judge dismissed it saying there was no indication that a crime occurred. in yee's case the defense may argue that the fbi entrapped him in a sting, based on crimes that never truly occurred. he went on to say that the strength of the case of the prosecutors may hinge on how many audio and video evidence there is. reporting live, christie smith, "today in the bay." >> thank you so much. new this morning take a look at this situation here after a car slammed into a building in san francisco overnight causing major damage. after the crash witnesses say that two women ran off from the scene. the sign says joey and pat's

bakery. we're told the owner lives next door. authorities say they are waiting for crews to shore up the building before they tow away the car. >> a developing story unfolding along the korean peninsula. north and south korea exchanging fire. south korea fired into north korea after shells from a north korean live fire drill fell close to a disputed boundary. a front line south korean island was evacuated. all of these shells were fired at sea, none hit land. >> australian officials say a cluster of orange objects spotted which a search plane over the indian ocean turned out to be fishing equipment. the plane was one of several hunting for a trace of flight 370. more than ten planes and ten ships are scouring the ocean about with 1200 miles off of the coast of australia. australian war ships carrying a u.s. device that detects pings

welcome back. good monday morning to you. we've got heavy rain, fierce wind and thunderstorms in the forecast. we're going to take you through the timing of this powerful storm system, and i want to give you a preview of how much rain is coming into the bay area over the course of the next 36 hours. and this is not our only storm system this week. we've got a lot to go over, much-needed rain in the forecast just about every day. stay tuned. we'll take you through the upcoming changes. >> by comparison i have an easy commute i guess i should say. things are dry, picking up a wit in fremont, southbound 880 into the south bay. we have a build for north 101.

if you have health insurance already through work or school, then you have nothing to worry about. >> and happening now the death toll on the rise as crews continue to dig through thick mud in washington. 21 people are now confirmed dead, 15 of them have been identified. but still about 30 people remain missing. rescue crews say local search dogs are taking a two-day break. the dogs' ability deteriorate they are overwork and out there in the cold and rainy conditions. so the dogs have been very, very crucial in the search in terms of finding victims in the mud. fema says its canine teams will continue to work today. >> we talk about the situation in -- we'll talk about our microclimate weather alert. we take a live look at san jose and san francisco. and christina, good morning to you. >> good morning to you. on a monday, the last thing you want to hear about with heavy rainfall, gusty wind, even thunderstorms.

but what i can tell you is we need this rain and we have an opportunity this morning and tonight to make up really good totals. as you know we're in a drought and getting into the last few weeks of good rainfall in the bay area. if you average everything out after april we don't usually see a lot of activity. let's start with this potent storm system. we have two very different air masses moving into the bay area. you'll see this flow down to the south, that's the atmospheric river that's going to collide today with this very cold air mass that originated in the gulf of alaska. you can see the general size of this storm. it is a whopper. we're going to see the tail end today, it's going to come through quickly, and as a result we have a very slight chance for severe thunderstorms here in the bay area. getting into this afternoon, it's the best chance for thunderstorms that i've seen all year long. so keep that in mind. 48 in the south bay, peninsula at 49 degrees, it's chilly out there, it's going to be chilly

about all day long so keep that jacket with you. grab that umbrella. as you make your way out the front door and let's give you a preview what's to come throughout the day. we stop the clock at 1:00 p.m. you can see the heaviest rainfall expected. all the way through marin county. we continue, through the second half of the day, we start to get wet in the south bay between about 12:00 and 3:00. and coupled with this rain coming in we have some very, very strong thunderstorms, potentially we're expecting a lot of that activity in the sacramento valley. if we see any here it will be in the high elevations, the best chance the santa cruz mountains and san mateo county. 6:00 p.m. it's raining for the evening commute. we'll get a little break overnight, then the rain returns as we head throughout tomorrow. and we is another round on the way toward the end of the week. we could make up some pretty decent totals and take a nice chunk out of that deficit that we're running. overall the past few weeks have brought the numbers up and

hopefully this will continue to do so. a lot of snowfall on the way to tahoe. here is mike. >> you're talking about the weather but it's changing after the morning commute or at least after much of it. so far you're okay for the drive. a flow of traffic, the peninsula not a problem right now, the san mateo and the dumbarton bridges a nice flow. we'll talk about that in a second but the bigger change north 101 we see a slowdown. we had an earlier crash north 101 around 880. a little heavier than we typically see. let's sort out this for the second burst of traffic. those are the order of the backup and nothing unusual for the south bay right now. the tri-valley we have a nice flow of traffic and starting to slow toward livermore approaching the airway off ramp. 84 and west 580 your typical build. slowing from pleasanton to sunol southbound 680 because of the volume there, no crashes down to

the sunol grade. an easy flow. over toward the dublin interchange, castro valley y, west 580 okay through oakland. 238 and south 880 we see the slowing, more folks head to the san mateo bridge. again that span for 92 is just fine. approaching the bay bridge look at this. a little slowing 880 through oakland. heavier volume north of the coliseum. nothing really to speak of but again it's a trend so we're tracking that. also west 80, now see the speeds coming down into the yellow zone. past golden gate field toward the berkeley curve. you have a crowd because the metering lights are on. a look at berkeley, see the volume down past university avenue. we don't have a live picture. here we go. westbound 80 down university avenue.

this is nice if you don't use it that's okay. it's a good flow to the bay bridge toll plaza. the north bay as well. southbound 101, not a problem through san rafael. a little slowing into novato. you're fine in toward the golden gate bridge. back to you. >> ask mike, thank you. >> thanks, mike. >> well, should we talk about baseball? the giants opening up the season on the road against the arizona diamondbacks. >> they are. but thousands of fans will flood the stands on at&t park tonight, we're going to tell you about that in a moment. we want to get you updated on the situation in los angeles of course with all of the earthquakes that have been happening. we want to go live to los angeles right now and check on jacob who is live right now in la habra. what can you tell us? >> reporter: yeah, in fact, a lot of the damage has been taken care of. we had a lot of water lines broke, a lot of homes not safe to go into. a lot of it taken care of but

today monday after the quake we have an elementary school that is closed because of damage. you might call this an earthquake day. we'll go to the footage inside the school. it's just light fixtures and ceiling tiles that are broking and on the floor. then you have books all over the place. also not back to normal today, we have six homes that are still red tagged b. 20 people not able to return home there. we also had a rock slide in the canyon because of the quake. that was closed all weekend. today's it's back open but only for residents. they have cleanup to do. there were three cities really hit badly, a 5.1, seen over 100 aftershocks, one an hour ago. at the time of the quake i was 50 miles away and i felt it pretty good. this renews in people's minds the need to prepare. we had a lot of businesses that had things flying off the shelves, homes where that

happened. people renewing their desire to prepare because we know that when a lot of these happen seismologists say this does nothing to quell what could be a bigger quake. there is always that chance. in southern california and up in the bay, a lot of people on their minds that preparation that they need when the bigger, bigger one hits. reporting live in la habra, "today in the bay." >> always something to think about. did you -- where were you when this submit did you feel it yourself? >> reporter: i was near riverside which is 50 miles from the epicenter. i felt it pretty good. i had just parked the car. i was with my wife and daughter. we felt the car rumbling and shaking but still we were 50 miles away. and we could clearly tell that it was an earthquake. >> wow. >> jacob, thank you, in los angeles. now, we were talking about baseball as well. so the giants are playing but not at at&t park. it's not the home opener yet. you can go see it nonetheless. >> exactly.

that's right. thousands of fans will be flooding the stands at at&t park t organization is hosting what they call authentic opening day at the ballpark. giant fans can watch at the at&t park scoreboard. the gates will open at 5:30, the second pitch at 6:40. first pitch rather at 6:40. >> coming up later a live interview with giants broadcaster coming up at 6 con45. >> thousands will pour into o.co to watch the a's opener against the cleveland indians. first pitch is 7:05. >> the weekend rain caused an old problem at oakland coliseum to bubble up. here is video online. during the rain that ultimately canceled saturday's game the toilets and showers in the coach's area of the clubhouse

as we take a look at downtown san jose. it's dry right now, but there's rain and wind on the way. we'll check in with christina coming up in a bit. >> at 6:24 now. a former military ruler now indicted for high treason in pakistan. earlier this morning he appeared in court charged with suspending the constitution, imposing emergency rule in 2007. this is the first time in pakistan any army chief has been charged with treason. >> former israeli prime minister is convicted of bribery and will likely face prison time. omer 60s accused of taking bribes to push a real estate deal before he became prime

minister. the scandal forced him to resign in 2009, 12 other people were also convicted of bribery in the scheme. >> today the supreme court will look at which software should qualify for patent protection since mid-90s the software system has operated by its own rules that 400,000 software patents are issued prompting thousands of lawsuits. ibm sin favor of patent protection. microsoft and google argued against too many. >> apple and samsung headed back to court for another round of their patent battle. this time involving newer devices like the iphone 5 and the galaxy s-3. the companies accuse one another of ripping off designs and features. apple accuses samsung of violating patents, samsung says it licensed most of those features. as part of google's android operating system. samsung claims that google has been working on that technology

california but did affect millions up early trying to log in. we understand it's working again now. and you're right, midnight is that deed line. >> what number are you? >> it's been a rush going in to this last day. lines around the block at enrollment centers. >> find out the most affordable coverage for you. >> reporter: the administration reports 2.5 million calls last week to its hot line, more than the entire month of february. and nearly 9 million hits last week on healthcare.gov. >> i think they are cooking the books. >> reporter: critics wonder what happens to price. not enough healthy young people sign up. >> what we hear thus far is they are expecting double digit increases, the system is designed to have shock absorbers so if the mix isn't quite right should put restraint on prices next year. >> this year how will today's numbers affect november's

elections. >> what we're seeing now are politicians trying to save their political careers instead of focusing on patient care. >> the republican play book of just repeal obamacare gets tougher as more and more people get health care. >> and more will if they sign up by midnight. >> reporter: and if they don't have more problems with the website. as of a short time ago we understood that it was working again. and the issue here was if people were able to get on to the website but not complete their registration, complete their insurance by the end of the day by midnight, then they may get a reprieve from the tax consequences but you've got to be able to log on or walk into an enrollment center and get process started. >> better to start earlier in the day if you still have that yet to do. thank you so much. >> let's continue our coverage with chase cain. let's talk local. the covered california deadline that's also midnight. >> same deadline but people in

california have a choice, you can go to healthcare.gov, or you can go to coveredca.com, that site only for californians appears to be working well so far today. but the clock is ticking. we have 18 hours until you have to start that application. and california says more than a third of people who were eligible to enroll have signed up for insurance, much more than they expected. again for those who do not at least start the application by 11:59 p.m. they are going to have a fine and either $95 or 1% of your income, which ever is greater. so some of the high income earners you can pay for that. if the you start the application today you have until april 15 to finish the application. >> do not wait until 11:59 on monday to try to enroll and use the system. there's going to be a lot of people. if everybody does that the

system will not be able to handle that kind of a flood where everyone tries to enroll at the last minute. so make sure you enroll now as soon as you can. >> we're going to keep an eye on that website for you all day long. if you have waited and need help there are two events this afternoon in the east bay, both depend at 2:00 p.m. the first at the oakland asian cultural center on ninth street. that is in oakland. also in richmond as the bay area rescue mission, another event there. also begins at 2:00 p.m. on west mcdonald aext bring a photo i.d., proof of address, income and proof of citizenship and they will help you get through the process and sign up for health care. the good news is for those signing up so far four out of five people have qualified for subsidies to bring the cost of having health insurance down. as you head the rep say don't wait until 11:00 p.m. because there could be issues if

everyone is jumping on at that time. the clock is ticking. less than 18 hours. >> all right. chase cain, thank you. >> heading over to our microclimate weather alerts we have storms brewing in the north bay. they spread south as well in the next few hours. san jose, san francisco and the san mateo bridge. the concern right now is really the wind. >> right. christina loren has been watching the radar scopes and other scientific equipment we don't know how to work but she does. >> i've got cool tools helping me gauge everything. three things you want to concern yourself with if the you spend any time outdoors, little ones headed to school, a lot are off for spring break but you might have little ones back to school. we have a chance for very strong wind, in fact, we expect that, a chance for pretty heavy downpours just about with every where with the exception the

tri-valley. and we have a chance, very slight but there, for strong thunderstorms right here in the bay area later on. we traditionally don't see thunderstorms here. after all this is not florida because of that cool pacific ocean it's very much rare. as we head throughout day, you can see the clouds starting to thicken up. temperatures are cool and are going to stay cool. only wrapping up numbers by 5 to 8 degrees. heat of the day today, 54. in the north bay. that's a cool day for you. rain and wind, this is what we expect, that fierce wind between 10:00 to 4:00, heaviest between noon and 6:00 p.m. and the thunderstorm chance, we'll show you how this looks on a map coming up in my next report. here is mike inouye and the drive. >> i was watching here because it's not on our report but we saw another set of flashing lights around the bend. they turned off the lights. near the bottom of the screen we

have one at the split and a low truck. at the bottom, right under the clock we have a disabled vehicle. one on either side of the freeway of westbound 80 as you approach the berkeley curve. it's adding to the slowdown. you see the traffic backing up where the bay bridge toll splaz off 580 and the east shore freeway. look at the map, a slower drive coming down through richmond and through berkeley and bogging down at the berkeley curve. 880 held off pretty steady though we saw an earlier burst. maybe more were hitting the road earli earlier. we'll focus on slowing first of all the tri-valley we have a slowdown, south 680 into sunol. westbound 84 through livermore and pleasanton. then the south bay northbound 101 is starting to recover. en earlier crash at 880 started the backup. in that we had another crash,

both cleared to the shoulder. coming from orange back to yellow. on 87 the peninsula more crowds but close to the limit. back to you. >> thank you, mike. >> a 7-month-old pit bull fell more than 200 feet off a cliff and survived. crews thought it must be dead after it landed on a pile of rocks yesterday afternoon. what an effort. the lucky pit bull was rescued and is recovering at the local humane society. hopefully will be fine. a tough fall. >> 6:38. still ahead a red carpet send-off for a real life rosie the riveter. >> the dome theaters go dark but the fight to preserve them is not over yet.

6:41. some bay area women who did their part in the second world war will tour the white house. they received a send-off over the weekend. known as rose the riveters named after the famous poster. they along with thousands ever others helped to build ships, planes and help win the war of course. dozens of groups including a kaiser and virgin america are paying for the trip. vice president joe biden called the women last veterans day and invited them for the visit. >> it's likely the end of an era

for an iconic building in the south bay. san jose's century dome theaters on winchester boulevard showed its last film. the sold out crowd watched "raiders of the lost ark," symbolic because that film opened back in 1981. the owners of the land want to use it for redevelopment so there is a big push from the community to try to preserve the oldest of the three. state officials will meet to consider declaring century 21 historic. >> 6:42. baseball is back. a live interview with the giants broadcaster coming up ahead. >> shattered glass and busted windows as a driver slams into a cafe.

most of the years when you go out on the road they say, and the rest of the san francisco giants. so you kind of look forward to that rather than have your name mispronounced. >> that can happen to a newby madison bumgarner making his opening day start. how do you think she going to do? a lot of pressure on him today. >> he'll do fine. i think the thing he has in his back pocket is experience in playoffs. you think what he did in the world series, he handled the pressure. opening day starts are big adrenalin games. the only thing that rivals that are playoffs and world series games or all-star games. he has experience in all of those. so i think he'll do fine. >> let's talk about lincecum. he is supposed to take the mound but he got nailed in the leg on the line drive. what do you know about him? >> he's fine. he was normal self. excited coming into the season.

happening, the reason why we expect the strong storms. you can see we have this persistent plume of moisture coming in from the hawaiian islands all the way out there, what we call the pineapple express. now that very warm subtropical moisture is going to collide with this air mass indicated by spotty clouds. and as we head throughout day today, the two air masses collide and that's what brings about the chance for thunderstorms. if the you are heading out and with, this is what you can expect. it's dry out there and calm right now but the breeze is building. our cameras are starting to shake. gusty wind anticipated between 10:00 a.m. and 4:00 p.m. gusts to 50 miles per hour. then as we head throughout the evening commute count on what could be a rough drive home from work because you're going to have the wind and the rain. 12 to 7:00 p.m. we expect the rain, then the wind will relax. temperatures nice and cool for today. you want to keep that in mind. let's look at the totals.

this is what we're anticipating. it's going to dump rain and we could accumulate between 3/4 inch to an inch even in the south bay. these totals are looking good and a lot of this is going to come through in the heart of the evening commute. let's check on your drive now with mike. yeah, count on what could be rough conditions by this evening. >> good morning. that's fair warning for you. that might be why some are leaving earlier if they listened to christina. they might have taken that into account and gotten out early because they wanted to leave early. we saw a burst of traffic earlier that caused a backup on the berkeley curve. right past the on ramp we have a stall on the right side. on the left side a set of flashing lights so a distraction for both sides causing traffic to back up before this shot. the map, we'll show you what we're talking about down the east shore freeway. around university avenue, bogging down, that means speeds down to 30 miles per hour. 20 at the worst.

loosening up toward the area we saw, passing by those two incidents jamming up again at the berkeley curve. after you pass 24 and the interchange with 980 as well. there is a slower drive developing for north 880. we talked about slowing through oakland and now starting to build. a little heavier than you see on a monday. west 580 nothing surprising. south 680 has seen a burst of traffic as well. looks like more coming out of the san ramon valley into this area. so plan for that. west 580, an earlier crash moved to the shoulder. no real slowing there. redwood road and north on 38. the typical build. another crash around eighth street. no reports of lanes blocked heading to the san mateo bridge in the build. the nimitz heading down into union city and fremont for your typical flow. the dumbarton bridge moves nicely, so does the san mateo bridge with no delays north of
