right now 6:00 a.m., slick roads, rain, dropping temperatures as a strong storm rolls over the bay area. makes the morning drive treacherous. good morning to you. thank you for joining us on this tuesday. i'm peggy bunker in for laura garcia-cannon. >> i'm scott mcgrew. let's take you back out a look at san jose on the left, san francisco on the right. we expect lots of rain today, the possibility of hail and thunder, wind, even low level snow in the forecast. let's take a look at the radar. you can see the showers rolling in through the bay area. cold air coming with it. for more about this and this microclimate weather alert let's check in with our meteorologist. >> we have a little bit of everything happening right now. we're tracking this real time lightning action off the sonoma coast. though it's happening over the ocean you can see that flash as far as santa rosa. you do want to take it easy. then you see these pop-up cells, they are getting more intense

throughout the morning. these cells, the red in the middle, those are thunderstorms. we are expecting more of that activity as we progress throughout the morning. our ground is saturated so we expect the storm reports to possibly double up throughout the day. we could see more trees go down as the wind picks up. this evening's commute is not looking great. the one piece of good information, the light at the end of the tunnel is the heavy stuff is holding off until the second half of the day. i'm going to time out this system and then talk about snow back coming up. there is a big sur va in the tahoe area. this is really going to dictate how well we do for the rest of the spring and summer months. for today, 12 p.m. showers intense by, by 4:00 we're in the thick of it. we wait until 4 to 6. we could accumulate another inch of rain. stay tuned. i'll show you how much we expect where you live coming up. back to you, scott and peggy.

>> thank you. cleanup continues this morning across the bay area. >> christie smith is joining us in berkeley where one lightning strike snapped a giant redwood in half. it looked like went through a wood chipper. >> it did because there are tiny pieces all over. it shows you the power of lightning. that looks like a spear sticking up is all that's left of an 80 foot tree. the rest went into the neighborhood in small pieces, big pieces. one of those from the tree big enough to crash into the front of the minivan parked out front. i wanted to show you what this redwood looked like. a google street image. the lightning strike took it down to about 20 to 25 feet. that's all that's left according to berkeley fire. neighbors say it sounded like an explosion in the afternoon.

left behind scars all over at holly street in berkeley. there is a tarp on the roof. windows blown out. wood debris all over. one neighbor looked out the wind out at the height of the storm in the afternoon. >> it's so close to our house so i was scared. i've never seen what lightning can do. >> reporter: also wanted to mention a similar story that happened in sausalito. lightning strikes to a redwood blew out windows. neighbors report that things fell off the wall like they would in an earthquake, at one point the power went out. back live in berkeley. i wanted to show you red tape up in front of the home here and looked at the front door and this is a read tag up calling it unsafe. before we go i wanted to show you we were talking about all of the wood. this is something i keep showing

you different size but this is what's in the street this morningment from tiny pieces that look like they went through a wood chip tear pieces like this. all of that from that tree that you see up there. christie smith, "today in the bay." >> don't make christie mad today. she is armed and possibly dangerous. >> the rain making a difficult drive. >> for sure. let's bring in mike inouye. what are you seeing on the roads? people waking up shortly? >> 6:00 hour is when we see a lot of folks leave and call in as they see stuff. don't be surprised if we have more of that. looking toward san rafael with the southbound drive starting to build. talking about folks leaving the house, slowing now out of novato north of there but nothing big. a lighter volume around the bay but the glowing lights and we'll show you the map of the north

bay area. still wet roads where it's green, blue will be puddling and ponding but that's starting to dry out. coming across the bridges those are moving smoothly. the greater bay area looking good. lighter slowing for the south bay. and the tri-valley. livermore westbound 580 a report of a big reeg. you leave the altamont pass, that could provide benefit for livermore and the rest of the trivalue as it will hold some up making it a little lighter. you see the build a typical pattern but that's good news. watch south 680 through sunol. north 101 a new crash around 280/680 interchange. slow down minimal and it's 87 the southbound side which shows unusual slowing. no incidents reported but we'll track that. down in the area we'll look at

fremont or a look for 880. the flag on the lower corner. that wind is going to change and gusty conditions so watch it across the san mateo and the bay bridge. >> mike, thank you. our storm coverage continues on air and on line. you can go to nbcbayarea.com, you see the radar and track the rain on our website. >> new details and a major shift from investigators searching for the missingarilies flight. investigators revealed the final words spoken are different than those reported. investigators say the final words were good night malaysian 370. investigators say they are not sure who spoke those final words, earlier the voice had been identified as the copilot. investigators have not explained

the discrepancy or whether the change is significance to the search. the search does continue ten planes and nine ships continue to scour that massive site in the ocean. the three-week hunt has turned up nothing of the plane which vanished march 8 with 239 on board. >> the ceo of general motors will answer tough questions on capitol hill. she will have to explain why the car company did not act to recall millions of small cars with a defective engine switch until now. the glitch can shut off the engine is in motion. power brakes are lost but most importantly the air bags will not inflate in a crash. gm linked 13 deaths to the problem. the majority of the victims were under 25. the top admits it has known those were defective. it didn't start recalling

millions until february. cars include the cobalt and the saturn ion among others. >> new this morning the first trains roll through a caltrain station on the peninsula. chase cain is there live in san bruno. cal train says the station a major safety improvement for the qui. >> sure do. now they don't have to worry about cars and pedestrians getting in the way because these tracks are actually elevated up above the road. you can see allen is turning around just how high we are off the road.. one of the side effects it's going to reduce traffic congestion during rush hour. the first train rolled down the tracks about an hour ago. the first train to pull onto both the new elevated tracks and into this new san bruno station. it is the end of a $155 million project they have been building this for 3 1/2 years.

and just got to the point they could open the new station. there will be three roads, san bruno, san mateo and ingas avenues that no longer have train crossings because of these new tracks. they will tear down the old station and tracks in the next few weeks. talked to the caltrain representative why this project has been so important. >> this was a really convoluted and in fact at one point was rated as one of the most dangerous crossings in the state of california. so it's really exciting to be able to tell people that never again is a train going to be able to hit a car in san bruno. >> reporter: we want to let cal train riders know if you use this san bruno station that it is in a different place. it's moved about six blocks north. the new station is along san bruno avenue between san mateo and huntington so it has a new

>> welcome back now. another active weather day. real time lightning just off the sonoma coast. right now we're tracking another thunderstorm headed toward the south bay as we head throughout the next 15 to 20 minutes. it should stay calm but by 7:24 a.m. the action moves into san jose. we're timing the storm system by the minute. stick wisconsin, we'll have the latest coming up in moments. >> we're watching the commute build by the minute. this traffic tuesday has an unusual flow. we'll talk about that as we watch the effects of the roadways which are still wet from overnight rain. >> taking a look at today's top story, neighbors in berkeley say a lightning strike during yesterday's storm sounded like an explosion.

it shattered some windows. >> firefighters say gas tanks likely fueled this massive fire that gutted a construction site in maryland. the flames broke out around 4:00 this morning, parts of an interstate still shut down. no reports of injuries >> investigators are doing a forensic examination of the final recorded conversation when a malaysian jetliner disappeared checking to see if there was stress or tension in the voices of whoever was communicating with ground control. leaders say it could drag on a long time. >> the midnight deadline has come and gone. the government says more than 7 million americans have likely signed up for health care under the new health care law. enrollment was not without problems. this wrongs waited in lines to wait up for health care. in louisiana some callers waited up to two hours to get through on call centers, the health care

go .gov site went down. >> in california there were so many customers that the state exchange had to switch off the preview plan to cut down on congestion. many who started the process are asked to finish later when there is less traffic. if you ran into technical problems yesterday you can get an extension. covered california says you can call enrollment counselors or certified insurance agents and tell them that you tried but failed to get started yesterday. you'll have until april 15 at midnight finish your application. >> air b and b will start paying 14% hotel tax. it lets people rent out homes or rooms to travelers. the company will collect taxes from guests the same way hotels do. the move helps the company avoid

let's start first with the snowfall. you can see the wide view. radar shows you a lot of activity starting to ramp up. take a look at this. we get the flash of white, the dusting of snow and it's cold enough throughout the next couple hours if cells pass. we could accumulate maybe two inches of snowfall there. it's a pretty sight to see that snow on top of mt. hamilton. now let's switch and show you where the lightning is. as you know we have many microclimates across the bay area. in the north bay, look at that. real time lightning strikes, right now we haven't had a lot of activity. was we warm up and we're getting some sunshine we're going to see more of that. our air mass is more unstable today and our ground is

saturated. basically the timing is the same. we're going to be the most active during the evening commute. so keep that in mind right now, though, i'm bull's eyeing this cell. it's about to hit. you can see it's about 6:35 arrival here, san gregoio is a really nice beach. watch out if you live in the area. active in the next 20 minutes or so. throughout day today showers are going to be pretty light until lunch time, then we stop the clock at 4:00 p.m. and that heavy moisture comes back in the bay area. at that point it's going to be to the north of the golden gate bridge. between 4:00 and 6:00 we get some of the rich moisture. the south bay and that all extends where we need it in the central valley. >> i'm going to tell what you this means for the snowpack. we have a survey today. we're going to dive into that in a bit. let's check your drive. >> all right. hey, we're going to look on the

peninsula, we'll see the volume of traffic. 101, it's not a concern but still damp. watch those, they are going to be thick. the bay area looks pretty good t area of palo alto. you are picking up the volume but the speeds are not lowering. 101 and 280 along the peninsula stretch. let's all the out areas because we have lighter than traffic tuesday. traffic held up a bit back at grant line road. that is holding up traffic. the slowdrive using the annabell interchange. the green on the map and around the rest shows you where they will continue to be annish view. lower those speeds. north 101 through san jose, light volume.

87 we've seen a slow drive. down below 60 miles per hour for both directions and a lighter flow there as well. we're tracking this. only the tri-valley schools are really off for the week but we'll follow the rest of the school as it is spring break around the bay. north 17 the second crash, this time another crash at the summit. a single car involved. that's creating a backup. los gatos a lighter volume. to the bay bridge, 880, 580, moving to the maze. same for the east shore freeway. we have metering lights on. we've seen a backup and the cash lanes off to the left are starting to show lighter volume getting a great lake when the -- they did have rain, there is the gloated light of the sun, you can see the similar light on the hills a. lot of water so

looked over the advanced testimony for mary barra. she will say that her company is investigating but they don't know yet. general motors will do the right thing. that's what ceo mary barra plans to tell congress today as she testifies here amid a brand new recall involving a sudden loss of power steering that brings the total to 6 million gm vehicles now recalled. sarah's family believes the initial problem, a faulty ignition on her chevy cobalt led to her death. nbc confirmed that barra met with families last night apologized and saw pictures of some of the 13 victims who died. today she'll apologize publicly and admit as she did in this youtube video that the company still doesn't know why it took more than a decade to detect the problem. >> clearly the fact it took over 10 years indicates that we have work to do to improve our process. >> staffers sifted through

200,000 documents including one that shows a gm engineer signed off on a change to fix those switches before testifying that he knew nothing about it. >> we would like to say for general motors to take a step back and instead of trying to just make this switch better, build the safest possible switch on all of the vehicles they have. >> reporter: we'll hear from the head of the traffic safety administration a what government regulators knew and when. we also looked over the prepared testimony for the acting administrator of ntsa saying that they also want a better idea of the timeline of what was going on in gm and could look at up to $35 million in fines plus the lawsuits and the justice department's criminal investigation. >> then of course tracie, thinking about the people driving cars by general motors. how long is it going to fix those issues with each car?

>> reporter: we don't know. gm said initially october they could have the fix done. then they added this new recall yesterday so now a spokesman says that may delay things. we don't know how much past october, how much longer or after october it may take to switch all of those cars, 6 million plus. >> tracie potts in washington, d.c. thank you. >> let's go back the our microclimate weather alert. a live look at dublin and san francisco. san jose. it's raining, it's cold and it's affecting your morning commute. here's what you're in for. some video overnight on highway 101. this is near shoreline. you can see the rain making those windshield wipers work. >> checking in with meteorologist christina loren, she's had a busy morning. we see her running in and out of the studio covering this huge map. >> i don't want to let anything get past me especially when it comes to these lightning strikes. i know that is what people want to know about. it's unusual for that sort of activity here in the bay area.

we have an even better chance today of seeing the strong storms fire off than what we experienced yesterday. this is what we're tracking for you. lightning in the east bay, to the east of hercules, christie is in berkeley, she heard the thunder from this one. so definitely we have strong storms developing and more on the way. you can see right now the lightning strikes aren't as intense as yesterday afternoon. we have another one to show you off the sonoma county coast. as we progress throughout the day, take a look what's coming our way. stop the clock at 9:00 a.m. at that point still light activity for most of the bay area. watch this as we progress throughout day today, all that heavy moisture comes back at about 3:00. you see the yellow, the deeper green, that's heavy rainfall and it will likely impact your evening commute like yesterday. stop that clock at 5:00, that's when we start to get our heaviest precipitation in the south bay. it's going to be cold feeling

like winter. temperatures ramping up into the 50s today. stop that clock for you at 7:00 p.m. and that's where we're going to get a little break from the heavy stuff. still fair game for thunderstorms as we head into tonight and even tomorrow morning with more rain on the way thursday into friday. i really want to tell you what this means for the snowpack in tahoe. as you know we picked up over six feet over the past week. i'll tell you how we're looking in terms of snowpack. it's important for the bay area. stay tuned for that. you got to get out the front door, here is mike to help. >> you want to leave the front door, right here, they beat you to the plaza. the metering lights were turned on at 6:00. that's typical but it's a lighter build here. just now filling in for the toll plaza. for those unfamiliar this is liner for the toll plaza. you see the fast track lanes. there is not a real concern. we're starting to see speeds dip below 60 miles per hour.

berkeley is where you see the speeds at the worst. the blue, that's a concern westbound 80 off of the carquinez bridge toward hercules, that rain did leave puddling. some lightning in the area as well. keep that in mind through the area. use caution and be prepare forward whatever nature has in store for you. a wet roadway but smooth drive across the bridges. the north bay has started to dry out a bit so we don't see as much of the blue but slowing for 101 out of petaluma to novato. west 37 shows a build. not an unusual pattern. the rest of the bay a smooth drive across the san mateo and the dumbarton bridges. in the south bay nothing unusual as far as the flow. i should say it is unusual, we have a lighter volume. fremont southbound 880 as you see the traffic flow past mission boulevard. the lower left corner the flag barely moving. it was flapping earlier. we may pick it up.

6:40 now. take a look at this fire that crews had to battle. this is an apartment building under construction in maryland. you can see how large the flames were. much of the building was gutted as crews fought to get flames under control. neighbors say nobody lives in the building yet. so far no word if there were injuries. >> mudslide crews in washington say they are concerned that workers are being exposed to chemicals and toxic sludge. workers are dealing with sewage and other chemicals beneath the surface of mud and rubble. the governor of washington

asking the federal government to declare a major disaster declaration. so far at least 24 people have died, three more victims found earlier this week and have not been identified. at least 22 people missing. >> an explosion in kenya's capital killed at least six people and left some still hospitalized with critical injuries. still unclear who is responsible for yesterday's blast in nairobi although in the past similar attacks have been blamed on somalia's group behind the shopping mall attacks last year. >> new video from southern california, three u.s. marines were stabbed while trying to break up a fight in huntington beach on sunday. officers say the brawl started between two women, one wearing a dodgers shirt, the other wearing an angels shirt. the marines tried to step in and stop the fight. they were stabbed in the face and neck with broken beer bottles. the marines are exexpected to be

even low snow in the forecast. for the rest of the day. you can see there are showers rolling through the bay area and cold air is coming with it. >> of course more rain could get in the way of cleanup efforts in berkeley where lightning and wind brought down trees. we'll have a live report from that neighborhood coming up. first we want to get the scoop on what we can expect with meteorologist christina loren. >> we look at the tree and you see the sunshine coming out. well, christie heard thunder in the area with the lightning strike not far from where she is. it's one of those whacky weather days. it will be cold. you want to be prepared for severe weather. let's get to the good stuff. today we have a very important snow survey so i want to show you what's happening across lake tahoe now. steady snowfall moving in. throughout the day we expect to accumulate maybe one to two feet more above 7,000 feet. that's great news because we have a really important snow

survey taking place today. the april 1 snow survey is extremely important because typically in the month of april we accumulate snow up until about april 1, then the snow starts to melt. just because of the last storm systems that we've had here over the past three weeks, the past month, we brought the total up from 28% to 36%. i think this could go as high as 40% when we get that information back today. but still that means we're still down 60%. and it's the snowpack that is responsible for one third of the entire state water supply so it's really important. we're going to bring that information to you as soon as we get it at 11:00. make sure you stay tuned for that. if you can't probably set your tivo, we'll continue too see lightning strikes, we've got this unstable air mass overhead. so far this morning one lightning strike east of hercules, one offshore and this is what we have in store the rest of the day.

9:00 a.m., getting a little more active, then between about 9:00 and 1:00 p.m. we're going to see more rainfall develop. looks most active between about 4:00 and 6:00 in the heart of your evening commute. but hey, we could tlally up an inch of rain. then the showers start to deteriorate tonight. you do want to keep in mind it's going to be active. you take a look at these well formed clouds overhead. when you see that definition, those couple you low nimbotowers you have a chance for thunderstorms. we're seeing that this morning. that was san francisco. the best thunderstorm chance is between about noon and 7:00 p.m. so keep that in mind. then a few light showers as we head into tonight. more rain on the way. we're going to talk about that coming up. back to you, scott and hank you. >> some bay area homeowners are still cleaning up after their homes were damaged from some of the lightning strikes. >> christie smith joins us live in berkeley. one snapped a redwood in half.

>> reporter: good morning to you. i have to say this weather is starting to turn on us. we're starting to see more clouds and hearing thunder and also am rain has started. i wanted to show you what happened here from that lightning strike. hit this tree you see, how else can you describe it. just blew up and sent wood debris all over. one branch big enough to smash the front end of this minivan in berkeley at holly and buena avenue. bark on the roof next to the tree, the home next to the tree has a red tag that says unsafe. it's got red tape up this morning. this happened around 1:20 in the afternoon. neighbors tell us that the lightning was bright and loud. >> i saw wood scattered everywhere so i thought our roof exploded. then i looked over at this tree

that used to be 80 feet tall and it's only 20 feet tall now. and i realized that the tree had been hit by lightning and exploded. >> reporter: i wanted to show you a google street image of what that tree looked like in better days. 80 feet knocked down to 20, 25 feet. back live, now that the sun's coming out a little or it's getting brighter you can see not only the tree but what it did to the proof here. there is tarp on that end, then on this end a lot of wood debris and damage. so a lot of cleanup happening here i'm sure today in berkeley. reporting live in berkeley, christie smith, "today in the bay." >> thank you. >> let's check the morning commute with mike inouye. >> good morning. we're looking here, this is west 580, the traffic moves but the sun's up we can see how wet the roads are. the transition ramp, this is not such a sharp curve but watch those as you come off at freeway

speeds. we have one issue that might be related to that. the maps first. we show the wet roads, still moves smoothly and in fact for a traffic tuesday we see the heaviest volume this is looking light. highlighted through the weather system and the traffic system so there are wet roads as you saw. smoother drive for west 580. south 680 and 84, you see a slowdown and it's gradual. lighter than typical. the tri-valley schools have spring eak. that usually affects that area but areas around the bay for the next two or three weeks, we have schools rotating around the district and that will change the flow. in the south bay we have a slow drive developing, 101 around capital expressway and 680 points where you hit the brakes. 87 in downtown. had a different flow this morning. 85 not a major concern. heading over to highway 17. the rest of your bay looking

good. the peninsula you're all right. along the coast watch for patchy frog perhaps. and standing water along the highway. we're looking at southbound 880, there is a report of a car that went off of the road and in toward a pole. at marina boulevard. that might have been contributed by the slippery conditions. over to the left as you pass by that. and also a stall approach are eighth street. more are shifting to get to 92 but you have to stay to the left until you get past that seen. nothing really unusual past that or down the east shore freeway. live look outside show you the san mateo bridge westbound a smooth flow of traffic, now starting to lift you can see the peninsula side and the traffic showing nicely here. and in oakland we see traffic past the coliseum. it's pretty -- the camera trembles as the wind picks up. keep that in mind as you pass over area bridges.

hampering the search. root was not dressed for such temperatures. >> parents in oakland on high alert after a 6-year-old girl was sexual hi assaulted near a school. a man lured the girl last friday, he sexually assaulted her a block away from the school. the girl returned to the campus and told an adult who contacted police. authorities say the suspect is driving a silver suv. >> looking for suspects in a drive-by shooting. they say someone shot at two men in a driveway. this happened last night on edge stone circle near east ridge mall. the suspect reportedly fired shots into a home and targeted two men talking in the driveway. one victim taken to the hospital but is okay. >> this man is described as a white man in 30s with a dark beard, 6 feet tall. before 10:00 he knocked on the

door of a house less than a mile from the sunnyville shopping center. one of the women answered the door, he forced his way in locking the women in the bedroom. the suspect stole jewelry, electronics and a 2013 volkswagen pa sat he used as a getaway car. >> new this morning good news for commuters on the peninsula. a new caltrain station is up and running. it will make the streets safer. chase cain is live at the new station in san bruno. good morning. >> reporter: good morning, scott. it should also make the commute easier because they hope by having these train tracks elevated above the road it will ease congestion. you can see how elevated we are as we look owe ter rail at some of the construction. the train station is up and running. the first train rolled through here about 5:15 this morning,

the first train to use both the new elevated tracks here through this stretch of the cal train as well as the new san bruno station. it's the end of a $155 million construction project which has been under way for some 3 1/2 years. it's taking the tracks up to a higher level to pass over san bruno avenue, san mateo avenue and angus avenue where the tracks met with the road. and that proved to be a dangerous setup. >> this was a convoluted crossing for pedestrians and vehicles, and in fact, at one point was rated as one of the most dangerous crossings in the state of california. so it's really exciting to be able to tell people that never again is a train going to be able to hit a car in san bruno. >> the san bruno station is in a new location, it's moved about six blocks north to a along san
