good wednesday morning. it's 4:30, i'm scott mcgrew. >> i'm peggy bunker in for laura garcia-cannon. new video just into the newsroom. take a look. massive tree fell over overnight, crushing several cars below it. this happened in oakland near mcarthur boulevard. power knocked out. pg&e crews on scene trying to fix that situation. they're trying to chop up and clear the tree. no reports of i any injury. >> let's check in with christina loren as we suffer through a bit of wet weather. >> good morning.

blessing and a curse, right? we need the rain so desperately, we're getting into april now. as you know, we're not going to see a lot of the rain as we progress throughout the end of the month and into may, of course what i can tell you, we're getting not own shower activity also the pop-up thunderstorms. tracking it out all morning long. right now, you can see the bulk of the moisture in the north bay, marin county. let's check that drive. oh, mike, you were here last night. >> well you were here until yesterday afternoon and evening, we traded off. volleyball hand slap over there. here toward the oakland area, 880 moves smoothly past the coliseum. late burst in the evening commute made things miserable from oakland. towards 680 and the tri-valley. rain leftover. blotches show wet roads, likely many patches especially surface streets. 580, the blue rectangle there, that is where you'll find a lot

of water. there is flooding reported southbound 880 at keller avenue, on-ramp may be closed on the southbound side. arrow pointed northbound, passing by fruitvale, a crash happening a short time ago. again, green patches all over the place for the north bay. but the east bay, south bay, peninsula drier than before. it doesn't mean the roadways are completely dry, they're just not puddled up. 4:32. to a developing story in chile, authorities are trying to assess damage following a deadly 8.2 magnitude earthquake. the quake triggered a tsunami warning. evacuation orders are in effect for hundreds of thousands of people living near that country's northern coast but the warning center said the biggest recorded wave during -- it was 6 1/2 feet during that alert. chile's president has declared a state of emergency for the area.

causing several landslides with blocked roads, power cut to thousands and airport grounded all flights. anti-riot police are joining soldiers to prevent any looting and rounding up hundreds of inmates that escaped from one prison. so far five people are confirmed dead from the quake. that's relatively low considering the strength of the quake. >> in fact, the biggest earthquake recorded instrumentally was 9.5 that occurred in 1960 in central chile. so the chilean people are used to earthquakes and they are well prepared for them. >> hawaii is also being warned about potentially strong current at beaches this morning, but so far no threat to the california coast. grim step forward in the mudslide recovery efforts in washington state this morning. the floodwaters are receding, which is exposing more bodies in the debris. the death toll has risen to 28 ranging from 4 months old to 71.

21 other people are still missing. hundred of searchers and cadaver dogs are sifting through the mud after ten days. the weather was dry there evidence yes but there are heavy rains expected tomorrow through sunday and that could hamper recovery efforts. >> arson investigators looking into the cause of a deadly fire in san francisco. paramedics say the fire started before 5:30 at a two-store yo home on castillo street. an elderly woman was died at scene. the san francisco firefighter accused of hitting a motorcyclist driving a fire truck drunk last year is set to be in court mismorning. quinn will be arraigned on three felony counts. back in june, quinn was behind the wheel of a fire truck that slammed into the motorcyclist, there you see, on the south of market neighborhood. the cyclist seriously hurt but

survived. quinn resigned from the department thereafter. a grand jury indicted pg&e on 12 criminal charges surrounding the explosion and fire. the fire killed eight people and destroyed 38 homes 3 1/2 years ago. indictment claims pg&e knowingly violated federal law, saying employees and regulatory agencies gave multiple warnings to the utility about insufficient recordkeeping of its gas pipelines. it charges that pg&e, quote, willfully violated a minimum safety standard for pipelines that were carrying natural gas and that ultimately led to the explosion. pg&e maintains its employees did not violate federal law and the criminal charges are unwarranted. the utility's facing fines up to $2.5 billion by the commission. two stories of survival, the first, this man, 25-year-old abraham found alive a day after he vanished while snowboarding in the sierra back country.

authorities say he spent most of the time walking but found a house in that area anyway, able to call his family. he was taken to the hospital with minor frostbite. and then this man, 55-year-old robert root rescued after spending two days lost in the sierra. he disappeared on sunday while running in the foothills with friends. said he kept warm at night curling up into a ball under a bush. a snowstorm and strong winds made the search for the man difficult. rescuers able to spot him yesterday walking on a bridge wearing only running shorts and a windbreaker. he's also recovering at the hospital. speaking of snow in the sierra, the sierra snowpack increased since last month. 32% of normal, up from 14% of normal two months ago. water officials say the jump does not end the drought. they say the recent snow improves a, quote, disastrous

situation. improves it to dismal. >> all right. even with that little tiny improvement, the stage i water shortage emergency is in effect in mountain view. the declaration of last night encourages to launch a campaign of conservation measurements already on the books. >> it will increase outreach to the restaurant community so they're aware of it. a lot may not be aware. it's been in the code since the '90s. >> i agree. everybody should try two do their part, and restaurants. >> stage i water shortage emergency encourages more residents to participate in rebate programs for increasing water efficiency in their homes. if the drought continues to worsen, a stage ii water emergency, such as banning residents from watering lawns from 9:00 a.m. to 5:00 p.m. >> microclimate forecast.

eme emeryvil emeryville, more rain clouds. south bay, look at roadways, slick in san jose. scattered showers overnight but things drying out, right? >> more rain on the way. take a look at this. it's all moving into southern california. so i'm sure they're on storm watch in socal. it hasn't rained like this in quite some time. core of the low pressure over the bay area. unstable air mass on top of us. a chance for thunderstorms is heightened throughout the morning hours. keep that in mind. you can see here, still getting pop-up showers. highways, i wouldn't call them slick this morning, but damp. as we head throughout the next couple of hours, keep the shower activity going and it should wind down as we head through tonight. watch out, up in the north bay, slick conditions on 101, and down the peninsula we have good rainfall through san mateo. keep that in mind. mike. >> it is slick here in san jose.

but that's in patches, not a lot of completely covered roadways like they were yesterday. again, look at the water. as the cars pass by, see the water kicking up the tire tread as they past by northbound 101. puddling there. the maps, south bay, san jose, let's say, doesn't have a problem. farther south and the traffic system, we'll get the weather data from the same system that we share with christina, and potential for fog gilroy. haven't heard problems from chp. tap the brakes. here on the peninsula and east bay, blotches of green. wet on the roadways, as christina was talking about, especially the coast. watch through oakland where we had late rain. things have kept on with the off-ramps around keller. here in san francisco, reports of a crash, maybe flooding as well. southbound 101 on to eastbound 80. transition over toward the lower

deck of the bay bridge. things are moving smoothly but you may have one lane blocked. east bay, 680 experiencing wet roads out of walnut creek. speeds are typical. the north, look at the glowing lights, mist behind the cars, hitting the car beind them. and puddling, over on the right. no major concern. you're at speed from petaluma towards central san rafael. you know computers through milpitas might run into delays. parts of dixon landing road will be closed. this will allow crews to tear up concrete to build a new bridge for the b.a.r.t. silicon valley rail extension project. work is expected to last eight months. still ahead "today in the bay," round two on capitol hill for the head of general motors. struck by lightning and lived to tell her story. why this woman says the shocking

welcome back to you. taking a live look outside at the bay bridge. a beautiful picture there, all lit up there in the span getting busy. commuters making their way across. mayor ed lee rolling out the welcome mat for irish airlines. it marks the return to sfo launching a new nonstop service from dublin ireland, scott if you only had known. it's part of new major expansion that will increase by 24% this year. the service can benefit the silicon valley and ireland. several bay area tech companies, headquarters are there and many irish companies are based in california. controversial google shuttle buses will be allowed to use muni stops starting this summer unless those against the program take it to court. san francisco leaders shot down an appeal, meant to stall the pilot program. at peel claimed the city did not evaluate the environmental impact of the buses which carry

tech employees to work on the peninsula and the south bay. 18-month program scheduled to begin in july will let shuttles with permits stop at designated muni stops for $1 per stop per day. those against it say the buss are too big and dangerous. >> the bus turned on a red light and i had the green light and i was so serious, chased them down, you have to pay attention to the safety here in the city. >> supporters say the program will keep thousands of cars off the road every day. today, general motors' ceo mary barra faces more questions on capitol hill about the faulty ignition switches that are linked to 13 deaths. she repeatedly apologized for the defective switches but did little to satisfy angry lawmakers and grieving families they want answers that she says she does not have. >> why in the world would a company with the stellar reputation of general motors

buttons. you don't have to figure out how to pull the functions up from the right side and include easier ways to close politics. futures are higher after stocks posted their first three-day winning streak in more than a month. s&p 500 index, thought to be the broadest measure of market's performance, hit a new record high. investors reacting to a positive report on the nation's manufacturing sector. look for date to an job growth and factory orders. the dow rising 74 points. the nasdaq closing up 69 to 4268. amazon holding an event in new york today, speculation, a possible new device for streaming video. in the meantime, amazon has rolled out a service to let customers return items through the same lockers it's installed for deliveries in convenience and grocery stores in major cities. it estimated a third of all online purchases are eventually returned. that's costly for online
